four
election
workers
ballot
clerks
election
clerk
duties.
They
supervise
the
incoming
voting
list.
They
check
voters
off
the
list
and
give
out
appropriate
ballots.
They
oversee
the
ballot
box,
ensuring
that
voters
deposit
all
ballots
in
the
ballot
box
in
the
tabulator.
They
count
ballots
in
teams
of
two
one
counter
from
each
major
party.

perform
other
duties,
they
perform
other
duties,
other
duties
at
the
warden's
request,
so
at
caribou's
elections
and
the
clerk
serves
as
the
warden
for
the
july
14th
meeting
that
included
cleaning
booths
and
pens
counting
numbers
of
voters
going
in
and
out
of
the
gym
ballot.
Clerk's
election
workers
are
nominated
by
two
major
parties
by
the
two
major
parties
or
recruited
by
the
clerk
every
two
years
in
the
even
years
the
council
appoints
them.
The
clerk
selects
from
the
list
to
work.

workers
are
paid
minimum
wage,
but
when
things
are
going
well,
the
work
looks
easy,
but
truly
it
isn't
always
easy.
There's
long
days,
standing
paying
attention
to
detail
is
required
and
able
to
work
a
long
day

to
be
sharp
as
shop
at

as
they
were
at

served
one

year
term
as
a
ballot
clerk
and

failed.

back

pulling

looking

the
council
appointed
clerks

took
us
a

to
get

started

it
turned

retiring

upgrade
the
structure

we
want
to
put
new
rubber
and
replace
any
spongy
insulation
as
needed,

adding
any
more
weight
or
insulation.

snow

take

water
longer
to
the
snow
longer
to
melt
and
how
we
determine

The
engineer
of
the
firm
determined
that
what
is
there
is
no
longer
structurally
sound
enough
to
carry
the
load.

there

sure
that
they'll
refer

the
building
codes,
but
you
know
when

building
was
built.
It
was
built
to
the
codes
at
that
time
and
I
just
I'm
having
for
one
of
seven
struggling
to
see
how
structural

weak
or
needs
needs
to
be.
I
understand
the
upgrade
if
we
increase
the
pack.

fully
understand
that,
but
just
to
keep
what's
there
replace,
what's
there
how
they
determined
that
the
actual
bar
joists
and
structural
in
the
building
was
wouldn't
support
whatsoever.

we

want
to
give
you
a
little
bit
of
background.
First,
we
we
didn't
come
into
this
as
doing
just
a
epdm
roof
replacement
project.
We
were
requested
to
review
the
project
because
the
fire
station
had
visible
issues
in
the
masonry
walls
and
concrete
floors,
and
so
the
city
put
an
rfp
to
write
a
report
and
do
a
structural
evaluation.

Last
year
and
our
site
visit
was
on
september
16th
and
our
reporter
findings
was
provided
to
the
city
on
the
27th,
I'm
assuming
you've
seen
a
copy
of
the
september
27th
report
in
general.
Our
findings
noted
that
the
building
has
a
variety
of
cracks
in
the
interior
walls
and
suspended
floors
that
was
determined
to
be
caused
by
roof
loads
being
transmitted
to
the
walls
through
the
bracing
steel
located
on
the
walls
based
on
the
plans.

The
bracing
steel
was
designed
to
stabilize
the
top
of
the
interior
masonry
wall
and
allow
for
up
to
one
inch
of
deflection.
The
existing
snow
load
capacity
of
the
joist
is
62
pounds
per
square
foot.
The
steel
joist
institute
manual
indicates
that
the
steel
joists
would
have
a
deflection
of
about
1.77
inches
for
62
pound
snow
load.
This
means
that
the
joists
transmit
significant
roof
loads
to
the
interior
walls
and
floors
for
which
they
were
not
designed.

to
start
with
current

to

we

and

requires
certain
calculations.

this

you

there's
been
some
concern
about
whether
or
not
you
have
to
do
insulation.
Your
current
code,
the
international
existing
building
code
for
2015
under
chapter
7,
does
require
has
minimum
requirements
that
alteration
shall
conform
to
the
energy
requirements.
The
2009
international
energy
code,
which
requires
in
chapter
three
a
climate
zone,
shows
caribou
in
zone.
Seven
chapter
five
indicates
that
a
zone
seven
requires
a
minimum
r
value
of
r25,
based
on
our
past
experience
with
public
buildings
and
public
schools.

report
noted
that
the
roof
has
no
secondary
emergency
overflow
drainage,
as
required
by
the
move
at
code
based
on
the
2015
code.
Chapter
15,
secondary
emergency
overflow
requirements.
Scuppers
are
required
that
meet
that
section
1611
for
rain
load
conditions.
The
existing
drains
are
sufficient
to
carry
the
normal
rain
loads.
However,
the
continuous
perimeter
parapet
creates
the
potential
potential
for
significant
ponding
if
the
existing
drains
fail
to
function.

the
ones
in
the
fire
where
the
fire
trucks
are
in
the
garage,
those
are
clear,
span
the
fire.
The
trusses
are
also
meant
to
be
clear
span
in
all
the
other
rooms,
but
in
some
cases
there

walls

hallway
wall
is
in
the
way,
and
there
are
walls
around
other
rooms
in
the
dorm
area
and
in
the
bathrooms.

walls
go
up
so

they
theoretically,
they

not
hit
the
wall.
The
clips
are
basically
to
guide
the
joists,
so
everything
stays
in
alignment
what's
happening

joists
are
deflecting
so
much
they're
pounding
on
the
walls,
creating
your
your
cracking
and
they're
also
pounding
on
your
floor,
which
is
creating
cracking
as
well,
which
is
not
designed
for,
in
our
opinion,.

cracks

the
exterior
brick
at
all,
so
we
felt
it's
localized.

we

codes

refer

the
2015
code
applies
to
brand
new
construction
right.
That's
if
somebody
came
in,
they
wanted
to
build
a
brand
new
building,
we're
going
to
apply
the
2015
code
to
it,
but
where
we
have
an
existing
structure,
you
ask:
why
aren't
we
using
the
old
codes?

That's
where
this
existing
building
code
comes
into
play
and
it
kind
of
has
the
allowances
for
us
to
say
it's
an
existing
building.
It
was
built
prior
to
the
2015
codes,
but
these
are
some
of
the
standards
that
still
have
to
be
met
and,
as
indicated,
they're
reviewing
this
against
the
existing
building
code
that
is
adopted
as
part
of
the
states
of
delta.
That
was
part
of
the
overall
2015
new
bank,
but
the
brand
new
construction
codes
are
not
what's
being
applied.
It's
the
existing
building
codes
that
are
being
reviewed.

We
have
just
a
point
of
point
of
attack
here:
we've
done
a
lot
of
work
with
the
cariboo
school
system
and
we
have
to.
They
are
required
to
have
each
roof
analyzed
before
they
re
redo
their
epdm
systems
on
all
their
schools,
and
we
have
done
several
roof
projects
with
a
high
school
as
a
result
of
that,
because
the
building
was
built
in
the
don't
say
the
60s
and
it
doesn't
meet
current
codes.

it's
just
sometimes
it's
beams
and
columns,
and
sometimes
it's
reinforcing
the
steel
joists
with
additional
steel
and
sometimes
it's
a
combination
of
both
we've
done.
All
of
that
at
the
high
school
in
various
locations.

the
lay
person
that
I'm
sure
everybody's
run
into
on
the
street.
That
says,
you
know
and
common
sense
way
of
looking
at
it.
Damn
cold
was
good
enough
to
build
the
building
and
it
stood
all
these
years

some
pretty
horrific
times,
including
snow
and
weather
rain
events,
and
now
all
of
a
sudden
we're
faced
with.
We
can't
just
replace
it.

investment

this

out

public
safety
building
business
for

council's
job

tear
the
scab
off
it
and

sure,

years
on,
say

imagine
what
a
new
building

payback

nothing
but
an
albatross
around
the
taxpayer's
and
that's
one
thing
I
personally
struggle
with
is
as
a
private
business
owner.

have
to
look
at
everything
I
spend
every
nipple
and
I
have
to
look
at
payback
and
sometimes
I
have
to
just
walk
away
from
it.

project

estimated
to
be
around
270
000
if
it's,
if
it's
only
going
to
be
in
place
for
five
more
years,
because
the
public
safety
issue
is
going
to
raise
itself
again

there

concern
there.

get

20
years
down
the
road
in
the
existing
building.

nothing
has
ever

looked
at
maybe
being
able

discussing

roof
and
using
the
rest
of
that
money
to
get
out

building

are
in
the
building
that
haven't
worked.

god
only
knows
how
long.

parapets
out

work,

the
big
thing,

we
need

stop
the
separation
of
the
walls,
that's
what
needs

spent
five,

gonna

okay

could
get
some
longevity
out
of
this

building

before

winter

work

this

find
some
sort

calm
commonality

seven

us
in
order

fix
us

anything
that

provide
that
any
other

we

deal
is
that
this
is
time
sensitive,
we're
already
the
27th
of
july.

employees

it

people's

and

are

it
falls
upon

everything

the
direction

you're
giving

much

rainy
day
funds.

a
matter
of
where
do
we
find
within
the
departments,
expenses
that
can

reduced

savings

we
can
be
found
or
revenues
that

brought

delayed
to
any
impact
of
those
rainy
day.

last
week,
we
received
a
little
over
ten
thousand
dollars
from
workers
comp
as
a
dividend
check
to
the
city
chief
dahigan
was
telling
me
tonight
received
about
five
thousand
dollars
of
additional
revenues
from
a
couple
other
sources
that
didn't
pay
us
from
last
year.
That
we
weren't
anticipating,
so
there
will
be
little
bits
that
come
in
that
we
did
not
anticipate
in
the
revenue
sources,
but
we
really
need
to
be
looking
at.
Where
can
we
find
some
of
the
savings
we've?
I've
talked
to
each
of
the
department
heads.

I
know
with
the
recreation
program,
for
instance,
we
didn't
have
our
spring
sports.
We
didn't
have
a
lot
of
sports
and
programs
from
earlier
this
year,
which
meant
we
didn't
hire
a
lot
of
part-time
staff.
Well,
that
creates
a
savings.
Then
I
guess
one
thing
that
came
out
of
the
colgate
was:
we
didn't
have
to
spend
so
much
money,
so
there
are
some
savings
there
that
we
can
then
put
toward
trying
to
find
that
balance.

know
this.
This
kind
of
comes
back
to
the
previous
discussion
is:
where
does
this
money
come
from
for
this
roof
project
and
in
this
proposed
resolution,
what
would
be
looking
at
is
some
of
the
funding
would
come
out
of
this
budget
year
and
some
funding
at
a
next
budget
year
in
a
sense
amending
the
capital
plan.
So
we
don't
have
to
take
that
huge
bite
this
year,
but
we
can
spread
it
over
a
couple
of
years.

know
that
the
with
the
fire
station
roof
project.
You
really
have
two
components:
one
is
the
the
roof
membrane
and
the
insulation
side,
and
the
other
is
the
truss
strengthening
and
my
understanding
from
sewers.
They
really
are
independent.
They
can
be
done
separately,
but
they
need
to
be
done
fairly.
Coincidentally,
as
far
as
the
timing,
because
you're
right
it's
been
discussed,
you
put
insulation
and
the
membrane
up
there.
You
create
snow
loads,
extra
weight
on
the
trusses
and,
if
those
aren't
being
done
at
the
same
time,
then
you're
pretty
much
a
problem.

But
we've
we
have
looked
at
some
of
the
costs.
We
think
there
are
some
cost
savings
as
far
as
the
roof
mandarin
side
of
it.
We
ultimately
need
to
decide.
You
know,
what's
going
to
be
the
the
trustwork
or
whatever
work,
that's
done
and
put
that
out
to
bid.
So
we
know
what
kind
of
savings
we
might
be
looking
at
on
that
side
of
the
project,
but
because
of
in
the
accounting
side
of
things.

The
reason
why
this
resolution
is
only
looking
at
capital
is
because,
if
we
leave
the
capital
expenses
in
the
budget
as
soon
as
the
commitment
occurs,
we
basically
expense
those
automatically
170
000.
You
can't
just
subtract
parts
of
that
after
it's
coming
through
the
books
and
go
into
a
reserve
account.

Now,
with
this
resolution,
maybe
some
explanation
for
when
we're
looking
at
some
of
these
things,
the
police
station
study
has
been
mentioned.
We
had
in
the
capital
budget,
forty
five
thousand
dollars
for
that
engineering.
Architectural
study
we've
spent
about
eighteen
thousand
dollars
now
toward
that,
but
it's
on
hold
and
if,
if
it's
going
to
be
on
hold
for
the
rest
of
the
year,
then
that's
a
savings
of
nineteen
thousand
dollars
that
we
can
put
in
there.

had
150
000
in
there.
If
we
again
put
some
of
that
funding
in
this
year,
some
of
the
next
year,
then
we
can
spread
that
out
a
little
bit
a
little
bit
easier
to
take,
but
there's
fifty
thousand
dollars.
We
could
take
off
of
the
trustworth
this
year
in
anticipation
of
something
happening
for
final
payments
next
year
in
the
police
department,
they've
got
the
new
cad
system
that
they're
working
with
the
county
on
the
county
is
going
to
find
the
majority
of
that,
and
so
there's
seven
thousand
dollars
there.

river
road
account
is
currently
sitting
at
negative,
sixty
thousand
dollars.
You
may
recall
when
we
were
setting
the
budget
last
year,
we
threw
in
sixty
thousand
dollars
at
the
very
end
of
the
process
to
in
the
hopes
that,
if
we
have
to
do
some
more
work
on
the
river
road
we'd
have
that
funding
in
there.
Thankfully,
this
year
we
didn't
have
to
use
any
of
that
funding
and
so
in
a
sense,
letting
sixty
thousand
dollars
to
the
negative
sit
on
the
books
another
year,
it's
possible
the
25
thousand
dollars.

covid,
we've
had
no
progress
from
the
state
on
the
on
the
collins
pond,
so
there's
ten
thousand
dollars
there
that
we
don't
anticipate
spending
this
year
could
be
taken
out
of
the
capital,

projects
that
would
get
us
up
to
the
what
we
anticipate
in
the
commitment
process

then

next
