instance,
the

caribou
hospital
district
trustees
and
the
carry
Board
of
Directors
should
be
done
annually
by
the
council.

so,
as
the
mayor
presents,
the
names
the
board
or
the
council
approve
is
basically
consents
to
those
names
being
given
in
your
council.

the
packet
went
out,
we
received
three
additional
applications
for
various
boards
that
we
can
show
you
tonight
and
it's
up
to
the
council
and
the
mayor
to
review
the
applications
that
have
been
received
and
if
you
want
to
go
ahead
and
appoint
those
individuals,
you
can-
or
we
can
put
another
advertisement
out
to
see
if
there's
anybody
else
interested
thinking
about
for
another
time.
The
the
board
of
directors
for
caring
in
the
care
of
a
hospital
district
are
are
time
sensitive,
but
other
than
that.
Everything
else
would
be
at
the
council's
discretion.

the
number
of
vacancies.

hospital
district
has
one
vacancy
and
we
received

applications

dog
licensing

dogs

got
six
hundred

twenty
dogs
in
this
dogs
need

licensed.

them
being
licensed
before
the
end
of
December.

meeting

and

asked

I

suggested
changes
that
he
would
like
to
ask
the
council
to
consider,
and
so
I've

emailed,
that
out
to
you
tonight
and
let
me
just
bring
that
up
for
you
also
on
the

five

stay
the

dates
would

21st

of
the
11th

because
that
is
Labor
Day
weekend.

meeting

we

another

potentially

and

and

the

April
by
April
30th,
the
council
will
need
to
receive
the
2020
revenue
projections.
That's
the
date
that
you
need
to
receive
those,
not
the
date
that
you
have
to
take
action
on
them
by.
In
fact,
we
typically
do
the
revenue
projections
in
the
month
of
January,
because
with
our
budget
software,
we
have
to
input
the
expenses
and
revenues
at
the
same
time
and
so
by
the
end
of
January.

We'll
have
the
revenue
projections
for
you
to
consider,
but
April
30th
is
the
last
day
of
the
year
by
charter
that
we
need
to
get
those
to
you
by
January
31st.
We
have
to
get
the
written
final
expense
budget
report
to
the
citizens,
basically
what
you've
already
adopted
in
December,
but
with
some
written
explanations
and
year-end
numbers
attached
to
that
report.
So
that
really
doesn't
affect
your
meeting
schedule.
The
the
April
date
again,
where
we're
planning
to
do
that
revenue
in
January.
It
shouldn't
affect
your
April
meetings
at
all.

We
have
to
have
that
final
document
to
you
as
a
council
for
2020,
the
mill
rate
has
to
be
set
by
the
last
day
of
June,
which
would
be
June
30th,
and
the
proposed
schedule
would
make
it
so
that
you
would
have
a
meeting
on
June
29th
the
day
before
that.
So
I
think
that's
probably
a
fairly
consistent
meeting
date
to
meet
that
schedule.

Payroll,
basically,
and
so
in
the
past,
the
council's
authorized
the
manager
to
sign
all
warrants,
and
you
have
the
prerogative
to
authorize
that
to
pay
what
warrants
that
somebody
else
could
be
the
treasurer.
If
you
want
to
do
that
or
you
could
retain
that,
if
you
wanted
to
and
have
all
payroll
come
to
the
council,
we
still
would
have
to
put
it
out
on
weekly
basis.
The
recommendation
is
to
continue
to
allow
the
city
manager
to
sign
all
the
warrants.

On
their
taxes,
they
can
pay
early
in
monthly
installments
and
in
doing
that,
there's
a
slight
benefit
to
them
in
their
taxes.
Again,
it's
not
very
much,
but
we've
done
this
past
few
years
and
it
helps
with
the
cash
flow
items
that
we
deal
with
on
this
at
the
city,
rather
than
all
the
money
coming
in
in
October.
We
do
get
people
that
try
to
get
part
of
this
tax
Club
and
receive
those
benefits.

I

I've
started
receiving
money
today
that
came
in
the
mail
for
their
January
payments
and
anybody
who,
even
though
we've
done
this
for
years,
it's
very
new.
You
know
some
people
have
never
heard
of
it.
So
come
in.
You
don't
have
any
interest
during
the
month
of
October,
November
and
December
as
long
as
you're
current
in
the
start
of
October.
So
we'll
set
you
up
and
you
can
pay
monthly.
