the
airport,
advise
the
citizens,
Airport
Advisory
Committee
versus
the
council,
Airport
community,
yeah
and
so
I
I've
included
in
the
packet.
Just
a
brief
memoral
memo
that
outlines.

My
understanding
was
that
the
the
council's
Airport
committee,
you
can
create
that
committee
and
any
other
committee
that
you
desire.
As
a
mayor
and
as
a
council,
the
citizens
Airport
committee
was
created
separately
for
its
own
purposes
to
kind
of
look
at.
How
could
they
help
with
the
vitality
of
the
airport,
bringing
some
events
and
also
providing
some
more
since
and
privatized
to
the
operations
there,
but
it
was
not
ever
intended
as
I
understand
it,
to
combine
those
committees
together
or
to
only
have
the
Citizens
Advisory
Committee,
and
so
just
for
point
of
clarification.

There
was
some
discussion
as
I
understand
it
between
the
citizens,
Airport
committee
and
myself,
and
some
council
members
about
combining
those
together
or
getting
rid
of
the
council
committee.
But
and
again
it
is
the
pride
of
the
council.
If
you
want
to
do
that,
but
last
year,
when
that
Citizens
Committee
was
formed,
it
was
not
the
intent
that
they
would
combine
together.

Relative
to
the
financials
we
have
at
this
point
our
unaudited
year
and
financials,
and
the
numbers
in
general.
The
the
revenues
were
about
a
hundred
and
fifty
thousand
less
than
projected,
and
the
expenses
were
roughly
a
hundred
and
eighty
five
thousand
less
than
projected,
and
so,
when
you
look
at
both
of
those
combined,
we
have
a
net
of
around
thirty
four
thousand
positive
to
last
this
past
budget
year
last
calendar
year.

They
were
the
ambulance.
Billing
was
in
general
government
last
year.
They
have
a
corresponding
reduction
in
their
expenses,
so
shows
that
general
government
has
even
larger
I
guess:
I
should
even
lower
cost
for
their
year,
but
really
those
costs
are
the
same
and
just
depending
on
which
pot
we
put
it
in
and
so
know.
Hopefully
that
explained
that
well,
but
that's
why
the
fire
and
EMS
department
is
over
budget,
otherwise
they
would
have
been
under
budget.
The
police
department
is,
or
was
over
budget
by
about
forty
three
thousand
dollars.

That
was
due
to
the
City
Council
approving
the
school
resource
officer
and
incurring
the
additional
expenses
related
to
that,
but
also
keeping
in
mind
that
the
school
agreed
to
pay
for
those
expenses,
and
so
we
have
a
corresponding
increase
in
revenue
in
the
police
department
that
offset
that
so
again,
even
though
it
shows
as
an
over
expenditure
of
the
police
funds,
it
was
approved
by
the
council
when
we
entered
into
the
school
resource
officer
agreement
and
we
received
additional
funds
to
help
cover
that
expense.
The
airport
was
over
by
about
fifty
thousand
dollars.

You
may
recall
back
in
early
part
of
November,
the
the
council
was
approached
by
our
recreation
director
about
the
trail
system
being
opened
up
because
of
all
the
early
snow,
and
the
council
said
yes,
move
forward.
Getting
things
opened
up
as
soon
as
you
can,
and
so
the
roughly
fourteen
thousand
dollars
of
over
expenditure-
and
that
was
due
to
putting
crews
out
earlier
in
the
season,
then
was
anticipated
again
at
the
council
direction.
The
section
eight
FSS
program
was
over
by
now,
if
there
$200.

This
was
due
to
the
expense
budget,
which
was
set
in
roughly
December.
The
expense
budget
was
set
prior
to
knowing
the
grant
that
we
were
going
to
be
rewarded
from
the
FSS
program
and
so
their
their
expenses
were
over
by
that
amount.
But
the
revenue
that
we
received
through
the
grant
was
it
was
actually
$7,000
over
the
expenses.
So
even
though
we
have
an
overage
of
expense,
we
also
had
an
overage
of
revenue
in
that
same
department
and
where
that
program
is
completely
grant
funded,
they
were
able
to
fall
in
under
there.

council,
for
instance,
the
police
department,
where
the
council
approved
the
RSO
or
the
SRO
agreement,
that
incurred
those
expenses,
and
that
was
done
by
approval
of
the
council.

airport,
when

council
took
action

terminate

FPL
services
that
incurred
all
of
the
expenses
related
to
that
as
well,
and
so
on.

requires
that,

there's

additional
expenditure
of
funds
throughout
the

the
council
has

approve
those

so
the
actions
that
the
council
took

the

basically
incur

additional

us
to
this
point.
If
you
want
to
have
a
more
formal
agenda
for
a
more
formal
approval
and
just
kind
of
recapturing
all
the
actions
that
took
place,
we
could
do
that

don't.

I
like
to
make
a
final
comment
two
years
ago
and
I'm
using
round
numbers,
so
everyone
just
grabbed
the
gist
of
what
I'm
saying
we
had
an
unexpected
appropriations.
I
think
that's
the
term
about
three
hundred
and
ninety
thousand
dollars.
We
wait
two
years
and
then
we
get
to
use
it
for
our
budget
after
the
audit
I
think
we
used
that
money
this
year
on
our
budget
counselor
Phil
two
years
ago
last
year
about
two
hundred
and
fifty
thousand
and
now
we're
down
to
thirty
four
thousand.

put
a
little
more
positive
spin
on
that,
and
that
is
that,
through
the
budgeting
process,
we
solve.
We've
also
been
able
to
be
a
little
more
true
with
our
numbers,
in
that
we
have
a
better
grasp
of

going

be
and
a
better
grasp
of
what
the
expenses
are,
so
that,
theoretically,
at
the
end
of
the
fiscal
year,
that
would
be
a
zero
and
that
your
revenues
and
your
expenses
are
matching
and.

truer
budget

true

chiefs,

chief
and
the
code
enforcement
officer
have
all
responded
that
they
have
no
problems
with
this
application
and
if
you
had
any

Bouchard

we
wanted
to
ask
him
any

the
restaurant
is
a
new
one
up
in
Skyway
Plaza
and
they
have
owned
a
restaurant
before
in
the
past
up
in
Van
Buren,
and
he
is
not
asking
for
a
special
amusement,
which
is
something
the
manager
gives,
because
they're
under
contract
says
they
can't
have
live.

think
you
just
said
it
mayor
the
we
want
to
recognize
the
Carey
Medical
Center.
The
city's
publicly
owned
hospital
has
been
in
operation
for
ninety
five
years
this
year,
and
so
this
resolution
simply
recognizes
that
and
preached
shows
appreciation
to
the
hospital
and
the
work
that
they're
doing
up
there
and
I
think
they've
indicated
that
they
would
like
to
have
a
separate
photo
op
with
the
mayor
and
and
and
with
the
Board
of
Directors
up
there.
But
it
won't
happen
tonight
and
it'll
get
you
a
time
specific
for
it
picture.

In
addition
to
the
ninety
five
thousand,
but
we've
been
very
involved
Dave,
let
I've
been
very
involved
with
their
engineers
and
reviewing
the
plans
and
we
don't
anticipate
any
changes
at
this
point.
The
project
is
really
has
two
elements.
One
is
that
the
reconstruction
of
the
storm
drain
system
on
High
Street,
of
course,
fixing
the
ruts
in
the
road
is
a
big
portion
of
fixing
the
storm
drain
system
there.

While
there
are
crews
in
place,
we
plan
to
go
in
and
there
will
be
additional
milling
of
the
road
re
sloping
of
the
road
to
remove
the
rutting
that's
in
there
and
then
we'll
come
back
with
an
asphalt
overlay
across
the
top
of
it.
So
when
it's
all
done,
we
won't
have
to
worry
about
the
wagon
ruts
in
the
street
anymore.
It's
for
a
period
of
time.
It
was
how
long,
but
it
should
be
fixed
this
summer.

was
a
major
major
plan
that
went
in
place
that
VOT
turned
it
down
because
because
of
the
expense,
and
it
went
idle
for
a
long
time,
the
city
of
caribou
took
it
upon
themselves
to
do
a
one
inch
overlay
on

street
just
to
hold
until
the
project
could
be
back
put
on
the
table.
So
that
really
wasn't
a
repair
that
was
a
band-aid,
and
that
was
a
wait.

believe
that
it
was
yeah,

It
was
on
during
150th,

Street
belongs
to
the
d-o-t.
It
is
within
the
urban
compact
zone
and
the
rules
and
regulations
say
that
d-o-t
will
take
care
of
any
infrastructure
and
the
city's
responsibility
is
for
maintenance.

You
really
get
into
a
gray
area.
When
you
start
talking
about
the
surface
I'd
like
to
call
that
infrastructure,
that's
part
of
it.
The
OT
said
that
that's
maintenance.
So
it's
something
that
we've
been
going
back
and
forth
for
years
about,
but
I
do
believe
that
we
have
a
pretty
good
process
going.

bids
came
in
so
expensive
for
their
half
a
million
dollars
over
budget,
so
it
was
turned
down
they
do
they
have
separated
the
two
projects.
Now
it
will
be
the
drainage
project,
and
then
it
will
be
our
project,
the
mill
and
film
so,
and
they
have.
They
have
good
belief
that
the
projects
will
because
they're
sending
the
bids
out
early
will
will
come
in
at
a
reasonable
price.

cannot
put
our
portion
of
the
bids
out
for
a
mill
and
fill
until
we
have
dates
for
when
they
will
start
in
conversations
with
d-o-t
the
in
the
last
four
or
five
years,
they've
tried
not
to
put
any
specific
times

contractor
and-
and
that's
worked
real
well
for
them
in
the
past.

conversations
within
the
past
two
weeks
of
them,
they
are
going
to
change
that
and
they're
going
to
put
some
starts
and
deadlines
in,
because
they
know
that
we
have
to
do
our
project
behind
them.

of
the

wrong,

and

thousand
dollars,
and
if
we
enter
into
that
agreement
tonight,
the
d-o-t
will
fund
one-half
of
that.

will
fund
the
other
half.

above
that
they're
hoping
to

the
bids
to
be

we
separated

will

basins

from
the
intersection

They
will
also
part
of
that
project.

will
cross
the
road
in
three
different
places
for
catch
basins,
on
the
food
trend,
side,
the
city
hall,
side
and
anywhere
that
they
put
a
basin,
they
will
construct
the
sidewalk
that
is
a
DEA
compliant
as
part
of
that
project
when
they
are
done
with
their
or
once
they
put
theirs
out
to
bid
and
they
accept
or
award
the
bid
to
a
contractor.

it's
the
city
to
put
a
bit
out
that
says
we
would
like
to
have
a
mill
and
fill
as
soon
as
they're
done,

of
that
the
cities
so.

partnership

basin

traffic

and
when

project

dollars
out
of
pocket

will
do
the
same
on
this
project
for
where
we

council
after

council
meeting
last
time
when
the
council
approved
the
union
contract
for
the
police
department
and
the
fire
department
for
one
year.
The
contracts
have
been
signed
by
all
parties
at
this
point
and
so
we'll
be
moving
forward
with
one-year
contracts
with
the
police
and
the
fire.
It
was
a
lengthy
process
with
the
police
department.

to
them.

basically
wanted
to
put
the
whole
agreement
on
the
table
and
go
through
every
paragraph
with
a
fine-toothed
and
as
you're
aware
there
was
a
lot
of
discussion
about
how
do
we
begin
to
try
to
entice
more
people
into

police
department,
and,
and
so
there
was
adjustments
to
the
wages
such
that
first
year,
officer
would
be
paid
significantly
more
than
they
were
the
year
prior.

is
a
step
scale
in
the
contract.

got

fee,

and
neutered

dogs
that
can

dogs

Yeah
and
it
just
a
quick
plug
like
Jane,
does
with
their
dog
licensing,
so
they
the
CDBG
a
Community
Development
Block
Grant
funding,
it's
a
federal
source
of
funding
that
is
made
available
to
the
state
and
the
state
notifies
all
the
cities
and
the
counties
that
the
funding
is
available
primarily
and
I
should
say
that
they
they
have
different
pots
of
this
CDBG
funding
money.
Historically,
the
cities
have
relied
on
it
more
for
development
of
infrastructure,
maybe
putting
water
lines
and
things
that
are
geared
toward
economic
development.

That
particular
pot
of
money
is
not
available
this
year
because
it's
been
allocated
to
like
the
town
of
Fort
Fairfield
is
getting
funding
this
year
and
others
that
have
basically
were
allocated
these
funds
in
prior
years.
But
there
are
funding
that's
available
for
micro
enterprise
funds
for
small
businesses
owned
by
persons
with
oughta,
moderate
income,
there's
housing
assistance,
funding,
there's
we
were
trying
to
get
things
put
together
for
downtown
redevelopment
funding,
but
we
weren't
able
to
get
everything
together.
We
needed
for
that.
There's
economic
development
funding
for
businesses
looking
to
expand
their
operations.

Most
of
all
of
this
funding
is
tied
in
some
way
to
economic
development,
but
particularly
how
it
is
going
to
benefit
those
with
more
tomorrow
and
and
so
either.
They
have
to
be
providing
a
service
to
that
type
of
for
that
demographic
or
they
have
to
through
the
use
of
these
funds,
begin
employing
more
people,
demographic
and
so
the
the
first
process
that
we
have
to
go
through
with
these
funds
is,
we
have
to
basically
meet.

We
find
out
what
businesses
are
interested
and
we
fill
out
a
letter
of
intent
that
then
gets
sent
to
the
state.
The
state
will
review
the
letters
of
intent
and
basically
give
it
a
thumbs
up
or
thumbs
down
for
a
final
application
being
submitted,
the
letters
of
intent,
depending
on
which
pot
of
money
you're
looking
for
those
due
dates,
vary
through
the
month
of
February
and
even
into
March,
but
the
final.

If
we
get
the
approval
from
the
state
to
submit
a
final
application,
then
we
have
to
notice
the
public
hearing
in
front
of
the
City
Council
and
you
as
a
council,
have
to
give
the
final
application
submit
all
your
approval.
The
reason
being
that
any
of
these
funds,
if
those
businesses
don't
make
good
on
what
they've
promised
by
using
those
funds,
those
funds
would
have
to
be
paid
back
and
because
it's
being
applied
through
the
city,
the
city,
is
the
one
that
would
be
responsible
for
that
repayment.

Now
those
are
there's
some
mechanisms
we
can
set
up
to
where
we
go
after
the
businesses
to
make
sure
that
those
funds
are
paid
to
us
so
that
we
can
then
pay
them
back.
But
as
far
as
I
know,
whenever
we've
had
these
grants
given
through
the
city,
we
haven't
had
to
pay
anything
back
because
those
promises
have
been
fulfilled.

request?
What's
your
past
performance
they're,
they
don't
arbitrarily
and
in
a
very
risky
man
or
just
deliver
this
money,
annulled
it's

vetting
process

state,
it's
competitive
bids,
and
so
they're
going
to
look
for
where
they
can
get
the
biggest
bang
for
their
buck
and
the
shortest
bang
for
their
buck.
