the

It
states
that
the
financial
statements
are
fairly
stated

accordance
with
generally
accepted
accounting
principles.

It
is

It's
called
the
statement
of
net
position
and
is
essentially
the
city's
balance
sheet.
This
is
on
the
full
accrual
method
of
accounting,

it

all

capital
assets,
the
long-term
debt
and
so
forth.
The
total
current
assets
of
the
city
were
about
nine
and
a
half
million.
The
total
assets
amounted
to
about
twenty-eight
point.

functions

the

was
fourteen

nine

there

program
revenues
whether
they
were

cable
television
right
here

Cable
last

after
36
years
in
the
industry,
I
went

work
for
James,
W,
Sewell
I
work
for
their
utilities
and
telecommunication
division,
and
one

our
services
is
franchise,
renewal,
consulting
for
cities
and
towns
in
Maine.

proposal
that
I've
sent
to
the
city
is,
you
know
an
A
to
Z
turnkey
franchise
negotiations,
we'll
go
through
the
whole
process
of
renegotiating
the
franchise
for
the
city
of
caribou.
Presque
Isle
did
sign
our
their
agreement
on
August
2nd.
So
if
the
city
joins,
there
will
be
the
discounted
rate
and
the
proposal
pretty
much
lays
it
out.
You
want
me
to
go
through
the
whole
proposal.

franchise
fees
is
a
small
part
of
the
cable
contract.
You

the
cable
contract
goes
from
between
10
and
15
years.
I'm,
not
sure
what
your
current
line
runs,

you
don't
do
it
very
often.

now

opportunity
to
get
the
best
possible
deal.
You
can
get
some
of
the
items
you
can
put
on
the
table.

One
is
cable
expansion
put
in
cable
TV
out
where
there
is
no
cable
TV,
but
with
that
also
goes
Internet
and
broadband
expansion,
because
they're
aware
charter
serves
with
cable
TV,
they
also
serve
internet,

Doorn
franchise

a
good
time
to
negotiate
that
expansion
and
possibly
get
a
few
more
roads,

and
then
broadband
goes

can
also
negotiate
equipment
upgrades

local

statewide

pay
the
same
cable
rates
as

up

communities

aware
of
is
the
franchise
fee.
Some
communities
don't
have
a
franchise
fee

some
do.
If

have

franchise
fee,
that's
passed
on
to
the
customer.

a

item

bill
looks
like
a
tax.

favors
the
cable
company
you're
pretty
much
prohibited
from
kicking
a
cable
company
out
of
town,
unless

financially
insolvent

legally,
incapable
there
technically
incapable

you
have
to
come
up
with.
They
kick
them
out
of
town
because
they
have
a
major
investment
in
the
town.
They
also
are
required
by
law
to
meet
the
needs
and
interest
of
the
town
of
the
city
and
that's
what
this
process
does.

towns

project

middle

twenty

dollars
charters
putting
in
over
four
hundred
thousand
of
it.

the
city
town
of

desert
bonded
three
hundred
thousand,
but
there
their
goal
is

hundred
percent
coverage
of
the
whole
and
I

weeks

met

the
National
Guard,
its
mayor
marker
and
council

McDonough
over

gentleman

Augusta

discuss
the
possible
movement
of
the
fence
around
their
National
Guard
building
behind
the
current
Wellness
Center
right
now.
As
we
all
know,
top
left
corner
of
the
picture
is
going
to
be
the
new
Teague
Park
and
the
land
that
we're
getting
from
the
school
is
is
not
the
same
amount
of
property
size
as
we're
giving
up.

So
we've
been
working
with
National
Guard
on
movement
of
some
fence
lines
and
they
have
agreed
to
do
it
or
agree
to
allow
us
to
do
it.
So,
where
you
can
see
the
red
line,
that's
going
to
be
the
new
fence
line.
It
needs
to
be
a
hundred
foot
setback
from
their
building
and
we've
also
negotiated
with
moving
they're
moving
their
gate,
so
their
gates
going
to
come
right
in
off
of
North
Street.
It
has
to
be
moved
back
a
little
bit
to
allow.

things
up
on
our
property:
it's
going
to
clean
up
a
lot
of
lines
and
allow
us

move
their
fuel
pad
to
another
location

I
got
good
news
on
that.
Last
week,
the
fuel
pad
is
just

concrete
pad.

doesn't
have
to
have
any
berm
and
containment
at
all.
It's
just

concrete
pad.
They
have
their
own
portable
containment.
That
will
sit
on
top
of
this
concrete
pad,
which
makes
it
a
lot
easier
for
us
to
go
ahead
and
move
it.

vocational
Center
and

high
school

ground
over

move

backhoes

had
this
money

several

equipment
onto

brought
on
to
the

middle
of
September
and

total
they're
planning
middle

October

completely
done
with
the

So
that's
the
latest
on
that

staying

the
Public
Works
highway
theme.
We
met
with
MDOT
last
week
and
got
some
very
discouraging
news
about
high
street.

they
met
with
us
and
wanted
to
talk,
storm
drain
and
all
the
issues
surrounding
that
because
they
indicated
it's
only
a
storm
drain
project
they're
not
going
to
be
real
leveling
or
relaying
the
road
in
any
fashion,
except
for
what
they
disturb
with
a
storm
drain
project
and
so
we're
working
with
them
to
figure
out
what
the
best
of
line
that
would
be
for
the
new
storm
drain
system.
Basically,
what
they're
wanting
to
do
is
put
a
new
storm
drain,
pipe
on
the
north
side
of
High
Street.
They
may
disturb
some
sidewalk.

So
we
Dave
mentioned
that
quite
a
few
years
ago,
we
we
were
putting
some
money
aside
for
kind
of
revamping
that
whole
street
I
know
it's
in
the
the
TIF
project
for
enhancement,
funds
for
new
sidewalks
and
lighting
and
things,
and
we
made
where
we're
putting
some
numbers
together
to
bring
something
back
to
you
for
consideration.
As
far
as
possible
funding
sources.
I
Partnership
agreement
is
what
we
had
entered
in
and
it
was
considered
a
50-50
match.
The
Public
Works
Department
went
in
and
revamped
all
this
in
order
to
have
any
of
that
money,
the
sidewalks
join
it
to
the
road
that
we
were
working
on
had
to
be
ad
a
compliant,
so
that
was
one
of
the
conditions
that
first
had
to
be
met
any
of
the
catch
basins
that
needed
either
cleaning
or
rebuilding
or
Stoppers
put
on.
That
was
all
money
that
could
go
towards
the
match,
the
in
kind
match.

So
that
was
approximately
a
three
hundred
thousand
dollar
project
and
when
it
was
done,
I
think
the
city
spent
around
seventy
five
thousand
dollars.
The
rest
was
done
through
the
department,
so
I
we
have
I
had
started
conversations
with
d-o-t
about
doing
that:
partnership
on
North
Main,
it's
getting
pretty
bad
from
the
intersection
to
the
clear
to
the
hospital.
It's
been
about
nine
years
since
Athens
was
repaved,
it's
pretty
heavily
traveled
and
it's
there
again.
It's
in
need
of
surface
treatment.

Again,
they
kind
of
wanted
to
talk
about
that
when
we
had
our
meeting
with
them
and
I
explained
to
them
that
without
having
asphalt
on
High
Street
that
if
we
do
this
road
first
they'll
hang
us
so
as
soon
as
I
get
a
little
bit
more
information
I
believe
that
there
can
be
a
partnership
with
a
50/50
cost
share
for
sure
on
High
Street,
I
guess
we'd
have
to
sit
down
and
determine,
and
you
know
how
far
do
we
want
to
go?

we
want
to
continue
with
asphalt
sidewalks?

right,
so
it
would
be.

would
make
the
recommendation
that
we
grind
that
set
of
profile
put
at
least
three
to
four
inches

see
two
inches
of
a
good
course
binder
and

twelve

on
top,
maybe
even
experiment
with
some
of
the
different
asphalt
that
they
have
nowadays,
we've
all
seen
the
new
asphalt

cold
mix
is
what
they're
calling
it
that's
on

first
time

did

minor
overlay
of

3/4
of
an
inch
the
city
invested
$40,000
about
two
years
ago.
It
was
so
rough
coming
out
of
City
Hall
that
Public
Works
went
and
we
hired
planes
construction.

between
the
two
ruts
and
then
we
we
had
them
put
the
asphalt.
It
was
just
a
just
a
quick
shim
because
we
were
on
the
docket
high
street
was
going
to
be
repaired.

we

The
longevity
of
any
payment
on
our
state
roads,
part
of
my
program
said
that
we
should
be
doing
one
mile

state
highway

you
an
idea.

Street
was
part
of
that
project.
We
did
two
years
ago
as
bad
as
Herschel
Street
was.
It
was
dilemma
nating.

up

we

in
mind

Street

shim
mix.

did
this
project
two
years
ago,
we
changed
and
went

different
product
and
it's
called
a
nine
point:
five
millimeter,
it's
a
lot
more
stony
and

you
look

the
surface,
you
can
actually
see
it's
it's
kind.

to

than
the
sandy
mix

we're
getting
so
much
rapid.

that
the
tires

just
ripping
it
apart,

it's
only
been

good

Herschel
Street
and
down
through
record
Street
I'm
in
great
hopes
that
we
can
get
ten
years
and
I'd
like
to
say
that
we
could
get
what
we
should
try
to
target
for
ten
years
on
High
Street,
but
unless
they've
come
with
a
different
mix,
I,
don't
believe
we'll
get
ten
years.

personally
that
the
substructure
on
High
Street
is
in
good
shape
and
when
I
talk
about
that,
I'm
thought
about
the
gravel
surfaces
underneath
the
pavement
we've
had
the
opportunity
throughout
the
years

we'll
have
to
cut
a
patch
out
and
when
we
flip
the
patch
over
it's
smooth
on
the
bottom
side.
But
you
can
see
the
roll
you
can
see
all
the
wheel,
rapid,
that's
the
surface.

black
rocks
are
the
it's
the
asphalt
and
the
aggregate
that's
coming
apart
and,
and
you
run
into
you,
run
into
the
scenarios
where
years
ago
we
had
a
product
that
was
strong
like
crazy,
but
you
ended
up
with
a
lot
of
longitudinal
cracks.
Every
short
distances,
you'd
have
them
cracks
that
went
across
the
road
and
your
car
thunk
thunk-thunk.
As

so
they
started
making
the
mixtures
to
be
a
softer
more
pliable,
for
our
area
can
contract
and
expand
with
the
cold
weathers
and
the
heat,
and
what
that's
done
is
nowhere
near
as
many
longitudinal
cracking,

we
just
can't
keep
a
surface.

we're
so
rapidly.
That's
why
I'm
so
much
interested
in
to
what
they've
done
on
89
and
they'll
be
doing
on
Route
one?

it's
in
it's
a
whole
new
mixture
type.

at
the

city
to
have

amount
of

foot
or
eight
foot
section
of
road
back
in
makes
no
sense
for
us
to
go
right
behind
them
and
grind
another
three
inches
out
of
it.
