A
B
Good
evening
mayor
akin
members
of
the
council
city
manager,
police
for
the
record,
my
name
is
Paul.
Our
camping
and
I
reside
at
7-10
grimes
road
in
city
of
caribou
I
appear
before
council
tonight.
As
the
spokesperson
for
the
caribou
secession
committee
tonight,
after
nearly
nine
months
of
circulating
our
petition
and
tabulating
the
results,
we
are
submitting
it
to
you
for
certification
by
the
city
clerk.
B
We
are
required
by
law
to
gather
signatures
from
more
than
fifty
percent
of
the
registered
voters
in
the
secession
territory
and
by
our
calculations.
We
have
exceeded
that
number.
If
you
have
any
questions
for
us,
we'd
be
happy
to
answer
them.
Otherwise,
we
will
speak
to
you
again
when
the
clerk
completes
her
job.
A
A
Consent
agenda,
februari,
2015,
Fire,
ambulance
report,
common
2050,
weary
library,
Department
report,
every
Parks
and
Recreation
deport
approval.
Oh
quit
claim
deeds.
Approval
of
the
road
weight
limit
permit
and
februari
2015
financials
any
counselors
want
to
discuss
any
of
these
separately
or
any
questions
on
any
of
them.
A
D
A
E
A
Consider
that
awesome,
even
with
that
I
mean
we're
running
23
thousand
dollars
a
month
for
februari
twenty-three
thousand
times.
Twelve
is
about
two
hundred:
seventy
six
thousand
dollars.
That's
our
budget!
So
we're
going
to
be
over
that
other
money
that
HR
money
it
comes
out
to
around
20
grand
we're
going
to
be
out
the
year.
A
You
know
/
times
over
and
regular
pays
over
slightly
and
then
like
I
say
it
amounts
to
I
know
for
the
first
two
months,
I've
got
thirty
thirty
thousand
dollars
over
for
the
first
two
months.
So
and
I've
got
the
revenue
forty-seven
thousand
dollars
behind
for
the
first
two
months,
which
is
seventy
seven
thousand
dollars
in
it
again.
If
the
trend
continues,
that's
four
hundred
and
sixty
grand
for
the
year
right.
E
A
Yeah
I
don't
know
if
it
was
180,
but
last
year
we
were
all
right
I'm,
looking
at
what
we
are
this
year
and
I,
don't
know
if
anything's
changed
it
and
maybe
chief
sue.
She
knows
of
something.
That's
changed,
I,
don't
know
if
there's
been
some
downswing
for
some
reason
or
whatever
I'm,
just
saying
where
we're
at
right
now
and
and
where
it
would
project
if
you
base
it
over
12
months
on
the
two
months,
so
I
also
noticed
I
mean
all
through
the
city,
whether
it's
public
works,
whether
it's
fire
department,
whether
it's
police.
E
A
Just
to
me
doesn't
make
sense
either
you
know
we're
building
an
odor
or
not
we're
two
months
into
it
and
we
don't
know
again
and
I
understand
it's
a
city
and
everybody
has
that
opinion
that
well,
you
know
you're
gonna
pay
it
anyway,
and
it's
going
to
be
there
and
on
and
on
and
on,
but
it's
still
not
a
way
to
run
a
business
and
no
matter
how
long
I'm
here
I
still
look
at
it
like
running
a
business.
I'm,
sorry
and
I.
A
A
A
A
A
I
understand
that
the
systems
are
working
better
and
how
and
but
fire
nameless
the
other
thing
bad
debt
allowance
I
see
we
charge
it.
We've
charged
off
thirty
thousand
dollars
already,
which
is
thirty-five
percent
of
the
budget.
Do
we
expect
the
bad
debt
allowance
to
fire
exceed
our
budget
cuz?
That's
again,
trending!
That's
a
hundred
thousand
dollars
over
that.
A
E
A
A
E
A
I
guess
one
of
the
only
other
things
I
didn't
understand
was
sunny
in
the
revenue
side,
fire
and
ambulance
department,
our
main
main
care
contractual
allowance.
We
sure
that,
as
a
positive
in
here
and
our
Medicare
contractual
allowance,
we
showed
as
a
positive
on
our
revenue
are.
Those
are
not
negative
numbers
negative.
A
A
A
Don't
know
either
but
again
you're
talking
three
hundred
seventy
five
thousand
dollars,
I
mean
when
you
look
at
this
budget
and
look
where
you
think
we're
at
we're
not
even
close
we're,
not
even
close,
and
I
would
suggest
I
mean
we
only
do
this
once
a
month.
I
would
suggest
that
maybe
our
director
finance
should
be
here
when
we
review
these
numbers
so
that
if
there
are
questions,
maybe
we
can
get
them
answered
right
and.
E
That's
why
we
sent
them
out
early
this
year
or
this
month.
You
had
since
last
wednesday
to
look
at
this,
and
you
could
ask
questions
with
me
of
finance
director.
It
would
help
us
to
be
prepared
to
know
in
advance
because
some
of
these
things
were
going
to
have
to
look
up,
and
some
of
it
might
be
of
error
that
we
would
have
to
go
back
and
fix
no.
A
A
And-
and
you
know
my
position
I'm
from
the
old
school-
you
know,
I
I
can
work
on
a
computer,
but
to
go
up
and
down
going
through
sheets
and
trying
to
compare
this
and
trying
to
compare
that.
I
have
said
since
day,
one
when
I've
been
on
here
I
want
a
hard
copy
of
the
financials,
because
I
want
to
be
a
Liam
Liam
out
in
front
of
me
and
look
here
and
look
there.
Yeah.
A

The
council
allow
them
to
pay
all
the
accumulated
taxes,
interest
costs
etc
by
Friday
of
this
week,
so
that
the
property
could
be
dated
back
to
the
owner
of
record.
The
payoff
calculation
for
Friday
would
be
2,000,
671,
nine
cents.
This
is
the
same
set
up
the
council
has
agreed
to
in
previous
cases.
We
would
need
council
action
on
this.
D
E
Had
two
properties
I
received
bids

South

minimum
bid
was
six
thousand
Danielle

of
bit
eight
thousand
dollars
and
is
a
high
bidder.
So
we
would
need
council
action
on
the
woods
we've
received.

a

a

the
city.
The
police,
chief's

officer
have
reviewed
the

are
okay
with
it.
The
city
is
aware
of
some
violations
of

which
is
enforced
by
the

The

okay
with
the

E
A
C
E
I
I
A
Is
legally
in
the
city's
possession,
it
is
foreclosed
on
magna
city
does
own
the
property
at
that
time.
What
has
happened
in
the
past
is
some
of
those
properties.
The
people
that
previously
owned
them
have
come
in
and
at
that
time
have
been
able
to
pay
all
the
taxes
off
for
the
three
years
and
when
they've
done,
that
council
has
agreed
to
let
them
maintain
their
proper.
I
J
I
F
I
F
B
A
Well,
you
don't,
first
of
all,
no
one
has
no
one
has
to
have
a
title
search
done,
I
mean
you
do
that,
because
you
want
to
do
that
or
a
safety.
You
want
to
do
that
for
safety
reasons.
I
understand
that
I
think
there's
some
properties
that
are
purchased,
that
people
do
purchase
without
doing
a
title,
search,
whether
that's
right
or
wrong,
and
whether
I
would
do
it
as
one
thing.
I
I
A
A
I
F
J
F
F
A
C
I
think
we
should
we
should.
We
should
either
have
a
disclaimer
when
we
I
mean
it's
a
problem
with
the
way
we're
doing
it,
but
we
there
have
a
disclaimer
when
we
put
these
out
for
bid
that
you
know
they
make
that
we
have
been
doing
this
or
work
with
them
so
that
they
can
get
the
title
search
after
the
bids.
C
F
F
A
C
G
Is
a
part
of
the
risk,
though,
to
buying
tax
acquire
property
I
mean
I,
do
agree
that
we
should
put
something
in
there
that
you
know
if
we're
going
to,
let
people
come
in
at
the
last
minute
and
pay
all
their
taxes.
Often
we
should
be.
If
that's
what
we're
doing.
Let's
say
this:
what
we're
going
I
mean
well.
G
F
C
Could
we
work
on
checking
out
I
mean.
