From YouTube: Caribou City Council Meeting, June 28, 2021
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
I'd
like
to
call
the
monday
june
28
2021
meeting
at
6,
00
p.m,
roll
call
everybody's
present,
and
we
have
our
deputy
manager
penny
thompson
with
us
this
evening,
invocational
and
inspirational
thought
from
the
attitude
of
prayer.
We
pray
for
our
country
at
all
times
that
all
citizens
are
safe,
healthy
and
happy.
We
pray
for
wisdom
for
all
those
who
guide
and
govern
help
this
government
body
in
every
situation
to
know
and
to
do
the
things
that
are
right
and
just
with
soundness
of
judgment
in
making
vital
decisions.
A
A
If
everybody
would,
please
join
me
in
the
pledge
of
allegiance
counsel,
and
I
pledge
of
the
states
of
america
and
to
the
republic
for
which
it
stands-
one
nation,
under
god,
indivisible
with
liberty
and
justice
for
all,
hey.
A
Anybody
from
the
audience
would
like
to
speak
just
come
to
the
podium
and
state
your
name
and
address,
and
yes,
my
name
is
john
11,
charles
street.
D
Custom
car
washing
caribou.
The
reason
I'm
here
tonight
is
the
follow-up
to
the
public
hearing
that
was
held
with
the
carew
development
corporation
and
their
recent
rate
increase
and
trying
to
figure
out.
If
you
guys
actually
know
what
happened.
Okay,
first
off,
I
have
commend
okay
city,
councilor,
bulma
and
actually
dennis
maker
for
attending
that
meeting.
There
was
nobody
else.
There
was
actually
only
four
of
us
there.
D
Their
rate
increase
actually
is
a
rate
increase
for
the
next
five
years.
Okay,
sewer
two
percent
for
the
next
five
years,
as
well
as
their
water
rate,
increases
for
four
point:
seven
percent
for
the
next
five
years.
Now,
what
was
what
was,
and
that
was
had
to
be
a
point-blank
question.
I
had
to
ask
directly
to
the
administrator
of
the
cud
and
if
you
watch
me,
that's
fine
I'd.
D
Ask
you
three
times
to
be
a
direct
question,
because,
first
off,
when
you
brought
up
the
the
recent
rate
increase,
they
said
there's
going
to
be
additional
rate
increases.
So
I
point
blake,
aston,
okay,
ask
the
man!
Okay,
ask!
The
committee
asked
their
the
committee
what
was
going
to
happen?
Okay
now?
What's
a
good
thing
for
the
city
of
caribou
is
that
their
their
rate
increases
are
their
rate
structure
is,
is
quite
unique:
okay,
yeah
commercial
rate
increases
they
actually.
D
Rate
increases,
okay,
which
is
like
18,
but
the
highest
rate
increase
they
have
is
like
18,
18
rate
increase
that
goes
municipality.
What
was
really
kind
of
unique?
Is
they
left
the
city
hydrant
rental
system
out
of
the
whole
deal
now?
My
concept
is
to
you
guys
here:
okay,
is
that
you
have
a
you:
have
people
and
ashley.
D
Increase
was
to
deal
deal
with
employee,
increasing
their
payroll
and
health
insurance
to
cover
the
rate.
That's
going
everything
up.
It
had
nothing
to
do
with
infrastructure
increases,
because
that's
they're
going
for
a
municipal
bond
right
now
to
cover
their
rate
increases.
So
my
thing
is
with
you
guys:
okay,
now
you're
looking
at
you
cut
municipal
employees,
blah
blah
blah
whatever
okay,
but
yet
these
guys
can
go
ahead
and
actually
authorize
themselves
say
we're
going
to
go
2
for
water
4
for
sewer
and
we're
just
going
to
cover
our
employees.
D
So
I
will
say
to
the
city:
council:
okay!
Is
that
what
jurisdiction
you
have
to
look
at
this?
Okay?
And
it's
not
just
so
much?
Yes,
there
are
401
40504c
corporation
that
works
underneath
the
city
auspices.
But
what
direction
do
you
have?
Okay?
So
you
have
the
direction
okay
to
cut
our
municipal
employees,
okay,
but
you
have
your
504
c
corporations
that
are
hey.
I
want
an
increase.
I
got
to
cover
my
employees.
D
I
need
a
raise
done
so
and
actually,
if
I
was
the
city
mayor
or
the
x
city
mayor
story,
was
here
dennis
banker
marker
sorry,
I
pronounced
his
name
wrong
brought
that
up,
but
but
the
important
thing
is
okay
to
the
city:
okay,
there
was
no
increase
in
their
hybrid
rental
or
anything
like
that
potentially
left
out,
but
your
municipal
bill,
okay,
it
for
water,
we'll
flush,
the
toilet
here;
okay,
it's
gonna
cost
you
18,
okay
at
the
city,
water,
or
something
like
that.
D
So
if
you
guys
don't
want
to
sit
back
and
look
at
this
what's
happening
not
so
much
was
happening
internal
in
your
city,
but
what's
happening
in
agencies
that
affect
you,
okay,
or
affect
us
as
taxpayers,
okay,
which
you're
actually
going
to
end
up
eating
in
the
long
run.
Okay,
that's
that's
wrong!
That's
a!
I
mean
I'll,
give
you
an
example:
okay,
the
landfill
cost,
okay,
but
actually
landfill
costca
landfill
because
they
had
to
absorb
a
25
sewer
increase
on
their
2018
increase
that
the
utilities
district
did.
D
Okay,
raise
my
rate
from
dumping
dirt.
Okay
picture,
okay,
which
I
have
chris
allen
dumping
on
my
place
from
seven
dollars:
a
ton
to
45
dollars,
a
ton
dump
it
on
the
landfill,
okay
and
talk
to
the
land.
The
gentleman
that
ransally
up
there
they
went
through
a
rate,
increased
structure
too.
Okay,
no,
barely
big
public
hearing
kind
of
thing
is
kind
of
secretive,
okay.
Whatever
now
so,
the
cudd
k
can
have
these
public
hearings.
D
Okay,
7
30
in
the
morning
that,
like
I
said
there
was
four
people
there
don't
really
announce
their
intentions,
they
could
say
yeah.
Well,
I
put
an
ad
in
the
paper.
I
did
this.
I
did
that
said
amelia.
Nobody
sees
that
they
could.
G
D
Wagm
news
and
said:
hey
we're
going
for
a
raid
increase
here.
Okay,
now
it's
like
when
you
guys
go
for
taxes,
okay
or
the
school
department
goes
for
tax,
or
something
like
that.
It's
public
knowledge,
okay,
so
anyways!
I'm
not
here
to
express
I'm
here
to
express
my
frustration,
so
I
don't
think
the
city
of
caribou,
okay,
this
board,
okay,
looks
at
these
things.
That
way,
I
would
hope,
okay,
that,
especially
for
the
sake
of
development,
okay,
you
know,
I
don't
absorb
it.
D
It's
not
a
big
deal,
okay,
but
especially
for
the
sake
of
development
now
in
to
help
them
out.
Okay,
of
course,
they
said
that
how,
in
the
state
of
maine,
okay,
that
the
city
of
caribou
has
the
third
lowest
rate
of
utilities
in
the
country
in
the
state
of
maine.
D
Now
my
thing
is
this:
okay,
the
utility
districts
that
run
in
this
in
this
county,
houlton
and
van
bure,
especially
for
electricity,
and
also
a
deal
that
maintained
a
really
cheap
out
the
cheapest
place
you
could
buy
electricity
in
this
county
right
now
is
either
wholeton
of
van
buren.
Okay,
as
well
as
the
other
utilities.
F
D
Aren't
this
utilities,
which
was
formed
by
this
council,
maintaining
what
they're
doing
so?
That's
all
I'm
going
to
say
these
utilities,
whether
it's
utilities
or
any
avenue
that
works
underneath
our
auspices
okay
of
this
city
is
here
to
protect
this
city
and
to
keep
rates
down
for
taxpayers
and
for
any
increasing
our
next
development,
and
I
totally
feel
that
that's
not
happening
so
it's
but
whatever.
Maybe
they
are
maybe
they're
under
whatever,
but
unless
everybody
comes
up
with
a
plan.
D
Okay,
they're
just
gonna
keep
going
up,
so
I'm
paying
utility
district.
He
needs
another
six
percent
for
his
hus
insurance
costs
or
this
one
he's
that
no.
F
D
D
H
I
A
I
B
C
I
like
smart,
and
I
appreciate,
when
people
coming
to
the
podium
and
express
their
opinions,
that's
what
it's
all
about.
I
wish
more
people
would
do
it.
I
want
to
just
so
clarify.
A
Okay,
okay,
so
close
public
forum
at
6,
13
and
now
we've
got
the
minutes
from
the
june.
14Th
council
meeting
has
already
seen
those
in
their
packet.
A
H
J
A
Aye
motion
a
second
right
there:
okay,
memo
regarding
planning
board
appointment,
the
reason
this
is
on
the
agenda
this
evening.
I
want
to
keep
it
sweet
and
short,
but
they
have
a
the
planning
board
has
a
meeting
I
believe
on
next
thursday.
G
A
July,
8th
so
we'll
put
this
on
here,
so
they'll
go
full
board,
so
has
everybody
seen
that
in
their
packet,
as
far
as
chair
will
entertain
a
motion,
I.
I
Make
a
motion
that
we
allow
the
caribou
police
department
to
go,
find
my
brother,
the
second
tuesday
of
every
month
and
drag
him
to
the
cariboo.
I
J
A
F
Report
penny.
A
B
Something
to
be
celebrated
for
sure,
so
in
the
manager's
report,
which
is
available
as
part
of
the
packet.
If
someone
wants
to
read
it
online,
I
don't
know
if
you
want
me
to
go
through
everything
or
just
what
something
that
you
want
to
mention:
the
riverfront
power
plants.
The
sale
was
approved.
The
phase
one
report
I
actually
received
just
before
coming
to
this
meeting,
so
I
can
send
that
out
to
everyone
and
it
will
be
submitted
to
the
dep
for
review
and
the
broadband
initiative
on
the
22nd.
B
We
had
a
zoom
conference
set
up
by
aristic
partnership,
an
mdc
in
the
county
of
aroostook,
senator
angus,
king
maine,
department
of
economic
and
community
development.
Commissioner
heather
johnson,
the
main
broad
band
coalition,
downeast,
broadband
utility
and
caribou,
was
represented.
I
believe
that
ken
was
on
that
call.
Also
the
ogrin
dump
solar
project.
B
B
1St
and
the
theme
is
america,
the
beautiful,
so
everyone
needs
to
wear
red,
white
and
blue
and
an
uncle
sam
hat
on
the
22nd.
We
had
a
marathon
meeting
and
ideas
are
really
percolating
to
build
excitement
and
increase
registration,
and
the
people
that
were
at
the
meeting
I
went
christina
was
leading
the
meeting.
Everyone
has
a
lot
of
energy
for
this
project.
B
The
land
bank
ld
1694,
has
been
held
over
to
the
january
session.
The
title
13
rewrite
is
in
process
and
the
planning
board
will
meet
again
on
the
8th.
The
federal
american
rescue
plan
act.
There's
been
a
lot
of
information
going
on
on
that
on
the
17th.
There
was
a
meeting
with
rustic
county
regarding
ideas
to
maximize
these
funds
within
the
established
guidelines
prior
to
the
expiration
of
the
program,
which
is
december.
B
B
They
were
talking
about
pooling
some
of
the
funds
from
municipalities
and
the
county
to
hire
someone
to
look,
after
all
of
that,
to
make
sure
that
so
that
all
of
the
municipalities
and
the
county
are
doing
what
they're
supposed
to
be
doing
using
it
for
projects
that
are
allowable
and
everything
is
being
properly
reported,
and
I
I
sent
you
something
on
that
today,
because
we
actually
got
a
formal
letter
about
that.
Today
the
county
has
received
money.
B
The
state
did
get
their
first
draw,
but
they've
requested
an
extension
to
disburse
that
to
non-entitlement
units
which
that
I
don't
know
it
sounds
like
something
crazy,
but
it
just
means
we're
not
a
metropolitan
area
like
some
of
the
larger
cities
in
maine,
so
we
will
be
getting
some
money.
One
thing
I
learned
at
this
aristo
county
meeting
is
it
doesn't
sound
like
places
in
the
unorganized
or
getting
any
it's
just
like
organized
places,
so
interesting
yeah.
B
That
was
something
interesting
that
I
learned
blight
cleanup
we're
still
working
on
these
dangerous
buildings
and
I
pester
the
people
on
a
regular
basis.
In
response
to
mr
kerber's
public
input
from
the
last
council
meeting,
the
property
at
529
van
buren
road
was
mailed
to
notice
a
violation.
B
The
letter
was
received
by
the
owner
and
we
have
not
been
contacted
yet
for
that
bird's
eye.
Haley
ward
has
sent
samples
to
the
lab
for
analysis
60
access
highway.
The
last
time
I
drove
by
there
last
week,
they're
starting
to
do
some
site
work,
they're
going
to
be
installing
some
storage
units.
The
work
on
the
inside.
We
don't
have
any
designs
permits
anything
for
that,
yet
the
riverfront
master
plan
there
was
a
meeting
scheduled
that
was
postponed
the
facade
improvement
program.
B
B
I,
when
talking
with
our
library
director,
who
does
a
lot
of
outreach
at
rose
acres
and
to
other
homebound
individuals,
she's
looking
to
reach
out
to
them,
also
to
bring
the
love
of
reading
to
everyone
near
and
far
the
scitel
building,
no
updates
mr
geros,
who
is
constructing
the
snowmobile
storage
on
limestone
street
and
also
purchased
the
piece
of
property
on
aldridge
drive,
was
up
here
last
week
and
he
did
meet
with
our
parks
and
rec
superintendent,
gary
marquis
and
everything
seems
to
be
going
well.
Of
course,
that's
under
construction.
So
that's
something.
B
Whenever
we're
out
doing
field
work,
we
drive
by
the
walls
are
up.
It's
looking
good
other
administrative
process
projects.
The
city
manager,
recruitment
process
is
ongoing.
Union
negotiations.
All
contracts
have
been
approved.
Tax
acquired
property
that
was
approved
at
the
614
meeting.
There
is
an
open
bid
cycle.
If
anyone
is
interested
in
in
tax
acquired
properties,
there
is
a
list
on
the
website
or
you
can
contact
the
finance
office
for
more
information.
B
B
B
Public
safety
building
on
6
15
met
with
architect,
consultants,
to
discuss,
site
options
and
public
outreach
efforts
and
an
open
house
for
the
public
is
scheduled
for
july
7th
at
the
wellness
center,
starting
at
5.
I'll
pause.
So
everyone
can
write
that
in
their
schedules
july
7th
wellness
center
at
5
in
the
multi-purpose
room
fire
station
renovations,
there
was
one
sprinkler
bid
received
from
maine
fire
protection
systems,
investment
policy
and
trailer
park
closure.
Those
are
some
meetings
that
need
to
happen.
B
We
haven't
heard
any
more
about
the
fish
hatchery
bridge,
cable
renewal,
the
airport,
fencing
materials
are
still
backlogged
and
gary
did
check
with
them.
Today.
This
morning
we
had
received
an
email
from
dep
about
some
bushes
that
were
going
through
the
fence
up
there
and
gary
said
he
would
have
his
crew
take
care
of
that.
B
B
B
Mr
marker
sent
me
the
link
to
that
website,
where
lights
can
be
reported
as
not
working,
so
that
it
will
generate
a
work
order
and
those
will
be
fixed.
So
that
will
be
handy.
The
comprehensive
plan
update
the
code
enforcement
office
is
still
working
on
the
land
use
survey,
the
wage
policy
personnel
policy.
B
All
of
that
no
further
action
at
this
time
covet
19
caribou
is
open
for
business,
and
the
state
of
civil
emergency
will
end
on
june
30th
parking
lot,
paving
fire
station
rear,
lot
and
library
are
slated
for
this
year
and
on
the
25th
friday,
sewell
has
finalized
a
plan
for
the
station.
Retaining
wall
repairs
procurement
policy
felching
company
has
provided
feedback.
I
did
ask
for
the
contact
person
on
that.
I
haven't
received
that
from
mr
marker
who
the
contact
person
is
at
felch
personnel
changes
on
the
22nd,
a
new
assistant
city
clerk
has
started.
B
Work
sounds
like
danielle's
very
happy
with
the
work
that
she's
been
able
to
do
in
just
one
week
and
and
how
much
she's
learned
and
that's
so
great
to
hear
the
library
director
position
is
now
posted
online.
So
folks
can
go
in
and
apply
for
that
job
and
anyone
can
check
the
website
for
additional
details
on
career
opportunities
at
the
city
of
caribou.
C
Under
blight
land
bank,
I
was
wondering
if
ken
could
just
now
we're
going
to
wait
until
ld
is
held
over
to
the
january
session
ken.
What
is
it
that
we're?
G
So
so
earlier
on
in
your
councilwork
and
manager,
banker
did
make
arrangements,
so
we
can
do
land
bank
type
things
right
now,
so
we've
talked
to
legal.
We
can
transfer
property
to
a
nonprofit
for
further
development
or
open
sale
and
those
type
of
things.
Basically,
what
a
landmark
would
allow
us
to
do.
G
The
reason
that
the
ld
was
held
over
is
because
we
were
able
to
crash,
of
course,
this
thing
and
getting
in
front
of
the
advisor's
office
in
record
time.
We
had
a
great
bipartisan
type
of
board
and
tax
group,
and
we
pushed
this
thing
forward
in
record
time.
So,
quick
as
a
matter
of
fact,
you
know,
and
it
really
is
a
chance
to
study.
So
that's
why.
G
C
And
I
just
and
thanks
ken
I'll,
if
you
don't
mind,
then
I'll
be
quiet.
I.
C
To
say
about,
we
got
these,
I
hate
to
bring
it
up,
but
I'll
do
it.
We
have
these
pellet
boiler
systems
around
us
that
aren't
working.
C
C
I'm
just
wondering
something
that
could
be
thought
of
get
through
the
summery
summer
hours,
something
that
when
we
get
back
on
two
meetings
a
month
we
can
decide,
but
it
gets
everyone's
thinking.
Cap
going
or
maybe
you
just
leave
them
there.
I.
E
C
H
H
H
E
B
E
I
I
I
I
mean
yeah
I'd
push
him.
I
give
him
a
little
push
and
say:
hey
we're.
This
is
something
that
we're
we
want
to
be
aggressive
with.
We
don't
want
to
sit
back
whatever
sort
of
writing
that
needs
to
be
done,
that
the
city
can
do.
We
ought
to
be
doing
it.
I
mean
801
000,
it's
pretty
good
chunk
of
change
to
go
towards
this
project,
and
this
goes
a
long
way.
I
think
in
economic
development
as
well
building
infrastructure
right,
increasing
our
increasing
our.
How
much
is
their
net
worth?
F
I
Yeah,
you
know,
I
think,
if,
if
we
can
work
with
work
with
spectrum
work
with
cud
and
and
really
because
I
know
hugh
kirkpatrick
has
put
a
lot
of
time
and
effort
over
the
past
couple
years,
along
with
john
swanger,
to
make
this
a
reality.
I
mean
years
on
this,
so
it
would
be
nice
to
see
if
these
funds
are
available.
Let's
get
it
done.
B
The
meeting
was
a
lot
about
getting
resources
available
to
people,
because
this
has
been
explored
in
other
parts
of
the
state
like
cows,
baileyville
area,
so
if
they
can
do
it
there,
why
can't
we
do
it
here,
type
thing,
but
we
have
to,
and
when
I
say,
resources,
I'm
not
talking
about
money
so
much
as
okay.
How
did
you
do
it?
What
was
the
process?
B
What
forms
did
you
use?
What
did
you
put
out
to
voters?
What
did
you
have
to
borrow
for
money?
What
did
it
take
for
money?
Did
you
have
supply
chain
issues?
What
was
the
deal
you
know
because
there's
so
much
minutiae
that
goes
into
any
kind
of
big
project
like
that
that
just
having
the
money
isn't
always
the
greatest
resource
to.
F
F
F
B
J
B
I
A
A
B
Yeah,
did
you
read
the
email
that
I
sent
this
afternoon?
No,
I
didn't
know
it.
B
B
This
is
a
proposed
one
if
they
get
the
additional
money.
So
when
I
am
working
on
our
tax
rate
calculation
for
the
city
to
figure
out
how
much
we
need
to
raise
so-
and
this
is
in
your
packet
based
on
the
numbers
I
have
today-
but
if
there's
additional
money
that
comes
in
okay,
so
first
the
legislature
is
going
to
have
to
say
yes
you're
going
to
have
more
money,
then
the
second
thing
is
the
school
board
is
going
we'll
need
to
say:
okay,
we're
going
to
return
it
to
the
local
taxpayers.
B
Then,
when,
like
you'll
see
on
the
back
of
the
warrant,
it
will
say
each
month
what
the
city
has
to
pay,
so
that
amount
would
be
reduced.
So
the
original
warrant
that
my
numbers
are
based
on
has
different
numbers
in
here.
It's
317,
000
or
something
which
is
was
in
the
email
that
I
sent
and
one
twelfth
of
the
additional
money
would
be
subtracted
from
that.
So
this
the
city
would
actually
be
paying
them
by
the
20th
of
each
month,
which
is
how
the
warrant
is
written,
that
one-twelfth
of
an
amount
less.
B
So
this
on
line
10,
which
is
our
local
education
appropriation
that
would
be
reduced
if
we
set
the
tax
rate.
It
sounds
like
that
may
not
happen
that
the
amount
that
the
city
pays
will
be
the
same
and
that
money
they
would
use
option
one
or
two
which
would
be
use
it
for
purposes
that
the
school
board
in
cost
centers,
if
the
school
board
has
approved
or
that
they'll
create
a
reserve
account.
B
So
that's
that's
what
I
learned
today,
so
I'm
sharing
with
you
at
this
meeting,
like
I
said,
I
sent
an
email,
but
by
the
time
I
talked
to
him,
it
was
late
in
the
afternoon
so
and
I
realized
you
don't
sit
at
a
desk
like
I
do
when
you
see
that
you.
F
I
That's
fine,
just
let
me
know
I
make
a
motion
that
we
cable
this
until
our
next
meeting
or
july's.
J
B
A
Next
regular,
so
we
have
a
motion
in
a
second
to
table
what's
until
the
july
12th
meeting.
I
don't
believe
this
is
the
first
time
that
we've.
F
B
Well,
I
mean
that's
interpretation,
but
last
year
I
mean
maybe
I'll
go
to
jail
for
us
for
suggesting
it,
but
they
last
year,
because
we
couldn't
even
vote
on
the
school
budget
until
july
we
didn't
set.
It
was
like
the
20th
in
19.
B
I
believe
there
was
some
reason
in
19
that
it
went
into
july
in
2017.
It
went
into
july
because
maine
municipal
was
was
telling
us
not
to
commit
because
things
weren't
finalized
with
the
homestead
exemption
reimbursement
rate.
So
we
didn't
commit
that
time
either.
So
maybe
we
ought
to
change
your
charter.
J
B
B
B
No,
we
would
so
the
number
on
our
the
tax
rate
calculation
form,
which
is
in
here,
because
the
school's
year
is
different
than
our
year,
so
we
have
so
from
july
to
december.
This
is
what
we
have
to
budget
for
we
for
the
first
half
of
our
year,
which
we've
already
had
we
had
to
send
them.
What
was
on
the
warrant
from
the
previous
year?
So
that's
how,
when
we're
doing
our
year,
that's
why
I
have
to
do
half
and
half
I
had
on
here
a
minute
ago
about
the
state
share,
so
we
this
is.
B
F
B
A
F
A
A
For
the
purpose
of
interviewing
a
candidate
for
city
manager,
and
can
you
update
us
on
the
the
time
of
the
open
house.
A
Okay,
so
good
touch,
so
that's
what
we
have
for
upcoming
meetings.
Anybody
else
have
anything
you
want
to
throw
here.
Doug
go
ahead.
H
A
B
Access
highway
and
the
last
conversation
that
I
had
with
her
she
said
well,
even
once
it
does,
I'm
not
going
to
be
able
to
afford
to
deal
with
it,
and
I
said:
that's
not
that
wasn't
the
deal
it
needs
to
be
dealt
with.
So
ken
and
I
have
been
trying
to
figure
out
some
kind
of
a
plan
because
we're
to
be
winter
again,
everything's
going
to
be
frozen
to
the
ground.
Again,
it
has
to
be
done.
While
we
have
good
weather.
H
B
H
A
B
Yep
37
home
farm
road
is
the
one
that
you're
thinking
of
and
dr
balinsky
says,
he's
going
to
be
in
town
this
in
july,
and
he
has
lined
up
people
and
I've
told
him
he's
over
his
time,
and
I
need
to
what
know
what
his
firm
plan
is
when
you
get
to
town
who
are
you
talking
to
what
day
are
they
coming?
What
is
your
plan?
You
know
to
deal
with
that
and
the
last
email
that
I
received
was
that
he
had
some
health
issues
he
was
dealing
with,
but
still
plans
to
come
in
july.
B
H
H
B
Yeah
well,
like
I
said
I
do
email
with
them.
You
know
every
week
and
some
of
them
I
talked
to
on
the
phone,
and
but
at
this
point
it
would
be
the
city
going
in
and
taking
care
of
the
property,
incurring
that
expense,
leaning,
the
property
and
that
that's
the
point
where
we
are
now
so
it's
making
the
decision.
Do
we
continue
to
let
them
be
in
the
driver's
seat
about
taking
care
of
their
problem
and
incurring
that
expense
or
is.
F
F
A
Can
we
we're
talking
about
this
to
bring
this
up,
and
here
we
go
on
the
july
12th
meeting
yeah.
B
B
Yeah
there's
a
process
there
that
you
have
to
go
through
to
no
one
wants
to
touch
them
from
a
recycling
standpoint.
Until
that
title
work
is
done
and
and
apparently
that
there's
a
cost
to
doing
all
of
that,
so
then
it's
well.
Does
the
city
want
to
incur
that
cost
again
and
do
that
and
that's
that's
one
of
the
things
that
we're
working
with
to
say.
Okay,
we've
talked
around
it
all
of
this
time.
F
F
A
H
B
F
F
I
B
I
know
that
I
have
not.
I
contact
mr
marco
was
working
friday,
so
I
don't
have
a
phone
number
for
a
while
and
so,
but
dave
is
back
on
the
job
now
and
I
did
fail
to
mention
that
to
dave
when
I
talked
to
him
about
another
matter
today.
So
I'll
make
sure
that
I
mentioned
that.
H
I
H
F
I
F
I
On
route
89-
and
we
we've
got
citizens
that
pay
taxes
in
this
town
and
citizens
that
pay
taxes
to
the
state,
the
federal
government
we
all
pay
taxes,
part
of
that
is
to
have
our
roads
in
good
repair
and
clean.
You
know
what
happens
if
a
somebody
on
a
pedal
bike
takes
a
digger
because
of
that
glass.
That's
on
the
side
of
the
road
I
mean
I
wish
there
was
something,
a
system
that
you
could
put
into
place
penny
that
would
have
some
sort
of
checklist
for
the
people
that
are
on
the
roads.
I
For
our
city
that
see
everything
can
do
something.
This
is
just
it's.
It's
a
travesty.
I
mean,
before
I
told
dennis
about
right
across
from
the
old
military
housing
in
caribou
on
the
access
highway.
It
was
there
for
three
weeks,
reflector
lights
from
a
car
accident.
F
I
F
I
F
A
Anybody
else
have
any
anything
they
like
put
under
reports
and
discussions
council
members
heartbroken.
Whatever
okay
motion
to
adjourn,
I
guess
I
guess
in
a
second
at
all
in
favor.
