A
Tonight's
workshop
was
talking
about
the
caribou
housing
agency,
section,
8,
housing
and
I
guess.
One
of
the
reasons
that
were
holding
this
is
to
determine
what
reasons
we
have
a
caribou
housing
agency.
When
we
don't
have
public
housing
like
pork,
bear
feel
depressed
I'll
and
what
benefit
is
it
to
the
city
of
caribou
to
be
doing
it
so
I'm
reading
some
of
the
information
down
here
and
already
I
see
something
that
I
didn't
realize.
A
It
says:
son
administration,
deposit,
update
113,000
to
the
housing
agency
to
cover
the
agency's
expenses.
70,000
is
to
pay
the
city
of
caribou
to
cover
benefits
and
salaries.
$20,000
was
paid
out
in
office
expenses,
training
a
software
maintenance.
So
is
there
some
allowance
for
the
office
expenses
here
or
is
that
just
paper
and
that
that
they're
using
or
is
that
they
part
of
it
rent.
B
Or
utilities,
or
what
is
it
they
pay
for
their
all
their
office
supplies
and
everything
with
these
funds
they
reimburse
the
city
some
for
the
internet
expenses
that
the
internet
bill-
this
is
higher
than
it
was
in
2014
I.
Think
Jim's
able
to
talk
to
the
numbers
a
bit
more
specifically
and
if
we
want
them
to
do
that,
yeah.
A
C
A
E
C
Think
about
what
high
does
is
they
pay
you
a
fee
for
our
leasing
each
unit?
That's
roughly
sixty
dollars
per
unit
per
month
and
is
193
vouchers,
those
2316
unit,
months
x,
60
bucks
is
a
gross
fee
and
what
what
has
happened
is
through
Congress
in
the
sequestration.
Is
that
they've
reduced
the
fee
to
a
person
they
take?
C
C
This
past
previous
year
to
103,000
and
this
year,
they're
about
113,000.
So
how
does
funded
a
higher
percentage?
You
know
goes
back
to
the
domestic
programs
and
all
that
kind
of
stuff,
and
so
that's
what
we
get
and
this
feed
that
we
get
is
for
administering
the
program
and
we're
free
to
use
that
to
pay
for
this
direct
expenses
and
indirect
expenses
of
the
housing
voucher
program,
which
includes
reimbursing
the
city
or
their
internet
and
all
sorts
of
other
things
and
the
software
expenses.
The
direct
expenses
include
software.
C
A
C
B
C
A
C
That's
why
we
saw
the
way
we
do
the
books
on
the
housing
program
as
we
categorize
something
for
rent
and
everything.
But
the
city
gets
this
lump
sum
of
seventy
thousand
dollars,
which
goes
towards
of
salaries
and
the
benefits
and
everything
else,
it's
more
than
enough
to
cover
that,
so
the
city
does
get
in
fact
they
probably
got
four
or
five
thousand
dollars
more
than
what
the
actual
cost
of
date
for
the
people
on
the
payroll.
So.
A
C
C
C
You
only
have
the
section
8
vouchers
that
it
would
be
most
efficient.
It
just
have
it
as
an
arm
of
the
city
and
I
think
it
I
think
that's
the
right
was
the
right
choice.
Frankly,
looking
back
out
the
only
component
unit
that
we
do
out
of
our
office,
most
everyone
has
low
rent
public
housing,
so
they
have
suffered
healthy.
Are
you
creatures.
C
G
If
you
were
to
close
the
curable
housing
agency
department,
the
vouchers
would
be
probably
most
likely
split
between
4p
airfield
and
Presque
Isle
Maine
State
Housing
would
probably
have
to
come
into
this
jurisdiction,
but
they
probably
will
not
set
up
an
office,
but
they
just
closed
all
their
local
agencies,
except
they
pulled
out
of
there.
There's
section
eight
people
out
of
Presque
Isle
out
of
Biddeford,
all
of
those
and
they're
all
out
of
Augusta.
That's.
G
Biggest
thing
that
you
would
lose
hearing
here,
boo
is
the
customer
service.
Besides,
two
employees,
customer
service
is
a
very
big
aspect.
With
our
agency.
We
have
families
that
come
in
every
day,
pick
up
a
landlord
listing,
they'll
be
published
just
under
Section,
eight,
just
for
anybody's
looking
for
a
landlord
in
the
area,
names
and
phone
numbers.
We
have
that
on
the
website
as
well,
they're
looking
for
applications
for
sectioning,
we
have
people
coming
into
getting
job
listings.
That
student
publishes
is
every
week
from
the
Career
Center.
G
We
have
people
coming
in
and
looking
for
information
on
how
to
become
a
landlord
tips.
Ideas
go
to
contact
for
tenant
legal
issues
because
they
don't
know
we
have
a
lot
of
families
that
right
here
in
here
rule
they
don't
have
transportation
to
Prescott
to
for
your
field.
So
if
you
were
to
close
us
down,
they
would
have
no
way
to
get
to
Prescott,
except
by
by
bus,
which
is
maybe
12.
G
We
have
some
people,
we
have
a
couple
families
on
the
program
that
are
dyslexic
due
to
their
disabilities,
so
with
Prescott
important
figure
field
where
to
take
over
this
area
most
likely
they
would
do
their
paperwork.
My
mail
without
family
wouldn't
be
able
to
read
it.
Those
feelings
come
into
our
office
soon.
I
take
the
day
we.
D
G
G
The
city
has
on
the
911
numbers
years
ago,
when
I
used
to
see
someone's
house
with
no
number
I
used
to
go,
see,
see
what
works
and
say,
hey
this
house,
we've
got
no
number
resemble
us,
so
we
kind
of
worked
hand
in
hand.
We
also
work
hand
in
hand
with
the
curable
Police
Department,
section,
eight
participants.
We
do
criminal
background
checks.
No
one
on
section.
Eight
is
a
lifetime
registered
sex
offender
that
is
HUD
rule.
They
have
nothing
to
do
with
meth
methamphetamine.
That
is
much
meat
or
rule,
but.
G
You
know
that
customers
are
part
of
the
program.
You
will
lose
your
customer
service,
your
families
that
are
used
to
coming
in
here
and
getting
any
in
the
answer
because
they
know
they
can
get
an
answer
here.
A
lot
of
feelings
won't
go
to
press
stop,
they
won't
go
to
fort
fairfield
because
they
don't
have
the
transportation.
They
don't
have
the
means
we
have.
A
A
G
G
A
A
G
G
Tenant
to
have
faults,
I
call
it
advertisement,
that's
not
the
word.
I
want
I,
don't
want
them
to
think
that
that
outlet
is
granted.
If
they're,
going
to
close
your
plug
your
toaster
in
there,
its
protection
height
is
actually
saying
that
all
landlords
have
to
make
your
outlets
ground
in
that.
But
there
get
some
of
these
old
houses
stocks
up
here
it's
hard
to
do,
but
we.
C
C
D
G
G
Talking
to
a
couple,
whole
landlords
I
deal
with
section
eight.
They
wait
on
an
average
two
to
three
weeks
for
an
introduction
for
a
new
family
to
move
in.
If
we
got
your
paperwork
today
from
you,
come
on
section,
eight
we're
going
to
be
their
instructor
unit
within
the
next
to
a
couple
of
days,
not
two
to
three
weeks
landlord
comes
in
today.
At
section
eight
family
comes
in
today.
We're
going
to
try
to
give
you
your
answer
today,
it's
not
within
a
couple
days.
F
F
B
F
H
Don't
typically
do
that,
but
I
was
going
to
the
Career
Center
the
other
day
and
I
took
one
of
my
participants
with
me.
While
we
were
over
there,
she
applied
for
murder,
three
different
jobs.
She
made
contact
with
some
people
over
there
and
they're
actually
working
with
her
on
tweet
me
my
resume
and
things
that
so
hopefully
she'll
be
employed.
So
may
I
ask
a
question.
G
Go
to
water
with
it
or
something
right.
Well,
it
depends
if
the
family
is
coming
right
off
the
waiting
list
and
then
they
lived
in
our
jurisdiction,
which
is
terrible
area
and
within
10
miles
that
was
cover.
They
can
take
their
voucher
right
there
and
go
anywhere.
They
want
United
States
long
as
4,000.
G
Fourth,
if
they
were
living
here
that
they
were
living
here
when
they
initially
applauded
correct,
but
if
they
were
not
living
in
our
jurisdiction
with
an
issue
applied
hot
states
that
they
must
live
in
our
jurisdiction
for
initial
term
of
one
year,
which
is
the
lease,
then
they
can
take
their
voucher
and
go
anywhere.
They
want
okay,.
I
Sony
and
actually
lived
here.
Okay,
so
if
you
were,
if
you
were
on
your
program,
you
know
applying
for
it
and
they
split
these
vouchers
up
for
convenience.
For
these
ten
of
these,
your
participants,
they
may
actually
move
out
of
caribou
to
go
to
christou
or
24,
where,
because
of
the
transportation
created
in
to
do
there,
but
they're
fun
enough
applications,
there
additional
paperwork,
doubts.
E
G
I
G
I
gave
you
the
front
page
is
just
an
overview
of
what
section
8
is
you'll
notice
down
below
our
jurisdictions.
I
broke
it
up
by
towns.
How
many
families
we
have
least
up
in
each
town,
you'll
notice,
164
in
here.
That's
a
lot.
If
you
go
on
the
inside,
I
need
the
information,
some
justice
on
the
waiting
list.
How
many
people
we
have
on
the
program
are
the
waiting
list
that
our
families
with
children,
elderly
family
systems,
anyone
who's
over
62
disabilities?
G
How
many
with
a
name
compliment
so
the
income
limits
are
on
the
back
page
I
ran
out
of
room
string
below
75
percent
of
our
new
applicants.
Earning
participants
on
the
program
have
two
Falls
and
extremely
low
income
guidelines
for
their
fantasize.
That's
not
much
income!
If
you
look
at
that's
based
on
gross
income,
no.
A
G
Happens
if
we
don't,
we
have
to
have
seventy-five
percent
of
our
new
applicants
be
extremely
low,
and
if
we
don't
have
enough
of
those
year,
we
get
penalized
from
high,
they
can
take
our
money
or
with
wholesome
money.
So
what
we
were
doing
is
recruitment
to
bring
our
waiting
list
up.
So
we
would
have
fences
on
the
waiting
list
in
case
we
needed
to
meet
that
criteria
and
we're
always
I
haven't
advertised
for
a
little
while,
because
right
now
we're
all
set
for
the
next
two
or
three
months.
I
Just
one
more
element
is
that
I'm
with
money
in
dling
general
assistance,
I
get
a
signed
consent,
they
have
couple
signed,
consents.
We
can
talk
to
each
other.
That's
the
first
thing:
I
get
a
client
in
my
office.
There
you
go
right
upstairs
before
you
leave
this
building
and
get
an
application
go
upstairs
and
it
may
be
a
year
down
the
road,
but
you
need
to
get
the
process
started
and
they
do.
It
is
a
tool,
and
so
there
is
a
very
good
working
relationship
between
Sue
Lisa
and
myself.
G
G
Our
families,
our
participants
on
the
program
and
you'll,
see
different
distribution
numbers
of
families
that
are
already
on
how
many
elderly
income
family,
how
many
people
are
getting
Social
Security
right
now
we
have
190
Valley,
participate
or
190
I'm,
sorry
that
are
just
getting
Social,
Security
Social,
Security
disability.
That's
a
lot
of
income!
That's
a
lot
of
elderly
disabled
that
we
have
this
community
that
we're
sitting.
G
A
G
G
G
G
G
When
a
family
first
comes
on,
section,
8
are
losing
to
a
new
unit,
it
cannot
pay
more
than
forty
percent
of
their
monthly
adjusted
income
during
the
initial
term
of
the
lease
he
didn't
like
that,
he
didn't
want
to
stay
within
the
payment
standards.
So
he
kicked
everybody
out
you
still
what
happened
to
the
property?
He
let
it
out
I
believe
it
came.
Tax
acquired
in
the
city
had
to
demo
it,
and
I
believe
it
was
another
one
college
street
that
has
the
same
thing.
G
G
One
of
the
things
I
do
want
to
break
him
out
on
the
right
back
page
and
a
blue
box
hi
have
a
buell
what
they
use
every
year,
section
eight
management
report:
it's
called
cmath
gotta
love
our
terminology,
the
way
they
do
they're
reporting
it's
a
year
behind
so
2014.
We
received
a
hundred
points.
The
highest
points
you
can
get
will
considered
a
high
achiever
for
a
very
small
agency
or
one
of
the
top
agencies,
or
for
this
area
we
may
not
have
public
housing.
I
have
look
into
public.
C
C
C
D
E
Environment
appropriation
or
by
your
agency,
instead
of
just
putting
it
on
one
pile
all
right
and
sitting
here
you
go
and
that's
what
they've
done
for
the
last
five
to
six,
if
not
longer
yeah.
So
some
of
its
got
to
get
lost
in
that
and
that
part
of
the
truth,
because
you're
not
looking
at
each
individual
budget.
The
way
that
you're
supposed
to
write
to
see
that
the
needs
of
suffering
a
little
right.
E
C
Okay,
they
did
and
Lowell
round,
of
course,
voucher
survey
program,
cross-country,
low-rent,
public
housing
has
operating
subsidy,
they
did
a
whole
harvard
study
of
exactly
what
it
would
cost
and
what
the
subsidy
should
be,
and
for
many
years
we
get
a
hundred
percent
of
the
subsidy
for
low
rent
and
all
of
a
sudden
congress
cut.
It
is
about
eighty-five
percent
of
what
you
what
Harvard
came
up
with
for
what
you
really
need
for
the
housing
authority
and
pouches
isn't
far
off
and
eighty
percent
it
just
really
bad
the
way
the
government
works
with
it.
No.
E
C
A
Right
well,
like
I,
say,
the
only
concern
I
had
with
the
program
is
whether
you
know
is
it
causing
the
city
of
caribou
money
or
you
know,
does
it
pay
for
itself,
and
I
understand
it
pays
for
itself
as
far
as
that
people
are
concerned
that
are
in
it,
but
it
takes
time
up
of
other
people.
It
takes
some
of
mr.
A
B
G
A
G
G
G
So
hard
here
below
that
are
now
standing
still
a
job.
We've
kept
the
grant.
The
some
housing
authorities
last
year
launched
better
this
year
and
she
also
does
a
homeownership
program
as
well,
which
we
help
families
get
into
a
home
with
her
own
case.
We
had
one
lady.
Last
year,
coincidentally,
she
moved
from
life
stone
of
the
old
base
bought
a
house
in
cary
balazs
ball.
We.
F
F
G
F
A
A
A
C
Actually
I
got
it
my
file
upstairs
you
had
a
hundred
units
and
then
they
insert
year,
nineteen
ninety-eight,
they
give
you
20
more
units
and
then
14
more
another
year
and
all
of
a
sudden
you
work
up.
We've
got
193
units
and
that's
the
way
it's
been
for
probably
10
to
15
years,
and
they
call
those
the
baseline
units
and
those
are
the
what
is
going
to
be
at
unless
they
have
some
more
allocations.
So.
D
G
File
that
Sue
does
calculations
on
and
make
sure
she's
doing
it
correctly.
Are
we
submitting
our
reports
right
on
a
weekly
basis?
Am
I
doing
an
annual
report
every
year
do
I
make
doing
it
five
year
annual
report
every
year
am
I
revising
the
administration
plan.
Revising
that
everything?
It's
paperwork.
That's
what
see
map
is
looking
at
the
quality.

So
then
they
tell
you
like
for
the
funding
next
year,
we're
going
to
take
the
months
of
july
august
September
what
you
had
for
leasing
and
the
number
of
what
cost
per
unit
from
unhappiness
you're
in
something
like
that
and
they
project
it
based
on
those
three
months
that
they
pick
out
of
a
preceding
year
and
they
and
that's
what
they
set
up
with
a
funding
for
the
following
year
for
happiness.
They
got
one-point-two
percent
inflation.

And
for
the
rest
of
the
council,
respectfully,
you
ask
those
two
questions:
why
would
have
a
public
house
and
what
would
happen
if
they're
closed?
We
hope
we
answered
those
questions
for
you.
I
have
one
big
question
for
you
and
I'm
asking
at
respectively.
What
would
caribou
gain
by
closing
characters?
A
G
G
Kirkland
my
rock
gym
and
then
towards
the
end
of
the
year.
We
had
extra
money.
We
could
give
it
to
the
city
and
the
city
would
do
as
you
please.
If
you
want
to
call
it
as
income
as
revenue,
then
the
sequestration
have
a
couple
years
ago
we
were
in
the
red
the
past
couple
years.
I
have
cut
travel,
trainings
black
I,
don't
go
to
meetings
like
I
should
every
quarter
every
month
down
in
Bangor,
because
I
can't
vouch
traveling,
clear
to
Bangor.
Well,.
A
It
does
yeah,
let's
bring
another
question.
If
you
are
in
the
red,
what
happens
then
we.
G
Do
the
same
thing
like
we
did
this
year
we
really
cut
expenses
that
I
mean
I
cut
out:
training
travel
sooo.
What
I
do
inspections
with
our
own
personal
vehicles,
because
a
lot
of
section,
eight
families,
don't
like
the
idea
of
us
using
a
city
car,
that's
mark
city
of
caribou,
to
come
to
an
inspection
because
of
privacy.
So
we
have
used
our
personal
vehicle,
we're
not
even
reimbursing
ourselves
from
Eilish.
That's
the
cut
expenses
like
that.
The.

B
B
B
G
We
close
on
a
different
aspect:
I
jumped
the
gun
and
I
want
to
apologize
for
this.
If
you
have
seen
last
week's
your
circle,
public
in
the
curable
housing
agencies
hold
at
the
public
hearing
next
friday,
I
apologize.
I
completely
jump
the
gun.
The
we're
holding
a
public
hearing
on
our
administration
proposed
plan
for
2016.
There
is
a
copy
at
the
desk
out
here.
Gn
believe
has
a
downstairs
which
can
be
available.
It's
also
on
the
city,
k,
rules,
housing
agencies
website,
chapter
by
chapter.
G
If
you're
really
worried,
you're
welcome
to
read
it
and
I've
highlighted
the
chain,
just
mainly
what
the
changes
are.
Is
there
hi
manda
tape,
mandatory
they've
changed
CFR
numbers,
Code
of
Federal,
Regulations
number
and
pH
numbers,
there's
not
really
any
there's.
No
policy
changes,
nothing
that
we
will
let
the
blue
change
its
type.
So
if
you
want
me
to
change
this,
let
me
know
I
can
try
to
revoke
it
for
next
Friday,
if
not
I'll
hold
a
public
hearing
and
when.
