residents

lack
of
composure
and
professionalism

a
member
of
the
council.
At
the
last
official
official
official
meeting,
I
wish
to
voice
my
sincere
displeasure
with
what
I
had
seen
during
the
meeting.

caribou

young

make
a
better
life
for
themselves

those
around
them.

contributions
cannot
be
overstated
and
we
look
forward

watching

continued

workers,
compensation
insurance
and
they
have
a
program
that
our
chief
financial
officer,
carl
grant,
was
able
to
identified
and
found
for
us
and
turns
out
that
we're
already
doing
a
lot
of
the
steps
that
would

necessary

qualify
for
this
safety
program
and
the
benefit
is
upwards
of
10
percent
off
of
our
workers,
comp
costs
and
so
that
that
cost
alone
getting
10
off
of
that
could
save
us
on
the
order
of
10
000
or
more
every
year,
as
we
take
as
we're
currently
charging
for
or
being
charged
for
those
services.

In
order
to
become
a
member
of
the
safety
incentive
program,
they
require
that
the
council
adopt
a
resolution
authorizing
the
staff
to
move
forward
and
become
participants
in
that.
And
so
that's
what
this
resolution
does
recognizes:
that
municipal
association
has
a
workers
compensation
fund,
we're
a
member
of
their
association
and
they're
willing
to
be
participants
in
their
program.

benefit
is
not
quite
as
robust
as
the
city
between
nineteen
hundred
per
year,
but
it's
a
good
program.

turns
out
that
the
father
has
been
dealing
with
with
different
issues
has
been
out
of

city
for
quite
a
while
and
was
unaware
that
things
were
not
being
taken
care
of
the
way
that
they
should
have
been
with

estate

payment
of
the
taxes,
but
the
relative
having
found
about
the
situation
and
the
cities
acquiring.
It
is
now
asked
that
they'd
be
able
to
retain
the
property
after
proper
payment
of
all
the
fees.

right
now,
taxes
owed
are
four
thousand
seven
hundred
eighteen
dollars
and
sixty
one
cents,
as
of
today,
with
taxes,
costs
and
and
interest,
the
total
amount
to
be
paid
would
be
five
thousand
four
hundred

dollars
and
sixty
61
cents,
and
so
the
request
of
the
council
is
to
accept
the
full
payment
and
return
the
property
back
to
the
prior
order.

with

the

that

webinars
that
are
free
discussing
hr
issues.

state
department
of
labor
has
another
sort
of
a
set
of
human
resource
links
and
helpful
items
that
they're
providing
on
their
website.

u.s
small
business
or
u.s
chamber
has
a
small
business
emergency
loan
guide
and
checklist
which
again
in
the
in
the
memo.
That's
in
the
council
packet
is
a
hyperlink
to
their
website
that
people
can
go
to
the
small
business
association
also
has
a
paycheck
protection
program
that
businesses
can
can
work
through.

Several
local
banks,
with
their
loan
officers,
are,
are
providing
additional
expertise
and
ability
to
help
walk
people
through
all
of
the
myriad
of
red
tape.
That
seems
to
be
coming
down
with
some
of
these
funds,
but
definitely
they're
becoming
more
familiar
with
these
loans,
even
as
more
direction
is
handed
down
from
the
feds,
with
the
small
business
administration
and
other
opportunities.

I
know
there's
been
some
discussion
of.
Would
the
city
be
interested
and
also
putting
out
an
opportunity
for
funding
that
would
require
a
little
more
discussion
and
outlining
how
that
might
work,
but
other
cities
are
are
looking
at
the
options
as
well
doing
some
very
low
interest
small
amount
loans
to
help
again
create
a
bridge
opportunity
for
small
businesses.

federal
dollars.

understanding

recoup

costs
this
whole
sole
payroll
deal
to
me
from
who
I've
talked
to
down
state.

applicants

is
money
out
there

mean

concerned,

think
we
should
be
looking
at

the
declaration
that

trump
signed
for
governor
mills

get
money

stay

certain
provisions

new

response

pandemic
act

I
have
to
apply
so
we've

tried

go
through
each
of
the
different
scenarios

maine
municipals
asked
us
to
take
into
consideration
and
draft
a
policy
that
we
think
is
is
reasonable
and
also
allows
some
more
flexibility
to
the
employees
the.

Hopefully
we
won't
have
to
utilize
that
very
much
and
that
we
can
get
this
resolved
sooner.
The
other
issues
are
if
people
are
working
remotely
from
home
that
they
can't
just
work
from
home
because
they
want
to,
they
have
to
present
projects
for
for
approval
to
be
able
to
work
from
home.
I
already
provided
our
department
had
some
guidelines
on
that
basically
demonstrate
what
the
project
is,
how
there's
going
to
be
monitoring
of
it,
the
amount
of
time
it's
going
to
be
involved
with
the
project
and
and
how
that's
going
to
be
monitored.

as
we
look
at
if
employees
just
would
prefer
to
remain
home
due
to
fear
of
exposure,
then
that
employee
would
need
to
utilize
their
vacation
or
comp
time.

if
there's
the
potential
of
I
know
there
was
one
question
asked
of
me
earlier
today:
if
an
employee
prefers
to
stay
home
because
of
the
potential
threat
to
their
family,
who
may
have
health
risks
associated
with
this?
What
would
be
the
situation
there,
and
in
that
case
I
think
that
falls
under
further
guidelines.
We
have
here
that,
if
somebody's
staying
home
due
to
family
or
medical
issues
that
they
would
be
utilizing
their
sick
time
or
again,
they
would
be
falling
under
the
umbrella
of
the
fmla
standards
of
the
the
two-week
pandemic-related
leave.

still
take
advantage
of
the
again
the
two
weeks
of
pandemic
leave
or
sick
leave.
Plus
there

be
the

12
we're
still
trying
to
understand
all

nuances
of
the
new
languages
being
rolled
out,

be
eligible
for
up
to
the
additional
10
weeks
of
leave
under
mla
or
sun
question
if
it's

weeks

weeks,

all

that
would
still
apply.

pay

staying
at

elements

they
had-
that's
not

ours

state
that,

somebody,
if
somebody
decides
they're
going
to
stay
home
as
a
preventative
major
to
protect
their
family,
that
they
would
still
burn-
or
they
would
still
have
to
utilize
at
least
50
of
their
own
sick
time,
to
do
that,
they
couldn't
just
be
able
to
go
home
and
be
on
administrative
leave.

that
was
the.

council
adopts,
if
there's
a
significant
change,
it
provides
even
greater
benefit
or
more
restrictive
benefits

regulations,

it
comes
down
from
the
federal
or
the
state
side.

have

comply

we
would
not
be
providing
any
additional
benefit
to
employees
beyond
what
this
document
has.

there's

things
that
have
come
up
with
regards
to
tax
assessment
and
benefits
that
residents
can
can
get
due
to
the
pandemic
situation.
I'd
like
her
to
take
just
a
couple
of
minutes
to
walk
through
some
information
that
she
has.
If
that's

So
one
of
the
responsibilities
of
our
department
is
to
qualify
exemptions
on
real
and
personal
property
located
within
the
city
of
caribou.
There
are
different
types
of
exemptions
and
most
applications
must
be
filed.
Prior
to
april
1
of
the
tax
year
effective
march
31st
governor
janet
mills
signed
an
executive
order
extending
the
april
1
2020
application
deadline
for
certain
property
tax
exemptions.

The
executive
order
extends
the
april
1
deadline
to
either
the
commitment
date
of
the
municipality
or
30
days
after
the
termination
of
the
declared
emergency,
whichever
occurs
first.
The
extended
application
deadline
includes
property
of
institutions
and
organizations,
estates
of
veterans,
solar
and
wind
energy
equipment,
exemption
of
homesteads
and
exemption
of
business
equipment.

So
what
I
want
you
to
know
is
that
our
department
staff
does
work
with
citizens
to
timely
file
exemption
applications.
For
example,
all
energy
equipment
exemption
applications
have
already
been
filed.
This
is
so
that
the
work
to
establish
the
final
taxable
and
exempt
values
for
the
city
can
be
communicated
to.
Mr
marker
for
tax
rate
discussion
with
you.

The
council,
having
a
set
deadline
for
applications
ensures
that
the
department
can
trust
that
no
further
changes
will
take
place
between
the
time
that
values
are
set
in
trio
and
those
are
given
to
the
manager
and
the
tax
commitment.
So
the
next
steps-
that's
that
will
happen.
We
will.
We
will
continue
to
encourage
taxpayers
to
file
exemption
applications
before
the
values
are
set
if
valid
exemption
applications
are
received
after
values
are
set,
but
within
the
extended
time
frame
set
by
the
governor
after
commitment
department
staff
will
prepare
abatement
paperwork
for
the
exemption
amounts.

One
note
on
that
for
homestead
and
veteran
exemptions.
We
can
still
enter
those
into
the
municipal
valuation
return
for
the
same
reimbursement
as
if
they
were
filed
by
april
1.
for
personal
property
accounts
that
we
feel
are
entitled
to
a
yet
unfiled
betty
exemption.
The
account
will
not
be
assessed
at
commitment.

Instead,
a
supplemental
assessment
will
be
made
after
the
deadline
for
exemption
has
passed,
but
again,
every
effort
will
be
made
to
get
all
necessary
paperwork
signed
and
processed
from
taxpayers
before
the
values
are
set.
For
example,
today
I
talked
to
two
different
taxpayers
who
inquired
about
the
exemption.
Also
in
the
mail
today
I
mailed
102
exemptions
to
people
that
I
had
sent
out
300
back
in
march.
Some
were
returned.

Some
were
not
one
of
the
things
I
worked
on
this
weekend
was
to
go
through
that
list
find
out
what
day
it
was
that
the
folks
closed
on
their
house.
So
if
it
was
before
april,
1
2019
that
indeed
they
would
be
eligible
for
2020.,
so
those
folks
were
mailed
today
they
should
receive
tomorrow
a
personalized
letter.
It
has
their
property,
it
has
when
their
property
closed,
it
has
a
form
and
it
even
has
an
envelope.
I
don't
know
how
I
could
admit
it
any
easier
for
them
to
file.

I
did
that
because
I
really
am
trying
to
cut
down
on
applications
that
are
ballot
applications
and
would
be
considered
timely
filed
that
would
come
in
after
the
values
were
given
to
mr
marker
for
discussion
with
this
year's
tax
rate.
That
was
the
first
executive
order
that
came
out
last
week.
The
second
one
had
to
do
with
the
four
current
use
programs
in
the
state,
which
are
open
space
farmland,
tree
growth
and
working
waterfront
caribou
does
not
have
any
working
waterfront.

We
have
one
parcel
and
open
space
which
actually
the
owners
are
moving
that
to
farmland
this
year.
That's
something
we
have
ongoing
by
state
statute.
Current
use
applications
must
be
filed
prior
to
april
1
of
the
tax
year
and
this
executive
order.
Again
it
was
effective
march.
31St
extends
the
april
1
2020
application
deadline
for
current
use
applications
and
that
extends
them
to
july
1
and.

Again,
this
executive
order
remains
in
effect
until
amended
or
rescinded,
and
my
discussion
on
that
again
having
a
set
deadline
ensures
the
department
can
trust.
No
further
changes
will
take
place,
unlike
exemptions,
department
staff.
We
have
no
way
of
knowing
who
might
be
considering
enrolling
in
a
current
used
program,
as
many
owners
would
qualify,
but
not
many
apply
each
year
because
of
these
to
withdraw
department
staff
will
continue
to
encourage
taxpayers
to
file
applications
before
values
are
set.

One
of
the
things
I
did
today
I
contacted
12
foresters
who
have
worked
with
taxpayers
in
caribou
in
the
past
on
tree
growth
applications
I
tracked
down
their
mailing
addresses.
I
sent
them
out
a
letter
today
with
a
copy
of
the
executive
order
to
just
let
them
know
number
one
about
the
executive
order.

So
if
they're
hearing
that
from
potential
clients
of
theirs,
but
also
to
just
explain
that
it's
very
important
to
me
personally,
that
the
values
that
I
give
to
mr
marker
to
share
with
you
are
correct
and
that
you
can
trust
that
there's
not
going
to
be
any
other
exemptions
coming
in
and
I've
asked
them
if
they
could
to
get
any
new
applications
that
they're
working
on
to
me
by
the
end
of
may.
But
I
did
assure
them
that
if
they
are
received
in
a
timely
manner,
we
will
work
on
abatements.
For
those
things.

As
you
know,
and
one
of
the
things
I've
stressed
to
them-
and
I've
also
stressed
to
maine
revenue
is
by
the
caribou
city
charter.
The
tax
rate
needs
to
be
set
by
june
30th,
and
knowing
that
I
know
that,
for
mr
marker,
it's
very
important
to
him
that
he
has
those
values.
So
he
can
work
with
you
on
a
tax
rate
and
that
he
would
like
to
have
those
values
as
soon
as
possible,
especially
where,
as
far
as
we
know,
we'll
be
voting
on
a
school
budget.
He'd
like
to
have
those
before
that.

he
knows
what
the
impact,
if
they
pass
what's
presented
for
a
budget,
what
impact
that
would
have
on
the
tax
rate,
so
our
department,
we
try
to
take
a
lot
of
pride
in
getting
good
values
to
him,
we're
working
on
processing,
different
declarations
now
and
trying
to
get
everything
done.
So,

someone

intent

the

calendar

that

definitely
thanks

and

the
other
one

going
on
right

the
great
caribou
teddy
bear
hunt.
