this
information

numbers,
I
am
sure
it
would
be
delivered
in
a
greater
dear
greater
degree

will
do
my
best

make
my
points
clear.

recognize
that,
in
order
to
create
a
balance
between
these
two
there's,
a
fine
line
that
you
need
to
walk
and
tough
decisions
need
to
be
made
in
this
process.
Some
decisions
are
made
and
they
are
perfect.
Yet
others
are
work
in
process
and
they
continue
to
be
adapted
as
more
information
becomes
available.

On
thursday
october
8,
my
son
brevin,
a
senior
was
playing
a
soccer
game
at
cairo
high
school
shortly
into
the
second
half.
He
was
attacking
the
goal,
while
the
goalie
was
coming
out
to
stop
him.
Brevin
shot
the
ball
a
very
brief
moment
before
he
and
the
goalie
collided,
and
they
hit
the
ground.
As
everyone
celebrated
brevin's
goal,
he
didn't
get
up.
He
continued
to
lay
on
the
ground
and
his
teammates
gathered
around
him
and
the
coach
and
trainer
reign
onto
the
field.

When
I
got
to
him,
I
could
see
his
tibia
and
fibula
were
very
obviously
broken,
because
his
leg
was
in
the
shape
of
vanell.
The
ambulance
was
called
and,
like
we've
heard,
countless
times
that
the
fire
enameled
staff
are
professional,
well
trained,
calm
under
pressure
compassionate
and
caring.
This
was
evident
once
again
as
scott
jackson
and
adam
chartier,
where
all
those
qualities
and
more
we
are
blessed
to
have
such
employees
caring
for
our
citizens
in
times
of
need.
These
fine
gentlemen
did
exactly
that
as
they
cared
for
brevin
when
he
desperately
needed
them.

My
wife
and
I
were
extremely
satisfied
with
how
they
performed
their
duties.
Many
thanks
to
them
once
they
got
brought
into
the
hospitals
quickly,
determined
that
he
needed
to
be
transported
south
to
another
hospital.
This
is
where
my
concerns
arise.
Once
he,
our
team
at
kerry,
determined
that
brevin
needed
to
be
transported
to
another
hospital.
A
plan
was
established
and
he
was
scheduled
for
surgery
at
6am
at
that
hospital.
Then
the
roadblock
started.
It
then
took
nearly
five
hours
for
them
to
locate
an
ambulance
to
transport
him.

Numerous
scenarios
and
ambulance
services
were
pursued
which
included
local
departments,
as
well
as
the
downstate
ambulance
coming
to
transport
him.
Even
life
flight
was
discussed
as
desperate
as
he
was
in
need
of
a
transport.
We
all
know
that
shouldn't
be
a
reason
for
life
flight
because
they
couldn't
find
a
transport
service.
Brevin
lost
his
spot
for
a
6
am
surgery
and
it
was
bumped
back
eventually
to
9
am
which
turned
into
10
am.
Did
he
eventually
get
transported
by
an
out-of-town
service?
Yes,
did
he
have
surgery?
Yes,
did
he
get
outstanding
treatment?

Yes,
but
did
he
get
bounced
around
and
be
forced
to
wait,
an
unnecessary
and
frankly,
unacceptable
amount
of
time
in
the
er
I
carry
yes,
it
has
been
relayed
to
us
unbeknownst
to
him
that
scott
jackson
worked
tirelessly
behind
the
scenes
to
try
and
be
able
to
transport
brevin
and
was
extremely
upset
that
he
could
not
make
it
happen.
This
is
another
example
of
the
dedication
these
employees
have
and
how
they
value
their
service.
They
are
providing
the
citizens
of
caribou.

The
extremely
painful
and
uncomfortable
weight
that
brevin
endured
was
unacceptable
and
from
what
we've
heard,
isn't
rare
and
occurs
far
too
often,
a
community
either
provides
emergency
services
or
they
don't
there's
no
in
between.
If
the
service
is
going
to
be
provided,
it
needs
to
be
adequate
and
not
just
good
enough.

In
order
to
be
adequate,
emergency
services
need
to
be
appropriate,
appropriately
staffed
and
funded.
If
they're,
not,
then
the
service
will
not
be
adequate
and
then
just
good
enough
and
good
enough
is
not
good
enough.
When
it
comes
to
emergency
services,
the
value
and
importance
of
these
departments
don't
become
apparent
until
you
are
in
need
of
their
services.

When
you
see
your
loved
one
in
pain
and
they
get
been
given
so
much
pain,
medication
that
they
need
to
be
given
oxygen
to
prevent
their
oxygen
levels
from
continuing
to
drop,
yet
they
are
bounced
around
behind
the
scenes
unnecessarily.
It
is
unacceptable
for
us.
This
experience
has
made
it
extremely
apparent
how
important
emergency
services
are
and
they
need
to
be
funded
and
staffed
adequately.

The
citizens
recognize
that
there
are
limits
to
the
medical
services
that
carey
medical
center
can
offer
due
to
the
size
of
our
community
and
our
rural
status.
Because
of
this,
it's
understood
in
certain
situations
that
transports
to
other
medical
facilities
are
often
necessary
when
a
transport
is
required.
It
is
often
a
scary
situation
and
the
citizens
have
been
have
placed
their
lives
in
the
hands
of
others,
knowing
that
caribou
offers
this
service
and
the
citizens
of
caribou
deserve
it.
Why
is
it
that
far
too
often,
this
service
is
unavailable?

Why
emergency
services
rapidly
use
up
the
level
rapidly
rise
up
the
level
of
importance
when
they
are
desperately
needed,
and
that
happens
daily
by
the
citizens
of
our
community,
so
are
all
of
the
departments
that
provide
emergency
services
adequately
funded
and
staffed,
so
they
can
adequately
provide
their
service
to
the
citizens
of
our
community
in
the
scary
time
of
need.
Are
they,
after
witnessing
the
entire
process
of
brevan
scenario,
coupled
with
the
numerous
other
stories
we've
heard,
we've
been
told,
it
makes
me
to
believe
that
they
are
not.

is
only
when
you
need
emergency
services
that
you
truly
recognize
the
needs
of
those
departments
once
they
are
adequately
funded
and
staffed.
If
a
situation
situation
rises
and
you
are
in
desperate
need
of
emergency
services,
you
know
they
will
be
able
to
effectively
perform
their
duties.

received
a
letter
from
a
mr
john
hammer

redmond
winchell
and
asked
that
this
be
read
tonight
to

It
says
dear
mr
mayor
and
members
of
the
cariboo
city
council.
I
have
passed
this
letter
out
to
each
of
you,
so
you
you
can
read
along
our
office
has
been
retained
by
mr
bacon
to
assist
him
with
regard
to
the
property
he
owns
at
44
washburn
street
caribou,
the
house's
connection
to
the
public
sewer
failed
and
because
of
the
depth
of
the
line,
it
will
be
very
expensive
to
replace.
I
We
propose
and
hope
you
will
support
an
amendment
that
will
allow
mr
bacon
and
others
on
the
street
who
may
face
the
same
problem:
the
ability
to
have
a
temporary
sewage
disposal
system
for
up
to
a
year
to
allow
the
line
to
be
repaired.
In
close,
please
find
the
proposed
amendment
for
your
consideration.

We
respectfully
request
that
this
matter
be
addressed
at
the
october
19
2020
council
meeting.
Mr
bacon
situation
is
fairly
unique.
He
purchased
the
house
at
44,
washburn
street,
improved
the
house
and
found
tenants
over
the
summer.
The
tenants
reported
a
sewage
back
up
into
the
house,
mr
bacon
hired
a
plumber
to
snake
the
line
at
first
it
worked,
but
then
the
problem
reappeared.
I
It
was
then
determined
that
the
line
was
failing.
Unfortunately,
the
line
is
16
feet
below
grade
and
there
are.
There
are
other
utilities
that
must
be
worked
around.
Mr
bacon
asked
for
quotes
to
replace
the
line,
but
few
contractors
were
willing
to
give
him
one.
He
managed
to
obtain
a
quote
for
twenty
seven
thousand
dollars,
but
was
informed
that
the
price
was
likely
going
to
be
higher.
Given
the
issues
the
contractor
anticipates
encountering
once
digging
starts,
mr
bacon
understands
that
he
is
required
to
reconnect
to
the
city
line.

It
is
his
hope
that
the
city
of
caribou
will
be
willing
to
apply
for
and
will
be
awarded
a
cdbg
grant
to
help
with
the
situation,
but
that
will
take
time.
Mr
bacon
would
like
to
be
able
to
continue
renting
the
house
until
the
repairs
can
be
made
but
understands
that
something
must
be
done
with
the
sewage.

Mr
bacon
had
a
subsurface
wastewater
system
designed,
but
the
permit
was
denied
because
of
the
proximity
to
the
public
sewer.
Mr
bacon
requested
a
variance
from
cud
to
install
a
subsurface
wastewater
system,
but
the
cud
denied
the
request.
For
the
same
reason:
if
the
city
does
nothing,
the
house
will
end
up
vacant.
We
believe
that
this
is
a
reasonable
way
to
address
the
situation.

would
allow
mr
bacon's
house
to
be
occupied
without
harm
to
health
or
safety,
while
mr
bacon
pursues
a
way
to
fund
these
repairs.
The
amendment
would
also
provide
a
safety
for
his
neighbors
in
the
event
that
their
lines,
which
are
believed
to
be
as
old
as
the
one
at
44
washburn
street,
should
fail
as
well.

is
to
nobody's
benefit,
to
have
a
row
of
vacant
or
placarded
buildings
on
washburn
street.
Where
a
solution
is
possible.
We
sent
a
letter
to
the
cud
on
october
6
2020,
asking
if
it
would
be
willing
to
support
an
amendment
in
concept
to
date.
They
have
not
responded.
We
request
that
the
city
entertain
the
proposed
amendment.

banner
year
for
the
museum
turned
into
a
pivotal
one,
as
the
board
changed
from
in-house
activities
to
outreach
programs
and
activities
dyno
days
which
we
hold
during
february
break
had
over
350
visitors
just
this
year,
young
and
old
explored
the
museum
and
the
activities
it
was
busy
and
exciting.

To
tie
into
that
that
week
alone
had
just
about
as
many
visitors
as
the
entire
year
about
four
years
ago,
and
this
was
before
kovitz
struck
once
the
coveted
protocols
went
into
place
and
schools
and
museums
were
closed.

were

be
granted
that
that's
still
in
the
process
and
we're
waiting
on
it,
we
also
received
a
250
dollar
check
from
sw
collins
nonprofit
grant
project
the
museum's
vista
employee,
who
we
started
this
past
summer,

creating
traveling
trunks
for
schools
to
assist
in
meeting
grade
level,
science
standards
and
goals.
These
trunks
will
travel
to
schools
and
homeschoolers
to
enhance
the
science
curriculum.

Each
time

trunk
is
returned,
it
remains
in
isolation
for
two
weeks
in
our
basement.
Nobody
touches
it.
This
is

comply
with
cdc
protocols-
first
trunk
debuted
yesterday
or
last
week,

group

homeschoolers
great
success
with
that
everyone
has
followed
and
will
continue
to
follow
the
covet
protocols.

activities
are

individualized
than
group
projects
hands-on

is
donated

of

is
taken
from
our

fund
minimally.

activities
are
posted
each
week

kids
and
parents

parents
who
might
have

child-like
moment

do
some

those

artifacts

we
have
in
the
museum

near

pretty

our
board
members
still
travel
minimally
throughout

state
and

parts
or
have
relatives

done

most

the
museums
are
still
shut
down,

are
museums
that
have
significantly
greater
resources
and
budgets.
They're
still
closed
statewide.

open
and
we
get
a
steady
amount
of
visitors
every
week
in
our
limited
hours
that
we
are
open,
but
we're
proud
to
be
members
of
a
board
that
basically
turned
on
a
dime
because
of
kovid
and
brought
services
to

public
throughout
caribou,
the
county,
the
state
and
beyond.

the

only
there's
two
lines
that
are
really
looking
at
for
significant
change:
one
is
the
requested
salary.
This
was
for
the
the
matching
funds
that
the
city
provides
to
have
the
intern
there.
If
the
program
is
such
that
again,
this

city's
portion
of
the
of
the
funds,
but
I
don't
know
if
you
want
to
explain
a
little
more
about
the
vista
program
for
the
council.

have
an
employee
through
vista
that
we
had
to
provide
funds,
part
of
the
salary,
and
we
were
told
one
number
when
we
started
the
process
and
then,
by
the
time
things
came
through,
the
number
ended
up
actually
being
higher.
That's
why

budgeted
and
the
projected
of
a
500
difference,
we're
anticipating
another
increase
for
next
year.

for

bit

they
don't
increase

then
we
don't
spend

budget

increase
or
roughly

increase
for
the
department
and

that

in
the

two
thousand
dollars
for
the
salaries
now,

we
anticipate
that
we'll
see
next
year's
contract
before
this
budget
actually
gets
adopted
by
the
council
in
december
and
so
we'll
be
able
to
plug
in
the
the
true
number
and
have
that
for
the
council
to
review
before
the
budget
gets
adopted.

boilers

room
where

at
down
in

basement,

department
and
having

run

new
chimney,

estimated
cost,
was

pellet
boiler
currently
sits
and
take
advantage
of
that
chimney
system.
That's
already
in
place,
it
was
estimated
at

that's
just
to
replace
the
heating
fuel
systems

we'd

able
to
have
again

two
boiler

a
very
clean

own

a
fiber
optic

providers

the
connection
between
the
dwellings
and

broadband
utilities

utilities
infrastructure.

internet
service
provider
would
pay
the
utility
monthly
subscription

customer
now
that
monthly
cost
between
the
customer
and
the
internet
service
provider.
Right
now,
pioneer
broadband
is
offering
100

service
for
60
a
month.

would
get
part
of
that
from
the
internet
service

market

project

in
caribou

the
compact
