the
city
has

We're
required

auditor
of
the
city,
we
don't
have
anybody
on
staff
to
act
as
our
auditor,
and
so
it's
been
handled
by
an
outside
consulting
firm
and
we've
been
using
falchion
company
local
business

it's
gone
out

bid
in
the
past.
We
didn't
put
out
to
bid
this
year
we're
very
comfortable
with
our
work
we've.
They
know
our
system,
we
know
theirs,
and
we
recommend
that
we
continue
to
use
them
for
2019.

Under
state
law,
where
you
have
to
have
a
person
designated
as
the
former
seer,
it's
a
little
sounds
a
little
more
heavy-handed
than
what
it
is
basically
managing
of
the
general
Assistance
Program
in
the
city.
They
take
applications,
they
meet
with
individuals
who
are
seeking
general
assistance
and
they
work
with
those
individuals
to
perform
in
accordance
with
the
guidelines
that
we
have
for
those
funds
and
those
programs.
It's
recommended
that
Jayne
ferrenby
designate
our
overseer
she's
been
working
again
in
this
program
for
several
years
and
knows
it
in
and
out
and
all
the
clientele

Our
public
health
officer
basically
responsible,
if
there's
any
issues
of
Public,
Health
and
Safety,
they
go
out
and
they're
responsible
if
we
have
to,
for
instance,
condemn
a
home
because
of
major
health
issues
that
are
found
they're,

ones
that
need
to
be
involved
in
that
process.
And
it's
been
recommended
that
Chief
Scott
Susi
be
our
public
health
officer
for
the
city.

Again,
we
don't
have
a
an
attorney
on
staff,
and
so
we
utilize
outside
consultants
to
help
us
with
in
any
of
our
legal
services.
Over
the
past
year,
we've
utilized
two
legal
firms.
One
would
be
Salomon
a
hunter
locally
who's
handled
a
lot
of
our
real
estate
issues
and
dealing
with
land
use
planning
and
zoning
shoes.
We
recommend
continue
to
use
them
as
our
general
counsel
for
the
city
there.
They
are
able
to
handle
many
things,
but
with
regards
to
personnel
and
collective
bargaining
issues,
we've
been
utilizing.

These
were
advertised
board
positions
that
the
public
was
welcome

place

volunteer,

it
was
pleasantly
surprised
to
how
many
people
we
had
applied
this
year.
There's
two
types:
we
have
the
boards
which
have
the
exact
number
of
people
applying,
and
then
we
have
boards
that
have
more
people
applying
than
position.

down
into
two
categories
on
the
ones
that
have
the
correct
amount
of
people
applying.
We
will
can
vote
on
those
on
the
ones
that
have
more
people

there
are
positions.
The
chair
will
entertain

of
the
meeting

go

November,
the
local

one.
This
is
a
board
of
registration
is
where
they
appeal
a
decision
made
by
the
Registrar,
which
is
myself
and
communities
with
5,000
or
more
population,
need
to
have
one
of
these
and
if
I
hold
a
registrar's
hearing
and
remove
somebody
from
the
voting
list.

State
law
requires
that
if
the
city
has
a
policy
of
accepting
early
payments
and
we
have
to
also
designate
what
we're
going
to
be
doing
with
those
funds
and
if
someone's
going
to
be
collecting
interest
on
those
funds,
it's
been
Moe's
that
the
council
be
willing
to
accept
early
payments,
but
that
we
set
a
zero
percent
interest
rate
on
any
payments
that
are
received,
and
we
basically
would
just
hold
on
to
those
funds.
Allow
them
to
accumulate
accordingly
and
when
the
tax
collecting
bills
go
out.
Those
early
funds
are
then
applied
to
the
tax
bill.

They,
the
Charter,
allows
the
council
to
approve
all
the
warrants
because
of
the
training
of
some
of
their
meetings.
The
council
has
previously
authorized
the
city
manager
to
approve
the
warrants
we
are
required
to,
for
instance,
approve
a
payroll
warrant
that
has
to
be
paid
every
week
and
so
they're
just
taking
care
of
those
things.
If
there's
other
warrants
that
come
out,
I
review
those
go
through
every
one
and
it
comes
across
my
desk.

think,
is
what
you
were
maybe
referring
to
earlier,
that
this
allows
somebody
to
come
into
the
city
and
say:
I
would
like
to
make
monthly
installments
toward
my
tax
bill
and
if
they
do
that,
then
any
interest

that
school
would
be
waived
because
they
would
be
on
this
program.
But
again,
this
allows
us
to
spread
our
cash
flow
a
little
bit
through
the
year
with
some
of
the
early
payments
to
come
in
and
help
people
also

their
budgeting

There
was
a
time
and
I
remember
where
you
would
show
us
slides
on
that
screen
and
somehow,
with
a
push
of
a
button,
the
people
in
TV
land
would
see
it
too.

was
quite
expensive
compared
to
what
it
is
now.
It's
six
dollars
for
a
dog,
that's
unable
to
produce
young
neutered
or
spayed
and
animals
that
are
not
neutered
and
spayed.
It's

$6
dog.
Three
of
those
dollars
stay
right
here
in
the
city
of
caribou.
One
is
seen
as
a
clerk
fee
doesn't
come
to
the
clerk,
but
it's
one
of
my
revenue
lines
and
to
go
into
an
animal
welfare
line.
It
helps
take
care
of
dogs
here
in
caribou
and
$3.00
goes
to
the
state
with
a
non
neutered
dog.

service
dogs

form

state
generated
form,
and
you
can
take
it
to
your
psychologist,
your
pee
physical,
your
medical
doctor
and
have
it
filled
out
if
this
is
a
companion
dog,

service

and
the
fee
is
waived,
but
the
dog
still
needs
to
have
a
current
rabies
certificate.

state
trooper
in
town
with
a
service
dog
he's
a
working
dog
that
dog
is
licensed,
didn't
have

pay

fee,

that
dog
is
licensed.
So
in
town
out
of
town,
all
dogs
inside
outside

be
licensed.
This
year
we
have
a
few
less
than
we've
had
in
the

Probably

on

people

but

year
we
had
a
few
less
get
licensed.

present

takes
place
regarding
them.

these
boards.
They
would
have
the
right
to
be
present
during
any
of
that
discussion
or
they
may
leave
if
they
would,
if
they
desire,
but
just
so.

council
