H
Gary
put
a
lot
of
work
into
the
the
merger
information
and
things
so,
but
I
think
we
need
a
council
member
for
sure.
That's
a
good
idea.
C
I
first
would
like
to
apologize
for
not
getting
my
name
and
time.
I
come
to
the
table
with
a
little
bit
of
baggage
in
the
fact
that
when
I
was
on
the
council
before
he
always
had
two
councilor
members
on
there
and
citizens
at
large
weren't
required
I
served
on
the
board
for
three
years.
For
three
years
of
my
last
term,
when
I
was
on
the
council,
understand
the
structure
of
it.
C
A
C
Money
nog
you
if
I
was
elected
I
would
do.
This
is
a
great
time
to
do
some
networking
with
the
other
elected
people
from
the
other
communities,
especially
since
press
Powell,
is
on
board
and
that
the
Tri
commune
landfill
would
be
a
model
for
how
other
ways
of
cooperating
with
our
fellow
communities.

Traditionally,
we've
met
the
first
business
day
in
January
and
then
two
meetings
beyond
that
in
January,
February,
March,
April,
May
and
June,
one
meeting
in
July,
August
September
and
then
two
meetings
in
October,
November
and
one
in
December,
and
this
one
as
you
can
see,
cuts
back
on
those
with
a
work
session,
work
session
on
the
29th
of
January
and
April
30th
and
July
30th
and
the
rest
is
pretty
much
the
same.
In
October
with
the
budget.
G
If
I
might
just
add
that
it
under
the
city's
Charter,
it
is
the
mayor's
prerogative
to
call
a
meeting,
and
so
at
this
point,
Mayor
Martin.
If
you
see
that
another
meeting
is
necessary
beyond
this
list,
and
you
would
just
get
with
the
staff
and
the
council
and
call
that
and
we'd
get
the
agenda
put
together
for
you.
My
only
concern.

J
J
You
know
a
situation
where
you
had
to
do
something
like
that
some
towns
will
send
out
a
tax
bill
and
you
have
to
payment
periods.
You
know
have
to
now
have
to
later,
but
everything
on
our
listserv
says
one
bill,
but
it
it
is
actually
not
even
a
requirement
that
we
send
out
a
tax
bill
number
one.
The
state
doesn't
require
that
you
send
out
a
tax
bill
which
doesn't
mean
your
taxes.
Aren't
still
do
it
just
means
the
city
doesn't
have
to
incur
that
expense
if
they
do
send
out
a
tax
bill.
J
It
must
include
a
breakdown
of
how
much
of
that
bill
goes
to
your
municipal
expenditures,
the
county
and
this
school,
and
it
is
on
there.
If
you
look
in
the
little
box,
it
has
it
by
percentage,
and
then
it
multiplies
that
times
your
total
bill
and
gives
you
exactly
how
much
you
are
paying
towards
school
county
and
municipal
appropriations.
A
J
I
I
B
G
B
All
right,
thank
you.
It
is
proposed
that
the
council
authorize
a
tax
collector
to
accept
payments
of
property
tax
prior
to
the
2018
commitment
state
statute.
Title
36,
subsection
505
provides
that
cities
may
authorize
prepayment
and
paying
interest
from
the
payments
at
a
rate
not
exceeding
8%
per
year.
Municipalities
are
not
obligated
to
authorize
the
favorite
event
on
taxes
prepaid.
We
are,
however,
obligated
to
return
any
excess
money
paid
over
the
file
to
omit
minimum
suggested
motion.
B
This
proposed
that
the
city
manager
dennis
marker
be
authorized
to
approve
city
treasurer's
warrants
for
the
2018
calendar
year.
The
city
charter
already
authorizes
the
manager
to
be
the
purchasing
agent
for
the
city.
However,
state
code
title
30,
a
subsection
56
over
3
requires
an
annual
vote.
Let
the
municipal
officers
to
authorize
Ward,
approvers
approvals
pertaining
to
wages
and
benefits
of
disbursement
of
state
fees.
If
authorization
is
not
granted
to
the
manager
or
other
designated
municipal
officer,
then
the
full
council
will
need
to
approve
all
wage
and
benefit
warrants.
B
B
Tax
love
allows
for
persons
to
participate
in
the
program
whereby
their
2018
task
commitment
will
be
divided
into
twelve
equal
monthly
payments.
Then
the
participant
will
pay.
This
estimated
amount
attacks
accordingly,
once
the
2018
commitment
has
been
made,
the
final
payment
on
their
actual
2018
commitment,
the
difference
between
their
2017
commitment
versus
the
2018
commitment
will
be
adjusted
for
the
December
payment.
Participants
will
also
know
to
incur
interest
on
their
account
for
the
month
of
October,
November
and
December
as
part
of
the
program.
B
B
D
The
age
of
six
months
of
age
need
to
be
licensed
under
state
law,
dogs
that
are
spayed
or
neutered
or
$6.00
dogs
that
are
able
to
produce
young
or
$11.
We
licensed
539
dogs
and
their
tag
numbers
are
in
here
and
now
we
have
the
month
of
January.
Now
the
month
of
January
people,
they're
not
paying
a
late
fee.
Yet,
but
the
month
of
January
goes
pretty
quick
weather
can
be
cold
weather.
It
can
be
snowing,
so
I
encourage
anyone
with
dogs.
D
D
D
It
will
take
you
to
the
state's
animal
welfare
link
and
you
can
license
your
dog
online
from
the
comfort
of
your
home
or
you
can
mail
in
a
photocopy
of
your
dog's
rabies
certificate
and
your
check
or
money
order
for
the
6
or
$11
and
mail
it
to
the
clerk's
office,
and
we
will
mail
it
to
you
so
online
mail.
It
come
in
our
office,
$6
$11,
all
dogs,
indoor
dogs,
outdoor
dogs,
in
city
dogs,
out
in
the
country,
dogs.
All
dogs
need
to
be
licensed
before
for
the
year.
D
D
D
The
dog
that
is
the
winner
of
this
drawing
will
get
to
be
the
cover
poster
for
our
dog
licensing.
2019
poster
and
it's
going
to
be
gunner
and
gunner
is
belongs
to
Jane
white
McCall
I,
don't
know
the
breed.
We
didn't
cut
the
report
out.
That
has
the
breed,
but
the
winning
number
is
three:
eight,
nine,
three,
nine
congratulations:
gunner
and
Jane
white
McCall.
