participation

with
the

of

to

agreement

waste
management
operations,
and
I
think
most
people
heard
that
was
announced
on
friday,
tri
community
landfill
and
press
kyle
are
looking
at
joining
together.

we
approached
to
get
our
license
renewed,
we
they
refused
to
sign
for
us.

license

upwards
of
30
years
now,
she's
telling
me
that
they're
finding
that

way
the
code's
set

probably
don't
fall
under
all
the
codes,
I'm

hoping
that

still

her
sign

renewal

operate

we

problems
that

recycler's
permit

did
not
qualify

I'm
not

ups

guess

read

bylaws

to
follow,
but
we
thought
we
were
doing
everything
properly
up
till
this
point.

like

move

find

anderson
has
there's
not
very
many

the
course

reviewing

dealer
licensing
to
find
out
who's
operating
as
recyclers
in
town
that
are
all
are
not
also
automobile
graveyards.

your
public
hearing
every
year
for
auto
graveyards
with
a
recycler
they
can
get
by
with
a
public
hearing
every
five
years,
because
it's
a
more
stringent
process
than
auto
graveyards,
but
as
part
of
that
licensing,
mr
anderson
and
anyone
else,
who's
licensed
as
a
recycler
still
has
to
come
in
once
a
year
to
sign
that
they're
in
compliance
with
all
the
codes.
But
the
public
hearing
only
has
to
be
every
five
years,
whereas
the
auto
graveyards
are
every
year.

just,
we
just
need
to
update
it
the
thing,
but
what
I
need
tonight
from
you
is
permission
to
sign.
Mr
anderson's
form
who's,
not
in
compliance
because
we're
not
in
compliance.
We
can't
expect
mr
anderson
to
do
something.
He
doesn't
know
that
he
has
to
do
because
we're
not
doing
it
the
way
we're
supposed

it.

we
need
to
work
on
this,
but
in
the
meantime
we
don't
want

shut
mr
anderson
down

As
I
know,
and
we
talked
about
record
keeping
that's
a
big
thing,
because
especially
the
amendments
that
were
made
in
2003
had
to
do
a
lot
with
dep
water
quality,
those
types
of
issues
and
when
mr
anderson
came
in,
I
think

talked
almost
an
hour
right
just
about
the
operation,
the
business
or
record
keeping
the
waste
disposal,
and
that's
all
part
of
that
statute
too.
When
you
read
it
it's
about
keeping
good
records
having
good
management
practices.

Next
item
is
tax
billing
service,
and
in
recent
years
I
guess
efficiency
maine
has
requested
that
a
base
brochure
be
placed
in
the
tax
bills
at
no
cost
to
the
city.
I
don't
quite
understand
at
no
cost
to
the
city,
puts
the
bills
in
there
or
who
puts
those
in
there.
We
put
them
in
ourselves
or
do
they
come
in
here
and
put
them
in.

city
of
caribou
contracts
with
high
grade
business
forms
to
mail
our
tax
bills,
because
the
savings
and
postage
because
of
bulk
mailing
makes
it
cheaper
than
having
us
stuffing
envelopes
and
mailing
bills.
So
I
would
assume
that
efficiency
maine
must
pay
something
to
high
grade,
but
it
doesn't
cost
us
anything
to
fill.
Those
austin
was
a
strong
proponent
of
efficiency.
Maine
programs,
if
you
go
to
their
website,
he's
actually
even
in
one
of
the
little
videos
they
have
about
lighting,
so
he
was
always

strong
proponent
of

board

held
at
both
the
preliminary
and
final
public
hearing
to
consider
recommending
an
amendment
to
the
caribou
zoning
map
to
delete
the
rc-2
zone
on
access
highway
from
otter
street
to
the
madawaska
river.

change
would
absorb
the
section
of
access
highway
into
the
r3
zone
as
presently
listed
in
the
land
use
table.
Neither
signal
wide
single,
wide
or
double
wide
mobile
homes
are
allowed
to
be
placed
within
300
feet,
either
side
of
the
highway.

skyway
plaza
subdivision

to

current

along
with

eastern
side

salmon
street
caribou
planning

is
voted
unanimously
in
favor
of
this
change
hopes
that
city
council
will

and

to
open
the
caribou
code.

study
in
caribou
to
map
out
exactly

areas

served,
the

aren't
served
at

and
those
that

underserved
and
the
costs
of
doing
broadband
and
caribou,
and
they
are
going
to
prepare
a
quote
for
us
to
do.

bothers

right

she

dimensions

removed

floor

built

specifications

load-bearing
weight
to
