the
acceptable

city
costs

bid
price
in
order

proceed

job

process

privatizing

be

highlights
here
for
the
audit
I'm
going
to
go
over
them.
If
you
have

there

numbers

thanks

that
were
added
to
these

number
of
years
ago.
So
the
first
thing
that's
important
to
point
out
is
that
it's
a
it's

clean
opinion
on
the
financial
statements.

couple

The
first

includes
financial
statements

it

business.
We
include
the
capital
assets.
We
include
the
long-term
debt
in
the
assets
and
liabilities,
so
we
have
total
assets
of
28.5
million.

liabilities
and
deferred
outlook
outflows,
which
are
essentially
deferred
revenues
totaling
about
two
million
dollars,
leaving
net
equity
of
about
26.3
million.
Almost
8
million
of
this
is
unrestricted,
so
the
balance
of
this
equity
of
18
million
is
tied
up
in
non-liquid
assets.
Things
like
roads
and
buildings
and
equipment.

like
that

program
revenues
that
offset
these
expenses
of
almost
4
million
dollars,
leaving
a
net
cost
to
be
satisfied
by
general

the

that
of
about
12.5
million,
resulting
in
a
very
stable
net
asset.

compliance
audit

the
level

federal
funding

it
receives.

happy

report

there

findings

connection
with
that
compliance
audit.
We
looked
at
internal
controls
over
compliance
as
well
as
compliance
with
with
significant
grants,
and
we
had
no
compliance
issues.

that
certain
types
of
projects
or
requests
would
only
be
eligible
for
a
certain
amount
of
those
funds
under
the
current
guidelines.
As
we
looked
at
those.

current
guidelines
it

up

out

available
per
project

rather
than
just
keeping
it

built

specific
review
criteria

as

are
being
used
contribution
to
place
making
in
the
downtown
something
that
is
it
truly
adding
to
the
ambiance
the
character
of
the
downtown
area,
consistency
with
the
comprehensive
plan.

it's
laid

now,
would
be
a

within
the
downtown

district

resulted

increase

The
area
on
the
south
end
of
the
property,
the
largest
area.
We
found
that
those
mounds
were
primarily
dirt
and
rocks
some
of
the
byproduct
of
the
old
potato
operation.
That
was
there.
People
picked
up
a
rock,
they

was
a
potato
and
it
rolled
off
the
assembly
line,
and
there
was
enough
of
them.
They
started
to
pile
them
up
on
the
property
and
some
of
the
dirt,
so
we
found
dirt
fines,
wannabe,
potato
piles
and
natural
mounds
on
most
of
the
property.

that
there
was
a
little
bit
of
scattering
of
concrete
here
and
there
some
asphalt
but
again
inert
material,
the
the
process
that
we
went
through
and
roughly
we
spent
about
ten
thousand
dollars
or
committed
about

thousand

gone

this
process,
we
probably
saved
the
city,
500
000
or
more
in
potential
cleanup
costs
on
the
site,
so
good,
definitely
positive
for
us
right
now.

development
commission
was
awarded

those
funds
and
get
a
hold
of

and

how
they
might
be

to

week
that
the
school
district
was
investigating
the
potential
use
of
the
rec
center
for
expansion
of
school
space,
classroom
space
they've
since
determined
that
it
would
they
would
not
meet
their
needs
based
on

amount

bathrooms
and
space
that
was
available
and
that
wasn't
in
the
city
manager's
report
in
the
write-up.
But
I
want
to
let
the
council
know
we
were
having
discussions
that.

saw
was
the
five
year
rate
on
one

percent

rate
at

on
the
investment
policy
that
the

council
has
adopted
in
the

know

sure
like
anybody
else,
but
the
concern
is,
if
we
put
one

a
half
million
of
the
fight
for
the
three
million
one

a
half
percent
for
a
long
term,
we
may
be
missing
out
on
opportunity.

current
rate

we've
been
getting
is
three
percent,
so
the
hope
is
that
we
can
eventually
get
better
than

half
