possible
action
regarding
the
interlocal
agreement,
Virginia
that

dry
community
landfill,
yet
everybody
got
a
copy
of
the
agreement.
We
have
some
discussion
about
it
here

last
meeting
and
mr.
Draper
is
here
tonight.
If
anyone
has
any
questions
regarding
the
agreement,
any
questions
for
anyone
on
council.
Could
you
summarize,
where
the
public,
what
the
agreement,
if
I,
get
mr.
great
reserve
since
he's
standing
right
here.

That's
that's
going
to
remain
as
it
currently
is,
and
we'll
see
no
changes
as
a
result
of
this
merger
and
in
terms
of
capacity
I,
believe
this
information
was
provided
in
your
packet,
but
if
we
were
to
remain
try
community
alone
and
keep
doing
what
we're
doing
now,
we're
estimating
about
44
years
of
capacity
remaining
at
the
site
if
we
combined
the
combined
capacity
should
last
55
years
estimated.
So
we
actually
gained
capacity
by
by
doing
this,
because
we
put
all
the
both
facilities
under
the
control
of
one
entity.

But
determined
that
changes
city
in
a
local
agreement
that
would
facilitate
us,
adding
the
city
of
Presque,
Isle
of
colon
or
try
community
need
to
be
approved.
The
change
is
said
in
a
local
agreement
need

be
approved
by

legislative
bodies
of
the
three
current
owners.
That's
basically,

on

and

before
you
for
approval

we
talked

those
changes
are
the
substantive
changes
there,
and
hopefully
we
will
be
able
to
move
forward
with
that
tonight.
Some
of
the
specific
financial
details
of
the
the
merger
include
a
two
million
dollar
payment
by
the
city
of
Presque
Isle
to
the
current
owners
at
Rye
community
landfill
city
caribou
stands
two
stains
to
receive
approximately
1.3
million
dollars
of
that.
Due
to
your
current
ownership
of
Tri
community
city
of
Presque,
Isle
needs
to
make
a
payment
to
try
community
and
an
amount
equal
to
the
current
liability
for
a
closure
of
the
Presque
Isle
landfill.

So
we
will
not
assuming
any
unfunded
liability
as
a
result
of
that
for
that
facility,
when
they
have
to
make
certain
supplemental
payments
towards
the
budget
for
a
period
of
eight
years
in
order
to
help
offset
the
the
debt
that
we're
going
to
assume
for
that
facility
mm-hmm
and
that
again
would
be
going
forward
for
for
eight
years,
that'll
be
in
addition
to
their
appropriation
that
they'll
be
paying
as
a
as
an
owner
of
troy
community
or
whatever
name
ends
up
the
new.

new
company
ends
up
being
called.

So
that's
a
very
brief
summary
of
the
proposal.
I
think
some
of
the
benefits
that
have
been
identified
and
that
we've
been
talking
about
right
from
the
beginning
include
stabilizing
costs
for
the
region.
Again,
you
know
the
amount
of
trash
is
going
down
and
the
capacity
remains
the
same
plus
we
can
spread
that
cost
over
a
larger
volume
of
waste.
Therefore,
reducing
the
unit
cost
that
everybody's
going
to
be
paying
increases
the
disposal
capacity
available
to
a
single
entity
rather
than
us
competing
with
another
neighboring
facility.

We
can
perhaps
jointly
take
advantage
of
some
grant
opportunities
that
are
being
made
available
for
municipal
collaboration
that
otherwise
we
would
not
be
able
to
take
advantage
of
and
I
think
we've
mentioned
previously
that
looking
at
down
the
road
you
know.
Certainly,
we
hope
that
landfilling
is
not
going
to
be
the
answer
for
trash
as
we
go
forward.

There
are
new
technologies
coming
out
pretty
regularly
that,
hopefully
we
would
be
able
to
take
advantage
of
in
the
future,
but
those
opportunities
and
and
ago
will
go
where
the
trash
is
there
we
go
were
the
tonnage
is,
and
hopefully,
if
we're
working
together,
we'll
be
able
to
take
advantage
of
something
like
that
in
the
future.
Certainly,
if
we're
not
unlikely
that
we
would
be
able
to
do
that.
So
it's
very
brief
summary
again,
as
Mary
can
said,

answer

parcel

land

landfill
is
located
on,
some
of
that
likely
would
be
suitable
for
landfill
expansion.
Should
that
be
necessary.
Some
of
us
used
for
other
operations
there
at
the
landfill,
some
of
its
Timberland,

one
thing
that
you
know
in
the
landfill
business
that
we've
all
learned
is
buffer
is
a
good
thing.
You
want
to
keep
your
neighbors
away,
so
it's
it's.
It's
beneficial
to
have
a
large
piece
of
property,
so.

Tonight,
no
mayor,
if
I
might
just
want
to
inform
the
council
that,
from
the
tax
assessment
and
the
community
development
side
of
things,
we
did
put
the
request
out
there
applications
for
a
new
Zoning
Administrator
for
the
city,
somebody
that
can
come
on
board
and
help
us
with
the
Planning
Board
and
Reserve
and
Development
standards
and
so
forth.
We
received
some
some
very
high
quality
applicants.

interviewed
three
of
them
and
so
we've
offered
the
position
to
mr.
ken
Murchison.
It
was
here
tonight.
You've
worked
with
him
in
the
past
and
he's
been,
and
we
felt
as
a
body
that
he
we
were
looking
forth
this
time
he's
accepted
the
position
and
would
start
after
January
1st.
