that
we

It
was
put
out
to
bid

we

our
tax
acquired
property
policy.
We
received
no
bids
for
the
property
which
allows
us
again

policy

now
go
back

the
previous
owner.

payment
plans
go,
we

city,
it's
not
been
our

practice
to
enter
into
these
types
of
payment
plans,
but
the
the
council's
historically
given
a
drop-dead
date
of
if
you'll
pay
the
money
by

certain

home
will
be
dated
back
over.
But
it's
for
the
council
for
you
to
discuss,
and
our
recommendation
is
that
we
give
her
a
firm
date
and
a
time
simple
timeframe,
to
make
the
payments
due.

get
it

back

her,
which
has
been
a
historic
practice.

on
retail

money

potential

guess
more
a
discussion
for
you
as
a
council
is.

focus

on
economic
development

local
business
lawyers
themselves,

all

way
down
to
the
farmers,
to
the
people

retail
stores

they're,
all
of

trying

can
I
grow
my
business?
How
can
I
generate
more
revenue
to
help
improve
the
economy
and
they
may
not
necessarily
see
it
as
growing
the
overall
economy?
It
may
just
be.

grow

business

maintain

standard

living
or
help
my
business
survive,
but
really
it
is
economic
development,
and
so
it's
again
it's
more
for
discussion
tonight
with
you
as
a
council
and

know
how
well

it
or
where
you
want
to
go
with
it.
But
there
are
some
questions
that
I've
posed
in
the
staff
memo.
If
you
want
to
touch
on
those
or
there's
others

guess
it's
up

you,
mayor

council,
how
you
want
to
move
forward
with
this
discussion.

citizens

we

it

science
that

should
be
by

You
know
hopefully
ingrained
in
the
community
that

you
can
buy
it
here,
the
only
one
in
this
valley,
you're
still
saving
money,

I
mean
you

something
like

I
asked

They

did
it
from
the
standpoint
of
that
we
have
to

We

the
city
manager's
position
came
up
for
review
and
fifty
percent
of
this
time
almost
all
was
spent
on
economic
development
and
I
didn't
have
a
definition
for
economic
development
and
I.

Don't
feel
was
fair
for
me
to
judge
the
manager's
position,
because
my
definition
of
economic
development
was
different
than
what
he
was
hired
so
but
then
the
room.
What
my
question
of
economic
development
grew
when
I
got
on
a
free
boards
and
I
saw
the
boards
working
and
I
said
well,
wow,
that's
not
much
philosophy
on
economic
and
I
wanted
to
bring
it
to
the
council's
attention.
So
I
wrote
something
so
I
wouldn't
get.

No,
it's
only
two
pages
and
I've
changed.
The
first
sentence
already
I,
like
the
Sailor
and
I,
was
impressed
at
the
candidates
form
this
past
election
when
everyone
that
was
running
basically
said
no.
In
a
paraphrase
it,
we
have
to
do
a
better
job
of
growing.
Our
community
and
I
took
it
to
mean
both
in
population
and
in
the
private
sector.

The
rising
tide
floats
all
ships
theory,
a
community
that
is
losing
the
growth
battle,
isn't
going
to
help
sustain
our
small
family
businesses
and
to
have
to
and
have
the
continued
increases
of
taxation
and
regulation
who
are
small
family
businesses
in
a
community
that
is
not
cheap,
achievable,
is
a
positive
growth
pattern.
Just
makes
our
model
hard
to
achieve.
We
as
a
community
have
to
achieve
more
wieszczyk.
The
community
have
to
change
our
business
plan.
We
need
to
look
at
some
different
plans
of
work
to
help
reach
better
community
growth.

It's
a
major
reason
why
I
decided
to
offer
my
name
the
City
Council
position
when
a
community
talks
about
improving
positive
growth,
there's
a
language
that
is
used
within
that
industry.
Such
language
would
include
the
phrase
economic
development,
in
my
opinion,
one
of
the
most
misused
phrases
within
the
setting
of
all
local
governments.
Local
governments
have
no
problem
defining
community
development
as
any
ten
people
defined
economic
development
and
you'll
get
ten
different
answers.

Job
create
a
job
description
with
no
clear,
well-defined
definition
has
a
little
chance
in
achieving
a
goal
that
all
of
the
Kerbal
citizens
will
understand
and
I
wonder
what
all
the
different
organizations
as
the
manager
mentioned,
I
wonder
what
their
definition
of
Economic
Development
is.
I
often
hear
the
word
used
many
times
throughout
different
presentations.

There
are
well-meaning
people
working
on
many
boards
and
many
organizations
all
trying
to
positively
improve
through
the
tools
of
Economic,
Development
and
yep
I,
don't
know
if
these
organizations
all
have
the
same
definition
and
how
can
we
achieve
our
long-range
goals?
How
are
we
gonna
grow
by
doing
the
same
plan
of
work
and
communicating
the
same
way
will
not
result
in
a
different
outcome.
It
will
only
continue
the
last
30
year
trend,
farmer,
Gloria
and
I
and
family
affect
a
few
successes
and
we've
had
a
many
more
or
less
successful
ventures.

Economic
development
must
be
clearly
defined,
so
we
can
all
work
toward
laws
and
rhythms.
Economic
development
must
be
a
measurable
must
be
measurable
to
not
only
achieve
the
results
but
also
learn
from
past
history.
Economic
development
shouldn't
be
like
merit-based
based
system.
It
should
be
like
a
zero
based
budgeting
system.
Economic
development
should
be
well
defined
and
the
clear
set
of
goals
and
be
measurable
once
a
year
based
on
the
definition
of
goals
by
the
leaders.

looking
for
any
one
business
running
one
idea:
I'm
looking
at
the
council,
as
the
leaders
should
set
the
definition
for
economic
development
and
while
these
well,
these
different
organizations
that
are
all
trying
to
to
know
what
our
definition
is
of
what
economic
growth
minutes.
If
we
can
accomplish
one
or
two
things,
but
I
like
to
know
what
economic
development
in
this,
so
that
when
we
do
another
job
evaluation
of
our
city
manager,
I'm
not
going
to
apply
my
beliefs
because
my
beliefs
aren't
being
done
and
I
want
to
be
fair.

I
had
my
choice,
I
believe
our
city
manager
once
a
month
should
take
one
businessman
of
woman
out
to
lunch
and
sit
down
a
series
of
questions
get
out
and
see
some
people
all
ready
here
at
this
mmunity
payin
taxes
to
numbers
that
we
have
to
grow
in
this
community
are
the
numbers
on
our
general
ledger:
number
10,
it's
just
how
much
money
do
we
raise
from
property
taxes
and
how
much
money
do
we
raise
on
excise
tax?
That
number
is
an
immeasurable
number
that
should
grow
every
year.
From
that
we
pay
our
employees.

once
again
it's
a
philosophy,
mind
of
how
you
would
set
it,
but
Google
economic
development
and
oil
all
know
it's
like

thousands
page
you
find
them.
You
know,
I
mean
it's
just
and
that's,
but
every
community
is
doing
the
same
thing.
It's
gonna
take

philosophy,
different
and
that's
hope.

would
like

hear

other
councillor
think
what
economic
development

raise
those
numbers

if
anything,
should
be
measurable,

guess

next
city
council
meeting

would
like
to
know

we

set
up

everyone
chance
to
think
look.

we

a
big
issue

we
wanted

talk

the
council.

come
in

councilman

vote

it

then
tackle

the
private

take

horns

go

should
set
up

restaurant
down

the
river,
so
we
can
catch
fish.
You
need
them
right
there.
At
the
same
time,
in
2020
people
know,
I
was
looking
for
the
loss
of.

Good
evening,
mayor
and
council,
so
this
kind
of
falls
right
in
line
with
what
we
were
just
talking
about
economic
development
to
me
is
a
lot
about
strategy
to
you
use
the
word
definition.
But
it's
a
lot
about
expectations.
You
know
that's
another
thing:
you
guys
can
talk
about
what
you
expect,
and
this
is
one
of
those
strategies
that
I
found
to
be
really
successful
in
my
role
in
Texas
and
it's
something
I'd
like
to
bring
to
the
community
here,
the
Main
Street
program.
It's
a
national
program,
the
main
downtown
affiliates
network
main.

It's
sort
of
a
baby
steps
approach
to
joining
the
Main
Street
program.
But
the
Main
Street
program
is
an
economic
development
tool
strategy
and
we
would
link
in
with
all
of
these
other
communities
in
the
state
who
are
already
taking
on
these
endeavors.
It's
a
four
point
approach
to
economic
development
and
it
focuses
in
your
downtown.
So
we
would
use
the
design
organization,
promotion
and
economic
vitality
structure
and
the
tools
to
grow
our
businesses
and
our
local
entrepreneurs
who
want
to
open
businesses
downtown.

The
idea
is
that
when
you
strengthen
that
core,
you
radiate
out,
so
it's
not
just
to
focus
on
businesses
that
want
to
be
downtown,
and
it's
not
just
to
support
people
who
want
to
be
in
downtown.
It's
just
support
all
of
our
businesses,
but
it's
a
concentrated
effort.
We
start
there
we
grow
exponentially,
so
the
main
downtown
affiliates
was
launched
in
2009
as
a
sister
program
to
Main
Street
main.

So
if
we
join
this
network,
we
open
ourselves
up
to
grant
opportunities
networking
with
other
communities,
training
sessions,
training
sessions
for
our
current
businesses
to
partake
in
and
the
first
step
that
we
took
was
under
mr.
markers
advice
was
to
find
people
who
would
be
interested
in
taking
on
this
task.
So
we
put
it
out
on
social
media.
If
there
was
anybody
who
would
be
interested
in
joining
and.

That
way,
we
also
have
two
downtown
business
owners
who
are
interested
in
joining
and
Troy.
Heaney
he's
not
a
downtown
business
owner,
but
he
is
a
local
business
owner
and
Jordan
who
has
an
interest
in
a
downtown
property
as
well.
So
it
was
a
really
really
interesting
conversation
and
you
can
tell
that
people
love
this
community
and
they
want
to
see
change
and
they
do
want
to
see
growth
in
and
I
think
it
would
be
an
exciting
opportunity
for
us
to
to
take
if
we
do
decide
to
do
this.

If
you
do
decide
to
officially
commissioned
a
group,
our
first
step
was
finding
10
members,
who
would
be
a
part
of
it.
Second
step
is
defining
boundaries.
We
do
need
to
define
what
our
area,
what
our
downtown
is,
but
that's
left
up
to
us
to
define
and
then
to
the
main
development
foundation.
We
need
to
provide
streetscape
photos,
we
need
to
organize
an
effort
and
a
vision
for
our
downtown.

When
I
spoke
to
Holton,
they
believe
she
didn't
know
off
the
exact
number,
but
she
thought
her
fee
was
about.
$750
Prescott
was
about
twelve
hundred
dollars
they've
since
changed,
they
literally
changed
their
structure.
Just
last
month
it
used
to
be
Network
communities.
Now
its
affiliates
and
they
dropped
the
price
down
to
thousands.
So
we
don't
know
what
our
rate
would
be,
but
I
think
it
would
be
under
$1000.

Fundraising
would
be
a
big
part
of
our
group,
but
we
would
seek
funds
for
some
upfront
things
to
get
going
and
when
I
looked
at
the
budget,
I
did
look
into
economic
development
account
community
projects.
I
do
have
a
miscellaneous
line
item
that
has
two
thousand
dollars
budgeted
in
there
and
then
we
have
a
downtown
infrastructure
in
line
with
five
thousand
budgeted.

whole
host
of
grants,
honestly
they're
state-level
grants
that
open
up
that
are
only
for
Network
communities
or
full-blown
Main
Street
communities,
there's
also
ones
on
the
national
level
from
Main
Street
America
historical
grants
are
big.
It
opens

lot
of
if
we
wanted
to
do
any
kind
of
historic
preservation
and
there
is
economic
development
grants.
There's
money
open
to
that
gets
opened
up
to
entrepreneurs,
there's
rental
assistance.

facade
grants,
there's
all
kinds
of
different
grants
that
we
would
get
access
to
and
then
speaking
with
the
director
of
the
Maine
Community
Foundation,
she
you're
I
mean
you're
you're
automatically
thrust
into
this
really
supportive
network
of
people
who
have
been
there.
Our
situation
isn't
unique,
really
small
towns
in
America
are
struggling
and
we
kind
of
get
to
work
together
and
see.
What's
worked
in
other
communities,
I
spoke
with
Skowhegan.
They
have
a
waterfront
project
that
they're
working
on
strictly
through
their
Main
Street.

up

she's,
like
hey
I,
got
a
building
downtown
yeah.
You
do
that
and
a
lot
of
these
people
Jan
and
Ken
Murchison.
There
are
huge
community
supporters.
Jan
is
actually

Main
Street
board

Presque
Isle.
So
she
had
a
lot.
You
know
insight
and
information
for
us

lot
of
great
things
too

she's
in
a
lot
of
interesting
groups,
too
momentum

were
a
few
others
that
she
talked

that

kind
of
trying
to
do

same

this
would
kind

network

ourselves.

our
county.

amazing

we've

working

adapt

our
tax
bills

the

software
change
came
over,
it
interfered
with

of
that

I've

working

try

resolve

for

our
local
businesses
are

aware

we've
tried
to
do
a
lot

outreach,

mailings,

state
has

on

2019

file

a
business
equipment,
tax
reimbursement
and

should
have

get
that
word
out.

we
are
looking
for

decrease
potentially
in
our
personal
property
value.

percent

the
state
has
increased
that
to
eight
percent.

that's
something

think
about

manager
mentioned
that
the
county
tax
bill
is
up
this
year.

the
district
budget
meeting
this

and

always
enjoyed
going
to

is

than
our

have
to
take
half

and
that's
what
we
raised

our
taxes

2018

appropriation.

appropriation

down

bit

12th

referendum
vote

budget,

the
voters
who

show
up
on

12th

school
budget.

the

revenue
sharing
projections

go
to
the
office
of
the
state
treasurer's
website
and
I
have
those
numbers

there
again.
