From YouTube: December 11, 2017 City Council Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
B
Thank
you
very
much
mayor
and
council
members.
My
name
is
mark
gone
I'm
from
Carroll
for
Fairfield
Road,
terrible
and
I
wanted
to
just
bring
a
concern
from
the
budget
that
will
come
up
later
on
in
the
meeting
the
proposed
budget
for
2018,
and
it
has
to
do
with
general
government.
First
of
all,
I
have
to
say
how
much
I
enjoy
I
received.
B
I
got
elected
to
the
City
Council,
so
I'm
going
to
serve
so
I
got
a
the
packet
and
I
really
enjoyed
reading
the
packet
I
like
the
flow
chart
for
each
department
of
from
previous
years,
when
I
was
on
the
council.
Previous
I
did
the
same
thing
so
when
that
combine
the
two
together
we're
looking
at
about
15
to
20
years
of
actual
expenditures.
B
B
We're
all
here
and
but
20
years
from
now
there
will
be
a
different
council
might
even
be
a
different
manager.
And
if
there
is
this
large
expenditure
of
any
department
in
another
department,
it
has
Minh
as
to
a
civil
debate.
So
to
speak.
So
I
called
the
city
manager.
Today
it
was
very
gracious
to
accept
my
phone
call.
Monday's
are
not
the
best
day
to
bother
a
city
manager
before
a
meeting
and
I
expressed
my
concerns
and
he
expand.
B
Someone
might
pick
up
the
ambulance
budget
and
say
well
look
at
what
we're
doing
here
when,
in
fact,
there's
an
expense
over
in
another
department.
Related
to
that.
So
I
would
hope
that
a
line
item
number
some
kind
of
a
category
in
the
general
government.
Account
could
be
attached
to
this
transfer
not
only
of
the
billing
staff,
but
I
think
we're
you're.
The
proposal
would
be
to
transfer
also
the
bad
debt
collections
into
this
department.
B
C
Good
evening
my
name
is
Wade.
Schneider
I
was
here
at
the
end
of
spring
before
the
end
of
April
or
beginning
of
may
and
purchased
10
properties
from
you.
One
of
those
properties
was
32
Fenderson
Street,
which
we
had
made
a
deal
that
I'd
pay
$500
for
that
property
in
exchange.
I
would
have
the
building
taken
down
by
November
15th.
In
that
agreement.
I
came
in
the
next
day
and
paid
for
the
properties.
I
never
actually
got
any
deeds
till
October
4th
and
then,
when
the
deeds
actually
got
through
was
October
10th.
C
So
I
had
no
real
chance
to
get
on
these
properties
till
October.
Since
that
time,
I
have
had
two
dumpsters
there
had
filled
them
both
have
cleaned
up
the
property
there
I've
removed
two
of
the
small
buildings
and
I
removed
a
car
from
the
property.
We've
had
a
mirror.
There
I've
had
fair
point
there
and
I've
had
Time
Warner
there
all
to
remove
their
cables
off
the
house
to
get
it
taken
down.
C
I've
also
applied
for
the
demolition
permit
for
the
city,
so
that
I
could
take
the
property
down,
and
that
was
all
done
before
the
15th
of
November
I
have
still
do
this
date,
never
received
anything
back
from
the
city
on.
If
that
demo
permit
is
accepted
or
not,
I
mean
I
could
go
ahead
and
do
it
without
it
and
pay
the
fine
afterwards,
which
I
don't
really
want
to
do.
I've
been
trying
to
follow
right
along
with
the
rules,
but
it's
now
been
30
days
and
I've
heard
nothing
back
from
the
city.
C
On
that
last
week,
I
was
contacted
by
attorney
Solomon.
He
said
that
someone
from
City
Hall
would
like
to
execute
the
option
to
take
the
property
back,
so
I
feel
that
I've
made
a
very
good
faith
effort.
On
my
end,
the
whole
that
my
end
of
the
deal
kind
of
feel
the
city's
letting
me
down
a
little
bit
on
this
I
was
four
and
a
half
months.
Getting
deeds
and
expected
to
do
a
lot
of
work
in
under
a
month
still
I
think
I
accomplished.
That
would
never
get
any
answer
on
my
demo
apartment.
C
So
I
guess
I
would
like
an
answer
from
the
city.
If
you
guys
would
like
to
take
that
property
back
and
so
be
it
I
mean
I
I
have
not
fulfilled
tearing
the
house
down
at
this
point.
If
you
feel
the
same
way
that
I
do
that,
I
publish
would
be
granted
some
type
of
an
extension
here,
a
bite
to
ask
for
a
six-month
extension,
because
now
we
were
in
the
snow
and
freezing
weather
and
plenty
of
other
problems.
C
C
C
Had
talked
to
talk
to
Carl
at
one
point
over
the
summer
he
was
still
waiting
on
them.
We
actually
worked
with
Rick
Salomon,
quite
often
and
speaking
with
Rick.
He
said
that
the
deeds
were
back
here
in
the
city's
office
for
almost
a
month,
if
not
two
before
they
ever
got
signed,
and
they
Carl
and
Wanda
had
contacted
me
I
believe
it
was
a
Thursday
night
and
I.
Think
I
came
in
that
following
Monday
to
get
the
deed
signed,
I
signed
my
end
of
the
transfer
taxes.
C
I,
believe
you
guys
signed
your
end
that
same
night,
you
had
a
meeting
that
night,
so
I
mean
I've
tried
to
work
with
them
as
long
as
I.
Can
you
know,
whenever
they've
contacted
me
and
I've
tried
to
reach
out
to
them,
but
I,
just
I
guess
I
wanted
to
see
if
you
guys
do
intend
to
take
the
property
back
I'd
like
to
know
so.
I
stopped
spending
money.
There
I
mean
at
this
point:
I
have
some
significant
expenses
involved
into
it,
but
I'm
not
going
to
spend
any
more.
A
D
E
This
is
the
first
I've
heard
of
it.
It's
been
on
my
spreadsheet
for
demo
permits,
so
I
thought
it
was
issued,
we've
driven
up
by
there
several
times,
I've
seen
the
other
buildings
that
they've
come
down.
I,
don't
know
where
this
originated.
As
far
as
somebody
wanted
to
take
the
property
back
that
didn't
come
from
our
office
as
far
as
I
knew
there
was
a
demo
permit
issued
because
it's
on
my
spreadsheet,
so
you
didn't
contact
Tony.
You
must
have
turned
it
in
to
Tony
because
he.
E
E
As
far
as
I
knew
it
had
been
issued
so
because
we,
when
we
go
out
to
follow
up
on
those
before
Chris
last
week,
we
had
great
weather,
so
we're
actually
able
to
do
quite
a
bit
of
field
work
and
we
followed
up
on
several
demo
permit
applications
and
we
went
up
there.
I've
made
notes
about
the
buildings
that
aren't
there,
and
so
this
is
the
first
I'm
hearing
of
that
being
an
issue
because
as
far
as
I
knew
it
had
been
issued
because
it's
on
my
my
spreadsheet.
G
E
C
D
H
A
A
A
Consent
agenda
minutes
minutes
from
August.
The
first
announced
the
work
session
minutes
from
October
30th,
that's
from
on
November
the
8th
council
work
session
and
that's
from
November
13th
council
meeting
minutes
from
November
20th
special
council
meeting
minutes
from
November
27th
council
meeting
November
2017,
financials
abatement
of
property,
taxes
for
tax
acquired
mobile
home,
two
of
them,
one
at
188,
west
gate
and
one
at
194,
west
gate.
I
A
H
The
the
idea
is
that
a
real
term
will
be
able
to
come
in
and
they
work
with
the
city
and
Ameri.
They
would
initially
go
through
and
do
a
study
of
all
the
streetlights
that
we
that
we
have
around
town.
They
would
do
on
the
ground
inventory
of
lights
and
comparing
that
as
well
against
what
America's
record
of
they've
indicated
to
us
that
we
have
618
streetlights
that
are
being
billed
right
now
and
and
then
real
term
would
go
through
and
they
look
at
using
their
computers
and
their
mapping
systems.
H
Looking
at
where
our
streetlights,
now
that
we
may
be
able
to
turn
off
so
to
speak,
you
know.
Where
would
there
be
some
and
additions
of
street
lights
around
town
in
order
to
meet
illumination
engineering
society
standards,
national
standards?
It's
been
generally
accepted.
They
would
then
look
at
based
on
this
initial
analysis.
What
would
be
the
cost
of
the
city
purchasing
all
lights
and
put
replacing
them
with
LEDs?
What
would
be
the
cost
savings
to
the
city
and
the
payback
time
frame
for
doing
that
exchange?
The
the
agreement?
H
Excuse
me
and
then
that
would
get
us
through
that
phase
of
do
we
really
want
to
move
forward
with
reducing
the
lights
and
replacing
the
LEDs,
which
they've
told
me
would
be
somewhere
ten
times
that
for
light,
maybe
three
hundred
and
seventy
dollars
per
light
to
replace
the
lights,
the
they
are
at
their
company.
They
help
out
with
the
financing
of
these
things.
H
If
we
want
to
do
that
to
where
we
could
in
a
sentence
finance
the
replacement
of
the
LED
lights
and
the
cost
savings,
we
obviously
would
be
able
to
utilize
the
cost
savings
to
help
pay
for
that
that
change
and
then
they
as
a
company
that
they
would
get
a
portion
of
the
cost
savings
as
well
to
cover
their
cost
for
doing
it.
But
that
really
is
that
that
second
stage
of
the
whole
process
that
we'd
be
able
to
look
at
and
find
our
detail.
H
H
D
H
J
H
J
J
J
A
L
A
H
Is
they're
working
right
now
they're
trying
to
get
approval
by
the
Public
Utilities
Commission
to
allow
them
to
change
out
to
LEDs,
so
they
could
just
go
in
and
change
out
all
the
lights
to
LED.
They
would
still
own
the
lights
and
there
would
be
a
reduction
in
price
to
the
city
because
we
wouldn't
be
using
as
much
power,
but
it
would
not
be
as
significant
as
if
we
owned
the
lights
and
you
can
change
the
note.
We.
D
H
H
Because
we
would,
the
power
is
only
one
elements.
If
we
all
know
it's
because
then
we
would
have
to
be
maintaining
and
paying
for
maintenance
if
things
get
broken.
So
this
and
I
should
come
back.
This
initial
phase
of
inner
or
the
real
term
will
do
they'll,
give
us
a
cost
estimate
of
maintenance
and
operations.
Yeah.
J
A
H
J
A
Well,
that's
like
I
called
our
schwa
today
and
I
call
London
and
bury
all
the
move
done.
Projects
with
this
company
and
I
got
to
talk
to
the
fellow
in
London.
I
got
to
talk
to
the
fella.
Very
they've
had
a
reduction
in
their
power
of
sixty
percent.
Now
they
have
a
lot
more
than
what
we're
talking
about,
but
that's
and
whether
you
got
ten
of
them
or
ten
thousand
of
them
you're
going
to
have
the
same
reduction.
A
A
H
A
K
F
A
F
D
M
K
H
L
So
that
was
part
of
what
real
Furman
was
going
to
do
or
the
city
once
we
went
into
contract
with
it
as
well
that
they
would
do
the
negotiations
for
buying
out
any
arms
any
rental
space.
The
decisions
worth
going
out
to
be
made
whether
there
was
disconnects
o
at
the
pole,
because
an
electrician
now
cannot
go
and
work
on
line
power,
even
even
at
your
own
home.
The
electrician's
cannot
take
meters
off
the
walls
anymore.
They
cannot
go
up
on
the
pole
disconnect.
L
So
there
was
some
concern
and
part
of
the
cost
that
they
were
proposing
would
be
disconnects
and
new
wiring
and
by
existing
arms
that
we
may
have.
They
even
said
at
one
point,
though
some
of
them
arms
are
not
in
the
right
places,
are
not
long
enough
or
you
know,
so
they
were
going
to
do.
Part
of
this
initial
assessment
was
going
to
be
identifying
all
the
problems
that
need
to
be
fixed
and
in
part
off
was
also
letting
real
term
through
the
negotiations
with
the
Ameri
purchase
of.
A
Well,
I
think
back
to
well
that's
three
out
of
four
pellet
burners
and
I.
Don't
think
this
is
anywhere
near
that
kind
of
a
scenario,
but
I
do
believe
that
we
should
make
sure
before
we
decide
which
way
to
go,
whether
it's
just
with
Ameri
or
if
it's
with
doing
it
on
their
own
and
wanting
them
ourselves
and
take
it
over
a
10-year
period
to
determine
which
way
we
should
go.
A
H
H
A
D
H
K
You
the
way
I
understand
it.
They're
going
to
come,
they're
going
to
investigate
all
out
lights,
they're
going
to
figure
out
prices.
Any
mare
is
probably
going
to
be
doing
the
same
thing
at
the
same
time,
and
then
we
decide
when
we
know
all
the
facts
either
do
nothing
or
go
one
way
or
the
other.
Oh
yeah,
that's
my
motion
is
that
that
is
that
okay
is,
that
is
that
gonna
do
what
we
want.
F
J
You
have
a
second
girl
hi.
Second,
if
I
got
under
the
list
of
stuff
that
they're
going
to
do,
he
brought
it
up.
I
was
gonna,
but
installing
disconnect
so
that
they
can
be
maintained
without
having
to
call
what
Christian
is
doing
good
so
that
way
they
can
unplug
it
do
whatever
they
have
to
do
is
plug
it
back
in.
They
won't
have
to
call
mirror
or.
A
F
H
H
And
the
contract
expired
this
year,
who
expires
December
31st
for
the
FPL
services,
and
so
we
need
to
bring
it
back
to
you
for
a
consideration
of
the
needle
I
understand
that
mr.
Bollinger
is
also
been
working
with
chief
Susi
on
the
air
Med
contract,
which
is
not
quite
ready
to
come
back
to
you,
but
that
that
actually
expired
in
October
of
this
year.
H
Okay,
so
we're
just
trying
to
get
the
council's
feel
on.
If
you
want
to
move
forward
with
the
terms
that
we
put
together
so
far,
the
contract,
the
the
scope
of
work
that
would
be
involved
with
it
is
remain
the
same.
They
would
still
continue
to
provide
services.
The
only
change
in
the
contract
is
a
small
increase.
H
H
K
J
J
A
J
H
J
And
I
noticed
in
the
language
I
think
I've
brought
this
up
the
last
one,
but
I
may
not
have
all
the
buildings
for
Amira
tied
to
a
meter.
Is
there
only
that
one
that's
mentioned
in
here?
So
this
there's
a
meter
on
the
building
for
the
exterior
lighting
is
other
the
airfield
lights
metered
or
is
that
prorated
or
we've.
F
G
J
The
lesser
further
and
desires
a
contractual
services
of
an
experienced
commercial
aeronautics
insulting
to
aid
in
future
development
of
aeronautical
activity
at
the
airport
and
I
believe
over
here.
It's
the
lessee
agrees
to
do
that
and
we'd
set
a
fee
for
his
consulting
services,
but
we
haven't
seen
any
development.
J
J
H
H
F
A
H
The
budgets
been
in
your
packet,
we've
discussed
it
quite
a
bit
over
the
last
couple
of
months
and
it's
ready
for
your
consideration
for
adoption.
You
have
any
questions
or
things
we'd
like
to
go
over.
We
could
certainly
do
that
discussion
from
the
public
mr.
gong
brought
up.
We
could
talk
about
that
here.
If
you'd
like
any.
A
A
So
everybody's
aware,
you
know
we
we
have
manager,
mark
and
I
have
done
some
work,
looking
at
the
revenues
that
our
best
guess
today
is
with
the
expense
budget
and
with
the
projected
revenues
we're
probably
within
$40,000
of
balancing
and
I
think
we
will
more
than
balance
I
still
think.
There's
some
additional
revenue.
That's
going
to
come,
that's
not
showing
there.
A
I
H
Man,
council
energy,
to
see
sir
daylight.
He
can
speak
to
this
I
want
to
clarify
in
the
memo
that
I
provided
to
you.
I
mentioned
that
there
was
no
no
rate
changes
for
the
ambulance,
services
and
I
I
also
went
to
K.
There
was
no
rate
changes
for
the
fire
service,
but
chief
Susi
indicated
to
that
there
is
a
2%
increase
in
the
fire
services
built
into
these
contracts,
and
so
that
would
that
would
affect
new
suite
and
corner
and.
J
Somewhat
and
the
reason
why
I'm
asking
is
that
I
cost
continually
go
up
and
my
taxes
continue
and
you
don't,
unfortunately,
we're
gonna
provide
the
service,
that's
part
of
your
service,
and
maybe
we
should
be
giving
them
a
slightly
increase,
do
I,
understand
the
populations
and
all
that
stuff,
so
our
population
is
decreasing
also
just
like
everybody
else's
voters.
So.
M
So,
on
the
fire
side,
we
did,
we
talked
about
doing
it
last
year,
so
we
did
a
two
percent
hike
on
that
one,
the
ambulance
kind
of
looked
at
what
was
going
on
around
us
and
if
we
want
to
talk
about
that
next
year,
but
this
year
it's
it's
kind
of
what's
going
on
around
us
and
it's
volume
based
and
I'd
hate
to
jeopardize
on
the
volume
side
of
the
business.
For
what
little
you
would
get
on
the
contractual
side
of
the
business.
A
N
No,
we
didn't.
We
were
back
a
couple
months
ago,
lady
passed
away,
and
she
had
a
collection
of
about
90,
antique
runner
sleds
that
she
wanted
to
donate,
keeping
in
a
complete
collection,
and
they
came
to
us.
Her
husband
came
to
us
and
asked
if
we
would
take
the
collection
want
to
keep
it
all
together.
N
We
certainly
graciously
took
it.
It's
it's
probably
a
one-of-a-kind
collection
in
the
area.
If
not,
you
don't
see
many
of
these
around
like
like
this.
She
had
them
all
preserved
they're,
all
in
their
natural
state.
They.
She
also
went
ahead
and
put
down
right
up
so
on
every
single
sled
that
when
they
were
built,
price
value,
wise
and
stuff
like
that,
so
we
I
accepted
the
donation
unbeknownst
to
me
that
I
had
to
get
permission
from
the
council
to
accept
the
donation
of
such
a
like
this.
N
Our
plan
was
to
put
it
up
in
their
new
in
the
rec
center
in
the
new
Lobby
around
the
hole
around
the
caribou
head
around
that
whole
foyer.
As
we
walk
into
the
rec
center,
I've
asked
the
foundation
to
give
us
a
hand
financially
to
help
pay
the
bill
for
the
brackets
that
we've
got
to
put
up
and
the
plaques,
not
the
plaques,
but
where
every
piece
of
sled
has
a
write
up
on
it
and
we
want
to
get
a
piece
of
decal.
That
looks
like
a
bronze
plaque
and
a
mounted
to
the
wall.
K
N
That
yep
we've
got
enough
to
do
all
four
walls.
It's
going
to
be
quite
the
impressive
collection
and
I
believe
again.
The
generation
that
grew
up
on
these
sleds
are
going
to
once
we
do
this
story
on
whe
em.
It's
gonna!
It's
going
to
draw
a
lot
of
people
coming
in.
It's
going
to
make
that
entrance
of
that
Lobby.
Look
fantastic.
K
N
A
A
N
J
N
A
A
All
those
your
favor
thank.
N
N
Yes,
we've
got
a.
We
received
a
14
pieces
of
exercise
equipment
from
the
dr
MO
program
that
was
graciously
we're
on
loan
from
the
police
department,
we're
gonna
house
the
units
in
the
game
room
downstairs
at
the
rec
center,
where
we
used
to
have
for
some
of
you
guys
that
remember
we
used
to
have
half
the
game.
Room
was
an
exercise
room
and
half
of
it
was
a
weight
room
or
game
room.
A
N
A
H
Yep,
mayor
and
council
just
a
clarification
because
it
was
for
the
dr
mobile
program
and
it's
it's
on
a
loan
that
the
piece
there
was
some
concern
that,
because
we
didn't
spend
very
much
money
to
get
this
equipment
here,
that
it
was
in
a
sense
of
donation.
But
it's
still
under
this
councils
resolution
that
they
adopted
a
couple
of
years
ago.
It's
it's
equipment
through
that
program
and
just
to
be
safe.
We're
bringing
it
to
you
to
make
sure
that
you're,
okay.
N
D
A
H
We
sent
out
the
staff
reports
earlier
today,
we're
finally
able
to
get
them
all
pulled
together,
we're
having
a
little
bit
of
an
issue
with
the
IT
just
from
my
computer,
having
access
to
some
of
those
things
we'll
get
that
taken
care
of
for
the
next
meeting.
But
that's
I
think
we've
talked
about
everything
tonight
unless
you've
got
questions.
We've
got
many
of
the
department
heads
here
tonight.
E
E
To
him,
I,
don't
I,
don't
know,
but
I
gave
it
I've,
given
him
a
copy,
our
demo
permit
say
you
have
a
year
to
take
it
down.
We
were
proceeding
like
everything
was
fine.
His
contract
was
with
you
as
far
as
his
time
frame,
but
indeed
we
still
I,
don't
have
a
copy
of
the
deed.
Yet
the
transfer
tax
declaration,
yet
even
I,
have
things
processed
through
the
end
of
November
I.
Don't
have
it
yet
so.
C
E
C
C
K
J
J
A
A
J
J
M
M
M
J
J
M
Yes,
I
contacted
Mme
and
I
contacted
the
fire
marshal's
office
and
I
have
a
lot
of
literature
and
history
that
goes
along
with
it.
An
enemy
came
to
the
same
conclusion
that
I
kind
of
read
on
myself
that
it's,
it's
still
a
new,
a
new
establishment,
new
type
of
establishment
and
their
recommendation
was
inspected
as
a
one
or
two
family
dwelling
from
a
legal
standpoint
of
from
the
state.
J
N
H
M
Bringing
it
forward
to
the
fire
chief's,
because
it
has
impacted
Southern,
Maine
harder
than
its
impacted
us
in
northern
Maine
at
this
time
and
to
see
if
they
can
do
something
throughout
the
state
to
make
it
more
uniform
throughout
the
state
on
how
we
treat
facilities
like
this
in
the
future
and
I'll
report
back
after
I
meet
with
them
and
just
see
what
they
want
to
do.
That
way.
J
H
Thank
you
for
bringing
that
up
as
a
reminder.
What
we
need
all
the
council
members
to
do
is
go
through
your
emails
that
you
may
have
received
on
the
subject
again.
Basically
anything
and
everything
dealing
with
the
RSU
land
exchange
and
if
there's
something
in
your
email
box,
we
need
to
be
able
to
get
a
copy
of
it
and
return
it
back.
We've
myself,
I've
gone
through
all
the
history
that
I've
got
in
Austin's
I
got
over
550
emails
plus
council
minutes,
council
packets,
and
we
just
it's.
J
K
A
A
I'm
gonna
backtrack
here
to
this
real
term
energy
deal
I'm
doing
this
study,
because
this
is
the
study
here
in
the
agreement
and
I
want
you
to
all
to
understand
that
the
scope
of
work
says
in
consideration
of
the
mutual
promises
contained
herein
and
the
payment
terms
set
forth.
In
section
4
of
this
agreement,
the
consultant
shall
perform
the
services
as
outlined
below
now.
I,
don't
know
if
anybody's
read
this,
but
all
the
services
up
line
below
is
to
carry
out
all
the
equipment
and
installation
procurement
requirements
select
the
manufacturer
of
the
LED
lights.
A
A
A
Don't
know
if
the
pellet
II
it
was
done
through
the
lawyer
or
not,
but
I'm.
Just
and
I
know
this
isn't
anywhere
near
as
big
a
deal.
Money-Wise
you're
only
talking,
probably
three
hundred
four
hundred
thousand
dollars,
but
I
just
and
I
and
my
own
mind
I'm
thinking
that
this
is
probably
the
way
to
go
anyway,
but
I
don't
know
the
Ameri
deal
and
I
would
have
liked
to
have
known
that
first
and
what
it
really
is.
A
I
know
the
twenty
four
hundred
bucks
isn't
right
right
off
the
bat
I'd
like
to
know
how
much
we'd
save
from
them
we're
not
going
to
have
any
maintenance
costs
or
anything
long-term,
but
I'd
also
like
to
know
what
did
the
fluctuation
in
their
contract
be
in
the
future?
This
is
a
ten-year
deal
and
what
happens
after
then
I
mean
there's
a
lot
of
questions.
I
have
regarding
this
whole
process.
Well,.
