highlight
a
couple
of
things
in
the
financials.
If
you
go
to
page

on
your
packet
is
the
expense
summary
report
and
you'll
see
in
there
that
we
have
two
departments
which
appear
to
be
far
outpacing
the
expenses
as
far
as
the
percentage
of
the
year,
one
is
the
airport
which
is
currently
at
72%
and
the
other
is
contributions
at
100%
the
airport,
some
of
the
things
that
are
happening
up
there,
the
a
couple
of
things,
the
expenses
that
we
have
up
there.

One
of
them
is
a
fuel
farm
and
we've
been
going
through
the
hundred
ll
fuel
faster
than
I
anticipated,
and
so
we
made
a
purchase
sooner
than
anticipated
to
get
that
tank.
We
didn't
fill
it
all
the
way
up.
We
still
only
put
about
three
thousand
gallons
un,
but
that
purchase
was
ahead
of
the
time
thing
that
we
anticipated
for
the
season
and
that
should
get
us
through
really
the
this
year,
and
so
that's
what
that
is
expenses.

this
point
we're
still
waiting

tax
commitment
and
as
soon

we

everything

wanted

certain
standards
that
it
asked
the
vendors
to
abide

We
haven't
imposed
as
many
requirements

these
vendors

we

Fair,
we've
typically
just
said
it's

family-friendly
event

anticipated
that
people
would
generally
understand
what
that
meant
and
make
things
age-appropriate
for
all
ages.

Mayor

council,
there

some
discussion
on
this
during
your
last
meeting
very
informal,
and
we
wanted
to
bring
it
back
to
you
tonight
as
a
again,
a
first
read
and
as
we
look
at

operations
at
the
airport,
the
city
has
historically
utilized
FBO
services
up
there.
Typically,
what
happens
is
a
business
owner
comes
to
the
city
and
says
I'm
willing
to
provide
services
at
the
airport.

The
city
then
enters
into
a
lease
agreement
with
them
as
a
business
owner
to
not
only
conduct
their
business
there,
but
also
to
provide
services
in
operations
on
behalf
of
the
city
at
the
airport.
As
part
of
that
lease
agreement,
and
so
we've
drafted
an
RFP
or
request
for
proposals
that
we'd
like
to
publish
out.

want
to
make
sure
that
before
it
goes
out
that
the
council
is
comfortable
with
the
language,
that's
in
there,
one
of
the
more
specific
elements
that
we'd
like
to
have
the
council
take
a
look
at
is
the
the
waiting
factors
in
the
selection
process.

at
page
41
of
your
packet,
we
have
some
recommended
waiting
criteria
that
if
somebody
was
to
come
to
the
city
and
say
I
can
do
these
things,
and
we
would
say
well
based
on
that.

items

essentially
mechanic
services
and
hanger

airport
and

we're

big

This
is
the

first
time
that
it's
been
seen.
I
know
that
there
was
some
thought
to
to

what
this
agreement
could
look
like
and
then
have
some
discussion
and
about
what
it
might
entail
right.
Now,
it's

drafted
as
a
year
two
year
lease
so
with
an
automatic
renewal
provision,
but
in
order
to
get
out
of
it,
there's
a
180
day
notice
for
cancellation.
That's
because
we
can't
in
our
budget
process.

at
least
that

months
in
advance,

on
with
the
budget,
and
so
that's
why?
There's
180
day
cancellation
provision,
the
least
right
that's
in
there
is
basically
they
would
pay
the
taxes
on

property

would
maintain

property
the
taxes
for
this
year.
If
it
was
assessed,
taxes
would
have
been
$66.

Insured
it
would
that
would
be
our
property,
but
they
would
have
full
use
of
it
and
need
to
make
sure
that
the
city
is
indemnified
in
the
event
of
an
accident
from
their
use
of
the
property.
In
talking
with
legal
counsel
this
morning,
he
indicated
that
if
the
city
leases
the
property
that
may
automatically
take
it
out
of
tax
exempt
status,
and
so
there
would
have
to
be
taxes
paid
on
it
and
so
either
way
it's
written
such
that
they
would
pay
the
taxes
on
the
property.

lease

this

individual
is
playing

we
get
tax,

property-

this
is

fall

anybody
here
in
this
room

make
sure
the
deeds
are
written
in
such

way

run

this
is
absolutely
crazy.
You
know,
we've
got
a
business
owner
in
town,
it
wants
to
be
able
to
do
something
good
for
this
community
and
we
can't
sell
them
the
property,
because
the
deed
is
six
ways
from
Sunday.

under
the
city
charter,
the
council
is
supposed
to
adopt
the
new
mill
rate
by
July
1st.
There
is
still
I
preface
all
of
this
discussion
with
that,
because
if
the
council
wants
to
treat
this
as
a
first
read
and
after
we
have
the
discussion,
you
can
do
that
and
still
have
a
or
call
a
special
meeting
later
this
week.
If
you
wanted
to
do
that
to
do
a
more
formal
adoption,
it
really
depends
on
the
council
what
direction
you're
going
to
give
us
after
we
had
this
discussion
tonight.
That
being
said,
over.

Charter
says
it's
supposed
to
be
done
by
July
1st
two
years
ago:
2017
there
was
no
way
we
could
do
that,
because
we
didn't
have
the
information
back
from
the
state
in
talking
with
with
the
finance
director.
Really
what
you're
looking
at
is
we're
supposed
to
try
to
set
the
commitment
or
by
the
Charter
by
July
1st,
but
there's
no
penalty
to
the
taxpayers
until
September,
when
the.

The
the
calculation
after
looking
at
everything,
the
recommended
rate
right
now
is
that
the
rate
be
said
at
two
point:
zero,
two,
five:
seven,
which
is
an
increase
from
the
current
point,
two
three
seven,
and
so
it
would
be
a
two
mil
increase.
There
are
several
factors
that
go
into
that:
that's
the
taxable
real
estate
valuation
dropped
by
five
hundred.
Ninety
two
thousand,
the
taxable
personal
property
dropped
by
almost
1.2
million.
The
exempt
business
property
under
the
Betty
program
increased
by
almost
two
million.

So
basically
that
means
that
the
we
were
out
talking
to
businesses
knock
on
doors,
letting
them
know
that
there
was
a
ability
for
them
to
get
a
tax
break,
and
there
were
two
million
dollars
worth
of
tax
breaks,
basically
established
by
going
out
and
working
with
the
businesses.
The
the
flip
side
to
that
is,
while
the
businesses
are
themselves
getting
a
tax
break,
the
city
does
not
get
a
full
reimbursement
of
that
tax
potential
from
the
state.

We
only
get
a
fifty
three
percent
return
or
a
reimbursement
from
the
state,
so
it's
it's
great
for
the
businesses,
but
not
so
great
for
the
city's
bottom
line.
For
revenue,
the
county
appropriation
is
increased
by
seventeen
thousand
dollars.
This
year
the
RSU
appropriation
increased
by
almost
two
hundred
and
eighty
thousand
dollars.
The
municipal
appropriation
went
up
by
$338,000.

We
have
in
the
budget
the
revenue
budget
now
that
we
were
hoping
to
get
a
hundred
and
twenty
thousand
dollar
overlay.
So
I
would
be
a
little
shy
of
that,
but
we
recognized
that
with
this
state
budget
it's
been
looked
at
and
the
Appropriations
Committee
has
been
as
approved
that
there
is
a
potential
for
roughly
250
thousand
dollars
of
additional
revenue
sharing
that
would
come
to
the
city.

That's
because
they've
gone
from
a
two
percent
revenue,
sherry
to
a
three
percent
revenue
sharing
in
the
budget,
that
additional
$250,000
in
revenue
is
not
taken
into
account
with
this
recommended
nil
rate.
The
also
there,
the
mill
rate
assumes
that
the
city's
expense
budget
is
not
being
reduced,
and
so
right
now,
knowing
those
things
that
there
is
probably
some
wiggle
room
in
the
mill
rate
that
we
could
go
back,
we
could
look
at
the
the
revenue
sharing
amount
incorporate
that
into
the
revenues
which
would
bring
it
down.

The
state
has
put
some
things
in
place
for
next
year,
additional
$5,000
of
credit
to
all
homestead
recipients,
and
so,
if
you
wanted
to
pull
that
$50,000
out
of
the
expense
budget,
that
would
help
the
front-loader
Public
Works
was
going
to
purchase
this
year
in
the
budget
was
two
hundred
and
ten
thousand
dollars
that
we
found
one
that
was
brand
new.
But
I
had
remind
me

It's
interesting
to
note
that
one
of
the
properties,
the
power
plant
out
on
the
river
is
in
a
nice,
a
significant
decay
and
there
was
a
major
adjustment
down
in
that
valuation,
and
that
was
one
of
the
big
hits
that
we
had
in

property
tax
this
year,
the
as
far
as
the
valuation
is
concerned,
as
I
said
earlier,
the
council-
we
don't
have
to
act
on
this
tonight-
the
council
can
to
discuss
this
further.
We

on

calculation
that
we

have
from
the
state-
and
let

me
show
it
to
you
so
for
the
city
of
caribou,
these
numbers
are
from
Mae
Municipal
Association
and
what
they're
indicating
he
is
with
the
state
approved
revenue
sharing.
So
the
three
percent
revenue
sharing
that
came
out
of
the
Appropriations
Committee
they're,
saying
the
caribou
would
get
almost
nine
hundred
thousand
dollars
from
revenue
sharing.
We
budgeted
five
hundred
and
eighty
thousand,
but
even
the
five
hundred
and
eighty
was
that
was
a
little
conservative
I.

should
not
be
concerned
with
the
mill
rate
going
up
for
the
school
and
the
county,
but
if
we
could
hold
the
city's
mill
rate
the
same
as
last
year
by
incorporating
this
extra
two
hundred
and
fifty
plus
the
fifty
thousand
for
the
tax
break
and
well
there's
a
total
of
nine
thousand.
That
would
take
care
of
the
extra
tax
right.

County

20-plus
years

make
more
out
of
less,
and
it's
a
tough
deal.
Trust
me
I've,
been
there
I'm
doing
it
right

You

go
pick
weeds!
That's
why
my
hands
are
slightly
green
today,
so
we've
got
to
figure
it
out
internally
and,
like
Joan
said
city
or
the
county
tarus
you.
Fortunately
we
can't
do
anything
about
it.

can
do
is
in-house
right
now
and
that
last
line
the
recommended
rate,
zooms,
no
city,
expense,
budget
reductions
are
made.
I
think
that
if
we
come
back,
we
really
crunch
the
numbers
and
say:
okay,
folks,
what
you
know
we
might
get
some
money
back
from
the
state.
We
might
be
able
to
use
those
one-time
funds,
but
we
need
to
figure
out
exactly
what
the
city
needs
to
run
run
efficiently
and
and
make
our
adjustments
from
there.
That's

five
cents

proportion

district
appropriation
is
calculated,
is

second
half
of
this
year

half

only
going
up

when
you
look
at

total

asked
us
to
look
at
our
own
revolving
loan
funds,
our
own
ability
to
make
loans
to
local
businesses
for
Economic
Development
purposes
and
to
essentially
follow
or
to
utilize

EGC,
the
Cariboo
economic
growth
council.
To
help
us
do
that
in
discussing
with
this
with
C
EGC,
they
utilize
the
northern
Maine,
Development,
Commission
or
nm
DC
to
process
their
loans,
and
so
I've
reached
out
to
an
MDC
and
asked
them
for
a
service
agreement
to
where
they
could
service
our
loans
as
well,
basically
followed
their
processes.

This
agreement
is
written
such
that
the
City
Council
still
has
a
final
approval
on
any
loans
that
go
out,
but
that
they
would
be
they
would
be
the
front-door
essentially
for
loan
requests
for
use
of
any
city
funds.
This
is
a
first
read
tonight.

The
city
has
roughly
eight
hundred
thousand
dollars
in
economic
development
funds
available
to
it
right
now,
and
at
this
point
because
of
the
proprietary
information
that
is
involved
with
this,
I
would
recommend
that
we
move
into
an
executive
session

applicants
or
the
the
parties
can
discuss
more
with
the
council.
What's
involved
with
it
and
with
the
type
of
terms
we
might
be
looking
at
and.

several
discussions
with
Dubois
and
King
last
week,
councillor
tario
was
present
during
some
of
those
phone
calls,
I
guess
all
of
them
that
I
had
with
them.
The
indication
from
them
is
that
they've
identified
the
issue
as
being
a
rotational
landslide.
It's
not
something
as
a
just
a
minor
slippage
of
the
of
the
road.
It
is
much
deeper
than
we
anticipated
and
they
are.
They
are
recommending
at
this
point
that
additional
study
be
conducted
and
what
they're
recommending
is
that
they
to
back
up
the
four
borings
that
were
done
along
the
road.

they
would
like
to
do
is
go
out
and
they're
proposing
to
do
to
rebar
those
go
deeper
and
those
in
the
four
previous
spots,
but
also
go
and
do
borings
lower
on
the
slope
in
upland
on
the
slope
and
even
more
north
and
south.
So
get
a
better
idea
of
the
degree
of
potential
failure
along
the
River
Road
in
this
area.

feet
of
slippage
in
this
road,

basically

whole
road
you
have
next
spring.

risk
of
falling
or
sliding
down
the
hill.
