director
peter
baldwin,

Baldwin
is
capable
of
taking
on
the
additional
duties
proposed
in
these
ordinances,
but
it
it
is
of
note

baldwin
is
still
in
a
probationary
period
of
employment
with
the
city
and
as
such
should
be
considered
disempowered
to
deny
the
additional
duties
job
duties
proposed.

is
the
opinion
of
the
cpl
advisory
board
that
assuming
a
second
directorship,
exceeds
the
scope
as
written
in
his
current
job
description.
The
addition
of
the
nylander
directorship
is
not
covered
by
develops
cultural
initiatives
with

nylander
museum,
nor
other
duties
as
assigned
by
the
city
manager.

proposed
ordinances
also
create
a
future
logistical
challenge
in
which
any
future
hiring
of
a
library
director
position
will
require
a
person
qualified
as
both
a
librarian
and
a
museum
director
and
curator.
This
would
be
a
difficult
position
to
fill.
It
is
for
this
reason.
The
reason
stated
above
that
the
caribou
public
library
advisory
board
members
would
like
to
respectfully
voice
our
opposition
to
the
proposed
ordinances,
modifying
chapter
15,
nylander
museum,
respectfully
catherine
olmstead,
brianna
carlson.

is
the
lack
of
funding
and
communication
from
the
former
friends
of
the
nylander,
now
known
as
the
olaf
o
nylander
foundation,
there
is
an
obligation
to
protect
and
understand
what
has
happened
to
the
donations
given
to
the
friends
of
the
nylander
to
be
used
for
the
programming
and
growth
of
the
city
department.
As
stated
in
assorted
interviews,
letters
and
facebook
posts
donors
live
in
our
community
in
our
area,
in
our
state
and
across
the
country
there
is
approximately
thirty
five
thousand
dollars
and
multiple
thousands
in
memorials
to
be
used
for
display
cases.

has
not
been
even
with
multiple
funding
requests
any
monies
received
from
this
group
for
almost
three
years.
It
is
time
to
learn
why
there
has
been
no
activity
nor
communication.
With
a
group
now
known
as
the
olaf
old
nylander
foundation,
questions
are
being
asked
by
donors
wanting
to
know
what
has
happened
to
their
donations,
since
they
are
not
being
used
as
promised.

full
transparency

their

a

the

chip

on
the

and

moss

of

issue

buildings

other
department
heads

make
this

walked

have
their
meetings

copper
network
and
make
a

and

fiber

settle

they

spectrum's
offering
anything
above

you
would
be
considered
served
if
we
go

the

same

we're
future
proofing

network

gig
capability
in

amount

no
throttling
no
data
caps
and
we
we're
building
it
for

want
to
ensure
that
what
we

going
to
last
copper
was
never
really
designed

dsl

over

was
just
something
that
we
were
able
to
add
to
it.
So
we
we
chose
to
do
that,
but
when
we
built
the
network
that
we
have
today,
it
was
just
telephone
service.

will
offer
over-the-top
video
and
phone
options,

hulu
netflix,
you

those
those
sorts

things
to
get
tv.

offer
a
tv
per
se
ourselves

there'll
be
no
cost
installation

path

the
consumer.
So
if
they
have
service
today
they
want
service.
Tomorrow
we
would
offer
that
free
of
charge.

only
stipulation
that
we
get
into
a
little
gray
area
is,
you

if
they're
a
mile
off
the
road
there's
no
way
to
reach
them
right.

no
pole
line
no
conduit.

are
actually

two
weeks
away

completion

fiber

they
had
a
bond
that
they
were
going

committed

funds
and
the
connect
main
authority
authorized
some
money.
When
we
do
our
response
to
the
rfp.
It's
a
very
high
level
response.
We,
you
know
we
get
it
closed,
but
we
don't
go
down
because
we
don't
know
how
the
rfp
will
will
be
taken.

So
by
the
time
they
accepted
what
we
were
going
to
do
and
we
got
you
know
completely
engineered
out.
We
realized
that
it
was
so
close
in
funds
that
we
would
actually
pay
the
difference
and
the
town
would
not
need
to
bond.
That's
not
typical,
but
you
know
there
are
good
news
stories
out
there.
We
have
a
project
with
eastbrook
that
we
have
started,
placing
the
fiber
on
today
we're
working
with
stoning,
stonington
and
brooklyn.

have
ntia
grants
for
three
different
areas
within
maine,
the
blue
hill
peninsula,
the
rangeley
region
and
then
farmington
and
the
surrounding
towns
were
waiting
to
hear
back
from
that
they
were
going
to
notify
us
in
november,
moved
it
to
december.
Now
we're
on
you
know
we're
hearing
that
it's
going
to
be
the
end
of
january.

In
new
hampshire,
they
they
had
10
towns
that
are
complete,
that
we
built
with,
and
basically
they
bonded
for
the
money
to
build
it.
We
charge
the
rates
that
we
do
for
the
service
and
then
there's
a
small
fee
within
there
structured
so
that
we
collect
that
from
the
subscribers,
and
then
we
end
up
paying
the
bond
when
the
bond
is
due,
and
we
do
that
for
the
life
of
of
the
bond
until
it's
paid
and
basically
how
we
structure.

That
is
we
we
look
at
that
every
year
to
see
what
the
take
rate
is
to
see
if
that
fund
needs
to
go
down
or
up
to
to
cover
that
bond,
and
then
we
have

towns
that
we

agreement

place

good
program
for
us

they're

kind

reinventing

lot
of

commission
and
the

department
of
agriculture
has
a
significant
amount
of
money
and
they're
actually
starting
to
roll
up
the
process
to
to
gain
that
money.

I
think
that
is
about
the
end
of

business
for
28
years
and
it's
no
secret
that
they
have
moved
to
a
new
location
on
sweden
street
that
was
formerly
known
as
crown
equipment.

not
hard
to
say
that
they
put
a
substantial
amount
of
investment
money
and
time
into
that
building
and
spruced
it
up.
I
don't
think
there
was
anything
wrong
with
it.
The
way
it
looked
before,
but
they
spruced
it
up
they're
better
today
than
they
were
yesterday
and
that's
a
good
thing.

Purchased
the
land
across
the
street-
and
you
told
me
I
could
tell
that-
tell
the
public
that
they're
in
the
works
of
developing
an
additional
building
starting
ground
level
build
another
building
with
a
great
sales
law
area
next
to
the
road,
and
I
wanted
to
mention
this
as
how
it's
growing
but
more
important,
with
ken
working
on
blight
and
his
little
piece
of
the
pie,
we
have
this
little
facade
improvement
deal,
that's
a
little
piece
of
the
pie
and
there's
many
things
well.

big
component
of
this
is
to
have
the
private
sector
invest
in
fighting
blight,
and
this
is
a
great
example
just
like
loops
repair
and
richard's,
auto
electric
electric
company.
There
I
mean
these
are
all
great
places
that
are
being
spruced
up.
Cleaned
up,
makes
the
town
look
pretty
pretty
good,
pretty
proud.
So
I
view
this
as
another
great
tool.
Another
great
example,
not
any
one
piece
of
the
pie
is
going
to
take
care
of
life,
but
this
is
an
example
of
that
section
of
town.

I
volunteered,
as
an
elf
last
thursday
and
friday
at
the
library
to
work
with
the
kids
who
came
in
to
buy
presents
for
their
family.
That
was
something
christina
had
done
through
the
wreck
in
the
past,
and
the
library
graciously
took
it
on
great
response.
The
kids
were
excited
some
of
them
one
one
little
guy
said
how
much
money
can
I
spend,
and
I
said
well
how
much
do
you
have
he
must
have
walked
out
of
there
with
like
20
25
gifts
he
was
buying.
