A
B
The
mic
is:
live
yes,
well.
First,
thank
you
very
much
for
the
opportunity
to
be
with
you
tonight
to
talk
about
nm,
DC's
dues.
Just
to
give
you
a
little
bit
of
background
we're
one
of
seven
economic
development
districts
in
the
state
and
the
whole
state
is
covered.
There's
about
350
economic
development
districts,
state
Ornette
nationwide,
and
when
I
talk
about
a
economic
development,
district
were
designated
by
the
US
Department
of
Commerce.
The
economic
development
administration
certifies
us
every
year
to
be
a
certified
economic
development
district.
B
By
virtue
of
that,
we
have
access
to
funding
for
projects
and
that
sort
of
thing
we
also
provide
management
support
for
Aroostook,
County
Tourism,
the
Aroostook
Municipal
Association,
the
Aroostook
Partnership
and
the
northern
Maine
Solid
Waste
Management
Committee,
and
we
are
a
membership
organization
and
our
basic
purpose
in
life
is
to
provide
federal
and
state
services
at
the
local
level
to
our
communities.
The
brochure
that
I
handed
out
the
two-sided
one
basically
describes
what
you
get
for
your
dues
and
so
I
just
run
down
through
that
quickly.
B
Caribous
dues
for
the
past
few
years
has
been
thirteen
thousand
seven.
Twenty
nine.
We
haven't
increased
our
dues
in
over
12
years.
The
direct
services
to
Caribou
last
year
you
can
see
on
the
front
page
was
fifty
four
thousand
two
fifty
three
and
then
the
regional
projects
that
we
do
that
benefit
the
whole
region.
The
value
of
that
to
care
was
about
118
thousand
821,
some
of
the
direct
services
that
we
provided.
B
The
PTAC
is
a
is
a
technical
assistance
program,
a
procurement
technical
assistance
program.
So
we
help
businesses
with
government
contracting
and
last
year
we
conducted
32
counseling
sessions
with
14
carol
clients
and
that
resulted
in
over
10
million
dollars
in
government
contracts
for
caribou
businesses,
our
time
valued
and
that's
about
$3,200
on
the
Small
Business
Development
Center.
We
conducted
94
counseling
sessions
in
caribou
last
year
with
16
terrible
clients,
and
that
resulted
in
two
new
businesses
started
up.
Creating
five
new
jobs
and
other
businesses
retaining
10
jobs.
B
We
spent
about
nine
thousand
eight
hundred
dollars
last
year
in
time
to
do
that.
Nep
is
our
manufacturing
extension
partnership.
Last
year
we
counseled
10
caribou
manufacturing
clients,
probably
one
that
you
notice
most
in
the
in
the
news,
has
been
JB
sheet
metal.
We
had
design
for
him
a
Lakes
exclusion
and
trap
that
trappers
were
using,
but
they're
catching
a
lot
of
links.
So
so
he
said,
we
helped
him
design
that
and
commercialize
that
see
selling
those.
Now
tourism
I
handed
out
last
year's
regional
guide.
B
For
you
to
give
you
an
idea
of
the
publications
that
we
put
together,
you
don't
always
see
those
that
guide
cost
is
about
forty
thousand
dollars.
We
print
it
every
year
and
matter
of
fact,
the
new
one
for
1617
should
be
ready
in
about
a
month,
has
an
entirely
different
look
than
this
one
and
also
will
be
on
our
internet.
We
had
quite
a
few
calls
from.
B
We
have
a
tourism
hotline
that
we
maintain
and
we
get
quite
a
few
calls
from
all
over
New
England
and
the
rest
of
the
United
States
and
we
send
them
fulfillment
materials,
the
regional
guide
and
some
other
things
that
we
do.
We've
also
developed
a
water
trails
map
for
people
that
like
to
canoe
and
kayak,
and
we
have
a
bicycle
trail
map
as
well
for
the
region
and
we
also
do
represent
the
area
trade
shows.
We
do
print
advertising.
B
We
do
TV
advertising
in
the
Bangor
Portland
markets
and
heavy
into
social
media
this
year
and
blogs
of
that
we
have
been
sponsoring
as
well.
So
we
value
that
in
Caribou
at
about
13,000
600
is
a
caribou
share
value
of
the
that
guide
and
the
promotion
that
we
do
on
transportation,
we're
doing
a
new
project
called
the
northern
Maine
bicycle
route
and
it
will
tie
into
the
US
Route
1
bicycle
trail
that
begins
in
Calais,
goes
to
Kidder
and
connects
into
the
rest
of
the
United
States.
B
That's
$100,000
a
two-year
project
and
we'll
be
working
with
the
towns
to
locate
the
bicycle
route
from
it'll
start
in
Fort
Kent
and
go
down
through
our
whole
region
down
into
Washington
County.
Also,
just
recently
I
think
Mike
knows
we
did
some
high
crash
location
studies
in
caribou
and
identified
the
intersections
that
have
the
high
crash
locations.
Hopefully
some
d-o-t
money
will
come
about
to
help
alleviate
those
those
crashes.
Most
of
the
crashes
that
we
have
identified
are
pretty
much
occurrences
or
collisions
with
animals.
B
We
do
provide
the
comprehensive
economic
development
strategy
for
the
region.
We
update
that
every
year
and
we
have
the
major
sectors
that
we're
trying
to
do.
A
lot
of
work
in
is
agriculture,
manufacturing,
forestry,
alternative
energy
and
tourism.
Also
we
do
a
land
use
technical
assistance.
We've
done
a
lot
of
code
enforcement
training
at
our
office
in
caribou,
which
stays
them
having
to
travel
to
Augusta
and
backs
that
we've
done
quite
a
bit
of
that.
We
work
with
planning
boards,
provide
them
with
assistance,
ordinance
development
and
comprehensive
plans
on
the
commercial
loans
on
the
back.
B
You'll
see
that
since
the
history
that
we've
been
loaning
money,
we've
loaned
14
million
dollars
in
caribou,
which
is
leveraged
about
another
24
million
from
other
sources,
whether
it
be
private
banks
or
other
funds.
It's
created,
1631
jobs,
retained
1416,
so
a
little
over
3,000
jobs.
Over
the
past
several
years
and
Carol.
We
currently
have
51
loans,
totaling
2.8
million
to
30
caribou
businesses
and
six
of
those
are
sea.
Egc
loans,
I
think
you,
your
brochures,
GEC
gcg
activity,
but
that
was
a
typo.
B
B
We
do
a
lot
of
MMA
training
at
our
office
because
we
have
the
video
conference
system,
so
people
can
hi
in
from
Fort
Kent,
Holton
or
wherever
it
may
be,
and
so
we
work
very
closely
with
MMA
on
that
we've
done
in
Carroll.
Yes,
last
year,
six
micro-entrepreneur
workshops
and
one
government
contracting
workshop.
B
We
help
the
city
with
their
northern
border,
Regional
Commission
grant
application
last
year
as
well,
even
though
it
wasn't
funded
and
also
last
year,
you
saved
about
three
thousand
dollars
by
participating
in
the
road
salt
cooperative
purchase
over
what
the
state
was
charging.
So
being
a
member
you
get
20%
reduction
in
contract
prices,
I
have
preferred
status
so
for
really
busy.
You
call
will
certainly
go
to
work
for
you
and
the
non-members
have
to
wait
to
pay
a
higher
price.
B
B
B
A
B
B
Started
out,
you
know
as
an
event
that
all
of
the
people
that
serve
not
only
on
our
board
but
on
our
various
committees,
and
we
have
a
lot
of
them.
That
was
a
way
to
just
kind
of
reward
them
for
their
time
that
they
spend
or
in
the
air,
but
I
understand
the
perception
of
it.
Probably
wasn't
the
best.
So
I
agree
with
you.
There.
A
B
B
B
B
A
B
A
I
mean
I
wasn't
very
happy
with
it
from
the
standpoint
of
whether
it
was
you
were
awesome,
whoever,
because
at
two
hundred
thousand
dollars
that
we
could
have
had
this
year,
who
do
a
lot
of
cleanup
down
there
yeah
and
now
we're
in
a
position
where
we're
going
to
do
anything,
that's
going
to
be
taxpayer
dollars
that
are
going
to
do
it
so
yeah.
It's
just
yeah.
B
I
know
we
got
the
I,
don't
want
to
put
blame
on
anyone,
but
I
know
we
got
the
call
from
Austin
really
really
late.
It
was
to
the
point
where
we
had
all
these
other
contracts
that
were
working
on
and
we
dropped
a
few
of
those
too
to
help
out,
but
it
was
just
it
was.
We
got
the
call
too
late.
That's
well.
D
B
A
E
The
way
that
it
was
explained
to
us
is
that,
in
fact,
we
could
use
it
to
take
down
the
buildings
because
of
their
prior
contamination.
It
was
like
a
secondary
program
or,
if
a
different
phase
or
something
that
well,
when
do
you
when
do
when?
Does
the
federal
government
notify
you
that
the
funds
are
available?
Well,.
E
B
So
they
go
in
continuing
resolutions
and
they
debate
how
much
money
is
going
to
be
in
that
continuing
resolution,
so
that
tends
to
push
things
so
I
can
find
out
for
you
for
this
year
what
they
plan
I
know
most
of
the
things
that
we're
applying
for
now.
They
you
know
they
preface
it
on
when
the
continuing
we'll
be
passed,
if
it's
passed
and
how
much
money
is
going
to
be
appropriated.
Well,.
E
E
B
F
F
B
E
A
The
money
isn't
in
you
know,
just
excuse
me,
the
budget
is
not.
You
know,
the
budget
can
be
changed
anytime
as
far
as
expenses
correct
are
concerned
and
anything
can
be
removed,
and
until
we
have
our
revenue
numbers
that
we
know
where
we're
at
here,
I
guess
it'll
probably
stay
the
way.
It
is
right
now,
sir,
but
it
can
be
removed
yet
yeah.
Well,.
B
A
B
A
B
E
A
G
B
No,
as
you
know,
we
do
have
the
the
work
site
set
up
and
offered
free
space
for
anyone
for
six
months.
They
want
to
come,
but
no,
we
haven't
had
any
bites.
We
have
it
on
all
kinds
of
websites,
you're
all
yeah,
but
you
never
know
it's
just
you
know
we're
just
not
in
a
high
population
area.
Like
oh
I,
know
it's
tough,
but
if
you
know
someone
that
would
like
to
have
some
free
office
space
and
some
assistance
we're
steering
our
way
all.
