year

was
nobody
to
put
on
to
cover
vacations
and
off
time
and
we're
working
through
that
we've
got
another
school
going
on
right
now
to
get
some
more
help
from

volunteer
side
of
it.
So
hopefully
we
can
have
a
strong
staff
this
summer
of
summer
help
people
to
to
facilitate
vacation
time
and
time
off
from
the
regular
staff.
So
it
doesn't
keep
depleting
from
our
own
call
sign
right.

The
I
certainly
can
up
the
Council
wishes,
Europe
all
right,
so
I'll
go
through
on
page
four
of
the
budget,
which
is
infinitely
council,
has
a
bit
more
information
than
I
have
to
try
for
the
package
already
through
there.
So,
during
the
past,
several
workshops
on
the
2017
budget,
City
Council's,
look
at
the
entire
budget
sub
x.
Over
that
time
the
council
has
decided
they
do
not
want
to
see
the
creasing
services
and
service
levels,
which
is
what
would
have
happened
if
positions
were
eliminated.

Without
being
the
case,
this
is
one
one's
health
insurance
and
one
week's
salary,
Department
18
municipal
buildings.
We
are
taking
a
thousand
dollars
from
building
maintenance
at
a
thousand
for
boiler.
Maintenance
in
general
government
we're
taking
two
thousand
from
the
legal
fees
line,
an
emergency
management
we're
taking
5000
miscellaneous
line,
we're
proposing
to
raise
the
fire
rates
by
3%,
rather
than
2%,
originally
anticipated.
That
will
increase
revenues
by
five
hundred
dollars,
combined
with
all
the
CIP.

The
these
things
that
up
to
7,000
947,
come
on
with
the
CFE
reduction
of
that
totals
89,000
247,
with
the
voters
of
Maine
approving
the
minimum
wage
increase.
We
have
factored
those
changes
into
our
budget.
This
only
affects
the
parks
in
the
rec
department,
but
this
impact
is
about
thirteen
thousand
dollars
over
the
next.
Several
years
will
be
about
9,000
annually
until
2020,
at
which
time
those
increases
are
going
to
be
tied
to
inflation
November
night.

The
council
consensus
was
that
they
did
not
want
to
see
tax
increase
and
in
order
to
accomplish
that,
they
wanted
to
the
amount
of
revenues
collected
in
excess
of
what
was
budgeted
and
the
amount
of
money
left
over
in
the
expense
budget.
At
the
end
of
2015,
that
amount
is
4427
thousand.
Seventy
dollars
utilizing
that
from
fund
balance
with
leaf
will
leave
us
with
approximately
eight
hundred
and
six
thousand
570
and
fund
balance
based
upon
what
was
there
at
the
end
of
2015.

That
leaves
us
with
fund
balance
of
8.4
percent
of
our
expense
budget
or
one
month's
expenses.
The
minimum
recommended
amount
to
having
a
fund
balance
of
seventeen
percent
going
back
to
2005.
We've
never
had
a
fun
balance
that
low.
We
have
not
looked
further
back
than
that
by
utilizing
this
much
from
phone
bounds.
It
will
also
impact
our
cash
flow.
During
the
months
of
june
july
august,
the
city
typically
experienced
cat
experiences.
Cash
flow
issues
in
2016
was
the
first
time
in
about
seven
years.

We
did
not
have
to
delay
paying
bills
were
able
making
payroll
or
having
to
take
out
a
taxi,
Katzen
anticipation.
Now
that
wasn't
hard
anyway,
because
of
the
position
of
our
fund
balance
in
2016,
a
quick
comparison
for
cash
flow
from
2013,
you
can
see
in
2016.
Our
low
point
was
just
a
1
million
68,000.
Previously
we've
been
as
low
as
211
thousand
dollars
for
cash
on
hand.

I'm

the
council,
discuss
potentially
setting
aside
any
money
unexpended
in
revenue
collected
above
anticipated
for
2016
12,
set
taxation
in
2018
and
doing
that
same
thing
going
forward.
That
would
certainly
help
for
budgeting
purposes
to
know
the
amount
of
money
available
for
that
purpose
coming
into
the
budget.
If
the
council
wants
to
do
that,
staff
would
recommend
not
letting
those
funds
following
the
fund
balance
every
year,
but
rather
setting
up
a
dedicated
reserve
account
for
such
purposes.

However,
staff
believes
that
this
plan
will
be
more
appropriate
if
the
fund
balance
were
in
the
seventeen
to
twenty
four
percent
range.
As
stated
in
the
original
october,
fourteenth
budget
memo
I
caution,
council
against
using
foot
fund
balance
offset
taxes
in
2017.
The
budget
tonight
would
require
40,000
any
texts
over
2016,
which
is
still
nearly
eighty
seven
thousand
dollars
less
than
what
was
collected
in
2015.
The
budget
numbers
presented
here
tonight
that
reflect
those
proposals.

have
a
capital
improvement
program
here,
which
I
think,
as
I
stated
last
meeting,
may
not
be
perfect,
but
at
least
we
have
one
and
we're
putting
money
away
into
that
capital
improvement
program
for
future
purchases
that
we're

a
lot
of
you
Nissa
polities,
don't
do
that
I
think
our
other
neighbors
here
in
limestone
or
you
know,
geez
they
got
to
buy
a
loader
for
165,000
and
they
haven't
put
anything
away
for
it.

now
they're
talking
about
what
they
really
need
to
buy
it
or
not.

moratorium

marijuana

city

of
all
citizens,
as
such
two
ordinances
are
being
proposed
tonight.
Ordinance

emergency
ordinance

allowed

the
Charter

2.13

waive
the
building
permit
fee
for
the
new
school
project.
According
to
our
tech
foot,
according
to
the
architect
for
the
project,
Department
of
Education
typically
expects
the
permit
fees
to
be
waived.
If
the
fee
is
not
waived,
it
would
be
paid
for
as
part
of
the
local
share
of
the
project.
Using
the
current
projected
construction
costs
for
the
new
school
that
building
permit
fee
would
be
approximately
a
hundred
and
sixty-five
thousand
dollars.

considering

third-party
inspectors
do
the
project
inspection
to
my
service,
ensure
that
city
is
projected
protected
throughout
the

thing

you

a
