Waterville
for
a
few
years
now
had
two
certified
clerks
here
in
in
Caribou,
which

something
that
doesn't
occur
in
every
community
in
the
state,
so
I'm,
very
proud
of
Kalyn
and
the
hard
work
that
she's
done
in
attending
the
classes.

Analysis
or
the
council's
to
consideration
the
they've
spent
the
past
couple
months,
they've
gone
out,
they've
surveyed
the
properties
they've
looked
at
the
topography
on
the
sites,
the
soil
conditions,
the
underground
water
systems
that
are
around
the
failure
spots,
and
through
this
report
they
looked
at
four
options.
One
would
be
what
if
the
city
were
to
and
construct
the
road
in
its
current
place
at
its
current
elevation,
in
order
to
try
to
limit
disturbance
of
utilities
in
the
area.
So
that
was
one
option
that
was
looked
at.

fourth
option
that
we
looked
at
was
relocating
the
road
vertically
in
a
sense
leaving
the
road
where
it
is
now,
but
dropping
it
down
cutting
cutting
down
the
hill
and
reducing
some
of
the
weight
on
that
slope
and
the
pressures
in
trying
to
some
places
so
vertically
it
would
change
the
existing
sewer
lines.
The
power
lines
are
in
the
area,
plus
effect
access
to
the
properties
that
are
in
the
area,
and
so
they
let
me
get
to
the
map,
part
of
it
so
alternative
one
again.

would
look
at
just
building
retaining
wall
on
the
west
side
of
the
property
and
that
would
enable
all
the
existing
homes
to
essentially
stay
where
they're
at
the
option.

feet
of
wall
and
again
the
what
you'd
have
to
do,
was
cut
down
on
the
slope
on
the
downhill
side
or
the
west
side
of
the
road
and
be
able

build

back

is
not
necessarily
the
cheapest
option
and
I'll
get
into
the
prices.
In
a
in
a
minute
option
two
would
be
relocating
the
road,
approximately
twenty
feet
to
the
east,
and
you
can
see
in
this
alignment
that
they've.
This
is
not
a
final
design
on
the
alignment,
so
the
road
could
even
be
shifted
back
into
its
course
further
to
the
south.

Basically,
looking
at
the
disturbance
area-
that's
now
they're
now
in
a
road
bed,
maybe
we
should
reutilize
it
completely
and
follow
the
railroad
bed
even
further
to
the
east
and
that
gets
very
expensive.
Then
you
basically
have
this
road,
the
new
road
Plus
this
road
to
maintain
access
to
the
homes
and
and
so
on,
but
for
the
cost
purposes.
We
only
looked
at
just
trying
to
connect
this
back
as
quickly
as
possible.

The
fourth
option
that
we
looked
at
this
was
the
displacement
or
the
vertical
adjusting
of
the
road
above
ground
in
some
places,
and
so
we
would
have
to
vertically
drop
the
sewer
line.
Maybe
just
build
a
new
sewer
line
at
the
new
elevation
and
make
some
reconnection
points
the
because
of
the
topography
change
it
would
affect
the
driveways
into
the
existing
homes,
and
so
you
might
have
some
steeper
slopes
coming
right
off
of
the
river
row
to
get
into
those
properties.
And
again
that
happened.

The
four
holes
that
were
drilled
along
the
road
to
test
for
the
soils
and
what
they
found
is.
It's
generally
poor
sandy
clay
soil
underneath
there
and
it's
not
not
a
lot
of
stability
underneath
there.
So
there's
a
lot
of
concern
that
whatever
happens,
there
need
to
make
sure
there's
a
good
slope
on
the
west
side
of
the
road
and
we
get
really
good
drainage
on
the
east
side
of
the
road
so
that
we
don't.
We
have
a
way
of
getting
that
water
underneath
the
road
and
out
in
a
better
way.

we
don't
continue
to
wash
out
the
soils
and
way
that
at
one
point,
four
million
dollars
again
very
little
to
no
impact
on
existing
utilities.
There
would
still
be
minor
permit
requirements
through
the
state,
DEP
minimal
impact
of
property
owners,
alternative
two,
which
is
moving.
The
road
20
feet
to
the
east,
basically
into
the
front
yard
areas
of
those
homes
and
point
2
million.

this
was
the
trying
to
utilize
a
railroad
bed
as
much
as
we
could
and
then
connect
back
to
point
six
million
and
then
option
for
this
was
just
the
cutting
down
the
road
vertically
in
place.

property
owners
as
you're
aware
if
we
go
back
to
the
map
so
out
of
the
four
property
owners
we
have
under
contract.

with

on

be
the
way
to

the
city
manager
had

communities

housing

eyes

needs

be
more
opportunities
for
affordable
housing

demographic
groups,

is

token

recognize
this

west

southwest

this

interest
in

of
extra
right-of-way

need,

ordinance
would
make
it

City
Clerk's

November
6
election.
They
will
be
available
you

city's

form

Maine's
online
request
or
come
into
the
clerk's
office.
As
of
this
evening,
we
have
mailed
out
eleven
absentee
ballots
for
the
local
election
to
overseas.
