21st

city
council,
meeting
the
topic
of
no
morale
was
brought
up
in
a
meeting,
and
the
council
questioned
if
there
was
any
truth
behind
it.
We
thought
that
a
letter
with
why
morale
is
low
in
the
police
department
would
be
the
best
way
to
get
you
this
information.

First
off,
every
pd
has
a
building
in
disrepair,
probably
the
worst
in
the
state.
Everything
is
outdated
and
we
have
run
out
of
space
to
accommodate
the
employees.
Getting
a
facility
that
is
up
to
modern
standards
will
go
a
long
way
toward
making
employees
more
hopeful
about
the
future.
Our
vehicle
situation
is
not
good.
All
of
our
cruisers
have
over
100
000
miles
on
them
and
are
always
in
and
out
of
the
shop.
Meanwhile,
neighboring
departments
have
brand
new,
cruisers
or
cruisers
that
have
half
the
mileage
and
they
can
take
their
cars
home
with
them.

understand
that
the
council
has
looked
at
possibilities
for
a
building
would
have
passed
on
this
because
they
felt
it
would
be
too
costly.
The
constant
restarting
of
the
process,
once
it
gets
to
the
approval
phase,
does
not
leave
any
officers
with
the
impression
that
the
station
will
be
built
anytime
soon.
We
also
understand
that
cruisers
and
buildings
are
expensive,
but
operating
a
police
department
with
the
high
mileage
vehicles
out
of
a
building
that
is
falling
apart
is
definitely
not
good
for
morale.

For
the
past
five
years,
we
have
been
asking
for
an
independent
wage
study
that
looks
at
other
agencies
in
the
state
and
compares
caribou
pd
with
other
agencies
that
have
similar
demographics.
The
city
has
chosen
not
to
do
this
and
to
instead
compare
our
agency's
wages
only
to
roost
accounting
agencies.

Even
this
study
had
major
flaws,
which
pushed
the
average
wage
down
to
an
inaccurately
low
number.
Some
of
these,
some
of
those
agencies
are
much
smaller,
and
some
of
the
figures
cited
for
the
ones
listed
are
outdated.
Van
buren
is
currently
starting
officers
that
are
not
academy
certified
at
a
higher
wage
than
the
fifteen
dollars.
That
was
presented
in
the
study
take
for
one
example:
fort
camp
pb.
They
are
much
smaller
department
and
our
starting
officers
at
21.56
an
hour.

and
offer
an
additional
hiring
bonus,
which
was
left
out
of
the
study.

full-time
certification

need
to
stay

for

to
earn

include
their

solution

address

morale
issues
with
something
else
related
to
the
officers.

would
be
a
positive
step,
except
that
not
every
officer
was
asked
to
complete
it.
Multiple
officers,
including
the
union
president

vice
president,
were
not
given
surveys
asking
for
their
input.

leaves
the
officers
with
the
impression
that
only
certain
employees
opinion
matters
and
raises
questions
about
the
image
we
want
to
move
forward.
With
these
morale
issues
and
toward
the
good
of
the
department
and
citizens
we
serve
in
closing,
if

member

the
council
would

to
discuss
these
issues
with
the
department,
they
are
welcome
to

we

than
glad

a

down
to
clarify
and
elaborate

anything
that
was

obituaries,

histories.

addition,
the
library
has
its
possession
valuable
primary
source
materials
from
local
researchers

historians.

aroostook
county
genealogical
society
also
owns
a
large
collection
housed
within
the
cariboo
library.

Such
a
well-organized
collection
will
also
likely
generate
additional
donations
in
the
future.
Wendy
brenda
and
alan
provided
extensive
help.
During
our
visit,
all
three
met
us
at
the
library
and
assisted
with
our
research.
They
are
extremely
knowledgeable
both
about
local
history
and
genealogy,
as
well
as
regarding
the
library's
collection,
having
their
help
made
the
collection
very
accessible.

I
think
wendy
knows
every
last
piece
of
paper
in
the
basement:
brenda
located
several
pieces
of
previously
unknown
information
about
my
family
history,
allowing
me
to
make
great
progress
with
my
research
and
alan
found
a
piece
of
missing
information
that
was
perhaps
most
memorable.
The
gravestones
for
my
mom's
grandparents
in
the
cariboo
holy
rosary,
cemetery
had
fallen
down
and
over
time
disappeared.

scored
many
scoured
many
sources
and
eventually
located
an
old
newspaper
copy
of
the
obituary
from
which
we
were
able
to
find
the
death
date,
because
we
found
this
information,
my
mom
was
able
to
have
new
headstones
made.
They
were
installed
a
week
ago
in
the
holy
rosary
cemetery,
as
you
can
imagine,
this
was
extremely
meaningful
for
my
mom
and
we
are
very
grateful
for
this
assistance.

formed

advisory
committee
and

we
were
under
the
assumption
that
there
was
a
50
percent
grant,
that
the
police
department
would
not
qualify
for,
but
the
fire
department
would-
and
so
we
started
out
with
a
safety
building
and
went
through
all
the
scenarios.

up

options

us
at
the
time
and
we
went
with
option
one
which
was

inspector

variety

violations

2021
proposed
budget.

in
person.

health
insurance

city
offers
certain
health
insurance

municipal

of

not
every

is
participating
in
that
and

which
would

indicated
by
the
wage
increases
in
