If
Gahagan
has
been
given
a
copy
of
this,
the
proposed
route-
and
there
was
a
question
of
wetlands
on
there,
which
has
been
deemed
not
by
Eric
Hitchcock
dep
I,
had
him
out
and
visited
the
property
and
he's
got
a
letter
here
stating
that
it
is
okay
to
roll
with
that.
As
far
as
they
go,
we've.

Asking
for
access
off
the
trails,
the
limestone
connector
and
the
other
part
of
the
limestone
connector,
which
is
across
the
Hicks
bridge.
Anything
else
will
have
to
be
trailered
in
I.
Don't
want
to
go
down
the
Baird
road
that
has
been
denied
before
so
I.
Just
don't
want
to
visit
that
area
an
idea,
so
we
would
be
requesting
everybody
to
trailer
their
four-wheelers
in
and
park
in
the
appropriate
designated
areas.
There.

Donaire
council
city
manager,
my
name,
is
Milo
Heaney
on
April
13,
2015
I
was
in
here
all
my
personal
property
tax.
That
night,
the
council's
waive
the
interest
that
had
occurred,
providing
I
paid
it
within
30
days
since
that
day,
I've
been
working
with
penny
thompson
and
tony
mitchell
to
get
my
taxes
in
line
to
where
they
should
be.
A
H
Yeah
good
evening,
mayor
City
Council,
my
name
is
Paul
camping
and
I'm,
spokesman
for
the
caribou
secession
committee
mayor.
When
I
spoke
to
you
on
the
phone
late
last
or
mid
week
last
week
we
talked
about
being
ready
to
proceed
to
the
public
hearing
and
I
informed
you
that
I
was
waiting
for
some
clarification
from
mr.
beliefs
on
the
mill
rate,
calculation
form
and
I
want
to.
Thank
you,
mr.
beliefs.
I
did
receive
that
tonight
and
we
have
completed
our
report.
H
H
D
A
I
A
Favor
approve
consent,
agenda,
he's
on
Sweden,
April,
2015,
Police,
Department
report,
our
department,
port
library
report,
RSU
budget
referendum,
planning,
board
resignation
and
appointments.
Some
of
these
we
may
after
the
planning
board,
we
have
to
do
separately.
I
would
take
it
or
you
want
to
do
them
all.
Is
it
I.
D
Right
question:
yep
on
Thursdays
on
Sweden
street
I,
don't
I
don't
mind.
Acting
on
that
request.
I
just
would
like
to
be
kept
abreast
in
case
there
may
be
any
objections.
So
just
an
email
or
something
talk
to
us.
Okay
and
can
I
ask
one
more
yeah
his
gramma,
bringing
officially
done
because
I
know
used
that
the
last
meeting
his.

J

Formulate
any
questions
they
have
to
be
asked
at
the
public
hearing,
rather
than
coming
to
the
public
hearing,
having
just
read
it
the
same
day
or
whatever,
and
not
even
had
a
chance
to
think
about
it.
So
hopefully
they'll
have
it
they'll,
they'll,
put
it
open.
You
know
a
week
or
two
before
show
that
people
will
get
a
chance
to
look
at
it.
What.
H

F
With
me,
catches
are,
is
when's,
graduation
you're,
not
reading,
if
not
all
thursday,
probably.

I
I
He
would
have
to,
he
would
have
to
pay
whatever
is
assessed
now
and
if
there
was
a
change,
would
that
be
like
a
creditor
for
some
reason?
He
paid
him
and
there
was
a
difference.
So
if
he
pays
the
full
amount-
and
it
goes
over
the
60
days
and
there's
a
discrepancy,
it
would
be
an
adjustment
made
his.
C
C
C
A
C
J
C
Have
done
the
following
pages:
the
proposed
changes
to
the
sexual
harassment
policy
of
the
administration,
ordinance
changes
being
based
made
based
upon
the
recommendations,
the
Department
of
Justice.
We
introduced
this
at
our
last
meeting.
It
was
advertised
we
need
to
a
public
hearing
on
the
council,
man.
A
J
D
A
C
Please,
in
early
April
I
sent
a
letter
to
Bruce
Weston,
the
owner
of
16
sincock
street,
asking
him
to
contact
me
to
discuss
what
his
plans
are
for
the
property.
Well,
this
home
burnt.
Last
of
all,
it's
open
to
trespass
and
is
dangerous.
There
are
several
other
code
violations
of
the
location
as
well
I've
not
heard
from
him
at
all
on
the
issue.
So
tonight
I'm
asking
the
council
to
begin
the
dangerous
alien
proceedings
on
this
property
I
statute.
C
The
council
must
set
a
hearing
date
and
time
that
notice
must
be
served
in
the
owner,
given
that
he
lives
in
Florida
it
might
take
some
time
to
serve
the
owner
and
so
I'm
suggesting
a
hearing
date
for
our
second
meeting
in
June.
At
this
time
there
does
not
appear
to
be
any
interested
parties.
We've
done
the
title
search.
There
was
a
mortgage
on
the
property
from
the
early
80s
trying
to
verify
whether
that
that
got
discharged.
C
If
there
is
an
interested
party
will
we
will
certainly
make
sure
that
they
are
served
as
well
for
councils
information
back
in
nineteen.
Ninety
similar
proceedings
were
started
on
and
orders
for
report
prepare
or
demolition
given
on
the
same
property
owner,
but
for
property
located
on
York
Street.
So
the
proposed
notice
of
hearing
is
on
the
following
pages.
F
J
A
I
C
The
investment
committee
is
recommending
that
we
invest.
Three
million
of
the
money
will
be
receiving
back
from
Maine
State
Retirement
System
in
25
year,
cities
with
aroostook
savings
and
loan
at
an
interest
rate
of
three
percent.
If
in
their
goal,
mercy,
saving
and
Loan
skull
to
reinvest
the
money
in
the
city
of
caribou
by
lending
up
to
businesses
in
our
city
or
helping
people
buy
or
build
homes
here
in
caribou.
If
for
some
reason
we
need
to
break
a
CD,
we
would
lose
up
to
six
month
interest
on
that
CD.
C
The
remainder
of
the
funds
coming
back
from
maine
state,
which,
as
in
november
30th,
was
a
little
over
four
hundred.
Fifty
three
thousand
dollars
will
be
placed
under
the
g1
for
17
compensated
absences
account
that
will
bring
the
amount
in
that
account
to
500
5000
913
became
elated
total
for
vacations
and
payouts,
as
of
the
end
of
14,
was
598
thousand
675,
so
that
would
bring
the
account
into
good
shape
for
the
next
12
years.
A
A
C
A
C
Have
to
shift
some
money
around
at
some
point,
but
it
would
make
sense
to
buy
people
out
today
because
it
was
kept
at
the
number
of
hours
and
colas
would
be
added
on
to
that.
If
they
continue
to
work,
so
certainly
would
make
sense
to
buy
some
people
out
today.
I
know
there
is
interest
from
some
to
be.
F
A
F
Can
get
it
a
crew
X
number
of
hours
of
sick
leave
and
then
when
they
retire,
they're
paid
for
those
hours
yeah
but
week
at
those
hours
for
the
non-union
employees
as
of
last
January?
First,
so
whatever
they
have
coming
to
them,
whether
they
retire
today
or
15
years
from
now,
that
amount
is
not
going
to
change
or
that
number
of
hours
is
not
going
to
change
so.
F
H
F
C
Doesn't
think
it
doesn't
matter
where
we
put
it
if
it
goes
into
the
undesignated
or
if
it
goes
into
the
compensated
absences,
it
would
go
all
going
to
the
checking
account
right
and
so
for
cash
flow
purposes.
No
matter
what
balance
sheet
line,
we
put
it
into
it's
going
to
help
us
house
which
should
be
able
to
avoid
a
tan.
Okay.
Thank
you
that.
C
County
goes
into
from
an
accounting
standpoint.
It
seems
like,
if
we're
going,
to
offer
the
buyouts
and
might
just
make
more
sense,
to
put
it
into
the
compensated
absence
line.
If
that's
we're
going
to
pay
it
out
from
rather
than
putting
into
the
undesignated
reserve
and
then
moving
it
back
and
forth.
Do
we.
A
A
A
A
I
C
I
F
A
Don't
we
just
put
it
in
the
undesignated
account
and
then,
if
it
turns
out
that
we
have
a
number
and
find
out
how
many
people
want
to,
then
you
can
transfer
that
into
it,
we're
out
of
it.
For
that
purpose,
correct,
yep,
yeah!
That's
because
we
don't
know
how
much
it'll
be
now
or
anything
right
and
we'll
have
two
will
have
to
vote
on
that.
Regardless
will
we
not
yes
once
you
come
up
with
the
number?
A
A
Don't
understand
that
yeah,
I'm
not
against
doing
that,
I'm
just
saying,
rather
than
putting
it
into
that
account
because
you
don't
know,
if
you're
going
to
need
it
all
there
right
now
or
not
just
put
it
into
the
undesignated
account
and
then
whatever
we
need
there.
We
can
transfer
and
pay
off.
Whoever
wants
to
be
paid
off
and
be
done
with
it.
C
It's
not
the
last
name.
The
council
rejected
all
the
bids
on
the
fire
truck,
because
we
saw
further
clarification
from
team
on
selling
aerial
fire
truck
according
to
the
according
to
them.
The
truck
must
be
permanently
removed
from
emergency
service.
That
means
we
can't
sell
it
to
another
operation,
US
Canada
any
place.
We
must
also
have
the
whoever
we
do,
sell
it
to
certify
that
won't
be
used
for
firefighting
operations.
A
C
C
A
F
A
I'm
not
yet
I
just
have
it.
I
guess,
as
long
as
we
have
something
that
states
are
not
going
to
use
it
as
a
or
resell
it
as
a
fire
truck
they're
not
going
to
use
it
as
a
fire
truck.
But
I
was
wondering
if
the
catch
is
the
fact
that
they're,
not
the
original
owner
that
got
the
grant,
so
they
can
sell
it
to
a
fire
department.
They.
D
F
C
J
A
C
With
the
proceeds
of
the
sale
of
the
66-63
Sweden
Street
building
we'd
like
to
use
the
funds
to
make
some
needed
improvements
to
this
building.
One
project
that
is
of
an
urgent
nature
is
the
brick
facade
on
the
hosttower
right
outside
these
windows.
Here
on
the
side
face
in
the
police
department,
some
of
the
brakes
have
fallen
off
the
quarter,
bricks
that
were
put
up
in
sheets.
J
C
Would
look
like
bricks
to
match
the
rest
of
the
building?
One
other
project
that
we'd
like
to
look
into
is
possibly
the
remodeling
of
the
main
floor
of
the
Municipal
Building
would
make
sense
to
move
the
vehicle
registration.
The
clerk's
office
potentially
make
where
the
vehicle
registration
is
now
into
offices
that
has
some
of
our
services
and
use
citizens
use
the
most
such
as
housing
and
assessing
so
that
they
can
walk
in.
On
the
main
floor,
another
option
would
be
to
move
the
council
chambers
so
that
area
make.
C
The
offices
are
the
current
council
chambers
that
we
would
have
a
larger
council
chambers
if
the
council
would
rather
not
remodel.
We
do
need
to
replace
the
carpet
in
the
main
floor
of
the
building.
I'd,
also
like
to
look
into
getting
some
heat
pumps
in
the
building
cope
with
the
cooling
costs
in
the
summer
and
heating
in
the
winter.
Now
that
would
be
a
lot
more
effective
to
cool
it
with
he
pumps
than
the
current
window
units
that
we
use
in
a
lot
quiet,
especially
here
in
the
council
chambers.
A
A
C
D
D
And
I've
mentioned
this
well
in
the
past
also,
but
that
would
certainly
be
a
good
idea
and
now,
especially
with
the
enhancement
for
the
heat
pumps,
I
I
strongly
recommend
that.
But
is
there
any
reason
why
we
can't
just
put
the
money
into
the
Municipal
Building
Fund
and
then
identify
where
we
want
it
to
go.
