to

they'll
be

caveats

that,

they're,
designed
and
so
forth

the
issues
that
we
have
is
whenever
you're
dealing

federal
government,
they
usually
generate
maps

produce

the

city
acquired
this
property
several
years
ago
with
the
intent
that
we

major

business

exchange
for
them
be
able
to
operate
inside
city
limits.
The
a
military
authority
that
took
advantage
of
that
initially
has
since
left
the
city,
and
since
that
time
the
city
has
tried
to
lease
the
space
out
as
I
guess.

best
we
could-
or
at
least
we
tried
to
lease
out
the
space
to
try
to
recoup
some
cost.
Currently,
there
are
four
tenants
in
the
building.
We
have
the
county
bag,
Jacob
Beaupre
construction,
the
local
sears
company,
is
using
a
good
portion
of
the
building
for
cold
storage
and
the
RSU
is
using
about
300
square
feet
and
therefore
some
cold
storage
as
well.

rents
on
the
on
the
building
are
less
than
$1
a
square
foot
per
year.
Right
now,
so
we
are
getting
some
rent
but
not
a
lot.
There
was
a
question
during
the
last
meeting
that
was
posed
to
me
of
what,
if
we
were
to
sell
this
building,
what
would
be
the
city's
obligations
that
way
in
researching
the
when
the
city
bought
the
building?
We
utilized
two
funding
sources.

could
sell
the
building
in
a
sense
to
ourselves
if
they
would
allow
us,
but
we
would
have
to
pay
back
usda,
$350,000
or
350,
but
their
proportionate
amount
of
how
much
they
put
into
the
building
so
and
it's
estimated
at
forty
seven
point
three
percent
of
the
original
cost
of
the
building.
So
if
we
were
to
sell
it
for
a
hundred
thousand
dollars,
we
would
owe
them
four
hundred
and
seventy
thousand
dollars
roughly.

So
we
can
buy
it
ourselves
and
pay
them
back.
We
could
also
sell
it
to
them
and
they
would
basically
pay
us
back
any
money
we
put
into
the
building,
which
was
essentially
zero
because
we
use
grant
monies
to
to
buy
it
or
they
could,
in
the
sense,
take
the
building
back
and
turn
it
over
to
some
other
entity
to
try
to
continue
to
run
or.

are
not
quite
sure
if
we
would

pay
them
back
in
cash,
because
the
sometimes

CDBG
grant

if

fulfilled
your
obligations

back
to
the
state.

indication
is,
though,
that
with
this
building,
if
we
sold
it,
we
would
have
to
show
either
that
the
money

revenues
are
going
to

utilized

economic
development
purposes

pay

back

the

revolving
loan

are
several
programs
under

tip
district
that
we
could
in
a
sense
draw
this
back
towards

would
meet

think

CDBG
requirements.

birds
I'd
plant
is
going
to
cost
us
over
a
hundred
thousand
dollars
when
it's
all
said
and
done
to
clean
that
side
up,
if
we
could
get
a
large
chunk
of
money
from
this
to
help
out

boost,
so
I
guess
in
the
end,
we
have
obligations
to
the
USDA
and
of
the
CDBG.
Cdbg
is
a
little
more
flexible
with
us,
depending
on
what
we
would
do

money

event

feet,

in

alignment

two

Poles
that
would
need
to

removed
entirely

old
service
pole

trailer
home
on
the
very
south
end
of
the
project
boundaries.

properties
wouldn't

demolished

road

north

home

added
onto

save

home

picked

our
zoning

Planning
Board
is
getting
ready
to
send
to
you
a
massive
rewrite
of
some
of
that
ken's
pointed
out.

finishing
high
street
River
Road,
also
needing
to
look
at
the
improvements
of
the
highways
inside
the
urban
compact
zone.
Right
now,
you've

Main,
Street,
South,

north,

roads
that
are
falling
apart.
That
right
now,
that's
not
being
incorporated
into
the
budget.
Well,
I
should
say
it's
it's
being
requested
in
the
budget,
but
it's
not
being
funded
through
the
budget
process.

Looking
at
more
you've
mentioned
the
downtown
sidewalks
and
pedestrian
safety.
Our
public
parking
lots
need
resurface.

accessibility

safety
around
City
Hall,

highway,

firing

roof
is
going
to
have
to
be
replaced,
host
tower,
we've
funded
and,
of
course,
as
it's
been
discussed
overall
facility,

audits

plans
and
an
airport
development
potential.
The
gentleman
who
is
leasing
just
signed
the
lease
for
the
main
hangar
has
indicated
he'd,
be
interested
in
leasing
space
for
his
private
hangar
at
the
airport,
so
those
types
of
things
would
would
be
bringing
more
revenue
in
and
interest
there.

our
leisure
services,
which
I've
incorporated
as
recreation
and
culture
really
between
those
two
and
and
some
of
this
it
does
also
dovetail

tourism.

needs
