A
A
B
C
For
how
many
were
smoking.
D
E
So
mayor,
what
we
would
like
to
do,
then,
as
we
can
on
the
next
agenda
or
religion,
is
notify
each
of
these
individuals
and
then
come
in
and
and
have
a
more
formal
and
shaking
photo
opportunity,
and
they
would
like
a
resolution.
The
spirit
of
America
Foundation
would
like
the
resolution
recognizing
these
individuals.
We
could
have
that
on
your
agenda.
If
you
like.
A
He
was
in
Maine
once
nor
in
his
life
to
pick
up
a
destroyer
in
Bath
Maine
and
he
was
part
of
the
fifth
fleet
with
Bell
haul
Z's
group
and
went
to
Tokyo
Japan
and
after
two
years
of
service
returned
home.
The
purpose
of
his
handwritten
letter
was
his
great
concern
for
the
amount
of
snow
that
we
had
in
Aroostook
County
and
he
wanted
to
know
how
we
survived.
A
The
council
has
put
together
a
nice
handwritten
letter
in
return
and
I
will
read
the
last
paragraph
of
the
letter.
We
have
a
dear
it's
hot.
It's
on
the
third
page.
We
have
a
city
council
form
of
government.
We
are
seven
member
board
elected
by
the
citizens
of
caribou
main
means
best
hometown.
However,
we
are
always
looking
for
individuals
who
help
make
our
community
even
better.
I
presented
your
name
and
handwritten
letter
to
the
caribou
City
Council
and
they
are
going
to
vote
for
you
for
the
position
of
honorary
mayor.
A
F
A
Offski,
a
honorary
mayor
for
the
city
of
caribou,
any
discussion.
All
those
in
favor
motion
carries
Robert
also
wanted
to
have
our
local
news
town
Newton
newspaper
sent
to
him,
and
what
do
you
know
what
happens
to
be
the
one
with
the
state
champs
right,
he's
gonna
get
an
eye
opener
when
we
do
that,
and
if
we
could
tell
Robert
how
he
can
look
us
up
on
YouTube
in
the
packet
that
we
send
him.
It
would
be
great
and
I'm
sure
the
ladies
and
the
assisted
living
center
would
be
more
than
willing
to
help
him.
A
H
A
I
I
Large
scale,
cultivation
and
things
like
that
of
medical
marijuana
or
the
other
option,
is
to
do
nothing
and
really
the
default
is
opt
out.
And,
however,
if
you
choose
to
opt
out,
that's
not
to
say
that
mr.
Walker
cannot
conduct
his
medical
marijuana
caregiver
business,
including
the
cultivation
of
the
that
product
that
he
needs
for
his
clients.
I
Or
if
we
like
I,
said
the
council
could
choose
just
to
do
nothing
which
is
considered
an
opt-out,
and
at
that
case
the
the
medical
marijuana,
dispensaries
and
caregivers
registered
and
already
approved
will
continue,
does
grant
Father
and
the
medical
marijuana.
Caregivers
will
go
along
their
business
and
do
what
they
do.
E
To
be
clear
that
the
moratorium
does
not
prevent
a
caregiver
from
operating
in
Caribou,
and
this
only
addresses
the
cultivation
facilities
or
manufacturing
facilities
or
a
marijuana
medical
marijuana
retail
store.
So
these
are
things
that
are
above
and
beyond
any
caregivers
operation
for
their
clients,
and
so
it
sounds
like
based
on
the
earlier
comment
or
in
the
public
forum.
You
may
need
to
sit
down
and
revisit
what
is
the
business
model?
What
is
there
things
that
they're
doing
so?
E
We
can
make
sure
if
they
do
fly
under
this
moratorium,
that
we
facilitate
them
field
and
move
forward.
But
the
way
the
state
is
handling
all
these
definitions.
For
all
these
different
types
of
marijuana,
recreational
and
medical
storefronts
versus
dispensaries
versus
manufacturing
facilities.
We're
trying
to
get
a
grasp
of
all
of
this,
and
even
the
states.
E
And
so
we're
trying
to
address
all
of
these
things
also
watching
to
see
what
the
legislature
this
year,
but
as
I
said,
moratorium
right
now
does
not
prevent
a
caregiver
from
coming
into
caregiver
and
opening
up
their
doors,
but
if
they
get
into
the
cultivation
aspect
of
it
under
the
definitions
of
the
state
or
the
manufacturing.
Those
are
the
things
we're
saying:
we're
not
ready
for
those
types
of
uses.
Yet
until
we
figure
out
what
our
regulations
are
going
to
be
around
them,.
J
E
The
state
defines
things
differently
from
cultivation
facilities
versus
medical
cultivation
or
marijuana,
medical
and
manufacturing,
and
so,
let's
we're
just
trying
to
make
sure
we
have
and
our
other
regulations
that
we've
addressed
all
of
the
new
definitions
and
all
of
the
new
things
that
they
say.
These
are
what
the
cities
need
to
address.
I.
D
Yeah,
that's
that
was
gonna,
be
my
point.
We
we
gave
you
60
days
guys
times
up
we're
behind
the
8-ball.
Now
we
have
people
there
sitting
in
this
audience
that
would
like
to
bring
tax
money
to
this
town.
That
would
like
to
have
caregivers
there's
a
certain
way
to
do
it,
but
we've
got
to
follow
a
timeline
guys
and
I
feel
bad
for
some
of
these
people,
I
mean
no
way
around
it.
It's
legal
in
Maine.
J
E
That
just
to
give
an
idea,
a
caregiver
that
wants
to
grow
their
own
plants
for
their
own
client,
their
own
patients.
Okay,
that's
one
thing:
if
a
caregiver
lost
oh
now,
start
cultivating
in
that,
under
the
definition
of
the
state
law,
cultivating
means
that
you're
not
harvesting
plants
and
you're
selling
them
to
other
caregivers
or
dispensaries.
It's
no
longer
just
for
your
patients.
That's
then
a
cultivation
facility.
I
I

J
J
To
a
more
professional
facility,
as
the
Rome
that
a
play
that's
going
to
be
in
is
completely
sealed
from
the
outside
all
recirculated,
so
little
air
will
hardly
get
out
of
there,
except
for
open
the
door.
The
walking,
but
there
can
be
further
filtration
to
carbon
filters,
get
rid
of
this
bone.
It's.
F
I
K
J
K
K
J
E
E
D
K
I
E
E
K
A
E
We
have
a
policy
that
was
adopted
by
the
City
Council
several
years
ago,
which
outlines
the
procedures
that
we
will
have
to
go
through
when
we
tax
acquired
property,
I'd
like
to
get
it
back
on
the
tax
rolls
and
the
state
last
year
made
a
change
to
that
process.
If
somebody
qualifies,
then
we
have
to
go
through
a
process
of
listing
the
property
for
sale
through
a
real
estate
agent
and
trying
to
get
fair
market
value
for
it.
The
city,
then,
is
able
to
collect
off
of
the
proceeds.
E
What
we
need
for
reimbursement
or
full
compensation
of
taxes
owed,
and
anything
that
remains,
is
to
be
given
back
to
that
previous
property
owner,
and
so
this
resolution
effectively
amends
our
policy
to
now
include
reference
to
that
procedure
for
those
that
qualify
and
so
the
specific
language
that's
added
is
except
that
the
municipal,
ossifer
I'm,
sorry
missable
officers
shall
use
the
special
sales
process
required
by
36m
RSA
943
C
for
qualifying
homestead
property.
If
they
choose
to
sell
it.
C
C
E
E
They
published
national
standards
and
also
by
state
as
to
what
the
ranges
are
for
certain
positions.
Some
of
the
concerns
are
that
it's
it's,
maybe
not
as
in-depth
as
we'd
like
it
to
be.
You
also
had
the
main
municipal
salary
survey.
They
publish
a
range
as
well
for
each
of
the
positions,
some
of
the
concerns
being
been
a
bit.
We
don't
have
a
complete
picture
of
municipalities,
respond
that
sort
of
thing
and
then,
of
course,
as
a
city,
we
could
always
go
out
and
just
contact
cities
that
we
want
your.
E
What
are
your
wages,
whether
your
ranges
for
different
positions?
I
guess
tonight,
one
of
the
things
I
wanted
to
just
work
through
the
council
on
it
was
a
short
exercise
and
looking
at
as
we
go
out-
and
we
start
looking
at
all
the
data
that's
available
and
the
different
sources
do
we
want
to
look
at
constraining
that
data
a
little
bit
or
we
want
to
try
to
narrow
down
our
focus
and
three
questions.
I
guess
I
sent
out
to
you
to
get
your
feedback
on.
E
Yes,
as
we
look
at
different
communities
that
are
around
us,
which
is
most
important
for
a
comparison
there,
their
population
there,
maybe
their
distance
away
from
Caribou
or
or
the
valuation
of
that
community.
As
how
old
are
they?
Those
those
three
criteria
are
the
ones
that
we've
talked
about
in
the
past
and
I.
Guess
I'm
just
trying
to
understand
the
council's
position
on
these
three
characteristics
and
which
ones
are
the
most
important,
as
we
start
reaching
out
to
analyze
the
data
that
it's
out
there.
E
E
B
B
E
F
D
I
just
have
one
question
just
because
well
I'm
young
compared
to
you
so
fine.
How
did
this
all
start
really
I
mean
this
evaluation
of
non-union
employees.
The
way
I
was
always
raised.
If
you
work
hard
and
you
do
what's
expected,
if
you're
maybe
a
little
bit
more,
you
might
get
a
raise.
If
you
do
what's
expected
of,
you
were
a
little
less
might
not.
How
did
this
all
come
about
so.
E
It
really
is
a
I
think,
a
philosophy
of
merit
system
versus
a
step
system
of
compensation.
Caribou
has
many
years
incorporated
step
system
into
its
wage
policy,
and
so
the
question
has
been:
are
the
steps
that
are
established?
Are
they
appropriate
for
the
wages
of
the
market
or
for
the
comparison
and
back.
E
2008
many
years
ago,
the
city
hired
a
consultant
group
to
come
in
and
outline
for
us
the
best
way
to
compare
other
cities
and
that
went
through
a
to
make
light
of
it,
but
almost
a
12-step
program.
These
are
all
the
things
that
you
need
to
consider
with.
Every
single
position
are
they
supervisory?
Are
they
at
risk,
their
educational
requirements
necessary?
E
Are
there
financial
implications
of
their
duties
and
went
through
this
big
checklist
or
every
single
position,
and
based
on
that
it
gave
them
a
score
for
their
position
and
then
based
on
the
score
that
threw
you
into
a
certain
step
program,
and
then
there
was
also
of
well.
Are
the
steps
appropriate?
How
are
other
people
getting
paid
equivalent
positions
in
other
cities
and
do
we
need
to
start
comparing
ourselves
to
that,
so
that
we're
not
losing
people,
and
so
it
really
was
again.
E
This
are
we
dealing
with
a
step
and
the
longevity
issue,
or
we
focus
more
on
a
merit-based
system,
and
if
we
go
with
merit
one
of
the
review
criteria
for
that
being
in
place.
What
kind
of
supervisory
responsibilities
are
there?
What
kind
of
questions
are
asked?
What
are
we
very
clear
on
all
the
duties
that
have
been
assigned
and
making
sure
we
had
everything
in
place
for
that?
So
that's
really
well.
Right
now
is
the
the
non-union
employees
there's
it's
just
been
more
of
a
well.
D
E
H
E
A
H
A
F
A
E
The
request
of
the
mayor
we've
pulled
together
the
the
leases
that
we
have
were
more
familiar
with
the
airport
leases,
with
the
recent
six
BAE
T
hangar
that
was
opened
up
in
2018
and
so
right
now
all
of
those
T
hangars
are
rented
out.
We
also
have
a
land
lease
at
the
airport.
Some
of
you
may
not
be
aware
of
that.
Mr.
Tom
gets
as
least
point
zero
five
acres
from
the
city.
He
has
a
20-year
lease
and
built
his
own
personal
hangar
on
the
property.
E
The
airport
plan
calls
for
providing
similar
opportunities
to
other
pilots
that
might
be
interested
in
that
and
that
lease
is
expiring.
June
1st
2020
I
know
that
mr.
Getz
has
asked.
Is
the
council
interested
in
renewing
that
this
is
not
for
action
tonight,
but
something
that
needs
to
be
brought
up
another
time?
If
we
don't
want
to
renew
that,
then
the
city
has
to
compensate
in
for
the
shed
so
that
we
then
are
able
to
turn
it
around
and
lease
it
out
to
somebody
else
in
my
environment,
but
and
that's
one
of
the
strings.
E
Without
lease
the
T
hangars
we've
leased
those
out
all
in
accordance
with
the
City
Council
approved
fee
schedule.
We
have
the
lease
with
the
National
Weather
Service
that
currently
has
a
20-year
term
and
that
expires
in
2021
I
haven't
received
any
firm
number
back
from
NMA.
As
far
as
how
long
we
can
have
that
lease
in
place.
If
we
want
to
renew
it,
we
we
do
have
to
provide
a
free
place
for
national
weather
service
at
the
airport.
E
I'll
follow
up
and
see
if
there's
anything
wrong
with
Cologne
with
a
30
or
50
euros,
but
so
far
they
haven't
responded
back
to
my
question
with
any
definitive
number
at
60
access
highway.
We
have
four
leases.
One
is
to
Beaupre
construction
to
the
company
who
operates
the
Sears
in
town.
They
have
a
lot
of
clothes
storage
up
there.
County
bag
is
the
the
largest
lease
holder.
L
E
E
E
The
lions
building
we
do
have
a
rustic
EMS
in
there.
They
may
pay
us
about
four
thousand
dollars
a
year.
We
also
have
the
parking
lots
and
in
the
downtown
area
that
are
currently
leased,
place.
I
tell
on
a
99-year
lease.
The
Islander
museum
also
has
a
very
small
lieutenant.
That's
occupying
some
of
the
office
space
in
the
Nylander
for
a
minimal
fee
and
dealing
with
the
Carey
Medical
Center.
You
did
some
did
some
additional
office
space,
so
we
we
get
some
sense
compensation
from
Carey
to
house
one
of
their
operations
in
an
Islander.
B
E
You
these
are
the
the
revenue
generating
leases
that
we
have
as
a
city.
We
also
have
to
lease
obligations.
One
is
the
the
lease
for
the
wood,
pellet
boilers
and
the
other
is
a
fire
engine.
The
wood
pellet
boilers
was
a
13
year
obligation.
We
we
make
annual
payments
for
insensitive,
that
service
that
we
have
on
those
that's
it's
not
going
to
exceed
120
thousand
year,
but
between
now
and
the
expiration
it
escalates
up
to
that
120,000
fulmen.
So
each
year
that
will
that
will
go
up
a
little
bit.
K
A
B
March
of
2013
15,
the
manager
came
to
us
and
says
I
need
a
temporary
lease
because
I
tell
wants
to
get
whatever
done
and
got
loved
up.
Okay
and
the
intent
of
the
council.
The
whole
time
always
was
to
sell
books,
and
the
last
comment
made
in
that
meeting
was
Shay
mcdougal
said
and
then
we're
going
to
sell
and
the
answer
was
yes.
No
supposedly
there
was
a
problem
in
the
title
to
the
land
or
something
is
that
correct?
B
Yes,
now
there
was
a
now
there's
Caldwell's
in
the
same
piece
of
land
we
sold
them
or
did
we
did
we
sell
to
Caldwell?
Well
I'm,
sorry
if
we
did
sell
to
them?
Yes,
so
the
first
question:
why
is
there
a
title
problem
on
part
of
a
lot,
but
not
the
whole
lot?
And
secondly,
but
I
guess
we
were
never
told
that
this
is
what
happened.
We
assume
the
whole
council
that
fell
by
the
July
that
was
sold.
The
previous
manager
did
not
tell
us
otherwise,
no
legal
or
not.
It's
not
very
ethical
and.
B
F
A
A
A
G
A
E
A
A
It
was
doesn't
have
a
issue:
I
don't
have
an
issue,
so
sell
it
the
cycle
right
now.
If
they
don't
want
it,
then
we
own
it
again.
I
mean
what
are
the
options
here,
but
it's
clear
from
the
notes
that
we've
been
sent,
that
that
was
what,
where
we
are
now
was
not
the
intent
of
the
council.
Then
something
happened
in
between
that
needs
to
be
looked
at
and
it's
all
starts
with.
What
are
the
facts?
Where
are
we
standing,
though
so
Joan.
K
Dave's,
the
other
parking
lot
and
the
other
area
apparently
was
leased
as
well,
which
there
were
no
title
issues,
but
there's
one
thing
in
in
Dennis's,
email
to
us.
You
spoke
to
Austin,
I,
guess
and
he
said
that
the
city
did
not
resolve
the
title
problems,
and
so
that
was
that's
why
this
was
allowed
to
go
to
in
two
weeks.
K
It
was
his
responsibility
and
he
never
told
us
that
there
that
they
didn't
get
resolved,
I
mean
it
just
the
ball
drop,
but
the
way
it's
it
reads
right
here.
It
says
that
any
rent,
bicep
a
nice
tight,
L
cooperation
to
the
city
pursuant
to
the
Lea,
shall
be
applied
to
the
purchase
price
of
the
said
portion
of
the
parking
lots
as
contemplated
by
the
purchase
and
sale
agreement
which
is
reasonably
expected
to
occur
by
July
31st.
It
doesn't
say
it
has
to
be
occur,
occur
by
July
31st.
K
It
looks
to
me
like
when
I
read
all
this
other
part
up
here.
Well,
the
site
al
decides
99
years.
Unless
I
tell
you
no
terminates
it,
but
it
doesn't
say
that
it
had
to
be
done
by
July,
31st
and
the
way
this
reads
and
everything
else,
I
read
it
looks
like
they
can
still
be
done.
If
those
title
issues
are
are
resolved
or
whatever
the
title
issues
work
should
still
be
able
to
be
redone.
This
be
done.
This
doesn't
say
that
it
had
to
be
done
by
that
date.
B
E
C
A
C
F
D
E
C
C
D
Fourth,
our
four
hundred
thousand
hundred
fifty
thousand
get
it
back
on
the
tax
roll
and
if
I
was
Jacob,
Beaupre
I'd
be
a
little
angry
that
somebody's
only
paying
$100
a
month
for
8,000
square
feet
when
poor
Jacobs
and
he's
getting
one
twenty
five
hundred
square
feet
he's
paying
$2,100.
Oh
that's
rough.
E
So
also
we
did
incorporate
this
year.
Each
of
the
lease
agreements
talked
about
that
they
would
be
paying
for
their
utilities,
proportion
and
utilities,
and
so
I'm
working
with
Carl.
We
started
sending
out
bills
in
2018
to
help
cover
the
cost
of
power
and
I
know.
That's
been
a
point
of
concern
with
the
with
a
couple
of
the
tenants
is
that
they
hadn't
been
receiving
those
I.
Don't
think
it
was
something
that
they
they
weren't,
anticipating,
even
though
it
was
in
their
lease
agreements.
To
do
that,
you.
C
E
B
E
E
A
F
D
One
more
thing:
there,
the
wood,
pellet
boilers,
the
only
one
that's
work
is
the
rack
right,
only
one
out
of
them
all
and
as
our
lawyer
mr.
Solomon
gone
through
and
seen
what
we
can
do
about
this.
Is
there
anything
I
just
got
to
ask
it
one
last
time
is
there
anything
that
can
be
done
about
these
boilers,
not
working,
because
only
one
works
and
that's
sitting
right
over
the
rack.
C
K
C
H
C
C
Anyway,
so
my
my
suggestion
is,
is
to
get
one
contract
or
one
entity
to
look
at
all
of
them
and
get
like
a
maintenance
contract,
so
they
come
in,
they
do
an
annual
cleaning
service
and
you
get
one
person
that
gets
kind
of
the
corporate
knowledge
of
that
product
and
they're
the
only
ones
that
look
at
it.
So
gary
has
a
problem
that
same
person
comes
and
look
at
it.
The
same
person
comes
and
looks
at
this
one
as
I
understand.
C
C
D
E
D
A
Any
other
questions
comments
well,
counselor
gongs
got
a
couple.
Last
year,
I
asked
the
same
question
on
these
pellet
boilers,
something
similar
to
Tom
you
and
you
gave
us
a
stick
and
then
that
stick
they
had
in
fact
I.
Remember,
hired
someone
and
came
up
and
did
a
sessemann
and
went
through
each
boiler,
told
each
pellet
boiler
and
told
us
what
was
wrong
with
each
one.
So
I
would
ask
you
to
reference
the
documents
that
we
already
have
in
house
to
see.
A
A
L
A
A
A
E
The
Charter
allows
us
to
replace
equipment
without
having
to
print
out
to
vote,
and
so
in
that
sense
the
fire
engine
didn't
have
to
vote
well.
However,
the
pellet
boiler
system,
arguably
that
could
be
new
or
you
could
say
it
was
just
replacing
the
current
heating
systems
that
we
had
I
understand
your
this.
A
Goes
away
from
the
concept
of
them
right
back
to
the
concept
of
how
things
get
started,
the
CIP
program
and
we're
supposed
to
have
the
money
to
at
least
pay
a
majority
we're
supposed
to
be
saving
money
so
that
we
go
into
these
things.
We're
not
out
there
spending
the
kind
of
monies
that
were
spending
and
the
Charter
now
technically,
legally,
it's
the
intent
of
of
what
the
Charter
says
and
and
why
don't
and
I'm
just
curious
to
why
we
as
a
community?
A
A
Okay,
it
was
a
new
truck.
Yes,
it's
replacing
it,
but
I
still
think
the
voters
should
have
had
a
say
in
whether
to
spend
this
kind
of
money
on
this
project
and
it's
a
technicality.
We
don't
even
know
what
to
call
this
thing.
A
lease
alone,
a
debt
all's
I
know,
is-
were
spending
120,
proximately,
120
thousand
dollars
a
year
and
I
don't
see
the
payback
at
all
I.
Just
it
done
founds
me.
Tax
dollars.
A
Aren't
that
easy
to
come
by
that
we
can
start
spending
this
kind
of
money
without
knowing
what's
going
on
and
at
the
very
least
asks
the
caribou
citizens
what
they
think
about
it.
I
have
a
big
problem
with
this
whole
thing.
With
this
lease
deal,
no,
it's
not
a
lease,
it's
alone.
No,
it's
not
alone,
it's
whatever.
We
want
to
call.
E
So
it's
definitely
there's
a
I
understand
the
concern.
If
it's
going
to
be
a
major
expense,
do
the
citizens
vote
on
that
or
does
this
as
a
charter
and
I'm
sure
I
wasn't
here
when
this
one
went
out
but
I'm
sure
the
lawyers
looked
at?
Does
the
Charter
allow
for
you
to
go
into
this
situation
and
this
type
of
payment
arrangement
so
with
any
major
purchase
like
this?
If
we're
going
to,
you
know,
for
instance,
start
replacing
all
the
cruisers
in
one
year?
E
Well,
that's
you
know
thirty
five
thousand
dollars
for
each
cruiser
at
least,
and
that's
going
up
as
I
understand
it,
but
as
a
city,
then
we
can
say
well
we're
going
to
in
the
capital
improvement
plan,
we're
going
to
put
it
aside.
Thirty
five
thousand
dollars
every
year
for
the
next
five
years,
so
we
can
cover
that
and
one
thing
fell
swoop.
E
Put
that
budget
to
put
money
aside
every
year
until
we
could
have
paid
for
all
this
in
cash
or
depending
on
the
life
of
the
equipment
enter
into
this
type
of
a
payment,
get
the
equipment
now
we're
still
putting
the
same
money
aside,
but
we're
not
able
to
use
the
equipment,
and
we
don't
have
to
worry
about
the
mechanics
and
the
maintenance
and
everything
else
on
the
older
system.
It
really
is
a
balance
whenever
you
have
a
major
purchase
is:
are
we
at
that
threshold?
E
A
A
Not
engaged
the
citizens
of
caribou
if
the
citizens
of
caribou
who
had
been
engaged
in
the
pellet
boiler,
maybe
some
of
these
flaws
might
have
showed
up
before
the
big
purchase
was
made.
We
asked
people
to
come
in
and
speak
15
minutes
every
meeting
say
whatever
you
want.
That's
a
big
purchase
and
I
just
I
just
don't
see
what
what
the
harm
would
have
been
to
ask
I
just
hope
number
one
we
get
terminology
down
when
we
do
things
in
the
future
number
two.
A
A
A
A
A
E
So,
just
quickly
major
projects
that
we
have
right
now,
the
LED
streetlight
we've
we've
did
receive
our
information
back
from
Ameri.
We've
asked
real
term
to
update
their
numbers
and
get
it
back
to
us
for
a
final
report
to
you,
the
council.
We're
waiting
on
that.
I
know
that
there
are
other
communities
this
week
that
are
are
deciding
to
pull
the
trigger
or
not
with
real
term
and
I
should
be
able
that
our
next
meeting
be
able
to
give
you
an
update
on
where
the
other
communities
are
sitting
with
the
same
process
in
their
towns.
E
With
the
River
Road
I
received
this
afternoon,
the
preliminary
drawings
for
the
River
Road
I
haven't
had
a
chance
to
review
those.
Yet
I
do
have
a
meeting
scheduled
for
Wednesday
at
2
o'clock
to
review
those
with
the
staff
and
with
representatives
of
the
utilities
so
that
we
can
go
through
those
and
see
if
there's
any
conflicts
that
need
to
be
addressed
and
then
we'll
get
those
comments
back
to
Dubois
and
King
for
them
to
fix
those.
Then
they'll.
E
Take
those
comments
back
modify
the
plans
accordingly,
and
we
should
be
getting
closer
to
getting
that
estimate.
A
more
firm
estimate,
engineer's
estimate
on
the
cost
for
the
work
high-street.
The
bids
have
gone
out.
The
bid
closing
date
is
March
20th,
so
we
should
know
soon.
Thereafter,
yeah
you
do
t
is
going
to
move
forward
with
the
work
if
they
say
yes,
we're
going
to
move
forward,
that's
when
the
city
will
put
out
its
bid
for
our
side
of
the
work
that
needs
to
be
done.
E
Birdseye
cleanup
we've
made
application
for
roughly
$500,000
or
cleanup
grants
from
the
EPA
we've
already
fielded
some
questions
on
the
application.
We
have
it.
So
far.
We
haven't
received
the
notice
that
it's
been
denied
just
on
the
technicalities
of
the
application
itself,
and
so
that's
a
good
sign
that
it.
H
E
Be
considered,
and
then
we
have
the
senior
homestead
tax
credit
program
which
the
council
had
discussed,
bringing
that
back
for
policy
discussion
of
something
this
year,
and
so
we
just
need
to.
It
really
is
at
a
point
now
where
the
council
needs
to
decide
what
are
going
to
be
some
of
the
thresholds
for
that
program.
If
you
want
to
move
forward
with
it
and
actually,
if
you
want
to
fund
it
this
year,
the
indication
was
to
put
$50,000
toward
that
program
this
year,
as
we
get
closer
and
closer
to
June.
E
E
A
D
G
E
The
information
that
was
passed
out
included
back
to
2011
on
the
the
net
revenues
of
the
general
accounts.
Again,
these
are
the
accounts
that
we
can
spend,
there's
no
real
strings
attached
to
those
funds
and
then
I've
also
provided
the
net
of
all
accounts
and
that's
the
general
accounts
and
the
enterprise
accounts.
You
can
see
that
there's
a
lot
of
fluctuation
in
the
the
nets
between
the
the
fund
revenues
versus
fund
expenses.
Back
in
2011,
we
had
the
general
accounts
ended
up
the
year
at
a
negative
three
hundred
and
eighty
four
thousand
dollars.
E
E
L
C
E
A
C
Which
I
think
to
Dave's
point
I
think
is
the
reason
we
kind
of
wanted
to
have
this
running
tab
open
issues.
So
things
like
this
psycho
parking
lot,
don't
don't
get
dropped
I!
Think!
Last
year
we
had
didn't.
We
have
another
issue
like
this
with
the
employee
employee
payment
in
two
weeks,
instead
of
one
which
again
never
never
materialized
from
the
previous
management
anyway.
So
can
you
also
have
selling
you
60
access,
highway,
RFP
for
pellet
boilers
and
then
another
one
that
hasn't
come
up
in
a
while?
D
D
C
So
can
I
dove
tail
on
that
with
Tom
when
I
was
on
vacation
I
spoke
to
a
friend
of
mine
that
I
worked
with
in
California.
He
works
for
a
company
that
does
these
street
light
conversions
exclusively
all
throughout
the
country,
and
he
provided
three
three
pieces
of
information
that
would
be
helpful
to
us.
Whatever
light
we
choose,
it
should
be
the
lowest
color
temperature,
2700
K.
B
C
And
then
what
he
suggested
was
not
only
to
do
as
many
as
possible,
but
in
the
different
color
temperature.
So
people
can
see,
see
the
difference
and
to
use
cut-offs
on
the
fixtures
wherever
possible,
because
these
are
so
much
brighter
that
you're
gonna
have
lights,
light
enough
people's
fronts
and
backyards,
and
you
tend
to
get
complaints.

E
A
A
Before
leaving
this
subject,
though,
I
just
looked
at
my
notes,
and
you
showed
some
nice
charts
I
liked
the
actual
expenses
versus
the
projected
expenses
spreadsheet
that
you
accompany
those
charts
with
and
their
look
they're
interesting
reading.
As
far
as
to
know
where
you're
going
it's
great
to
know
where
you've
been
I.
A
Need
someone
in
the
very
near
future
to
explain
to
me
the
ambulance
situation?
I
know
mr.
Aiken,
former
mayor
Aiken
had
a
study
done
or
did
a
read
and
said
that
well
I'm,
not
sure
what
he
said.
But
could
we
dig
that
out
and
see
what
those
facts
and
figures
shows
because,
according
to
the
numbers,
they've
changed
considerably
over
the
last
two
years.
A
A
A
But
I
got
to
see
how
Gary
how
former
councillors
went
about
analyzing.
The
numbers
first
I
think
Hughes
request
for
having
a
heaven
like
this
is
a
nice
graph,
but
it
covers
five
years
if
we
could
cover
ten
or
fifteen
years
just
to
see
where
we're
going.
It
really
concerns
me
that
the
state
isn't
reimbursing
us
or
the
federal
government
I,
don't
know
which
ones
not
reimbursing
us.
Probably.

B

A
I've
also
have
been
confused
and
it
it's
it's
how
the
budget
process
works
and
my
understanding
of
it
that's
why
I
asked
to
have
that
latest
one
be
published.
It
shows
all
the
actual,
their
actual
numbers.

A
Reports
and
discussion
by
mayor
and
councilmembers
well,
the
mayor
last
on
8a
its
economic
development
priorities.
I
went
on
a
little
bit
of
a
tirade
on
my
definition
of
economic
development.
Don't
have
to
repeat
it:
I
wanted
to
give
everything
out
any
councillors
a
chance
before
Dennis
and
I
meet
this
coming
next.
Two
weeks
we're
gonna
meet
and
put
together
pie,
which
is
consists
of
the
mayor's
job
description
and
the
goals
that
we
would
like
to
set
him.
A
It
will
be
our
first
and
and
when
I
meet
with
Dennis,
we'll
put
it
together
from
what
we've
heard
and
we'll
come
back
with
the
first
draft
for
council
to
review
and
get
the
ball
rolling
and
the
whole
purpose
of
this
was
when
we
get
to
some
the
first
meeting
in
December.
We
get
the
job,
evaluate
the
city,
manager's
position
with
things
that
the
council
actually
said,
we'd
like
to
have
done
or
have
the
manager
go
in
that
direction.
B
D
My
only
comment
is
and
when
I
took
economics
in
college,
which
wasn't
that
long
ago,
it's
all
gonna
come
in
a
circle
circle
of
economics
and
it
comes
right
down
to
the
services
that
we
can
provide.
The
existing
businesses
in
this
town,
I
mean
the
the
Golden
Goose
is
not
gonna
fly
in
here
tomorrow
and
I
hope
it
does,
but
I
don't
think
it
will.
D
We
need
between
the
city
and
the
services
we
can
offer
the
citizens
that
move
up
here.
The
schools
people
want
to
make
sure
that
kids
are
going
to
good
schools
and
everything
that
encompasses
that
people
spending
money
here
and
kerabu
spending
money
and
Hannaford
for
produce
and
all
their
goods
and
clothing
that
sleepers
or
clothing
here
or
clothing
there.
It
all
has
to
encompass
that
circle
to
keep
the
money
here.
D
That's
I
just
want
mr.
mayor
and
dentists
to
keep
that
in
mind,
and
we
need
to
look
at
each
facet
of
that.
We
need
to
look
at
what
the
city
does,
what
the
schools
does.
What
are
we
offering
these
businesses?
How
we're
going
to
make
it
easier
for
them
to
do
business
in
Caribou?
And
that's
a
big
thing
to
me:.
C
About
their
definition,
so
I
try
to
keep
mine
rather
simple
and
that's
growing
the
assessed
value
of
everything
within
the
city,
all
the
properties,
residential
commercial,
and
if
you
get
that
using
that
pie,
analogy
again,
going
in
a
positive
direction,
we're
at
like
a
335
million
or
evaluation.
Now,
I
think.
C
M
Being
a
busy
business
friendly
community
allowing
people
to
begin
business
here,
but
also
focusing
on
family
friendly
activity
and
enhancing
the
businesses
that
we
already
have
and
ensuring
that
they
have
what
they
need
to
continue
to
be
successful.
If
we
want
our
community
to
grow,
making
people
realize
why
they
should
live
in
care.
Room
obviously
is
going
to
increase
their
economy,
so
sometimes
that
affects
what
businesses
we
might
be
wanting
to
attract
but
to
continue
to
grow
our
community.
M
C
Julie
I
guess
something
back
to
the
ice
back
to
the
candidate.
For
in
this
you
know
you
gonna
help
existing
businesses.
What's
here
in
your
hold
your
base,
you
lose
the
business,
the
Gator
business
or
who's
won
us.
In
that
loss,
I
mean
we
need
to
attract
new
business,
obviously,
and
as
a
city
we're
also
somewhat
limited
on
tools
that
we
can
use
to
economic.
You
can
do
tips,
I
mean
we
can
change
the
ordinances,
but
it's
not
I
think
we
can't
do
everything
for
everybody.
We
can
do
what
we
have
the
resources
to
do.
C
C
With
the
tools
we
have
available,
whether
it's
the
facade
difference-
and
it
like
he's
mentioned
as
simple
as
an
ordinance-
make
a
difference.
So
business
come
here.
K
For
me,
it's
just
again:
yes,
you
get.
You
need
businesses,
you
may
just
keep
them
here,
but
I
think
it's
the
quality
of
life
as
well.
The
lifestyle,
the
infrastructure,
the
housing,
the
jobs,
the
technology
that
we
have
we
want
to
make
this
like
it
was
Nicole.
That's
it
to
make
this
a
really
nice
place
in
which
to
live
so
that
you
have
the
services
that
they
need.
It's
not
just
when
you
can
go,
buy
your
groceries
and
your
clothes,
but
the
hospital,
for
instance,
bringing
in
more
qualified
cardiologists,
perhaps
or
something
that
you
can.
K
A
Okay,
thank
you
very
much
like
Sato
Denis
tonight.
Some
of
some
of
the
points
told
him
to
bring
up
to
your
point.
I
I.
Think
part
of
the
one
aspect.
Maybe
answer
that
question
would
be,
is
we're
hoping
that
Denis
will
go
out
in
interview
or
talk
to
or
take
the
lunch
business,
men
and
women
throughout
our
community
privately
we're
not
asking
Denis
this.
Who
said
what
or
anything
like
that,
but
come
to
the
end
of
the
year?
A
C
A
B
A
L
G
Good
evening
I'd
like
to
introduce
the
a
new
assistant
city
clerk,
who's
patiently
waited
two
hours
to
be
introduced.
It's
Danielle
McLaughlin
and
she
has
worked
since
the
day
after
presidents
day
learning
all
the
ins
and
outs
of
Connie's
position,
but
she's
not
only
learning
motor
vehicle.
She
is
learning
because
she
has
the
title
of
assistant
city
clerk,
she's,
learning
all
aspects
of
my
job.
G
G
G
L
G
G
It's
a
Friday
she's,
not
there.
Last
night,
it's
not
a.
It
is
not
a
Friday.
Excuse
me
and
it's
a
Monday's
her
last
day.
So
it's
a
money
because,
as
she
says,
that
is
the
end
of
a
pay
period
and
her
anniversary
is
actually
the
seventh
and
so
that
was
the
end
of
the
pay
period
and
she
gives
that
33
days
and
33
years
in
one
day,
I
don't
think
there
will
be
much
work
me
and
I'm.
G
G
E
They've
had
a
lot
going
on
I
believe
they
were
at
the
elementary
school
in
the
middle
school,
taking
pictures
and
with
all
the
other
kids,
and
they
left
counting
that
golden
ball
around
town
and
it's
been
fun
for
them.
And
if
you're,
okay,
mayor
with
the
being
on
the
next
agenda,
having
them
come
in
and.
A
M
A
To
say
that
I
had
the
privilege
of
going
down
to
miss
Jordans,
preschool
daycare
run
much
or
the
exact
title
I
got
to
tell
you.
I
was
impressed
of
not
only
the
investment
that
these
people
have
made,
but
the
professionalism
in
which
they
did
it
in
it's
a
great
asset
for
not
only
caribou,
but
it's
a
heck
of
an
asset
for
our
community,
seeing
our
for
our
downtown,
seeing
how
this
investment
has
been
privately
made.
We
talk,
often
in
your
chart
of
economic
development,
was
one
about
regulations
and
making
it
as
easy
as
possible.
A
A
You
then
have
the
ability
to
take
your
students
to
a
brand
new
one
through
eighth
grade
school.
You
have
your
ability
to
take
your.
The
students
can
go
to
an
after-school
scenario
at
the
Rec
Center
with
Gary,
and
his
staff.
I
can't
believe
that
profession,
any
couples
professional
couples
that
that
there's
there's
two
things:
there's
economic
development
and
there's
marketing
what
you
got.
A
Well,
grab
this
bull
by
the
horns
and
let's
make
hay
with
it.
Those
people
put
a
lot
of
time
into
that.
A
lot
of
thought
and
time
into
building
that
I
would
highly
recommend
it
to
any
citizens
of
caribou
to
take
the
take
the
10-cent
tour,
it's
really
nice.
Anything
else
chair
will
entertain
a
motion
to
go
into
executive
session.
