A
A
Consent
agenda.
We
have
minutes
from
the
august
14th
regular
council
meeting
minutes
from
the
august
28
special
counsel,
meeting
august
2017
financials
liquor
license
and
special
amusement
permit
renewal
for
a
w
properties
doing
business
as
the
warehouse.
We
also
have
the
caribou
fire
and
ambulance
report
and
the
police
report
move
this
late.
B
C
B
D
Just
had
one
more
question
too:
is
there
still
a
parking
problem
down
there?
I've
had
some
comments,
you
know
people
they
couldn't
get
an
ambulance
through
or
anything
is
there
anything.
A
They
helped
his
appointments
with
an
island
and
museum
board
carol.
Wolfington.
A
We
have
a
discussion
possible
action
regarding
official
proclamation
declaring
september
2017
child
cancer
awareness
month.
I
guess:
is
there
anyone
opposed
to
making
september
child
cancer
awareness
month
move
to
approve
exactly
all
in
favor
council
ontario.
Would
you
like
to
read
the
proclamation.
D
This
year
and
whereas
one
of
caribou's
own
youth,
zachary
garnier,
a
brave
cancer
warrior,
was
diagnosed
with
ewing
sarcoma,
a
rare
bone
cancer
in
august
2013
and
subsequently
lost
his
battle
on
october
22nd
2016,
just
one
month
shy
of
his
14th
birthday
and
whereas
there
is
a
need
for
additional
understanding,
education,
research
and
effect,
a
facial
treatment
for
childhood
cancer
patients
and
their
families,
and
whereas
september,
is
recognized
as
national
childhood
cancer
awareness
month.
Now.
F
Here
in
council,
zachary
gonyear's
mother
is
here
tonight
I
believe-
and
I
don't
know
if
you
want
to
give
her
some
time
on
the
floor.
Yes,.
G
This
is
a
very
challenging
thing
for
me
to
do
today
hasn't
been
quite
one
year
since
my
son
passed
given.
That
september
is
nationally
recognized
as
childhood
cancer
awareness
month.
I
felt
it
critical
that
this
be
part
of
the
process
today,
and
I
truly
appreciate
from
the
bottom
of
my
heart.
Your
willingness
to
adopt
this
proclamation
zachary
was
a
warrior,
as
are
all
children
who
fight
childhood
cancer.
G
G
G
G
A
F
Chief
susie
and
I
were
able
to
meet
late
this
afternoon
and
go
over
some
of
the
the
information
that
he
was
pulling
together.
I
have
a
handout
that
we
can
put
on.
F
H
So
I
guess,
first
and
foremost
the
the
one
I'd
like
to
start
with
is
the
ambulance
a
little
over
a
month
ago,
now
we
had
an
accident
with
the
ambulance
and
and
totaled
the
piece
of
equipment
been
going
back
and
forth
with
the
insurance
company
to
see
what
they
would
do
because
of
the
insurance
coverage
that
we
did
have
on
it.
It
was
a
liability
insurance.
H
Our
total
payout
for
that
ambulance
was
four
thousand
dollars.
I'm
not
counting
the
equipment.
They
came
good
for
the
expensive
equipment
that
was
in
it,
the
stretcher.
The
monitor
the
stretcher
has
been
been
replaced
should
be
showing
up
anytime
now,
so
the
matter
at
hand
is
replacing
the
ambulance
this,
like
any
other
ambulance,
it
doesn't
get
picked
off
a
lot.
It
takes
six
to
seven
months
to
build
one
and
that's
what
I'm
here
tonight
to
discuss
with
council
about
the
acquisition
of
a
new
ambulance.
So
we
can
get
it
sometime.
Hopefully,
in
february
or
march.
A
H
A
H
You
could
do
that
if
you
didn't
want
to
do
any
long.
Distance
transfers
you'd
be
looking
at
three
ambulances
you'd
three
ambulances.
E
A
A
H
H
H
If
we
didn't
have
five
ambulances,
it
would
have
been
a
223
000
loss
to
the
city
of
caribou,
so
I
went
back
again.
I
went
back
to
2015..
It
would
have
been
a
217
000
loss
to
the
city
of
caribou.
Had
we
not
had
the
fifth
ambulance
due
to
overlapping
downstate
calls,
which
has
been
increasing
over
the
last
three
years
more
than
it
ever
has
what.
H
H
H
That's
that's
generally
what
we
we
go
on
so
you're,
looking
at
a
two
plus
million
dollar
loss
to
the
city
without
that
that
purchase
from
not
being
able
to
do
it
now.
That
being
said,
we've
had
77
days
this
year
without
a
fifth
ambulance
because
of
maintenance
issues,
something
goes
into
the
shop.
A
broken
truck,
there's
been
77
days
that
we've
had
four
ambulances.
H
H
A
I
A
A
And
so
you're
saying
we're
going
to
you
know
it's
going
to
cost
us
215
000,
whatever
that,
isn't
really
what
it's
going
to
cost
us,
because
you
have
to
deduct
what
the
costs
are
to
operate
that
ambulance
and
that's
what
I
kind
of
like
to
see
like.
Where
are
we
really
at
with
this?
If
you
look
at
the
real
numbers.
H
Only
had
liability
coverage
on
our
equipment.
Why
why
that
was
the
money,
saving
insurance
that
we
got
two
years
ago
when
they
did
that
we
don't
now
now
we
have
full
coverage
on
our
equipment
as
of
as
of
two
weeks
ago,
when
they
did
the
reval,
and
once
we
found
out
what
the
insurance
coverage
actually
was.
I
H
D
H
D
H
B
H
Ambulance,
if,
if
we
go
with
autotronix
again,
the
price
of
the
new
ambulance
would
be
200.
It's
201
thousand
dollars
they'd
give
us
10
000
for
the
old
engine,
one
as
opposed
to
putting
it
out
for
a
bid,
so
they
would.
They
would
take
that
and
trade
plus
the
additional
24
and
then
we'd
have
to
do
the
rest
on.
H
H
D
But
if
you
use
the
van
that
would
still
leave
you
one
ambulance
to
go
downstate
as
well,
because
the
van
would
bring
us
back
up
to
five.
D
H
How
many
are
we
you
get
that
revenue,
those
that
was
based
off
in
208
is
69
to
date,
extra.
H
H
H
D
I'd
like
to
see
the
difference
that
the
actual
net
cost
or
whatever
of
the
lost
revenue
versus,
if
you
didn't
have
that
fifth
ambulance,
you
know
you
know-
and
I
also
it
looks
like
a
van-
would
be
about
five.
Fifty
thousand
forty
five
thousand
difference
I'd
like
to
look
into
that
as
well.
I
don't
think
I
don't
wanna
really
make
a
decision
tonight,
I'd
like
to
look
at
some
figures
and
stuff
and
weigh
it
a
little
bit
first
until
next
time.
I.
H
F
I've
had
some
opportunity
to
speak
with
chief
susie
about
it.
We've
we've
gone
over
some
of
the
numbers,
the
request
for
actual
you
know
true
operation
costs.
We
haven't
done
that
yet
we
could
certainly
bring
that
back
to
you,
as
has
already
been
pointed
out
by
the
council.
The
lease
option
doesn't
seem
to
be
the
best
option
to
even
consider
moving
forward,
but
we
haven't
talked
about
the
van
option,
so
we
could
certainly
look
at
that
as
well.
F
F
A
A
A
F
J
Or
we
going
to
discussion
well
after
a
motion,
we
generally
go
into
discussions.
Well,
somebody
got
a
second,
I
didn't
say:
okay.
Well,
I
would
like
to
see
some
some
estimates
for
a
van
okay.
We
talked
about
this
the
last
time
that
you
brought
us
a
quarter
of
a
million
dollar
price
for
an
ambulance.
Maybe
we
need
to
mix
our
fleet
up
a
little
bit
and
then
manage
it
accordingly,
and
one
of
my
worst
fears
has
happened.
J
F
If
I
can
maybe
address
that
a
little
bit,
she's
also
been
talking
about
the
overtime
and
the
personnel
needs
there,
we
maybe
for
the
retreat,
will
present
an
idea
that
we've
had
to
not
increase
the
number
of
full-time
paramedics,
but
there
might
be
some
options
to
add
some
additional
staffing
there
reduce
the
overtime
but
also
maintain
the
trips
and
thus
above
that
revenue,
some
more
we're
going
to
do
something.
I've
brought
up
three
four
years
ago.
I
H
H
So
if
we,
if
we
lease
this
one
right
now,
I'm
going
to
come
to
you
in
two
years
for
a
remount
for
a
hundred
thousand
dollars
and
then
in
another
two
years,
maybe
three
but
two
years
it'd
be
time
to
get
ready
for
another
remount,
so
you're
going
to
be
paying
for
those
remounts.
On
top
of
this
lease
up
until
the
end
of
that
five.
I
H
H
A
A
H
H
H
B
A
All
right
next
item:
I
guess
I'm
going
to
turn
it
over
to
our
manager
who's
going
to
give
us
a
report
on
our
expenses
and
our
eighth
month
budget
report
manager
marker
we'll
let
you
take
it
from
here.
F
Mayor
and
council,
the
the
charter
requires
that
I
present
to
you
before
september
15th,
an
eight
month
snapshot
of
where
we're
at
is
our
our
expenses
for
the
year,
and
so
I
think
the
the
basic
summary
of
everything
is
that,
looking
at
the
what
we've
spent
so
far
and
what
we
anticipate
spending
it
looks
like
we're
going
to
come
in
about
95
of
budget
and
that's
again
it's
just
a
projection.
F
F
It's
projected
that
some
of
the
departments
will
exceed
their
their
budgeted
amount.
The
on
the
order
of
the
biggest
one
would
be
about
25,
almost
26
000
out
of
economic
development,
but
that
expenditure
projected
expenditure
overrun
is
offset
by
the
amount
of
revenues
that
are
they're
being
brought
in
for
the
sponsorships
for
all
the
events.
So
it
was
actually
an
offset
there
toward
the
positive
thanks
to
the
work
of.
C
A
You
want
me
to
just
point
out
a
few
things
sure
so
sure
when
I
look
under
public
works
that
asphalt
254
000
way
back
when
and
now
this
year
was
208
000
for
asphalt,
we've
only
spent
we
spent
19
and
we're
projecting
to
spend
28,
which
is
only
13
of
the
budget.
My
guess
is
we're
going
to
spend
all
that
208.
F
A
One
that
I
looked
at
was
the
was
protection
where
that's
where
our
hydrant
rental
is.
A
Yeah
we
had
a
budget
of
322
000
and
now
we're
projecting
we're
going
to
spend
275,
which
is
seven
thousand
less
at
forty.
Seven
thousand
dollars
is
the
forty
seven
thousand
dollars
you're
going
to
be
building
january
for
december
last
year.
You
get
your
first
bill
in
february,
you're
always
a
month
behind,
and
I
want.
F
A
A
Now
I
have
nomination
papers
are
available
right
now
for
three
city
council
seats
term
of
office
is
three
years
for
all
of
those
two
rsu
39
board
member
seats
term
of
office
three
years
and
one
for
jefferson,
carey,
memorial,
hospital
fund
term
of
office.
Three
years
papers
can
be
taken
out
at
any
time
and
are
due
back
by
september,
the
22nd
five
o'clock
in
order
to
be
placed
on
the
ballot
and
the
city
clerk's
office
is
going
to
be
closed.
Tuesday
september,
the
12th
tomorrow
for
the
training
session.
E
You
want
to
talk
about
the
marathon
great
it's
going
to
go
great,
the
weather
is
awesome,
we
ordered
great
weather
and
we
haven't.
We
don't
need
to
use
a
decision
maker
this
year,
but
item
number
six
was
some
bid
openings
and
I
failed
to
let
dennis
know
about
the
the
gristmill
park
project.
I
did
get
some
prices
back
from
our
bid.
E
We
only
had
one
company
that
entertained
to
put
a
bid
in
they
got
it
in
on
time.
On
friday,
that
was
haney's
building
specialties
out
of
caribou
with
a
total
amount
of
34
175
that
includes
the
deck,
includes
all
the
all
the
earth,
work
and
prepping
of
the
prepping
of
the
asphalt
ramp,
and
that.
E
That's
where
I
was
between
34
and
36
thousand
dollars
what
I
had
anticipated
again,
this
one
was
one
local
company
that
bid
on
it.
Just
wanna
see
what
the
council's
wishes
are.
If
you
guys
wanna
discuss
it.
E
Well,
we're
going
to
hold
off
on
the
probability
of
paving
with
the
d.o.t
store
work.
That's
going
to
happen
2018.
I
believe
we're
gonna
probably
hold
off
on
the
ramp
to
pave
the
ramp,
because
it
looks
like
that
new
storm
drain
possibly
will
go
down,
it'll
be
on
the
other
side
of
the
ramp,
but
it
would
hold.
It
would
impede
the
the
ramp
to
get
down.
So
I
figured
if
we
do
it
this
year.
E
A
When
do
you,
when
is
this
project
planned
to
start
or
when
you
plan.
E
I,
if
I
get
permission
to
go
to
proceed
with
the
council,
I'm
going
to
talk
to
the
contractor
and
see
if
they
can
see
if
we
can
start
it
this
year.
It's
I
mean
we
got
some
great
weather
still
to
come.
I
mean
the
month
of
september
is
just
starting
october.
Typically,
and
it's
a
dry
area,
public
works
went
in
last
week
and
cleaned
up
a
bunch
of
the
area
took
all
the
fencing
out
cleaned
it
up
looks
it
looks.
It
looks
a
lot
better
looks
a
little.
B
E
E
E
A
E
E
Thank
you,
the
other,
the
other
thing
that
I
want
to
give
a
quick
update
on.
I
got
a
price
on
moving
the
fence
at
the
rec
center
for
the
national
guard
fence
for
the
new
park.
E
The
company
out
of
caribou
gave
me
a
price
of
fifty
six
hundred
thirty
dollars
to
move
all
that
fence
national
guard's
requiring
we've
gotta
move
their
gate
as
well
push
it
back,
there's
going
to
be
some
of
our
cost
to
help
out
with
taking
out
some
of
the
old
fence,
because
they're
going
to
rehab
majority
of
the
fence.
That's
there.
The
contractor
is
willing
to
do
that
with
us,
so
5630
dollars,
I
thought,
was
a
a
real
good
price
to
move
all
that
fence.
E
He's
gonna
have
to
be
creative
when
it
comes
to
moving
the
big
30-foot
gate.
Luckily
he
put
it,
he
installed
it
so
he's
very
familiar
with
it.
I
got
a
quick
price.
I've
been
trying
to
nail
down
the
national
guard
for
some
engineering
plans
for
that
fuel
pad
it's
a
21
by
42
pad,
I
don't
know
the
specs.
I
know
it's
six
inches,
but
I
don't
know
if
they're
asking
for
3
500
psi
or
what
kind
of
rebar
they're
asking.
E
So
I
found
a
contractor
today
to
just
give
me
a
quick
air
quote
highest
psi,
all
the
rebar
everything
he
came
out
with
five
thousand
dollars
to
pour
it
and
make
a
pad
with
us
building
prepping
the
earthwork
for
it,
and
I
do
believe.
I
think
that
that
council
had
agreed
not
to
go
over
15.
E
if
we're
good.
With
that,
I
will
go
to
some
of
those
other
contractors
and
talk
to
them
and
get
it
formally
done
as
long
as
it
doesn't
go
over
the
15
000.
Are
you
guys
going
to
allow
me
to
proceed
with
this?
This
fall.
If
we
can,
I
know,
but
I
just
want
to
get.
I
just
want
to
make
sure
I
get
everybody's
blessing.
Okay,
no
problem.
J
E
New
flagpole,
we
erected
a
30-foot
flagpole
last
two
weeks
ago
in
memory
of
joseph
sleeper.
Mrs
sleeper
came
to
me
back
this
summer
asked
if
we
could
purchase
a
flagpole
in
memory
of
her
husband.
I
still
got
to
get
the
plaque,
but
we
got
it
up.
It's
going
to
be
used
for
our
first
official
use
is
going
to
be
for
the
marathon
for
the
national
anthem,
so
the
flag
came
out
great
and
she's
very
appreciative.
Yes,
sir,
could.
B
You
find
two
welcome
to
caribou
signs
and
switch
them
with
the
two
in
front
of
the
rec
center,
because
the
two
in
front
of
the
rec
center
don't
look
too
pretty.
E
No,
we
got
to
get
we've.
I
don't
know
if
I
have
any
extras,
mr
martin,
but
I
probably
can
get
them
out
down
in
time
and
have
them
stitched
up.
I
can
get
them
fixed.
I
got
to
get
the
bucket
truck
anyway,
so
any
other
requests.
