Reflection, if you will keep all those that are dealing with this cold spell in.

Your thoughts and prayers, and certainly all those that are in public safety and.

In our armed forces.

So again, good morning, everyone, it's been an interesting couple days as we deal.

A

With some of the coldest weather I think we've ever had, and for those of you that.

A

Have been around longer than me, you know I've only being bing in my 30s now you.

Know I've been around you find that 20.

A

We we are challenged in many ways over the department, sir, I got to say doing a.

A

Great job- and I think you'll hear my colleagues say that too it's tough when you got to deal with snow and and precipitation this time of.

A

The year, but when you add that I have negative seven degrees in lovely.

A

Downtown pleasant valley this morning, so I can't remember everything: that's.

A

That's interesting so, anyway, short you memory anyway positively carol. What do.

A

We have mr. weaver we'll start with you. Well, our on my left. We both of us spend.

A lot of time, saturday, together we started with the martin luther king.

D

Breakfast I think in the morning and then we ended with the carroll county.

D

Youth service bureau chop the ball saturday evening. Those great events.

People in the audience were here and both events and, in fact, our guest.

Speaker for the martin luther king's doctor, lockard so yeah, both excellent.

Events agreed on tuesday, commissioner ross tina myself went and met with had.

Singers, department of health we have to breathe and what they're up to.

I'm astounded every time I go into one of these briefings to get brought off.

The speed or what all the county does I'm thoroughly impressed with all the.

B

Staff of the county, what they do, and I appreciate everything thank you.

B

Now I guess I can dovetailing that they're absolute rock stars- and you know.

The the work that they're doing within the health department, it also leads into.

E

Commissioner, wentz and I were down in now.

E

Or the merlin association county's legislative day, every wednesday we go.

E

Down there, and we also had the opportunity to listen to our governor.

E

With the state of the state and what the positive part about that is he I believe.

E

Continues to highlight the requirements and needs, especially with the opioid.

E

Crisis that we are going through, I say, opioid- drug crisis, opioids.

E

Fentanyl all this stuff that we got to deal with and it it really dovetail from.

E

The conversation we had on tuesday with the health department into the what I.

E

Was listening to from our governor and the resource that we need to continue to.

E

Apply towards it so we're doing well, we need to do more, they say it's very.

Positive that my car started this morning, cuz the weather. I was kind of.

F

Worried there, but I mean I'm seriously, look with all the county staff does to.

F

Keep everything running up and moving and so forth, because I'm worried about my car in my house and so forth. But they have all the buildings and all the.

F

Vehicles out there to keep running moving and they do a great job. And it's.

F

Poison for that you know when the snow came or whatever we wouldn't be in.

F

Session, although I was hoping my school would close again, but now that's it. Okay,.

A couple things for me: first of all, I would ask that we talk about our.

A

Emergency management, folks, all the time and that's one of the groups that does a.

A

Lot- and you hardly ever hear from them because they do such a good job. We've.

A

Also got one of the, if not the best emergency management groups in the.

A

Country with maryland's emergency management group, that is it camp.

A

Frederick, just down the road, so this past week they experienced the loss down.

A

There, and with my 43 years in public safety, I knew this gentleman real well, I.

A

Was actually supposed to be at the governor's emergency management advisory council meeting today, and it was canceled as a result of.

A

The death of donna lumpkins, who was the cfo and a deputy director of nema, he.

A

Went by dock, not a small guy, pretty big guy but left us way too soon, and I just.

A

Want to reach out and say to all the folks who we deal with a lot, especially.

A

Now, this time of year, at mema, that we are certainly thinking of them in in the.

A

Things that they're going through and his funeral was actually today so want.

A

To give a shout out to all those folks there and the continued effort here to.

A

Make sure that carroll county can continues its effort with our outreach. I.

A

Had the opportunity to sit in the third row of comptroller franchot is wearing.

A

In ceremony, at the university of baltimore on monday, most of you know.

A

That control of rancho is in carroll a lot actually comptroller franchot in the.

A

State of maryland in many areas a lot, that's one of those things that I talked.

A

About a lot personally, I don't care what you got beside your name, a dnr, and I why.

A

Is z and x whatever it is, there's a gentleman that that is the true.

A

Bipartisan leader, one of our leaders in in the state of maryland, I appreciate.

A

All the efforts he was just here matter of fact, commissioner weaver and I.

A

Were with him at in finksburg, and then I mr. fraser joined me in downtown.

A

Westminster at julia nova, grocer best italian cold-cut in the land, by the way.

A

And he he met with all of the folks here, so a great opportunity. There.

A

Commissioner, ox rothstein did point out that we were in annapolis yesterday. We.

A

As part of that, outreach name actually had actually had a seat in the gallery.

A

For the state of the state address, that's kind of unheard of because if you.

A

Pay attention to the state-of-the-state all the county.

A

Execs are sitting there, but yet the presidents and the chairman's of the.

A

Commissioner, forms of governments aren't in the room. It's amazing to me because.

A

We do the same things that they do and oh by the way we do it better. So I.

A

Actually had a seat yesterday, and I want to thank senator justin reedy for the.

A

Efforts that he put forth in order to ensure that we did have a seat yesterday.

A

At 10 o'clock the night before I finally got the call and said we got you a seat.

A

So that that's huge- and I want to thank again senator reed- oh echo, very good and.

A

I want to commend dr. locker and jason. You were there as well. Thank you. You.

A

Tag-Team that and appreciate all the information that you shared with.

A

Everyone and then we had a chance to party later on that night, not that that.

A

Wasn't a party, but we had a chance to party later on that night, with an with.

An organization that does a tremendous amount of things for our community.

A

That's the carroll county services bureau, so we appreciate all their.

A

Efforts so thank you to everyone who was involved in that and off. We shall go all.

Right agency presentations today is all about that for actually this morning and.

A

I'm gonna remind those folks again: here's here's my here's, my my.

A

I don't know my thoughts on what we're trying to do here. There's been some.

A

Misconception about what these agency hearings are this: these are not. This is.

A

Not the budget hearings, everybody needs to settle down. The budget will be here.

A

Soon enough and we're gonna deal with those decisions, then these budget hearings have merely been a way in which we get a.

A

Synopsis, if you will of the agencies, that we provide funding to reviews their.

A

Visions, their activities and that's all that this is and we're gonna try to hold.

A

You to 15 minutes. I've got a bail but we'd like to keep it at 15 minutes. If we.

A

Could because we've got at large a pretty large agenda today, so that's.

A

Where we are sort of the folks that got a little bit confused, we will hear again.

A

From most of these agencies, when the budget comes upon us, which again 37 days.

To sprint yeah so with that being said, out of the gate this morning, carroll.

A

County public schools and dr. lockard I'll, let you introduce you you're.

A

Bringing up with you not that we don't know these folks but I'll. Let you do the.

A

Honor so, gentlemen, good morning good morning, thank you, president. Lance.

Members of the board of county commissioners, it's privilege and an.

G

Honor to be here with you today, john o'neil is our chief, our sorry assistant.

G

Superintendent of operations, steve johnson, is our assistant, superintendent,.

G

Of instruction jason anderson's, our executive director.

G

Of school performance, equity and accountability, we have three board.

G

Members joining us as well marsha herbert ken cuyler and patricia dorsey.

G

Believe I saw chris heart love our chief financial officer with us.

G

Well, so that's the staff we brought along, I was told 10 to 15 minutes so.

G

I'll I'll do my best to be line by the way who's been chosen to sprint across.

A

The park steve john says the face that used to roll, so I assume you've got a.

A

Designee now I'm ready to go so in 10 to 15 minutes. We will do our best to share.

G

Some of those organizational highlights with you, some of the accomplishments.

G

That we're really proud of, as well as some of the challenges that we face. I know we have a joint meeting set up for next week. We're excited about that. An.

G

Opportunity to discuss some of these things more in depth at that time, as.

G

Well so, first and foremost, I think it goes without saying carroll, county.

G

Public schools is an outstanding school system. I am so proud to be here in this.

G

Role, I'm a proud product of this school system. I've said this before so I.

G

Apologize if it's repetitive, but what I knew as a kid growing up here and a.

G

Graduate of westminster high school and what I quickly reload distan a couple of.

G

Week back in carroll, county public schools is there outstanding people not.

G

Just in the school system, but in this community, commissioner, which you were.

G

Talking a little bit about some of those partnerships and the collaboration that.

G

Happens and it's really second to none in carroll county, so I'm really proud to.

G

Be part of that and we'll talk about that in just a minute. So first up I want.

G

To talk a little bit about our results recently, the maryland state department.

G

Of education released its revised report card and again to respect the 10 to 15.

G

Minutes we have, it essentially boils down to a a rating or ranking of school.

G

With a number of factors in elementary middle and high school, I'm very proud to.

G

Share with you that carroll county public school sits at the top and most.

G

Of these areas in terms of rankings, you can see the large percentages of our.

G

Schools that ranked as 5-star schools based on that report card what this has.

G

Also told us is that we have some work to do when we start to pee.

G

Back sort of the layers of the onion of all of our schools and look at all of.

G

Our students so we're very much in the work of improvement, and so we're excited.

G

To be working with our board in our strategic plan and the first big pillar.

G

Really focuses on our student success and student achievement that work is.

G

Happening at a system level tomorrow, we're meeting with the entire leadership.

G

Group of the system, a second meeting, to really make sure that we all own the.

G

Strategies that we all own the work, that's ahead of us and that we've.

G

Developed our own capacity and our own understanding for making improvement for.

G

Students, so, while I'm really proud of the results, I know that there's still.

G

Work to do as well and so well we're excited about that work because we.

G

Really see it as building on successes moving forward along with our student.

G

Achievement our graduation rates are among the highest in the state, if not.

G

The highest and certain in certain areas, again, a quick look at that you can see.

G

We still have some challenges as well and that's part of the work in front of.

G

Us we're very proud, and so many great stories about students who have gone.

G

Through county public schools going on to do great things, I think sometimes we.

G

Miss the opportunity to share with the community all of those students who have.

G

Benefited from what happens in our school system- and I could sit here and.

G

Fill up, you know three hours of success stories about graduates of the school.

G

System, and so the graduation rate is one thing what our students are going on to.

G

Do is another, and we're really proud of that. We mentioned the partnerships. This.

G

Is certainly not an exhaustive list, this is just to name a few, but commissioner.

G

When she mentioned this, particularly on days like the last couple days, we are in.

G

Constant contact with our county partners working on assessing conditions.

G

And the safety of our our roads, and so we're very appreciative. That's just one.

G

Example- and you can see many of the other examples here- the work and.

G

Partnership with the state's attorney's office and the program that we've partnered with his office, our sheriff's office and jim dewees, with.

G

School resource officers and multiple other partnerships that we have with the.

G

Sheriff's office we're gonna talk, you're gonna, hear from carroll community.

G

College next and I'm gonna share a specific example. A little bit later of.

G

Some of the work there that list goes on and on just a few highlights and.

G

Certainly, we talked a little bit about some of the nonprofit's that we partner.

G

With and again, I really do believe that that carroll county has has has found a.

G

Really good thing here, with the way that they partner with all these groups in.

G

The community to support the community's needs, and, in our case, particularly our.

G

Students and our families there's some great work happening there and that that.

G

List again is is pretty exhaustive. Decisions aren't easy when it comes to.

A

Whether you you go, whether you don't go to ours, you know I make snow days, you.

A

Got left so so we have one left: we've used three have one left, but that.

G

Decision is always made with student safety in mind, we'll deal with the days.

G

Later on, it is a challenge and there's probably never a right answer for.

G

Everybody cuz, I we do our best so organizationally. You know, like I said.

G

We've got a lot of good things happening. Many of many of our challenges amount to.

G

Finding and dedicating resources to build on those successes and so much of.

G

That challenge has really been driven by the last decade or so of declining.

G

Enrollment and the impact that process has had on revenue and staffing, so just.

G

To refresh your your memories of the history of enrollment in carroll, county.

G

Public schools, it starts in blue at about 1998 and the projected enrollment.

G

Goes out about ten years from today, so we experienced that unprecedented growth.

G

In the 1980s 90s and early 2000s peeking in enrollment about 2005 just over.

G

29,000 students and then began a period of 11 consecutive years of enrollment.

G

Decline so the good news and all this is, it appears when you start.

G

At the guess, that's tan or slightly orange color is that our enrollment is.

G

Stabilized at about 25,000 students and it's projected to start to begin to tick.

G

Up in the out-years, but those years of sharp decline created some some definite.

G

Fiscal pressure, particularly with the negative impact of state funding, which.

G

Is what I want to get to next? So if you look at the the chart really illustrates.

G

The impact on state funding for carroll, county public schools, so the blue bars.

G

In the back are sort of that backdrop, that shows what state funding for.

G

Education has done p12 over the last many years about 10 years, so state.

G

Funding has continued to go up across the state. The red line shows the state.

G

Revenue for carroll county public schools year after year, and you can see.

G

A reverse trend there and then the green line that you see there that sets the.

G

What would have been the level mark for reference from 2009? That's when we began.

G

To lose state aid based based mainly on declining enrollment so beginning in.

G

2009, we lost a cumulative total in real dollars in state funding of twelve point.

G

Four million and for the years 818 2018 to 20, we had the state hold harmless.

G

Bill and that was led by our carroll delegation and that really helped the.

G

Stem the tide and help helped our system hold steady this year for the first time.

G

In a very long time, our preliminary figure that we just got about a week and.

G

A half ago from the state is positive, so there's some good news in there. You can.

G

See the the red bar starts to back up a little bit.

G

However, it's positive not just positive relative to the historic loss in aid, not.

G

The green line, which shows our 2009 funding level, commissioners as our local.

G

Funding source you have been challenged over many years to try to make up that.

G

State revenue loss and try to help us move forward. We're appreciative for your.

G

Efforts all the while, during that time.

G

Reduced over 37 million dollars in expenditures to combat that declining.

G

Revenue and the rising business costs associated with doing business year.

G

After year, those those cuts and expenditures included closing schools.

G

Reducing 375 positions, we ended a few programs and looking for innovations or.

G

Efficiencies wherever we could, and certainly during that time, like many.

G

Other organizations for seven of those years we were not able to give permanent.

G

Salary increases to our employees until the last negotiated agreement. Three.

G

Years ago, so because of that decline in state state funding, and we had to rehab.

G

As I mentioned had to reduce positions, we did reduce teaching positions along.

G

The way with those enrollment decreases, but we really tried to maintain our.

G

Teacher-To-Student ratio- and so I brought this chart with you so that you.

G

Could see where we we rank across the state as it relates to the number of.

G

Teachers to students, this is a ratio. So it's an apples to apples. Comparison.

G

Because we think that classroom support teacher in the classroom is the most.

G

Important asset that we have, and so we well, we had to still cut due to.

G

Declining enrollment and decline in state aid, we also tried to minimize the.

G

Impact on class size, however, other positions had to be reduced as well and.

G

You can see that some of the other ratios of other support positions in our.

G

System didn't fare as well, and so, while still think these are the best decisions.

G

That we could make you know trying to maintain that good student-teacher ratio.

G

The other cuts also still impact teachers, because these are support.

G

Positions that ultimately support classrooms and the teach in in their.

G

Teachers in their classrooms, in our schools- and so we that's been some of.

G

Our challenge you hear our teachers talk about some of those supports that they.

G

Need, I know we're not talking about budget, but that's that's one of the.

G

Reasons why we brought some of the positions into the conversation about.

G

How it can we better support, what's happening in our schools and in our.

G

Classrooms because we've had to sustain lots of cuts and our students needs are.

G

Changing so again we're appreciative of the support that the county has provided.

G

Us over the years, if you look at, I think many of you have a copy. I asked our.

G

Staff to put together a sort of a citizen's guide, almost of cliff notes of.

G

Our budget, if you will it's hard to do in a few pages, but one of the charts in.

G

There really illustrates the the our fiscal picture and you can see that the.

G

The county has continued to provide support to carroll county public schools.

G

While the state was decreasing that support, I did bring copies of that. If.

G

Folks, don't have that if they'd like that, so on the next slide, we did note.

G

Position reductions, so we didn't add any positions. During that time we did do.

G

Some reconfiguring along the way we did some repurposing because, as I said,.

G

Student needs have changed over time and in some places, they've increased and a.

G

Lot of times that results in greater tap caseloads for certain teachers or.

G

Specialists. Service providers and staffing stretched to their limits for.

G

Many of the fiscal years I noted for compensation. We had to freeze employee.

G

Salary scales, and that certainly has impacts, as we all know, and similar in.

G

The program piece: it's been difficult for us over time to develop and grow.

G

Programs, when often we can pilot programs by pulling some resources or.

G

Trying to be as innovative as possible, we can see that impact for student, but.

G

Then it gets hard to expand or scale some of those programs and, along with.

G

Every other maryland school system we face. There are unfunded mandates.

G

From the state- and I do, I did also bring along a list of unfunded mandates for.

G

Your reference as well, I won't get into those because that'll take us past our.

G

Time I do, I did bring copies of those story as well, also again with limited.

G

Time I'm trying to hit some of the big big pieces here. You know the numbers as.

G

It relates to recruiting and retaining diverse employees. They really.

G

Unfortunately, speak for themselves, we do have the recruitment and and retention.

G

Of minority employees as a strategic plan focus of ours, we have undergone.

G

Greater articulation with our colleges and universities that historically.

G

Produce more minority candidates and an ultimate goal of forming partnerships.

G

Such as professional development schools, so that we can support a diverse.

G

Employee workforce we've had partnerships with organizations around.

G

Our community, such as the n-double a-c-p as it relates to hiring and retention. We.

G

Continue to work on our own culture and how we, as a school system, best support.

G

Our employees and staff and retain them we're training our recruiters.

G

Differently, we're working with cohorts of recent minority hires to support our.

G

Efforts and that that's just to name a few so work is underway there as well. We.

G

See that as a need of our system- and I wanted to make sure- I highlighted that.

For you, how do your retention rates compared to other school systems in the state they're, very favorably in general, and so what the data that we can get.

H

Commissioner, fraser would just be aggregate overall retention, at least.

H

Official data, not not by breaking that down majority, so we know that overall.

H

Our every teacher is very strong and anecdotally, you'll hear sometimes about.

H

People who leave, and certainly we do suffer some attrition it's hard to get.

H

Comparative data below that, oh that's it at least that's official.

H

But overall we do well, but you can see from dr. lockers last slide. We know we.

H

Have a discrepancy between our majority employers retention rate so just to try.

G

To wrap up for you here, as I said earlier, we have a great school system.

G

With a lot of successes to build on, and so I included a slide just to share, I.

G

Mean again, we've have this being a much longer discussion. Just a few of the.

G

Things that we're getting excited about we're so appreciative of the county's.

G

Capital funding support to modernize our career and technology center. It's gonna.

G

Have such a huge benefit for our students and ultimately our community.

G

We're appreciative of the partnership with carroll community college. We are.

G

Expanding dual enrollment offerings, bringing those ultimately to all of our.

G

High schools so that students aren't restricted by I got to get in a car and.

G

Drive to the community college, but we can provide those right in our in our.

G

Comprehensive high schools we're increasing computer science offerings to.

G

Students in grades 6 to 12 similar to what you heard from the ltac report.

G

About the focus on technology across the community, we're excited to be able to.

G

Infusing computer science components into our tech, ed courses in middle.

G

School we're offering exploratory computer science for tech, ed credit in.

G

Ninth and 10th grade we're also now have to complete our programs for computer.

G

Science, one at the korean technology center, but one also available at all of.

G

Our comprehensive high schools, we recently received a million and a half.

G

Dollar grant from the state it has everything to do with reading and.

G

Supports our focus on early literacy at the at the primary and elementary grades.

G

As well as improving comprehension at the upper grades, we were very fortunate.

G

To get that, it's a very comprehensive grant. That also brings in technology to.

G

Our schools as well, and then I think it goes without saying you know, I think one.

G

Thing that that sometimes we don't mention in all these.

G

But it's important to mention during times of budget difficulties, a lot of.

G

School systems may have gone the route of eliminating things like fine arts or.

G

Athletic programs, I believe that extracurriculars athletics, visual and.

G

Performing arts are really sort of the special sauce of school systems of.

G

Public school systems, it provides opportunities for our students to engage.

G

And maybe if weren't there, they wouldn't be as as school might not be as.

G

Meaningful to them, but it's an opportunity to engage our students in.

G

Our school to be part of a team, a group, an organization and wow, do we have some.

G

Fantastic results pretty much week after week, you see something we push out about.

G

Students in one of these kinds of activities or groups of students that.

G

Have had tremendous accomplishments, but even for the students that aren't state.

G

Champions or aren't recognized as first in whatever it is, it's a valuable.

G

Experience that our public school system offers and we're really proud of it so.

G

With that, I hope I maintained the I didn't get the hook, and so I just want.

G

To say thank you for your continued support of our school system. I'm excited.

G

About what lies ahead for our students and for the the ongoing partnership that.

G

We have with you our board of county commissioners and and look forward to.

G

The opportunity to work with you, I do want to thank you for putting out the.

Gross or I shared it with in total commissioners the other day, but a great.

Start to educate the population out here on where we are, and the budget process.

D

So thank you and I love the fact that we are going to meet next week and we'll be.

Able to start open communication is always good for everybody.

Understand it because we, as representatives of communities, we get.

Here so the the teachers, administration, coaches really and the community at.

Large I've taken care of my kids, and I cannot say enough about that. You said.

Your sometimes prepared of another word for repetitive is consistency and.

Personally, I appreciate a consistent message, so just keep that in mind as.

We're moving forward that level of consistency is important as we're going.

E

To be moving forward into the budget seasons, so I one last thing for me and.

This doesn't count towards your time. I do appreciate the fact that you put out.

A

This citizen's guide as well there's always been that that that mindset of.

A

Okay, so what's going on over there and not from us but from citizens at large.

A

And this goes a long way in showing and increasing that transparency, which I.

A

Think is critically important, especially as we get into this lovely time of year.

A

That we're going to be approaching, so I applaud you all for taking that step to.

A

Do that that's that's incredibly important, and I appreciate what you do.

A

As well, I'm a product of that same system, steve and I happen to have a few.

A

Family members, as you well know that report to one of the schools several of.

A

The schools every day and I appreciate all the efforts that you guys put into.

A

Me sure that all of our students have what.

A

They need so. This is a great step. This is this guide, I think in in getting us.

A

To a different place with with transparency, so again I applaud you for.

A

That and gosh I am so much looking forward to the upcoming budget season.

A

I'm hoping one of your family members is awaiting me when I run across the street.

And I'll need a nurse after sprinting.

On this education theme, we moved to down the street a little bit to carroll.

Community college- and we know who you guys are but I'll, let you do the.

Ball, I'm president of the carroll community college, I'm now in my fifth.

Year is president dr. faith pappalardo, who had laid a tremendous foundation for.

Me to be able to pick up on allen. Suman is with me our chief financial officer.

An administrative officer executive vice president for all that goes on at the.

J

College and who does a fantastic job for us as you know, and we our story, follows.

J

Very much the story you just heard from the school system in terms of funding.

J

And so on, so I will get right to that point and be very quick about it. I I do.

J

Note that we're not bringing to you a budget request. Oh there are certainly.

J

Implications that would come to the budget and we have heard in the past or.

J

Maybe a cold day in hell before we entertain that that budget request.

J

Though it's a cold day, this is not necessarily.

J

Our mission is as a college, it's very straightforward. We empower learners, we.

Change lives and we build or help to build our community and we we have done.

A good job of that over the years and the last since 1993 or became an.

Independent institution we've served over 136,000 students quarter of our.

Students are first in the family to attend, and it's also good to note that.

Carol's tuition is about half that traditionally of the university of.

J

Maryland we try to keep it that way by the way I do have staff here with us dr.

J

Craig claggett, our vice president for planning, assessment and institutional.

J

Research rose mintz, dr. meadows, our vice president for academic and student.

J

Affairs looby trostle, our new vice president for.

J

Continuing education and training and trish carroll, our chief public.

J

Information officer and public relations officer by the way, our board, it was all.

J

Predisposed today, they could not make a couple of health issues and people.

J

Traveling so, but they send their best to you. So our mission, critical priorities.

J

Are pretty straightforward as well? We want to provide the highest quality.

J

Programs and technologies we can. We want to assure that affordable access, we're.

J

Going to be that high-impact partner with you all and the towns and the.

J

Employers and local organizations and school system in the economic and.

J

Workforce development of this county- and we also are really careful with our.

J

Resources and and take the stewardship of those resources very seriously.

J

And we think we make a big impact on the economic development of the county in fy.

J

18 we've served and as this last year we served eleven thousand two hundred.

J

Credit and non-credit students awarded five hundred degrees and certificates.

J

Prepared 3600 non-credit students- and this is growing for credentialing in the.

J

Technologies and and the healthcare areas, and so on those non-credit kind of.

J

Credentials are really building as important in the workforce are, and.

J

Advantage see customized training general you, you track the age group of.

A

Those non-credit students- I'm sure you didn't do this- you know okay, sometimes.

A

It would be interesting to see what the range is there and, as you know, who were.

A

Who who we are actually or who you are able to reach out to? Because I think.

A

Folks would would that would really make them go. Really. Oh yeah. Okay, we've got a.

J

Well, just for our credit students, we've got an average students about 26 years.

J

Of age, so that's not the credit side. Okay, non-credit side would be.

J

Traditionally, hired again, I can get you those. I think that the general public.

A

Would be curious to see that you're, not you know, you often think of college is.

A

That that that group of people from here to here right, the traditional is your.

A

Outreach is so much more expanded that I think folks would like to hear that as.

A

Well, in fact, the the other element that we're working with you on is that.

J

Through the miller center is providing that outreach to small business and with.

J

The partners that that we are working with we've got in the first two quarters.

J

They're reporting 21 startups, just in the two first two quarters more than we.

J

We reported last year, so things are looking up there on the small business.

J

Front our economic return on her investment on the county. I think we've.

J

Shared some of these data before, but we have a big impact. The study that we did.

J

In 2016 showed that kill our our total impact on the county and.

J

Our alumni, who were living and working in the county, contribute about 107.

J

Million dollars to the economy in that year we show a good return on investment.

J

For every dollar invested our students in their tuition, our students received.

J

210 back in terms of on average, in terms of weight wages in terms of the tax.

J

Return on the dollar just about two dollars for every dollar invested in the.

J

College and then the the the service to the industries in the county, primarily.

J

Health care, manufacturing and professional services are who were.

J

Impacting there quite a bit, we've got lots of challenges that we've been.

J

Dealing with over the last five years to put us in the place that we're in now.

J

Use you heard many of those challenges from dr. lockhart in terms of the school.

J

System, certainly, our decline in enrollment increased competition among.

J

The universities and the other schools in the state for for students, it's.

J

Getting palpable and an improving economy where the colleges tend to.

J

Attract fewer students when the economy is good when the economy is bad, like it.

J

Was in 2010-11 we we were at our peak, we had a lot of people coming back to.

J

Retrain retool and all that, and so right now, in a quiescent economic period, our.

J

Enrollment continues to be a channel for increased costs, continued health care.

J

Equipment all those elements- campus safety and security and public police.

J

And so on, all adding to the bottom line for us as well as our funding is based.

J

On enrollment and we don't realize any kind of increase until two years after.

J

An enrollment increase, we have had no increases for the last five years and.

J

Then some in terms of enrollment, so so we are flat funded by the state.

J

Basically held harmless and have been so for a while, then have an inability to.

J

Compete with salaries and we're competing against institutions in.

J

Montgomery howard, frederick baltimore county, we were paying way more than we.

J

Do and we've got a little slide about that in the future you'll see on the.

J

Next slide, our fall. Credit headcount has been declining, although there's a little.

J

A niceand uptick very much corresponding to what doc lockhart showed you in terms.

J

Of a little bit of the flattening of the school system enrollment, so that's good.

J

News for us, we do have a little uptick in heads, though, what's happening with.

J

Those students is they're tending to be part-time, so we're not generating the.

J

Total credit hours we used to and I've got a little slide on that in a minute.

J

And what happens is fewer students attending create upward pressure on.

J

Tuition and that's just simple economics, students are footing a lot more of that.

J

Bill and that tuition pressure has mattered. It's causing students to be.

J

More part-time, it's causing them to attend a little bit less our tuition and.

J

Fees per credit hour, if you look at the us against some of the the folks that.

J

Would compare ourselves with we're, arguably, second and highest in the state.

J

Right now and that's been that pressure of especially the long term in decline.

J

In enrollment that has taken that forward, our average student credit load.

J

You see on the next chart has been steadily going. Downward we've got.

J

Strategic initiatives to try to move this up, we've seen a little bit of.

J

Uptick in that and those numbers, but that downward trend, those students.

J

Tending to go part-time tends to delay their degree progress and that sort of.

J

Thing it's it's an issue for us and let me show you some data about where we sit.

J

Relative to other communities who are funding their community colleges.

J

In terms of salaries, and we sit solidly in the same position, we've been in since.

J

We've been reporting to you on this next to last, though, you've helped us when we.

J

Were certainly very appreciative of that, we we tend not to be able to move.

J

Ourselves out of that particular category in terms of overall saturday's.

J

Salaries, a response to our strategies has been very straight fold. We want to.

J

Create new programs bring in new students that wouldn't have otherwise.

J

Been there, as dr. lockhart mentioned, we've been working hard to expand dual.

J

Enrollment with the public schools and and the advantage there is that those.

J

Fund those students are funded, but both at the college and at the school system.

J

By the state so that dual enrollment really helps and it's a strategic.

J

Advantage for us moving forward if we've been improving our systems to intervene.

J

In student, progress, we're launching athletics, go lynx and we hope that will.

J

Help to really build some enrollment and we've been increasing. As you know, our.

J

Fundraising and offering incentives, scholarships and that sort of thing.

A

Thank you, that's very good. Go lynx. We've done a lot with cost-containment and.

J

Provide just a few of the elements that we've been working on the past couple of.

J

Years in terms of how to we distribute some of the allocations that we have, how.

J

To fund things that we need to invest in ourselves in and how to reduce some of.

J

Our healthcare liabilities, and so on long term, we've been very successful.

J

That, with that we've taken vacant positions, reallocated them to support.

J

New programs and and that the new programs we've been able to develop, we.

J

We have not increased our budget to be able to do. In fact, our budget overall.

J

Operating continues to decline a little bit as we bring it forward to you. We've.

J

Used grants to get those programs started. You know our new programs, many.

J

Of you and I we've done a pretty good job of getting.

J

These programs, out into the community cybersecurity, certainly drone technology.

J

Is growing in leaps and bounds, digital fabrication just got approved by the.

J

State as a statewide program, meaning that anybody around the state can attend.

J

That program for our in county tuition and the state will reimburse for for.

J

That out-of-state factor to us, so that's brand-new, just got approved yeah. So.

J

That's great news to be able to report entertainment technology. We started on a.

J

Grant media production specialist as a partnership, and it takes a pathway with.

J

The public schools and we just started our stem scholars, honors program, the.

J

Startup funds for those were provided by the coward foundation for us.

J

To help get that program started so now, we've been able to move leveraging a lot.

J

Of funding forward without asking for a ton of increase, we've accomplished a lot.

J

Of results and I'm getting a little short on time, so a retention rate as.

J

High as we've ever achieved, one of the highest in the state's, if not the.

J

Highest and the state, our four-year graduation rate is consistently in the.

J

Top three, the latest cohort we have data on. We.

J

Were third in the state the year before that we were first in the state, so we.

J

Continue to be pretty decent with our transfer rate, not all of our students.

J

Intend to transfer, but those that are transferring when they do are doing a.

J

Really good job we've been able, as you know, to raise, raise some money launched.

J

Our public campaign and that funding has been really important to help us see new.

J

Programs and get and get these new initiatives started generous support for.

J

Stem as I mentioned, and want to pay particular attention to thanking you for.

J

Your technology match grant for that campaign. We've been able to match that.

J

In the first three years and anticipate no problem matching that.

J

Going through for the next two that that has been a super for us and when we can.

J

Consider that actually, that line item that the capital budget for us for.

J

Technologies was a zero for those five years. This has been really super.

J

Important to us to support those initiatives that we we pull together.

J

We've been managed to pull our enrollments at fy 18 up a little bit.

J

Some of that demographic, some of that these programs and strategies that we've.

J

Put in front of you challenges over the next five years.

J

Again, is that sort of relatively low tuition and relatively low enrollment.

J

And whether or not we can actually leverage a little more from the state.

J

Based on enrollment growth, that's that'll be a challenge for us, so it.

J

Creates continued pressure on tuition and competitive salaries are.

J

Preventative maintenance plan for the colleges is a need of attention because.

J

The right now that plan is being looked at but but I think, needs attention where.

J

Our facility is in a position now at 25 years, plus, where it's starting to really.

J

Show some some wear and tear and so we'll be looking to talk with you about.

J

That a little bit more and then the county's budget has been great for.

J

Funding our operations and helping with healthcare cost but hasn't allowed us to.

J

Be able to ask for those increases in salary if we're, if we're going to.

J

Increase salary: it's either been through supplemental help for you or we're.

J

Putting it on the back of the student, so what we're looking to do to meet those.

J

Challenges coming ahead is to continue to invest in our new programs. If we can.

J

Build enrollment: that would be a good thing. We want to limit tuition increases.

J

Because the again they're tending to push students more part-time and.

J

It just gets to be too much for them. We were actually getting above the.

J

Threshold of half the cost of the university of maryland system, so we're.

J

We're saying this year we're not going to put a student tuition increase in.

J

Place we're going to try to leverage the maryland college promise program that.

J

Legislation that would support students in a scholarship and try to continue to.

J

Work on finding ways to be competitive in our salaries on a next slide, we.

J

Talked a little bit about the college. Promise: it's not free college. It is a.

J

Scholarship given to a student that becomes a loan if they don't fulfill all.

J

The requirements there are a lot of requirements for that it has to be.

J

Applied right now, as last dollar, so we award any financial aid first, it goes to.

J

The state the state determines based on all the need in the state who is the.

J

Most needy and that would apply the scholarship to the most needy. So, though,.

J

We would have a lot of students qualify from an academic standpoint, we're not.

J

Sure about the need part, yet that won't come into place until starting next fall.

J

We do know that it'll take them quite a while to be able to approve that that.

J

Scholarship funding, so we just don't have any idea. Quite yet how that's going.

J

To impact us so they'll they'll administer that late in the process. So.

J

We just say coming up: we'd ask for partnership that 3% base funding that.

J

The county has awarded in the past to us in the five year plan results in about.

J

An increase of about three hundred and two thousand for us, resulting in our.

J

Overall budget of about a point, nine percent increase in our budget because.

J

Of the other sources of funds, so, if just to cover our healthcare costs, we're.

J

Looking at you know an annual rate of about three hundred thousand and we.

J

Would give you dollars, therefore, what percentage increases would cost us so.

J

For example, if we were, we were to take that three percent increase.

J

Our back with student tuition, it would be about $10 per credit and student.

J

Tuition increase at this point would be you know, tremendous detriment to the.

J

Student, so with that, we we sort of give you a picture of where we are what our.

J

Challenges are what we're thinking about what our strategies are for. Moving ahead.

J

And I think we've been very successful with those strategies. Certainly we are.

J

Very appreciative of the partnership and the cooperation that we're getting with.

J

The school system they've been tremendous. Dr. lockhart brings a lot of.

J

Experience with this sort of thing to the table and we're very appreciative of.

J

All that and very appreciative of your support in the past and your attention. I.

Know you know that we're a partner with you and we'll do all we can to help.

Support the initiatives that you guys bring forward as a team, so thank you.

Edge of what's going on there, I'm putting programs into the community college, I love your dual enrollment into the high school, so the students don't.

Blue-Collar occupation, they want expand their knowledge to be more employable.

And get raises so certificate programs are a fantastic.

Option for people really don't what get their degree right. The ltac report you.

Know that futures report had a whole lot in there about that kind of thing. If you.

Go back and review that report. It was all about portable credentials. You know.

Less less emphasis on the traditional credentials more on non-traditional.

Credentials and that kind of programming will continue to grow. I'm sorry because.

A lot of small business owners like to be able to have that option to get an.

Employee get certifying something's that are more employable and more marketable.

So, finally, for me we do appreciate the partnership we have with you and it goes.

Without saying that, we we certainly do like that relationship whenever we call.

You you guys are there whether it's a an event that we want to have or what have.

Reference to state aid, so I'm pretty sure that you're you're, aware of that.

One, and because I was sort of I was talking to somebody else when we were.

Was this could be a challenge for our community colleges? So I know that you.

Overview high-level summary of our programming here in carroll, county and.

Then we also have created a video this year. So it's our annual report. That's.

This is my second week and I'm enjoying my new position as the area extension.

Director for the northern cluster, I do serve two other counties. On top of.

Carroll county one is baltimore county, harford, county and carroll counties, so.

Before we begin and delve into our programming here in carroll county, I.

K

Would like to sort of step back a little bit and give you brief background, as I.

K

Also learned the background about you and me so the university of maryland.

K

Extension is a statewide. Non-Formal education system is housed within the.

K

Agriculture and natural resources at college park and it was established back.

K

In the nineteen fourteen with the passage of smith's labor act that.

K

Legislation in the nineteen fourteen authorized the cooperative extension.

K

Work between the land-grant universities and usda in each state and then in early.

K

In the history we had like a three-way funding agreement established between.

K

Federal government, state and local government so here this is what the.

K

County cluster map for the extension programming looks like so the.

K

Programming, the ume programming is available across all 23 counties and.

K

Baltimore city and what we call is the cluster: this is a cluster map so where.

K

We are here, is the northern maryland cluster, the one reddish-orange up in the.

K

Middle right, corner and carroll county is part of the northern cluster 4-h.

K

Youth development, environment and natural resources, family, consumer.

K

Sciences and home horticulture programs, as you know, agriculture in carroll.

K

County is a really diverse industry. We have to educators, brian butler, who is.

K

Our hops and barley guy, he is spearheading hops. Research in this area.

K

Which is actually gaining a national momentum, so peter who just came back.

K

From an invited talk from california just last past week, where we sort of.

K

Highlighted the work they're doing here in carroll county, not spencer, broadcasted nationally and peter. His specialty is in small farms and.

K

Alternative agriculture practices, so the both educators that provide technical.

K

And educational information to county farmers to keep them up to date on.

K

Current methods of production, the 4-h youth development program, vaculik way, is.

K

One of the educator her specialty is an animal sciences.

K

Education, we have here huber who is expert in shooting sports and camping. We.

K

Also have amber murphy, who is truly spearheading our science technology.

K

Engineering and mathematics program, including the robotics program, which is.

K

Off to good start, it's going to be good start in 2019, the 4-h youth development.

K

Program, as I understand, is a for the carroll counties among the top two in.

K

The entire state- and we have 850 members and 420 trained volunteers and we've.

K

Served over 4,000 views in just the past year, the family consumer sciences.

K

Program, educators, dr. virginia brown and the top picture. She is our healthy.

K

Living healthy homes and health literacy person, an expert and she's spearheading.

K

A healthy choice, health insurance program, so within her program, therefore,.

K

Were 2000 community members who have made informed choice as not for.

K

Themselves, but including their family members for the health insurance in.

K

Terry serio, who is doing phenomenal work with this with developmentally disabled.

K

Adults in the community and she's truly helping to improve their quality of life.

K

Activities include from healthy, cooking learning how to grow your food. So here's.

K

One example where all the participants are actually participating in a garden.

K

And also provides them a venue to interact with each other and it improves.

K

Their overall quality of life, the home, horticulture and master gardener program.

K

Courtney cardin has our educator. She works with the community members to help.

K

Address their questions related to home horticulture, she also is an expert for.

K

Sustainable landscaping, home landscaping, food production and also the integrated.

K

Pest and disease management called ipm program. She has a team of 85.

K

Trained master gardeners, so these folks have received at least 40 hours of.

K

Initial training and then their commitment is to provide 40 hours of.

K

Community service within the first year and then 30 hours thereafter, so these.

K

People are doing phenomenal work for us as the outreach being in the community.

K

Every day in and out so they are the face of our programs in the community.

K

The environment and natural resources program: it is solely funded by the.

K

Maryland department of agriculture and it's supported by the und, so we do have.

K

A nutrient management adviser in our cattle outfit office, currently that.

K

Position is empty so that position became vacant earlier this month.

K

So we are in the process of filling that. In the meantime, we have camille ravel's.

K

Who is serving as the interim and what raziel is working on? Camille is working.

K

On is he developed these plans with the farmers who balance the nutrient.

K

Application rates with the plant nutrient requirements so, in other words,.

K

Trying to maximize what the what farmers are spending on reaping the most benefit.

K

On their crops, but also thinking about the environmental impact of that so in.

K

My view this is like truly a sort of a good balance between having good.

K

Production in terms of crop production and also maintaining our environmental.

K

Sustainability, so in terms of personnel here at carroll county, we have eight.

K

Educators, we also call them agents a nutrient management advisor who was.

K

Funded by the mda in as a part of the cluster, so one of the beauty about the.

K

Clustering when it several years ago, we not only have sort.

K

Of the cluster focus, and we also look in the community needs within each each of.

K

The cluster, but we have these, what we call cluster educators and agents, so we.

K

Have three at the moment who are housed two in baltimore county and one in.

K

Harford county, they do come collaborate with the educators here, carroll county.

K

They come attend our events. They are here to teach classes. So it's it's.

K

Really, a good collaboration with the other neighboring ponies as well and as.

K

The aed I balanced on learning and trying to balance my time between.

K

Carroll baltimore and harper counties and my position is 100% funded by the.

K

Federal government, the university of maryland extension, also brings a whole.

K

Host of specialists and experts from umd one leader and just part of this.

K

Extension network that we're in we have access to the extension professionals.

K

Nationwide, so here we have a video that we were going to show you. Let's say.

So our it person put together this, we had all these pictures from our.

Programming and I I think I truly believe looking at something visual.

Makes so much more impact than just reading the words so, and so as a leader.

In the area extension director for the northern cluster, part of my vision is to.

Maintain and and develop new sort of relationships and collaborations for the.

K

Work that we do here locally and also cluster right and with them that what.

K

I'm hoping to do is to share a regular programmatic updates, newsletters part of.

K

The same source, what you're saying this folder in front of you in also thinking.

About stakeholder engagement, sending them invitations for upcoming events, we.

K

Do have a list in the folder here in front of you if you could take a look on.

The right hand side, if any of those events work with your schedule just with.

Your constituent schedules, if anybody's interested, we welcome them to our.

Programming and we'll really appreciate that, and with that, I think what I wanted.

Laid sound, you know legalizes how growing for production. True. Do you have.

A market for it that remains to be seen, I think, there's a market. I think.

Probably, what's gonna be the biggest hang-up is gonna, be processing that.

There's not, we don't have the infrastructure in place to really take.

It from agricultural product into final product, yet and mda still has to work.

Out their regulations as far as net I mean they basically put dotted every. I.

Until the farm bill came out, and now we kind of have to do it over again, but I.

Do I do think, there's seneschal throw a market. I think it.

Still remains to be seen whether maryland's gonna be the best place to grow it. um We're gonna be competing with states where they've been growing it for.

A couple years now you know kentucky nebraska those that that area might be.

Better suited to it- and I don't know whether I mean with small commodities.

Like so many things we grow in maryland, you were banking on the local market to.

Add value to to a commodity right, it's you know your people are willing to pay.

More for a local tomato or a local apple, I don't know that people are willing to.

Pay more for local, hempseed or other hemp products. So again, that's gonna, be.

Something like there's no mentions you've been working on, it say maryland.

You know I just I didn't it's a tough part. It is ok to grow it, but if you.

Don't have a market for it, you got it, you got it. Is there a potential export? I.

Don't that's not something that I've heard people talk about much I mean.

We're we're still more and we're geared up for an import market, because we.

Import market from canada currently, so we would have to gear up a lot before.

We'd be in a position to potentially act, one step. Yes, exactly just keep one thing.

Counties of responsibility- carroll, frederick howard, montgomery and eastern.

Part of washington counties the.

Agricultural forest pest management program was established to provide.

M

Control for invasive forests, insects, primarily gypsy moth and most probably.

M

Have been around to know that it's an invasive insect his larval stage, it's.

M

The leaves of a wide variety of hardwoods and conifers and during severe.

M

Outbreaks wooded areas can be a hundred percent to foliated during june, when.

M

Trees should be producing the most energy stress from the foliation weakens.

M

Trees and leads to mortality since 1982 forest pest management has been.

M

Conducting a proactive survey to detect and quantify levels of gypsy moth egg.

M

Masses as a way to estimate the expected population, the next spring, fixed radius.

M

Surveys are conducted in forested areas that are 25, acres were greater in size.

M

With at least 50% oak tree species 50% tree canopy and are either wooded.

M

Residential or high use recreation in carroll county we've identified forty.

M

Five thousand three hundred and fifty one qualifying acres in the 55 hundred.

M

And forty three separate wooded areas and have established 2411 survey points.

On private county and state lands, the counties are expected to cost share with.

The state 50% on surveys done on private and county owned lands and.

M

P.M. covers the cost 1 billion lands. The number of surveys varies from year to.

Year, based on a priority system and sequential sampling, each areas have.

Visited at least once every 3 years, if not annually this season, we have.

Completed 607, private and 27 state surveys, we only found two positive sites.

Both in the southern part of the county tom, what's a season.

What do you call season? We start our egg mass surveys late july and we are still.

Doing them now? Ok, so we do. The female moth lays her eggs in late june and.

Early july, so once the eggs have been laid, they.

Won't hatch until april, so we have that time period where the eggs are dormant.

On present on the trees or wherever they were laid that we can conduct these.

Surveys and with those two positive sites in the southern part of the county.

Organizes and supervises a cooperative aerial suppression project following the.

U.S. forest service guidelines, we use an epa registered population of maxilla.

Thuringiensis often referred to as bt, the u.s. forest service provides funding.

For up to 50% of the state and county, while the state.

And county provides 25 to 30%, in which the suppression project targets.

Early-Stage larvae in early may before significant, the foliation can occur.

Suppression projects have been very successful in reducing larval.

M

Populations and preventing defoliation the goal of the program is to minimize.

The de foliation, which would lead to defoliation and tree mortality over time.

We continually do these surveys once we start to see gypsy moth populations that.

M

We are spraying since nineteen eighty eighty two, we have treated fifty two.

M

Thousand eight hundred and forty six acres in carroll county. But during that.

M

Time period there was also 11 thousand forty eight acres of the foliation. The.

M

Need for an annual monitoring of gypsy moth populations is essential to.

M

Detecting increases each female moth lays an egg that can take an egg mass.

M

That contains five hundred to a thousand plus eggs. My one of my favorite stories.

M

Is there was a place over in washington county where one year my average was.

M

Three hundred and sixty egg masses per acre the next year it had jumped to.

M

Twenty thousand egg masses or acre so they can reproduce an increase very.

M

Quickly, when there's an outbreak, that's going to happen.

M

The last suppression program we had on the eastern shore went from no spring.

M

And 2015 to a thousand acres in 2016 the cost for that small project were.

M

Approximately 62 thousand dollars having the county maintain a small budget, would.

M

Help with costs towards the amount of a small suppression project, while.

M

Suppression in carroll county were the last suppression in carroll. County was.

M

2009 since then, naturally occurring diseases of the larvae have kept the.

M

Population below the suppression threshold, both of these diseases, one is.

M

A fungus disease, that's very weather, dependent, it's cool, damp weather in the.

M

Spring the others, a virus disease which oftentimes is population density,.

M

Dependent and only affects the caterpillars when there's large numbers.

M

Of them, so either of these diseases could not affect the operation which.

M

Would then bring about the increase of populations requiring the need for.

M

Suppression in a dip, in addition to gypsy moth surveys, forest pest.

M

Management also treats hemlock trees in patapsco valley state park for hemlock.

M

Woolly adelgid we set traps to monitor for two other invasive insects, cyrex.

M

Wood wasp, which is a potential pest of various pine species and the walnut twig.

M

Beetle, a vector of thousand character disease and black walnut neither has.

M

Been collected in the county, we did have recent detection of walnut twig beetle.

M

And thousand canker disease over in baltimore county plus was cecil county.

M

So years ago we also respond to hunter.

M

Calls relating to various forest insects and diseases, the county's not billed for.

M

These additional services do you see sometimes just a small outbreak that.

D

Weakens trees for our secondary pathogen to hit them right. That's the the whole.

M

Mechanism of when the trees, the foliated it needs its leaves to produce energy to.

M

Produce to grow and stores that energy in the roots when it's the foliated in.

M

June, which is not typical, the tree makes an attempt to put out a new set of.

M

Leaves in july so it's using stored, root, energy puts those leaves out and you.

M

Know around here july is usually hot and dry, so it's not very conducive for the.

M

Production of leaves the tree goes into the winter in an energy deficit, so it's.

M

Under stress, secondary insects, source of a.

M

Wood-Boring insects sucks there are you, diseases attack those.

M

Trees, typically, a tree needs to go through two or three defoliation before.

M

You lose about forty to fifty percent, but if the trees already weakened or if.

M

There are a lot of these other pathogens and zee insects around. They can attack.

M

Weakened trees that one foliation will cause tree mortality.

M

And, as you saw, there's the the manet right, this is the results that we've.

M

Gotten this year from our survey, there was only two sites in to the two.

M

Seperate wooded areas that that we found any egg masses. This is typical, statewide.

M

Our populations are or down questions. I remember one catoctin mountain ridge was.

Wiped out by around 25 years ago, I realize how damaging they can be. Yeah.

That's carroll county ever been hit real hard, but we well in we've had that.

M

11,000 acres, probably 1986, was one of our biggest year were in carroll county.

M

We had a hundred, I remember we had 160 spray areas in carroll county alone, I'm.

Glad you guys are on top, oh I'm sure the damage, an impact, yeah hey. This is one of.

Those programs- you don't see the effect of until it's too grand right. It's all.

M

Preventive maryland we've had a proactive survey where we realize that.

M

Most homeowners don't know they have a gypsy moth population building up until.

M

They see either a large number of caterpillars or the foliation many of.

M

The other states, new jersey, does not go in to start suppression programs until.

M

They've had one year of defoliation, the state of pennsylvania requires.

M

The property owners to call in and request the survey so nobody's seeing.

M

Anything early, they don't call in, they don't get, they don't get surveyed and.

M

Suddenly there, the foliated, where our program is.

M

Attempting, at least with our limited staff, to monitors the county each year.

M

To try to pick up the populations when their look lower levels when they're.

M

Easier to control do they attack crops like no they're, just hard hardwood trees.

M

In conifers, when there's large outbreaks, I mean presently red oak trees are being.

D

Hammered like crazy, with trees, red oak right, yeah we're. We are that's another.

M

Thing we are looking into that. There are a lot of red oak and chestnut a dying.

M

And it's kind of an unknown cause. We did, we did detect two years ago, a disease.

M

Oak wilt, which was found for the first time in carroll county and prior to that.

M

It was not known east of allegheny county, we have we've been bringing in.

M

Pathologists from the u.s. forest service and some from the university of.

M

Maryland, to help to try to delineate the extent of this or, if there's some other.

M

Pathogen or insect that's affecting the oaks and it's kind of a mid-atlantic.

M

Area wide thing not just maryland, and it's significant what about what you.

D

Know they don't attack that we've not really seeing the problem one way, dokes.

M

Must been red and chestnut, which is our state treat by the way? So that's out.

What the state 3 is one day now, I'm not ask you out, for you need to know these.

Together, this very brief, hopefully presentation and I'm really excited for.

The opportunity to talk about all the great work that we that we did over the.

N

Last year, this is our mission vision, values statement. Overall, our focus is on.

N

Safety and well-being for our vulnerable populations, so, whether that's children.

N

Vulnerable adults, those that are in poverty, what have you we would like to.

N

Say the dss is as easy as abc. So if you were at mako, you may have ran into this.

N

Analogy, I guess where this this campaign is for adults, and so when we talk about.

N

Adults again, we're talking about our vulnerable population is what we're.

N

Dealing with in this school 2018, we worked with 397, vulnerable adults, and so.

N

That was through the programs such as adult protective services, social.

N

Services to adults, which is, is a case management program in homemade service.

N

Which are cnas that go into the home to help with bathing chores and so forth.

N

And new, this passage o in no adult guardianship. There's we currently have.

N

21 adult guardianship that we are that they're overseeing new for 2019. We.

N

Received funding for a respite program, which is respite for caregivers of the.

N

Vulnerable adults, so if the need a break, they have a couple hours.

N

During the day where they cannot provide the caregiving, we now have some funds.

N

That we can help support that and then knowing the population is growing, we are.

N

Looking at a new program, which is new, which will be it's not new to the state.

N

Or carroll county, but we haven't had the program in several years in carroll.

N

County, it's called project home and it's really a program. That's very much like.

N

Foster care, but it's for adults, and so we find that that type of program can.

N

Delay or even or go having to go into a nursing, home or assisted living.

N

Situation be for benefits. Our benefit programs include snap, which is your food.

N

Stamps your temporary cash assistance, tdap your disability assistance program.

N

Medical assistance, childcare, subsidy, emergency assistance and public.

N

Assistance to adults, those programs here in carroll county greeted an average of.

N

200, I mean two thousand two hundred customers a month. Last year we processed.

N

Approximately five hundred applications for these different benefits we enrolled.

N

98% of the eligible county residents in 2mhz and we served 5245 snap households.

N

Of which equated to 1.1 million dollars issued to our snap customers.

A

For the year that is yes for the year of those recipients, 406 received temporary.

N

Cash assistance and of those 114 we were able to assist in gaining employment, so.

N

I I really like those numbers, so yes considering those numbers based on the.

A

County our size with our population. How do we compare to those that are similar.

A

To us, so we that average or we up down where, where are we.

A

We're we're about average, it's we don't. We see an influx during certain parts of.

N

The year, obviously, and then with the the partial shutdown we increase certain.

N

Programs in order to accommodate any you know any of the federal workers that.

N

That would need to to come in for those services that normally wouldn't probably.

A

A little bit yeah! Well that would be for next year right, but in preparation for.

N

The shutdown we had received word january 11 that we needed to process all.

N

Of the benefits for february so that there could be an early distribution of.

N

The the benefits, and so in five days we were able to get through approximately.

N

250 redeterminations for those benefits, approximately 90 new applications and.

N

That was all in addition to what we needed to do for january, and so I want.

N

To give kudos to the staff because they they definitely went above and beyond in.

N

Addition they saw the need and working with the customers that they started to.

N

Hear that the food pantries were running were very low on food, so my staff in the.

N

Benefits programs started a internal food collection and.

N

So we have been taking donations over to the food pantries each week and so.

N

That's that was completely started by by the staff, see is for our children and.

N

Their families many facets to serving our you know: children and their families.

N

There were 885 cases of maltreatment that were investigated. This means.

N

Approximately 73 new cases to investigate each month, which is.

N

Approximately 400 new cases for each worker each month and so those cases in.

N

Tail join the investigation assessing the home talking to victims perpetrators.

N

Working with our partners- and so that's that's- a great deal of work happening.

N

For each one of those those staff members, our cases are becoming much more.

N

Complex and much the safety concerns are much higher now than they once were. We.

N

Cannot do it without? I need to mention our partnership. We have many great.

N

Partnerships with the child advocacy center and with the health department.

N

Who you'll be hearing from? We have a sustained partnership with their peer.

N

Recovery specialists, and so if we have investigation, come in, that appears to be.

N

Related to substance abuse, we have a peer who starts with that right off the.

N

Bat, so we have someone working on recovery and working we're working with.

N

The maori commissioners.

N

In addition to that, we worked with sixty families and in in their home and now.

N

This is not the investigative stage; this is after the investigation, close there's.

N

60 families, when apple well, actually they have their the average time is six.

N

Months, six to twelve months so they're sixty families were open for the.

N

Majority of the year with us services.

N

For those children that, unfortunately, preventive services did not go well.

N

We're not successful. We did bring eighty five children into the foster care.

N

System, it's important to note that we have nine foster care homes in carroll.

N

County currently to support eighty five children, which obviously it doesn't work.

N

So we started a campaign which you mate, I believe, received an invite to the.

N

Instant family premiere to bring awareness to the need for the foster.

N

Families in carroll county and have ten families and trained in in the training.

N

Not all ten families will be licensed, because that training is making sure.

N

They're appropriate to care for the children in this the needs and the.

N

Trauma that they've experienced, but also are they you know, are they ready do they.

N

Have the skills, so some will be worked with longer to build skills and some.

N

Obviously won't be licensed, it just isn't a good thing. We also part of our.

N

Recruitment campaign I brought a little sample. This is our doll. We will be.

N

Asking for the county to have to adopt one of our dolls that will be coming.

N

Each doll is unique and will have a display with a small display with the.

N

Dogs, explain what it's for bringing light to the need for foster families.

N

And in carroll we also receive funding some additional funding through the.

N

State to do a media campaign, so you should be seeing that up and running in.

N

The next couple in the next couple of months, and so we're really excited about.

N

Being able to pull in more homes, excuse me: is there a maximum our children, a.

Foster family can have yes, depending on the home. Every home is different.

N

Depending on how much space the house has you know what they're again, the the.

N

Normal capacity for a family if they have other children or you just just a.

B

Case-By-Case absolutely normally, you don't see more than four to five and.

N

That's usually with someone who's at home, the majority of the time you know.

N

Stay at home parent, that can you know, access yeah, sustaining five children.

N

N

So our out of sorry, in addition of serving needs of children,.

N

There's our child support administration. We are very proud of our child support.

N

Unit they've worked to establish court orders to pay child support paternity.

N

Establishment, the you know, bringing the monies in once the court orders are.

N

Established and then the arrearage that that could be in that situation, we.

N

Ranked in the top five in each of these categories in the state last year,.

N

Here you can see that ranked fifth in the state for our for our court order.

N

Establishment we exceeded the state average for paternity establishment. We.

N

Ranked fourth in the state again exceeding the state average again.

N

This shows a hundred and ten percent. I don't understand how we do one hundred.

N

And ten percent, but I'm glad we did one hundred so for current support paid. We.

N

Ranked second in the state against this exceeding state average and fourth in.

N

The state for pain of the arrears it didn't exceed it's the state average, so.

N

I'm very proud of the work that we're doing. We started a new initiative in.

N

Mid-September we began to do pretrial, sediment couple settlement, conferences.

N

So there's a conference but for the the person we go to trial, for you know the.

N

Arrears or back payments and so forth and between mid september and december.

N

We collected ten thousand three hundred and forty-eight dollars, so we were very.

N

Happy with the the success of that that that process as well, all of this work is.

N

Supported by our local general with general administration, they oversee our.

N

Human resources here are some, you know general statistics. I thought you may be.

N

Interested in we have ten merit positions: five contractual positions.

N

When you go down to look at how many computer users, we have those numbers.

N

Don't add up there's 135 years users, the reason it doesn't add up is we host.

N

Other both other programs in our in our facility. So that's that's why? If.

N

You look at the numbers closely. Average age of our staff is 43 and the average.

N

Time with our agency is 10 years, and so we're proud of that as well. This is a.

Breakdown of how we spent last year's budget from the county, so summer camps.

Independent living training foster parent appreciation, which normally.

N

Includes a picnic holiday celebration that includes the the papers of foster.

Parents and the children, medical dental services, crisis services, employment.

Helping to maintain employment in the adult service on person, training in the.

Coming year, we have several initiatives that we want to ramp up. We really want.

N

To look at staff, health and well-being, we want to look at foster parent.

N

Recruitment, which I've already explained, we have a new maryland computer system.

N

Rolling out and that's going to affect every person in the agency, so we have.

N

Some who are very computer, you know so we'll be getting through- that we are.

N

Looking at reestablishing but read configuring to some degree, the chat, apps.

N

Deep partnership, that's what we're excited about! How that will look the year we are looking at having a social worker on board that will focus.

N

Main focus will be with our benefit clients to prevent need, for the other.

N

Services, so if they can get in and see where there's any risk or what have.

N

You be able to get that that assess quickly and then staff, recruitment and.

N

Of course, looking at how else can we ramp up for the adult service part for.

N

The adult service population that would be, unfortunately, growing our board tami.

Black, our chair is here and please we are extremely excited. We have a renewed.

Relationship with our board and as you can see, our board members are listed.

Here and I believe, tami wanted to just say a couple things about the work as.

Vicki is saying we're really as a board very supportive of the work of our local.

Agency and extremely proud of what everybody is doing, the things that she.

Just highlighted are really just highlights, there's so much more detail.

That goes on every day at this agency and I'm currently the acting chair of.

The local advisory board and we're here to meet monthly with with vicki and her.

The function of the board and how we plan on being more engaged, I can't speak.

To previous boards per se, but we really want to have a front face of the agency.

To the community, be a strong advocate be able to partner, as as volunteer.

Values of the agency to help their team do what they need to do. I did list out.

Want to help promote that foster parent initiative, reduce providers, staff.

Fatigue, this is a big thing. Compassion fatigue support the agency.

Strategic goals proactively, anticipate community needs and as stakeholders, we.

Come together we're able to help also, do you feel like a bi-directional.

Ocation, I'm with vicki and her leadership team really supporting vicki.

In her role, it's a tough job and everything they do doesn't always have.

The most happy presentation at first, but we hope when things are said and done.

It's a happier ending if that makes sense.

Support capacity and growth and be able to be a presence we're looking at some.

Exciting things in the community you'll get some invitations right now, our board.

Meets in the mornings once a month and we'd like to maybe do some action or.

Evening event, so we can get more community awareness of what is this.

Agency doing and how can other partners be involved or other stakeholders being.

Tremendous strain on your resources: we are seeing obviously more trauma to the.

Children from what they're seeing annex anything but also we're seeing that it's.

Generational now that the issues are becoming more generational, so it used to.

Be where, if you had a substance, abuse issue, you had grandparents that really.

Could step in and support or you know other family members- it's not in every.

N

Situation but it's becoming, unfortunately, more common, where we don't.

Have that support network, that's safe, that it's safe enough to step in and so.

An overview of the health department's role and relationship with the county.

And everything we we intend to make this briefing much shorter and just hit some.

Highlights because we figured the existing commuters were familiar with a.

Lot that the health department does, we don't need to tell you everything we.

P

Just want to talk to you about the things that we want to highlight this year and and things that might be new and changing. So the one thing that we.

P

Need to do- and I know it's listed separately on the agenda, but we missed.

P

Our board of health meeting in the fall- and this is kind of to meet the requirements in the law. We need to have a board of health meeting in if it's.

P

Okay with you all I'll just go ahead and have you make a motion to set as a board.

A help now and you hear a presentation we're going to present our annual report.

To you and we'll meet that that requirement sounds like a plan we'll.

Authorities incorporate the requirements and municipalities in the in throughout.

The county that you can't essentially have legislative authority that you.

Don't have as a board of commissioners anyway, I guess the first thing that I.

Wanted to highlight is the community partnerships, and vicki mentioned some of.

The work that we do with with department of the social services and whatnot, but.

You know I could. I could spend all day talking about our community partnerships.

But I think the one that's most unique here in carroll county, the partnership that we have it's kind of a four-headed monster to a certain.

P

Extent with our with our hospital with the partnership for a healthier carroll.

P

County and with access carroll, we have some very unique demographics here in.

P

Carroll county, where we have a lot of very wealthy folks in carroll county, but.

P

We also have a population, that's in need and we're one of the very few.

P

Jurisdictions that does not have an fqhc we'd, really don't qualify for an fqhc.

P

Which is a federally qualified health care center and that's one of the things.

P

Is part of the board of access carroll that we often talk about? We have staff.

P

That are embedded at access carroll and the hospital puts resources in the.

P

Access chair, oh and, and and the health department puts resources in access.

P

Caroline people come out and look at this and they're like we'd like to have.

P

An access carroll, but nobody can figure out how to do this because we were.

P

Fortunate that it kind of proceeded from a need, we had a community-based clinic.

P

That started as a health department, the partnership in the hospital and and and.

P

The health department identified this need and access carroll was stood up and.

P

You know right now, they're providing everything from from dental services to.

P

Behavioral health services to to regular medical services and the medical.

P

Director is a state employee who works there, doctor aukerman and it's just a.

P

It's a great partnership we have going in if we were doing all this.

P

Independently, it would be a lot more difficult to provide the citizens who.

P

Need these services, the services in our community- and it's it's really nice when.

P

When I can hear tammy talk about, we have somebody who shows up in the dental.

P

Clinic that needs substance use services and we just walk them down the hall to.

P

Substance use providers, access carol just recently became accredited as a.

P

Substance use provider and building medicaid and what not so it's there's a.

P

Lot that goes into this and I don't want to spend too long talking about it. But I.

P

Just think that that's one of the jewels that we have here in carroll, county and.

P

It saves the hospital a lot in readmissions and things of that nature.

P

And it helps the health department by taking care of the popular.

P

That's its underserved or doesn't have insurance or or is essentially.

P

Underinsured and and it helps meet some of those community health needs where.

P

Where there aren't services provided otherwise, and it would be a big burden.

P

That we would be be bearing if we didn't have this, this partnership, that we have.

P

There, the other thing with the hospital that we do is we do our community health.

P

Needs assessment and there's there's some tensions there, because it needs of the health department are sometimes different than the needs of the hospital.

P

But we we work together, collaboratively to try to figure out through the.

P

Partnership for a healthier carroll county how to do a needs assessment so.

P

That we can be working off the same page in most jurisdictions. The hospital does.

P

Its own community health needs assessment and the health department does its own community health needs assessment. They don't necessarily collaborate with each other, and it's great that we have the relationship with.

P

The hospital that we have and we talk on a regular basis and and we're we're very.

P

Careful not to duplicate with what each other is doing, but but make sure that.

P

We're complementing and and working together to meet the needs of our.

Community, I'm not going to go into all these because we get off all day about.

These partnerships, with the schools and law enforcement and social services and.

P

And and a lot of your agencies here that we work very closely with um wow that.

P

Didn't show up the way that it's supposed to so in the presentation, the.

P

The collections piece up there is a a million nine hundred thousand roughly.

P

The state core is roughly one point: seven, eight million dollars the county.

P

Contributions, 3.1 million and the other counties uh two hundred fifty one.

P

Thousand and the what we're calling designated or categorical is nine point.

P

Six, seven million now that piece down there that big piece down there. I want.

P

To break this up in future years, when I give it to you, it's has to do with stuff.

P

That's that are that specifically focused on specific areas like hiv or.

P

Other that that's just one example where backhoe or something that we get.

P

Specific money for that whip is another one where we get specific money to do.

P

Specific programs- and we can only use it for that- it's it's very difficult from.

P

From the stamp from my standpoint, from managing things where it'd be nice, if we.

P

Could we had this and the this this whole pie that we could use together to.

P

Kind of to meet the community, but sometimes I have people who don't have.

P

Enough resources to get the job done that they're that they're working on in certain areas. They have other other other areas that we might have.

P

Essentially, more resources but they're get being given to us from a federal or.

P

Or a federal or state level that specifically targeted on a certain issue.

P

So you know we don't have a lot of flexibility in the funds down there.

P

The other thing I want to mention about these designated and categorical funds.

P

Is a large portion of these go out of the health department? They go to other.

P

Community partners, a lot of them, might go to cc ysb for providers and whatnot.

P

In the community, if we apply for a federal grant, for instance our and I.

P

Don't know if sue's got this one or slider or not, but I think she does our.

P

Smart grant the higher psychiatrist or something of that nature to deal with.

P

With youth that have experienced trauma, a lot of that money is not actually.

P

Going to directly funding anything in the health department, it's going out the fund, their community partners and its grant money that we've applied for in.

P

Collaboration with a lot of these other organizations, the piece that I will.

P

Mention is it's very difficult being an off budget state agency, as I mentioned.

P

To the two new commissioners, the other day when we met the states negotiated.

P

Contracts for through collective bargaining for a lot of our a lot of our.

P

Staff- and I know the three of you that are sitting here know early in my tenure.

P

Is a health officer because of pay raises and whatnot that the state had.

P

Negotiated but we wound up with a deficit that we couldn't cover and we.

P

Had to talk about what services we were going to cut back on and how that was.

P

Going to impact the community- and we had a discussion back and forth about that.

P

Well, every time we get raises, I'm like I don't want a pickle on social services.

P

But social services is a non budget agency. The the pay raises for their.

P

Staff, but they struggle with being able to staff their agency the way they want to. But the pay raises for their staff and.

P

All come in the state budget. Ours do not, and we have to figure out whether you.

P

Know we're pulling that from county part of our county funding or whether we're.

P

Pulling that from our core funding or whether we're gonna have to eliminate services in order to cover those increase in cost that we get based on.

P

Them with, what's essentially state and employee salaries that are negotiated.

P

State-Level now this is, uh you know, back with the previous administration, about.

P

2011 we took a huge hit in our core funding. This is a statewide core funding.

P

Just the chart to kind of show you where it was essentially kind of crashed in.

P

2011 on us- and we haven't gotten back up the near where it used to be, and I think.

P

That was when a lot of the aid was cut, the local jurisdictions and we've been.

P

Struggling with this for years- and I know meiko- has has paid attention to this, and just one of wanna make those cop.

P

Priorities that they want to try to fix local health funding. I know I've heard.

P

From the secretary and the deputy secretary at mdh that that they know.

P

Local health funding is broken and that we've lost a lot of our ability to.

P

Respond in the community of the way that we would want to and they're working on.

P

This at the state level to try to try to help essentially fix some of the funding.

P

That was was broken under previous administrations, but even with that, the.

P

The cost of living increases and other salary enhancements that that are.

P

Negotiated by the state, it's just, we have to figure out where that's coming.

P

From and and that's an awfully difficult juggling job that we wind up doing over.

P

At the health department, so um okay, I want the positive things opioid.

P

Senior policy group, uh you know, I I think I've said you guys- want a number.

P

Of occasions when the governor first stood up, the the opioid operational.

P

Command center and told the local health departments that they wanted us to fine.

P

Form these opioid senior policy groups, I thought it'd- be very difficult to pull.

P

Together, the hospital president, the the state's attorney, the judges from.

P

From drug court a lot of a lot of your senior staff, the state's attorney the.

P

Sheriff's office to participate in this, and it's been interesting because.

P

Everybody's been very excited about the work that this groups doing and we've.

P

Had very good attendance and a lot of input and I think we've accomplished a.

P

Lot of things over the last year highly first of all, I want to thank the.

P

Commissioners, because I know last year, you dedicated $300,000 towards the.

P

Opioid initiatives and you turn to the senior policy group to say well what.

P

Should we be spending this on and I'll talk about a little bit about some of.

P

That, as we go through a couple of these bullet points, but mobile crisis services.

P

Is something that's new and shoes going to get into some of the statistics and.

P

Whatnot about what mobile crisis services have been doing, but it's been a.

P

It's been a huge success in our community they've seen a lot of people.

P

They're helping you keep people who are in crisis from winding up in the.

P

Emergency department and in linking these people with appropriate care so.

P

Just to mention it's, it's funded through a grant that the the governor.

P

Established through the opioid operation command center, partially partially.

P

Through some health department money that we pulled from another grant and.

P

Partially, we recently expanded the services through part of the money that.

P

That you all provide it in in the last fiscal year for opioids school programs.

P

One of the things the senior policy group identified as being our biggest.

P

Problem- and I heard vicki allude to this earlier- is that we've got some kids that.

P

Really don't have a lot of positive influences in their lives and we felt.

P

Like targeting middle school, aged kids would be the best thing that we can do.

P

Because we felt like not enough was being done from its well, we want to.

P

Focus on opioids, it all fits into a bigger problem. Some of these people, some.

P

Of the kids are experiencing problems with opioid use of their parents, other.

P

Trauma in the home and things of this nature, so we figured what we need.

P

Du was more with prevention in the in the middle school age to high school-age.

P

Kids, so the one thing that you already approved and this happening is the.

P

School systems working on expanding their sources of strength, program, which.

P

Is an anti-bullying anti-suicide, it's got substance, use of components and.

P

Whatnot that works during the school day to provide positive mentoring to middle.

P

School and high school age, kids, the other thing that's happening- is we're.

P

Also working on the there's there's an rfp. That's going out to talk to talk.

P

About potentially doing something with after-school programs and what we'd like.

P

To do is we're going to come back once we once we put the rfp out, we have.

P

Proposals back as to how this would be done, we'll come back and talk to you.

P

About how we would like to use some of the funding that you all have dedicated to establishing after-school programs in some of the schools and what that would.

P

Look like and and trying to have, early intervention so that you know we can.

P

Prevent yeah, you know brian d lonardo uses the uses, the bathtub thing. We don't.

P

Stop the water from going into the bathtub, it's just going to keep overflowing and we need to do something prevent and we're not that we're not.

P

Doing a lot of other things with from a prevention standpoint, but I just think.

P

Having positive interaction with these kids, especially in the middle school age,.

P

Where we can potentially build them, some good habits so that they don't go down.

P

The wrong path is, is very important and I think everybody on the senior policy.

P

Group was on board with this being our top priority. Of course, we got the.

P

Awareness sign so that six or seven agencies partnered on to get up around.

P

The county, so that we could bring more attention to this and I think our signs.

P

Have a much more positive message than most jurisdictions and that's thanks to.

P

The fact that the commissioner said hey can't we make this instead of just how.

P

Many people have died. Can't we make this a more positive message and that's.

P

Ultimately, what came out of it, I think, think, that's a very positive thing that.

P

We're doing the expanded expert and peer services at carroll hospital is.

P

Something so there was a state grant and they started rolling this out. Another.

P

Hospital and our senior policy groups like hey, wait a minute, we're ready for this. Why can't we get this here? So we did enough.

P

Fussing that that the state looked at carroll, hospital and expert is screening.

P

Brief intervention and referral of treatment and pure services they're.

P

Gonna have three peers peer support, people that are going to be embedded in.

P

The hospital that are gonna be hospital employees who can go see. Patients who.

P

Show up at the hospital and right now they don't have that they.

P

Don't have the staff there to necessarily work with these folks.

P

Individually, to link them with services make sure they go through the services.

P

And that we can get them into treatment, so I think this is a very important.

P

Expansion of what the hospital is going to be capable of doing, there's also a.

P

Part of this that is going to be looking at buprenorphine and induction right at.

P

The hospital, so we get people started on medicated assisted treatment that.

P

They're going to be looking at and and that that all came about because of this.

P

Collaboration in the senior policy group and then the last piece I want to.

P

Mention is movement, the wards, access to treatment, services, immediate access.

P

Access carol has opened up treatment services seven days a week for.

P

Ambulatory detox different people have different needs for treatment services.

P

Not not, everybody is able to go into an ambulatory detox program and go into.

P

Treatment and have that work for them. Some people need residential treatment.

P

And there's different levels of care people need based on them as an.

P

Individual, it's not like, as doctor branch, my colleague over in baltimore.

P

County likes, to put it if somebody has a broken arm, I know exactly what needs to.

P

Be done to fix that? Oh it's substance use it's very difficult, because the needs of the person depend on a lot of other factors.

P

And some of them have to do with maybe colouring disorders and what they think.

P

They may have psychological issues, you may have other issues, so we need to.

P

Figure out what the right fit is, but what we're looking at doing is is is.

P

Having triage beds down on the springfield center grounds, a combination.

P

Between our program and and what the what the county has, so that we can, we.

P

Can get people immediately into a beds so that we can make sure that we don't.

P

Lose them between the time that they're ready for treatment.

P

And the time that we can actually get them into treatment services that they.

P

Need we actually just received a letter, giving us a some grant funding for this, so we're gonna need to sit down and talk.

P

With your staff about how that all works together and and how we're gonna.

P

Implement that so anything that you guys have questions about all on on that.

P

Piece before I move on to my next slide,.

Across that bridge, when we get to it, okay.

P

I'm covering for our administration bureau chief today so just a couple of.

P

Highlights for administration there's been an increase in requests for vital.

P

Records through the new motor vehicle administration rules- for you know you.

P

Have to get these licenses that are required because of essentially because.

P

Of 911 there's a federal requirement and you have to bring all kinds of.

P

Documentation so right now, we've seen an increase in business because of that.

P

Rule there was a law passed last legislative session that I talked to you.

P

Guys about that would allow the mva started issuing birth certificates if, if.

P

That, if that actually get starts happening, I can have an impact on our.

P

Income and our ability to support the staff that are essentially our intake.

P

Staff up front, but right now, we've seen a huge increase in demand and those.

P

Staff had been extremely busy and a little bit overworked in trying to keep.

P

Up with the demand for birth certificates to bring one when they.

P

Renew their license, there's been an increase in the the requirements for non.

P

Emergency, medical transportation that that we manage- and this is a program.

P

That drives me nuts. I've told the two new commissioners about this on one.

P

Tuesday, that you know essentially, because of the way that it's set up and.

P

This comes down to us through medicaid is we have to do everything we can to.

P

Try to make sure that people find another ride before we spend medicaid.

P

Funds to transport them and- and I think it's terrible from a customer service.

P

Standpoint, I've been complaining about a state level, it's a federal requirement.

P

We have to do it this way, but we have seen an increase in the number of.

P

Of folks who are eligible for medicaid transportation through the affordable.

P

Care act, but I just think the way the program set up at the federal level and.

P

You know when you, if you hear people talking about it, it's not our rules. It's.

P

Something we're kind of stuck with. We do the best we can to work with people to.

P

To meet their needs, but there are specific things we're required to do in.

P

Order to allow somebody to be transported another very important piece.

P

Is we've been working on a five-year strategic plan that was created by all.

P

Of our staff at all levels, very multidisciplinary team- I had told you.

P

Guys that I wasn't going forward with accreditation for the health department.

P

At this time, because it cost us a lot of money and a lot of staff time, that's and.

P

A lot of effort, and I'm not sure unless it becomes tied to funding or something.

P

Of that nature, I don't really think that it's worth it, but I do think that some of the pieces of it like having a strategic plan and.

P

We did surveys of our internal staff, we did surveys of our community partners.

P

And we did surveys of our customers to try to find out how we could improve.

P

Services that we're providing to them- and I think that's a very important.

P

Thing we've been working on and maggie foods has been leading that, for us and.

P

Now we're establishing a quality improvement councils so that we can look.

P

At processes and try to figure out how we can improve services both internally.

P

And externally and the last piece that I'll mention is kind of having a little.

P

Neat exercise we did with community-based medications, we were.

P

Responsible for in the incident of bioterrorism, or if there's a mass.

P

Outbreak or something the strategic national stockpile and there's a certain.

P

Wave medications and all are supposed to be distributed in and we're supposed to.

P

Do an exercise each year, so we've partnered with the with the girl scouts.

P

To essentially the boxes are similar size and whatnot. We did the distribution.

P

Exercise by helping them get their coordinate getting out there. Their girl.

P

Scout cookies, their girl scout troops and it's kind of a neat little community.

P

Partnership where we could educate some people on the health department's role.

P

In the strategic national stockpile meet our exercise requirements and has.

P

Interaction than the community saw, I just thought that was a neat little.

P

Thing that we did with our emergency preparedness section lee your turn.

Q

Okay, thanks lee broderick, director of environmental health. I just have a few.

Q

Highlights gonna go over I'm one of them. There's a new mobile reciprocity license.

Q

Which will allow people to get their their businesses licensed in their.

Q

County that has their base of operations, which is where they're going to prepare.

Q

The food and everything, and then they can get a reciprocity license in any.

Q

County, that's within 90 miles of that base of operations. We see that as a good.

Q

Mood that should increase efficiency and lower operating costs for these food.

Q

Service providers and also reduce the duplication of effort on our part, the.

P

Big thing is that they that the the mobile food operators were concerned.

P

About was, they were happy to have their their their mobile operation inspected.

P

Needs accounting the license in each county and this this well, we can all go.

P

Out and inspect them under our and while they're operating it doesn't require.

P

Them to bring their mobile unit to each county to get a separate license along.

Q

With that in the food area, also, the cottage food regulations were changed and they allow non potentially hazardous foods to be sold directly to the public.

Q

From the preparers home, provided it is labeled properly and then again in the.

Q

Food arena there was a workgroup that formed last year to look at the whole.

Q

Issue of temporary food permits, and especially with regard to nonprofits and.

Q

Other excluded organizations, and so they made a number of recommendations, a.

Q

Letter came out and it's being considered by the department and by.

Q

Local health departments, as far as how to implement some of this, but the most.

Q

Significant recommendation they made was to allow non profit organizations to.

Q

Sell or serve potentially hazardous foods prepared in the home of non.

Q

Prepared in non-regulated kitchens home kitchens and with that, the idea is that.

Q

There would be a somebody, that's certified in terms of food handling, safe.

Q

Serve or whatever, at the church or whatever,.

Q

Is that would oversee all that, and I guess would act as a consultant to these.

Q

Home cooks and hopefully ensure that they're doing things properly so that.

Q

The public's health is not put at risk, and there there is some statistical.

P

Information out there, where, where there is no regulation on these potentially.

P

Hazardous foods such as chili's and soups, and things of that nature in.

P

Places where they're not regulated that there have been some of the worst.

P

Outbreaks in the country- so I think hopefully we're gonna be looking at.

P

Something that will be somewhat of a compromise so that the churches can do a.

P

Little bit more of what they want to do, but we still have some assurance that.

P

The food's gonna be safe. This is a yearly thing, but we get our brf grant.

Q

Funds from the state and then we we distribute them to people that apply and.

Q

Meet the criteria and meet our prioritization criteria, so in fiscal.

Q

Year of 2018, we received we're able to use two hundred and forty two thousand.

Q

Of those funds to help people with repairing their septic systems, mostly in.

Q

Some cases it was using excuse me to assist them with connecting to public.

Q

Server able to use up to twenty thousand per household for that purpose, and so.

Q

That that helps a lot of people and it's based on all need, although that the.

Q

Criteria is pretty high on that and then we try to prioritize based on on in.

Q

Terms of whether it's necessary or not in the beginning of this whole program,.

Q

There was a lot of funds and not many people using it. So the prioritization.

Q

Was a little different, but now there's a lot more demand now. Last year it was.

Q

Kind of things were slowed up because the weather there were a lot of projects.

Q

That couldn't happen, and so some of those funds were able to roll into this.

Q

Year we made a request for additional funds and I made the request- I guess in.

Q

October in november, we got the funds in december. Another hundred and forty.

Q

Thousand that we're using now for this fiscal year to help catch up on some of.

Q

Those and I'd recently communicated with them about the possibility of getting.

Q

More funds, because we have a waiting list already and.

Q

Fiscal year ends in june, so we'll see where that goes.

Q

And I mentioned this in the last one: the record levels of precipitation have.

Q

Hindered the installation of one site, sewage disposal systems and, in some.

Q

Cases have rendered property is unusable for the proposed system. We have one.

Q

Specific situation, where there's three lots and a new subdivision that the.

Q

Houses are built on and we're having issues, because where we did, the testing.

Q

And we did actually some of the testing. I mean we did the final testing during.

Q

Wet weather and we had no water up down to 12 feet and now there's water up very.

Q

Shallow and so we've gotten consultants involved in these situations and.

Q

Contractors and I'm in the worst case, one that looks like we there's some.

Q

Light at the end of the tunnel there and that hopefully that'll be resolved and.

Q

But we're working with people there's a lot of projects that I think the.

Q

Developers and the surveyors are putting on hold because they don't want to risk.

Q

Going out right now and doing the testing, because everybody knows the.

Q

Water tables are so high and so long.

Q

This another thing: fluoride contamination- you might have heard about.

Q

This in the news there's been a few news stories over the course of the last year.

Q

Or so those took place that the big ones are in howard, county and baltimore.

Q

County but we're starting to get our share of people that are impacted by.

Q

Chloride, contamination, and, in a lot of cases, it's suspected that it's road salt.

Q

And I'm in a lot of those cases when it's along state highway, state highways.

Q

Is assuming liability and actually putting out money to put in systems to.

Q

Deal with that and so the the people it usually comes to our attention because.

Q

Somebody either detects a little bit of a taste or they start their dishwashers.

Q

Start deteriorating, their hot water heaters start deteriorating. Some of.

Q

These say they have to replace appliances every six months to a year and so same ways. It comes to our attention. We do some testing, it's not a.

Q

Regulated parameter, and so we're kind of trying to assist these homeowners with.

Q

With a real difficult situation for them, and so so I always be recognized and.

Q

This is kind of a growing issue. I organized a meeting last year of a bunch.

Q

Of the other county officials that are involved in this, some people from the.

Q

Water treatment, industry and some people from department environment so that we could come up with some resources that would help their ownership homeowners in their response to this, and so hopefully soon.

Q

Well, at least have summiteers so to help them know how to shop for a reverse.

Q

Osmosis a whole house, reverse osmosis, is a big deal and it generates lots of.

Q

Wastewater and we have to figure out how to do with that. We're also trying to get.

Q

Mde to change the classification of that the discharge from that to not being.

Q

Sewage, because at this point they consider it sewage, which creates issues.

Q

For us and the disposal of it, and so um so hopefully in the next several months.

Q

At least in terms of the resources, I'm already handing it out in draft form.

Q

Because, with the state highway thing, people have to get three bids and being.

Q

Able to compare apples to apples, I want them to get the right equipment, and so.

Q

We're giving them it in draft form right now and it is draft written across it. So.

Q

They know that, but um at some point we'll have a final form and the water.

Q

Treatment people are gonna, come up with a more detailed one for plum the industry to use also, and then the last one is that we had a lot of issues for.

Q

Years on recruitment and retention- and I'm part of the issue with that is we're.

Q

Competing with other counties that actually are not the state system and.

Q

They offer a lot more or in one case they are part of the state system and.

Q

They offer a very significant on retention and recruitment and retention.

Q

Of notice, and so so we're trying to brainstorm about that. There's a.

Q

Committee, that was formed by the environmental health directors and includes people from mde, mdh and and other four agencies and they've been.

Q

Talking about this, and one possible outcome could be the formulation of some.

Q

Statewide classifications that would help us to attract and retain scientific.

Q

Talent, the one of the issues is that these classifications are different.

Q

Depending on whether you're playing for the same type job at the maryland.

Q

Department of health may on the part of the environment or the local health and.

Q

So trying to our goal was to come up with some consistent consistency on that.

Q

And maybe some specialization classifications that people that are you.

Q

Know really focused on certain things like septic system design or things like.

Q

I could could do something to put a bump in their career yeah. There's there's.

P

Licensing requirements that go along with that. It's related to this too, so.

P

And I I know, we've had a significant amount of turnover and even finding.

P

Qualified candidates to fill positions has been difficult, but in environmental.

Q

Health yeah- and this is a very long-term thing- I mean they've- been meeting for.

Q

Several years- and it may take a few years for anything to come of it, but has.

There been a push for testing for c8 in the water systems for testing what ch.

F

And teflon now know: do we know how to test for that? We don't stand for you.

Talking about community water systems, do you think in private wells? Well, I would.

Think right now about community water systems, but always private wells would.

Be as well yeah and it's it's not something. That's really been an issue.

P

That I've heard talked about a lot yeah. The answer you might get from department.

Of environment might be different cuz they they regulate. The big public water.

Q

Supplies we're doing individual wells right. Have you worked with community.

College and certification, programs or anything we have. We have gone to someone.

Q

Like the career fairs and spoke in it, I always like to say western america.

Q

That's where I went, but that other college up the hill and and we actually.

Q

Have staff that have taught at the carroll community college, in the environmental science program there and at mcdaniel? And so so we we have kind of.

Q

Some involvement with that, but but nothing.

Q

Exactly what you were describing the licensing is is is difficult area.

P

It's important that we have highly qualified people, but it also the test is.

P

Not easy, and so you know when you're facing people who need us, you need a.

P

Science degree and there's there's a lot of demand for people who have a degree in science. That's what's required for our environmental health. Folks, they're.

P

Required to take a licensing exam which is difficult and the compensation is not.

P

Good, the whole combination of things makes that recruiting and retention.

P

Thing very, very difficult so and even little things like when you're starting.

Q

Off in your career, the the costs for getting your license for all of that.

Q

Kind of add up and weighing your doing at this point, I think the testing cost.

Q

Is probably going to go up to two hundred and eighty dollars and there's no like the passed rate is less than fifty percent a lot of times and so to.

Q

Think that you're gonna do that multiple times for something that actually is not.

Q

Going to compensate that well.

Q

Cooperative programs, where health department gets involved, helps with.

Tuition testing and then they're obligated to work for x amount of years.

D

Well and the state has some of some of those, but you know the funny thing is I.

P

Don't think the state does a really good job of the important it we've had folks.

P

Mainly on the nursing side that have participated because we have a shortage.

P

They're two that have participated in that and they're not really good. At.

P

Holding people accountable with so I don't know how effective that is at.

P

Least the way the program is set up now.

P

Any other questions for leek yep good, introduce yourself right sure I am.

Tierney youngling, I am the assistant director nursing at the health department. We also have community bosley, who is our.

Director of nursing here as well, so we have 56 staff members in the nursing.

Bureau, all of them are not nurses. We have a variety of classifications. I.

Believe we have about 23 or 24 nurses within the bureau, but then we have.

R

Social worker or a dentist, dental assistant staff, epidemiologist or.

R

Translator so a variety of staff that make up these 56 staff members. We have.

R

38 different pots of funding, as idi was discussing earlier. That is categorical.

R

Thorough categorical state, as well as county and for funding, so a lot of.

R

Different pots of money, but with that money we are able to provide 50.

R

Different services within the nursing bureau right so we haven't in fiscal.

R

Year, 18 into fiscal year, 19 we haven't had any major program or funding changes.

R

So this lists all the guy in the picture. Thank you and posing for that picture.

I'm not good with needles, so this lists all of the programs in the nursing.

Bureau- and I mentioned all the 50 different services- all underneath programs, one change that is on this slide is the.

R

Diabetes prevention program, which will be transitioning it over to our viral.

R

Health bureau and will be implemented by our health education staff, our services.

R

Filled gaps within the community as well as fulfill some federal and state.

R

Requirements so one example is our adult evaluation and review services and.

R

Community first choice, programs that are both on their maryland medicaid programs.

R

They follows federal and state requirements. These are nurses and our.

R

Social worker, within the bureau, who conduct comprehensive evaluations for.

R

Functionally disabled individuals and order individuals within the community.

R

To help them either remain at home or in the least restrictive environment.

R

Over 880 children, we're seen in our dental clinic with over 2,000 visits and.

The thing about the dental clinic- and I told you all when I first came home, is.

The health officer that we wanted to get as much of this out into the community.

As we can, but there there are very limited places that we'll see children.

Who were on medicaid? So that's our dental clinics, picking up the slack.

There- and you know, I mentioned our collaboration with access care all.

P

Access carol seeing a lot of the adult clients, because it's tammy likes to put.

P

It it's really hard to get a job if you don't have any teeth in carroll county, so I think so so we we're referring patients back and forth to each other.

P

Quite frequently, where they'll send us the kids and most, if there are adults.

P

That we can't see or what not that they'll see them there.

And on the next slide, I just want to say too fast there. um I also want to mention.

About almost 5000 students were immunized in schools and I'll touch on.

R

That, in a little bit more detail in a minute and approximately 10,000 children.

Received hearing and vision, testing in the schools as well so and I've.

R

Mentioned earlier about our partnerships- and I do want to highlight one example-.

Of a partnership between the health department, the carroll county, public.

R

Schools and the maryland partnership for prevention to conduct those school-based.

R

Clinics flu clinics, as well as middle school, required vaccination clinics.

R

These vaccines are offered at no cost if individuals do have insurance insurances.

R

Billed that there is no copay and something that's exciting for the.

R

Spraying the same partners are working together on an additional school-based.

R

Immunization program clawed vaccinate before you graduate for seniors in high.

R

School with the goal of them becoming fully immunized on before they graduate.

R

So immunizations help prevent some diseases and the spreads of a spread of.

R

Disease and can also reduce those absences in school due to illness. So.

R

Some of our male aids- and I know that I believe, you've passed out the fiscal.

R

Year, 18 well, that hasn't been passed up yet.

That's gonna, be the other thing I'll add about that vaccinate before you graduate.

It will help kids because the colleges are wanting to see that they're up to.

Date on all their vaccinations before they come to school, so it gets. It gets.

Complicated, I know with my own kids, between high school and when they're.

Going off to college to get them in to see the doctor and get the vaccinations.

P

So it'll make sure that they're ready and good to go at that point in time.

Towards opiate the opiate epidemic, so we did with the money and with a state.

Decided they were gonna do with money was to hire an overdose fatality review.

Coordinator so gave us a dedicated person that could focus on reviewing the.

S

Cases looking for trends and patterns and then developing plans for outreach.

S

Specifically with pharmacies and physicians, so that if we see a pattern.

S

And a physician where they prescribed 700 tablets of an opioid to an.

S

Individual over a period a short period of time, we can do outreach with that.

S

Position we have done outreach to all 37. I think it is pharmacies or 39.

S

Pharmacies in carroll county and provided them with a toolkit, the toolkit.

S

Gives them information about the pdmp, the mandates that it's american law and.

S

Also information and handouts that they can give to the public. All of that can.

S

Be replaced so they have a contact person that they can work with. For that.

S

I mean you just hit the numbers here, the numbers real quick, so we ask you on that.

Because your funding helped to contribute to this, we were able to roll.

S

Out a mobile crisis team in may there was a little bit of a delay, but in their.

S

First, two months of operation, they were able to open a hundred and eight cases.

S

They did 78,000 follow-ups and a hundred and seventy-seven crisis stabilization.

S

Calls because the way we worked our contract was it's not a one-and-done.

S

They have to actually provide stabilization and ensure that the person.

S

Is stable in the community and it's it's great that they're on the radios, cuz.

Yesterday we got feedback from them that they had heard about a number of overdoses on the police, can't the the police, radio and they they wanted to try.

P

To get out to those folks that actually weren't transported so that they could.

P

Get them into services.

S

And our east mart grants so we last year we were awarded four million dollars.

S

Over the period of four years, we were the only a local awardee and the nation.

S

All the others went to states, it's basically to expand behavioral health.

S

Services to the zero to eight population, so in the carroll county, public school.

S

System has put their behavior a half past force into place and, and I made a.

S

Couple phone calls, because we were not a part of that. We kind of felt like well.

S

We have this money and we really would like to know what's going on so that we.

S

Could adjust these services to help to benefit our community even more so that.

S

We were aware what the problems were. Heroin still kills. I know a couple of.

S

You were able to come out see that it's at basically a refresh of the 1999.

S

Version and linda our back, he works for us as a prevention coordinator. Now was a.

S

Member of the public- and she is a member of residents attacking drugs at that.

S

Time who put together that so she was able to work with the state's attorney's.

S

Office and other people in our partners in our community and to put together the.

S

Refresh and there's already a huge demand for that. We've tried to get it.

Strategic planning process so now we're starting a quality improvement process we'll use. The information will use the priorities that we gained from the strategic planning process to develop quality improvement projects both in.

Individual bureaus and across the agency, so that's what we'll be working on and.

Only will the numbers get get better. The data will get better. My ability to.
