A
Now
be
recorded
good
morning,
carroll
county.
This
is
commissioner,
ed
rothstein,
and
it
is
thursday.
B
B
And
looking
like
the
snow
is
going
to
be
behind
us,
it's
beautiful
blue
sky,
getting
up
to
about
50.
B
Degrees
today,
so
life
is
good.
As
I
like
to
say
what
I
like
to
do,
as
we
always
do
is
start
with.
B
Pledge
of
allegiance
and
then
take
a
moment
of
silence
and
reflection.
B
Of
all
those
that
are
still
being
you
know,
dealing
with
the
covet
and
the
pandemic.
D
B
I
don't
know
about
you,
but
I
love
that
pledge.
What
I
like
to
do
is
before.
B
I'd
like
to
recognize
a
couple
of
folks:
the
first
is,
if
ed
singer
and
lee,
if
you
can
come.
B
Years
of
service
to
our
community,
so
from
me
to
you
lee,
thank
you
so
much
and
with
that
ed.
If.
C
I'll
share
that
and
you
can
go
ahead
and
leave
your
video
on
some
people.
Oh
yeah,
there
you
are.
C
I
just
want
to
share
I've
known
lee
since,
since
the
day
he
started
working
here
and.
C
I
know
when
we
when
he
originally
came
here.
His
intention
was
this
was
going
to
be
a.
C
A
short-term
job
for
him
and
he
wound
up
sticking
around
a
lot
of
years.
One
thing
I'll.
C
C
C
C
A
little
bit
heavy-handed
with
regulation
and
whatnot
and
we've
got
an
important
job
to.
C
Thing
that
lee's
done
and
and
I
appreciate
it,
is
really
emphasized
the
the
importance
of.
C
C
And
to
protect
public
health
while
still
being
able
to
accomplish
what
they
want
to
accomplish.
C
So
it's
that
kind
of
customer
service
that
that
that
he's
done
a
a
wonderful
job
with
and.
C
Andrea
hanley
who's
gonna
be
the
new
environmental
health
directors
on
here
with
us.
C
To
lee
and
and
welcome
andrea,
but
I
I
you
know,
I'm
hoping
hoping
that
this
will
be
a
very.
C
C
So
but
lee's
done
a
great
job
in
ensuring
that
we're
providing
outstanding
services
to.
C
C
The
overall
health
of
the
community,
with
our
environmental
health
bureau
and
I'll
I'll,
stop.
E
For
our
development
plan
review
and
just
have
enjoyed
each
phase
of
my
career
here
in
the
last.
E
That
we've
interacted
with
our
interactions
with
you,
I've
enjoyed
those
and,
like
ed,
said
my.
E
Kind
of
my
biggest
pleasure
here
has
been
helping
people
kind
of
brainstorm
and
come
up
with.
E
Solutions
wherever
possible-
and
so
it's
been
it's
been
really
enjoyable
to
do.
All
of
that,
and
I.
E
Appreciate
the
opportunity
to
have
served
this
way
now
lee
thank
you
and
leaders
lead
and
lead.
B
To
our
community,
so
thank
you
so
much
with
that.
I'd
like
to
read
the
proclamation.
F
G
F
F
F
F
F
Does
anyone
and
my
fellow
commissioners
have
anything
they
want
to
share
at
this
point
lee
I.
C
H
H
For
them
I
say
thank
you
for
me,
I
say
thank
you
and
andrea.
You
have
big
shoes
to
fill
so
good
luck.
H
And
you
won't
be
under
edge
heavy-handed
tactics,
I
guess
in
environmental
health.
I
I
Probably
get
involved
in
some
volunteer
work
to
fill
your
your
time
up
and
satisfy
that
void.
I
D
Were
a
lot
of
questions
as
pertains
to
fire
departments
and
and
the
things
that
were.
D
Going
on
on
carnival
grounds
etc,
and
we
haven't
always
disagreed
or
all
we
haven't
always
agreed.
D
On
everything,
you
did
your
best
to
try
to
explain
the
code
to
me,
which
I
still
don't
get.
D
D
For
for
carol
and
see
and
and
the
bottom
line
is
you
don't
have
to
argue
with
me
anymore
lee
so.
D
B
B
It
is
not
a
time
to
formally
recognize
a
departure,
because
that
will
also
come.
B
B
You
and
tom
upon
his
until
his
departure
is
gonna,
be
time
really
well
spent.
So.
B
For
all
you're
doing
mentoring
me
and
others
using
for
me
small
words
for
me
to
understand.
B
And
you
know
being
persistent
in
getting
things
done
the
right
way.
So
I
think
that's.
B
The
the
the
key
role
or
word
I
would
use
is
that
persistence
in
doing
what's
right.
But
if.
B
My
colleagues
would
like
to
say
something
and
either
welcoming
chris
or
having
a
pre
roast
of.
D
I'm
gonna
disagree
with
my
colleague.
You
have
a
huge
set
of
shoes
to
fill
and.
D
I
I
I
F
F
B
Okay,
again
just
want
to
to
formally
recognize
chris
as
the
acting
director
and
saying.
B
Thank
you
for
again,
like
others,
have
said,
stepping
up
and
as
commissioner
weaver.
J
Yes,
thank
you.
I
just
wanted
to
thank
you
all
for
the
vote
of
confidence
and
as
you've
mentioned.
J
J
B
So,
okay,
let's
move
on
to
priority
carol,
I
love
being
able
to
do
that.
Let's
start
with.
B
D
There's
a
reason:
it's
number
one
right
weber
anyway,
good
morning,
everybody
wow.
D
D
D
So
you
know,
as
it
begins
to
blossom
here
in
the
spring.
I
hope
everybody
takes
advantage
of.
D
Getting
outside
this
will
help
also
with
our
coveted
situation
as
well
as
we
as.
D
But
it
actually
might
be
legitimate
because
I'm
we're
expecting
a
new
granddaughter.
D
Here
within
the
next
week
or
so
so
maybe
I
should
get
used
to
seeing
in
the
high
chair.
D
D
Now
within
the
next
week
or
two
so
families
families
growing.
So
that's
a
wonderful
thing.
D
One
one
really
other
quick
thing
as
we
continue
to
see
the
recovery.
I
hope
and
we're
phasing
back.
D
In
which
is
kind
of
what
we're
doing
here
today,
we've
got
plexiglas
in
between
us
here
and
we're.
D
D
Who
put
me
in
touch
with
the
owners
of
that
great
establishment
and
they
have
partnered
with
us.
D
Three
or
four
weeks
march,
the
20,
something
so
good
product,
good
people
and
we
look.
D
D
D
To
really
become
a
fashion
statement
so
and
a
lot
of
people
should
wear
them
all
the
time.
D
B
And
mission
barbecue
by
the
way
is
also
awesome:
food,
yeah
yeah.
So
there's
that,
besides
all
the.
D
D
H
But
we're
not
going
to
go
there
now
I
was
at
the
board
of
ed
workshop
meeting
last
night.
H
And
just
some
interesting
concerns
they
are,
I'm
not
gonna
steal,
ed,
singer's
thunder
here
lately.
H
H
See
if
they
open
schools,
how
many
students
will
actually
be
back
presently
elementary
has
56.
H
If
that
continues,
they'll
have
plenty
of
room,
as
students
would
come
back
for
that
four
day.
H
H
98
vacancies
and
planned
facilities,
I
think,
was
18
vacancies.
That's
kind
of.
H
Know
they're
they
put
the
plan
together,
it's
up
to
the
state
of
maryland,
to
approve
it
or
not,
and.
H
See
where
they
go
so
that'll
be
the
determining
factor.
I
think
anything
that
happens
for
march.
F
Thank
you
first
thing,
I'd
like
to
say
is
fashion
statements,
I'm
wearing.
F
A
kind
of
opt-in
year
because
everything's
strange
with
covet
and
so
there's
three
b.
F
Hopefully
there
might
be
an
independent
state
schools
tournament
in
middle
of
march.
That's.
F
Not
a
completely
settled
on
yet,
but
I'm
hoping
that
they're
they're
looking
in
that
direction,
so.
F
To
that,
so
our
a
number
per
one
number
of
cases
per
100
is
a
little
too
high
right
now.
F
To
go
back
to
school,
you
know
full
time
with
all
the
kids
and
the
the
term
that
they're
using.
F
F
Said
that
we
will
be
down
here
before
we
go
back
to
back
into
to
to
school
with
four
days
a
week.
F
I
I
I
I
I
I
I
B
Commissioner
boucher,
thank
you
so
much
for
sharing
that
and
you're
absolutely
right.
B
Those
that
wanting
to
help,
like
you,
said
the
churches,
the
religious
facilities,
the.
B
B
Contribute
your
time
and
efforts
in
supporting
our
community,
so
I
really
appreciate
that
and
also.
B
Highlighting
the
career
in
tech
as
as
you've
done,
and
it's
that's
great
stuff.
What
I'd
like
to.
B
B
And
doing
what's
right
and
and
with
with
that,
minimizing
the
impact
of
the
flu,
so
you
know.
B
Right
now,
I
think,
that's
anecdotal
and
with
the
expectations
that
there
will
be
some
facts.
B
We're
responsive
to
those
emails
or
phone
calls,
as
as
for
the
community,
to
continue
to
reach
out.
B
To
us
and
we
will
be
responsive,
I
don't
want
to
talk
collectively
collectively
for
all
of
us.
B
But
I
believe
that
is
the
sentiment
that
we
that
we
bring
to
the
table
focused
on
leadership.
B
And
focused
on
community,
not
the
politics
that
are
surrounding
some
of
the
situations.
Speaking
of.
B
Some
of
those
politics
are
there
any
additional
state
directives
that
we've
heard
of
from
either.
D
C
From
calvert
county
there
you
go
yeah,
so
it
was
interesting
because
we
had
a
presentation
by.
D
Steve
schuh
yesterday,
which
was
very
well
done.
We
got
a
lot
of
statistics
yesterday.
D
On
the
vaccine,
but
you
know
the
problem
remains
that
the
emphasis
and
ed
you
know
this.
We
all.
D
D
Away
from
the
local
health
departments-
and
specifically
they
were
talking
yesterday
about.
D
Is
it
is,
is
ridiculous
right,
it's
it's
just
so
it
was
sort
of
a
we
got.
The
presentation
from.
D
D
From
trump
larry
and
and
man
did
he
hit
home
on
a
lot
of
issues
yeah,
he
did
his
body's
trying.
D
F
F
F
D
F
B
And
he
is
now
has
been
selected
by
governor
hogan
for
over
a
year
now
to
run
the
kovit
19.
B
Secretary
schroeder,
who
is
the
health
department
and
and
his
folks
every
week.
B
And
commissioner
lance
attend,
I
attend
every
week
a
a
phone
call,
a
30-minute
phone
call
with.
B
Mr
shu
and
secretary
schrader
and
a
whole
host
of
others
to
talk
about
these
issues.
B
So
that's
kind
of
putting
in
context
where
we're
at
and
we
all,
I
think,
talk
to
the
gentleman.
B
Everything
he
has
been
doing
in
reaching
out
to
our
community
and
with
that
ed
I'd
like
you.
B
To
get
on
and
share
with
us,
where
we're
at
with
you
know
both
coveted
19,
the
vaccinations
and
what.
B
Expectations
we
should
have
over
the
next
few
weeks
so
ed
good
morning.
Commissioners,
I'm
just.
C
Going
to
go
ahead,
and
sometimes
I
have
a
few
comments
before
I
roll
right
into
my
presentation.
C
But
I'm
just
going
to
go
ahead
and
I
think
roll
with
the
presentation
this
morning,
because
a
lot.
C
Of
what
I
want
to
talk
about
is
is
right
in
the
in
the
slides
that
I'll
be
sharing
with
you.
C
Okay,
all
right
start
with
just
some
of
the
data.
I
know.
C
That
that
the
the
commissioner
fraser
had
it
shared
with
you.
C
That
wanna,
that
we're
kind
of
in
a
you
know
in
a
high
transmission
well
actually.
C
Problem
with
that
is
you
know
if
you
look
at
if
you
look
at
our
week
of
february,
the
14th.
C
C
Substantial
rate
of
transmission
by
by
cdc
metrics-
and
you
know
the
thing
that
I'd
point.
C
Out
to
you
is,
if
you
look
back,
you
know
this
is
we're
still
at
a
higher
point
than
we
were
in.
C
C
Know
I
always
hear
commissioner
rothstein
tell
me
that
hope's
not
a
plan,
but
you
know
you
can't.
C
Screen
peaks
and
valleys,
but
we've
gotten
over
that
big
holiday
hump
we're
getting
more
people.
C
Vaccinated
springtime
is
when
more
people
do
activities
outside.
So
you
know
we
can
all.
C
Hope
that
the
that
the
trend
keeps
in
the
downward
in
a
downward
manner.
But
we're
not.
C
C
And
you
know
we're
we're
looking
to
continue
to
see
this
trend
move
the
way
that
it
is
and.
C
C
C
C
You
know
as
vaccines
more
readily
available
and
and
we
we
knock
these
transmission
rates
down
so.
C
And
the
only
thing
I'll
mention
on
this
slide
here,
and
I
mentioned
it
on
the
board
of.
C
Education
meeting
last
night,
our
our
cases
and
and
the
youth
that
are
under
the
age
of
18.
C
A
significant
greater
number
of
cases
in
in
in
people
under
the
age
of
18.
C
C
Got
about
15
people
or
so
that
are
being
treated
for
covet
in
in
their
in
the
in
the
hospital.
C
I
think
you
know
there's
really.
We
never
really
set
a
baseline
for
this,
but
I
kind
of.
C
C
C
C
This
is
our
overall
hospitalizations
and
and
desk
by
age
group.
C
And
the
one
thing
that
we
don't
have
real
good
news
on
yet
is
is
we're
still
continuing
to.
C
Not
even
on
the
chart,
we
had
had
three
additional
deaths
last
week
and
so
far
this
week
we
have.
C
C
The
disease
so
as
we're
as
we're
getting
into
lower
numbers
of
people,
testing
positive.
C
And
a
number
of
positive
cases,
hopefully
we'll
see
this
straight
of
death-
require.
C
Decline
as
well,
this
is
an
important
piece
that
I
want
to
share
with
you
today,
and
this
is
our.
C
Kicked
off
testing
up
at
the
ag
center
and
we
were
trying
to
ramp
things
up
and.
C
You
know
we
we
started
with
making
50
tests
a
day
available
when
we
were
testing
there.
C
And-
and
we
gradually
made
more
more
and
more
slots
available
and
during
the
peak
of
the.
C
To
test
250
people
per
day
at
the
testing
site,
the
the
numbers
have
dropped
off
dramatically.
C
Today,
we've
only
got
10
people
scheduled
to
come
to
to
the
mass
testing
site.
I
think
part
of.
C
C
C
Tested,
it's
not
a
lot
of
sense
to
run
it
three
days
a
week,
so
we're
looking
to
scale
back.
C
C
B
Applying
resources
where
it
makes
sense
so
yeah,
I
I
100
agree
with
you.
I
got
tested
as
I
shared.
B
You
know
when
you
know
we
were
quarantined.
I
got
tested
over
cvs.
B
One
with
a
rapid
and
one
with
the
pcr,
whatever
you
call
it,
the
long
term.
B
And
I
was
able
to
get
tested
within
the
day
of
my
request.
I
think
they're
out
there.
H
Yeah
and
I
see
the
school
systems
also
looking
to
put
testing
system
in
for
their
employees
and.
H
Students,
so
if
they
have
any
symptoms,
they
go
immediately
for
a
test
and
that'll
cut
down.
H
Probably
your
testing
also
at
the
ag
center,
so
I
think
it's
probably
a
smart
move
in
your
behalf.
C
F
Think
it's
a
good
idea
to
cut
down
on
testing
your
site
because,
as
commissioner
rostein
said,.
F
B
B
No
hearing
nothing
else,
ed,
please
continue,
and
the
important
thing
to
realize
commissioners
is
if.
C
We
were
to
hit
another
peak
as
long
as
we're,
I'm
not
looking
to
totally
shut
the
site
down.
C
And-
and
I
don't
think
the
state
wants
me
to
do
that
they
they
want
us
to
continue
to.
C
Make
sure
that
his
testing's
accessible,
if
we
cut
back
to
two
days
a
week
and
as
long
as.
C
C
Be
headed
and
I'm
glad
you
guys
are
comfortable
with
it.
The
thing
that
commissioner,
yes.
D
D
Thursday
and
it's
kind
of
funny-
I
I
I
told
the
staff-
I
said
so,
let's
let's
go
to
doing.
D
D
D
C
Okay,
well
I'll
talk
to
richard
grace,
who's
running
this
site
for
us
and
and
have
him
talk.
C
To
the
staff
that
are
working
with
him
and
see
if
we
could
take
a
look
at
that,
the
one
thing.
C
I
will
mention
with
the
ag
center
and
I've
got
a
we're
having
some
discussions.
Some
of
these.
C
C
Can
do
but
there's
certain
things
that
that
we're
gonna
have
to
talk
about
with
them,
such
as.
C
They're
gonna
do
a
tractor
pool
I'm
not
sure
that
they're
gonna
be
able
to
do
that.
It's
it's.
C
C
C
Compliant
with
all
the
orders
and
whatnot
that
are
in
place,
but
we'll
take
a
look
at
those.
C
The
the
testing
that
commissioner
weaver
had
referenced
with
the
school
system.
C
C
C
C
And
regionalizing
test
sites
and
having
the
feeder
schools
potentially
come
to.
C
As
potentially
using
empty
portables,
or
something
like
that
to
have
is
the
the
testing
site,
but.
C
The
the
concept
is,
is
anytime
somebody's
sick.
It
might
have
coveted
that
the
parent
has
to
come.
C
C
C
C
C
Have
covet
will
be
helpful
in
getting
them
back
to
school
in
a
more
timely
manner,.
C
And!
Being
able
to
clear
them
from
from
isolation
and
and
be
able
to
return
to
school.
C
C
And
and
his
staff
and
and
dr
taylor
and
and
felipa
gomes
who's
oversees
all
the.
C
All
the
nurses
in
the
schools
and
carl
stricker
to
to
figure
out
exactly
what
this
would
look.
C
That's
intended
to
look
like,
and
you
know
we're
hoping
to
roll
that
out
in
the
early
part
of
march.
C
Okay,
so
getting
getting
back
to
our
pyramid
that
we
talked.
C
C
C
C
C
C
C
C
So,
as
I
mentioned,
we're
mainly
doing
1a
and
1b
right
now,.
C
C
One
of
the
problems
we've
had
is
is
using
these
links,
and
I've
talked
about
people.
C
Of
the
elderly
folks
get
registered
and
in
some
of
our
sign
up
sheets,
I've
got
200
people
who
are.
C
C
Who
we're
vaccinating?
Who
this
is
offered
for,
and
you
know
we
try
to
make
it
clear
in
the.
C
C
Commissioner,
weaver
you're
being
invited
to
register
for
for
a
vaccine
for
through.
C
C
For
the
clinic,
so
it's
gonna
be
very
helpful
to
us
in
trying
to
reach
those
those
people
that.
C
We're
targeting
in
our
clinics
and
it'll
help,
I
guess,
eliminate
some
of
the
frustration
we.
C
Be
good
once
and
and
and
they
can
sign
up
for
the
clinic
and
we
can
get
them
registered
and.
C
You
know
I've
said
a
number
of
times
that
when
people
come
to
the
clinics,
they've
been
very
happy.
C
C
C
Enhancements
are
going
to
help
make
this
this
better
and
less
frustrating
for
people.
C
C
65
and
ed
singer
won't
go
on
to
vaccinate
65
year
olds
until
it
gets
done
to
75
year
olds.
C
So
this
is
our
graph
on
the
vaccine.
Rollout
we've
we've
we're
essentially
getting.
C
C
C
System
I'm
going
to
give
you.
I
promised
them
a
certain
percentage
of
our
doses
every
week,
so.
C
C
C
We
vaccinated
500
people
over
at
winter's
mill,
500
teachers
and
other
educational
staff
over
at.
C
C
Clinic
scheduled
so
we're
putting
a
little
bit
of
that
up
front
now
and
we're
doing
a
really.
C
Good
job
last
week,
when
I
looked
at
the
chart,
we
were
at
104
of
our
first
doses,
administered.
C
And
that
was
because
you
know
we
are
getting
a
little
bit
out
extra
out
of
some
of
the
vials.
So.
C
Our
our
staff
are
just
doing
a
great
job
in
getting
people
vaccinated.
This
is
the.
C
I
guess
I
want
to
start
with
where
we
are.
The
we've
got
about
we've
we've
vaccinated
about.
C
Almost
4
600
people
in
the
education
sector,
and
that
includes
private
schools
day,
cares.
C
And
carroll
county
public
schools,
I
think
we're
pretty
much
done
with
the
demand
that
we
had
in.
C
C
C
We
opened
it
up
the
the
public
schools.
I
I
had
that
separate
set
aside
for
public
schools.
C
And
for
and
for
people
who
would
be
in
group
1a
and
that
clinic
didn't
fill
up
so.
C
In
the
very
near
future,
although
some
people
reached
out
to
me
after
the
clinic
was
over
and.
C
Said,
oh,
we
need
a
we've
got
more
people.
We
need
to
be
vaccinated,
so
I
do
have
a
small
list
that.
C
I
I
think,
we're
probably
at
about
60
to
70
percent
of
of
of
the
public
schools,
folks
that.
C
We've
reached
we've:
we've
got
about
1700
left
from
the
information
that
I
talked
to
carl.
C
Win
and
get
vaccinated,
but
the
last
clinic
we
did.
We
did
a
clinic
up
at
the
north.
C
C
We've
got
a
full
court
press
on
this
week
to
try
to
get
people
signed
up.
We've
got
two
clinics.
C
C
I
do
think
the
the
demand
for
the
75
plus
is
is
dropping
off
a
bit,
and
you
know
we.
C
Try
to
reach
hard
to
reach
populations,
we're
going
to
be
doing
a
clinic
in
conjunction
with.
C
That
they
have
and
people
who
are
over,
that
age
of
75
and
and
just
a
really
hard
to
reach.
C
Community
there's
a
lot
of
folks
that
they
serve,
that
that
could
potentially
be
homeless.
C
Or
or
potentially
be
uninsured
and
just
not
have
technology
so
we're
doing
a
clinic
with
them.
C
This
thing
we're
calling
a
fly
car
and
essentially
we're
gonna,
give
them
some
doses,
they're
gonna.
C
Go
out
and
they're
gonna
administer
these
to
people
who
are
homebound
and
and
then
they're.
C
Going
to
pick
up
more
doses
from
our
mass
clinic
and
go
out
and
hit
some
more
homebound.
C
C
Week
or
so
additionally,
you
know
where
we're
going
from
here
is
is
trying
to.
C
C
Is
that
you
know
the
county's
offered
to
provide
transportation
to
and
from
the.
C
Vaccination
clinics,
if,
if
somebody
has
a
challenge
with
transportation
and
and.
C
That's
that's
a
great
service
we're
providing
to
our
citizens.
I've
emphasized
this
to
our
staff.
C
C
C
C
C
You
know
the
the
the
state
department
of
aging
really
wants
us
to
focus
on
certain.
C
Certain
independent
living
facilities
and
that's
just
not
working
with
the
way
we
have.
C
Things
planned,
I
think,
we're
better
off
we're
we're
going
to
regional
sites
throughout
the.
C
C
C
C
Who
run
our
water
plants
wastewater
plants
and
maintain
critical
infrastructure?
That's
still.
C
C
Officials
and
and
essentially
the
town
and
county
managers
and
we're
going
to
be
trying
to.
C
C
C
C
C
Have
in
reference
to
what
I
just
presented
and
as
always,
thank
you
any
questions,
comments.
C
Commissioner,
if,
if
you've
got
a
list
of
four
people,
send
it
to
me,
I've
got
six
right
now.
D
To
be
able
to
do
that,
so
I
need
to
tell
them
something
right
and
and
and
we're
trying
to
reach.
C
Out
through
citizen
services
and
all
and
first
of
all,
I
want
to
verify
that
we're
trying
to
we.
C
C
We'll
reach
out
to
them
and
we'll
make
an
effort
to
to
register
them
for
a
clinic.
So
if
you've.
C
B
Okay,
again,
a
lot
of
information
to
be
shared,
and
thank
you
for
coming
on
ed.
B
Director
bob
mccoy
should
be
on
share
with
us.
What's
what's
happening
from.
K
K
K
K
Our
recommendation
has
always
been
to
transition
employment
responsibilities
from
the
stations.
K
K
K
K
So
our
original
department
hiring
goal
was
by
monthly,
hiring
effective
july
2021.
That's.
K
K
K
K
Federal
fiscal
year
in
october
first,
so
that
leaves
us
with
two
hiring
questions.
K
K
K
K
K
K
K
K
K
Believe,
through
discussions
with
my
budget
analyst
and
with
roberta
four
may
be
the
maximum.
K
K
K
K
K
Appreciate
this
opportunity
to
present
to
you
and
I'm
available
for
any
questions
you
may
have.
B
H
Or
whatever,
does
that
include
additional
staffing
where
you
will
need
in
the
county.
M
By
the
grant,
if
we
were
successful
for
the
first
three
years
and
as
bob
said
of
course,.
M
Then
the
county
would
have
to
pick
up
year,
four
and
beyond,
but
but
the,
but
that
would
only.
B
Bob
please
take
down
the
slides
so
see:
go
ahead:
commercial,
frasier,
yeah.
F
F
B
K
Per
year,
so
that's
why
you
know:
I'm
not
I'm
not
confident
that
we
could
get
two
in
a
row.
K
Key
issues
with
safer
is
they
also
provided
exceptions
to
high
back
employees
that
are
laid.
K
B
B
H
K
Yeah
I've
been
working
with
taylor.
Taylor,
I
believe,
might
be
out
today.
K
K
K
K
L
That
ought
to
be
in
your
thinking.
One
remember
we
we
have
to
hire
all
these
people,
you
know
so.
L
L
I
might
be
wrong
yeah,
I
believe
it's
six
months
to
from
recruitment
to
hiring.
D
D
Because
that
that
I
think
needs
to
come
into
play
here
too,
you
know
the
emphasis
has
always
been.
D
Safer
grants,
I
think
they're
they're
they're
great
the
problem
is
it
drops
off
the
edge
of
the.
D
D
Budget,
so
that
that's
good,
but
the
the
emphasis
has
always
been
on
ems,
and
so
I
want
to
make
sure.
D
Focusing
on
right
now
so
shouldn't
we
be
able
to
prioritize.
Well,
that's
where
I
mean
I'm.
K
D
Because
we
are
a
new
department,
I
would
ex.
I
would
assume
that
you're
that
you
will
be.
D
D
K
K
You
want
to
apply
for
the
section
for
the
fy
22
goal
of
six
stations:
108
personnel,
total,
okay,.
B
D
K
K
The
personnel
needs
eventually,
depending
on
how
many
fiscal
years
it
takes
to
do
that.
K
D
D
That
we
could,
we
could
say,
you
know,
look
we
don't.
We
don't
want
to
go
all
in
here,
because.
D
D
F
F
F
F
B
I
think
what
we
have
to
do
is,
and
I
agree
with
you-
it
really
has
to
do
with.
B
The
risk
associated
with
either
getting
an
additional
safer
grant
versus,
like
you
said.
B
Falling
off
the
cliff,
when
the
funds
aren't
there
once
we
apply
them
from
the
initial
safer
grant,.
B
L
This
idea
of
falling
off
the
cliff
is
a
risk
unless
there
is
still
still
some
question
about.
L
L
L
B
B
Management,
do
we
do
it
with
a
large
group
and
then
figure
out
how
to
sustain
it?
Do
we
deal.
B
That
that's
the
whole
piece
of
this.
How
are
we
going
to
sustain
whatever
we're
going
to
use.
D
B
And
what
is
the
risk
associated
and
how
guarded
do
we
want
to
be
after
committing
to
doing
this
so.
H
Is
going
to
come
together
and
ed,
I
agree
with
you.
Sustainability
of
this
is,
I
guess,
a
concern.
H
H
Are
so
combined
is
my
opinion
of
it?
We
do
train,
we
have
the
people
there,
we
are
able
to
use
them.
H
As
the
fire
department
needs
to,
and
I
think
that's
valuable
for
us
to
have
that.
H
Other
things,
but
is
it
possible
to
I
guess,
taylor
or
somebody
put
together
a
spreadsheet.
D
You
know
within
the
next
six
or
eight
months
you
need
to
get
your.
You
were
hired
based.
D
D
D
D
Details
on
these
things,
what
happens
with
the
ems
billing
money
that
we
were
talking
about
does.
D
That
get
this!
How
does
that
come
into
play
with
our
future
fiscal
overlook
of
our
department.
K
That
would
we
would
still
be
moving
and
we're
working
on
that
through
the
mou
process.
But
we.
K
K
K
K
K
K
H
H
Then
I'd
like
to
hear
you
know
from
the
fire
departments
what
they
think
about
this
idea
too.
H
Have
you
expressed
or
told
them
about
this,
or
at
this
point
this?
This
has
been
my
message.
K
K
K
B
Of
the
discussion
is
about
sustainability,
but
I
think
the
the
buy-in
from
the
community.
B
Is
there
because
this
is
the
direction
we're
going
and
commission
yeah
commissioners?
If
I
can
add.
K
B
L
L
L
L
M
M
There
was
some
kind
of
retrenchment
we
could
with
this
with
this
grant
application
and
then.
M
Also,
there's
no
supplanting
anti-supplanting
rules
so
meaning
you
can
actually
budget.
M
M
M
You
have
a
unique
opportunity
here
to
to
to
use.
You
know
that
that
flexibility.
B
So
we,
the
announcement
ain't,
is
not
until
october
21
we'll
have
gone
through
the.
M
To
do
is
to
budget
for
what
you
feel
is
the
right
level
and
and
then
get
when
you
when.
M
M
N
D
D
D
D
Two,
maybe
three:
okay,
we
could
throw
another
one
in,
we
always
throw
them
in
so
that.
D
D
Try
to
include
those
soft
numbers
so
that
we
and
they
don't
have
to
be
precise.
But
just.
D
The
and
and
I
think
ted
said
that
the
internal
positions
were
included
in.
D
L
D
D
Pers,
internal
personnel
that
we
need
so
that
we
can
see
what
that
is
and
then
that
that
would
be.
D
I
think
a
good,
a
better
way
to
see
it
here
so
that
we
know
exactly
what's
going
to
happen
here.
D
D
So
you
know
we're
gonna
have
to
really
start
to
work
on
that
too.
D
D
Be
a
big
help,
but
I
don't
think
there's
any
question
about
going
after
these
safer
grants.
I.
D
Just
think
we
need
to
see
the
details
bob.
I
think
you
hit
the
mark
in
building
the
discussion.
B
And
providing
us
the
information
as
you
want
to
do
you
got
direction
for
next
week.
I
think.
B
We're
going
to
just
continue
to
build
fidelity
into
this,
because
right
now,
there's
just
too.
B
B
B
Good
morning,
commissioners,
back
in
january
january
28th,
I
was
in
front
of
you
explaining.
O
We
met
on
the
28th
and
I
introduced
this.
The
proposals
to
you
and
you
authorized
me
to
go
to.
O
O
And
briefly,
if
I
could
go
through
our
slides
again
with
you,.
O
O
When
you
as
elected
officials,
have
to
fill
out
an
extensive
form,
disclosing
all
of
your
interests.
O
Publicly
traded
on
a
national
scale,
and
the
reason
for
that
is,
if
you
have
some
money
in
fidelity.
O
O
But
they
have
authorized
us
to
remove
it,
so
the
next
slide
deals
with
conflicts
of
interest.
O
And
this
expands
our
conflict
of
interest,
we're
on
the
third
slide.
O
Thank
you
that
expands
our
conflicts
of
interest
provisions,
and
this
is
required
by
state
law
to.
O
O
O
O
O
O
O
D
O
If
you
are
a
candidate
for
local
office,
currently
you
have,
if
you
file
your
statement
of.
O
Candidacy
and
you
don't
file
a
disclosure
form
within
two
days,
you're
considered
to
have.
O
Now
we're
back
to
lobby
in
general.
Currently
we
have
one
registered
lobbyist
and
I
think
we've.
O
Only
had
one
registered
lobbyist
for
the
past
10
15
years
and
that's
pg
e
or
constellation.
O
Including
forms
that
have
to
be
filed
after
every
every
action
taken
by
a
lobbyist.
O
O
In
general
covers
our
proposal,
there's
one
more,
please
go
to
slide
10,
please.
O
O
Firm,
that
is
assisting
the
county
with
preparing
a
specifications
in
anticipation
of
putting.
O
A
project
out
to
bid
or
soliciting
a
request
for
proposals
you
are
prohibited
from
then.
O
O
O
That
it
be
put
into
our
purchasing
policy
once
our
new
purchasing
boss
comes
on
board.
O
O
Compliance
with
the
state
law
and
allow
me
to
make
the
certification,
mr
president,
at
this
point.
O
B
O
B
D
B
For
the
tiny
round
watershed
study,
okay
tom-
you
want
to
take
it
yeah
I'll,
do
a
brief.
Q
Introduction
good
morning,
commissioners,
we're
here
today
to
provide
a
briefing.
Q
Q
Q
The
commissioners
then
awarded
a
contract
to
aecom
in
july
of
2019
to
undertake
the
study
we
last.
Q
February,
if
you'll
recall,
commissioner
osteen,
we
held
a
public
meeting
down
in
the
ellersburg.
Q
Concurrence
and
direction
only
as
to
moving
forward
with
the
public
process
at
this
point
in.
Q
Give
you
the
lowdown
and
specifics.
That's
right,
you're
the
has
been
okay,
let's
get
with
the
acting.
J
Good
morning,
commissioners,
can
you
confirm
that
you
can
see
my
screen
you're,
good,
okay,
okay,
great.
J
So,
thank
you
very
much
for
the
time
this
morning,
as
tom
indicated
we're
joined
here
this
morning,.
J
Primary
purposes,
that
is,
flood
control,
water
supply
and
recreation
and
of
those
three
uses.
J
The
water
supply
has
not
been
implemented
to
date,
but
we
will
be
talking
some
about
that
today.
J
So
the
reservoir
is
held
back
by
tiny
run
dam,
which
is
a
73
foot
tall
dam
600
feet
long.
It
is.
J
That's
hooked
up
to
part
of
the
infrastructure
of
the
dam
and
that's
at
the
deepest
point.
Where.
J
J
J
And
that's
this
big
wide
open
space,
that's
to
the
at
the
bottom
left
corner
of
the
of
the.
J
J
J
J
Pipe
would
be
hooked
up
to
all
the
additional
infrastructure
needed
to
provide
water
supply.
J
Of
the
reservoir,
this
is
around
1973..
This
is
just
prior
to
the
dam
being
constructed.
J
This
is
here's.
The
riser
structure,
which
is
the
top
of
it,
is
what's
in
the
upper
right
corner.
J
J
There
is
a
risk
associated
with
this
dam,
and
this
is
the
only
high
hazard
dam
that
the
county.
J
J
J
Here
or
anything
like
that,
the
dam
is
well
maintained.
Every
year
we
inspect
that
the
dam.
J
And
mde
dem
safety
provides
a
report
of
the
inspection
to
to
indicate
what
condition
the.
J
J
J
To
handle
that
flow,
if
we
have
that
that
large
storm
event,
the
other
issue
that
they
have.
R
With
aecom
acom
was
retained
by
the
county
to
perform
the
the
nrcs
funded
watershed
study.
R
Where
we
go
from
here
so
the
first
thing
we
were
tasked
with
doing
was
performing
a.
R
Very
exhaustive
inspection
both
inside
now,
the
of
the
dam
and
all
of
its
all,
of
its
structures.
R
And
then
engineering
analyses
from
several
different
aspects
for
of
the
dam
and
so.
R
We
did
visual
inspections
of
the
dam.
We
we
put
camera
remote
control
cameras
up
all
the.
R
Pipes
to
check
the
insides
and
see
how
they,
what
condition
they
were
in
and
and
we
we
also.
R
Performed
some
surveys
of
of
the
dam
and
the
reservoir,
and
then
we
performed
a
number
of.
R
Importantly,
we
drilled
25
different
soil,
borings
or
holes
in
into
collect
samples.
R
Found
some
some
old
foundations
for
that
predated
the
construction
of
the
dam
next
slide.
Please.
R
Next
slide,
chris,
thank
you
so,
with
the
with
respect
to
mde's
directives
to
investigate.
R
R
Maximum
flood
and
for
this
area
of
the
state
in
carroll
county,
it
is
approximately
39
inches.
R
Run,
which
was
hurricane
eloise
during
hurricane
eloise,
the
the
water,
the
reservoir
came
up.
R
R
R
R
So,
for
in
terms
of
erodibility
of
the
spillway
we
we
did
set,
we
ran
several
models
of
the.
R
R
And
highly
weathered
rock,
and
so
that
means
that
it's
it's
got
a
high
potential
for
erodibility.
R
R
R
So,
as
chris
said,
mde's
given
the
county,
a
a
deadline
of
2027
to
complete
the
work
of
dealing.
R
R
The
downstream
end
of
this
of
the
auxiliary
spillway,
with
concrete
as
I
as
I
discussed,.
R
In
the
last
slide,
we've
gone
through
we've
gone
through
several
investigations
of
what
these.
R
Dollars
that
would
cover
design
permitting
and
construction
of
the
improvements
for
the
dam
to.
R
Address
these
two
issues
and
as
chris
said
you
know,
the
nrcs
is
would
be
fully
can
can
be
fully.
R
Involved
in
this,
the
grant
program
that
they
have
that
this
dam
is
is
that
applies
to
this
dam.
R
R
Next
slide,
please
so
the
other
aspect
that
chris
mentioned
and
the
the
the
intent
of
the.
R
R
What
it
would
take
to
to
basically
activate
it
or
turn
it
on
so
to
speak,
and
so
the
the.
R
R
The
reservoir
over
its
almost
50-year
lifespan,
and
so
what
that's
it?
What's
that,
what
that's
up.
R
To
restore
that
volume,
we
would
have
to
either
remove
the
sediment
or
increase
the
volume
of
the.
R
Pool
to
offset
it
removing
the
sediment
to
give
you
an
idea
of
the
the
volume
of
sediment.
R
To
increase
the
the
volume
of
water
in
it
and
that
way,
we
can
recapture
the
volume
that
we
would.
R
Two
and
a
half
foot
raise
a
little
less
than
two
and
a
half
feet.
We
would
have
to
deal.
R
R
R
Modifications
to
the
dam
reinforce
the
the
existing
principal
spillway
riser
structure
that.
R
Chris
was
talking
about,
since
it
wasn't
designed
for
a
pool
that
high.
We
would
also
have
to.
R
To
install
a
concrete
rear
structure
across
that
auxiliary
spillway,
there
would
have
been.
R
On
the
shoreline
and
to
do
the
work
in
the
on
the
riser
structure,
we
would
have
to
likely
drain.
R
R
R
To
make
the
improvements
around
the
reservoir,
and
so
nrcs
would
would
share
in
that
cost.
R
Dollars
with
nrcs
picking
up
65
of
that
or
about
10
million
dollars,
there'd
be
an
additional.
R
R
R
May
likely
would
be
over
towards
the
water
treatment
plant
at
liberty
and
then
there
would.
R
Be
recreational
infrastructure
modifications
that
nrcs
would
not
share
in
the
cost
of
so.
R
Basically,
the
modifications
to
the
waterfront
would
be
borne
by
the
cab.
That
cost
would
be.
R
R
Dollars
of
nrcs
grant
funding
and
I
think
chris
is
going
to
talk
about
the
kind
of
a
comparison.
R
Of
the
alternatives
that
we
are
presenting
and
and
the
risks
and
rewards
associated
with
them,.
R
Yeah
thanks
jeff,
so
to
make
to
make
discussion
and
and
decision
making
a
little.
J
J
This
is
basically
a
non-compliance
alternative.
The
benefit
to
it
is
that
there's
there's
a
very.
J
Low
cost
associated
with
it,
it's
reduced,
cost
in
county
investment
and
so
on,
because.
J
J
J
Decide
if
you
decided
that
we're
not
going
to
do
anything
md
will
will
most
likely
proceed.
J
J
J
Addresses
the
compliance
issues,
so
so
everything
would
be
resolved.
A
key
thing
to
note
here
is.
J
We're
not
going
down
a
path
that
that
we
can't
return
from
there's
not
wasted
funding.
J
Alternative,
so
another
benefit
is
the
nrcs
contribution,
so
approximately
five
million.
J
Dollars
estimated
out
at
seven
and
a
half
and
there's
minimum
impact
to
the
reservoir.
J
Decide
we
want
to
go
down
the
path
towards
water
supply?
This
is
our
opportunity
to
get
some
nrcs.
J
J
J
The
downside,
the
risks
are
that
this
is
a
higher
investment
by
the
county.
J
So
that
has
a
lot
of
implications
that
should
be
considered
one
being
a
potential.
J
Loss
of
park
revenue
barring
a
hurricane
to
fill
the
reservoir
back
up.
It
would
probably
take.
J
J
Eight
million
dollars
that
jeff
mentioned
and
nrcs
would
potentially
fund
portion
of
that
there
is.
J
J
J
Public
works
and
they
have
estimated,
depending
on
what.
What
option
and
and
final
design
on.
J
So
those
are
the
three
alternatives
from
a
scheduling
perspective,
we're
providing
you
this.
J
J
J
And
need
to
be
reviewed
and
approved
by
nrcs
over
the
next
few
months,
the
project
deadline
or
the.
J
Whether
we
can
hit
that,
but
that's
that's
our
our
schedule
once
that
report
is
done.
J
So
with
that
happy
to
answer
any
questions
from
myself
or
for
jeff.
H
Yes,
chris,
you
know
we
have
an
agreement,
I
guess
with
baltimore
city
on
the
water.
H
H
They
be,
we
have
to
pay
for
it
to
baltimore
city,
to
use
it
due
to
that
original
agreement
or
not.
Q
Q
Q
Q
Q
Have
to
go
back
through
that
process
to
gain
access
to
using
those
waters
in
piney
run
while.
Q
J
Because
that's
how
it'll
fill
back
up
so
if
we
have
a
hurricane
sure,
it'll
fill
up
pretty.
J
Quick,
but
just
looking
at
normal
stream
flow,
it
could
take
well
over
a
year
to
fill
back
up.
J
J
J
I
I
I
I
I
I
I
I
D
About
the
the
the
length
of
of
of
what
do
you
call
it,
the
the
the
length
of
liberty.
B
B
B
Absolute
agreeance,
with
where
you're
going
with
that
eric
this
is
for
information
only.
B
B
In
february
and
then
we'll
we'll
go
from
there,
but
yeah
eric
very
valid
points.
B
The
fact
is,
our
role,
I
believe,
is
to
lead
this
county
and
its
budget
and
resources.
B
Yes,
commissioner,
I'm
sorry
if
I
may
point
out
that
we've
used
the
term
security.
J
Water
security
throughout
this
presentation-
and
I
just
want
to
point
that
part
of
the
reason.
J
J
To
happen
out
of
our
control
that
we
no
longer
have
that
access
to
for
for
drought
reasons,.
J
Or
whichever
this
is
another
source,
another
redundant
source
for
water
supply
for
the
area,
I.
B
B
I
won't
say
it's
crazy,
but
it's
it's
obviously
to
their
advantage
and
not
necessarily
to
ours.
B
So
commercial,
you
know
we
have
you
know
former
commissioners
out
of
vision.
H
H
Would
be
in
control
of
its
own
water,
with
finding
one
with
the
only
one
that
was
actually.
H
Original
intent,
and
how
was
this
plan
to
move
forward
when
they
started
purchasing,
we
purchased.
H
Forward
with
so
I'm
totally
in
agreement
with
what
eric
and
ed
are
saying
here,.
I
I
And
it
meant
something
about
the
the
sediment
now
that
brings
up
the
issue.
Raising
the
water.
J
So
yeah
there
are,
and
tom
refresh
my
memory
there's
a
term
for
it.
J
J
Q
Q
Q
Q
Q
Q
B
Gentlemen,
I
think
again,
you
met
your
intent
and
that
was
to
provide
us
the
briefing
but
also.
B
Get
us
thinking
through
the
three
options,
or
course
of
action,
or
I
can't
remember
what
you.
B
Call
them
chris
alternatives.
I
think
you
said
yeah
looking
forward
to
hearing
from
the.
B
What
the
public
has
to
say
after
march
11th
and
then
you
coming
back
to
us
for
further
discussion.
B
Appreciate
your
time
aecom
and
doing
the
work
that
you're
doing
so
very
thorough.
I
P
If,
if
I
could
just
add
two
more
points,
we
are
from
a
bureau
of
utility
standpoint,
we
are.
P
A
quarter
of
what
our
daily
supply
is
from
liberty
and
we're
also
starting
next
week,
working.
P
B
S
S
S
Okay,
there
you
go
much
better.
We
came
before
you
requesting
your
permission
to.
S
So
again,
just
a
quick
overview
that
the
water
and
sewer
master
plan
implements
as
and.
S
S
S
S
S
S
S
So,
just
a
little
bit
of
information
over
the
past
five
years,
we've
processed
eight
amendments.
S
S
S
S
S
S
S
S
S
S
S
So,
as
you
can
see,
we
broke
down
average
staff
time
for
each
of
the
discrete
issues.
S
S
S
S
Feels
that
he
spends
working
through
all
of
the
process,
so
staff
time
cost
recovery
estimate.
S
Greatly
depending
this
is
probably
more
on
the
low
end,
if
we're
only
doing
one
or
two
properties.
S
S
S
Waiver,
when
necessary
and
some
examples
of
this
would
be
an
annexation
because
of.
S
A
water
and
sewer
service
is
necessary
for
a
single
residential
parcel
that
has
no
additional.
S
S
S
S
S
Ask
them
to
bear
the
full
brunt
of
the
cost
for
the
public
hearing
ad
based
on
you
know
the.
S
Discussion
today,
some
of
the
next
steps
for
us
would
be
to
memorialize
this
within
the
county.
S
S
S
Town
when
they,
if
it's
an
annexation,
that's
something
different.
So
if
they're
being
annexed.
S
To
incorporate
either
a
single
property
or
multiple
properties,
and,
and
that
is
something.
S
To
apply
that
fee,
whether
they
would
want
us
to
have
it
go
directly
to
the.
B
B
You
know
number
that
you
will
be
putting
into
the
towns
or
do
you
need
our
concurrence.
S
S
We
would
move
forward
with
this
and
if
you
want
to
come
back
for
any
discussion,
this
is
the
first.
B
The
municipalities,
but
but
the
staffing
I
mean
yeah,
getting
their
their
thoughts
and.
B
Understanding
and
ideas
will
definitely
help
us
make
decisions
any
anything
else.
D
D
So
yeah
you
know,
I
I
think
one
idea-
and
you
know
next
time,
just
getting
us
these
slides.
B
B
In
10
years,
not
to
make
a
decision
right,
so,
okay,
okay,
yeah
anything
for
anybody
else.
B
Linda
so,
if
you're
agreeable,
then
we
will
move
forward
and
discuss
with
the
towns
the
possibility.
B
B
All
the
time
staff
to
staff
so
yeah,
okay,
what
else.
S
Property
into
the
corporate
limits
of
a
city
or
a
town
from
an
area
that
is
unincorporated
outside.
S
S
S
S
S
Annexations
that
were
actually
incorporated
into
the
towns
were
only
16.
so
and
those
have.
S
Been
really
the
last
seven
or
eight,
only
four
have
gone,
have
not
been
approved
within
that
five
in.
S
Those
five
years
for
various
reasons,
annexation
petitions
came
in
and
the
towns
have
chosen
not
to.
S
Bring
those
properties
for
whatever
reason
into
the
annexed
area
we've
had
sykesville.
I
believe.
S
And
claire
can
clarify
more
sakesville's
had
a
few
hampstead
where
they
have
not
brought.
S
Guidelines
and
again,
these
review
ensures
a
complete
annexation.
Packet
is
prepared,
many.
S
More
than
50
percent
of
a
higher
density
or
intensity
of
the
from
the
current
use
to
the
new.
S
S
S
S
S
S
And
correct
so
again
we
did
a
detailed
time
estimate
for
annexation
and
in
general,
takes
about.
S
S
Recovery
for
staff
is
about
a
thousand
dollars
if
we
have
to
do
a
zoning
waiver
that
takes.
S
S
Pay
a
flat
fee
of
700
for
them
to
process
the
request
for
you.
Manchester
has
no
filing.
S
Fee
but
you
must
pay
the
legal
fees
that
are
involved
with
their
town
attorney
and
any.
S
S
S
Applicant,
when
a
complete
package
is
accepted
by
the
county
again,
we
can
incorporate.
S
So
again,
a
suggested
cost
recovery
would
be
half
50
cost
recovery.
S
And
this
is
in
line
with
what
sykesville
charges,
so
we
would
be
no
more
than
the
lowest.
S
S
S
Earning
waiver
500
would
be
that
amount
and
with
the
zoning
waiver
750
would
be
50
cost
republic.
S
B
Make
a
decision
on
incorporating
fees
and
then
also
you
know
putting
them
into
the
county
and.
B
Town
agreements,
any
thoughts,
comments
very
good
briefings,
very
obviously,
very
detailed.
I
I
Very
sellable
and
defensible
so
we
we
very
much
appreciate
your
effort
and
your
staff.
So
thank
you.
B
So
I
think
we're
good
to
go
unless
there's
anything.
B
Comments
again,
it
is
three
minutes
and
it
is
not
a
build
up
of
three
minutes.
If
you.
G
Good
afternoon
my
name's
rob
carberry
part
of
the
neighbors
of
sunshine
way.
G
On
february
11th
we
read
a
statement
to
you
all
public
statement
and
we
then
presented
that
at.
G
B
Dialogue,
we
will
respond
appropriately.
You
know
at
a
later
time,
but
the
this.
G
Keep
in
mind
that
we
really
do
take
this
very
seriously
and
we're
looking
for
your.
G
T
It's
been
two
weeks
given
the
weather
event
that
took
place
so
not
having
a
response
today
and.
T
Brought
forth
plenty
of
evidence
of
community
support,
it
was
mentioned
earlier
today
that.
T
T
Many
means
we
can
to
let
everybody
know.
What's
going
on.
T
Again
right
today,
the
lack
of
response
just
shows
where,
where
it
sits
on
the
priority
list
of.
T
Back
your
constituents
and
provide
us
what
we're
looking
for.
T
This
isn't,
this
cannot
keep
going
on.
This
has
to
be
addressed.
T
Get
on
the
agenda
then
please,
commissioner,
fraser
has
my
contact
information.
A
A
Five
six
five
again
was
part
of
the
meeting
conference
last
two
weeks
ago,
rather
and
as.
A
A
In
my
mind,
it
was,
it
was
a
bit
demeaning
to
show
lack
of
sincerity
and
just
lack
of
care.
A
Community,
you
know,
along
with
with
the
rest
of
carroll
county,
the
the
situation
we
have
on.
A
A
A
Even
in
worse,
conditions
is
what
they
normally
are
on
a
regular
dry
day.
The
speed
does
not.
A
A
Or
anything
of
the
sort
now
I
do
understand
that,
if
we're
going
to
have
a
law
in
place,
we
have.
A
A
Then
who's
to
say
what:
why
is
there
a
speed
limit
with
the
stop
signs
that
we
we
are.
A
Almost
begging
for
at
least
if
it
stops
one
car
that
may
be
the
car
that
would
cause
an
accident.
A
A
My
to
be
put
into
the
ground
and
put
up
if
it's
a
matter
of
money
from
the
county
side
of.
A
Things,
I
don't
know
if
any
of
my
other
neighbors
would
be
willing
to
do
that,
but.
A
I'm
willing
myself
to
finance
it
I'll
talk
with
my
wife
and
we'll
go
with
that.
I
think
I
may
have.
A
B
Okay,
so
public
comment
is
done
for
open
admin.
We
have
closed
minutes
from.
B
B
Discussion
work
session,
which
will
also
be
open.
We
will
be
going
into
closed
at
12
p.m.
B
B
B
Later
I
could,
I
could
call
their
town
manager
and
ask
them
if
they
would
like
our
support,
but.
M
B
On
progress
way
on
tuesday,
we
will
have
a
open
session
starting
at
10

fowler.

B
D

that
off
of
there
mako
will
not
be
meeting
now
until
march,
the
something
at
least
at
least.
D
B
B
B
B
We'll
be
talking
about
kobit,
we'll

getting
the
update
from
mr
singer,
we'll
also
be
having.
B
Another
discussion
with
mr
mccoy
dealing
with
fire
ems
getting
a
fire
ems
department,
update.
B

F

B
On
the
1pm

ribbon,
cutting
is
scheduled
to
happen
in
westminster
with.
B

I'm
with
mr
singer
about

from

a
motion
to
go
into
recess.
Don't
I
or
should
I
go
into
every.
