Hello welcome to carol 101, I'm kim frock and I'm the hr director for carroll county government.

A

Welcome and let me tell you a little bit about what we do for county government- we're a group of.

A

16 employees and we're assigned to three divisions, employment benefits and personnel services.

A

We currently have a budget of 29.4 million. That sounds a little high for a department of 16.

A

However, that also includes the cost for the benefits for all county government employees, as.

A

Well, as the carroll county, public library and the humane society, our mission here is to encourage.

A

Employee growth foster open communications and provide a supportive work environment for.

A

Employees, while they're providing services to you, our citizens of carroll county, so we have several.

A

Areas that we work in first is employment. We work with employees from hire to retire, so ultimately,.

A

We're involved from recruitment when we attend job fairs post a job all the way through retirement.

A

When employees have decided it's time to go have fun, we also do benefits for the county. The public.

A

Library and the humane society we have health and wellness plans, we provide tuition, reimbursement.

A

And we also have retirement plans. We currently have two pension plans, one for carroll, county law.

A

Enforcement officers and one the carroll county pension plan. We also offer two other retirement.

A

Venues, one's a 401 k and the other is a 457 that employees can participate in if they wish.

A

We also have personnel services. These four staff members help out at various agencies.

A

Within the county, doing projects, office coverage or whatever we need them to do.

A

It's a great resource for agencies and they get to learn the county while they're here the next parts.

A

Employee relations every hr office needs to deal with employee relations. We train supervisors on.

A

How to deal with progressive discipline and we're also there to assist employees if they have issues.

A

We provide other training, we partner with carroll community college, to.

A

Provide training for employees for computer programs management leadership, customer service.

A

All sorts of classes that we can offer, we also do employment law compliance.

A

That's a big part of our job. We have federal law to comply with, as well as state and local.

A

I did bring my cheat sheet because we have the alphabet soup of laws that we have to comply with.

A

Chapter 36 is our local law and ordinance for personnel policies. We have the minimum wage law.

A

At the state maryland healthy working families act, we have fmla, which is the family. Medical leave act.

A

Fair labor standards act equal opportunity and many more. We also do policy development.

A

Implementation and enforcement, so as we need new policies, we certainly get those going.

A

We serve these employees of the carroll county commissioner's office, the sheriff's department.

A

States attorney circuit court, orphans, court, soil conservation, the library and the humane society.

A

We also serve the retirees and their prospective employees. Our staff is proud to provide services.

A

To the citizens of carroll county, whether it be for water and sewer utilities, roads.

A

Operations when they get those roads cleaned after it snows the senior centers providing.

A

Services to our seniors, solid waste management, recycling at the northern landfill.

A

Again, what are some of our projects and challenges? Our fire ems department is a.

Big project: this is a new department for us and we're working our way through that.

A remote mobile workforce that became necessary due to covid so we're working.

A

On maintaining that, after covet recruitment and retention, we're not, unlike any other employer.

With recruitment and retention as people age out of the workforce and we're trying to recruit new.

A

And new employees into the workforce market we're also installing new computer systems we're getting.

A

A new human resource information system, which is what we process all of our personnel items,.

A

On and planning for, succession planning, we have a lot of long-term employees that will be leaving.

A

In the future- and we want to make sure that we can replace them with staff, so I thank you for.
