Hi I'm linda eisenberg, the director of planning, I'm a 20 plus year planning professional, leading.

A group of community driven planners that support the citizens of carroll county. We are highly.

A

Trained planning professionals with support from computer mapping and administrative support system.

A

So one might ask: what is a planner? Well, I think what first comes to mind. Many people.

A

Is events planning, but when I describe what I do, people immediately go to the popular video game.

A

Simcity, even though we are government employees, we are not your typical bureaucrats. We work with.

A

Communities in creating goals and objectives for the future, though sometimes we prepare.

A

And it's just us in the room, we know what we do is important to the citizens of carroll county.

A

Our department is responsible for developing and implementing the carroll county master plan, as.

A

Envisioned by the citizens of carroll county, the planning commission is the county citizen planners.

A

The members are appointed by our elected officials, the board of county commissioners.

A

Some of the functions of the department and the planning commission are.

A

To review cip recommendations, review and approve residential subdivision and site plans.

A

Assist in the site, selection for future schools, roads and other public facilities.

A

Transmit and comment annexation requests from the municipalities and review and make recommendations.

A

To zoning map changes we also are support to other county departments by providing demographic.

A

Data mapping, support and planning support as well providing planning liaison support to the.

A

Eight municipalities for their long-range planning efforts, as well as various county citizen groups,.

A

That are around the county that are interested in planning efforts in their communities.

A

Why we do it we plan for the future for the county, as benjamin franklin once said, if you fail.

A

To plan you are planning to fail everything we do goes back to the county master plan.

A

Several functions within the department are designed to assure county project programs.

A

Conform with the carroll county master plan, current and long range county planning serve.

A

To implement the plan and land use and policy decisions are in accordance with the plan.

A

Ways the department fulfills these functions are water and sewer planning, comprehensive plans for.

A

The county and incorporated towns, major street and road planning and town and county liaison planners.

A

So, who are our customers? Our customers are other departments in the county. The municipalities state.

A

Government such as maryland, department of planning and maryland department of the environment.

A

Regional planning organizations and, most importantly, the citizens of carroll county.

A

So what we provide, we provide and combine demographic data and trends.

A

Comprehensive plans for communities, water and sewer planning, transportation planning.

A

Bicycle and pedestrian master planning and planning liaison services to our municipalities.

A

In the next few slides, I will get into how we provide these and why they are important.

A

So demographics, in order to know how to prepare for the future, we need to know.

A

Where we have been and who we will be serving, that is why population household and employment.

A

Information is critically important. One of the biggest tools we use for this is the us census.

A

Which is completed every 10 years and was recently finished in october of 2020.

A

We prepare population data and projections using census information as the base. We look.

A

At trends for residential development, such as building houses, how many people are being.

A

Born how many people are dying, how many people are moving in and out of the county.

A

We also prepare employment projections by looking at the types of businesses in.

A

Industry and the people to fill those jobs now talking about comprehensive plans. The.

A

Information presented in the last two slides helped in preparing our comprehensive plans.

A

These are required by the state every 10 years and must contain certain elements.

A

These elements are community facilities, goals and objectives. Land use how the land is currently.

A

Being utilized and how it will be used in the future development regulations, sensitive areas.

A

Such as wetlands steep slopes and forests, as well as transportation and water resources,.

A

Comprehensive rezoning is a project that we've been working on for the last few years.

A

Plans are the framework of what we do for the county, but zoning is the regulation or law that.

A

Puts these general plans into effect recently, the county has been working on its comprehensive.

A

Rezoning both text and map, the purpose of the comprehensive rezoning is for the implementation.

A

Of the 2014 carroll county master plan and the 2018 freedom community comprehensive plan.

A

The foundation for this effort are the land use recommendations found in those plans for the.

A

Future of carroll county, as well as updated land use definitions, utilizing housing and economic.

A

Development trends so far, this has been a two plus year effort. Looking at tax text revisions.

A

To commercial industrial, employment, campus zoning districts and map amendments, we are now currently.

A

Working on the residential portion of the text, amendment and residential mapping updates.

A

In addition to the legal aspect of zoning, we also plan for water and sewer service.

A

These crucial utilities in our towns and growth areas are provided to the citizens of carroll.

A

County, the purpose of these are for the orderly development and expansion of water and sewer for.

A

Those who live work and play in carroll county the plan implements and is consistent with the county.

A

Master plan and other community comprehensive plans, and we do this plan in coordination with the.

A

Municipalities and the state as the state requires us to review and adopt the water and sewer plan.

A

Every three years there's also an opportunity for amendments twice a year and on an as needed.

A

Basis plans, then, are adopted by resolution by the board of carroll county commissioners.

A

But since maryland, department of the environment is the approval authority. They must approve the.

A

Plan for it to be official, the bicycle pedestrian master plan is not a required plan and it's not.

A

Regulatory but provides important services for the quality of life of citizens in carroll, county.

A

It helps contribute to the health and welfare access, heritage and tourism, as well as economic.

A

Development opportunities within carroll county this plan was developed by input from stakeholders.

A

Government agencies, municipalities and the citizens of carroll county. It not only focuses.

On transportation, opportunities for walking and biking to places within carroll county, but also.

A

Recreational opportunities for biking and walking as well municipal services other than the citizens.

Of carroll county, we also provide direct support to our municipalities. We help them by preparing.

Comprehensive plans, water and sewer planning annexation, request demographic data like pet.

Planning and as required by state law, the annual planning report and just to clarify the annexation.

Process is the process of incorporating county land into the town. So what's next for planning.

We are embarking on a county-wide transportation master plan. We have never done a county-wide.

A

Transportation plan before in carroll county, we want to make sure that community infrastructure.

Is in place to move carroll ford in the future, we're also reviewing agricultural.

And conservation zoning districts, these two zoning districts comprise 80 percent of the land in the.

County and are critically important to keeping our agricultural and rural lifestyle in carroll county.

We're also gearing up for the next carroll county master plan, even though the last plan was adopted.

In 2014 2024 isn't far off and we need to begin the process now and preparing for this plan.

Update some challenges that we have and we'll continue to have when we're working through.

Our continued and better community engagement, even though we've been in a pandemic, we've been still.

Trying our best to do community outreach via our website and different tools such as go to webinar.

Hosting public meetings in this new digital format has been a challenge and exciting all at the same.

Time and we're going to continue to work through those to reach our citizens as we move through our.

Various planning process also budgeting for the implementation of these plans, such as building.
