From YouTube: COVID-19 Vaccination Town Hall Q&A
Description
A
Good
afternoon
carroll
county,
this
is
commissioner,
ed
roxy.
I'm
joined
very
fortunately.
A
A
Off
with
some
good
news,
if
you
had
not
seen
our
governor's
press
conference
this
afternoon,.
A
He
did
announce
the
opening
of
retail
and
restaurants
and
facilities
across
the
the
state.
A
A
A
A
Delegate,
krebs
and
delegate
rose
along
with
the
secretary's
team
to
talk
about
the
distribution.
A
Meeting
because
I
have
been
frustrated-
and
I
think
I'm
stealing
ed's
word
from
I
saw
this
morning.
A
A
A
A
A
There's
a
an
area
on
the
the
site
for
you
to
be
able
to
ask
questions,
we
will
gather
those
as
well.
A
Both
mr
singer
and
or
myself,
we
will
choose
who,
which
one
of
us
can
answer
that
question
best.
A
A
Bit
of
light
too,
so
those
are
my
opening
comments
with
that.
What
I
like
to
do
is.
A
To
him
or
asking
the
questions
and
then
building
a
dialogue
from
there,
so
ed
it's
yours.
B
Thank
you,
commissioner.
I
really
appreciate
this
opportunity
to
reach
out
and
let
folks
in
carroll.
B
B
B
Their
grandkids
and
other
family
members
now
that
they're
protected
with
it
with
a
vaccine.
B
And
there's
actually
some
cdc
guidance
that
came
out
regarding
risk
and.
B
Could
be
together
and
don't
wouldn't
have
to
social
distance.
Those
kind
of
things
are
good.
B
Social
distancing
and
mask
between
them,
but
the
important
thing
to
remember
is
even
as
we.
B
Move
along
with
the
cdc
guidance
and,
and
that
type
of
thing,
the
the
governor's
executive.
B
Go
out
into
a
into
a
public
place
and
you're
required
to
wear
a
mask.
It
doesn't
matter
that.
B
You've
been
vaccinated,
you
still
have
to
wear
the
mask.
It's
there's
no
easy
way
to
identify
who.
B
All
work
for
the
good
of
our
community
and
make
sure
that
we're
following
the
rules
equally.
B
Start
off
briefly,
with
with
a
little
bit
about
my
my
whole
philosophy
on
how
we've
been
rolling.
B
Cdc
the
phase
1a
1b
and
1c,
and
it's
because
certain
occupations
are
at
high
risk
and
could.
B
B
Vulnerable
and
to
keep
the
spread
of
the
virus
to
a
minimum
in
carroll
county,
so
there's
a
reason.
A
A
A
Line
whether
the
vaccinations
or
the
testing,
so
I
really
do
applaud
and
I
think
that
again
is
a.
A
A
A
B
So
I
guess
I'll
address
this
by
by
trying
to
let
you
know
you're.
B
So
we've
reached
8017
as
of
today,
people
who
are
over
75
in
carroll
county
have
been
vaccinated.
B
We've
left
we've,
we've
called
left
messages,
six
or
seven
times
with
some
people.
B
Us
we
we've,
we've
got
we've
had
people
on
the
interest
list,
call
our
call
center
410-876-4848.
B
And
we
have
two
clinics
the
following
week:
one
at
the
at
the
hampstead,
the
north
carroll
senior.
B
Center
and
one
down
at
the
mount
airy
middle
school
for
people
who
are
over
75.
now
we're.
B
B
The
com
fill
these
clinics
out
with
people
that
are
65
to
74,
but
if
you're
over
75,
please
call
us.
B
Because
we
don't
want
anybody
to
have
missed
an
opportunity
to
get
vaccinated
and
we
want
to.
B
B
A
Windows
between
us,
I
am
very
proud
of
the
team
here
in
the
county
government
on
how
they.
A
Set
up
the
diocese
to
allow
us
to
move
again
in
a
direction
towards
normalcy.
But
but
if.
A
Doing
the
technology
for
us,
so
we
are
doing
the
best
we
can
to
safeguard
ourselves.
A
B
So
I
I
actually
one
of
my
staff
told
me
that
apparently
olivia's
person
is
scheduled
for.
B
B
B
B
B
B
B
If
you
have
serious
health
conditions,
if
you're
under
65
and
relatively
health
healthy,
it
may.
B
B
President
say
that
you
know
he's
hopeful
that
anybody
in
america
that
wants
to
be
able
to
get.
B
B
A
And
you
know
we
have
roughly
168
to
170
000
in
carroll
county
and
out
of
that
so
far,
how
many.
A
Have
been
vaccinated
to
date
so
between
all
the
different
sources
of
vaccine
we've
vaccinated.
B
Report
the
vaccinations
into
a
data
system.
It's
a
statewide
data
system
where,
where
they
report.
B
The
ages
and
and
unfortunately
it
doesn't
have
that
that
profession,
category
that's.
A
A
A
A
Becoming
more
of
a
challenge
for
you
at
this
time?
Well,
it
is
because
we've
caught
some
people.
B
Commissioner,
before
we
got
on
the
tv
tonight
that
a
a
person
that
I
knew
from.
B
B
Able
to
try
to
end
this
pandemic
and
and
get
through
it.
So
if
you
know
people
who
are
over
the.
B
B
To
do
that,
and
you
know
that
human
connection-
often
just
somebody
saying
hey,
have
you
have.
B
B
And
the
county's
been
very
good
because
they're
they're,
you
know
we're
telling
people
when.
B
B
Vaccination
site
and
back
so
either
that
or
you
know,
if
they're
comfortable
with
you
as
a
neighbor.
B
B
School
nurses
have
been
wonderful,
we've
had
a
lot
of
other
nurses
in
the
community.
B
We
could
use
help
from
all
kinds
of
people.
There's
a
you
know:
volunteer
management.
B
We'll
certainly
call
on
more
and
more
volunteers.
There
is
a
thing
called
maryland
responds.
B
And
we've
been,
we've
had
we've
had
a
lot
of
county
employees
from
recreation
and
parks.
B
Registration
to
people
who
are
giving
shots
in
the
arms
to
people
who
are
doing
the
observation.
B
When,
when
people
have
gotten
their
shot
to
make
sure
that
they're,
healthy
and
good
to
go
when
we.
B
We
send
them
back
out
the
door,
so
we
certainly
can
use
volunteers
and
please
feel
free
to.
B
A
In
volunteering
and
working
so
hard
to
get
to
get
doses
extremely
get
vaccines
in
people's
arms.
A
B
B
B
To
vaccinate
so
we're
coming
to
you
all
next
and
over
the
next
several
weeks,
we're
going
to.
A
B
B
Stuck
to
in
mount
airy,
we
didn't
use
the
senior
center
there.
We
used
the
middle
school.
B
But
we've
been
to
the
north
carol
senior
center,
the
westminster
senior
center
in
the
south
carol.
B
Sure
that
we
can
reach
that
population,
that's
that's
65
to
74
as
well,
and
and
so
they
don't
have.
B
To
travel
as
much
you
know
one
of
the
things
I
also
feel
we
are
very
blessed
one
of
those.
A
With
you
and
all
of
your
team,
which
are
just
rock
stars,
but
also
life
bridge
and
the
work.
A
That
they're
doing
and
life
bridge
carroll
hospital
is
a
part
of
the
lifebridge
system.
A
A
Started
to
do
are
these
mobile
vaccine,
the
vans
and
again
trying
to
work
with
us.
I
believe.
B
Talked
with
lifebridge
in
the
we've
talked
about
using
the
mobile
van,
but
everything
that.
B
We've
wound
up
coming
up
with
is
we.
We
have
had
we've
partnered
with
lifebridge
on
on
a.
B
Couple
of
things,
and
one
is
life
bridge-
is
vaccinating
our
homebound
people
who.
B
B
B
B
At
our
clinic
site
and
go
out
and
vaccinate
some
more
people,
so
we've
we've
vaccinated.
B
This
week
and
and
we
may
not
knock
our
list
out
of
homebound
people
out
by
the
end
of.
B
B
B
B
B
A
couple
of
life
bridge
staff
and
we're
actually
going
to
set
up
in
their
in
their
conference.
B
Room
and
and
vaccinate
some
people
on
site.
So
it's
it's!
You
know
in
general,
the
mass
vaccination.
A
That
is
our
priority,
along
with
the
rest
that
are
in
still
1a1b
and
moving
into
1c.
A
Out
for
them,
so
I
do
applaud
that
partnership
with
with
lifebridge
cheryl
from
westminster.
B
B
Have
some
education
and
75
plus
to
vaccinate
it's
going
to
take
a
couple
of
months
to
get
to.
B
The
most
painful
thing
about
all
this
and,
as
the
commissioner
said,
once
you
get
an
appointment.
B
So
we
have
on
the
health
department's
web
page
as
well.
We
have
all
the
other
resources
that
are.
B
If
you
can
get
vaccinated
at
six
flags
or
at
the
stadium
in
baltimore,
that's
that's
great.
B
Lifebridge
they're
they're,
vaccinating
out
of
a
randallstown
location,
that's
down
close
to.
B
The
the
hospital
in
northwest
hospital
center,
but
there
is
a
cvs
in
eldersburg
where
you
could.
B
Look
to
register
all
there
are
five
walgreens
two
in
westminster,
one
in
finksburg,
one
in.
B
Reisterstown
and
one
in
mount
airy
where
you
can
register
and
there's
the
giant
in
westminster,.
A
A
B
B
Disease
and
and
having
to
work
through
those
first,
and
I
will
say
that
commissioner,
I
referred
to.
B
B
B
B
A
And
again,
gail
over
in
silver
run
a
very
candid
comment
and
I
appreciate
it
because.
A
A
A
A
A
Of
vaccines
in
carroll
county
and
again,
where
they're
also
going
to
the
regional
centers.
A
Vaccines
going
to
a
lot
of
different
locations,
you
know
our
health
department,
we
get.
A
Roughly
a
thousand
a
week,
a
thousand
doses
a
week,
so
it
is
very
limited
and
and
like
you
said,.
A
More
or
a
thousand
more
people
right
and
nothing
would
get
unused.
There
have
been
stories
of.
B
B
The
whole
vial
or
it's
or
it's
no
good.
So
what
we
do
is
if
we
we
tap
into
a
vial
and
we
and.
B
B
Nothing's
going
to
waste
here-
and
I
really
say,
I
really
think
that
planning
wise
statewide
that.
B
We've
actually
upped
our
tempo
so
that
essentially
we
get
vaccine
on
a
tuesday
and
within.
B
Six,
six
or
seven
days
of
having
that
vaccine,
it's
all
out
in
somebody's
arms.
So
it's
not.
B
B
B
If
it's
not
on
there,
we'll
make
sure
we
get
you
at
it,
but
if,
if
if
it
is
on
there
at
least,
we
can.
B
Verify
for
you
that
you
are
on
the
list
and
that
we're
going
to
get
to
you
when
it's
your
turn.
A
A
Are
stuck-
and
I
did-
I
was
very
clear
about
this
last
night
and
continue
to
be
clear.
A
And
a
lot
of
folks
feel
like
they
are
on
an
island
on
you
know
on
their
own
street.
B
And
if
people
don't
have
the
technology,
our
our
staff
and,
as
I
said,
the
the
the
folks
at
the.
B
B
B
B
B
The
lines
drawn
at
75
plus,
so
it's
if
you're
in
that
65
to
74
year
old
age
group
by.
B
A
Partly-
and
I
think
this
really
was
the
discussion
last
night
and
I
was
very.
A
A
Charles
county
is
much
lower
at
say,
12
percent
and
even
though
they're
getting
a
regional
center.
A
A
Getting
penalized
for
doing
a
good
job
for
being
efficient
and
you
know
I
I
continue.
A
A
It
is
based
on
population,
along
with
those
that
are
getting
vaccinated
and
the
standard
in.
A
The
state
right
now
is
about
16
and
a
half
percent
in
a
county
being
vaccinated,
so
we're
actually.
A
Showing
that
we're,
above
that
being
vaccinated
across
the
state
and
commissioner,
I
would
just.
B
That
live
in
our
community
and
may
work
at
at
hospitals
in
the
city
or
hospitals
elsewhere.
B
B
B
B
State's
doing
to
allocate
the
doses
out,
one
of
the
reasons
we
may
be
getting
less
is
because.
A
Kevin
you
added
on
again,
I
I
feel,
like
you
were
preparing
my
notes
for
last
night's
conversation.
A
About
the
state
legislators,
and
what
are
they
doing
about
it?
To
advocate
for
carroll
county.
A
A
A
A
Being
made
at
the
state
level,
I
also
have
a
call,
and
I
say
I
we,
the
county
commissioners.
A
Like
using
the
word
I,
we
are
working
very
well,
the
county
commissioners.
You
know
meeting
typically.
A
Now,
on
tuesdays
and
thursdays
on
the
decision
making-
and
this
is
also
part
of
that
decision-.
A
Making
on
getting
the
allocation
of
doses,
I
like
to
move
on
paul
and
you
said
74,
but
he.
A
A
And
then
there's
a
few
question
marks
and
other
things.
So
can
you
share
what
the
population.
B
Numbers
that
they
provided
to
us
there
are
11
348
people
who
are
75
and
over
that
are
in.
B
Carroll
county
and
there
is
16
and
thirty
four
people
who
are
sixty
five
to
seventy
four.
B
And
just
additionally,
in
in
one
b,
when
you
talk
about
the
people
in
the
education
and
and.
B
Continuity
of
government
there's
another
7
600
people
there.
So
it's
quite
quite
a.
B
Manufacturing
and
and
start
talking
about
people
who
work
in
grocery
stores
and
other.
B
B
Need
to
vaccinate
in
one
see
and
paul
also
asks
a
question
which
I
think
is
also
very
important.
A
To
have
a
a
few
comments
on
or
why
are
teachers
getting
vaccinated
when
old
people
are
the
ones.
B
B
Is
also
a
very
important
thing
so
as
we're
going
back
to
school
in
person,
it's
not.
B
Public
health
experts
that
laid
these
these
guidelines
out
for
who
we
should
be
vaccinated.
A
You
know
and
kenneth
asked
again
a
similar
question
about
over
65
that
over
half
of.
A
B
With
a
hospital
or
whatnot
that
that's
my,
if
you
have
underlying
health
conditions,
the.
B
Get
you
prioritized
with
with
with
a
hospital
actually
the
way
that
this
is
laid
out
right
now.
B
Supposed
to
play
a
factor
in
1a,
b
and
c:
it's
it's
trying
to
take
a
look
at
the
broad
population.
B
We're
we're
not
far
we're
we're
right
in
line
with
where
you're
saying
that
fit.
Where
he's
saying.
B
B
Of
what's
been
vaccinated
so
far,
there's
over
14
000
people
that
have
been
vaccinated,
so
we've.
B
A
B
Trying
to
reach
those
couple
of
people,
as
the
commissioner
referred
to,
that,
are
hard
to
reach.
B
So
if
you
call
our
call
center
at
410-876-4848,
I'm
getting
that
number
out
a
lot
tonight
call.
B
A
A
B
Most
important
things
to
me
as
the
health
officer
here
in
the
county
is,
and
I
think
in
general.
B
And
we
deal
with
everybody,
as
you
know,
it's
important
to
me,
regardless
of
who
I'm
dealing
with.
B
That
that
be
a
positive
experience
and-
and
I
I
want
everybody
to
have
a
positive.
B
B
B
B
B
B
B
B
Fragile
patients-
and
you
know
that
that's
that's
the
appropriate
way
to
to
to
make
sure
we
we.
B
A
As
I
shared
to
you
collectively
and
also
to
you
ed,
I
am
not
going
to
sugarcoat
these
questions.
A
Could
have
definitely
been
perceived
that
way
and
how
we
can
continue
to
do
better.
A
B
That
we're
focusing
on
75
plus
so
we're
not
putting
the
older
people
last
and
the
teachers
who.
B
B
B
B
B
So
if
we've
got
a
school
teacher
that
teaches
at
manchester
valley
high
school
and
they
happen.
B
B
Of
the
teachers
who
are
out
of
state
and
and
the
vaccine
is
a
federal
asset
to
a
certain
extent,.
B
B
Working
in
person
in
our
school
system
to
to
vaccinate
the
teachers,
regardless
of
where.
A
A
B
Month
ago
we
don't
have
that
unfortunately,
so
again,
the
the
underlying
health
conditions.
B
B
We're
working
very
hard
to
make
sure
that
we
stay
in
these
priority
categories,
so
I
I.
B
So
we're
going
to
get
to
the
essential
workers
which
are
in
the
towards
the
the
lower
end.
B
B
B
B
A
A
B
B
21784
zip
codes
down
in
that
area
when,
when,
when
we're
having
a
clinic
there,
so
there
is.
B
List
in
the
order
that
people
signed
up
and
we're
also
trying
to
make
sure
that
we're.
B
We'll
we'll
try
to
look
you
up
and
see
where
you
are
on
the
list.
As
far
as
you
know,
the
date.
A
A
So
kathleen
who
is
64
from
marysville,
do
you
have
any
projections
that
you
can
make
regarding.
B
Well
and
again,
that's
priority
group
two,
just
because
actually
you're
64.,
if
you're
otherwise.
B
B
B
Underlying
health
conditions
you're
in
phase
three,
so
we're
we're
we're
still
having
conversations.
B
B
B
And
then
not
get
to
you
by
june
that
that
I
think,
realistically
by
this
summer,
anybody
who.
B
Manufacturers
coming
online
and
we're
looking
forward
to
to
more
manufacturers
coming
online.
A
And
you're
right
hope
is
not
a
course
of
action.
The
you
know
if
it's
a
priority.
A
A
A
B
Well,
I
mean
the
line
has
to
be
drawn
somewhere
and
when
this
was
all
evaluated,
you
know
I
I
could.
B
B
B
B
B
They
are,
and
and
as
a
policy
standpoint,
that's
where
we're
headed.
If
again,
the
the
whole.
B
A
B
B
B
B
B
B
We're
going
to
get
to
first,
but
we
still
have
this
limited
availability
problem.
And
if
we.
B
B
B
B
Who
were
older,
we
could
certainly
consider
doing
that
and
we
may,
when
we
get
into
phase
two,
but.
A
A
A
B
Again,
that's
exactly
right,
commissioner,
and
from
from
the
public
health
standpoint,
we
can't.
A
A
A
B
Health
department
issue:
this
is
a
private
pharmacy
issue
and
we've
actually
reached
out
on
behalf.
B
Of
some
of
the
some
of
the
people
who
had
difficulty
with
this
and
reached
out
to
cvs.
B
B
B
And
actually,
if
you
call
the
call
center
number
just
ask
them
to
connect
you
with
with
maggie.
B
Coons
because
maggie
has
been
helping,
I'm
hoping
this
is
a
rare
problem
with
I
said,
we've.
B
Been
dealing
with
cvs
corporate
this
is
kind
of
out
of
control
of
the
health
department's
hands.
B
We
we,
I
sometimes
ba
balled
maggie
down
doing
her
job
as
our
pio.
With
some
of
these.
B
Little
issues,
but
she
does
like
helping
people
and
she's
already
dealt
with
one
of
these
cases
and.
B
We
have
a
contact
with
cvs
that
we
can
hopefully
try
to
help
her
get
get
herself
scheduled.
B
B
B
B
B
To
be
four
weeks
after
your
first
appointment,
if
it's
moderna
that
we're
giving
so.
B
B
For
people
to
try
to
get
their
second
dose
of
moderna,
but
there
there
are
recommendations.
B
So
we're
working
with
people
who
have
specific
circumstances
and
just
because
you
decided
you.
B
B
B
A
B
B
Your
second
dose
ought
to
be
coming
from
that
provider,
and
you
know
an
assumption.
A
Being
made
with
susan
over
in
hampstead,
because
it's
not
on
here,
if
you
did
get
your.
A
A
If
that's
the
case,
like
the
question
before
maggie's
going
to
hate
me
tomorrow,
I
know
we're.
B
Received
your
second
dose
when
you're
considered
to
be
the
maximum
effectiveness
of
the.
B
Vaccine
and
unfortunately-
and
I
think
I
I
saw
a
question
about
this
earlier-
we're
not
sure
how.
B
It
to
be
completely
effective
and
it's
going
to
take
take
some
time
to
figure
out
for
sure
how.
A
That
specific
or
particular
vaccine,
so
the
the
health
department's
not
gonna,
be
distributing.
B
B
B
Does
have
a
has
the
ability
for
for
somebody
who's
in
a
priority
group
that
they're
vaccinating.
B
B
A
There's
others
they're
just
not
fans
of
being
vaccinated.
What
if
somebody
has
already
had.
B
People
have
been
reinfected,
that's
been
documented,
it's
I
don't
know
that
it's
very
common.
B
The
cdc
is
saying
that
we
know
that
people
are
good
for
three
months
after
the
after.
B
B
Getting
wind
up
in
the
hospital
and
not
potentially
wind
up
dying
from
covid.
B
B
Having
an
allergist
available,
who,
who
could
work
with
administering
the
vaccine,
would.
B
Be
the
way
to
go,
we
just
we
can't
take
the
risk
of
potentially
having
somebody
die
from
an.
B
Anaphylactic
reaction,
when
they,
when
they
have
a
history
of
that
type
of
thing,
with
the
vaccine.
B
So
again,
it's
back
to
talk
to
your
doctor
find
out
what
they
say
and
then
we'll
have
to
work
out.
B
A
There
any
allergies
against
this
vaccination.
Generally
speaking,
the
the
the
somebody
went.
B
B
A
Next
question
is:
can
you
get
covered
from
this
vaccine?
No,
absolutely
not
scientifically.
B
B
And
that's
that
you
know
that's
just
unfortunate,
but
you
didn't
get
coveted
from
the
vaccine.
B
That's
not
scientifically
possible,
it's
it's.
You
know,
there's
plenty
of
information.
B
You
know
how
this
vaccine
works
with,
with,
with
blocking
the
infection,
the
path
of
the.
B
Infection:
it's
a
a
messenger
rna
vaccine
which
which
does
doesn't
change
your
dna
in
any
way
as.
B
People
have
talked
about
it's.
It's
essentially
training
your
body
to
to
fight
off
the.
B
Infection,
so
there
is
no
scientific
way
that
you
can
get
covid
from
getting
the
vaccination.
A
The
we
vaccinated
over
thirty
thousand
thirty,
two
thousand
from
carroll
countians.
A
You've
vaccinated
a
whole
lot,
some
of
the
side
effects.
What
what
are
some
of.
A
B
Have
an
immune
response
to
the
to
the
vaccination
and
you
know:
you're
suppressing
your
body's.
B
Immune
response,
if
you
take
pain
medication,
if,
if,
if
after
the,
if,
after
the.
B
B
B
B
Virus,
so
so
it's
it's,
you
know
it's
the
thing
that
you
should
should
expect,
and
I
know.
B
B
A
Again
being
soldiers
that
we
were
one
time
we
trained
to
standard
not
to
time.
A
The
new
cdc
guidance
and
guidelines
that
came
out
just
a
couple
days
ago,
it's
pretty
exciting.
A
A
Are
starting
to
get
back
together
with
the
cdc
guidelines,
you're
aware
of
those
guidelines
can.
A
You
share
your
either
your
thoughts
on
them
or
well.
I
actually
started
off
let
off.
B
Sister's,
a
teacher
and
she's
been
vaccinated.
I
can,
I
can
get
together
with
her
and
feel.
B
Contracting
covet
from
from
another
person
is,
is,
is
much
lower,
so
so
it
does
give
you
that.
B
B
B
B
B
B
And
and
distance,
and
and
wash
our
hands
and
all
for
another
several
months
if
we
can
get
a
good.
B
B
B
Without
covered
right
now-
and
that's
right-
I
want
to
get
back
to,
I
feel,
like
I'm,
the
I
feel.
B
B
B
B
B
B
And
and
let's
get
out
on
the
other
side
and
and
you
know,
we
don't
want
to
cause
ourselves.
B
Guidance
fits
you
and
your
situation,
and,
and
you
know
to
give
you
a
different
level
of
comfort.
B
If
you've
been
vaccinated
and-
and
I
just
think
that
that's
that's
helpful-
for
people
in
in.
B
A
We're
in
the
middle
of
march
and
we've
gone
through
a
year
and
of
this
we
have
a
long.
A
Ways
still
to
go,
we're
navigating
through
it.
I
you
know,
I'm
hoping
that
these
you
know
time.
A
Spent
in
the
last
hour
and
a
half
has
been
helpful
during
this
session,
but
it
doesn't
have
to
end.
A
Here
continue
to
ask
the
questions
continue
to
have
the
conversations
and
look
out
for
each
other.
A
A
A
A
A
Rallying
and
working
together
because
we
couldn't
do
it
without
you,
and
so
our.
