advisory,
number,

volume,

number
one
dated
july
2022.
This
policy
advisory
derives
from
legislation
passed
in
2020
in
2020.
The
arizona
legislature
legislature
passed
jake's
law,
which
created
a
fund
that
provides
uninsured
and
underinsured
children,
access
to
behavioral
health
services
when
they
are
referred
through
an
educational
institution
otherwise
known
as
school-based
referrals
to
make
school-based
referrals
the
legislature
required
school
districts
and
charter
schools
to
pass
a
policy
to
outline
the
law
as
it
relates
to
school-based
referrals.

policy
must
include
one:
an
opt-in
process
for
parents,
two
surveyed
to
parents
whose
children,
utilize
school-based
referrals,
three,
a
list
of
service
providers
published
on
the
district
website
and
four,
an
annual
report
to
the
arizona
health
care
cost
containment
system
or
access.

new

The
documents
provide
a
mechanism
for
school
districts
and
charter
schools
to

school
safety
task
force
work
continues.
We
had
our
last
meeting
last
week
and
so
we're
continuing
to
make
sure
that
we're
delivering
on
the
recommendations
from
our
task
force.

One
of
the
major
recommendations
was
improving
are
the
the
physical
security
of
our
campuses
and
one
of
specifically
related
to
that
is
taking
a
look
at
our
campuses
and
perimeter,
fencing
and
just
kind
of
getting
a
sense
of
where
we
have
our
greatest
vulnerabilities
in
terms
of
height
and
design
and
making
sure
that
we
do
upgrades
to
to
make
the
campuses
less
accessible
to
any
unauthorized
individuals.

So
we
have
identified
our
first
eight
schools
that
we
would
will
be
starting
with
to
to
do
the
fencing
redesigns,
and
we
have
some
some
initial
preliminary
concepts
with
the
vendor.
We've
been
working
with,
but
we
are
circling
back
around
with
our
principles
just
since
they
have
the
best
sense
of
what
the
flow
is
like
on
campus,
where
you
know
their
drip,
pickup
and
drop
drop
off
procedures.

They
can
inform
us
a
little
bit
better
as
to
any
specific
design
components
that
they
want
to
see
in
the
fencing
project,
so
we'll
be
meeting
with
them
to
fine-tune
that,
but
the
overall
concept
and
just
kind
of
some
of
the
the
main
standards
that
we
want
to
meet
as
we're
looking
at
our
fencing
projects
is
number
one
height.
So
a
lot
of
our
campuses
have
some,
as
you
can
see
in
some
of
the
pictures
here.

Shorter
chain
link
fence,
fencing
segments,
and
we
want
to
make
sure
that
we
raise
those
up
to
a
minimum
of
six
feet
or
wherever
we're
identifying
these
again
to
make
it
more
difficult
for
any
unauthorized
person
to
to
access
campus
along
with
that
in
front
facing
areas.
We
want
to
do
a
combination
of
increasing
security,
but
we
also
want
to
improve
the
the
look
and
the
aesthetics
of
all
of
our
campuses.
So
we're
also
looking
at
portions
that
are
more
portions
of
the
campus
that
are
more
front-facing
to
our
community
in
the
entryways.

want

incorporate
some
wrought
iron
with
some
with
picketed
tops,
so
that
we're
having
that
combination
of
increased
security,
but
also
improving
the
improving
the
aesthetics
of
our
campuses,
so
just
some

where
we're
going

kind
of
get
a
sense
of
what
we'll
start
to
see
at
our
schools.
These
are
some
of
the
wrought
iron
designs
that
we

six
foot,

iron
design
with
the
picketed
tops
again
it
has
a
nice
look
to
it.

it
much
more
difficult
for
anybody

try
to
scale
that
pretty

close
to
not
very
possible
to
do
that
and
on
segments
where
we
will
not
be
doing
wrought
iron.
We
want
to
make
sure
that
again
we're
raising
chain
link
segments
to
a
minimum
of
six
feet
high
and
having
adding
privacy
screening
so
that
we
have
it
that
helps
to
improve
both
the
aesthetics
of
the
chain
link
fence.

likely

have
their
bachelor's
degree
than
the
general
population,

and
career
liaison
at
starlight.

impact
junior
achievement
had
on
my
life,
as
well

exciting
plans

partner

bring

same
opportunities

schooling

later
found
out
that
these
volunteer
experiences
afforded
me
the
opportunity
to
apply
for
a
junior
achievement
scholarship
hesitantly.
I
applied
thinking,
there's
no
way.
I
would
win
and
sure
enough
cha-ching,
three
thousand
dollars
later
I
won
towards
my
freshman
year
in
college.
It
didn't
stop
there.

I
was
also
a
student
in
a
junior
achievement
program
called
banks
in
action
during
high
school
for
five
weeks.
The
president
of
a
local
bank
would
come
in
and
teach
us
about
the
importance
of
a
credit
score,
but
also
how
to
build
a
good
credit
score
also
about
how
to
take
out
loans
and
what
to
consider
and
many
other
essential
skills
to
being
financially
literate.

It
literally
was
that
experience
in
those
classrooms
that
gave
me
the
confidence
to
follow
my
dreams,
and
it
is
why
I'm
the
educator
standing
before
you
today
now
I'm
sure
any
human
would
be
blown
away
by
jay's
generosity,
but
for
everyone
to
understand
the
magnitude
of
this
impact
on
my
life,
I
want
to
give
a
little
background
story,
so
I
didn't
grow
up
in
phoenix
arizona.
You
might
tell
from
the
way
I
speak.

I
know
now.
I
am
not
yet
over
here
rolling
in
the
dough
not
yet,
but
I
am
living
a
vastly
different
life
than
I
had
growing
up
and
my
own
two
children
who
are
starlight
park
scholars
they.
They
never
have
to
worry
about
our
financial
security.

truly
truly
attribute
so
many
of
my
academic
and
financial
accomplishments
to
junior
achievement,
and
so
at
starlight.
We
are
already
establishing
a
sustainable
partnership
with
junior
achievement.
They
will
be
sending
employees
to
our
campus
to
train
our
staff
and
volunteers
so
that
they
are
prepared
to
deliver
the
curriculum
which
is
aligned
to
state
standards.
By
the
way
we
will
be
having
parent
and
community
volunteers
teaching
the
curriculum
in
every
single
classroom
on
our
campus.

We
have
other
partnerships
such
as
state
48,
phoenix,
rising
and
million
dollar
teacher.
They
will
be
beautifying
starlight,
the
7th
of
october
by
painting
a
mural
and
creating
a
community
garden
million
dollar
teacher
also
has
something
special
surprise,
a
surprise
plan
for
the
staff.
We
have
another
exciting
partnership
with
the
phoenix
fire
department
and
the
community,
the
15th
of
october,
with
our
upcoming
smoke
alarm,
walk
and
look
forward
to
a
development
of
goodwill
moving
in
and
their
excel
program.

Last
year
we
began
our
work
on
developing
our
new
mission,
vision
and
values.
We
held
our
first
career
day
and
began
to
establish
relationships
with
community
partners
this
year.
We
look
forward
to
expanding
this
work
and
taking
further
action.

excited
with

junior
achievement,
work
and
we've
taken
those
sixth
graders
to
j.a
biztown.

year

have
big
goals.

be

avid

this
year
we
began
our
work
with
the
greater
phoenix
urban
league
g
pool
and
city
of
phoenix
to
design
a
little
bit
different
model
this
year
to
begin
moving
out
to
moving
all
of
our
preschools
out
to
all
of
our
campuses.

All
of
our
g
pool
partners
attended
all
of
our
kindergarten.
Jump
starts
in
february
at
all
of
our
cartwright
star
sites
to
help
with
recruitment
for
head
start,
and
we
worked
with
all
of
these
team
members
to
ensure
all
of
our
licensing
requirements
are
met
for
all
of
these
different
pieces
and
parts.
So
a
very,
very
strong
partnership
has
been
built
between
our
city
of
phoenix,
our
gpu
partners
and
our
cartwright
school
district.
So
this
is
really
exciting.

we
now
have
cartwright
sites
with
head
start
classrooms,
so
here
on,
on
our
left
hand
side
you
can
see
that
these
are
all
of
our
classrooms
that
are
opening
up
right
now,
with
head
start
classrooms

them

our
cartwright
scholars
in
them,
we
have
a
delayed
start.

due

staffing.

classrooms

our
right
hand,
side
and
we're
hoping
that
we
find
staffing

them

very

we

those

happened
to
our
prequel
pre-k
special
k,
special
education
preschool?
They
are
located
on
three
of
our
campuses,
frank,
borman,
palm
lane
and
peralta.
Our
preschool
evaluation
team
is
located
right
next
door
at

center
for
strong
families
and
thriving
children.
So
whenever
an
evaluation
needs
to
take
place,
our
eval
team
is
right
there
with
all
of
their
equipment,
and
all
of
our
vows
will
take
place
right
there.

highly

high
quality
early
learning
grant
was
just
kind
of
a
cherry
on
top.

didn't
really
expect
to
get

was

of

and

four

district

well-being

our

have
our
newly
elected
president

angela

from
holiday

was
unable
to

school

schooler,
who
just
recently
promoted
from
desert
sands.

advance
public
education.
Statewide
attached
is
asba's
proposed
political
agenda
as
a
marked
up
version
of
the
prior
year's
agenda
during
the
delegate
assembly.

delegates

be

to
focus

streamline
