Description
Cartwright Meet & Confer Meeting Tuesday, September 6, 2022
A
So
notice
of
the
meeting
was
properly
given
for
this
date
september,
6
2022
from
4
p.m,
to
6
p.m.
This
will
be
the
first
session
of
the
meet
and
confer
process
for
the
22-23
school
year.

Okay,
it's
a
lot.
A
Can
I
go
back
just
for
caxel?
Can
you
say
I
think
I
know
you're
a
teacher,
but
can
you
introduce
your
position
with
the
district
as
well
capsule
stewart
teacher
sixth
grade
teacher
at
sullivan
park?
Thank
you.

School.
A
D
No,
it's
okay,
so
we
had
last
minute
changes
to
our
lineup
one.
Our
members
had
to
drop
so
melanie
will
be
filling
in
for
her
today
until
we
find
a
permanent
replacement.
A
Moving
on
to
the
norms,
I
don't
know,
I
can
review
those
if
you
want
they
were
they're
attached
to
the
agenda,
I'm
trying
to
stick
by
the
first
one,
which
is
why
I
called
the
meeting
to
order.
Even
though
we
had
a
member
to
come
in
late,
which
is
fine,
not
a
problem
at
all.
I
know
everybody
has
a
busy
schedule.
We
will
try
to
stick
to
the
norms
of
beginning
on
time
and
ending
on
time.
I
might
be
late
at
the
next
one
start
without
me.
A
A
I
think,
in
years
past
I've
heard
it's
gone
a
little
bit
informal.
We
don't
have
to
use
all
those
formalities
unless
we
get
out
of
order
or
something
we
can
start
to
use
those.
But
I
like
to
keep
it
informal
for
discussion
purposes.
I
think
it
works
a
little
better,
so
just
be
respectful
of
each
other
and
if
we
need
to
we'll
go
to
some
more
formalities.
If
that
becomes
an
issue
now
you
can
call
for
a
caucus
at
any
time.
A
A
A
We
do
we'll
go
over
the
schedule,
but
those
are
about
every
other
week
is
how
we
have
them
scheduled,
not
quite
exactly
that
way,
but
that's
how
for
the
most
part
works
out
and
then
hopefully
all
proposals
would
be
submitted
for
consideration
on
or
before
december
14th.
Obviously,
we'll
do
some
before
then,
but
the
idea
there
is
again
approaching
a
late
january
date
for
final
ratification
of
all
proposals
is
what
our
goal
is.
A
Which
is
a
list
of
the
meeting
dates
and
times
again
that
was
attached,
as
I
just
said,
we're
on
somewhat
of
an
schedule
of
every
two
weeks
there
are
with
some
holidays
and
so
forth,
where
we
won't
meet
every
other
week.
We
do
have
the
next
meeting
scheduled
for
wednesday
september
21st
same
time
and
same
location.
A
D
A
Okay,
miss
farrar.
I
don't
know
if
you
want
to
speak
a
little
bit
too.
Let's
begin,
then,
with
you
know,
a
high
level
overview
of
some
of
the
new
monies
I
think
victoria.
You
could
probably
speak
to
some
of
the
percentages
from
the
legislative
budget
process
of
the
increases,
and
then
I
would
also
like
if
you
could
speak
to
a
little
bit
of
our
current
declining
enrollment
and
how
that
impacts
our
budgetary
situation,
and
then
we
can
just
open
a
dialogue
about
what
that
might
look
like
for
this
year.
B
Thank
you
all
so
much
yes.
At
a
previous
governing
board
meeting,
I
did
share
that.
Our
base
level
increase
was
about
seven
just
over
seven
percent
from
the
prior
year
and
if
we
were
to,
if
we
were
to
have
kept
all
of
our
enrollment,
that
had
been
about
a
six
million
dollar
increase
but
as
we
know
after
taking
into
consideration
all
the
enrollment
numbers
and
attendance
numbers
that
were
taken
by
the
schools
for
the
first
10
days,
our
enrollment
is
down
considerably.
B
So
what
the
enrollment
the
decline
in
combination
with
the
base
level
increase,
that
leaves
us
pretty
flat
in
whole
dollars
amounts.
We
were
comparatively
this
exact
same
point
in
school
comparing
this
year
to
last
year.
We
are
970
students
down,
so
we
were
doing
our
best
to
you
know
not
knowing
what
your
proposals
were
going
to
be.
B
D
Okay-
in
regards
to
that,
then,
we
would
like
to
take
a
very
brief
caucus
just
to
review
the
information
you
had
presented
to
us
and
we'll
get
back
to
you
in
about
let's
say,
4
30,
so
that
leaves
us
a
18
minutes.
It
could
be
sooner
but
for
sure
we'll
be
back
by
4
30
p.m.
A
Alex
could
I
just
add,
a
couple
more
comments.
First,
we
I
focused
initially
on
our
esp
hourly
salary
schedule
and
our
teacher
certified
salary
schedule,
because
that
hits
the
vast
majority
of
employees
realizing,
there's
others
out
there,
I'm
not
trying
to
exclude
exclude
others,
but
just
looking
at
those
and
one
as
you
have
your
discussion
in
your
caucus,
I
think
it's
important
to
note.
We
feel
pretty
strongly
that,
if
we're
going
to
make
a
change
to
the
certified
salary
schedule,
we
want
to
see
the
ba
0
amount
at
a
minimum
of
50
000..
A
A
Likewise,
we'd
like
to
see
the
minimum
amount
on
the
hourly
esp
schedule
increase
some,
knowing
that
we're
going
to
see
some
increases
in
january
for
the
state
minimum
wage
amount
and
knowing
how
inflation
has
hit.
You
know
those
lesser
paid
employees
really
hard,
so
we
had
some
similar
thoughts
on
that
as
well.
D
That
that
helps
so
good
to
know,
thank
you
so
for
now,
I'd
like
to
take
the
moment
and
go
to
caucus.
Okay.
F
F
D
F
B
F
Yes,
I
I
completely
understand,
but
doesn't
that
proportionately
affect
us
too,
and
the
increased
amount.
B
As
I've
heard,
a
very
experienced
colleague
explain
that,
even
though
you
say
that
you're
970
students
down
that
doesn't
all
mean
that
they're
all
in
the
same
grade
level
grade
level
at
every
single
campus,
so
it
doesn't
equate
to
970
students
worth
of
you,
know
less
teachers.
It
doesn't
always
equate
in
that
way
because
you
could
have
maybe
two
kindergartens
or
five
fifth
graders
and
you'd
still
have
in
order
to
not
exceed
class
sizes.
B
C
A
In
addition,
we
did
give
the
the
hardship,
stipend,
you
know
a
few
weeks
ago,
so
that
that's
being
considered
as
well.
So.
C
A
Are
not
at
a
zero
line
of
negotiating
a
potential
raise
across
the
board
for
for
those
that
not
non-administrators?
If
that.
E
Hey,
I
have
a
question,
it's
kind
of
new.
What
is
the
amount
of
money
that
is
on
the
table.
A
A
D
Okay,
so
we
do
have
a
few
asks.
First,
one
is
going
to
be
what
is
our
current
student
enrollment
and
how
much
of
that
is
all
those
students
are
on
free
and
reduced
lunch.
B
D
Got
it
my
next
question:
how
does
a
net
loss
of
972
equal
4
million
dollars.
B
D
Yeah
we
wanted
to
know
how
does
972
students
equals
a
loss
of
4
million?
Okay,
that
was
provided
by
the
state.
D
So
for
now
I
believe
that,
while
we
were
discussing
our
ask
would
be
so
you'd
wanted
us.
You
wanted
to
see
that
ba0
get
to
5
000
and
that's
7.6,
50,
sorry,
50
000
apologies.
We
wanted
to
see
that
get
to
50
000
and
that
would
be
an
increase
of
7.6
percent.
So
we
would
like
to
see
that
same
amount
across
the
entire
board.
D
And
I
know
we
have
a
couple
discussion
discussion
topics
to
go
with
that.
D
E
All
right,
one
of
the
the
issues
that
we
all
have
is
attracting
teachers
to
our
district.
We
all
know
that
we're
in
a
mad
teacher
shortage
in
arizona.
E
That
is
something
that
we
can
all
agree
upon,
however,
raising
the
beginning
teacher
salary
to
50
000,
while
that
might
attract
newer
teachers
in
essentially,
that
would
put
them
making
the
same
amount
as
somebody
who
is
in
approximately
their
fourth
year
of
teaching,
and
we
also
need
to
keep
that
lens
of
teacher
retention
in
our
mind
as
we're
making
these
movements
forward
so
as
a
first
second,
third,
fourth,
fifth
year
teacher,
if
they
are
not
feeling
valued
because
the
first
year
teachers
are
coming
in
above
them,
that
can
drive
them
to
look
at
neighboring
districts
or
other
districts
who
are
able
to
meet
or
exceed
our
salaries
that
we
are
providing
to
them.
E
We
worked
so
hard
over
the
last
few
years
to
get
to
a
salary
schedule
where
everybody
moved
equitably
and
to
take
a
huge
step
back
and
add
compression
back
into
that
which
is
very
expensive
to
repair
very
costly,
very
tedious
and
very
adversarial
among
different
and
employee
stakes,
groups
that
we
need
to
make
sure
we're
doing
the
most
to
keep
it
equitably.
Moving
forward.
D
And
next,
melanie
cobbles
will
give
her
rationale
as
well.
F
And
additionally,
just
compounding
what
what
gloria
just
said.
The
same
goes
for
those
teachers
who
have
been
left
off
the
salary
schedule
who
are
at
the
bottom
for
the
last
two
years,
they've
been
frozen
and
so
hearing
that
fifty
thousand
the
bottom
base
level
will
go
up
to
fifty
thousand
and
not
to
see
that
equally
or
fairly
to
the
older
teachers
who
have
been
teaching
and
working
in
this
district
who
have
been
left
off.
D
D
D
A
A
A
F
Additionally,
to
I
know
victoria-
and
I
we
you
know
and
and
the
people
who
were
here
when
we
created
this
step
salary
schedule,
we
worked
so
hard
so
hard
to
to
eliminate
that
compression
and
it
would
be
an
absolute
travesty.
I
believe,
for
us
to
go
backwards.
Why
we
go
backwards
when
we're
already
forward.
A
Yeah,
so
zero
would
have
applied
to
everybody.
F
F
F
So
the
the
problem
with
that
is
is
that
these
are
the
people
who
who
have
been
the
most
loyal
to
the
district,
who
have
been
here
the
longest
who
are
closest
to
retirement,
who
it
impacts
the
hardest
that
the
fact
that
they're
going
to
be
you
know
left
off
is
that's
that's
a
problem.
A
So
the
other
thing
just
to
make
a
point
of
clarification,
I
understand
your
rationale.
Thank
you
for
the
rationale.
A
Conceptually,
I
don't
see
everybody
being
frozen
or
or
step
ba
zero
jumping
ahead
of
anybody
else.
There
would
be
a
j
adjustments
throughout
the
entire
salary
schedule.
I
believe
my
comment
was
that
it
would
not
be
an
adjustment
of
the
same
percentage
or
same
increment
as
the
current
ba
0
to
50
000..
A
A
C
A
I
can
follow
that
up
with
a
question.
Are
you
eventually
wanting
to
have
discussions
of
everything
all
salary
schedules.
A
Okay,
so
everything
across
the
board,
the
the
figure
that
victoria
mentioned
is
the
money
available.
2.5
million,
okay.
A
So
we
can,
we
can
back
into
that
number
as
to
what
that
might
be
as
a
percentage
if
we
figured
out
what
the
total
of
that
whole
payroll
is
right
now
that
would
be
a
pretty
easy
percentage
to
back
into.
E
I
have
just
a
question
for
information.
I
know
you
might
not
be
able
to
provide
it
today
over
the
last
few
years.
It's
my
understanding.
The
state
has
increased
education
budgets
at
least
a
little
bit
every
year.
Is
that
correct
and
I'm
curious
how
like
we
have
an
eight
hundred
dollar
every
year,
a
step
eight
hundred
dollars,
so
how
much
above
and
beyond
that
was
the
money
provided
over
the
last
two
years
to
the
base
level.
E
The
reason
I
asked
that
the
the
background
to
that
is
if
there
was
an
increase
in
the
last
two
years,
each
year
to
the
base
level,
there
should
be
ongoing
monies
that
should
be
able
to
be
rolled
into
what
our
conversation
is
not
just
the
money
from
last
year.
So
I'm
just
curious
what
the
increase
is
between
when
the
schedule
was
made
and
where
the
schedule
is
at
now.
F
Okay,
I'm
sorry
sorry
and
I
additionally
have
a
question
too
or
a
concern.
I
know
that
I
know
you
had
said
that
we,
you
were
not
interested
in
making
it
to
bumping
up
to
50
000,
but
not
making
the
same
amount
of
percentage
to
everybody,
but
I
know
that
our
table
team
has
zero
interest
in
entertaining
anything
that
wasn't
done
fairly
across
the
board
to
the
entire
salary
schedule.
A
E
To
suggest
that
maybe
fairly,
rather
than
looking
at
it
fairly
equitably,
so
whether
so
that
we're
looking
at
the
same
type
of
a
percentage
movement
for
every
staff
member,
so
not
a
thousand
dollars
to
every
step,
but
you
obviously
you
said
you
could
do
the
math.
So
you
take
the
2.5.
What
does
that
mean
to
equitably
move
people
where
it
values
their
their
years
of
service
and
also
values?
The
new
people
coming
in.
A
F
D
There
is
an
active
committee
at
the
moment.
It
consists
of
dr
hederia
yeah
for
esp's.
It's
doctor
here,
valeria
espinosa.
She
is
the
esp
e-board
member
and
our
aea
representative
liz
slavos
as
well
she's
involved
in
that
process,
and
that's
something
that
it
we
will
be
discussing
later
down
the
process.
A
D
That
is
yes,
okay
and
that
will
reflect
on
whatever
they
will
work
with,
whatever
increase
we
decide
to
move
forward
with
so
it'll,
their
work
will
be
adjusted
as
well
alex.
When
was
that
committee
formed,
this
committee
was
formed
last
year
and
it's
still
ongoing
because
the
committee
never
finished,
we
never,
they
never
came
to
a
a
completion.
D
For
the
data
for
the
you
know
the
972
students
that
equals
4
million.
When
can
we
expect
to
get
that
data
provided
to
us?
You
can
do
it
tomorrow,
perfect.
Okay,
let
me
just
double
check
my
notes,
making
sure
I'm
not
missing
anything.
D
D
D
Okay,
give
me
just
a
sec,
and
I
will
get
back
to
you.
D
At
this
time
we
have
no
more
further
questions
and
we
will
take
into
consideration
all
the
information
and
data
that
was
presented
to
us
today
and
we'll
move
forward
with
a
proposal,
unless
you
guys
already
have
one
in
the
bank
ready
for
the
next
meeting.
A
We
can
certainly,
you
know,
entertain
a
proposal
from
you
guys
we
can
come
up
with
our
own
okay.
D
I
would
as
soon
as
I
get
that
information
from
victoria
that'd
be
great
and
we
that'll
help
us
move
forward
with
our
proposals.
D
D
D
A
Okay,
if
there's
no
further
questions,
comments
or
or
requests
for
information
on
the
first
item
on
the
agenda,
which
was
just
set
for
this
year's
salary
schedule,
discussions
sounds
like
we
need
more
information
to
put
formal
proposals
together
on
that
which
we'll
be.
We
will
be
glad
to
provide
timely
to
you
we'll
move
