we

community,
in

helping
us
to
enjoy
life
through
the
visa
and
those
things
that
are
available
to
us

available
to
us
through

efforts
of
all
of
those
within
our
city.

our
emergency
medical

them
constantly

lives

dimensional

Senior
Seminar,
our

in
your
portfolio,
ancient
art,
history,
meet
evil,
art,
history,
Renaissance,
art,
history
and
modern
art.
A
History,
introduction
to
art
and
painting
who
is
the
chair
of
the
department
of
art
and
design
for
10
years
is
a
visiting
evaluator
for
the
National
Association
of
school
schools
of
art
and
design,
and
a
past
member
of
the
Committee
on
nominations.
Eric
has
just
received
his
bachelor's
degree
and
masters
of
Fine
Arts
degree
in
art
from
Southern
Utah.

seven

one

craftsmen

good
with
cabinetry
with
the
finishing
part

it,
because
he's
had
to

the
artist

one

figure
out
which
parts

chief
figure

which
parts
of
that
need
to

closed
and
how
we

best
go

closing

went
over

devised
a
plan
whereby
we
think
we
could
close
off
entirely.
For
the
most
part,
the
people
could
get
around
on
Bentley
Drive
to
do
most
of
the
things
they
need
to
do
so

us
with
that
on
our
cleanup
of
56,
we
got
into
the
equipment,
yard
and-
and
someone
had
not
spoken
to
someone
else
and
some
of
the
equipment
that
we
had
planned
on
was
not
there
and
it
didn't.
We
wasn't
well
coordinated,
so
we
need
that
to
be
a
really
better
done.

permission

the

movie
theater
there

use
their
parking
lot
for
those
who
come

help

be

heavier

picking

between
the
curb
and

sidewalk,

even
consider
some
sort

call

meeting

The
Tenth
Circuit
Court
decided
to
deny
the
petition
for
the
rehearing,
and
so
as
of
next
Monday
at
midnight,
everything
will
revert
back
to
controlled
by
the
Fish
and
Wildlife
related
to
the
prairie
dogs.

and
Wildlife,
so
everything
that
we
have
been
working
on
for
the
past
couple
of
years
with
the
courts
that
came
under
the
ruling,
they
are
going
to
try
to
appeal
it.
We
and
this
state
is
still
working
on
getting
everything
together
to
try
to
submit
to
get
the
dogs
delisted
and
the
applications
and
packages,
so
we're
still
pursuing
that
path,
and
we
had
an
individual
from
Fish
and
Wildlife
out
here
a
couple
weeks
ago,
when
we
met
with
her
and
toward
her
around
and
showed
her
the
problem
and
all
of
that.

so
the
counties
over
the
next
couple
days

going

trained.

figure
out
how
exactly
to
revert
back
to
the
old
HCP
rules
and
dealing

limited
number
of
places
and
all
you
know
that
and
as
I
get
more
information,
I
will
pass
it

homeowner
who
lives
close
to
the
baseball
fields
on
the
hill,
the
lake
on
the
hill
and
I'm
also
a
just
served
specialist
for
the
area
and
with
that
I'm
delighted
to
be
here
to
you
to
present
a
magnificent
project
called
the
gardens
on
the
hill
as
you'll
see.
This
is
a
tremendous
dream
and
that
we
hope
to
fulfill
if
I
can
get
this
to
click
the
right
button
and
we'll
go
to
the
next
slide
here.

This
is
a
proposed
garden,
a
park
for
the
public
enjoyment.
The
area
that's
outlined
both
in
the
blue
and
the
black
indicates
the
area
that's
proposed
to
be
transitioned
into
an
amazing
part.
We're
going
to
convert
this
extremely
unsightly
high-traffic
space
into
a
garden
paradise
colorful
aromatic
a
peaceful
Park
is
going
to
be
designed
by
the
community
in
the
city
and
in
a
joint
effort.
The
citizens
from
all
walks
of
life
will
will
serve
together
for
the
benefit
of
all
the
building
and
maintenance
will
be
shared
by
the
citizens,
businesses
and
the
city.

one
of
the
advantage
of
this
is
as
if
you
were
to
develop
a
park
on
your
own
completely.
It
would
be
completely
the
burden
of
the
city.
What
we're
proposing
is
we
engage
the
citizens
of
Cedar
City
to
build
something
that
they
will
appreciate
and
will
and
will
be
able
to
say
we
did
this.
So,
let's
move
on
here.

this
is
Cedar
City
today.
This
is
what
that
area
looks
like
as
of
about
two
o'clock
this
afternoon
now
this
is
an
exceptionally
high
traffic
area
with
thousands
and
thousands
of
people
coming
to
the
baseball
fields
from
Las
Vegas
the
fee
all
over
this,
the
area-
and
we
can
change
this
into
something.
That's
that's
absolutely
beautiful.

This
right
now
is
is,
quite
frankly,
in
my
opinion,
little
embarrassing
there
in
such
a
high
trafficked
area
in
the
future
there'll
be
an
exceptionally
high
amount
of
traffic
that
goes
to
the
temple
there.
So
here's
what
we
have
proposed
we're
going
to
change
this
highly
unattractive
land
to
the
most
desired
place
in
Cedar
City
to
be
there'll,
be
trees,
flowers
of
all
kinds,
water
features,
walking
paths
benches
within
the
park
and
benches
to
watch
the
ball
games
on
the
terrorists
area
there
that
goes
down
the
hill.

We
could
even
put
benches
so
people
can
watch
the
ball
games.
Watch
your
son
hit
a
home
run.
There
hear
the
crack
of
the
ball
but
hear
the
birds
chirping.
In
the
background
there
there'll
be
a
terrorist
natural
rock
retaining
walls,
dreams
can
come
true
and
we're
hoping
the
City
Council
will
assist
us
and
accomplished
it,
along
with
the
thousands
and
thousands
of
people
that
are
in
our
community.
That
can
assist
in
this.

The
gardens
can
be
designed
for
all
seasons
spring
summer
and
fall,
and
it
would
be
done
so
appropriately
as
we
will
enlist
people
of
different
backgrounds
understand
this
year.
The
concern
might
be
for
water,
for
the
parks
but
trees,
shrubs,
groundcovers
and
perennial
plants
use
30
to
50
percent
lost
less
water
than
the
lawn
you
currently
have.
So
this
would
actually
be
an
effort
to
not
only
provide
beauty
for
the
city,
but
save
water
opposed
to
the
lawns
that
are
in
other
parks
around
the
area.

There'll
be
natural,
Rock,
terraced
walls
that
we
can
be
used
from
rocks
that
are
on
the
project
or
brought
in
by
volunteers.
I
myself
have
a
flatbed
trailer
I'd
be
happy
to
get
some
youth
load
up.
Some
rocks
of
any
nature
that
we
need
bring
them
in,
put
them
to
work,
have
kids
and
families
come
and
assist
in
this.
Can
you
imagine
the
seniors?
Sometimes
don't
have
opportunities
to
go.
Someplace,
that's
nice
and
peaceful.
Here
you
can
take
the
youth,
the
teenagers,
the
senior
people,
everybody
from
every
walk
of
life.

One
of
the
things
you'll
see
in
here
that
I
think
is
kind
of
unique,
actually
Rick
Dustin
who's.
Here,
let's
go
back
one
slide
there.
If
we
could
you'll
see
in
here,
this
is
a
rock
wall
that
he's
actually
building
he's
a
landscape.
Architect,
you'll
see
these
tree
alcoves
here
that
are
shown
up
here.
I
thought
that
was
kind
of
interesting,
because
you
can
actually
plant
trees
in
these
alcoves
and
if
there's
a
walking
trail
up
there.

If
you
set
happen
to
have
a
fruit
tree
or
something
you
can
pick
a
apple
or
something
from
the
from
this
terrorists
area.
Okay,
let's
go
for
it.
There
can
be
simple
rock
benches
once
again
built
out
of
natural
materials
there.
The
cost
would
be
minimal
as
we're
trying
to
use
natural
materials
from
the
environment
here
so
just
serve.
We'll
do
this
with
absolute
endorsement
from
we
can
talk
about
those
that
we've
already
have
endorsing
this
well
assist
in
coordinating
the
labor
needed
to
build
and
maintain
the
gardens
on
the
hill.

This
consists
of
about
eight
and
a
half
acres.
There's
an
area
there
that
does
need
a
parking
lot.
That'll
be
close
to
the
lake
that
we've
already
talked
about,
maybe
where
we
could
put
that
to
provide
access
to
the
lake
and
also
to
the
parks
well
in
LA,
endless
volunteers,
with
backgrounds
in
landscape
gardening
design
and
participate
in
the
gardens
on
the
hill.

You
know
we
might
be
able
to
develop
a
Garden
Club
from
those
people
who
can
assist
in
that
not
only
that,
but
also
from
just
people
who
enjoy
beautifying
our
city,
we're
going
to
invite
citizens
of
all
ages
to
engage
in
this
project
from
all
face
from
all
backgrounds
that
the
city
feels
comfortable.
Allowing
us
to
do
now
understand,
there's
a
couple
things
here:
that
we
don't
feel
that
we
can
do
and
I
don't
think
the
city
wants
us
to
do.

For
instance,
sure
we
have
Uncle
Jack
who's
plumbed
his
backyard
sprinkler
system
25
years
ago,
and
he
wants
to
help
no,
not
a
good
idea.
So
as
we
design
this,
it's
imperative
that
they
have
a
sprinkler
system,
irrigation
system
that
will
work
properly.
We
feel
that
that
would
be
best
conducted
or
installed
by
the
city
after
the
design
is,
is
created.
So
it's
what
the
city
feels
comfortable,
allowing
us
anything
that
the
city
will
allow
us
to
do
we'll
find
the
volunteers
and
it'll
happen.
Okay,
all
right!

We
talked
about
make
Cedar
Sparkle
just
a
few
minutes
ago,
and
this
is
a
part
that
initiative
that
I
we
absolutely
support
as
just
serve.
We
would
invite
the
city
to
grant
the
use
of
this
land
for
the
development
by
volunteers
of
this
community.
Here
we'd,
like
you
to
promote
the
project
and
provide
a
venue
to
collect
donations
for
the
improvements
just
serve
is
not
allowed
to
collect
donations,
the
seat.

We
would
suggest
that
Cedar
City
be
that
venue
and
assist
in
raising
those
funds
through
private
donations,
business
donations
and
whatever
other
resources
may
be
available.
The
project
is
expected
to
take
five
years
and
it'd
be
a
10
phase
plan
well
build
the
hardscapes.
First,
we
can
build
benches.
We
can
build
terraced
walls.
We
could
start
on
that
as
soon
as
the
the
city
grants
us
permission
to
do
those
kind
of
things
after
a
master
plan
is
developed
and
approved
by
the
city
now,
subsequent
to
that
in
beginning
in
2018.

If
we're
prepared
for
it
at
that
time,
we
would
propose
that
the
city
budget,
ten
to
twenty
thousand
per
year
for
building
out
the
irrigation
system
there
it
needs
to
be
done
right.
There
provide
the
irrigation
water
for
the
project
now
by
involving
these
people.
Once
again,
this
is
going
to
reduce
dramatically
the
cost
of
this.

What
we
plan
to
be
a
world
class
garden,
the
people
from
all
when
you
come
to
our
town,
when
you
come
to
Cedar
City,
for
whatever
reason,
whether
it's
the
baseball
fields,
the
temple,
the
Aquatic
Center,
the
proposed
ice-skating
rink,
whatever
it
may
be,
you're
gonna,
look
towards
the
hill
and
say
I
want
a
few
there.
That's
what
just
serve
is
about
make
Cedar
Sparkle.

Maybe
these
are
the
initial
steps.
I
and
just
serve
would
propose
at
this
time.
You
approve
the
use
of
this
land
for
the
gardens
on
the
hill
step,
2
authorize
city
officials
to
meet
with
the
just
served
committee
committee
to
create
a
master
plan.
Now
we
understand
that
there
needs
to
be
a
master
plan.
We
don't
want
to
do
this
slipshod
if
we're
gonna,
do
it.
It
needs
to
be
done
absolutely
in
the
best
possible
way,
so
we've
got
some
community
here.

This
is
just
a
wonderful
idea
and
it's
the
kind
of
thing
I
like
to
see
and
as
a
guys,
men
to
butchart
gardens
twice
and
a
lot
of
these
other
gardens
in
England,
and
that
is
a
beautiful
thing,
but
I've
also
seen
10
or
15
such
projects
after
the
guy
who's
heading,
it
up
retires
or
goes
where
moves
they
fall
into
disrepair.
And
it's
it's
one
thing
to
install
the
things.
It's
another
thing
to
maintain
them
as
in
Balboa
Park
during
the
spring,
and
they
have
three
acres
of
nothing
but
rose.

Bushes

rose
bushes
and
there
are
about
40
people
in
there
all
wearing
the
same
t-shirts.
There
Rose
deadheading
volunteers.
They
come
every
Tuesday
and
deadhead
the
roses,
and
so
how
do
you
believe
that
the
just
serve
organization
will
be
able
to
provide
the
continuity
that
is
necessary
to
keep
up
keep
the
thing
rather
than
let
it
get
into
disrepair?

That's
an
excellent
question.
First
off,
we
know
first
off
that
the
Catholic
Church
is
right
across
the
street.
We
have
approached
them
about
this,
but
in
as
much
it
is
right
across
the
street.
We
know
that
they're
gonna
want
to
keep
that
area
beautified.
We
also
encompass
an
area
we've
just
served
that
extends
up
to
Beaver
to
Kanab
and
all
this
area.
All
these
people
come
to
our
community
after
I'm
gone
and
I.
Don't
have
to
spearhead
this
if
we
can
give
somebody
of
a
different
faith
or
different
expertise.

The
lead
on
this
that's
fantastic,
but
people
are
going
to
come
to
our
community
and
they
have
in
there
suggested
that
they
have
opportunities
to
serve
if
they
can
see
something
the
work
of
their
hands.
That
is
beautifying
our
environment
that
they
can
see,
they
can
feel.
Can
you
imagine
if
you
ask
people
for
donations
to
sit?
Would
you
like
a
family
tree,
we'll
put
your
name
down

at
the
bottom?

know
this
is
a

is
the

we've

staff,

that's

concern

had

the
beginning

beautiful
in
a
couple
of
years.

there's
something
a
new
project
and

they
maintenance

fall
completely

our

area
coordinator
director,
jim
and
deb
johnson

I
can
tell
you
that
this

continue

our
site

that
we
will
go
out
and
actively
engage.
There's,
obviously,
absolutely,
and
so
I
understand
your
concern
and
it's
a
justifiable
concern,
but
you
know
what
we
can
sit
idle
and
do
nothing
or
we
can,
as
a
city
say
well,
we'll
just
develop
our
own.

think
the
five
year
of
rollout
with
the
hardscape
coming
in
first
those
are
those
are
the
kind
of
things
that,
if
everyone
walked
away,
they
would
still
be
good
and
functional.
You
know
a
rock
wall
things
like
that,
so
that
would
be
a
way
to
kind
of
slowly
implement
it
and
proved
itself
as
it
goes
along
exactly.

those
rock
walls,
those
seats
things
like
that
they
cost.
Oh,
you

nothing,
that's
a
pretty
good
budget
item.
Isn't
it

and
it's
still
a
place
for
people
to
enjoy
the
fields
they're
in,

we
hope
to
not
only
help
with
this,
but
the
development
over
by
the
lake
and
the
days
to
come.
Maybe
I
think
we
need
to
let
the
city
citizens
prove
themselves
see
how
see
how
what
they
can
do.

perspective

those
that
I've
associated
thus
far
that
those
that
I
have
communicated
about
this.
They
love
the
idea.
Their
eyes
get
great
big.
We
talked
to
a
woman
today
in
their
60s,
and
she
said:
I'm
gonna
get
my
garden
gloves.
You
tell
me
where
to
go,
I'm
ready
to
go
on.

is
the
first
time
that
I've
heard
the
funding
request
budgeted
to
put
the
ten
to
twenty
thousand
dollars.
We
can't
bound
other's
future
city
councils.
It's
a
year-by-year.
We
have
to
look
at
all
of
the
expenses
everything
that
comes
into
the
budget,
so
something
like
that.
We
could
not
commit
to
at
all.
At
this
point
and
you'll.

That's
understandable
and
completely
reasonable
what
my
thoughts
are
one
we
want
somebody
who
puts
it
in
who's,
an
expert
if
you're
trying
to
raise
funds
through
some
other
venue.
When
you
ask
somebody
to
raise
funds,
would
you
like
to
do
the
underground
plumbing
here
for
this?
They
want
to
know
that
there's
a
tree
or
a
bush
or
a
pathway
they
can
see
in
the
future
the
underground
things
are
difficult.
Now,
that
being
said,
I
wouldn't
put
out
of
my
mind
that
someone
might
be
able
to
donate
funds
to
assist
in
that
manner.

you
got
to
shoot
for
the
moon,
and
you
know
at
least
to
get
you
know

someplace

So
that's
the
number
that
that
I've
asked
for
if,
with
a
realistic
expectation
that
the
budget
you

city

only

what
you
can
dealt.

we're

looking

good

community
thing

expected

the
city

come

plant

take
care
of

maintain

spoke
Tama,
that's
exactly
the
idea
that
I
had
we
have
teachers
at
cedar
middle
school
who
have
just
gone
through
extensive
training
in
horticulture
to
offer
that
at
the
middle
school
to
have
a
club
and
a
class
in
horticulture,
so
I
can
see
very
easily
that
kind
of
proposal
giving
a
space
of
the
garden
to
those
kiddos
and
allowing
them
to
maintain
that
and
take
pride
in
that
as
well.
So
and
then,
however,
else
we
might
be
able
to
work
that
out
to
have
others
participate.

know,
we've
got
a
garden
space.

that
also
you
know,
Suu
has
its
own
horticulture
program.
How
much
would
an
intern
love
to
lead
a
project
like
this,
not
only
the
first
year,
but
on
ongoing
basis?

feel
very
confident
that
we
can
enlist
them
in

Jim
Johnson
you
heard

him
briefly
again.
Maybe
we
can
just
ask
him
what
kind
of
support
do
you
think
we're
gonna
get
from

this

up

fifteen

sixteen
hundred
volunteers

the
just
serve

this
point,
not

course,
just
serve
is
not
in
the
business
of
trying
to
incorporate
somehow
and
and
come
up
with
a
way
to
become
a
non-profit
and
do
all
of
this.

no
question,

far
as
Jeff's
herbs
concerned,
I
think
that
it
would
help
it
would
help
creating
motivation
for
getting
people
to
sign
up
and
do.

it
would
take
someone,
though,
to

manage

decide

Utah
Department
of
professional
licensing
to
come
to
a
city
council
meeting
to
see
if
you
I
could
gain
any
help
in
resolving
a
situation
because
Cedar
City
doesn't
have
the
state
required
Board
of
Appeals
that
implemented
for
the
building
codes
I've
been
advised
by
Anna's
office.
I
have
also
been
advised
by
legal
counsel
to
exhaust
all
administrative
remedies.

Understand
I
had
no
intention
to
hurt
Cedar
City
when
I
made
a
claim
for
improper
issuance
of
my
certificate
of
occupancy.
Last
of
all
and
I
am
trying
to
exhaust
every
avenue
of
bleeding
that
I
can
think
of
Cedar
City
has
been
the
best
place,
I
have
ever
lived
and
I
love
the
community
and
the
people
who
serve
here.

We've
been
placed
in
an
impossible
situation.
We
had
a
builder
that
cut
corners
and
we
became
aware
in
early
framing
of
a
major
problem.
After
consulting
with
mr.
Ted
Steffensen,
our
contractor.
He
lied
to
us
about
a
possible
solution
because
he
was
unwilling
to
spend
the
money
to
correct
it.
In
the
end,
nothing
was
done
and
we
had
been
left
with
left
with
major
construction
flaws.
Mr.
H
stavansson
only
made
token
efforts
to
resolve
leaking
issues
for
a
few
weeks
after
the
certificate
of
occupancy
was
issued
when
he
realized
it
was
a
larger
problem
than
he
wanted
to
deal
with.
He
walked
away
and
even
abandoned
the
contracted
warranty.
Our
home
was
leaked
this
past
year
and
isn't
even
marketable
because
of
the
flaws
we've
been
left
with
overlooking
code
violations,
Cedar
City,
Building
Department,
issued
the
certificate
of
occupancy
the
day
before
our
home
was
scheduled
to
be
in
the
Iron
County
festival
of
homes
last
fall.

The
problems
we
have
suffered
from
these
code
violations
go
far
beyond
what
city
attorney
Tyler
romrell
has
described
in
his
denial
letter.
He
stated
the
purpose
of
a
building
inspection
is
to
verify
compliance
with
the
minimum
safety
standards
set
forth
in
the
adopted
building
codes.
A
successful
building
inspection,
this
is
quote,
does
not
guarantee
good
workmanship,
proper
paint,
colors
level
countertops
or
a
properly
sloped
deck.
Unquote.

This
deck
at
issue
is
above
living,
space
and
water
has
leaked
into
the
seeming
because
there
is
no
way
for
it
to
drain
when
it
snows
or
rains.
It
looks
like
a
splash
pad.
Other
causes
for
concern
are
the
boat
penetrations
from
installed
railing
and
the
products
that
were
used
to
finish
the
surface.
There
are
also
dangers
associated
from
the
water
leaking
into
the
surface,
because
there
is
electrical
wiring
in
my
kitchen
ceiling,
Dave
Nielsen,
cedar
city
building
inspector
admitted
last
October
that
the
deck
at
least
violates
two
codes.

International
residential
code,
15:07
point
fifteen
point:
one
slope:
liquid
applied
roof
shall
have
this
design
slope
of
a
minimum
of
1/4
vertical
in
curl.
The
unit's
horizontal
slope
and
white
has
actually
negative
slope.
An
IRC
1507
point
50
point
two,
and
this
refers
to
the
material
standards
used
which
were
not
even
checked
into
it's
a
call
to
grant
a
flex
system,
that's
meant
for
a
garage
floor.
These
are
the
minimum
standards
for
all
canal
structures
above
living
space.
In
the
beginning,
I
played
with
senior
City
Building
Department
for
assistance.

Thus,
there
is
no
protection,
including
my
complaint
with
the
city
is
also
the
illegal
issuance
of
my
neighbor's
secondary
structure
that
is
less
than
the
required
one
foot
from
the
property
line
too
many
of
these
violations
go
on
unaccounted
for
and
it's
tempting
resolve.
The
situation.
I
have
contacted
the
Better,
Business
Bureau
or
mr.
stepheson,
neglected
to
respond.
I
filed
complaints
with
the
Utah
Division
of
Consumer
Protection
and
after
their
investigation,
pronounced
his
warranty
still
valid.
Mr.
stavansson
stated
he
would
honor
that
warranty,
for
which
he
has
not.

I
have
filed
a
complaint
with
the
Utah
Department
of
professional
licensing
and
been
told
that
once
the
license
has
been
acquired,
they
have
no
jurisdiction
and
becomes
a
civil
matter.
I
have
contacted
the
Iron
County
Home
Builders
Association
and
was
readily
denied
a
place
on
their
agenda.
I
was
told
not
to
attend.
The
meeting.
I
have
sought
relief
from
home
inspectors.
Disaster
companies
contractors
subcontractors,
while
some
subcontractors
have
been
amazing
and
helped
others
have
treated
me
with
disdain.
Believe
me
avoided
my
phone
calls
or
broadly
declared.

They
are
not
willing
to
help
someone
specifically
called
by
mr.
Steffensen
to
not
assist
me
in
any
relief.
We
have
learned
that,
contrary
to
it
most,
people
think
there
is
no
check-and-balance
to
the
present
system.
We
would
like
to
think
that
the
Builder
we
choose
house
integrity,
but
when
they
do
not,
where
is
the
protection
the
city
has
declared?
Accountability,
does
not
lie
with
the
building
inspectors
or
anywhere.
Does
it
lie?
Well,
we
can
see
building
inspectors
desiring
a
positive
relationship
with
local
builders,
but
they
deal
with
everyday.

This
opens
the
door
for
contractors
to
take
licenses
and
the
collusion
and
conspiracy
which
only
hurts
the
citizens
for
whom
these
codes
were
put
into
place
to
protect.
We
are
not
the
only
ones
being
hurt.
I
knew
a
Cedar
City
resident
who
was
widowed
all
mr.
Steffensen
constructed
her
home.
This
winter
called
me
pleading
for
counsel
as
to
how
to
get
him
to
come
help
her.
She
shared
her
difficulties,
such
as
freezing
in
her
home.

All
winter,
with
$300
heat
bills,
only
to
discover
later
that
there
was
not
one
ounce
of
insulation
installed
in
her
attic.
Where
is
the
check-and-balance?
This
problem
can
no
longer
be
ignored.
Change
needs
to
be
made
for
the
protection
of
the
home
builder.
The
building
inspectors
responsibility
is
to
check
for
any
unscrupulous
or
ignorant
contractors.
Otherwise,
we
are
giving
licence
to
our
local
contractors
to
evade
compliance
for
safety
codes
codes
were
violated
by
our
contractor
and
overlooked
by
the
city
building
department.
Thus,
we
have
been
left
with
major
problems.
