exception
on
the
amended
City
Council
agenda.
The
mainland
we'd
like
to

a

and
when
we
get
through
with
item

we'd
like
to
move
to
the
RDA
and
the
MBA
meetings,
and
then
we
will
reconvene
for
the
closed
session
after
those
and
approve
the
agendas
for
those
two
meetings.

I
wanted
to
thank
everyone
involved,
particularly
Bruce
Anderson,
who
spearheaded
our
cleanup
of
highway
56.
We
collected
seven
thousand
five
hundred
and
eighty
pounds
of
garbage,
mostly
in
the
form
of
paper
and
plastic,
so
it
took
quite
a
lot
of
pickings
up
to
get
that
much
I
really
appreciate
the
public's
help
in
that
matter,
and
it
it's
such
a
relief
to
drive
down
that
road
now
and
I
see
those
trash
bags
on
the
barbed
wire
fences.

Secondly,
there
are
some
folks
who
were
caught
unawares
because
they
don't
visit
the
cemetery
very
often
about
the
plan
to
clear
things
out
and
throw
things
away.
So
I
asked
Dangerfield
to
maybe
hold
on
the
things
that
they
took
off
the
graves
until
we
can
publicize
that
something
a
little
better
and
maybe
on
the
radio
or
a
newsletter
could
good
help
were
some
good
thing
thrown
away
a
lot
of
Shepherd
crooks
benches,
concrete,
cherubs
things
along
those
lines
and
I.
Don't
think
people
are
aware
of
what
they're
doing
it
in
that
way.

think
it
might
also
be
good
for
us
to
set
up
some
sort
of
a
model
headstone
situation,
to
show
people
what
is
permissible
and
what
it
why
we
have
the
rules
we
do
when,
when
there
are
things
hanging
off
the
sides,
the
Shepherd
crooks
aiming
the
wrong
way
or
flowers
hanging
off,
they
damage
the
weed
eater.
They
get
run
over
by
the
lawn
mower
and
there's
just
general
misunderstanding
of
what
goes
on
there.
Little
tiny
things
that
are
put
along
headstones
actually
get
sucked
into
the
mower,
so
some
sort
of
maybe
a
demonstration.

needs
to
happen.
If
you're
going
to
have
things,
they
need
to
be
up
six
inches
off
the
ground
on
some
sort
of
a
platform
to
keep,
so
they
don't
interfere
with.
The
work
of
the
mowers
takes
a
huge
amount
of
additional
effort
by
the
crew
out
there
to
to
work
around
those
things
they
do
their
best
successful,
no,
making
a
lot
easier
if
everyone
just
sort
of
stepped
in
the
space
permitted.

start
off
asking
to
excuse
Chief
Phillips
he's
currently
just
finishing
a
brush
fire
down
was
42
on
I-15,
so
I
am
here
in
his
place,
ran
into
the
mayor
as
she
mentioned
this
morning,
and
she
just
asked
that
I
come
and
update
everyone
on
fire
seat.
It's
upon
us.
We've
had
a.

Think
that's
how
that
happened
anyway,
yeah
we've
had
a
especially
busy
last,
maybe
five
or
six
days-
we've
actually
been
busy
for
a
couple
of
weeks
now,
but
just
a
couple
of
things
that
we
wanted
to
be
aware
of
and
bring
to
your
attention.
We
had
a
pretty
good-sized
fire
start
June
9th
out
in
the
Pine
Valley
area
was
the
called
the
North
fire
burned
about
500
acres.
We
had
two
of
our
pieces
of
equipment
on
that
fire.

They
released
us
from
that
fire
and
we
got
a
request
to
send
our
rush
11,
which
is
one
of
our
type
six
products
to
mountain
air,
New
Mexico.
So
they
left
really
early.
Monday
morning
June
the
12th
arrived
down
there
safely
at
their
post.
They
were
on
what's
called
a
pre-poo
or
a
pre
position
assignment
where
the
fire
managers
down
there
get
nervous
because
things
are
hot
dry
and
windy,
and
so
they
pre-positioned
resources
on
the
forest
down
there.

So
we
were
down
there
under
that
implemental
fire
contract
fire
stuff
that
we
do
requested
and
went
down
there.
They
were
there
just
a
maybe
10
or
12
hours
and
got
assigned
to
a
hundred
acre
fire.
They
worked
on
that
fire
for
about
a
day
and
a
half,
and
then
we
just
found
out
that
we're
going
to
be
reassigned
to
a
type
1
fire
which
is
really
big
fire
and
mayor's.
Not
aware
of
this
will
last
part
everything
up
to
this
point.

We've
had
five
human
caused
fires
in
the
last
three
days
within
our
response
area,
one
of
which
was
a
pretty
significant
six
acre
fire
down
at
the
bottom
of
800,
West
and
burnt
old
barns,
and
things
of
that
nature.
So
we
just
want
to
you
know
remind
everyone
that
need
to
be
really
fallen.
Everything
that
we've
gotten
recently
has
been
human
cost.
So
not
a
good
idea,
some
widget!

there
not
a
good
idea.

went
to
another
one
today
that
was
someone
burning,
weeds
and
so
well.

this

off
the

it's
on
the
subject
couldn't
figure
out
how
an
exploding
refrigerator
caused
that
fire
in
London,
but
apparently
they
switch
to
a
kind
of
in
the
refrigerators
over
there.
That's
more
earth
friendly,
but
it's
extremely
explosive,
so
they've
had
several
refrigerators
explode
over
there
and
this
one
caused
a
lot
of
the
death
they're.

group

day,
so

Day
is
a
very
important
day

all

us,

we

sale

city
property
located
east
of
the
Aquatic
Center
at
2090,
West
Royal,
Hunt
Drive
approve,
did
from
duel
construction.

the
map

there,
what
the
proposal
is
is
to
provide
a
second
access
to
our
property
and
that
property
of
the
University,
which
is
contiguous,
as
you
can
see
there,
I
guess
they're
probably
doesn't
show
up
as
a
separate
parcel
the
way
that's
laid
out,
but
you
northeast
portion
of
that
property.
There's
22
acres
at
the
University
Foundation
owns
and
then
we
own
55
acres,
which
includes
least
on
there
that
calls
it
23
Lots,
which
is
that's
the
night
of
Ashton
forest.
Well
I
was
sent
on
my
mission.

Given
a
Europe
tabling
of
the
application,
we
either
get
legal
authority
to
act
to
become
annex
to
the
existing
Ashdown
Forest
or
to
find
the
second
access.
I
was
nice
to
turn
it
on
plant
by
the
ash
town
access
across
Bridgewater.
So
then
I
turned
my
attention
to
dealing
with
our
neighbor,
which
is
the
only
place
that
I
could
get
access
and
that
was
through
Ledford
Nelson's
family
trust,
Green
Line.

There
goes
out
to
Wedgwood
that
the
last
time
I
was
here,
I
see,
attorney
and
I
went
up
and
met
with
UC
city
engineer,
and
it
was
his
suggestion
that
we,
along
the
existing
boundary
with
Ledford
Nelson's
original
10,
acre
parcel,
which
is
his
where
he
has
his
Equestrian
Center,
and
so
that's
what
we
did.
I
talked
too
late
for
Nelson.

He
preferred
going
up
where
that
one
shows,
which
is
one
that
was
master
plan
by
ivi
back
when
all
of
our
property,
including
the
rest
of
this
neighbourhood,
was
in
a
magic
land
development
zone
which
was
then
repealed
later
on.
So
at
this
point,
we
are
in
a
position
where
told
that
we
either
have
to
get
aged
on
forests
declarant,
who
declared
us
to
be
part
of
act
on
forest,
or
we
have
to
find
second
access
well,
with
respect
to
the
first
option,
I
just
like
to
remind
the
City
Council
led.

This
was
a
proposal
that
came
before
the
council
10
years
ago
as
a
76
lat
addition
to
the
city
first
aid
at
that
point,
and
it
extended
from
where
you
see
that
23
lot
when
it
would.
Although
part
of
the
property
up
where
you
can
see
where
there's
been
getting
done
to
build
some
of
those
little
stub
roads,
so
there
was
a
76
lat
subdivision
which
went
all
the
way
through
the
process
it
was
approved.

All
the
way
to
the
final
plant
final
plant
was
in
the
process
of
being
circulated
for
signatures,
and
the
decision
was
made
not
to
proceed
because
of
the
downturn
in
the
economy.
City
had
required
us
to
provide
a
million
forty
five
thousand
dollars
additional
bond
to
do.
The
76
looked
already
put
in
approximately
1
million
dollars
into
development
of
about
32
lots
and
oh
here
we
are
proposing
the
23
of
them
be
added,
and
that
would
be
we
would
be
extending
the
roadway
that's
shown
on
the
map.

Forest
phase
9
connect
up
with
the
existing
region
right
there.
Yes,
it
connects
up
with
the
existing
streets
going
through
canyon
gate
and
then
point
out
would
give
us
another
access
which
authorized
Wedgewood
the
other
access
that
we've
got
comes
down
and
goes
out
on
Dix
Canyon
Road
himself.
I
just
got
some
information
from
the
city
attorney,
suggesting
that
this
doesn't
solve
the
problem
that
we've
got
to
have
an
access.

That
goes
all
the
way
up
to
the
east
past
the
existing
Canyon
gate,
and
then
it
would
have
to
go
through
the
state,
trust
lands
and
then
to
get
into
our
property.

Don't
have
any
way
of
accomplishing
that
I
can't
force
people
to
give
us
easements.
We
do
have
an
easement
from
the
Nelson
family
that
was
given
to
us
back
when
we
sold
them
that
property
in
1981.

great
annexation
agreement
states
clearly
and
upon
the
building
of
those
two
accesses.
We
should
be
allowed
to
develop
all
of
our
property,
but
do

Lots.
If
we
put
in
two
we
can
do
all
our
property,

access

got
shut
off
because
the
city
approved
the
PUD
that
now
you
see,
we
can't
drive
through
ex-con
forced
to
get
to
our
property.
So
if
it's
true
that
we
can't
solve
the
problem
with
like
when
I
posted
a
that
means,
we
have
no
way
that
I've
solved
the
problem.

the
city,
something

accommodate
us

mean
we're
willing
to
do
whatever
we
have
to
do
just

get
started.

we've
been
sitting
here
for
several
years

back

think
it

did
pass
a
proposal
among

there
was
six
options
available
and
one
of
them
was
to
work
out
an
agreement
with
us
on
how
we
would
resolve
the
problem
here.

the
Ashdown,
Forest
homeowners
association,

believe
the
lawyers
here
again
tonight.

flat
out
saying
we
don't

forced
to
properly.
We
were
forced
to
become
a

because
the
city
said
we
couldn't
develop
our
property
unless
we
were

what
you
want
to
do

it,

I

proposal
solve
that
city.
Engineer
said
that
that
would
work
and
I
understand
now
that
they've
changed
their
mind,
doesn't
work
in
the
FASTA
case:

don't
where
we
go.

that
I

that
what
I
propose
does
work
and
I
would
ask
you
to
improve.

property
contiguous

his

been
donated
versity
a
number
of
years
ago.

think
it
was

context

the
final
fundraising
push
that
culminated
with
sufficient
value
being
donated
to
lost
the
the
new
science
building,
and
this
property
that
is
now
involved
was
donated
by
Franken
Celeste
nickel,
which
we
remain
grateful.

fact
remains
that
we
are
hamstrung
in
doing
anything
with
that
donation
in
much
the
same
way
as
mr.
Smith
is
because
we
sit
wedged
right
in
the
middle,
and
so
we've
been
meeting
with
him
about
this
understanding,
as
he
has
primarily
through
him
that
the
proposed
access
would
be
adequate
to
serve
the
city's
purposes.

It's
my
request,
our
request
on
behalf
of
the
university.
Let's
be
done
here
consistent
with
this
for
in
reasonable
fashion
similar,
so
that
the
exact
size
dishes
can
be
addressed
and
resolved
in
such
a
way
that
the
donation
but
we've
received,
can
actually
be
cashed
out
in
some
way
and
that
we
can
use
it
for
other
meaningful
purposes.

our
position.

the
idea
would
be
that
all
those
property
owners
in
that
sector
would
would
benefit
if
we
could
put
a
plan
that
would
address
cities
access
and
allow
some
develop
in
the
area,
so
we're
here
primarily
in
some
form
stating
it,

the
university-
is
likewise
hamper
I
the
ongoing
access
problem.

see
evolution.

other
issue
that
city
needs
to
consider
is
the
fact
that
at
this
point
in
time,
there's
no
agreement
with
Winfred
Nilson,
so
we've
been
told,
there's
easements
that
go
across
that
property,
but
there's
nothing
stating
that
these
easements
I
believe
the
plan
is
to
combine
these
easements
I,
don't
see
how
we
do
that
period,
but
if
there
is
a
chance,
limb
for
Nelson's
got
to
sign
off
on
it
and
it's
going
across
his
property.
So
until
until
we
have
his
agreement
in
place,
I
don't
see
the
coming
to
anything.

standards

voted
to
do
several

accesses

city
to
stand
behind
the

access

we
helped
build

they're

flack

association

block
us
off.

an
oversight,

if
it
had

been
like
eight
hundred
more
feet
of
city
street
before
they
got
to
the
crossing,

wouldn't
be

city
access

paid
for
by
blocking
it
off
and
then
they're
saying
that
they
don't
want
to
deal
with
us.
That
means
that
that
eight
hundred
feet
of
street
is
basically
that's
us
buff
and
put
some
moratorium
on
our
property
today.

there
and

know

homeowners
association
is
represented

but
they're
gonna

same
thing.
We
can't
do
it
so
what
landlocked
we're
at

water
we've
owned
this
property
for
40
years.

owned
it
before
anybody
else
on
any
other
seller
property.

are
ways

resolve
it,
but

look

rather
resolve
it
peacefully.

like
it's
pretty

we
can
have
an
access
and

think

the

Engineer
and

saying.

there's

access

the
assumption

we

resolve

down

objection

easement

city

is
the
naming
of
Ashta,

confuse

referring
to
property

Ashdown

if
it's
not
part
of
the
homeowner
association

council

a

this

helping

city
with
the
property
here
on
which
this
collection
pond
was,

originally
near,
the

interstate
and
the
reasonableness
and
the
equity
equities
of
imposing
on
the
what's
now,
obviously
quite
viewable
and
valuable
commercial
real
estate
was
preserved
by
this
being
placed
here.
It
probably
does
a
better
job
of
containment
and
a
number
of
things
I'll
leave
it
to
the
engineers.
My
point
isn't
this:
mr.
Smith's
goodwill
was
a
significant
part
of
that
being
wired
in
another
thing
has
not
been
mentioned,
is
done
in
this
area.

looked
at
some
paper,
there
is
an
easement
here
that
mr.
Jones,
that
it's
part
of
what
the
city
needs
the
complex
remainder
of
its
drainage-
that
in
trying
to
clear
up
some
of
these
easements
that
are
referenced
over
here,
he
has
indicated
to
me
and
us
an
earlier
meeting
a
willingness
to
back
to
the
city
for
their
drainage
and
and
water
evacuation
purposes.
From
this
from
this
whole
system,
I
simply
felt
compelled
it's
in
something
to
goodwill.
That
I
think
has
been
involved
in
mr.
S
There
seems
there

to
be
a
matter
of
equity
here,
not
to
be
taken
into
consideration,
we're
putting
that
on
the
record
and
making
everyone
aware
to
that
degree.
