did
just
recently

bunch

work

field

caught
up
now
that
the

that
the
grass
has
stopped
growing
so
fast,
but
there
was
definitely
confusion
about
witch
grass

was
made
aware
of
it
again.

just

add

trouble
with
that
Grounds
Maintenance
contractor
executing
the
contract
to

all
the
hatched
areas

on

tender

weeks

tough
ones,
working

get
them
to
execute
the
contract
properly
without
holding
back
payment.

we've
got
them
almost
in
order
now

grass

slowed
down,

we

do
was

get
some

our
own
Township
equipment

areas
where
they
let
the
grass

take
tractor
mowers
and
brushers
and
knock
back

us,

decade

kind

save
the
day
and
he's
going
to
come
down,
and
he
said
that
whether
dependently
should
be
able
to
start
this
weekend,
he's
very
thorough,
very
fast
and
I
expected
not
to
take
long

timeline
on
it
because
of
how
much
trouble
we've
had
this
year.

get

bad

weather,

Surface

road

projection

ditching

resurfacing
project
is
complete
contractors

waiting

their
culverts
to
arrive

project's
well

drawings

lane
bridge
rebuild

those.

was
before
you
started,
but
it
was
a
lot
of
mixed
messaging
over
the
fireworks
and
stuff.
So
in
the
my
comment
is
a
suggestion
in
the
future.
We
work
very
closely
with
the
MNR
and
have
a
very
similar
policy,
because
we
had
people
that
followed
that
there
was
no
fireworks
and
then
they
called
on
their
neighbors
and
and
it
caused
distress
for
that
and
people.
That
said
said
that
you
know
I'm
following
the
bylaw.

says:
no
fireworks
if
there's
a
complete
burn
bylaw
on
so
a
suggestion
that
we
look
more
closely
at
how
we
put
five
laws
about
burn
bans
on
and
how
we
formulate
what
we
put
out
to
the
public.

speak
to
that
one
a
little
bit
because
I
was
on
the
call
with
the
wildfire
and
Emergency
Services
every
Thursday.
They
have
a
call
and
basically
what
they
said
is
the
fire
ban
in
your
area
may
not
necessarily
need
to
be
on,
but
because
we
do
not
have
the
resources
to
fight
fire.
We
are
keeping
it
on
across
the
province,
but
municipalities
can
still
have
fireworks.
So
it
was
an
exceptional
circumstance,
given
the
fact
that
the
North
had
a
number
of
fires
still
burning,
but
our
area
had
had
rain
off
and
on.

that
was
the
confusion,
so
our
bylaw
I
think
probably
will
need
to
be
changed
and
put
that
exception
in
because
this
may
be
the
way
of
the
future.
If
the
North
and
around
us
are
burning,
but
we've
had
rains
and
they
say
that
we
can
still
do
it,
then
we
need
to
have
that
exception
in
our
bylaw.
But
it's
not
there
now,
so
that
that
was

The

bylaw
said
no
fireworks,

we're
making

exception
to
allow
fireworks

Lanark
County
went

no

fireworks

exception
that
caused

confusion
and
there
was
hurt
feelings
over
it
by
many
people.

ban

place,
I'm
a
campfire
permit,
holder

receive
an
email
that
says
fire

the
fire
risk
level
and
there's
a
total
burn
ban.
But
there's
no
information
in
the
email.

means

we're
sending
out
this
proactive
messaging
it'd
be
nice
to
explain
to
Residents
what
exactly
this
fire
ban
means
and
what
the
different
levels
are
when
they
receive
that
email.

resources

that
they

lifted
the
restricted
fire
zone

province
of

municipalities

bans

place
at
this
time.
We
do,
and
it
is
up
to
essentially
the
municipalities
and
their
fire
departments
if
they
wish
to
have
them
in
place.

given

very
short
notice
on
this
update
and
the
circumstances
we've

just
taking

consideration

the
fact
that,

they

bumped
us

decision

bylaw

document

had
the
pleasure

preparing
that
document
for
the
municipality
and
doing
a
major
update
last
year,
but
there
are
some
changes
as
required
just
through
through
a
variety
of
reasons,
not
not
the
least
of
which
is
changes
to
the
planning
act
and
I
was
talking
with
Mr
Gallivan
before
the
meeting
and
it's
a
it's
a
challenge
to
us
land
use
planners
the
the
changes
that
are
occurring
at
the
provincial
level
and
trying
to
keep
up
with
them,
and
by
virtue
of
that
trying
to
keep
you,
people
posted
I,
guess
on
what
the
impact
of
those
changes
will
be.

essentially
the
bylaw
is
is
that
has
proposed
is
is
relatively
minor.
It
was
not
uncommon
across
Ontario,
where
you
have
a
comprehensive
bylaw.
That's
been
in
place
for
a
while
to
have
a
housekeeping
man
amendment
to
deal
with
relatively
minor
changes
and
I
do
want
to
emphasize
too
Council
that
nobody's
zoning
will
be
changed,
so
any
any
property.
That's
zoned
for
whatever
use
now
will
remain
as
such.
So
there's
no
changes
to
the
to
to
any
of
the
zones
and
I.

really
anticipate
many
comments,
I
guess
coming
back
on
this
proposed
amendment.
There
is,
in
fact,
because
of
the
changes
of
the
planning
act,
a
minor
change
to
item
15.
The
definition
has
changed
yet
again
for
a
habitat

endangered
and
threatened
species,
but
so
that's
coming
down
from
the
effect

The
Province,

reversed
its

on
that
particular
item

the

Public
School
site
Redevelopment
project
and
next
steps.

a
pleasure

We
have
a
very
brief
presentation.
You've
got
our
staff
report,
so
we're
here
to
talk
about
the
School
site
and
the
work
that
was
done
on
the
feasibility
study
for
communal
services.
But
the
main
reason
we're
here
tonight
is
to
get
your
support
for
going
back
to
talk
to
the
public,
starting
in
August
a
very
detailed
public
consultation.
O
So
we
can
really
get
a
sense
and
report
back
to
you
about
what
the
public
would
like
to
see
on
the
property.
We've
got
the
study
to
prove
that
we
can
have
certain
number
of
units
in
the
property.
We've
got
some
Urban
Design
mock-ups
that
were
in
the
study.
That
shows
what
the
buildings
could
look
like,
but
we
would
like
to
for
the
public
to
give
you
more
thoughts
on
where
they
want
to
go
with
this,
and
then
we
can
move
on
to
the
next
step.
So
we
will
be
brief.
Next,

So,
just
as
a
bit
of
background,
as
some
of
council
was
aware,
you
were
on
council
at
time
the
School
site
was
bought
in
2017.
O
for
the
main
purpose
of
building
seniors
housing,
and
that
was
because
a
few
years
earlier,
Frontenac
County
Council,
is
part
of
their
strategic
plan,
wanted
to
provide
more
seniors
housing
across
the
county
and
the
allocated
375
thousand
dollars
to
each
of
the
four
townships
to
help
spearhead
that.
O
So
you
did
a
business
plan
and
the
recommendation
was
that
potentially
two
five
unit
Apartments
could
be
built
on
the
site
using
the
existing
well
and
the
existing
septic
system
right
around
the
same
time.
At
the
at
the
regional
level,
County
was
looking
at
starting
the
work
on
the
communal
Services
project,
which
I
can
get
into
more
detail
in
a
moment.
O
So,
at
the
time,
Council
gave
me
direction
to
apply
to
the
Federation
of
Canadian
municipalities
for
50
funding
on
that
study
under
the
green
Municipal
fund,
and
we
worse,
we
were
successful
and
we
did
get
the
money.
It
would
help
pay
for
the
study.
The
study
was
completed.
O
There
was
two
public
consultation
sessions
and
it
was
delivered
to
your
Council
last
September
Sonia's,
managing
that
now
I'm
going
to
turn
this
over
to
her
shortly
and
part
of
it
was
getting
to
where
we
are
now,
and
we
did
recommend
that
we
start
to
work
with
you
on
an
implementation
plan,
but
we
can't
go
to
the
next
steps
until
you're,
confident
about
what
the
citizens
would
like
on
the
property
in
terms
of
density.

Next,
please
so
the
study
began
into
2017.
If
you
have
any
interest
in
this,
you
just
type
engage
front
Knack
on
the
internet
and
communal
services
and
it'll
go
to
the
web
page
and
all
the
documentation
is
there,
including
this
work.
So
the
main
purpose
of
this
work
was
to
see
if
it
would
make
a
difference
in
the
very
rural
part
of
rural
Frontenac,
County
Rural
setting
and
if
there
was
any
obstacles
in
the
way.
The
study
basically
said.
O
No,
the
engineering,
the
technology
is
very
proven,
even
though
many
planners
don't
understand
the
technology
and
I
certainly
didn't
until
I
started
this
exercise
six
years
ago,
and
that
there's
no
planning
obstacles
in
the
way.
Then
that
there's
a
lot
of
value
of
looking
at
developing
on
communal
services
for
Rural
communities,
because
as
it
stands
now,
the
only
way
you
can
build
something
anywhere
in
front
of
that
county
is
on
a
private
Wellness
epic,
and
that
really
limits
your
ability
to
provide
different
forms
of
housing,
different
business
types
and
so
on.

So
next,
please
so
I'm
not
going
to
get
into
a
lot
of
details.
That's
just
a
rough
outline
of
the
difference
between
private
sewers,
private
Services,
well
and
septic,
and
and
what
you
can
have
on
communal.
It's
also
called
decentralized
services.
So,
instead
of
having
to
put
the
big
pipes
in
the
ground,
you
see
in
the
communities
and
have
a
sewage
plant
and
a
water
plant
decentralized
Services
allow
you
to
build
at
different
densities
in
a
smaller
scale,
which
is
very
appropriate
for
for
the
level
of
growth
we
have
in
Frontenac
County.

It
certainly
has
potential
for
protecting
Lake
fronts
as
well,
but
that
is
that
is
the
engineering
work
that
was
done
as
part
of
your
feasibility
study,
so
I'm
going
to
turn
it
over
now
to
Sonya.

didn't
look
at

community

is

opportunity,

there's
an
interest

some
sites
for
some
more
businesses.
They
couldn't
be
water
intensive
uses.
Obviously,

things
like

an
accounts
in
shop
or
a
barber

there's
you
know
there
are
a
lot
of
locations
for
businesses,
so
we
want
to
go
and
we
want
to
have
a
conversation
with
the
community,
but
we
don't
want
it
to
be
just
like
a
one-night
event
and
done.

then
we
just
write
you

report,

we
were
trying
to
think.

in-person
workshop

opposed

our

with
some
of

that

can
clarify
any
questions

might
have
as
well
as
talk
about
the
closure

partial
closure
of
the
Medical
Center
Street,

beach

solidify

met
last
week

we
discussed
blocking
off
there's
two
options.
One
is
to
put

fencing
down
the
middle
of
the
beach,

washrooms
into

and
they
would
just
put
someone
there
once

event
started
and
the
liquor
license
was
in
effect,

washrooms

side

beach.

by
doing
that,
we've
allowed
that
washroom
to
be
utilized,
as
well
as
a
porta
potties
on

other
end,

then
there's
the
single
washroom
over

southern
parking
lot

side
of
the
beach
as
well.

haven't
really
made

decision

can

gates

Northern

of

lot

medical
center
dental
office

a

we
figured
we
had
about
between

off

established
the
requirement

SDR
companies
to
require
each
rental
listing
to
be
registered
and
to
pay
an
appropriate
annual
fee
and

SDR
company
provide
this
registry,

collected
fees
to

municipality

which
the
SDR
properties
are
located,
which
allows
the
municipality
to
be
aware
of
all
registered
SDR
properties
and
to
have
access
to
funds

municipal

to

province

companies
are

ones

registered

like
there's

lot

people

rentals
or
even
their
homes
as
short-term

won't
fall
under
a
company
these
umbrella

as
a
municipality,
need
to
have
rules

place

to
start
collecting
that
money

we're

increased
traffic
on
their
roads.

the
increased
septic
problem

these
properties,

have
expenses

roads,
beaches

that
we
could
reuse

those
fees

fines
to
help
offset
our
expenses

times
are
tight

more

would

would
like

see
us
work
forward
with
this,
not
leave
it

a
public
meeting.
