Description
2022-06-28 Township of Central Frontenac Regular Council meeting
A
A
B
A
All
right,
we
are
going
to
call
the
meeting
to
order.
It's
401
and
the
first
motion
I
have
is
by
Bill
McDonald
seconded
by
Tom
Dewey,
that
the
rules
of
procedure
order
be
amended
to
move
presentations
and
delegations
up
in
the
meeting
to
follow
mayor's
remarks
and
further
that
the
agenda
for
the
regular
council
meeting
held
June
28
2022
be
approved
as
there
are
some
amendments
Kathy.
Yes,.
C
There
are
Council
under
number
16
with
the
closed
session.
There
are
two
more
advice
subject
to
a
solicitor
client
privilege,
so
that's
legal
as
well
as
litigation
or
potential
litigation,
and
that's
all
I
have
Madame
mayor.
A
A
A
Mayor's
remarks
just
some
brief
remarks:
I
attended
a
webinar
on
invasive
species
and
we
have
a
new
one.
That's
coming
to
our
waterways
and
it's
called
story
stonewort
and
this
species.
We
they
think
at
this
point
from
their
research
will
actually
take
the
milfoil
out
of
the
Lakes,
but
it
will
be
replaced
by
the
Stony
Starry
stonewort.
A
So
one
comes
and
another
one
takes
his
place
so
far,
it's
not
very
prevalent
in
eastern
Ontario,
but
it
has
been
found
in
the
Peterborough
area,
so
stay
tuned,
there's
more
to
come
on
that
one
Canada
Day
is
coming
up
a
few
days
from
now.
Finally,
a
Canada
day
after
two
years
of
covet,
so
hopefully
everybody
will
take
part
and
get
out
and
see
some
folks
that
we
haven't
seen
in
a
couple
of
years.
A
Lots
of
work
has
gone
into
preparing
it
and
there's
going
to
be
a
flotilla
which
is
different
this
year,
instead
of
a
parade
so
we'll
be
checking
out
the
boats
on
the
water,
starting
from
the
marina,
also
I,
have
a
little
tip
here
from
am
CTO
it's
a
letter.
Actually
that
says,
Cindy
Dickman
has
received
her
official
results
from
the
municipal,
accounting
and
finance
program
unit.
One
and
her
final
grade
is
98.2
percent.
A
A
A
Is
there
someone
here
from
Land,
O'lakes
school,
no,
okay,
well,
they'll,
probably
come
next
meeting,
then
next
we
have
Sandy
Roberts,
Kelly,
McRoberts,
oh
Robertson,
sorry,
Robertson,
Kelly,
McRoberts
and
Doug
S
Talk
regarding
the
pickleball
court
and
I
think
you've
got
some
supporters
behind
you
come
on
up.
D
A
E
Okay,
I'm
gonna
read
this
because
I
can't
do
it
off
the
cuff
okay,
we
would
like
the
current
location
of
the
multi-use
court
to
be
included
in
the
plan
development
for
the
site
of
the
old
school
on
Garrett
Street.
As
this
may
take
some
time
to
develop,
we
would
like
permission
to
proceed
with
court
improvements
now
before
we're
too
old
to
play.
E
We
would
like
a
commitment
from
the
township
to
keep
the
multi-use
court
where
it
is
as
a
recreation
site
as
part
of
the
development,
thus
enabling
us
to
apply
for
Grants
to
improve
the
court
and
bring
up
the
court
surface
to
standard.
That's
a
pretty
bad
surface
right
now
for
good
pickleball
players.
That's
for
sure
the
township
has
finished
a
feasibility
study
for
the
area
in
question.
A
couple
of
the
options
involves
having
a
recreation
site,
including
pickleball
courts.
E
Any
future
development
can
still
happen
on
the
side
of
the
old
school
and
the
recreation
area
would
be
an
asset
to
it.
We
feel
that
all
funds
necessary
for
this
could
be
acquired
through
grants,
sponsorship,
membership
fees
and
fundraising,
as
has
been
done
in
other
small
communities.
Kelly
can
speak
to
that
by
the
way
she
just
come
back
from
the
Nationals
in
Kingston
and
did
very
well
excellent.
E
F
You
for
those
that
don't
know
me
Kelly
mcrobert,
yes,
my
name
is
out
there.
Nikki
I
am
a
pickleball
Ontario
ambassador
I
also
was
the
director
of
marketing
for
pickleball
Canada,
and
everyone
knows
I'm,
very
passionate
about
the
sport
when
Sandy's
talking
about
communities
getting
engaged
in
the
conversation
of
having
a
court.
It
is
a
money-making
machine
right
now,
if
you
guys
can
get
on
board.
We
just
had
a
tournament
in
Kingston
and
we
had
a
thousand
participants,
friends
and
families.
For
six
days.
F
The
money
was
hands
over
a
fist
and
we
didn't
have
enough
accommodations
in
places
for
us
to
practice.
We
tried
mentioning
Charlotte
Lake
because
you
could
swim
in
the
lake.
You
could
still
use
the
drugstore
once
we're
up
here,
we're
captive
audience,
because
we
want
to
eat,
drink
and
celebrate
pickleball
everything
pickleball,
but
unfortunately
we
sent
people
to
New
Borough.
We
send
people
to
Harold
Smith.
We
sent
people
to
Sunbury
because
they've
managed
to
find
a
spot
and
engage
the
township
and
the
fundraisers
and
the
players,
and
we
came
up
with
the
money
ourselves.
F
F
Nuburo
they've
set
the
bar
really
high.
It's
a
beautiful
Court,
fully
lined
it's
got
a
bathroom,
it's
got
shade
it's
fenced
in
and
we
recommend
everyone
going
there
and
people
from
Kingston
are
driving
to
newborough
shopping
at
kilbourne's
having
a
snack
at
Sterling
Lodge
and
the
money
coming
in
is
hand
over
fist.
So
I'm
really
hoping
that,
with
this
presentation,
the
support
of
our
pickleball
people,
we
sent
it
out
on
Facebook.
We
got
thousands
of
replies
saying
please
please
let
them
know
that
this
spot
is
beautiful
up
here
and
it
will
make
you
money.
F
E
Kelly
yeah,
the
the
initial
effort
to
raise
money
to
get
the
multi-use
court
up
and
running
to
the
level
it
is
now
is
highly
successful.
Even
to
that
level
as
much
as
we
could,
it
has
been
demonstrated
that
we
have
a
strong
group
of
volunteers
to
help
maintain
courts.
We
have
cleared
and
rejuvenated
the
existing
tennis
court
to
be
usable
and
have
maintained
the
grounds
in
and
around
the
court
all
last
year.
E
We
are
pleased
that
the
township
has
taken
over
the
maintenance
surrounding
the
court
this
year,
but
unfortunately,
the
interior
of
the
Court.
We
have
to
maintain,
as
it
wasn't
included
in
the
township
budget,
all
right
once
the
initial
project
is
done,
the
cost
to
the
you
know
the
cost
to
the
township.
To
maintain
this
would
be
minimal,
it
really
would
be,
and
the
like.
The
major
cost
is
the
initial
cost
and
we're
saying
we
can
get
that
through
grants
and
Etc.
The
current
demographics
dictate
that
pickleball
is
right
for
the
area.
E
Yeah,
you
know,
but
the
sport
has,
you
know
grown
by
Leaps
and
Bounds
I
mean
it's
really
becoming
appealing
to
all
ages,
like
it's
the
fastest
growing
sport
in
North,
America,
correct,
yeah,
so
benefits
to
the
area.
Kelly
named
a
few
you
know
draws
people
to
come
into
town,
perhaps
go
for
lunch,
go
to
the
local
pharmacy,
get
your
groceries,
get
your
gas
Building
Supplies.
Whatever
you
know,
we
need
to
try
to
keep
the
business
of
our
current
residents
in
town
already.
E
There
are
more
people
that
are
a
lot
of
people
that
would
play
here,
except
their
courts
are
not
good
enough
and
they
go.
You
know
elsewhere
and
if
I
go
to
Verona
or
if
I
go
to,
you
know
Perth
to
go
play
Pickleball!
Well,
maybe
I'll
just
go
up
for
lunch.
There
I'll
just
pick
up
my
groceries
there.
It's
just
you
know.
We
want
to
keep
everybody
here
and
you
know
the
activities
here
so
that
it
promotes
other
activities
here.
E
You
know
many
more
people
are
working
from
home
and
are
able
to
live
in
an
area
like
sherbet
lake
with
a
and
a
good
multi-use
Court.
That's
still
what
we're
aiming
for
by
the
way
is
just
keep
you
know.
If
we
keep
that
current
in
sight,
we
can
keep
the
multi-use
aspect,
because,
when
we're
added
attraction
to
help,
people
make
a
decision
to
make
this
their
permanent
residence
for
their
families,
benefits
to
people
easy
to
play.
E
Community,
Building,
very
social
there's,
a
person
here
right
now,
cottager
she's,
been
here
they've
had
a
college
for
over
15
years
here
she
says
she
met
more
people
here
last
year,
playing
pickleball
than
her
last
15
years
as
a
cottager
here.
So
that's
that
shows
the
social
aspect
of
it.
It's
affordable,
it's
really
affordable
to
play
for
everybody,
and
it's
appealing
to
a
wide
age
group
helps
maintain
an
active
lifestyle
which
we're
always
pushing
for
aren't
we,
you
know
just
for
to
keep
our
health
care
System
you
know
properly.
E
So
what
we
want
to
know
is
what
is
preventing
the
Township
from
really
applying
yes
to
this
project
and
letting
us
move
forward
to
improve
this
Recreation
site
where
it's
now
and
what
do
we
need
to
do
to
make
this
happen
sooner
than
later,
and
Doug
has
a
few
more
options
that
you
might
be
interested
in.
G
Okay,
I'm
going
to
talk
about
your
downtown
vitalization.
G
I
actually
had
this
got
a
copy
of
this
several
months
ago,
and
it's
been
kicking
around
I've
looked
at
it
several
times,
I'm
interested
in
it
and
then
just
a
few
days
ago,
I
suddenly
noticed
these
people
the
bench.
That's
me,
someone
took
a
picture
of
us
sitting
on
the
bench
down
at
the
park.
Did.
G
G
It
identified
three
areas:
I'm
going
to
talk
about
they've
covered
that
three
areas:
the
government
dock,
which
includes
the
trans-canada
KP
Trail
area,
the
railway
Heritage
Park
South
entry,
which
is
a
Beach
area
and
the
former
School
site.
What
we're
talking
about
now
on
the
formal
School
site,
Pages,
29,
30
and
31.
There
is
three
concept
drawings
where
the
pickleball
courts
are
now
I,
think
in
all
the
drawings
were
shown
as
residential
units.
G
So
that's
probably
one
of
your
negatives
to
what
we
want
to
do.
The
other
part
of
the
site,
which
is
the
largest
part
where
the
school
was
included.
The
three
options
there
was
various
things
parking,
two
pickleball
courts
at
the
most,
which
is
just
not
adequate.
That
would
only
be
for
the
residents
of
a
retirement
community,
not
the
public.
G
There
was
a
community
center
I
think
in
one
Park
areas.
So
that's
a
big
area,
so
our
option
two
is
rather
than
develop
where
we
are
now
we
keep
using
it
as
it
is,
but
go
over
to
this
other
area
designate
an
area
for
pickleball
courts,
minimum
four,
preferably
six
quarts,
and
that's
our
option.
Two.
We
developed
that
area.
That
would
be
a
huge
attraction
of
asset
to
the
area.
There's
some
negatives
about
that
location,
though,
and
really
I
guess,
is
that
it
doesn't
have
exposure.
You
don't
see
it.
G
G
There's
a
green
space
of
land
right
across
the
barbershop
that
you
purchased,
that
runs
to
includes
a
community
garden
and
the
Heritage
Museum
towards
the
parking
lot
area.
There's
a
big
there's,
a
a
clump
of
trees.
One
just
fell
down,
it
looks
like
and
then
there's
a
slight
pathway
and
then
starting
from
that
pathway,
going
up,
there's
room
to
put
four
or
six
pickleball
courts
that
would
take
up
replace
the
community
garden,
which
is
in
disrepair
not
being
used
at
all.
The
Four
Courts
would
go
up
to
the
Garden.
G
G
G
G
F
F
Just
to
just
on
that
same
vein,
I
think
what
we're
trying
to
say
is
whatever
your
resistance
or
hesitation
or
issues
are.
Every
Township
has
come
across
that
and
we
do
have
the
tools
and
the
ability
and
the
network
to
help
support
you
so
that
we
can
meet
somewhere
in
the
middle
and
help
you
to
get
that
goal
of
what
we
would
like
and
it's
not
impossible.
F
It's
not
this
way
out
their
dream,
it
can
happen
and
we
can
give
you
the
tools
necessary
to
make
that
happen
with
either
volunteer
hours
or
fundraising
or
support.
So
I
think
you,
you
have
the
backing
of
our
community
pickleball,
Canada
and
pickleball
Ontario.
To
make
it
happen.
Just
let
us
know
what
it
is
you
need
so
that
we
can
help
you
get
this
goal,
hopefully
sooner
versus
later,
because
we
are
desperate
for
places
to
play
and
we
will
drive
far.
F
E
H
Thank
you,
madam
mayor,
through
you
metamere
to
the
delegation,
I
I
just
have
a
couple
of
questions.
So,
first
of
all,
I
just
want
to
say
thank
you
to
Sandy,
and
the
group
which
you
have
done
in
the
last
couple
of
years
has
been
spectacular
and
it
has
been
done
with
almost
zero
Township
help.
So
this
is
a
true
community-based
project
and
it's
wonderful
to
see
this
happening
and
I
think
you
can
go
around
this
table.
We
are
all
supporters.
H
There's
nobody
here
that
doesn't
want
to
see
pickleball.
That
said,
there
are
some
questions.
First
of
all,
I
think
the
the
courts
where
they
are
now.
The
issue
is
with
the
surface.
Is
that
correct,
yeah,
yeah
and
you'll
have
to
turn
on
your
mic
so
that
the
people
on
the
internet
can
hear
you.
Yes,.
E
F
So
when
I
referenced,
the
court
resurfacing
for
Gerald
Ballpark
and
Harold
Smith
Park,
the
original
estimate
comes
in
around
60
000..
Portions
of
that
would
come
from
Trillium
grants,
fundraising,
Etc
et
cetera.
Now,
because
of
the
pandemic
closures
and
cost
of
manufacturing,
shipping
and
distribution,
it
would
be
closer
to
90
to
100
000.
F
However,
it
depends
on
how
you
distribute
the
work
and
the
volunteer
community
organizations
that
are
willing
to
pitch
in
or
have
sponsorships
that
they
advertise
at
the
courts
for
doing
some
of
the
jobs
that
are
a
little
more
less
labor,
intensive,
less
skilled,
so
I
would
say
pencil
in
100.
If
you
really
want
to
get
a
beautiful
textured
cord
that
has
clear
visibility,
lines
windscreens,
fencing,
which
you
already
have
ideally.
G
F
But
yeah
so
and
everything
is
a
level
of
what
you're
used
to
playing
on
like
some
people
go
to
that
court
and
say:
oh,
my
God.
This
is
awesome
because
Firearms
playing
on
gravel.
J
F
H
H
E
Because
we,
if
you
apply
for
Grants,
it's
my
understanding,
anybody
else.
That
knows
anything
I,
don't
know
much
about
the
grant
system.
I
have
to
admit,
but
my
understanding
that
if
you
can't
make
a
commitment
for
that
area
for
five
or
ten
years,
I
think
it
is
they're
not
going
to
apply
they're
not
going
to
give
you
a
grant.
E
A
K
Thank
you,
madam
mayor.
My
questions
were
basically
the
same
as
what
accounts
for
his
question,
but
when
you
quoted
the
number
120
000
in
reality,
how
many
courts
does
that
give
you
for
a
hundred
and
twenty
thousand
so
one
two,
three
four,
no.
F
It's
six,
it's
very
exciting,
so
it's
six
quarts
and
what
we've
managed
to
do
right
now
is
we
have
four
quarts
solely
distributed
for
pickleball
and
they've,
got
permanent,
Nets
Etc
and
on
the
second
side,
is
the
tennis
court,
where
we
can
fit
two
quarts
per
tennis
court.
So
you
still
have
the
luxury
of
tennis
to
come
and
play,
and
we
also
have
basketball
courts
at
the
very
end
on
the
exterior.
So
it
is
a
multi-purpose
Court
where
they
can
come
and
play
basketball.
Still
on
that
surface,
I'm.
A
No,
we
know
that
Phillip,
oh
sorry,
Bill
wasn't
finished,
go
ahead.
Bill.
K
What
I
would
like
to
see
I
support
this
idea?
Anything
they're
coming
to
the
community
is
going
to
support
the
community
I'm
totally
behind
it.
I've
never
been
invited
to
play
that
game,
but
it
made
me
stress,
stresses
me
out
a
little
bit,
probably
at
any
rate,
what
I
would
like
to
see
on
your
other
proposal
in
regard
to
the
railroad
area
is
I
would
like
to
see
some
research
done
as
to
what
are
we
looking
at
in
the
way
of
cost
to
relocate
in
that
area?.
F
A
A
We
just
don't
know
at
this
point,
we're
not
Engineers
to
how
things
are
going
to
fit
on
that
site,
but
you
can
bet
that
we're
going
to
do
our
darndest
to
ensure
that
the
housing
is
built
and
the
Court
stays,
because
those
people
will
be
pickleball
players
as
well.
So
it
that's
an
important
thing
to
look
at
a
second
stage
here.
K
A
L
Thank
you.
Madam
mayor
council,
McDonald
already
asked
one
of
my
questions,
but
my
other
question
would
be
around
a
multi-surface
unit
later
on
we're
going
to
be
talking
about
a
hockey
rink
at
the
baseball
field,
and
is
it
possible
to
combine
those
two
surfaces
or
are
they
not
compatible.
F
So
it's
a
it's
a
double-edged
sword
because,
while
yes,
you
could
have
this
Arena
and
a
lot
of
the
Arenas
know
what
they're
doing
during
the
summer
is
they're
allowing
for
the
courts
to
be
on
the
surface
and
then
it's
just
iced
over
in
the
winter
There's
issues
with
ventilation
and
space
and
we're
still
playing
on
a
very
hard
concrete
surface.
Now,
Beggars
can't
be
choosy.
F
If
you
suddenly
said
you'd
build
this
Multiplex
and
we
can
use
quartz
inside
great,
but
we're
still
sharing
the
accommodation,
There's
issues
with
booking
and
scheduling,
and
when
you
have
designated
courts,
the
people
will
come
and
they
will
pay
money
like
we
do
for
Sunbury
and
Harrow
Smith
and
new
bro.
We
pay
money
to
go,
play
there
from
out
of
town.
So
it's
it's
a
generating
money,
whereas
if
there's
an
arena
that
we're
sharing
with
say
a
hockey
league
or
whatever
we're
not
going
to
be
as
oh,
it's
open
outside.
F
F
That
you're
then
going
to
be
having
people
running
along
and
you're,
going
to
have
all
these
lines
and
for
those
of
us
us
that
play
at
a
higher
level,
I
would
go
to
one
that's
designated,
because
I
want
to
be
able
to
clearly
see
the
line,
know
that
it's
designated
pickleball
I,
don't
want
to
share
with
someone
else
if
I
don't
have
to
I
would
put
that
one
at
some
of
some
of
the
other.
Alternatives
I
wouldn't
put
that
at
the
top
of
my
list.
F
E
F
M
It's
it's
really
your
knees
at
a
certain
age.
J
Thank
you,
your
worship
and
Doug
had
mentioned,
and
you've
mentioned
three
places.
That
would
be
good
options
for
in
trouble.
I
wondered
if
you
had
all
thought
of
the
beach
area.
You
already
have
washroom
facilities
there.
Also
in
Parham
at
the
fairgrounds
there
we
have
washroom
facilities
there
as
well.
I
just
wondered
if
you'd
looked
at
those
as
possible
options
as
well.
G
But-
and
you
mentioned
Parham
yeah
well,
we
wanted
Charlotte
Lake.
This
was
your
Redevelopment
plan
should
be
here.
F
Agree
and
just
one
point
and
I
I
hear
what
you're
saying
the
beach,
lovely
and
I
think
the
beach
is
a
draw
for
sure
for
Charlotte
Lake.
We
come
up
here
to
have
a
snack
but
I
think
if
we
put
one
at
Parham
they're
putting
it
in
Memorial
Park,
there's
not
really
and
no
offense
to
anyone
listening
from
harm.
There's
no
draw
to
go
to
Parham,
except
for
the
court.
F
I
come
to
Charlotte
Lake,
there's
food
there's
the
beach
I
can
I
can
go
to
the
bank,
so
there's
a
lot
more
to
offer
in
Charlotte,
Lake
and
I
think
this
is
where
the
retirement
community
wants
to
come
and
live
and
I
know
when
we're
looking
at
real
estate.
A
lot
of
us
now
are
looking
to
see
how
close
the
pickleball
courts
are.
Do
you
have
indoor
court
availability?
Is
there
bathrooms
there?
N
Thank
you
for
that
because,
as
as
the
chair
of
the
committee
that
created
that
report
I
think
our
aspiration
is
to
have
plans
like
that
for
Parham,
titchburn
and
all
over.
So
we
can
build
a
time
where
actually
a
pickleball
court
and
other
amenities
would
be
there,
but
that's
a
little
bit
of
a
Sidetrack
into
the
future.
N
My
question
is:
if,
if
we're
looking
at
the
third
option
that
you
were
talking
about
because-
and
you
also
reference
the
trailhead
I
I'm,
just
wondering
if,
if
we
had
six
quarts
there
plus
the
trailhead,
is
there
room
for
that
and
I.
C
G
Actually,
measured
and
measured
the
area
and
as
far
as
I
understand
the
trailhead
building,
isn't
there
it's
it's
slightly
too
more
towards
the
parking
lot,
where
the
trails
converge
we're
a
little
farther
down.
So
it's
nice
and
close,
but
more.
O
O
F
F
Glendower
was
on
the
budget
for
last
year
and
they
just
ran
out
of
funding,
because
we
had
some
issues
at
Harold
Smith
with
some
damage
to
the
the
actual
fencing.
So
the
budget
went
there
to
repair
what
was
already
done
so
I
think
the
only
thing
is
getting
the
commitment
from
a
group
of
people
and
having
the
passion
to
get
it
up
and
I,
don't
foresee
any
roadblocks.
You've
already
got
the
buy-in
from
the
community.
F
You've
already
got
a
club,
that's
forming
that
can
help
generate
some
motivation
and
some
money,
some
fundraising
and
glendower.
It's
the
perfect
spot,
because
there's
no
residence
there's
already
a
bathroom
and
they're
going
to
be
putting
in
a
garden
there
and
it's
they're
using
the
space
for
public
works.
So
lots
of
people
are
coming
and
going
so
it's
it's
the
ideal
spot
and
it's
on
Westport
Road,
so
I'm
drawing
people
down
from
newborough
and
just
like
sharbot
Lake
you're
on
the
way
to
everywhere.
F
So
we're
going
to
stop
here,
Highway,
seven
we're
going
to
come
down
and
if
we
can
start
having
more
than
one
complex
like
they
did
for
the
Nationals,
we
played
a
different
venue.
So
you
could
play
sherbet,
Lake,
Parham,
glendower
and
newborough,
and
have
a
massive
tournament
where
it's
rotating
around
and
generating
a
lot
of
money
for
Frontenac
and
the
counties.
Okay,.
B
A
Any
other
questions
or
comments
I
just
want
to
point
out
that
we
will
be
having
a
meeting
July
the
13th
on
communal
servicing
systems,
which
is
part
of
the
next
steps
for
the
housing
project
to
be
looking
at
Step
at
stepping
it
up
to
get
something
there.
So
we'll
certainly
have
a
better
indication
how
many
years
we're
looking
at
before
anything
would
actually
be
developed
on
that
site.
If,
in
fact
we're
looking
at
five
years,
then
I
would
say
we
apply
for
the
grant
and
we
get
the
surface
done.
C
E
C
G
G
You
develop
down
by
the
park
and
when
that
is
ready,
then
if
it's
ready
and
then
you
go,
but
then
you
can
decide
what
you're
going
to
do
with
the
old
courts.
I.
A
Yeah
you'd
have
to
dig
it
out
and
fail
anyhow
what
what
I
suggest
or
what's
been
suggested
from
my
side
panel
here,
is
that
maybe
we
look
at
an
ad
hoc
committee
to
explore
the
options
of
the
pickleball
so
that
it
doesn't
just
get
left
in
limbo.
We
are
actually
working
with
you
to
see
what
can
go
forward.
A
So
on
that
note,
I
have
a
motion.
I
had
a
motion
right
here.
Okay,
the
motion
is
moved
by
Tom,
Dewey
and
seconded
by
Bill
McDonald.
That
Council
received
the
presentation
from
Sandy
Robertson
Kelly
McRoberts,
Doug
S
Talk
regarding
the
pickleball
courts
for
information
and
further
that
an
ad
hoc
committee
to
explore
all
options
be
put
together
and
yes,
council
member.
A
A
N
A
It
if
it
can
yes
I,
think
once
Tyson
and
maybe
Sandy
do
some
more
investigating
about
what
could
be
done
and
what
an
estimated
cost
would
be
bring
that
back
and
we'll
go
from
there:
okay,
okay,
all
those
in
favor
of
the
motion.
Carrie.
A
Okay,
now
we
have
a
presentation
from
Marlene
Beatty,
not
Beatty,
Bertram
Marlene
Bertram
welcome
Marlene.
P
Welcome
thank
you
Council
for
opportunity
to
express
my
opinion.
Okay,
I
know
you
don't
have
an
easy
job,
I'm
glad
I'm,
not
a
counselor,
because
I
don't
think
I
could
take
in
all
this
part
anyway.
I'm
going
to
mention
a
lady
called
Hazel.
Mccallum
do
you
people
know
Hazel,
because
now
I
mean
she's,
nicknamed
Hurricane
Hazel
at
101,
still
a
great
force
on
the
council.
P
P
I,
still
have
a
lot
of
fight
in
me
there
you
go
and
I
guess
at
my
age
and
I'm
sitting
here
all
alone
on
this
panel
and
I,
ask
other
people
if
they
would
join
me
and
they
said
no
way.
I'm
cowardly,
I'm
not
going
to
go
anyway.
I've
never
been
one
to
back
down
from
a
fight.
When
it
involves
me,
it
involves
the
community.
P
Okay,
I'm
I'm
Marlene
Bertram
I've,
been
a
citizen
of
Charlotte
Lake
I
went
to
high
school
in
Charlotte,
I
I
came
back
as
a
married
woman.
My
husband
and
I
had
a
bait
shop
in
sharper
Lake
and
we
were
successful
people
in
tribal
Lake
and
we
lived
in
the
corner
of
some
of
you.
People
don't
know:
I
lived
in
the
corner
of
Elizabeth,
Street
and
Matthew
street,
so
you
can
know
why
I
am
here
I'm
concerned
about
the
the
procedures,
that's
going
to
happen
on
Matthew
street,
but
that
isn't
my
biggest
concern.
P
My
biggest
concern
is
the
history
of
that
small
Church
on
the
on
the
corner.
Okay,
parking
on
way
back
when
it
was
a
church
parking
on
Sunday
was
a
menace.
Our
parking
lot
was
filled
with
people
they
jumped
out
of
their
cars,
whether
it
was
on
the
side
of
the
street
or
whether
it
was
in
your
parking
lot
or
wherever
they
jumped
over
the
car
and
ran
to
church,
especially
in
the
summer.
It
was
mostly
in
the
summer
anyway.
We
put
up
with
that
for
years,
and
and
because
we
knew
it's
only
Sunday.
P
You
know
what
we
can
put
up
with
it,
but
then
later
on,
I'm
going
to
read
my
notes
here
again:
okay
in
the
Years
prior
to
2005,
somewhere
in
there
Dennis
Danelle,
but
the
the
church
to
a
house,
antique
furniture
and
then
a
Township
gave
him
the
easement
for
parking
for
I
believe
for
two
vehicles.
P
We
in
this
area
oppose
that
I
and
my
husband
went
and
some
of
the
people
around
the
corner
of
opposed
this
building,
easement
and
being
given
for
parking
in
there,
because
we
knew
that
if
you
go
in
there
to
park,
you
had
to
come
out
and
that's
there
was
a
problem.
Okay.
So
at
the
time
we
felt
that
Township
had
tunnel
vision.
P
Just
like
you
know,
certainly
not
a
long-term
Vision,
because
they
gave
Dennis
the
right
to
to
put
a
parking
in
there
without
realizing
what
it's
going
to
take
place
when
when
it
grows
and
young
people
know
how
that
little
church
has
grown
in
in
the
restaurant,
it
has
is
a
busy
busy
little
corner
and
I.
Think
that's
where
the
township
went
wrong
at
that
time,
because
they
did
not
see
the
effect
of
what
the
long-term
parking
would
be
in
the
future.
P
P
We're
coming
in
off
38
coming
down
from
the
code
say,
is
another
one
coming
up:
Roberts
or
Matthew
Street
and
then
Elizabeth
Street.
So
we
have
a
four-way
place
there.
Now
now
they're
trying
to
cut
up
and
make
Matthew
Street
a
one-way
Street
when
I
don't
think
Matthew
is
the
problem.
I
think
the
ma.
The
problem
is
coming
out
of
the
cafe,
because
the
parking
around
the
cafe
is
sometimes
it
is
immense
and
they
are
parking
right
everywhere.
P
Ever
they
can
get
a
parking
place
and
they
go
whether
it's
your
yard
or
whether
it's
a
side
street
or
whether
it's
a
middle
of
the
road,
sometimes
or
even
now.
It
makes
a
very
dangerous
thing
now,
because
they're
coming
out
of
that
round
by
38
coming
around
the
corner,
a
car
is
coming
out
cars
trying
to
come
up
and
then
there's
parking
or
there's
also
people
on
Elizabeth
Street
coming
through.
So
there
we
have
a
four-way
intersection
and
I
people
are
saying:
well,
it's
the
hill
of
Matthew
Street,
that's
causing
the
problem.
P
I,
don't
see
it
that
way,
I
see
it
that
the
little
Hill
it's
the
little
section
of
giving
from
the
they
gave
for
parking
in
there
back
to
the
church.
That's
my
problem.
I
see
that
now
try
to
going
out
on
Elizabeth
Street
onto
38
highway
when
they
are
parked
right
in
front
of
that
little
restaurant.
P
You
cannot
see
it
is
so
dangerous.
You
have
to
pull
yourself
way
out
and
try
to
get
around
if
you're
going
to
the
left.
It's
bad
enough
going
this
way
because
you're
also
facing
traffic.
So
that
to
me
is
a
very
dangerous
situation
and
it's
all
I
think
it's
all
because
of
the
parking
and
cause
that
little
church
to
have
that
laneway
through
there
to
cause
a
lot
of
commotion.
That
is
my
position
anyway,
so
we
have
vehicles
coming
from
38
unto
Elizabeth
Street.
P
We
have
vehicles
coming
off
the
street
of
the
little
parking
lot
onto
38..
We
have
cars
trying
to
get
into
that
little
parking
lot
from
the
same
way
as
it
as
38
and
then
vehicles
on
Elizabeth,
Street
and
vehicles
on
Matthew
Street.
P
So
to
me
it
is
a
bottle,
lick
situation
where
it's
not
very
safe,
now,
I'm
going
to
tell
you
this
that
I
do
find
that
on
Sunday
when
the
little
restaurant
is
closed
and
when
they
close
at
four
o'clock,
we
don't
have
that
problem.
P
P
None
I've
lived
in
that
corner
for
for
60
years
and
so
I
think
I
have
a
a
vision
of
seeing.
You
know
that
where
the
problem
is
the
problem,
isn't
Matthew
Street
coming
up
fine,
you
know,
but
I
think
the
problem
is
the
corner
situation,
because
it
not
only
stops
the
people
are
coming
around
from
38
and
cars
are
coming
out
of
that
cafe
and
also
on
their
parking
on
the
turn.
Turning
lane
on
38.
P
P
I
disagree
with
this
and
I
was
told
when
I
went
back
to
the
school.
Anything
that
happens
in
this
school
should
not
leave
this
room
wow.
That
I
really
saw
something
like
that.
I
said
who's,
who
are
we
working
for
we're
not
working
for
ourselves
or
we're
not
working
we're
working
for
a
community
we're
trying
to
impress
on
our
children
and
and
I
almost
lost
my
job
over
that
too.
P
So
because
she
brought
in
the
board,
she
brought
in
more
board
members
and
she
said
oh
wow,
she
said
she's
going
she's
going
to
be
sorry.
She
said
that
wow
anyway
I'm
talking
again,
because
I
have
a
strong
and
sense
of
to
the
right
and
and
as
she
came
to
me-
and
she
says,
I'm
I
have
called
in
board
members
and
not
only
board
members
the
higher-ups
to
come
to
this
meeting
and
I
thought.
Oh
my,
oh,
my
God.
B
A
You
for
bringing
the
parking
issue
because
I
have
experienced
what
you
are
experiencing
when
you
come
out
on
38
highway.
If
there's
a
car
park
there,
it's
like
your
front,
end's
going
to
be
gone.
That's
right
can't
see.
What's
coming,
maybe
what
we
can
do
is
we
can
have
Tyson,
have
a
look
at
that
back
entrance
behind
the
church
and
see
if
we
could
do
something.
I
was
under
the
impression
that
was
like
a
fire
lane
more
so
than
to
be
used
as
a
driveway
in
and
out.
A
P
A
P
Okay,
then
there
shouldn't
be
any
parking
on
the
turning
lane
on
38..
Definitely
definitely
should
not
be
because.
P
Okay:
here's
my
last
question
that
making
parking
on
Elizabeth
Street
a
short
term.
We
have
people
Park
in
there
by
the
Anglican
Church
on
that
by
Community,
Living
and
they're,
all
they
par.
They
come
at
eight
o'clock
in
the
morning
until
five
there's
no
reason
for
them
to
be
parking
there
and
taking
up
the
spaces
that
could
be
used
from
the
cafe
from
the
store
or
from
the
the
the
whatever
it
is,
but
it
make
it
a
short
term
those
people
Park
in
there
and
there's
no
other
place
for
people
to
park.
P
A
P
Think
that's
a
contention
of
of
people,
because
if
that
was
a
short
term
left
there
for
short-term
parking
only
and
allow
people
from
the
restaurant
to
come
there,
and
then
they
wouldn't
be
parking
on
the
street
and
they
won't
be
parked
wherever
they
can
find
a
spot
and
especially
for
summer
especially
for
summer.
Well,.
P
My
spirit
right
now
and
I,
thank
you
for
listening
to
me.
I
appreciate
you
giving
me
the
opportunity.
A
A
Q
Good
afternoon,
everyone
thank
you
for
introducing
Dan
Dan
works
for
Jewel
engineering,
who
was
the
contract
administrator
and
engineer
on
the
elizabethster,
the
Charlotte
Lake
Village
project
I'd
like
to
start
the
presentation
by
thanking
Marlene
Marlene.
Thank
you.
She's
read
some
excellent
points
about
parking
and
the
parking
situation
near
the
cardinal
near
the
Cardinal
Cafe.
Q
We
do.
We
do
have
a
serious
issue
with
parking
in
the
whole
Road
38
Corridor
through
the
Village
I
I,
agree
with
Marlene
that
we
need
to
continue
working
on
slowing
down
traffic
through
38
some
traffic
calming
and
seeing
how
we
can
incorporate
more
solid
parking
areas
and
maybe
even
like
we
talked
about
with
Charlotte
Lake
Village
projects,
some
designated
parking
as
well,
so
I
can't
agree
with
Marlene
on
the
on
the
fact
that
Matthew
Street
becoming
a
one-way
street
is
going
to
solve
those
problems.
Q
I
think
that
in
our
presentation,
we're
gonna
I'm
gonna
show
how
we've
done
our
best
to
present
to
the
entire
municipality.
The.
What
we
think
is
the
best
solution
for
Matthew,
Street
and
and
I
guess
I'll
start
with
that.
So
thank
you.
Sarah
who's
running
that
Sarah.
Okay,
thank
you
so
just
to
bring
everybody
back
up
to
speed
in
the
summer
of
2020,
Central
front
and
accuracy,
funding
to
reconstruct
the
village
of
sharp
Lake
and
Crane's
construction
executed,
the
project
successfully
his
admin
administered
by
dual
engineering.
Q
We
were
within
budget
and
we
were
well
under
budget
and
within
the
time
frame,
we've
completed
on
schedule.
So
when
the
project
reached
completion,
there
was
extra
grant
money.
Remaining
staff
worked
with
the
funding
organization
to
strategize,
where
the
remaining
funds
could
be
allocated
after
Matthew
Street
was
deemed
as
an
eligible
pro
project
by
the
public
works
manager
and
working
with
Jewel
and
the
and
staff.
Q
We
received
an
estimate
we
asked
Jewel
for
an
estimate
for
the
Reconstruction
of
Matthew
Street,
which
involved
which
we'll
get
into
what
all
that
involves
later
in
the
presentation.
But
we
took
that
estimate
to
the
2022
budget
discussions
and
Council
was
supportive,
so
the
public
works
department
is
now
working
with
Jewel
through
the
finishing
off
the
planning
process.
Q
We
have
tendered
the
prod
project,
but
we
want
to
make
it
really
clear
that
the
drawings
that
we
are
going
to
be
seen
in
this
presentation-
they're,
not
final
construction,
drawings
or
Tender
drawings,
and
they
are
subject
to
some
changes.
So
next
slide.
Please
I
just
wanted
to
quickly
show
the
current
condition
of
Matthew
Street,
very
outdated
infrastructure.
Q
It's
failing
the
road's
failing
the
storm
sewers
are
still
performing
but
expected
to
fail
in
the
next
one
to
five
years
so
and
it's
the
it's
actually
the
last
portion
of
the
underground
infrastructure
that
hasn't
been
updated
for
the
majority
of
the
Village
I.
Don't
have
a
map
right
in
front
of
me
right
now,
but
the
storm
system
that
everything
that
we
did
in
the
Charlotte
Lake
Village
comes
down
behind
Matthew
Street
and
then
it
comes
out
you'll
see
in
the
drawing
later.
Q
Q
So
this
is
just
an
overview
of
like
what
the
upgrades
to
the
project
will
provide
to
the
Village
more
parking
as
you'll
see.
There's
a
little
parking
lot
proposed
down
on
Medical
Center
Road
inside
this
project
it'll
after
the
infrastructure
is
complete,
we're
going
to
improve
the
way
finding
between
this
project
and
also
a
separate
budget
of
I.
Believe
twelve
thousand
dollars
were
that
that
was
for
phase
one
of
the
wayfinding
plan
for
the
entire
Village.
It's
going
to
increase
pedestrian
access
to
businesses
and
to
the
recreational
facilities.
Q
B
Q
Slide
please
so:
here's
the
first
technical
drawing
of
the
of
Matthew
street
so
up
at
the
top,
where
the
words
Matthew
Street
are,
that
would
be
the
North
and
in
the
far
right
hand
corner.
Q
You
can
just
see
the
corner
of
the
Cardinal
Cafe
just
for
everybody
to
get
their
bearings,
so
I
think
I'll
just
save
questions
till
the
end,
but
this
is
just
kind
of
an
overview
of
what
the
nothing
no
major
changes
here
for
width
or
property,
or
anything
like
that.
Our
goal
is
to
try
to
fit
the
majority
of
this
property
into
the
existing
or
the
the
majority
of
this
project
into
the
existing
property
that
we
have.
Q
Q
I
think
I'll,
just
I
just
wanted
everybody
to
have
a
quick
look
at
that.
I
think
I'll
skip
to
the
next
slide
and
then
we
can
Circle
back
to
questions
about
the
drawings.
Q
So
here
you're,
looking
at
the
you,
can
see:
Medical
Center,
Road
heading
north
south
same
orientation
as
the
first
drawing
on
the
left
is
the
where
you
can
see
all
these
trees.
That's
the
beach
area,
I'm,
not
sure.
If
you
can
read
on
there
the
Gazebo
structure,
just
to
get
your
bearings
on
the
south
on
the
south,
where
you
see
the
two
lines
heading
through
the
park,
that's
so
the
old!
That's
the
existing
storm
sewer
that
cuts
through
the
park.
Q
Jewel
has
realigned
the
storm
sewer
more
to
the
north
to
try
to
stay
out
of
the
park.
So
we
don't
especially
during
tourist
season
when
we
don't
rip
the
whole
park
up
and
that
pipe
is
proposed
to
stay
in
the
ground
and
the
beach
will
stay
fairly.
The
Beach
Park
will
stay
fairly
undisturbed.
Q
You
can
see
on
the
far
left
hand
side
where
you
can
see
that
that
granular
image,
that's
where
the
storm
sewer
transitions
into
an
open,
Swale
and
then
hits
the
water
will
hit
a
bit
of
a
rip
wrap
area
with
gabian
stone
that
will
help
take
sediment
out
of
the
water
and
also
kind
of
control.
The
flow
at
which
the
water
enters
the
lake
and
it'll
actually
be
the
design
Ox
to
be
fairly
visually
appealing
as
well
compared
to
what's.
Q
There
is
a
it's
a
kind
of
a
scrub
little
area,
that's
been
kind
of
forgotten
about
so
I
think
we'll
go
to
the
next
slide,
so
the
the
I
I
felt
it
was
really
important
to
include
this
slide,
as
that
is
the
number
one
topic
is
converting,
Matthew
from
two-way
street
to
a
one-way
Street
and
the
our
number
one
reason
for
doing
that
is
width
restrictions
So.
Q
Currently
we
make
it
work
with
traffic,
but
when,
if
you
were
to
build
two
proper
Lanes
of
traffic
and
keep
traffic
going
in
both
directions,
there
would
be
no
room
for
a
sidewalk.
Oh
there
would
be
no
room
for
pedestrian
access,
so
something
that's
been
identified
in
multiple
studies
throughout
the
years,
but
even
back
before
my
time
is
the
need
to
connect
the
link
between
the
recreational
area
of
the
beach
and
the
business
area
of
the
of
the
downtown
core.
Q
So
I,
don't
think
I'll
Bore
You
by
going
through
the
advantages
and
challenges
but
they're
on
the
screen.
For
Council
and
and
to
comment
on,
but
it
was
as
I
as
we
go
down
to
the
next
slide,
I'll
show
you
what
we're
thinking
for
a
proposed
cross-section.
Q
So
if
you,
if
you
look
at
this
to
get
your
bearings,
the
screen
on
the
the
section
on
the
left
is
the
North
Lane.
That's
where
we're
proposing
to
have
a
multi-use
pedestrian
walkway.
So
if
you
and
on
the
right
is
where
we'll
have
traffic
and
it'll
be
one-way.
Direction
coming
from
the
Cardinal
Cafe
West
down
towards
the
beach
and
I
think
I'm,
just
gonna
actually
have
Sarah
bring
us
back
up
to
a
couple
slides
up
to
propose
drawing
the
first
one.
Q
So
I
just
want
to
show
you
at
the
very
far
left
hand
side
of
the
slide
the
or
the
drawing
that's
where
that
proposed.
Walkway
will
will
link
right
up
with
our
Trail,
our
current
multi-use
Trail
and
swing
down
to
the
Thompson's
cut
so
it'll,
just
the
the
flow
will
be
continuous,
so
pedestrians
coming
from
Medical,
Center
Road,
so
cyclists
people
with
strollers
coming
back
from
the
beach
and
flow
right
up
in
a
safe
kind
of
delineated
area.
Q
On
the
North
hand,
side
of
Matthew
street
so
I
think
we'll
flip
back
to
the
cross
section
I've
shown
in
the
this
is
open
to
suggestion
and
open
to
ideas.
But
what
we've
currently
shown
is
flexible,
bollards
to
delineate
the
live
traffic
from
The
Pedestrian
walkway.
Q
That's
the
most
cost
effective
way
of
delineating
that
tons
of
options,
as
we've
seen
in
downtown
revitalization
studies
of
like
tree
plant
temporary
tree
planters
and
more
more
cost
more
maintenance,
but
tons
of
options
for
delineating
that
if
we
want
to
focus
more
on
street
beautification.
But
to
me
our
budget,
this
is
what's
in.
There
is
flexible
ball,
it's
similar
to
Westport,
but
not
as
not
as
many
just
a
little
simpler
than
the
Westport
next
slide.
Q
Please
so
I've
pretty
much
hit
on
all
the
scope
of
the
project
already
I
think
we'll
skip
to
the
next
one.
Q
This
area
was
identified
in
the
downtown
revitalization
process,
as
mostly
for
reasons
I've
already
discussed,
connecting
the
link
from
the
business
area
to
and
the
amenities
of
the
downtown
core
down
to
the
recreation
of
the
beach
and
looks
like
there's
lots
of
discussion
about
if
the
future
of
upgrading
the
beach
washrooms
so
assets
and
challenges
are
laid
out
there
for
you
and
that's
the
end
of
my
presentation,
so
I
think
the
most
important
thing
about
this
presentation
is
getting
this
out
to
council.
Q
We've
came
at
this.
We
have,
we
are
presenting
what
we
feel
is
best
and
for
the
Matthew
Street
there
there
has
been
a
little
bit
of
public
feedback
about
how
if
public
feels
there
they
have
no
say,
and
that
they're
this
is
too
late,
we're
coming
them
too
late.
But
it's
difficult
to.
We
didn't
want
to
approach
the
public
we've
met
with
we've
met
with
the
residents
of
Matthew
Street
separately.
Q
As
soon
as
we
got
some
drawings
to
go
off
of,
but
I
didn't
want
to
approach
Council
on
the
public
without
having
solid
drawings
and
a
solid
plan
in
front
of
us
all
I
can
do
is
propose
the
best
of
what
we
and
Geo
engineering
feels
is
the
best
for
that
street
and
and
inform
you
whenever
we
could
so
I.
Think
with
that
I'll
turn
it
all
back
to
you.
Okay,.
N
Thank
you,
madam
mayor.
Just
a
couple
of
questions.
Tyson
with
regard
to
traffic.
Clearly
traffic
would
be
rooted
down
and
through
and
come
out
by
the
medical
center
do
number
one:
do
we
have
a
sense
of
what
the
increased
traffic
will
be
out
of
that
particular
intersection
and
number
two?
You
had
talked
about
the
enhanced
parking
down
the
beach
area,
I'm
wondering
if
you
could
maybe
give
some
sense
as
to
whether
whether
it's
an
improvement
in
terms
of
size
or
inequality
or
both.
Q
Three
amount
of
Mayor
to
counselor
Cameron,
the
As
for
the
traffic
volumes,
we're
expecting
lower
traffic
volumes
on
Matthew
Street,
and
that
was
asked
of
us
from
the
residents
of
Matthew
Street.
Q
There
was
comments
that
it's
Matthew
street
is
so
busy
and
it's
there's
it's
an
accident
waiting
to
happen
and
so
that
we're
hoping
that
that
reduces
traffic,
because
the
the
safest
way
to
access
the
beach
parking
lot
is
to
come
straight
off
of
38
and
that's
going
to
mean
enhancing
our
signage
and
it
ties
back
in
with
the
Gateway
that
we
want
to
someday
work
towards
as
well,
so
enhanced
signage
at
38
near
the
medical
center
to
put
traffic
straight
from
38
straight
down
our
recreational
little
area
there,
rather
than
through
a
urban
area
or
a
sorry,
a
residential
area
coming
down.
Q
B
E
I'm
gonna
do.
Q
You
have
this.
Thank
you
just
first
drawing
please
I
didn't
really
get
the
best
picture
of
that,
but
the
second
drawing
actually
will
help
us
out
a
little
more
right
there.
So
if
you
see
on
the
on
the
east
side,
so
the
right
hand,
side
of
Medical,
Center,
Road,
there's
a
light
gray
area
and
what
that'll
be
is
perpendicular,
it's
proposed
to
be
perpendicular
parking
so
or
with
the
tender
drawings.
Q
This
is
to
get
contractors
like
estimating
on
quantities
and
stuff
like
that,
so
I'm
sure
Dan
would
be
able
to
pull
up
his
drawing
and
tell
us
approximately
how
many
spaces
are
proposed
there.
But,
oh
so,
there's
13
spaces
proposed
right
there
in
that
parking
lot,
and
there
is
some
a
little
bit
of
flexibility
on
the
location
of
that
when
it
comes
to
North
South.
But
what
we've
done
is
done.
Jules
proposed
perpendicular
parking
with
the
most
minimal
impact
to
the
encroaching
towards
the
residents
of
Medical
Center
Road
in
their
backyards.
C
K
Thank
you,
madam
mayor
to
Tyson,
and
my
question
is
you
you
mentioned
to
me
that
you
had
meetings
with
everybody
on
Matthew
street,
but
you
haven't
met
with
the
people
that
are
actually
up
in
the
on
the
west
end
of
I
call
it
Wing
Crescent,
there's
several
permanent
residents
up
there
that
are
going
to
be
affected
by
this
change
in
directions,
but
and
I
totally
agree
with
the
need
for
to
redo
this
street,
because
I
know
the
infrastructure
underneath
is
falling
apart
and
we've
had
numerous
occasions
where
people
are
calling
us
about
their
their
yard,
being
flooded
and
Ice
being
formed
and
all
the
rest
of
us
so
I
understand
the
need
for
to
do
it.
K
I
haven't
got
in
my
head,
yet
the
idea
of
a
one-way
Street
there.
My
question
would
be
how
much
more
land
would
be
required
to
actually
maintain
the
two-way
traffic
on
that
street
as
it
is
today
and
whether
or
not
that
could
actually
be
accomplished
without
a
lot
of
acquisition
of
property.
Can
you
give
me
a
perhaps
a
short
insight
into
that,
the
first
part
being
whether
you've
communicated
with
everyone
on
that
street?
Thank
you.
Q
Madam
mayor
to
counselor
McDonald,
we
communicate
with
everybody
on
Matthew
Street,
with
the
that
has
the
direct
impact
of
the
people
who
are
going
to
pull
out
of
their
driveway
and
they're
used
to
being
able
to
turn
either
way
and
now
they're.
They
have
to
turn
South
to
go
or
West
down
to
go
to
the
water.
We
didn't
include
the
people
on
Wing
Crescent
at
this
time,
because
it
was
hard
to
determine
how
big
to
make
this
meeting
before
it
is
coming
to
sorry
before
coming
to
the
entire
public.
Q
So
something
else
I
didn't
I
meant
to
highlight
in
my
presentation,
was
the
danger
of
entering
Elizabeth
Street
from
Matthew
Street
on
that
Steep,
Hill,
sand
or
water
or
ice
on
that
Road
makes
it
extremely
dangerous
to
try
to
spin
your
tires
trying
to
get
out
on
Elizabeth.
Q
So
we
don't
feel
that
the
residents
of
that
area,
Wing,
Crescent
and
and
everything
north
west
of
the
intersection
we
want
to
encourage
them
to
go
down
a
flat,
Medical
Center
Road
to
a
nice
wider
intersection
on
38
to
access
and
I,
know
I
understand
it's
a
little
more
of
an
inconvenience.
You
have
to
drive
an
extra
block
to
get
back
to
the
downtown
core.
We
just
feel
for
the
safety
of
the
motorists,
so
that's
a
better
route
to
send
them
on.
K
Q
So
similar
to
my
answer
earlier
about
trying
to
minimize
the
impact
on
going
wider
in
people's
front
yards
and
in
that,
because
we
don't
have
a
lot
of
space
to
begin
with.
But
a
big
factor
in
that
is
the
rough
estimate
of
50
to
75
000
to
move
the
polls
back
because
I
think
we've
been
a
lot
better
position
to
encroach
to
the
cell
if
it
weren't
for
those
poles
and
then
the
impact
would
be
retaining
walls
and
driveways
being
steeper
and
stuff
like
that
and
coming
back
towards
people's
houses.
Q
But
the
combination
of
creating
that
impact
or
splitting
that
impact
between
the
the
south
side
of
the
road
and
the
north
side
of
the
road
and
then
also
the
estimate
of
50
to
75
000
in
moving
the
utility
poles.
It
didn't
seem
feasible
to
do
inside
this
project.
Do
you
have
anything
to
add
to
that?
Dan.
R
Yeah,
if
I
made
through
you,
madam
mayor,
the
some
of
the
buildings
there
are
have
been
constructed
fairly
tight
to
the
road,
so
I
think
widening
the
road
significantly
from
its
current
cross-section
would
have
a
significantly
greater
impact
on
the
adjacent
houses.
So
it's
it's!
It's
quite
tight
through
there,
so
widening
that
cross-section,
even
if
it
was
possible
to
acquire
property,
would
I
think
have
a
big
impact
on
those
on
those
houses.
Certainly
the
ones
at
the
West
End.
H
Thank
you,
madame
I
certainly
agree
with
you.
I
think
the
changing
it
to
a
one-way
is
going
to
make
it
safer.
I
mean
on
Canada
Day
people
are
walking
up
and
down
that
street
and
there's
traffic.
If
you're
having
just
unidirectional
vehicular
traffic
and
a
space
for
pedestrians,
that's
that
is
going
to
make
it
significantly
cheap,
safer
I've
also
spun
my
wheels
at
the
top
of
Matthew
trying
to
get
up
onto
Elizabeth.
H
Just
a
couple
of
questions
in
it.
I
think
one
of
them
is
has
been
made
clear.
Medical,
Center
Road
is
still
going
to
remain
a
two-way
correct.
Is
there
going
to
be
a
turnaround
spot
for
people
who
are
heading
sort
of
north
on
medical
Street,
and
then
they
see
oh
I
can't
get
out
of
here.
So
will
there
be
a
turnaround
area.
Q
Through
your
Madam
mayor
to
counselor
he's
if
this
was
a
brand
new
area
brand
new
development
or
a
new
end
of
a
new
subdivision
heading
into
a
new
park,
it
would
definitely
be
eligible
for,
like
an
actual
traffic
circle
or
some
kind
of
roundabout
like
that,
but
currently
what
what
traffic
does
is
they
use
the
beach
parking
lot
and
inside
of
this
scope
of
this
project?
That's
all
we
can
that's
all
we
can
do.
We
have
to
remain
status
quo
on
that,
okay,.
H
And
my
second
question
I
believe
there
are
a
couple
of
driveways
on
the
north
side
of
Matthew
Street
correct
are:
are
they
going
to
be
able
to
access
their
driveways
Across
The,
Pedestrian
walkway.
Q
Three
matter
Chancellor
geese:
absolutely
they
will
yes,
those
areas
similar
to
on
38,
where
we've
got
parking
along
38
and
we
have
to
determine
an
area,
a
safe
area,
to
hatch
that
back
for
just
to
show
pedestrians.
How
like
the
this
is
the
area
where
you
stay
back
when
traffic's
coming
in
and
out.
Do
you
have
any
other
anything
else?
To
add
to
that?
No.
R
Everybody
will
should
have
regular
access
to
their
to
the
drives.
Okay.
Q
J
Would
that
that
makes
they're
doing
it
now,
but
they're,
but
I
would
think
most
well
I
mean
if
you
know
it's
one
way:
it's
not
going
to
be
congested.
I,
don't
think
many
people
would
are
taking
that
as
a
route
to
the
medical
center.
Now
maybe
I'm
wrong
I,
but
I
I
perceive
it
as
being
a
an
invite
to
go
to
the
medical
center
I.
Don't.
A
Q
Q
We
got
the
same
number
of
people
trying
to
get
to
the
beach
and
the
same
number
of
people
getting
back
to
the
Village,
we're
just
trying
to
show
them
the
most
safest
way
to
go
and
and
I
I
I
can't
agree
because
I
think
if
you
are
coming
along
Elizabeth
and
you
see
that
they're
you're
a
little
confused.
Well,
you
see
pedestrian
big
signs
for
pedestrian
multi-use,
Trail
you're
going
to
say.
Oh
that's!
Q
This
seems
kind
of
like
a
little
pedestrian
area,
I'm
going
to
keep
going
around
38
down
to
the
medical
center
and
I
think
that's
a
safer
way
to
travel.
O
K
Madam
mayor
just
a
comment
personally
I
think
everyone
will
get
used
to
that
being
a
one-way
Street.
The
issue
was
going
to
rise
when
there's
something
special
going
on
at
the
beach
like
Canada
day,
because
right
now,
what
happens
is
that
there
are
actually
two
exits
away
from
the
beach,
and
so,
if
we're
going
to
make
1X
going
away
from
the
beach,
it
means
that
everybody's
going
to
go
that
way
to
get
out
38
highway.
K
Q
You
councilmember
John
I
I,
do
I,
do
want
to
comment
on
that
and
I
want
to
try
to
put
a
different
perspective
on
it
when
I,
when
I
think
about
when
I
look
back
at
the
entire
Village
and
I
think
about
a
big
event
like
Canada
today,
or
something
like
that
similar
to
the
way
we
set
up
detours.
I
would-
and
this
may
sound
better
when
I
first
say
it.
I
would
rather
inconvenience
motorists
than
confuse
them.
Q
A
Q
Other
studies
we've
done
this
Township
that,
like
this,
is
not
in
the
plants
but
that'd
be
a
perfect
Street
to
close
down
on
Canada
Day
and
let
vendors
set
up
like
those
are
the
kind
of
opportunities
we're
looking
for
for
the
future
of
the
village,
but
that'd
be
Matthew.
Street
I
think
would
be
a
perfect
one
to
close
down
on
Canada,
Day
and
and
set
up
tents
and
vendors
in
that
area,
and
just
let
it
be
a
pedestrian
mingling
area,
foreign.
A
Okay,
any
other
questions
or
comments.
Okay,
let's
read
the
motion
get
my
glasses
on
here.
Okay,
we
have
a
motion
by
Tom
doing
Bill
McDonald,
that
Council
received
the
presentation
prepared
by
the
public
works
manager,
Tice,
Public,
Works
manager,
Tyson,
Myers
and
Dan
fan,
cut
dual
engineering
regarding
the
construction
design
for
Matthew
Street
and
for
the
council,
accept
the
proposed
one-way
Street
design
and
that
a
by
Lobby
brought
back
to
council
to
restrict
traffic
and
regulate
parking
to
enable
this
street
to
become
a
one-way
Street.
A
Q
A
A
Motion
moved
by
Tom
Dewey
seconded
by
Bill
McDonald
that
Council
approved
the
following
apportionments
of
assessment,
as
recommended
by
impact
for
2021
and
2022,
as
applicable
for
the
following
roll
numbers
and
there's
about
a
dozen
and
a
half
there.
Any
questions
on
any
of
those
all
those
in
favor
carried.
A
Now,
therefore,
it
resolved
that
Council
approved
the
recommendation
of
the
manager
of
Emergency
Services
fire
chief
to
accept
the
quote
from
belcon
design
Builders
and
further
that
the
manager
of
Emergency
Services
fire
chief
be
authorized
to
issue
a
purchase
order
to
complete
the
work.
Bill
you're.
K
A
Madam
Merry
Christmas,
oh,
have
buildings
designs
for
Fire
Halls
changed
since
this
building
was
was
built
and
if
they
haven't.
Why
would
this
not
included
when
the
original
design
happened?
Can
you
give
me
I
know
it's
not
going
to
change
the
issue,
but
I
just
want
to
know
understand
the
standing
in
regard
to.
Why
are
we
having
to
do
this
after
the
fact.
I
I
But
I
can't
just
comment
the
fact
that
is
a
health
and
safety
concern
so
and
and
unfortunately,
in
the
wintertime.
As
I
said
in
the
report,
the
water's
got
nowhere
to
go
and
the
guys
are
pushing
it
outside.
The
crews
are
pushing
them
up
outside
and
and
with
the
slope
of
the
apron
at
the
front.
It
freezes
and
we
have
a
problem
so.
N
Thank
you,
madam
mayor,
because
this
particular
facility
is
one
of
the
older
ones,
and
you
know
with
the
addition
of
the
other
work
I'm
just
wondering
if
you
could
comment
with
regard
to
any
guarantees
or
warranties
that
we
might
have.
Is
it's
a
significant
amount
of
money
that
we're
laying
out
yeah
I?
Obviously,
it's
needed.
We,
we
need
a
workable
fire
station
for
our
staff
to
be
able
to
do
what
they
need
to,
but
I'm
just
wondering
with
with
the
age
of
the
Building
compared
to
other
buildings.
I
Through
you,
madam
air,
to
councilor
Cameron
I
believe
that
the
the
work
that
they're
doing
at
the
extension
for
warranty
on
this
is
is
two
years
for
the
assembly
but
they're.
The
contractors
telling
me
that,
with
the
R40
that
I
depicted
in
the
picture
here
that
he
feels
that
this
is
going
to
last
a
minimum
of
25
years,
so
he's
quite
common.
He
says,
and
did
you
see
that
on
the
right?
That
is
the?
I
What
is
there
now
and
that's
given
the
r
factors
I
explained
before
the
freezing
around
the
perimeter
of
the
roof
line?
That's
that's
the
problem.
So,
with
the
larger,
the
thicker,
the
heavier
insulation,
we're
not
only
saving
on
energy,
but
we're
also
going
to
you
know,
extend
the
life
of
the
building
considerably.
N
P
I
Just
one
other
comment:
one:
the
original
report
on
the
on
the
bylaws
is
everybody
satisfied
with
the
way
that's
coming
through,
because
I
was
asked
to
do
that,
so
the
monthly
reporting
counselor
Dewey
was
the
one
that
was
asking
originally
for
that.
So
I
just
want
to
make
sure
you
do
any
more
detail
or
is
that
sufficient
on
the
bylaws.
A
A
L
I
just
wanted
to
ask.
Procedurally,
we
received
one
quote
for
this
work.
Are
we
okay
for
this
amount
of
money
to
have
just
received
one
quote,
because
it
wasn't
advertised
if
I'm
correct
you
solicited
quotes.
I
I
did
make
several
calls
on
this.
Originally
it
was
sort
of
an
emergency
type
situation
because
we
have
water
coming
in
the
station
significantly
it
it
hasn't
been
as
bad.
Now,
with
the
you
know,
less
rain
and
so
on.
The
freezing
it's
not
happening.
I
I
did
have
two
quotes,
as
I
said
in
the
report
and
the
one
quote
he
pulled
out
as
well.
In
that
one
too
sorry
the
web
is
the
drains.
I
did
have
a
Cornerstone
that
actually
built
the
building
and
said
they
wouldn't
quote
on
the
roof.
They
were
too
busy.
So
I
had
I
had
called
a
number
of
people.
L
I
It's
very
hard
to
get
any
contractors
for
anything
right
now.
It's
just
I
think
everybody
knows
that
it's
it's
been,
but
we
did
consider
this
emergency
and,
as
you
know,
I
was
speaking
with
an
insurance
company
over
this
for
several
weeks
months
and
to
no
avail
that
that
didn't
work
either
so.
S
Sorry,
thank
you.
The
emergency
purchase
section
having
a
total
acquisition
cost
greater
than
50
000
on
the
mayor
and
clerk
administrator,
May
authorize
such
a
purchase,
but
obviously
we're
coming
to
council
for
complete
Authority.
Okay.
A
So
Public
Works
Trillium
Grant
proposal.
This
is
the
other
side
of
the
table
moved
by
Victor,
Hayes
and
seconded
by
Phillip
Smith,
whereas
funding
is
available
through
Ontario
Trillium
Foundation.
That
would
enable
the
public
works
department
to
execute
an
Arts
cultural
heritage
or
Recreation
athletic
Spaces
Project
and
whereas
the
Public
Works
manager
has
considered
multiple
projects.
A
That
would
benefit
the
community
as
outlined
in
the
report,
and
recommends
the
Charlotte
Lake
rink
Sports
Court
as
the
most
eligible
project.
After
a
thorough
analysis
of
all
projects,
and
whereas
the
Public
Works
manager
is
seeking
direction
to
determine
which
project
Council
recommends,
staff
apply
for
now.
O
Nikki,
thank
you,
madam
mayor
I'm,
not
saying
that
the
Sherbert
Lake
rink
isn't
a
great
great
project.
My
issue
is
the
district
for
recreation
committee
has
been
fundraising
for
years
over
their
rank.
They
have
over
38
000
in
the
bank,
probably
by
the
end
of
summer,
it'll
be
over
forty
thousand
because
they
make
money
off
their
canteen
all
summer
long.
O
We
know
that
they
have
rink
plans.
They
have
not
met
with
public
works,
but
they've
had
these
plans
for
well
over
10
years.
There's
also
the
plans.
Arden
was
a
successful
rank
project
that
was
put
in
through
a
Trillium
Grant
I
just
want
to
know
why
you
think
Sherbert
lake
is
a
better
project
than
Parham
titchburn
would.
Q
Be
throughout
America,
councilor
Gowdy,
the
I
have
no
attachment
to
which
project
is
better
just
more
eligible
at
this
time.
Due
to
timing,
the
and
the
planning
phases
that
the
Charlotte
Lake
rank
committee
is
in.
A
H
Thank
you
madamir,
but
perhaps
just
a
comment
about
that
right
now.
Are
we
not
a
little
uncertain
about
the
the
where
the
tits
burn,
rink
or
Parham
rink
is
going
to
go
and
for
yeah
to
apply
for
a
grant?
We
need
to
be
certain.
Would
you
say
that
would
be
correct?
Tyson.
C
J
Thank
you,
worship,
I'm,
looking
at
this
I
would
support
the
Charlotte
Lake
Beach
washroom
project,
because
I
think
that's
important
to
the
community.
We've
had
those
washrooms
down
there,
they're
terrible
and
the
beach
is
a
showcased
part
of
the
community
and
I
think
that's
a
worthwhile
application.
I
I
don't
go
for
those
first
before.
J
Q
Through
you,
madam
mayor
to
counselor,
Dewey
I,
agree
that
the
importance
of
the
Chevrolet
Beach
washroom
but
I
it's
my
recommendation,
just
highlights
that
it's
not
eligible
for
this
intake.
K
Q
Three
matamata
councilor
McDonald
I,
have
to
apologize.
I
thought
I
put
that
in
financial
implications
that
it's
thought
I
outlined
that
it's
a
hundred
percent
covered
or
only
yeah
I
thought
I.
It's
100
coverage.
We
have
fees
to
Grant
match
and
okay,
okay.
Q
A
N
You
I
forgot
you
Tyson
I,
just
have
a
couple
of
questions
with
regard
to
the
proposal.
The
first
one
would
be
related
to
what
the
the
actual
cost
of
this
project
would
be:
I
notice
that
there's
a
reference
to
300
000
without
refrigeration
and
closer
to
410
with
a
refrigeration
system.
N
My
my
first
question
is:
am
I
right
and
assuming
that
that
hasn't
been
determined
yet
and
because
that's
that's
a
big
discrepancy
and
number
two
just
the
issue
of
parking,
because
really
with
Granite
Ridge
being
right
there,
that
does
tend
to
be
assumed
to
be
an
option
for
people
using
the
facility.
But,
as
we've
learned
in
anyone
looking
at
these
lights
knows
that
sometimes
dealing
with
the
school
board
and
sharing
their
property,
not
not
only
inside
the
building
with
North
Broad
and
that
little
Fiat
theater.
N
Q
Stream
out
of
Merida
councilor
Cameron,
both
those
questions
are
I.
Want
you
to
understand
a
little
bit
of
my
the
phase
that
we're
in
right
now,
with
all
of
my
responsibilities.
I
have
to
be
careful
not
to
allocate
too
much
time
into
the
planning
of
a
project.
We're
not
I'm,
not
sure
if
we're
going
to
be
allowed
to
go
forward
with
at
this
point,
so
we've
done
rough
estimating
for
the
actual
cost.
The
the
timing
of
the
intake
and
the
timing
of
the
Charlotte
Lake
rank
committee
meetings.
Q
It
didn't
allow
the
committee
to
get
a
finalized
budget
back
and
I
can't
jump
in
and
support
that
committee
with
too
many
man
hours
without
authorization
from
Council
or
it
takes
away
from
other
responsibilities.
So
the
Charlotte
great
committee
well
they're,
going
to
get
a.
We
are
going
to
get
a
a
better
budget
proposed
the
council
here
shortly,
but
the
timing
of
this
intake,
unfortunately
I,
have
to
get
the
permissions
from
Council
to
move
forward
on
and
allocate
man
hours
to
this
to
help
them
out
with
that
budget.
Q
So
the
cost
of
the
to
I
hope
that
speaks
to
the
your
question.
About
the
budget,
the
simple
answer
is
what
the
committee
already
has
and
council's
already
allocated
for
this
Rank,
and
this
grant
it's
possible
to
have
a
rank
executed
with
and
are
the
only
costs
outside
of
this
should
be
at
this
point.
If
fuel
and
things
don't
keep
going,
crazy
should
be
only
mostly
what
we're
paying
to
Grant
match
the
15
000.
so
which
we're
actually
hoping
is
included.
Q
Now
that
doesn't
speak
to
the
410
000
estimate
with
the
refrigeration
system.
The
committee
with
the
the
committee
is
working
hard,
that
that
would
be
a
phased
project.
That'd
be
a
phased
approach
for
the
refrigeration,
the
option
of
a
refrigeration
system
someday
and
between
the
time
I
had
to
submit
this
report,
and
now
the
committee
is
actually
leaning
towards
no.
As
far
as
I
know,
the
committee
is
leaning
towards
possibly
eliminating
the
refrigeration
system.
Q
The
parking
yes,
the
it's
I-
did
a
quick
take
off
six
meters
by
40
meters
and
we're
losing
approximately
anywhere
between
eight
and,
if
it
happens
to,
if
we
have
to
move
the
location
of
the
rink
any
more
East,
we
we
don't
know
exactly
until
we
get
Excavating
where
the
East
West
locate
final
location
is
going
to
be
we're
hoping
to
encroach
closer
to
38.
If
we
can
to
get
into
that
more
stable
soil
and
less
excavation,
it
could
be
anywhere
between
like
8
and
16
spaces.
B
B
M
Kind
of
be
great
for
the
students
as
well,
and
so
she
was
very
happy
to
hear
and
was
will
be
continued
to
support
this
I
don't
know
if
everything
else
that
she
will
be
eating
breakfast
here
and
we
have
Janet
Sanderson
who's
currently
at
lcbi,
which
is
what
we
will
be
coming
here.
She
was
also
here
from
high
school,
okay
to.
B
Q
Any
other
questions
from
Council
anything
else.
Just
a
couple
comments
that
I
wanted
to
I
figured
would
be
asked,
but
I
just
wanted
to
speak
to
I.
Just
want
to
very
clear
that,
like
the
public
works
department
is
not
favoring
any
projects
over
another,
it's
this
report
is
strictly
off
eligibility
of
to
meet
the
requirements
of
this
intake.
Q
All
the
projects
that
have
brought
to
me
have
been
brought
to
me
and
after
tonight's
presentations
that
are
after
tonight's
discussions,
I
think
pickleball
is
just
as
eligible
for
the
next
one.
So
there's
lots
of
opportunities
here,
I,
just
don't
want
to
miss
out
on
this
one,
but
I'm
I'm
prepared
for
any
direction
Council
gives
I
did
also
want
to
touch
a
little
bit
on
the
we've
been
just
talking,
rank
rank
rank.
Q
But
if
this,
if
the
refrigeration
aspect
of
this
was
scaled
back-
and
the
advantages
of
that
is
what
we
haven't
been
talking
about,
much
is
Sport
Court.
The
we
need
some
more.
We
definitely
need
some
more
feedback
from
pickleball
I
was
under
I
did
take
the
dimensions
of
a
pickleball
court.
It's
I
have
44
by
20
feet,
which
I
I
thought
that
we
could
then
fit.
Q
Four
pickleball
courts
onto
the
onto
the
surface
sounds
like
we've
got
some
hurdles
there,
but
the
advantage
of
having
a
sport
court
for
the
other
nine
months
of
the
year
I
think
it's
going
to
be
a
really
great
thing
for
the
grec
and
for
Greg's
very
excited,
but
for
getting
all
our
Recreation
our
Sports.
In
one
little
area,
there
I
think
it's
going
to
be
really
great.
Yeah.
A
A
A
Okay.
We
have
a
motion
moved
by
Victor
Hayes
seconded
by
Philip
Smith,
whereas
bylaw
2018
36
appointed
air
burlesque
through
its
lead
John
mascara
as
the
township
Integrity
commissioner,
pursuant
to
section
five
one
accountability
and
transparency
of
the
municipal
Act
and
where
central
front
and
X
retainer
agreement
does
not
have
an
expiry
date,
but
to
be
consistent
with
the
other
Frontenac
municipalities,
including
the
county.
The
CAO
clerk
is
recommending
to
council
that
we
extend
our
agreement
now.
A
C
C
J
And
the
isn't
he
retained
by
the
county
and
the
we
all.
You
know
psychology,
but
isn't
there
a
retainer
paid
by
the
county?
No,
oh
there's
not
no.
We've.
J
A
Now,
therefore,
it
be
it
resolved
that
Council
received
the
report.
Titled
site
plan
control,
agreement
for
sp0122
kick
and
push
Brewery
Company
and
further.
The
council
approved
the
site
plan
agreement
attached,
subject
to
any
comments
received
from
legal
counsel
and
consider
passing
the
proposed
bylaw
later
in
the
meeting
to
authorize
the
mayor
and
clerk
CAO
to
execute,
said,
site
plan
agreement
with
kick
and
push
Brewing
Company
Limited
for
the
proposed
development
of
a
brewery
at
24,
613,
Highway,
7,
Charlotte,
Lake,
discussion,
Victor.
H
D
And
and
just
to
confirm
as
well,
this
seems
kind
of
odd
because
last
meeting
we
passed
a
bylaw
delegating
authority
to
staff
for
all
site
plans,
but
this
one
was
issued
before
or
they
was
applied
for
before
those
rules
came
into
effect.
So
we
have
to
follow
it
within
the
old
system.
So
this
will
be
the
last
one
to
come
to
council.
D
Thank
you,
and
through
you,
madam
mayor,
just
to
confirm,
we
have
received
legal
advice
Counsel
on
the
on
the
agreement,
so
that
we
have
been
able
to
finalize.
There
were
no
no
okay,
substantive
changes
to
the
agreement.
Okay,.
A
A
Next,
we
have
motion
moved
by
Phillip
Smith
seconded
by
Victor
Hayes,
that
Council
received
the
correspondence
from
Leslie
Gower
for
information
and
further
that
Tyson
is
looking
into
the
sign
that
she
was
speaking
about
and
that
Tyson.
A
A
A
Okay,
moving
right,
along
here
by
laws
moved
by
Phillip,
Smith
seconded
by
Victor,
Hayes
that
bylaw
2022-42
being
a
bylaw
to
authorize
the
mayor
and
CAO
clerk
to
execute
a
site
plan.
Agreement
between
the
corporation
of
the
township
of
central
Frontenac
and
the
kit
can
push
Brewing
Company
Limited
be
read
a
first
second
and
third
time
and
finally
passed
this
28th
day
of
June
2022.
A
Moved
by
Victor
Hayes
seconded
by
Philip
Smith
that
Council
support
the
Caboose
Fest
2022
request
to
host
a
licensed
event
at
the
central
Frontenac,
Heritage
Railway
Park
area
on
August,
the
6th
2022,
and
further
that
the
CIO
clerk
be
authorized
to
sign
a
letter
in
support
or
other
documentation
that
may
be
required
from
alcohol
and
Gaming
Commission
of
Ontario
discussion
to
have
a
beer
tent.
You
have
to
do
this.
B
A

239,
