him

jail

brand

jail
over

Commissioner's
Court
wanted

save
money,

they
said
they
told
Sheriff
Chuck
Morris
years
ago.

know
back,
then
no
we're
not
going
to
let
you
build.
You

build
that
structural
wise
to
where
you
can
build
up
well
in
that
Chambers
County
will
never
be
that
big
well
had
they,
you
know,
had
they
not
saved
those
few
thousand
dollars
there
or
a
few
hundred
thousand
we
wouldn't
be
in
the
pickle
we're
in
now.

top

that,

it
was
mentioned
in
wasteful
spending.
Last
year,

added

my
office

ended
up
purchasing
furniture

month
later,
Commissioner's
Court
approved
over
a
hundred

nine
thousand
dollars
for
office
furniture
for
another
office.
Now

want

talk

wasteful
spending
that

something
you
really
truly
need
to
look
at.
That's
wasteful
spending
and
my
office
being
an
asset,
not
a
liability.

a

budget
to
this

now,
we've
collected

in
fines
last
year,
during
a
pandemic
for
the
whole
year

office
staff

all
goes

general
fund

the

enforcement
agencies
in
Harris,
County

you
can
imagine
and
there's

numbers

boils
down

there's
about
ten
thousand
law
enforcement
officers
in
Harrisburg
round
numbers.

clerks
down

the
Harris
County
JPS.
They
don't
do
inquest
we're

call

hours
a
day,
seven
days
a
week.
They
don't
do
arraignments
in
jail.

million
experience
to

of
the
JP's

Harris.
County
are
specialized,

office
knows
just
civil

Criminal

don't

dabble

have
to
know

the
duties

County

they

County

we

area
population

growing
Leaps

great

county,

the
next
Horizon
is
obviously
the
east
side
of
the
county
and
we're
starting
to
see
it
now.
New
home
communities
being
developed,
so
I
think
we
need
to
learn
from
the
past
and
look
for
the
future.

know
we
need
to
redistrict
because
of
population,
but
the
elimination
of
precincts

think
is
going
to
be
a
bad
problem
for
Chambers
County
for
the
future
for
our
children

grandchildren,

we
need
to
consider
that

access

Court

consider
that
our
future,

our
past
and

not
problems

we
see

other

Assistance

Deputy
to
come
out

a
scene,

we
have
to
wait.

Constable
on

JP

this
area

we

call
upon.
They
are
law
enforcement.

can
help
us.

support
us

seen
the
crime
rate
in
our
areas

our
communities
increase.

it's
a
silhouette.
It's
not
a
positive
facial
identification.
We
can't
do
anything
about
it
case
drop.
Nothing
is
done
so
the
criminal
knows
they
got
away
with
it.

we

this

need
the
support
of
our
JP
and
our
constables
and
our
communities.

a
very
populated

men

help

in
these

state
constitution,

chapter

section

the
elimination

less
populous
precincts

be
approved
by
the
state
Secretary

the
State

hope
this

done

changes
must
be
made
during
the
month
of
March
or
April

each
of
the
odd
number
of
years.

an

Court
plan

making
this

even

eliminated

maintain

fire

EMS
because
of
the
safety
Factor,
the
liability
Factor.
The
cost
is
much
more
than
what

general
public
pays
for
some
items,
so
the
increase
of
funding
is
is
very
much
appreciated.

don't
appreciate
is
a
disrespect
that's
given
to
the
fire
departments
when
it
comes
to
this
funding
agreement
with
the
county.
You
know
we
have
a
signed
funding
agreement
with
this
County
and
we
try
to
abide
by
we've
tried
to
police
it.
We
try
to
maintain.
We
turn
in
a
budget
report
every
year
to
support
this.
What
we
spend
our
money
on
how
we
spend
it
right
now
we
have
a
newer
truck
financed,
it's
not
a
new
truck,
but
it's
a
newer
truck
for
our
communities,
very
good
truck.
It's
a
supply!

pay
our
initial
bills,
they're
all
set
up,
as
our
budget
report
reflects,
and
we
pay
these
bills
in
January.
Then
we
know
how
much
money

have
to
work
with
for
the
rest
of
the
year,

fundraisers,

quarterly
funding,
that's
going
to
hurt
the
smaller
departments,
the
less
funded
departments,

we
have

finances
set

need

change

funding

going

the
criminals
know
it

they

least
likely
they
are
to
get
caught,

they've

the
deputy
numbers
that

presented

believe
that
the
numbers
that
were
presented
by
the
constables
were
not
fully
addressed.

amendment

tabled

Commissioners
can

time
talking

their
constituents

that

ratios
of
counties,
populations
and
the
responsibilities
indicates
that
we
have
excess
capacity.

have
the
data
you
have,
the
the
hard
data
on
cases
that
are
filed,

believe
quarterly,
with
the
state
of
Texas
from
each
of
of
these
precincts
and
I.

Think
the
Commissioner's
Court
needs
to
take
a
really
good
look
at
that
information.

fact
is
that
our
JP
and
Constable
responsibilities
are
very
important
to
the
operation
of
of
Chambers
County.

are
very
fortunate

have
some
very
good
elected
officials.

Stanley
I
know
is
excellent.
All

them
are
excellent.

Donnie
Stanley
is
a
reason
our
rant
for
County
Commissioner
in
the
first
place,
because,
if
the
job
that
he
was
doing
and
how
he
was
treated
by
some
other
elected
officials,
the
caseloads,
though,
vary
greatly
between
the
sixth
Precinct
and
the
Commissioners
should
consider
combining
those
those
precincts
the
Commissioners.
Don't
decide
who
gets
the
job
and
who
doesn't
that's
up
to
the
voters
to
decide
who's
going
to
be
their
their
Constable
or
their
JP.
So
that's
not
up
to
the
court
to
make
that
determination.

I
estimate
that
the
current
tax
dollars
that
are
currently
being
spent
in
my
opinion
would

be
much
better
utilized
if
it
was
provided
with
full-time
law
enforcement.

other
words,
if
you
you've
changed
some

dollars

Sheriff's
Department,

that
we
have
full-time
law

absurd
to

have

number

Municipal
Courts,
including
the
City

many
of

may
not

city

Municipal
Court
established.

not
used

not
a
lot
of
Need
For

Old
River,
Winfrey

Harris

can

at
the

plus
counties
that

populations

with

site

firm
for

multinational
firm

chemical
production
facility
along
the
Gulf
Coast
Chambers
counties
emerged

finalist
location.

a
competing
location.
Texas
city
was
currently
right

Jefferson,
County
and
Liberty
County

competing
counties
in

state
of
Louisiana

two
other
sites
as

capital
investment

with

of
endured
over
the
past
year.

currently

from
the
beginning
of
the
pandemic.

recorded

positive
cases.
We
currently
only
have
48
Active
cases
and
for
us
this
is
a
huge
win,
because
y'all
remember,
we
had
over
three

four
or
500
Active
cases.
At
one
point
just
you

Six
weeks
ago,
we've
recorded
97
deaths
and
I'll,
give
you
some
statistics
on
those
as
well.

to

little
bit

an
idea
about
the
number
of
cases
that

happened
during
the
last
wave
August

we
had

new
cases
in
a
three-week
period,
they're
averaging

day
and
we
had

rate

far
as
vaccinations

who
people

ask
us
about
vaccinations
and
those
people
who
have
passed
away
of
those

new
ones
that
passed
away

33
of
them
were
not
vaccinated,
one

partially
vaccinated
and
six
were
fully
vaccinated.
Our
current
immunization
rates
in
Chambers
County
have
also
increased
since
mid-july.

percent,

extremely
excited
about
we're
working
hard
on

represents

our
eligible
residents,
which
is
a

bit
over

who
are
eligible

receive

we're

we
still
have
vaccine
pods
every
Friday,
as
everyone

well

the
news
and
you
hear

approved
booster

is

than
the
third

CDC
is
also
giving
guidance
on

we
reduced

fields
at
the
West
Side
complex
from
four
or
from
eight
to
four
we're
currently
looking
at
options
for
putting
soft
soccer
fields
in
that
area.

between
so
here's
some
construction
photos
that
were
taken
on
Friday
of
the
current
site,
we're
looking
forward
to
having
a
groundbreaking
tomorrow
