Looks
like
everyone's
present
morning,
james
county
commissioner
scorecam
dollar.
This
is
tuesday
night
day
of
february.
2021
of
course
started.
9
30
a.m,
posted
at
9

a.m.
It's
now
9
37
a.m.
Sorry
been
tied
up
with
the
coven
blame
everything
on
the
cove,
but
of
course,
so
seriously
been
busy.
We
finally
got
on
the
new
county
court
at
law.
Judge,
judge
scott
hill
has
graciously
offered
to
say
the
prayer
this
morning
and
lead
us
in
the
pledges
y'all.
C
A
C
Will
make
decisions
that
we
hope
and
pray
are
glorifying
to
you
and
also
stand
before
you
in
a
way
that
we
just
hope
continues
to
glorify
and
exemplify
your
will
through
your
word
and
the
holy
spirit,
lord
god,
please
lead
god
and
direct
us
in
each
of
our
decisions,
inspire
discussions
and
let
them
be
pleasing
to
you.
We
ask
all
this
in
jesus
name,
amen,.
D
B
A
You
all
right,
there
are
no
citizens
comments,
we're
going
to
go
right
into
1.1.
Let's
discuss
the
consider
department
update
public
health,
as
I've
told
all
the
county
employees.
Our
priority
right
now
is
vaccinations
which
I
know
you
all
know
that
so
I'm
preaching
to
the
choir
and
and
we're
doing
everything
we
can
to
get
everyone
in
the
county
vaccinated
just
as
quick
as
possible,
all
right,
mary
beth.
E
Good
morning
it's
been
a
while,
since
I've
seen
y'all,
it
seems
like
maybe
it
hadn't
been
too
long.
So
thank
you
for
having
me
here
again
today.
Judge,
let's
see
I'll
start
off
with
case
counts
in
the
county,
and
these
are
we
have
a
a
few
days
that
we
need
to
add
data
to,
but
currently
we
have
a
total
of
four
thousand
15
cases.
E
E
I
think
in
fort
bend,
county
and
so
they're
doing
a
lot
of
what's
called
genomic
surveillance,
which
just
identifies
some
of
these
new
strains,
and
I
don't
know
that
necessarily
they
may
be
a
stronger
variant,
but
I
know
that
they
are
more
contagious
so
and
so
far
I
think
they've
identified
that
the
vaccine
is
has
a
protective
effect
against
these
new
variants.
E
So
in
our
vaccine
effort,
as
you
are
all
aware,
we
are
a
vaccine
hub
and
we've
been
working
extremely
hard
to
get
our
county
residents
vaccinated
as
well
as
folks
in
our
region
as
a
vaccine
hub.
One
of
the
most
frequently
asked
questions
we
get
are:
is
anyone
eligible
to
be
vaccinated
in
our
hub?
And
the
answer
is
yes:
when
we
signed
up
as
a
vaccine
hub-
and
you
know
anyone
can
come
through
our
hub
and
register
to
be
vaccinated,
it's
just
part
of
it.
So
our
you
know
our.
E
What
we
have
to
weigh
is
is
getting
very
little
vaccines
into
our
county
to
vaccinate
our
residents
or
being
a
hub
and
getting
more
vaccines,
weekly
and
vaccinating
pretty
much.
Whoever
registers
and
most
of
the
people
are,
you
know
from
our
in
our
surrounding
region,
so
right
now
what
we
have,
what
we
have
vaccinated
through
chambers,
county
public
health,
I'll
give
you
numbers
throughout
the
county,
but
through
chambers,
county
and
public
health,
we
have
to
date
received
5
800
doses
of
vaccine.
E
We
have
administered
3400
doses,
3200
of
those
are
first
doses
and
we
have
administered
169
second
doses,
so
we're
just
now
kind
of
starting
to
come
around
to
the
second
doses
and
the
doses
we
have
on
hand
are
2,
300
doses,
and
I
know
it
sounds
like
a
lot.
The
first
week
that
we
received
doses
were
we
actually
received
2
400
doses
the
first
week
that
we
received
of
vaccines.
E
So
basically
every
friday
we
received
our
allotment
for
the
following
week.
So
this
past
friday
we
received
our
1200
doses
for
this
week's
vaccination
hub
and
so
but
again
that
first
week
we
received
another
1200.
So
we're
still
trying
to
play
catch-up
and
trying
to
you
know,
work
everything
out,
but
our
goal
really
is
to
vaccinate
1200
a
week
and
so
that
in
that
2370
doses,
some
of
that
also
is,
and
that
number
is
second
dose
vaccines
that
we've
also
received.
E
So,
for
example,
tonight
we
have
a
second
dose
of
vaccine
clinic
tomorrow
night
we
have
a
second
dose
vaccine
clinic
and
those
aren't
doses
that
are
included
in
the
hub
site.
Those
are
doses
that
just
my
staff
goes
and
vaccinates
those
eventually
we
will
and
then
friday
we
go
to
both
we
go
to
two
school
sites
and
we'll
vaccinate
all
day.
Second
doses,
eventually,
those
second
doses
will
just
be
included
in
the
hub.
E
Let
me
think
so
again:
we
have
a
really
good
system.
We've
had
a
lot
of
teamwork.
I
see
ryan's
on
the
line
he's
probably
going
to
talk
to
you
about
the
pod
side.
I'm
not
really
sure
if
that's
what
you're
going
to
do
ryan
but
I'll,
let
him
talk
about
that
a
little
bit
more
in
detail,
what
we're
doing
also
just
from
a
public
health
perspective
as
this
public
health
initiative
moves
forward.
E
One
of
the
things
the
state
really
wants
us
to
do
is
focus
on
the
over
65
population,
because
we
know
that
they're,
you
know
adversely
affected
by
this.
So
we
are
really
reaching
out
to
that
we're
meeting
with
all
of
our
local
partners
in
healthcare,
a
lot
of
our
local
leadership
who
know
that
they
can
help
us
identify
some
of
those
population
city
mount
bellevue.
E
We
had
an
amazing
hub
with
them
our
amazing
vaccination
site
last
week
week
before
last,
where
they
they
reached
out
to
their
senior
center,
and
we
were
able
to
vaccinate
close
to
465
and
older
just
in
one
one
morning.
Actually,
so
we're
still
focusing
on
that
over
65
and
really
the
state
wants
us
to
reach
that
over
75
population
we're
actively
doing
that.
We're
also
focusing
on
those
hardest
hit
zip
codes,
and
we
can
actually
gis
map
that
those
hardest
zip
codes,
specifically
in
our
county,
so
we're
actively
doing
that
as
well.
E
We're
partnering
with
ems
with
analac
ems,
with
ron,
as
well
as
reaching
out
to
our
other
ems,
to
reach
those
homebound
patients
through
our
2-1-1
and
anyone
else,
who's
helping
us
identify
those.
So
you
as
commissioners,
the
judge
anyone
else
we're
reaching
out
to
those
those
homebound
people.
Please
contact
us
and
we're
we're
actively
working
on
that
as
well.
E
The
hospitalization
rates
are
still
between
15
and
16,
which
they
have
come
down
a
little
bit,
so
we're
still
not
consecutively
down.
Actually,
I
don't
even
know
that
we've
had
one
day
below
15
and
our
house
and
our
tsa
are.
E
I
was
going
to
give
you
all
together-
the
chambers
county,
vaccination
number
so
as
a
county
as
a
whole
with
all
of
our
six
other
vaccination
partners,
we
have
to
date
vaccinated
62,
almost
6
300
people
in
chambers,
county,
those
are
chambers,
county
residents,
and
so
we
will
continue
to
move
forward.
Also
just
know:
if
you
look
on
the
vaccination
website,
amtrak
is
slow.
Sometimes
it
will
only
update
once
a
week.
So
these
are
real
time.
E
D
E
Thank
you.
It
was
definitely
a
collaborative
effort.
It
was
that
walk
through
we,
the
first
walk
through
we
did
kevin
and
the
barbers
hill
school.
They
set
it
up
at
at
barbers
hill.
The
second
one
was
the
eagle
point,
and
so
I
think,
by
the
time
we
got
to
mcleod
and
emergency
management
as
well
as
public
health.
We've
done
a
lot
of
the
pods
and
pod
training
and
it
really
worked
well,
so
we'll
definitely
take
that
compliment
we've
taken
a
little
bit
of
a
beating,
so
we'll
definitely
take
that
that
compliment.
A
Yeah
it
it
has
worked
very
well.
So
if
I'm
figuring
it
right,
statewide
is
like
10
vaccinated
and
we're
getting
close
to
14.
C
F
I
mean,
I
know
it's
been
trying
times
with
and
I
greatly
appreciate
all
the
departments
working
together
and
pulling
together
to
to
do
what
we
need
to
do
for
our
residents
as
well
as
everybody
else,
because
of
and
I
mean-
and
I
understand-
and
mary
beth
I've
received
a
ton
of
calls
as
well
about
people
in
other
part
of
the
states
and
everywhere
down
here
to
be
vaccinated,
and
I
mean
above
and
that's
why
I
explained
to
him-
and
I
appreciate
you
keeping
us
up
to
date
on
that
as
well,
that
we're
open
to
everybody
and
we're
just
trying
to
work
together
to
get
everybody
vaccinated
and
get
this
stuff
the
herd
mentality
built
up.
E
Thank
you-
and
I
I
forgot
to
add
on
that-
that
we
so
we
have
a
waiting
list.
We
understand
that,
just
like,
I
think,
most
health
departments,
public
health
departments
in
texas
and
no
one's
registered
people
on
the
mass
scale,
like
we've
done
through
vaccinations.
So
you
know
it's
crashed
the
website.
It's
crashed
the
phones
not
just
us
but
statewide.
So
I
think
what
we've
learned
is
to
have
a
waiting
list
that
we
can
then
pull,
send
messaging
and
then
register
people
for
for
the
the
vaccination
websites
each
vaccination
clinics
each
week.
E
So
we
encourage
everyone
to
get
on
the
waiting
list.
It's
on
the
public
health,
vaccination
page
so
get
on
the
waiting
list
and
then
actually
then
we
can
also
target
over
65
population
2
through
our
hub
and
you
know,
and
a
lot
of
chambers
county
residents
do
come
through
the.
I
don't
want
people
to
think
that
it's
that
everyone
else
has
an
unfair
advantage,
because
a
lot
of
chambers
county
residents
do
get
vaccinated.
E
You
know
you
know
our
drive-through
and
vaccinated
1100
people
and
a
good
bit
of
those
were
chambers
county
residents.
So.
A
So
most
every
department
has
been
a
part
of
this
operation
and
we
still
need
volunteers
so-
and
I
say
volunteers
you're,
an
employee
you're
getting
paid,
but
we
need
you
to
say
hey.
I
got
time
to
step
out
of
my
job
for
a
day
or
two
and
come
over
and
help
out.
We
still
need
those
folks.
I
mean
the
lauren
has
a
call
center
set
up
across
the
island
emergency
operations
center
with
six.
Ladies
and
it's
working
very
very
well,
that's
where
we're
putting
the
wait
list
together,
so
ryan.
G
Yes,
sir
good
morning
so
kind
of
to
give
a
little.
B
G
About
the
revamp
that
was
done
so
it
it
was
obviously
noticed
when
registration
booked
in
just
a
few
minutes
a
few
weeks
ago,
that
the
vaccines
are
in
high
demand
and
people
from
all
over
the
area
out
of
state
out
of
country
are
booking.
I
mean
they're,
sharing
it
with
their
friends.
It's
on
social
media.
It's
not
a
problem.
B
G
To
chambers
county
by
any
means
they're
having
this
issue
statewide
when
you
get
on
conference,
calls
they're
booking
multiple
sites
not
showing
up
at
some
mary
beth
prepped
me
from
wrong,
but
I
think
we
had
like
40
no
shows
the
other
day,
and
so
everyone
every.
H
G
Department
from
my
understanding
is
having
the
same
types
of
issues,
so
what
we
did
to
try
to
get
better
control
of
the
registration
process.
We
can't
do
any
more
of
the
firing,
the
gun
in
the
air
and
every
man
for
himself
on
that.
So
what
they
did
was
you
know
the
like
the
judge
mentioned.
A
phone
bank
was
set
up
across
the
hall
to
help
persons
with
those
registrations.
G
Our
senior
citizens
need
a
little
bit
more
help
with
the
registration
because
they're
not
as
sometimes
they're,
not
as
tech,
savvy
and
and
that's
just
because
the
newer
generation
of
people
were
born
with
a
iphone
in
their
hands
right.
So.
G
But
anyway,
so
it
you
know
it's
taking
a
long,
you
know
they're,
they
have
a
lot
of,
they
have
more
questions,
and-
and
so
we
realized
that
that
was
a
problem
that
that
that
people
were
coming
in
all
at
once
so
hard
to
to
and.
G
So,
but
the
good
thing
is
is
because
we
have
the
wait
list,
we're
able
to
sort
by
age,
and
so
what
we
did
yesterday
was
we're
targeting
the
oldest
of
our
population,
that's
asking
for
this
vaccine
and
then
we're
moving
down
from
there,
because,
as
meredith
mentioned,
the
dishes
wants
us
to
target
the
older
populations
first,
because
they're
they're
more
vulnerable
when
they
get
this,
so
that's
working
good.
We
still
have,
I
think,
some
kinks
line
out.
G
We
were
talking
about
it
just
to
give
you
an
and,
for
example,
yesterday,
before
any
calls
were
sent
out.
200
over
200
people
started
booking.
We
didn't
even
tell
anybody,
it
was
live.
Health
department
didn't
even
tell
anybody.
It
was
live
just
by
the
fact
that
the
link
started
working
people
started
trying
and
started
sharing
it.
So
we
were
still
trying
to
register
some
seniors
senior
citizens
here
in
the
county
and
and
then
registration
filled
up.
C
G
In
addition
to
that
kind
of
the
pod
site,
the
indoor
concepts
working
well,
it
does
take
multiple
departments,
there's
not
enough
personnel
and
public
health
emergency
management
to
pull
it
off.
So
we
have
a
lot
of
different
departments
that
are
helping
with
that.
Honestly,
some
of
the
jobs
are
as
easy
as
just
being
an
usher.
I
like
to
call
it
and
helping
people
know
where
to
go.
You
know
station
two's,
open.
You
can
go
down
there
to
station
two
and
get
your
shot,
so
some
of
them
don't
require
a
lot
of
training.
G
A
few
of
the
positions
that
we
routinely
need
help
with
are
people
just
checking
to
make
sure
persons
are
registered
up
the
line.
We
call
it
the
chick-fil-a
model
if
y'all
saw
them,
we've
got
people
going
ahead
in
the
line
with
ipads
and
papers
to
try
to
to
get
ahead
of
it
that
way
when
they
come
in
that
they're
ready,
so
we
timed
them
the
other
day
and
mary
beth
yeah
chime
in
please,
because
I
know
you
were
timing
them
too.
G
We
were
both
kind
of
timing
when
someone
got
out
of
their
car
and
came
up.
I
started
the
clock
and
the
fastest
time
I
got
was
six
minutes
and
which
was
pretty
good
and
the
longest
time
was
about
17
and
that's
until
that's
when
they
were
ready
to
sit
down
for
their
15-minute
observation.
So
as
little
as
six
minutes,
they
were,
they
were
through
the
process,
had
their
shot
in
their
arm
and
was
walking
over
to
sit
down
and
wait
their
15
minutes.
So
did
you
get
time
any
time
comparable.
A
E
I
just
wanted
to
add
that
I
want
to
remind
everyone
that
this
is
not
these
aren't
vaccinations
for
general
public
and
I
think
people
forget
that
and
we
are
going
to
get
to
the
general
public.
I'm
sure
y'all
seen
there's
going
to
be
two
super
sites,
I'm
in
houston
and
in
dallas,
where
they're
going
to.
I
think
that
tmf
or
someone's
going
to
come
in
through
tdem
and
do
these
super
sites.
E
We
know
that
obesity.
We
know
that
people
have
these
underlying
health
conditions,
but
really
when
people
register
on
our
website
or
on
our
waiting
list,
it
does
ask
if
they
have
an
underlying
health
condition.
We
are
asking
that
people
be
honest
because
when
they're
not
they're
taking
some
one
spot,
that
really
really
needs
that
spot
and
so
and
if
they
do
sign
up
on
our
waiting
list,
we
encourage
people
to
sign
up
on
multiple
waiting
lists.
E
But
then
you
know
take
themselves
off
or
let
us
know
whenever
they
need
to
come
up
with
our
list,
because
you
know
those
unused
spots
they're
in
high
demand
and
so
that
we
will
have
enough
vaccines
in
the
future
for
everyone.
But,
right
now
we
need
to
reserve
those
for
the
hardest
hit
populations.
That's
all,
I
have
to
say:
hey.
F
Hey
mary
beth,
yes,
sir,
can
I
get
you
to
elaborate
on
something
because
I
I
think
I've
asked
you
this
here
before,
but
I've
had
numerous
calls
about
the
johnson
johnson
vaccine
and
I
know
everything
comes
down
from
the
state.
But
can
you
elaborate
a
little
bit
on
how
we
get
our
vaccine
and
people
saying
hey?
Let
me
wait
until
we
get
the
one
shot
vaccine
and
can
you
give
people
a
little
insight
on
how
that
works?
If
we're
going
to
get
it?
If
we're
how
that
goes,
please.
E
Yes,
yes,
so
from
what
I
understand
is
that
the
johnson
johnson
vaccine
is
still
you
know
it's
going
through
that
approval
process
just
like
pfizer,
then
madonna
did
so
it's
still
kind
of
in
that
emergency
use
authorization
process.
If
it
does
get
approved,
then
it's
you
know,
of
course
it's
the
one-shot
deal.
It
has
less
my
understanding
is,
it
has
a
less
efficacy
than
does
the
moderna
or
the
pfizer,
so
they'll,
probably
maybe
only
use.
E
This
is
me.
They
may
only
use
certain
identify
certain
populations
to
give
that
vaccine
to,
and
then
we
don't
get
to
choose
what
vaccine
we
we
get.
The
state
definitely
allocates
that
vaccine
to
us.
We
don't
check
a
box,
they
don't
we
don't
decide
if
they
send
us
pfizer
or
moderna.
We
have
an
ultralopes
freezer.
You
know
they
haven't,
sent
us
pfizer
vaccine.
E
A
Okay
again,
thank
you
too,
but
thanks
to
all
those
that
have
really
fished
in
to
help
out
with
what
we're
doing
here
so
sure,
and
it
is
something
good
that
we're
doing
so
keep
up
the
good
work.
Thank
you
very
much.
A
I
All
right,
very
good,
okay,
so
1409
just
go
over
the
last
estimate
that
was
approved
for
january.
The
original
award
for
this
project
was
18
million
817.
I
Change
orders
to
that
date
was
a
little
over
66
000..
Of
course
we
approved
the
change
order
at
the
last
court
for
107
that
hasn't
been
thrown
on
this
item
as
of
yet
so,
but
overall
I
mean
that
is
outstanding
for
a
project
of
this
size
so
really
doing
well.
I
13
million
eight,
so
we're
at
73
percent
complete
on
the
project,
with
only
about
40
percent
of
the
time
used.
So
there
again
outstanding
going
back
to
tech.
Stop
there's
not
many
projects
that
finish
like
that,
and,
of
course,
we're
not
finished,
but
we're
headed
strong.
I've
had
several
conversations
with
txdot
over
last
week,
letting
them
know
that
we're
getting
close
we're
should
be
placing
some
asphalt
on
the
project
within
the
next
few
weeks.
I
Talk
to
the
contractor,
if
there's
gonna
be
a
lot
of
interest.
Obviously,
as
we've
discussed
in
the
past
about
gaining
access
to
the
subdivisions
on
the
south
side
of
ih-10
as
soon
as
possible,
texas
sterling
our
contractor,
obviously
bid
that
as
a
closed
project
and
doesn't
wish
to
allow
that
unless
they
get
a
clearance
from
txdot
and
the
county
that
they're
good
and
any
additional
work
would
be,
you
know
done
by
cost
increase,
in
other
words
that
there's
nothing
they
wouldn't
have
any
out
of
pocket
if
they
open
it
up.
I
I've
talked
to
txdot
and
in
general,
they're
they're.
Okay
with
that
as
well.
So
I
I
believe,
as
it
looks
right
now,
that
we
will
be
able
to
get
this
paved
and
have
a
punch
list
now.
I
guess
it
depends
on
the
the
size
of
the
punch
list,
but
essentially
we
should
be
pretty
close
at
the
end
of
march
on
the
south
side
of
ih-10
and
right
now
our
schedule
looks
like
about
mid-summer
for
the
remaining
project.
I
Also,
this
week.
Actually,
just
yesterday,
I
got
a
email
from
the
district
office
in
beaumont
concerning
the
bridge
project
that
we've
been
trying
to
move
forward,
and
they
have
we've
got
to
the
point
of
sending
that
project
to
austin.
Finally,
they
submitted
it
this
this
week
and
are
anticipating
approval
in
austin
and
sending
it
to
the
federal
government
for
final
approval
to
award
or
well
to
award
or
bid
the
project.
Actually
so,
hopefully
the
end
of
february
first
part
of
march.
I
We
should
be
able
to
bid
this
thing
bid,
the
bridge,
which
would
mean
us
being
able
to
submit
it
to
the
court
after
a
three
week
period
period,
basically
or
towards
the
end
of
march,
so
it's
taken
a
while,
but
we're
finally
right
there
at
that
point,
and
things
are
looking
positive.
I
We're
looking
at
12
to
18
months,
so
if
you
bid
it
so
basically
from
the
time
of
the
final
bid
into
march
to
starting
construction
is
normally
about
six
to
eight
weeks,
so
you're,
looking
at
april
end
of
may
essentially
essentially
starting,
which
is
actually
a
good
time
for
starting
bridge
work.
I
If
we
just
started
it
in
you
know
the
winter
months,
you're
not
really
doing
any
dirt
work
for
your
foundation
and
all
that
anyway.
So
hopefully,
with
that
type
of
start
point
and
then
finishing
out,
maybe
we
could.
I
mean
I
think
the
window
is
12
to
18
months
it.
You
know
it's
all
weather
dependent,
but
if
we
get
good
weather
I
mean
potentially
next
summer
we
could
have
a
you
know,
a
full
project
of
bri.
I
You
know
the
bridge
and
the
completed
roadway
and
everything
presented
to
the
to
the
public
of
chambers
county.
So
so.
D
I
No,
I
no,
I
think,
that's
definitely
reasonable.
All.
I
No,
the
roadway
will
be
open
that
we
we
separated
out
the
roadway
from
the
bridge
and
so
like
I
said,
I
think,
the
way
you
know
talking
to
several
texas
officials.
It
appears
that
they're
they're
okay
with
allowing
us
even
to
utilize
the
south
section
of
1409.
I
If
we
can
get,
you
know
it
completed
and
the
punch
list
all
complete.
Maybe
you
know
late
spring,
even
you
know
even
before
the
north
section,
so
I
I'm
anticipating
at
this
point
being
able
to
utilize
the
south
side
of
I-10
before
the
end
of
may
and
the
the
whole
job
before
the
end
of
summer
minus
the
bridge
and
then
the
the
bridge
delivered
next
summer.
So
that's
all
good
and
anyway
and
then,
of
course,
you've
got
the
perry,
slash
gill
extension,
that's
happening
in
mont
bellevue
and
several
of
the
subdivisions
tying
in.
I
So
it's
definitely
timely.
I
It
is
the
same
time
yeah
it's
it's
coming
together,
so
really
great
decision,
I
think,
by
the
court
to
move
this
project
forward.
The
bridge
you
know
last
year
so
anyway,
hey.
A
I
No
once
the
roadway
is
complete,
we
will
start
gaining
our
first
check
for
the
roadway
portion.
I
So
actually,
as
long
as
we
I
mean
the
way
it's
set
up
it
should
they
should
trick,
they
should
check
the
traffic
volumes.
I
believe
in
september,
we've
asked
them
to
check
it
once
school
starts.
You
know
so
that
we
would
be
at
our
essential
highest
traffic
volumes.
Normally
the
summer
is
not
the
best
time
to
check
traffic,
so
hopefully
we
have
it
open.
I
mean
without
the
bridge
it's
not
going
to
be
a
high
traffic
usage,
but
we'll
get.
We
should
be
able
to
get
something
back
on
it.
I
A
I
With
gill
and
lakes
of
champions
connecting
and
some
of
the
other
stuff
I
mean
it,
it
should
start
getting
some
traffic
yeah.
A
A
I
J
Good
morning
y'all,
I
saw
sinchall
spreadsheet
last
yesterday.
I
didn't
know.
If
you
had
time
to
look
at
it,
it's
the
ending
of
2020.
You
can
see
that
you
know
our
balance
at
2020
was
31
million.
We
spent
14
million
and
all
the
outstanding
that's
out.
There
is
around
8.6
million,
so
that
leaves
a
total
of
23
million,
so
projecting
the
for
the
project
to
have
a
balance
of
7.9
and
then
project
going
further
with
the
bridge
estimate
at
5.4.
J
So
you
have
about
2.4
million,
for
you
know
any
kind
of
change,
orders
or
contingencies
for
this
project,
so
so
far,
everything's
looking
really
good
for
the
money
side
of
this.
D
D
That
2.4
represents
the
change,
orders
or
eight
change
orders.
We've
already
got
known
first.
A
So,
commissioner
hammond
commissioner
nelson
worked
on
this
for
14
years,
you're,
finally
bringing
it
to
fruition.
I
appreciate
it.
A
A
There's
been
a
little
discussion
over
the
abandonment
of
that
acreage
once
the
3180
goes
straight
under
the
underpass
and
bellevue's,
claiming
the
north
side
county's
going
to
claim
the
south
side
cory,
you
want
to
address
it.
I
mean
it's
it's
like.
D
So
judge
on
the
on
the
north
side,
the
city's
also
going
to
take
ownership
of
the
road
and
it'll
become
part
of
eagle
drive
and
they'll
maintain
the
road,
the
road
that
four
acre
road
portion
of
it,
that
goes
to
I-10
yeah
all
the
way
to
I-10.
Yes,.
A
D
A
So
we
we've
got
to
we've
got
the
resolution
in
the
packet,
but
if
you'll
authorize
us
to
put
together
a
resolution,
we've
got
my
bellevue's
resolution
in
the
packet.
All
right
put
together
a
resolution
and
get
it
okay
by
the
county
attorney,
miss
kane
and
we'll
move
forward
with
it.
So
I'll,
entertain,
emotion,.
A
A
We
have
legal
rights
and
a
shot
at
some
of
that
property.
Now
we're
also
working
with
the
city
of
bellevue
to
you
know
they
would
like
to
have
all
of
it
because
it
is
interest
to
their
city,
and
maybe
we
can
work
some
other
things
to
make
that
happen,
but
that's
all
kind
of
working
in
the
background.
So,
okay,
thank
you,
judge,
no
intentions,
this
time
all
right
again,
motion.
Second,
those
in
favor
closed
motion
carries
all
right:
okay,
bj
lauren
anybody.
A
Okay,
we'll
go
and
send
it
to
him.
We'll
come
back
to
economic
development,
tourism.
Let's
go
on
to
the
consent
agenda.
A
B
F
A
Go
ahead,
what
about
would
say
loan,
oh
34,
to
approve
the
meeting
the
county
purchasing
policy
for
emergency
post-disaster
purchasing.
You
know
we
could
approve
it.
George
is
out
he'd
rather
wait,
so
I
say
we
label
it.
Unless
you
would
like
to
do
something
different.
F
Number
21
number
21
judge.
We
just
had
a
typo
on
this-
that's
ems,
and
that
should
be
the
fire
department.
A
F
A
All
right
precinct,
two
mark.
B
All
right
judge,
I
was
looking
at
also
five
and.
A
A
Okay,
go
ahead:
oh
the
county.
B
F
A
A
Perfect
all
right
anything
else,
tommy
give
mr
hammond
okay,
commissioner
combs.
D
Well,
I
want
to
thank
commissioner
gore
for
clarifying
that
that
number
21
was
the
volunteer
fire
department,
so
I
assume
we
do
own
that
building
then
right.
F
D
Okay,
and
so
then
the
other
one
I've
got
is
number
17
judge,
1917,
yes,
sir,
and
on
that
one.
This
is
really
a
question
for
purchasing
and
what
we
have
is
a
contract.
That's
in
the
amount
of
102
000.
Originally
we've
got
a
14
000
credit,
so
it
drops
the
actual
contract
down
to-
I
guess
87
000
and
some
change,
but
yet
the
purchase
order
is
still
reflecting
102
and
that's
in
our
packet.
A
Yeah
well,
the
the
part
the
purchase
order
would
have
been
for
the
total
amount.
Aaron's
standing
here,
he
can
go
in
there,
the
purse
storage
402.
That's
the
original
purchase
order,
correct.
J
Yeah,
I
think
what
will
happen
is
they'll
show
it
on
an
item
on
the
purchase
order
for
the
credit
on
that
po.
So
it
looks
like
they
probably
didn't
put
the
credit
in
for
that
one.
Yet,
commissioner,
but
it
will
show
credit
on
there
on
the
one
of
the
item.
Descriptions.
J
A
All
right
I'll
entertain
a
motion
for
everything
except
five
and
six
and
34.
so
move
judge.
F
A
A
C
A
A
All
right
we're
going
back
to
economic
development
and
tourism.
5.1
discussing
plastic
express
reinvestment
zone
application
good
morning,
bj.
H
Martin
judge
commissioners,
the
application
request
is
related
to
an
application
that
was
accepted
by
the
court
on
the
12th
of
january
and
approved
on
26th
of
january
as
as
part
of
the
statutory
requirements.
The
request
to
move
forward
with
the
tax
abatement
process
plastic
express
has
presented
this
application
to
conduct
a
public
hearing
to
designate
to
create
the
reinvestment
zone,
so
they
can
move
forward
with
the
tax
payer
process.
H
The
date
that's
proposed
is
february.
23
2021.
H
A
tax
abatement
in
2019
went
through
the
tax
abatement
process
and
the
abatement
agreement
was
executed
in
december
of
2019.
Their
intent
was
to
move
forward
and
complete
their
project
in
the
cedar
port
industrial
park.
They
were
not
able
to
do
that.
There
was
a
cover
letter.
That's
been
presented
to
judge
sylvia,
explaining
the
exciting
way
circumstances
by
a
contract.
There
are
two
areas
or
events
of
default.
H
One
of
the
events
of
default
as
part
of
the
tax
abatement
agreements
is
that
during
the
abatement
period,
the
county
may
at
this
discretion,
declare
default
if,
in
fact,
the
taxpayer,
at
least
in
this
case
for
almost
fails
to
commence
construction
of
facility
improvements
within
one
year
of
the
day
being
executed,
which
is
back
in
december
of
2019.
H
But
you
know,
given
that
it
is
at
the
court's
discretion
that
counties
if,
in
fact,
the
county
does
declare
the
fault
that
the
county
would
notify
from
us
in
writing
had
some
discussions.
They
they're
aware
of
the
this
discretion
that
the
court
has,
and
so
what
we
have
before
you
is
a
re-request
for
tax
abatement,
which
has
already
been
approved.
There
was
a
an
agreement
that
was
executed,
but
not
start
construction
because
of
covert
related
impacts
to
their
client.
H
There
are
two
items
that
are
presented
to
the
court
for
consideration.
You
know
the
idea
that
court
has
already
approved
the
application
and
entered
into
agreement
with
from
us,
and
the
comptroller's
office
has
already
been
made
aware
of
the
reinvestment
zone.
The
appraisal
district
has
already
presented
all
the
documents
that
are
associated
with
it.
H
What
is
recommended
for
the
course
consideration
is
to
accept
this
application
as
a
basis
to
move
forward
with
the
process,
but
the
reinvestment
zone
is
not
being
impacted.
The
tenure
of
the
reinvestment
zone
will
be
in
effect
sufficiently
to
us
to
allow
for
simply
amending
their
existing
contract
to
reflect
abatement
starting
being
effective
january
1
2022..
H
So
that's
what's
being
presented
to
the
court
to
accept
this
application
as
a
basis
to
move
forward
with
the
amendment
of
the
of
the
current
agreement
and
not
declaring
from
this
llc
in
default
contract,
which
is
at
the
course.
A
A
So
what
are
you
recommending?
Bj
the
court.
H
Except
this
request,
this
tax
abatement
application
as
a
basis
to
move
through
with
presenting
requests
to
amend
the
existing
contract
at
the
next
available
court.
B
A
Thank
you
most
of
my
commissioner
hammond
seconded
by
mr
gore
and
clarify
that
that
motion
is
what
bj
put
on
the
table.
Tommy
commission.
H
F
F
It's
very
out
and
talking
with
a
lot
of
other
counties,
I
think
there
was
250
commissioners
and
mixed
in
judges
there,
but
listening
to
them
to
the
struggles
that
a
lot
of
counties
are
going
through
that
are
not
having
the
growth
that
we
are.
I
greatly
appreciated
the
the
aggressiveness
and
the
the
forethought
that
we're
doing
with
our
abatements
to
continue
to
have
growth
within
our
counties
because,
like
I
said
talking
with
a
lot
of
other
counties,
there's
some
there's
some
counties
out
there
that
are
really
struggling
right
now.
D
A
Fine,
let's
go
to
that's,
I
think
we've
covered
it
all,
except
what
we
tabled
for
executive
session.
A
Excuse
me
so
under
personnel,
section
551074
of
the
government
code
and
also
consultation
with
attorneys
section
551071
we're
going
to
go
to
executive
session,
we're
going
to
take
about
a
five
minute
recess
and
going
to
executive
session
at
10
30
and
we're
going
to
take
5,
19,
5,
19
6.
A
and
then
number
three
under
executive
session:
deliberate
deliberation
regarding
real
property.
A
A
A
A
B
B
A
A
All
right,
so
it's
12
18
p.m.
We're
back!
In
regular
session
of
commissioner's
court
after
executive
session,
we
took
back
two
items:
job
descriptions
of
payroll
changes.
A
F
B
A
A
A
A
F
A
All
right,
no
public
comments.
We
will
adjourn
on
the
public
hearing
still
12
20
p.m,
and
go
back
into
regular
session
of
commissioner's
court
number
two
discuss
and
consider
abandoning
vacating
the
right
of
the
county
right
of
way
known
as
co-op
road
located
east
of
saint
martin
street
