right
now
reflect
what
we
have
been
experiencing
over
the
past
month
and
what
we
expect
over
the
next
several
weeks,
these
cases
from
thanksgiving
from
christmas
from
new
year's,
so
I'd
like
to
just
get
start
off
by
giving
you
totals
and
then
I'll
talk
about
vaccines
and
just
in
general
public
health
measures.

the
last
numbers
we've
actually
did
were
on
january,
the
6th,
and
so
I
do
have
numbers
from
the
seventh.
We
actually,
we
recorded
our
for
64
cases,
which
I
don't
know
that
we've
ever
reported
64
cases
in
one
day
in
the
868
cases,
which
for
us
is
just
it's
a
lot
of
cases
in
one
day.

Overall,
we
are

Currently
we
are
14th
in
the
state
of
texas
for
an
average
number
of
cases
per
100,
000
population,
and
what
this
does
is
just
kind
of
level
the
playing
field
looking
at
every
county
in
texas,
a
number

a
14-day
period.
So
what
that
does?
Is
it
basically
says
per
100
000
population,
we're
averaging
about
161
cases?

And
that's
that's
just
not
good.
If
you
look
at
the
map
of
texas,
it
puts
us
really
high
like
we're
in
the
darkest
maroon,
so
it
just
really
just
means
have
widespread
communities
and
and
so
everything
we
do
slow
to
spread
masking,
urging
people
to
stay
at
home,
not
gathering
in
those
settings.
You
know
just
being
really
vigilant
hand
washing
cleaning
things
like
that,
it's
just
it's
just
kind
of
spreading
like
wildfire
and
so
kind
of
moving
forward.

the
big
thing
right
now
is
vaccines
and
I'll
tell
you
that
we've
been
we're
currently
finishing
up,
vaccinating

which
are

frontline
and
healthcare
workers,
there's
currently
five
vaccine
providers
in

county,

that
includes
us
eight
on
the
side,
htv,
west
chambers,
medical
center
was
just
allocated
doses
last
week.
So
those
are
the
only
two
providers
on
the
west
side
are
those
two
mid
county.

It's
only
us
and
then
on
the
east
side
of
the
county,
it's
berkshire
brothers
and
then
riceland
health
clinic
riceland
healthcare,
so
we've
all
been
vaccinating
1a.
Several
of
those
places
have
already
moved
along
to
1b
and
we
anticipate
that
we
will
be
able
to
also
move
along
to
1b.
But
again
you
know
as
a
public
health
initiative.
We
know
that
we
have
to
catch
all
of
those
in
1a
our
ability,
not
just
our
ability,
but
the
entire
county
who
have
received
allocations.

Our
ability
to
vaccinate
more
people
also
depends
on
dshs
allocation
of
vaccines
to
us
in
the
county,
so
not
only
the
allocation
but
our
ability
to
have
people
to
get
shots
and
arms.
So
as
we
receive
more
allocations
us
as
a
public
health
department,
we'll
partner
with
our
local
ems
partners,
other
school
nurses,
volunteers
from
our
health
clinics
to
do
drive-throughs
and
we're
currently
working
on
logistics.
For
that,
but
again
we
have
to
secure
more
doses
from
dshs
and
that
decision
is
not
made
by
us
it's
made
by
dshs.

We,
you
probably
also
saw
we
did
release
information
on
sunday.
The
dshs
realized
this
that
they
could.
You
know,
allocate
that
all
the
doses
they
wanted
to
to
different
places
throughout
the
state,
but
that
getting
people
to
actually
give
those
doses
was
lacking.

they
did
was
made

hubs
by
the
state
of
texas
in
larger.
I
guess
jurisdictions
throughout
the
state
to
be
able
to
do
more
vaccinations
every
day,
so
the
closest
ones
to
chambers
county
are
in
harris
county.

the
city
of
houston,
as
well
as
harris
county,
and
so
we
put
that
information
we've
released
that
information.

know
we
shared
it.
I
think
that
samantha
has
also
helped
us
in
that
effort
and
the
ability
to
register
we've
posted

also

that

county

this

to

to
our

they
received

allocations
almost
two
weeks
before
we

they
received
the
pfizer
vaccine
and
they
received
a
lot
of
vaccine.
Initially,
that's
the
first
part
of

Second

have

lot
more
staff
and
a
greater
ability
to
vaccinate,
and
so
they
have
many
hospital
systems.

they
have
a
lot

people

in
our
county
safe
initially,

only

four
vaccine
providers
receive

small
amount
of
vaccine
and
everyone

received
vaccine

currently

responding
to
the
pandemic,

it
be
at
a
doctor's
office,
a
hospital
public
health
or
a
pharmacy
chain,
so
they're

trying
to
vaccinate
as
well,

currently

response
mode
to
the
pandemic.

very
difficult
to
try
to

vaccinate
the
population

as
you

respond

they

army

have

extremely

director

emergency
service
from
chambers
county,
and
this
is
kind
of
well.

me
change
my
slides

august
13th
of
last
year,
and
actually
the
conversation
started
well
before
that.
But
that's
when
commissioners
court
voted
to
merge
into
act,
ems
and
trinity
bay,
ems
and
the
chambers
county
ems,
with
the
exclusion
of
winning
u.s
and.
A

Must
allow
them
to
continue
to
be
independent
organizations.
September
10th
is
when
commissioners
court
took
a
vote
after
interviews
and
hired
me
as
the
director
for
chambers
county
ems
with
an
official
start
date
of
october
1st.

Some
of
those
expectations
that
were
talked
about
during
my
interview
and
during
the
initial
commissioner's
court
was
budget
protocols,
procedures,
policies,
medical
director
schedules,
software
employees
to
hire
doing
the
billing
services
and
all
of
those
other
things
that
we
discussed
in
commissioner's
court.
No
were
the
expectations
of
getting
chambers
county
of
us
up
and
running
october.

was
my
official
start
date
by
the
first
commission
score
after
that
we
had
established
and
approved
the
chambers
county
ems
budget
and
commissioner's
court
worked
with
the
purchasing
office
to
develop
the
rfp
for
the
medical
director
and
the
billing
services
to
get
that
going.

Obviously,
the
protocols,
policies
and
procedures
were
all
weighing
on
when
we
actually
got
a
medical
director
hired
the
medical
director
has
to
sign
off
and
approve
all
that
stuff
to
complete
the
paperwork
for
dshs.
So
I
started
working
on
creating
the
protocols,
the
policies,
the
procedures,
hiring
the
medical
director,
hiring
the
billing
service
to
establish
that
the
hiring
guidelines,
the
committee
to
provide
the
interviews
to
hire
all
of
the
admin
staff-
and
we
did
all
of
that.
Our
committee
for
the
interviews
for
the
admin
staff
was
ron
holzapple
bill,
bola
and
randy
berlin.

started
working
on
the
transition,
getting
introductions
to
the
local
facilities
to
san
jose,
to
methodist,
to
bayside
the
other
facilities
in
the
chambers,
county,
different
providers
and
started
working
on
completing
a
thorough
review
of
all
the
protocols
policies,
procedures
we
developed
skills
and
protocol
tests
for
all
the
potential
employees
and
as
we
move
forward
and
started,
reviewing
all
the
applications
and
posting
for
these.
For
for
the
full-time
staff
that
we
would
hire
and
part-time
staff,
we
were
going
to
hire
chambers
county
ems.

We
were
still
managed
to
get
our
ems
license
about
three
months
ahead
of
schedule
and
we're
able
to
get
our
gold
date
of
april
1st
of
2020..
We
were
able
to
get
all
the
medics
hired
and
put
in
place
during
the
start
of
the
covet
19
pandemic.

As
everyone
knows,
the
disaster
was
declared
on
march
12th
of
2020,
which
created
some
unique
challenges,
trying
to
get
medics
to
come
in
to
leave
their
full-time
jobs
in
their
careers
to
come
to
work
for
chambers,
county
ems,
we're
very
proud
of
the
team
that
we've
built.
We
have
over
100
years,
180
years
of
experience
with
all
of
the
full-time
medics
that
we
have
at
chambers,
county
ems,
with
our
15
full-time
staff
and
most
of
the
staff
left
other
long-term
jobs
and
careers
from
other
911
services
providers
to
come,
join
the
chambers
county
family.

We
were
able
to
get
all
of
our
vehicles
from
analac
and
trinity
bay,
ems
registered
to
chambers
county
with
the
assistance
of
the
purchasing
department
in
the
tax
office,
and
we
were
able
to
do
all
that
even
why
those
offices
were
closed
due
to
the
pandemic
and
with
the
assistance
of
the
purchasing
department,
we've
been
able
to
adapt.
You
know,
adapt
the
ems
service
to
some
of
the
county
policies
and
they've
worked
really
hard
to
accommodate
us
for
immediate
needs
and
kind
of
adapt.

The
purchasing
policies
to
fit
the
needs
of
ems
with
emergency
purchases,
things
that
nature
so
they've
been
working
really
well
with
us
so
for
disaster
response.
So
for
the
first
time
in
chamber
county,
we
actually
had
dedicated
full-time
employees
for
all
of
our
disaster
responses
and
it
worked
out
pretty
well
considering.
We
had
five
that
we
responded
to
this
year
to
allow
our
staff
us
to
staff
all
four
ambulances
and
have
reserves
capable
of
assisting
with
staffing,
shelters
or
other
needs
that
may
come
up
in
the
county.

So
the
disasters
that
we
stood
up
for
in
2020
were
covet.
19
hurricane,
laura
hurricane,
marco,
tropical
storm
beta
and
hurricane
delta,
we
went
in
service
at
the
upstart
of
the
covid19
pandemic
and
everything
that
we
did
in
in
when
we
initially
got
our
license.
Basically
revolved
around
that
we
had
shortages
in
ppe,
just
like
everybody
else.

During
the
pandemic,
we've
been
able
to
maintain
two
paramedic
mic
units
and
a
supervisor
on
duty,
even
with
the
lack
of
prn
staff
and
employee
quarantine
at
one
point,
chambers,
county
ems
had
seven
full-time
employees
on
quarantine
at
one
time,
with
a
full
staff
of
15,
and
we
were
still
able
to
maintain
our
minimal
staffing
levels
during
that
process
because
of
the
kovid
19
in
the
beginning,
towards
the
middle
of
march,
a
lot
of
agencies
across
the
region
restricted
any
part-time
access,
part-time
employment,
mount
bellevue
did
it
when
he
did
it.

We
even
did
it
here
in
chambers,
county
ems.
After
we
started
too,
because
we
weren't
sure
how
the
exposures
were
going
to
work.
We
were
still
learning
all
that,
so,
if
it
wasn't
for
the
actual
formation
of
chambers
county
ems
and
be
able
to
get
the
license,
the
way
we
did
it
could
have
resulted
in
the
lack
of
911
services
in
anahuac
and
and
in
the
beach
city
and
cove
area.

At
one
point,
in
the
beginning
of
march
middle
of
march,
we
our
supervisory
staff
that
we've
been
hired
early,
we're
actually
working
on
the
trucks
to
keep
those
trucks
staffed
until
we
can
get
the
license
to
get
up
and
running,
and
that
went
on
all
the
way
through
june.
I
believe
it
was
so
we
we've
had
very
lack
of
access
to
pr
and
staff.

We
were
able
to
put
some
software
in
place
through
approval
with
the
court
to
do
extensive
contact,
tracing
and
tracking
of
all
of
our
covid19
exposures
as
a
ems
organization
per
the
federal
mandates
and
ryan
white
law,
we're
required
to
track
every
covid19
exposure
and
track
it
just
like
we
would
if
it
was
a
a
needle
stick
for
hiv
or
hepatitis
or
anything
else.
It's
a
referral
condition
and
we
have
some
extensive
tracking.
We
have
to
do
so.

So
as
of
december
31st
with
our
numbers,
we
have
actually
transported
come
into
contact
with
331
confirmed
coven
19
patients,
and
we
had
another
18
118
that
were
flagged
as
potential
covet
19
patients
that
actually
tested
negative.
So
that's
the
exposure
the
medics
have
had
in
the
last
nine
months
to
cover
19
at
chambers,
county
ems.

For
our
hurricane
responses,
we
were
able
to
make
sure
ensure
that
all
four
aimless
were
staffed
pre-event,
so
that
in
case
we
did
have
a
disaster.
Those
ambulance
was
ready
to
provide
services
immediately
after
that
during
hurricane
laura,
especially,
we
assisted
with
the
evacuation
of
several
residents,
as
well
as
a
local
nursing
home
with
their
evacuations.

We
assisted
with
transfer
and
evacuation
at
some
of
the
local
hospitals
as
well
and
taking
those
patients
out.
We
were
able
to
utilize
our
staff
and
we
contacted
every
person
on
the
two-on-one
list,
which
initially
was
about
340
people,
and
I
think,
during
in
the
middle
of
laura,
updated
to
almost
700
were
able
to
go
through
that
2-1
list
make
sure
it
was
updated,
correct
it
and
were
able
to
contact
every
person
on
that
list.

That
answered
the
phone
to
find
out
if
they
needed
assistance
with
evacuation,
and
we
also
arranged
for
the
admission
of
three
hospice
patients
into
a
local
nursing
home
during
hurricane
laura
so
that
they
had
somewhere
safe
to
stay
and
had
medical
care
during
the
disaster.

We
were
able
to
do
that
by
coordinated
effort
with
communication.
We
had
daily
conference
calls
with
all
of
the
volunteer
fire
departments
and
ems
organizations
in
chambers
county,
as
well
as
some
of
the
hospitals,
to
ensure
that
everybody
knew
what
was
coming,
what
the
weather
was
going
to
be
like
and
what
the
plan
was
going
forward.

As
far
as
our
disaster
response
and
preparations
throughout
all
of
the
events,
we
made
sure
our
first
responder
organizations,
we
created
an
iep
for
the
first
time
that
we
that's
been
done
in
chambers
county
created
an
incident
action
plan
that
was
distributed
to
all
of
our
volunteer
fire
departments.
To
make
sure
everybody
was
on
the
same
page
as
far
as
radio
channels
staging
locations,
who
was
the
command
who's
going
to
be
a
fire
command?
Who
was
going
to
be
the
ems
medical
command
staging
command?

We
had
all
that
planned
out
and
made
sure
we
followed
the
ics
structure
and
the
safety
plan
so
that
everybody
was
on
the
same
page
during
those
responses
our
first
year
numbers.
So,
as
I
said,
with
kovid19,
it's
caused
a
lot
of
a
lot
of
changes
that
we've
had
to
adapt
to.

One
of
those
was
that
we
get
a
pretty
randomized
call
volume
and
I've
been
giving
my
monthly
updates
to
chambers
to
the
commissioner's
court
to
explain
that
we
have
some
months,
we'll
do
200
calls
and
another
month
we
might
only
do
120.,

fewer

we
projected
for
that
nine

assist

would

you

if
somebody
called
911,
because
a
young
lady
had
fallen
and
just
needs
help
because
she
slid
out

means
that
we
arrived

scene
and
there
was
no
injuries
or
the
patient
didn't
meet
any
type
of
criteria
to
be
actual
patients,
so
those

cancelled,
dead
on
scene
evaluated,

lot
of
mvas.
We
run
on
the
highways.
Those
are
patients
that
were
in
minor
mvas
and
might
have
minor
damage
to
their
vehicle,

don't

any
complaints

want

be
transported

transferred
to
air
medical.
We
flew
out

patients.
Last
year
transported
1148
patients
total.

seven
special
events
throughout

even
with

where
we
provided
additional
services

type
of
special

whether
it

drive-throughs

the
things
that
we've
noticed
during
the
covet
19
pandemic
is
that
our
als
level
calls
have
increased
substantially,
and
this
is
also
in
line
with
the
national
average
because
of
the
fear
of
being
transported
to
the
hospital
and
because
of

fear
of
covid19
people
didn't
want
to
go
to
the
hospital,
so
they've
been
waiting
much
longer
than
they
usually
do
to
call
911
for
treatment
or
go
to
or
go
to
the
regular
doctor's
office
and
go
to
the
clinics,
which
has
resulted
in
us
having
a
much
higher
als
level.

hard
to
tell,

then
one

the
good
things
is
over

month

runs
and
bls
runs

starting
to
even
out
a
little
bit
better
where
we
would
like
to
see
them.
So
we've
been
in
a
lot
of
public
campaigns
through
the
southeast,
texas,
regional
advisory
council,
as
well
as
our
local
rack,
rack
r.
I'm
trying
to
convince
people
to
go
to
the
hospital
and
go
to
the
doctors
and
receive
those
normal
treatments.

get
our
emtf
deployments.
So
we
signed
the
mou
in
august
with
the
southeast,
texas,
regional
advisory
command
council
and
the
dshs
in
the
state
of
texas
for
the
mtf
sanders
county
ems
was
tasked
with
the
state
mission
on
1022
to
el
paso
texas,
to
assist
with
kovid
19
transport.

provided
the
staff
staffed
ambulance
with
a
paramedic
mic
unit
to
do
transfer
patients
from
the
local
hospital
to
the
mobile
medical
tent.
Basically,
if
you
look
in
the
picture
on
the
bottom
left,
that
was
the
staging
area,
the
the
red
fence
part
is
the
hot
zone,
that's
where
the
patients
came
in
and
came
out
of
the
mmu
and
that's
where
we
brought
them
in
and
out
of
and
all
of
the
patients
that
were
actually
in
the
tent
city
that
you
see.

were
actually
positive,
covid19
patients
that
we
were
trying
to
wean
off
oxygen,
to
get
them
to
be
able
to
be
discharged
and
go
home.
We
we
assisted
in
over
chambers,
county
ems
and
the
other
units
that
were
there
actually
assisted
with
it
with
over
270
transfers
during
that
six
week
period,
and
we
also
start
did
several
transfers
from
the
local
hospital
to
an
air
field
to
fly
patients
out
via
private
aircraft
and
and
fixed-wing
aircraft.
So
we
were
able
to
do
that
currently
per
dshs.

waiting
on
the
final
tag,
relation
numbers,
but
our
reimbursement
from
dshs
is
going
to
be
near
about
132
thousands,
what
rate
reimbursement,
dshs
total
expenses
for
the
deployment
which
we're
still
trying
to

calculate
a
couple
extra
things
is
anywhere
from

believe
we're
just
trying
to
fix
a
couple
numbers

way

state
reimbursement
works

state
reimburses
us
for

deploy
the
state
reimburses

the
truck
actually

pothole
had

cracked
rim
and
a
tire

by
the
state
as

truck

dispatched

it
also
covers
for
the
same
benefits,
salaries

overtime
for
all

the
backfill
of
any
employees
that
were
covering
the
shifts
from

medics

currently
assigned
an
ambulance
to
a
strike
team
in
del
rio
for
cobia
19.

transporting

patients
for
two

half

hour
transports
from
del
rio
to

far
as
san
antonio

northwest

patients

mainly
critical
care
patients,

they're

on
dense.
They
have
extensive
medication,
drips
and
things
of
nature
that
they're
transporting
those
patients
and
treating
those
patients,

they
were
tasked
with
that

word
yesterday.

far

fire
departments

other
ems,
all
of
the
funding
packets
were
meld
out
beginning
of
october.

date,
we've
received
all

our
funding
packets,

exception

two
departments
that
had
some
issues.

fix

their
funding
packet.
Everybody
else
has
already
received
their
money
or
they're
on
the
agenda
today
for
approval.

trucks
in

responder

that

buildings

states

create
up
to
136
jobs.

abatement

some
of
the
other
sites

other
counties

texas
that
are
seeking
to
abate
taxes,

we
not
chambers
county
competes,
not
only
against
counties
and
texas,
but
parishes

louisiana

locales

the

this
project,
for
example,
the
establishing
a
distribution,
a
node
in
cedar
port
and
to
provide
services

logistics
distribution

product
to
seven
to
ten
states
is
substantial.

growth

and
distribution
and
transportation
warehousing
field.

an

of

competitive

fact

this

similar
to
a

of
operations
that
are
currently
in

plantistics,
ktn
and
others.

this
project

was
discussed

the
court
back
in
2019
they've,
been
in
due
diligence
for
quite
some
time.
Initially,
what
was
envisioned
was
1.6
million
square
foot
of
or
square
feet

warehousing
space,

they
finally
moved
forward
and
and
they're
moving
forward
with
half
that
capacity.

project
would
create
at
least
100
new
full-time
jobs
between
90
and
150
jobs
by
2026,
and
I

not

opportunity

the
proposed
economic
impact.

on
the
amount

more

out

advices
that
are

electronically

through
