It's
a
regular
meeting
of
the
commissioners
accords
tuesday
23rd
day
of
february.

E
Laura
want
to
thank
you
for
the
beautiful
weather
we
have
outside
everywhere,
everybody
kind
of
had
to
suffer
last
week.
The
whole
state
of
texas
and
a
lot
of
people
in
the
nation
are
still
recovering
from
that
effort.
E
I
want
to
thank
you
for
the
team
that
we've
assembled
within
the
county
and
with
within
the
state
and
the
federal
government
to
allow
us
to
deal
with
these
disasters
as
they
come
up
to
make
sure
our
citizens
are
taken
care
of
keep
everybody
in
their
thoughts
and
prayers,
just
passed
away
recently,
due
to
covenant
19
and
continuing
the
struggle
and
dealing
with
that
pandemic,
the
name
of
pray,
amen
and.
A
Let's,
let's
have
a
moment
of
silence
for
the
the
half
million
people
united
states,
folks
that
have
passed
away
due
to.
F
A
All
right
citizens
comments:
lauren
did
we
receive
any
all
right
for
the
record,
3
p.m.
The
day
before
court
is
the
deadline
to
submit
a
citizen
comment
right,
1.1
discussing
department
update.
We
have
public
health
again
this
morning
and
also
emergency
management.
Ryan's
going
to
talk
about
the
freeze,
so
mary
beth,
I'm
gonna
turn
over
you.
First.
D
Good
morning,
one
of
these
days,
I'm
gonna
join
a
visit
about
something
else
that
for
the
time
being
I'll,
give
you
a
little
bit
of
update
on
coven,
19
and
just
touch
on
vaccines
and
kind
of
where
we
are
right
now,
but
currently,
last
week
things
slowed
down
a
little
bit,
of
course,
because
of
the
freeze.
D
D
So
because
we
had
less
cases
coming
in
last
week,
we
were
able
to
recover
many
more
people.
Last
week
our
total
recovered
number
is
3993.
D
We've
reported
36
deaths,
we've
tested
a
total
of
21
720
and
we
currently
have
about
12
people
in
the
hospital.
As
the
judge
said,
we
did
reach
a
milestone
of
500
000
deaths.
This
week
we
still
continue
in
texas
to
record
about
4
400
cases,
new
cases
of
covet
a
day
and
in
the
united
states
we
have
about
3
000
deaths
attributed
to
covet
every
day,
so
it's
still
widespread
throughout
the
united
states,
which
is
why
we're
trying
to
continue
our
vaccine
efforts.
D
D
D
I
think
we
have
about
2700
doses
on
hand
and
again
last
week
we
got
put
behind
having
to
you
know,
delay
those
we
have
slated
to
vaccinate
about
3
200
people
this
week
and
those
include
first
and
second
doses.
Next
week
we
will
also
have
three
days
where
we
will.
Those
will
be
first
and
second
doses
and
again
those
will
be
about
three
thousand.
We
have
a
waiting
list
currently
for
anyone
who
wants
to
know.
We've
really
tried
to
put
that
out
there
and
it's
on
the
chambers
county
public
health
vaccination
webpage.
D
D
We
have
to
take
anyone
whether
they're,
a
chambers
county
resident
or
not,
and
so
what
we
do
is
then
we
we
put
those
people
right
into
the
slots
for
our
for
our
pod
dates,
which
are
two
to
three
days
a
week,
and
we
ask
that
everyone
and
please
be
patient
with
us
as
we
work
through
our
growing
pains
of
our
registration
system.
D
We
will
get
those
all
the
way
worked
out,
but
we
do
still
have
some
growing
pains
and
we
do
appreciate
everyone
kind
of
sticking
with
us
through
that
we're
currently
working
on
a
volunteer
registry
through
people
who
are
just
lay
people
to
volunteer
at
the
pod
sites.
It
does
take
a
good
bit
of
people
to
work
through
those
pod
sites.
They're
a
walk-through
pod
through
just
lay
people,
as
well
as
clinical
people,
to
actually
give
vaccines
and
then
also
work
in
our
observation
area.
D
D
Let's
see
what
else
I
have
on
my
list
also,
we
should
be
putting
out
something
later
on
today.
We
did
reach
a
milestone
this
week,
hospitalization
rates
for
seven
days
for
15
percent
and
lower,
and
so
we
were
able
to
go
back
down
to
restaurants
and
some
other
things.
We're
able
to
go
back
to
75
spars
reopen
as
well
as
surgeries
and
outpatient
procedures
were
able
to
reopen
again.
D
So
we
should
the
judge
received
a
letter
from
dshs
and
we
should
be
putting
something
out
if
it's
not
already
back,
if
it's
not
already
out.
So
that
was
great
and
we're
hopeful
again
that
those
trends,
hospitalization
rates,
new
cases
and
community
spread
we're
hopeful
that
vaccines
as
well
as
people.
You
know,
following
all
the
public
health
recommendations,
that
we
continue
that
the
last
thing
I
have
is
that
there's,
some
new
cdc
put
out
some
new
guidance
for
quarantine
if
you're
fully
vaccinated
two
weeks
after
your
second
vaccination.
D
If
you've
been
exposed
to
someone
who
is
positive
or
who
is
suspected
of
being
positive,
you
don't
have
to
quarantine,
and
so
you
do
need
to
still
talk
to
public
health
just
to
make
sure
you're
within
that
90-day
window.
But
that
is
some
good
positive
reassurance
that
that,
possibly
that
the
vaccine
is
really
strong
and
working
against
even
the
variant.
D
D
F
I
appreciate
the
job
y'all
doing.
I
know
the
effort
that
everybody's
putting
in
is
tremendous
and
the
teamwork
in
the
county
and
everything.
I
greatly
appreciate
all
the
departments
working
together.
I've
had
numerous
people
ask
that
after
they've
got
their
second
shot
and
the
weeks
went
by
they're
still
required
to
wear
masks
because
I've
had
people
pull
out
their
cards
and
show
us
and
and
stuff
like
that.
But
can
you
elaborate
on
that?
D
D
You're
still
going
to
be
required
to
wear
a
mask
hand,
wash
social
distance
and
those
kind
of
things
and
two
we
don't
know
exactly
who's
vaccinated
and
not
you
know
we're
not
wearing
a
pen
or
a
label
or
anything
like
that.
Even
if
you
have
your
card
and
again
remember,
we
are
still
just
about
four
months
out
four
or
five
months
out
from
those
initial
trials,
and
so
we
don't
have
all
the
information
you
know
we
may
need
a
booster.
E
A
Okay
and
I
don't
know
if
you
mentioned
sorry,
I
was
kind
of
distracted,
but
on
how
many
vaccines
we're
planning
on
giving
this
week.
D
Yes,
sir,
we
have
about
3
200
to
give
this
week
and
about
2700
next
week.
So
the
next
two
weeks
we'll
be
playing
ketchup
and
those
are
definitely
first
and
second
doses
and
then
from
there
on
out
it'll,
be
about
close
to
2200
every
every
week.
We're
not
a
super
site,
but
we're
we're
doing
our
hardest.
We're
trying
our
hardest
yeah.
A
And
it's
our
responsibility
to
vaccinate
the
people
and-
and
I
know
they're-
not
all
chambers
county
residents,
but
there
are,
but
most
of
them
are
in
our
region,
so
yeah
they're,
all
affected
and
they'll
affect
us
and
our
our
population.
Thank
you,
mary
beth.
All
right
you're
welcome.
Will
you
give
the
highlights
or
low
lights
or
whatever
you
consider
it
for
the
last
week's
freeze,
please.
G
Yes,
sir,
so
good
morning,
everyone
so
currently
trinity
bay
conservation,
district,
just
notified
me
they're
off
boil
water
for
all
of
their
customers.
I
just
want
to
say
that
I'm
afraid
I'm
going
to
forget
before
we
get
too
far,
so
I'm
going
to
help
them
get
the
word
out
on
that.
So,
as
you
all
know,
it
started
sunday
night
on
the
14th
very
quickly.
G
The
biggest
challenge
we
were
facing
was
difficulty
trying
to
help
people
the
way
that
we
we
really
wanted
to.
You
know
no
injuries
county
wide.
Of
course,
the
first
responders
were
all
okay.
There
were
some
periods
where
they
couldn't
drive
on
the
road.
Of
course,
when
the
freeze
was
bad,
but
we
had
difficulty
getting
red
cross
volunteers
in,
we
had
difficulty
getting
bottled
water
and
such
in
during
those
times
because
everybody
in
the
region
was
or
even
maybe
larger
than
the
region
we're
going
through
very
similar
things.
G
So
we
did
have
some
warming
centers
open
and
in
in
the
three
main
areas
of
the
county,
we
had
very
small
turnout
at
those
at
each
one
and
then
to
top
things
off
we
lost
water.
At
most
of
them
we
had
generator
power,
so
that
wasn't
a
problem,
but
then
we
lost
water
and
things
began
to
get
unsanitary
quick
and
couple
that
with
covid.
That's
that's.
What
made
the
warming
centers
very
problematic.
G
We
did
request
water,
bottled
water
from
the
state
and
we
didn't
start
seeing
any
of
that
until
saturday
morning,
and
that
was
only
one
pallet
which
didn't
go
very
far,
but
we
did
get
that
distributed
out
there.
We
have
a
little
bit
more
in
now
from
the
state
is
so
if
there's
any
needs
in
your
areas,
I
sent
an
email
out
yesterday.
G
So
far,
the
only
needs
expressed
we're
here
at
the
school
and
in
the
city
of
anawac,
because
they're
still
under
boy,
water
tbcd
was
in
good
shape
yesterday,
because
in
when
he
stole
the
ball,
water
was
lifted
and
then,
of
course,
now
the
rest
of
it's
lifted.
So
I
hope
this
little
situation
reports
I
sent
to
you
guys
were
helpful.
G
It
is
my
goal
next
time
to
send
to
use
that
template
closer
to
the
beginning
of
the
incident
or
the
first
day
of
the
incident
and
have
an
organized
report
to
send
everyone
in
future
events,
because
we
know
there's
going
to
be
something
else
happen
and
just
like,
we
always
do
we're
going
to
pull
together
and
we're
going
to
we're
going
to
take
care
of
it.
So
that
being
said
or
any
questions
or
anything
that
I
can
help
with.
A
No
great
team
effort
again
one
of
the
only
good
things
that
came
out
of
cobin.
We
now
know
how
to
have
meetings
without
being
in
person.
A
A
So
it
was.
It
worked
really
well
and
thank
you
all
of
you
who
worked
and
and
did
so
much.
I
was
in
the
warm
in
the
meetings,
but
I
know
there
were
a
lot
of
folks
through
bridge
and
ryan
and
communications
and
a
lot
of
people
that
were
out
in
it.
So
thank
you
so
much
appreciate
it.
A
Any
questions,
ryan,
okay,
ryan,
stay
on
1.2,
discuss
and
consider
commissioner's
court
order,
extending
the
county
judge's
disaster
proclamation
from
winter
weather
and
below
freezing
temperatures
from
212
21
through
220,
and
to
20
21.
A
We
need
to
extend
this.
Do
the
fact
that
we
are
still
in
recovery
so
to
keep
to
keep
everything
in
order.
We
need
to
extend
it
correct
around
anything.
G
Yes,
sir,
yes,
sir,
and
and
I
appreciate
you
mentioning
recovery,
I
failed
to
mention
that
so
fema
has
approved
individual
assistance
and
public
assistance,
so
the
county
is
currently
assessing
their
damages.
My
understanding,
preliminarily,
it
wasn't
a
whole
lot
as
far
as
our
public
buildings
went,
which
is
which
is
great.
You
all
have
heard
of
problems
that
citizens
have
a
lot
of
problems
with
busted
pipes
and
the
damages
that
are
covered
for
that.
So.
G
F
A
A
All
right,
any
other
questions
around
I'll,
entertain
a
motion
to
extend
the
disaster
proclamation
so
move.
F
H
A
No
other
questions
by
the
way
ryan
mentioned
that
we
didn't
have
a
whole
lot
of
damage
to
our
county
facilities,
so
kudos
to
the
maintenance
department
for
spending
a
lot
of
time,
preparing
our
buildings
and
parks
and
everything.
H
A
B
This
topic's
raised
some
discussion
this
morning,
so
I'd
like
to
present
some
facts
from
my
side
and
what
I
come
up
with
and
why
I
submitted
this
resolution
to
the
court.
So
chambers
county
spends
around
three
thousand
dollars
a
year
on
dues
to
different
associations
to
help
represent
the
county
which
that
includes
tac,
which
is
the
texas
association
for
counties
and
also
the
county
judge
and
commissioners
association.
B
So
some
of
these
guys
are
present
during
the
state
legislation,
sessions
and
they're,
basically
our
eyes
and
ears
for
us
to
keep
us
informed
of
what
bills
are
coming
to
the
house
so
so
out
of
that
3
200,
a
very,
very
small
portion
of
that
goes
towards
what
is
being
deemed
as
lobbyist.
So
last
year
alone,
unfunded
mandates,
cost
chambers
county
over
10
million
dollars.
E
B
B
A
All
right-
and
I
saw
something
that
said:
germans
county,
commission
court
considered
resolution
protecting
austin
lobbyists,
but
I
mean
I
agree
with
commissioner
hammond
that
in
my
mind,
we're
trying
to
protect
local
tax
dollars
from
having
to
be
spent
on
unfunded
mandates
that
the
legislature
has
put
on
us
over
all
these
many
many
years
and
it's
added
up
to
where
we
are.
Having
spent
a
lot
of
money
on
those
unfunded
mandates.
H
H
Well,
yeah,
I
think
state
and
government
lobbying,
including
the
school
districts
and
counties
and
cities
only
makes
up
about
10
percent.
The
private
lobbying
makes
up
about
90,
so
you
know
we
can't
voice
ours
and,
and
we
can't
have
a
voice
up
there,
have
someone
looking
out
for
us.
I
mean
we're
going
to
be
overwhelmed
by
the
private
lobbyists.
B
So
if
you
look
at
it
from
an
efficiency
standpoint,
we're
doing
the
right
thing
here
by
having
representation
up
there
and
keep
in
mind
these
guys
that
are
representing
us
at
the
state
legislature,
they're
well
versed
in
the
laws
and
the
bills
that
are
being
pushed
forward
so
and
basically
what
they
do.
All
they
do
is
bring
information
back
to
us
about
the
bills
that
are
being
considered
and
they
try
to
find
the
pros
and
cons
of
those
bills
and
give
that
information
back
to
us
so
that
we
can
make
sound
decisions.
A
A
B
I'm
not
opposed
I'm
not
opposed
to
a
better
process,
but
we
can't
just
stop
the
process
we
have,
and
now
we
have
right
now.
We
can't
just
kill
that
process
and
wait
around
to
come
up
with
some
other
process.
If
we
want
to
change
the
way
we're
doing
things,
we
have
to
change
that
and
then
adapt
that
and
forward.
So
we
can't
just
stop
what
we're
doing
right
now
in
the
middle
of
the
game
and
not
have
any
representation
whatsoever
at
the
state
legislation
session.
A
So
you
know
I've
gotten
several
calls
and
emails
this
morning
and
I'm
sure
the
rest
you
have
also
well.
I
know
you,
you
have
some
because
they
included
all
of
us
in
it,
and
I
understand
that
93
of
the
people
voted
to
do
away
with
taxpayers
has
been
reminded
of
that
several
times
this
morning.
B
So
you
know
I'm,
I
don't.
I
don't
really
know
where
the
40
41
million
dollar
number
figured
come
from,
but
I
know
what
chambers
county
spends
so
the
max
it
expense-
and
I
feel,
like
the
citizens
elected
me,
for
this
position
to
do
the
right
thing
by
citizens
and
I
feel
like
this
right
here
helps
to
protect
the
citizens
along
with
all
of
us,
because
we're
all
taxpayers,
everybody
in
this
room
is
taxpayers.
A
So
I
actually
from
the
research
that
I
had
aaron
doing
yesterday.
I
know
you
said
three
thousand,
but
it
really
it's
more
like
fifteen
hundred
dollars.
It
goes
to
the
county
judges,
the
commissioners
association
of
texas,
that's
actually
earmarked
for
for
those
efforts
at
the
legislature,
so.
B
B
A
A
E
B
Is
so
there
was
some
talking
points
for
the
bill
and
what
would
limit
the
ability
for
rural
counties
to
participate
in
legislative
process
would
create
an
inefficient
use
of
county
resources
by
requiring
county
officials
to
separately
communicate
with
legislators,
prevent
counties
from
expressing
a
collective
position
through
non-profit
associations.
B
B
A
A
Yes,
sir
sorry
I
missed
it.
Then
congratulations.
Commission
excuse
me
most
of
my
commissioner
hammond
to
approve
the
resolution
in
opposition
of
sb
234
and
hb
749
efforts.
Silence
county
officials
have
a
second
second
judge
questioned
by
commissioner
hammond
second
by
commissioner
combs.
Any
questions
comments
yeah
I
just
I.
F
A
Opposed
nay
motion
carries
one
negative
vote
that
when
they
vote,
is
commissioner
gore.
Thank
you
all
right.
Economic
development,
tourism,
5.1
public
hearing
at
10
am
regarding
the
floor
in
the
core
outlets
of
america
tax
abatement
agreement.
So
it's
10,
10,
10
or
9
a.m.
A
We're
going
to
go
into
recess
out
of
regular
session,
going
to
public
hearing,
also
on
5.3
public
hearing
regarding
the
plastic
express
2021,
reinvestment
zone
and
bj
simon
is
in
the
is
with
bayton
edf
is
in
so
we're
going
to
go
into
public
hearing
at
this
time
at
10
10
a.m.
A
I
You
go
okay.
Can
you
hear
me
now?
Yes,
sir?
Yes
good
morning,
judge
and
commissioners,
the
agreement
you
have
before
you
is
the
agreement
that
was
approved
by
the
court
on
january
12th
when
reinvestment
zone
was
established
and
the
agreement
reflects
the
terms
and
conditions
that
were
approved.
At
that
point,
the
agreement
is
presented
for
your
approval.
I
Just
as
a
matter
of
reminder,
this
is
floor.
Decor
is
going
to
be
constructing
a
fulfillment
logistics
distribution
facility
in
the
cedar
port
industrial
park
to
build
a
suit
project,
1.5
million
square
feet.
It's
anticipated
that
by
year
2027
182
jobs
will
be
created
and
the
capital
investments
55
56
million.
A
H
I
Yes,
commissioner,
the
the
it's
anticipated
given
that
this
fulfillment
center
is
going
to
serve
at
least
seven
to
ten
states
that
there
will
be
that
rendering
approximately
40
to
42
million
dollars
in
inventory,
which
would
result
in
additional
2.14
million
dollars
in
revenue
to
the
county
over
the
10-year
term.
I
Just
as
a
reminder,
the
tax
abatement
in
and
of
itself,
you
know,
based
upon
the
current
tax
rate,
is
1.9
million
dollars
over
a
10-year
period.
The
county
would
derive
3.4
million
dollars
in
in
revenue
based
upon
avalor
tax
and
inventory
tax.
H
C
F
A
I
I
Okay,
very
good,
so
the
public
hearing
has
been
conducted
per
statute.
What
you
have
before
you
for
consideration
is
the
order
that
would
designate
and
create
the
plastic
express
2021
reinvestment
zone.
Just
as
a
matter
of
reminder,
this
project,
formerly
known
as
project
navy,
is
a
build.
The
street
project,
first
of
two,
eight
hundred
twenty
thousand
square
foot
facilities
expected
to
create
ninety
two
to
150,
full-time
jobs
and
70
million
dollars
in
capital
improvement.
I
Thank
you.
Thank
you.
Judge,
commissioners,
as
required
by
statute,
a
30-day
notice
must
be
posted
by
the
county
to
inform
the
public
of
the
court's
intent
to
consider
tax
abatement
agreement
with
plastic
express,
and
so
the
request
is
being
made
that
the
agreement
be
presented
for
the
course
consideration
on
the
4
13
21
commissioners.
A
I
Yes,
thank
you
judge
and
commissioners.
If
you
recall
last
court
request
to
amend
an
update,
the
tax
abatement
agreement
between
foreign
llc
and
the
county
was
approved
by
the
court.
The
project
had
just
slightly,
I
guess,
moved
past.
The
one-year
start
requirement
that's
required
in
the
abatement.
The
court
approved
agreeing
to
change
the
value
in
terms
of
the
agreement.
A
H
A
Okay,
one
abstention
from
commissioner
combs.
Thank
you.
A
A
A
D
A
So
I
don't
think
we've
ever
been
requested
to,
I
mean
he's
a
new
person,
it's
not
the
person
that
was
filed
on.
H
C
Yeah,
I
mean
I
agree
with
you
billy,
but
on
the
other
hand,
it's
38
600
that
we
can
collect
now
and
certainly
use
those
funds
on
the
west
side,
complex
right,
judge.
I
C
I
I
truly
think
by
looking
at
this
property
just
getting
it
cleaned
up
and
having
somebody
buying.
It
is
a
victory
too.
Rather
it
could
be
sitting
on
this
for
a
long
time.
A
C
That
have
accumulated
on
top
of
the
38
six.
I
believe
we,
we
don't
judge
on
the
abatement,
nuisance
abatement,
but.
A
H
A
Good
okay
precinct
two
commissioner
toss:
I'm
good
judge
three
christopher
hammond.
A
A
C
A
Ashley
land
on
with
us,
and
so
we'll
have
two
items
go
to
executive
session.
That
would
be
9-1.
A
All
right,
so
the
consultation
with
attorney
we're
gonna
take
9-1
back
to
executive
session,
also
20.1
under
personnel,
section
551074
and
consultation
with
attorney
551071..
So
it's
10
22
a.m.
We'll
take
we're
going
to
take
a
short
break
and
we're
going
to
executive
session
at
11.
A
A
A
A
County
commission
we're
not
mutual
you're
good
terrorist
county
commissioner,
come
to
order
after
executive
session
it's
1103
a.m.
9.1
discussing
consider
a
request
to
waive
interest
and
fees.
Oh
dude
county
on
nuisance
abatement,
lien
for
the
property
known
as
3435
welton,
j
williams,
parcel
17
315.
entertaining
motion.
A
Most
of
my
commercial
ties
second
by
commissioner
hammond,
any
other
discussion
questions
here,
knowing
those
in
favor
aye,
aye
aye
opposed
mr
kerry.
Only
other
item
we
have
was
under
executive
session
21
20.1,
discuss
and
consider
vacation
carryover
request.
