changed

the
costs
are

changing

again
I'm
requesting
if
our
next
agenda

meetings

exactly
what

costs
are
and
where
we
add
in
regards
to
the
47
billion
dollars
of
the
certificates

contract

use

equipment

kind
of

a
little
explanation
for
not
only

but
for
the

currently
we
have

primary
election

place

march
1st,
so
early
voting
starts
next
monday
and
it'll
be
from
eight
to
five
in
four
locations
and
then
the
second
week
the
monday.
We
will
not
have
election
because
it
is
a
federal
holiday,
so
we
will
pick
up
voting
again,
tuesday
through
friday,
the
second
week
from
7
a.m,
to
7
00
p.m,
and
then,
with
election
day
on
march
1st,
we
have
also
an
election
on
may
the
7th,
which
is
a
saturday.

This
is
a
uniform
election
day
in
the
state
of
texas,
where
city
and
schools
usually
have
when
they
hold
their
elections.
This
year
the
governor
has
called
for
this
year.
The
governor
is
called
for
a
special
election
to
also
take
place
on,
may
the
7th,
where
we
will
have
two
constitutional
to
vote
on
and
that
took
place
in
the
second
and
the
third
special
session
of
the
legislature.

chambers
county
will
have
an
election.
The
barbers
hill
contract
is
in
front
of
you
for
an
election
with
the
city
of
mont
bellevue
and
a
whack
isd
will
have
an
election
and
east
chambers
isd
will
have
an
election.
East
chambers
has
opted
to
joint
contract
with
the
county
for
may
7th
and
the
others
have
not.

our
office
is
extremely
busy,
as
we
will
have
ballots
by
mail
going
out
for
that
election
right
after
the
march
first
primary

I
just
want

make
sure
that
everyone
is
clear
that
the
primary
election
is
hope
is
basically

two
parties
in
our
state
have
the
election
and
narrow
down
the
candidate
for
which
they
want
to
see
on
the
ballot
in
november.

primary
elections,

runoff
would
be

two
top
candidates

the
most
votes
that
neither
gained

busy
election

county
employee

deserves

lot

we
are
in
negotiations
talking
with
ccid
number
one.
Some
people
would
call
it
tgs
trying
to
put
some
additional
law
enforcement
services
because
the
expansion
of
the
growth
and
the
financial
they
have

lot
of
a
lot
of
product.
They
have
a
lot
of
buildings,
they
have
a
lot
of
construction
and
some
of
our
criminals
have
been
coming
over
and
trying
to
take
advantage
of
some
of
that
construction
equipment
and
tgs
and
ccid
number
one
have
asked
for
some
additional
services.

So
we
have
tried
to
work
it
and
they
want
it
to
be
more
robust
and
they
have
agreed
to
fund
some
deputies
to
work
overtime
projects
nightly
in
in
the
district.
It
is
a
taxing
district
it.
It
is
fully
the
responsibility
of
the
sheriff's
office.
It
is
in
the
baytown
etj,
but
they've
never
adopted
it
as
far
as
their
city
limits
go.

So
our
resources,
as
you
five
know,
are
relatively
limited.
So
the
best
way
for
me
to
get
them
the
services
and
sources
to
put
a
deputy
in
their
working
overtime,
project
that
way,
they're
working
for
me,
they're
working
for
you,
they're
working
for
the
taxpayer,
because,
ultimately,
when
we
do
have
a
crime
in
there,
it's
ours
anyway.
So
it's
it's
not
like
work
in
a
walmart
parking
lot.

One
of
our
goals
that
we
hope
to
do
is
to
eventually
work
into
some
kind
of
contractual
agreement,
potentially
also
the
city
of
beach
city,
since
their
sales
taxes
done
them
well,
they
feel
like
they
could
probably
utilize
some
additional
law
enforcement
services
and
potentially
contract
with
the
sheriff's
office.
Also,
so
there's
really
no
cost
to
the
taxpayer.
The
only
cost
that
we're
going
to
have
will
affect
my
budget
will
just
be
fuel
and
maintenance
on
the
cars
and
the
way
I
see
it,
it's
the
county,
and
we
need
to
be
there
anyway.

no
problem
if
they
want
to
pay
for
the
overtime
hours
for
for
the
deputy
are.

discussing

regards

music
festival

the

that
event,
then

attainment
permit.
The
law
is
very
specific
on
that
that
it's

county
clerk
and
it
also
says
that

fees

dollars,

what
we
did
was
we
combined
both
of
these
mass
gatherings
and
music
festival
in
the
same
document,
so
that
we
could
approach
that
consistently
moving
forward.

there
was
a
texas
association
of
counties
document
that
we
referenced
from
their
legal
department
when,
when
developing

and
so
it's
a
little
strange
that
texas
occupations
code
2104
has
a
similar

and
safety
code.

But
that's
those
are
in
statute,
and
so
we're
going
to
do
our
best

gathering
problem.

we
never
have,

we

took

plan

the

lined

interstate

on

or
on

anytime.

going
to
change

most

we
all
entered
into
an
agreement
between
houston
restaurant
park
and
county,
and
the
agreement
kind
of
situates
on
three
main
bullet
points.
First,
is:
is
noise
level
parameters
at
the
venue
during
this
particular
music
venue,
which
we
cannot
exceed
85
dba
at
our
venue
property
line
in
october.
P
Just
recently,
a
few
months
ago,
during
our
music
festival,
we
incurred
no
infractions
and
through
coordination
with
the
sheriff's
office
and
their
team,
who
were
monitoring
our
noise
levels,
never
registered
a
reading
north
of
85
dba,
and
we
were
well
south
of
that
that
threshold
also
and
more
importantly,
the
second
kind
of
pillar
of
this
agreement
imposes
penalties
and
fines.
If
we
were
to
infract
on
this
85
dba,
first
penalty
being
10
000
with
subsequent
10
thousand
dollar
fines
not
to
exceed
thirty
thousand
dollars.

These
are
the
two
most
important
parameters
of
the
agreement
that
are
very
necessary,
very
important
of
which
we
obviously
can
live
and
work
around.

The
third
pillar
is
event,
time
limitations,
which
is
why
I'm
here
today,
currently
the
agreement
states
that,
on
friday
and
saturday,
the
current
view
of
cutoff
is
11
30
pm
and
on
sunday
the
curfew
is
9
30
pm
most
important
takeaway
from
the
agreement
is
that
it
protects
every
stakeholders
in
the
county
you,
as
the
commissioners
court
surrounding
industry
and
businesses,
most
importantly
the
county
residents
who
will
reside
near
the
venue.

The
agreement
keeps
us
honest
as
the
venue
and
the
promoter
it
keeps
us
in
our
lane,
so
to
speak,
no
pun
intended
and
it
forces
us
to
act
responsibly
and
play
in
our
sandbox
and
not
overstep
our
boundaries,
which
we've
proven
that
we
can
do
october.
I
want
to
express
my
gratitude
for
the
sheriff's
office
and
sheriff
hawthorne
and
his
team.
I've
got
a
great
line
of
communication
and
dialogue,
not
only
at
this
event,
but
all
the
events
that
we
do.

Secondly,
I
want
to
thank
ryan
hozoppo
and
his
team
in
the
fire
marshal
we've,
given
them
untethered
access
inside
the
venue
before,
during
and
after
our
events,
and
we
we
enjoy
that
working
relationship
as
it
relates
to
permitting.
We
want
to
be
we
support
permitting.
We
think
it's
necessary.
We
want
to
follow
the
rules
and
the
guidelines
that
set
forth
by
the
jurisdictions
which
we
operate
in
our
music
festival.
This
past
year
in
october,
was
on
friday
and
saturday
because
of
the
curfew
restriction
as
it
relates
to
sunday
mini
festival.
P
Our
view
is
that
the
festival
is
best
situated
on
saturday
and
sunday
rather
than
friday.
Saturday,
for
a
few
reasons,
one
many
of
our
festival
goers
are
traveling
from
obviously
outside
the
county,
they're
traveling
from
outside
the
city
and
many
outside
the
state
of
the
country.
In
october,
over
the
two-day
period
we
had
over
60
000
festival
attendees.
P
So,
as
you
can
imagine,
it
was
very
busy
many
festival
goers
are
working.
It
makes
for
a
challenging
to
get
to
the
venue
on
friday,
traveling
and
work
etc.
P
As
we've
already
talked
about
the
ingress
congestion
with
festival
traffic,
that's
kind
of
fighting
and
interfering
with
business
traffic
on
friday
afternoons,
this
scenario
doesn't
exist
when
you
have
a
saturday
sunday
festival
because
of
friday,
business
congestion
is
not
there.
P
The
ability
to
get
in
and
out
of
the
venue
has
improved
dramatically
over
the
last
six
months.
The
widening
of
565
has
made
it
remarkably
better
to
get
in
and
around
the
venue
it'll
be
even
more
so
when
it's
four
lanes
right
now,
we
have
the
ability
to
use
the
shoulders
with
an
agreement
and
a
txdot
traffic
control
plan
who
work
very
closely
with
on
all
our
events.
So
it's
made
it
a
lot
easier.
P
As
we
mentioned
earlier,
the
opening
of
needlepoint
road
will
relieve
some
stress
traffic
stress
there
and
then,
obviously,
when
99
is
fully
open
in
the
next
few
months.
Hopefully
these
three,
these
three
things
will
help
the
flow
tremendously
and
make
for
a
better
experience
for
not
only
our
guests
but
the
surrounding
residents
and
businesses.

Lastly,
just
like
to
reference
a
few
other
venues,
that's
similar
to
us
that
have
curb
views
and
agreements
in
place
similar
to
ours,
the
cynthia
woods
mitchell
pavilion,
the
woodlands
has
11
p.m,
curfew
for
all
their
days.
Whitewater
amphitheater
in
new
brumbles
also
has
11
p.m.
Curfew
and
pretty
much
standard
industry
is
11
p.m.

Consistent
with
the
industry,
examples
that
are
provided
and
having
said
that
everything
else
in
the
agreement
would
stay
intact
to
remain
in
place
as
it
is
and
keep
us
true
and
honest
to
what
we're
trying
to
do.

county

impact

bar

event's
going

lot
more
technical

what
we're
using.
They
were
also
monitoring
it

they
were
giving
us
access

their

readings

dollar
check

it
gets

obnoxious,

hazard

programs,

drones

us

track

hours
they're
flying
to
keep
up
with
the
faa
regulations
because,
as
you
know,
to
be
fly,
the
drone
you
have
to
have
a

faa
license

allow
us
to
track
all
of
their
flights.

program
in

flights
where
we
could
launch
the
drones
things
of
nature,

then
the
biggest
advantage
is.

we

incident

some
sort
like

tanker

wrecked
out

I-10

send

guys
a

can
watch
the
drone
coverage
live
with
the

annual
software

budgeted

we're

asking
the
court

approve
us

move
forward

the

the
fire
marshal's
office

hatchery

we've

people

training
to
take
their

right

So
hopefully,
by
this
time
at
the
end
of
the
month,
we'll
have
six
drone
pilots
in
the
county
and
