A
All
right,
so
this
is
wednesday,
the
21st
day
of
october
2020
10
a.m.
Special
called
meeting
we're
going
to
start
with
number
two
patrick
you're,
muted
number
two
discuss
and
consider
resolution
authorizing
the
county
to
submit
a
cpg
emit
application
to
the
texas
general
land
office
for
the
spindle
top
drainage
project,
patrick.
B
Good
morning
judge
commissioners
good
morning,
sam,
how
y'all
doing
all
right
so
we're
we're
we're
really
at
the
end
of
of
this
application,
and
just
so
you
guys
know
kind
of
you
know
where
we
are
where
we're
going
from
here
and
what
else
is
happening
around
you
is
that
this
is
a
joint
application
with
trinity
bay
and
with
liberty,
county
and
chambers
county
is
the
lead
and
the
you
know,
we've
we've
done
all
of
these
efforts
to
you
know
to
verify
that.
B
So
you
know
the
county
chambers
county
had
a
public
comment
period
for
this
application
and
liberty,
county
and
trinity
bay
had
the
same
public
comment
period,
so
I've
verified
all
that
with
them.
They're
they're
all
done
with
that.
As
you
guys
recall,
this
was
a
a
grant
that
had
a
one
percent
match
and
the
one
percent
match
is
being
split
three
ways.
B
I
think
I
have
it
set
up
where
the
county
chambers
counties,
you
know
committing
a
penny
more
or
something
like
that
to
make
the
numbers
all
work
out,
but
everybody
effectively
has
the
same
match
between
the
three
jurisdictions,
chambers,
county,
trinity,
bay
conservation,
district
and
liberty
county,
and
that's
that's
detailed
in
the
in
the
resolution
as
well
as
that
cover
cover
letter
that
you
guys
would
have
got
today.
The
county,
you
guys,
chambers
county,
are
having
a
special
call
meeting
to
pass
this
resolution.
B
I
just
jumped
off
of
the
trinity
bay
conservation
district's
meeting
today
to
pass
this
resolution
and
liberty
county
is
passing
this
same
resolution
on
tuesday,
the
27th,
so
everything
is
in
line.
B
The
application
is
due
in
the
28th,
so
I
I
just
need
the
resolution
back
from
from
liberty
county
the
afternoon
of
next
tuesday
or
the
morning
of
the
28th
next
wednesday,
and
and
I
can
submit
the
county's
application.
Is
you
know?
B
Without
you
know,
just
a
few
items
is
completely
written
within
this
tiger
portal,
where
it's
going
to
be
submitted,
and
so
today
is
the
authorization
of
submitting
this
application
and
then
committing
the
the
match,
amount
detail
on
that
resolution
by
the
county,
but
you
guys
just
you
know,
just
need
to
know
that
both
trinity
bay
and
liberty
county
are
going
to
be
passing
the
same
resolution
committing
their
their
resources
as
well.
All
of
those
documents
will
be
submitted
with
this
application
on
or
before
the
28th,
hey
judge.
A
C
B
When
the
match
is
going
to
be
got
you
okay,
okay,
so,
and
I
guess
those
two
go
hand
in
hand-
I
mean
you
know,
we're
a
ways
out
from
having
to
actually
commit
resources
on
this.
So
let's
just
you
know
say,
for
example,
best
case
scenario
is
that
sometime
early
mid
next
year,
the
county
is
going
to
be
notified
that
you're
going
to
receive
an
award
we're
right
now.
You
know,
based
on
the
schedule
that
we
developed
to
submit
with
the
application.
B
We
were
best
case
scenario,
expecting
that
the
county
would
have
a
contract
and
have
everything
start
like
environmental
and
engineering
on
november
1st
of
next
year-
and
you
know
this
project
is
going
to
is
going
to
take
some
time
to
clear
environmentally
into
design.
I
think
we're
building
out
14
months
for
environmental
and
design
and
then
there's
some
acquisition
involved.
B
B
The
local
funds
to
pay
for
construction
is
how
we
have
it
set
to
go
to
construction
in
that
you
know,
may
june
july
of
2023.
C
C
A
A
And
let's
see
question
by
commissioner
tys
second
back,
mr
gore,
is
that
right,
yeah
vice
versa,
I
believe,
judge
okay
motion,
I'm
getting
a
little
bit
of
feedback.
That's
I
thought
welcome
back
commissioner
gore.
Second
back
to
mr
thais,
yes,
sir,
any
other
questions
comments.
A
Those
in
favor
close
motion
carries.
Thank
you,
patrick
sam.
A
All
right
waiting
on
nathan,
I
don't.
C
A
A
A
All
right
number
one
discussing
consider
status
report
on
pelco
litigation
and
appeal
you're
going
to
do
this
in
open
court
nathan
or
executive
session.
A
E
A
C
E
Yeah,
we
don't
have
cory
but
judge
if
you
want
to
go
ahead
and
do
it
I'll
tell
you
what's
going
on.
A
Okay,
go
go
ahead,
then.
E
E
The
slopes
had
to
be
dug
back
in
a
way
that
prevented
access
from
going
around
a
corner
on
the
ditch,
and
actually,
I
think
there
might
be
a
picture
of
it
in
our
packet
showing
where
it
is
so
we're
having
to
relocate
a
a
drain,
pipe
a
rcp
pipe
coming
into
the
ditch
and
relocate
a
swell
just
so
we
can
get
access
to
go
around
the
ditch
in
order
to
mow
and
maintain
it,
and
I
have
sent
this
to
all
the
partners.
They
are
aware
of.
It.
A
A
A
I
just
asked
corey,
so
can
I
talk
morning?
I
don't
know
why
it's
not
on,
but
all
right.
Well,
wait!
Don't
corey,
let's
go
ahead
and
go
to
executive
session
on
number
one
under
consultation
with
the
attorney
and
we'll
do
that
at
10.
14
a.m,
so
we'll
recess
out
of
regular
session
and
go
to
executive
session
at
this
time.
A
A
B
F
Here
so
scr
has
done,
I
believe,
a
really
good
job.
That
retainage,
you
know
basically,
is
a
protection
measure,
for
you
know,
work
product
and
everything
else
that
might
not
be
up
to
standard.
F
You
know
my
experience
with
txdot
is
you
know,
we'd
kind
of
talked
about
it
in
our
meetings,
as
texas
has
kind
of
done
away
with
that
and
in
most
measures.
So
anyway,
I
think
that's
contractors
are
just
more
and
more
used
to
that
and
at
this
point
we're
really
past
the
the
items.
We're
we're
at
a
punch
list
and
there's
not
I
mean
everything,
we've
looked
at
is
we're
in
agreement
at
there's.
There's
like
we're
trying
to
gain
vegetation
there's.
F
You
know
this
extra,
seven
thousand,
that
you
know
an
additional
work,
but
they
have
racially
graciously
extended
work
and
made
changes
and
done
stuff
all
along
without
throwing
you
know
any
fits
or
issues.
They
just
think.
They've
done,
they've
shown
to
be
a
really
quality
contractor
and
doing
good
work
and
we're
just
at
the
end
finishing
up,
and
so
I
certainly
do
agree
with
reducing
their
retainage
down
to
you
know,
lowering.
A
F
F
E
E
F
F
Right
I
mean
I
just
I
mean
there's
really
like
it
said
at
this
point
I
mean
it's
there
to
protect
you
against
items
that
aren't
done,
and
I
mean
I
we've
been
out
there
through
the
process
and
they're
done
everything
looks
good,
I
mean
it's
just
I
mean
we're
talking
about
vegetation.
Essentially
really
is
the
only
item
I
mean
we
we
talked
about.
You
know
some
base
work
on
the
roadways
and
you
know,
there's
been
had
been
some
few
things,
but
they've
already
made
those
changes.
