All
right
champions
county
commission
court
come
to
order
this
it's.
This
is
a
regular
meeting
on
tuesday
23rd
day
of
march.
2021
9
30
a.m.
County
court
excuse
me
on
youtube
youtube.
I'm
at
the
county
courthouse
we're
gonna.
My
my
plan
is
to
see
how
this
next
month
goes
with
the
governor,
open
opening
up
texas
and
if
things
go
well,
then
we'll
try
to
get
back
in
person
the
next
month,
so
we
may
get
back
to
in-person
course.
F
Rise
and
join
me
in
prayer
curse
of
heavenly
father.
We
thank
you
lord,
for
this
day,
but
thank
you
for
many
blessings.
Please
pray
that
you
would
guide
us
and
direct
us
as
we
go
through
the
business
of
chambers
county.
We
pray
for
those
that
I
know
we
have
two
jps
that
are
having
health
issues
and
all
those
others
that
are
touched
by
the
copa
and
other
things
guys
and
directors,
and
all
that
we
do
and
you
spend
my
premium.
F
C
Good
morning
I
will
start
right
in
and
give
you
a
coven
19
update
in
chambers
county.
We
continue
to
do
case
investigations.
I
don't
think
you
hear
as
much
as
you
used
to
on
the
news
anymore
about
case
investigations,
but
just
so
you'll
know
it's
very
real
here
in
chambers
county.
We
continue
to
be
in
the
top.
You
know
we're
currently
in
the
top
10
in
texas,
for
still
for
per
capita
number
of
cases,
we're
actually
number
six
right
now
for
per
100
000
population.
C
We
have
the
most
cases
currently
we're
averaging
still
about
17
a
day,
but
per
100
000
population.
We
still
have
real
high
community
transmission
in
chambers
county.
So
while
we
are
making
great
strides
in
our
vaccination
efforts,
it's
still
very
real
and
still
I'm
transmitting
pretty
wildly
in
chambers
county.
We
currently
have
122
active
cases.
C
We
are
reporting
another
death
today.
Unfortunately,
we
have
10
currently
in
the
hospital
that
we're
aware
of,
and
our
total
case
count
is
up
to
4
50.
C
reports
out
of
houston
methodist
say
that
the
more
contagious
variant
of
the
uk
strain
is
doubling
every
seven
to
ten
days
and
that's
just
the
more
contagious.
It's
not
necessarily
that
it's
more
deadly,
it's
just
more
contagious
and
then
it's
doubling
in
our
region
every
seven
to
ten
days
and
our
positivity
rate
is
at
21.
C
So
you
can
see
that
that's,
even
though
we
even
though
our
average
number
of
cases
is
coming
down,
we
still
continue
to
have
a
higher
positivity
rate.
So,
let's
move
on
to
vaccines.
C
We
are,
if
you've
been
out
to
the
pod
if
you've
seen
our
operation.
You
know
that
we're
doing
great
things
out
there.
We
have
a
great
mobile
outreach
operation
through
our
chambers
county
ems.
We
have
really
partnered
with
the
nursing
homes.
There
are
two
on
one
through
our
outreach,
we're
trying
every
avenue
we
can
to
try
to
get
anyone,
homebound
vaccinated
or
any
senior
citizen
vaccinated
that
we
can
to
date.
C
I
show
that
we
have
vaccinated
our
highest
population
has
been
in
our
over
65
population
and
that
is
looks
like
over
3
200
of
our
residents,
so
we
have
vaccinated
through
our
hub
site
over
twelve
thousand
two
hundred
and
fifty
people.
Currently
in
chambers
county
all
of
our
providers.
We
have
vaccinated
twenty
one
thousand
eight
hundred
and
six
people,
so
I
would
just
say
kudos
to
every
one
of
our
providers
in
chambers
county.
That's
a
lot
of
folks.
C
Now
that
doesn't
necessarily
mean
chambers
county
residents,
but
it
you
know
it
does
drive
down
our
chances
of
spreading
covid
whenever
we
vaccinate
whoever
it
is
anyone
in
our
region
or
our
state.
C
What
I
show
is
that
chambers
county
residents
who've
had
the
first
dose
is
eight
thousand
about
eight
thousand
people
and
the
fooling
numb
the
fully
vaccinated
number
of
chambers
county
residents
is
about
36.50
and
those
people
should
be
coming
up
for
their
second
doses.
I
would
say
anytime
now.
C
Chambers,
county
residents,
first
dose
8
thousand
twelve
and
fully
vaccinated
thirty.
Six.
Fifty
and
again
sometimes
amtrak
does
lag
by
sometimes
a
week
or
so
so
that's
the
latest
numbers
that
what
I
have
also
with
school
teachers.
C
We
again
we've
done
a
lot
of
outreach
and
I
show
that
we've
had
about
a
thousand
of
our
teachers,
chambers,
county
teachers
and
those
who
goose
creek
and
dayton
isd
that
we
have
either
gone
to
their
schools
or
they've
gone
through
our
hub
site
as
well
again,
we've
had
great
partnerships
and
so
a
big
kudos
to
everyone
in
chambers
county
and
our
school
partnerships.
We've
just
everyone
is
really
on
board.
With
this
thing,
let
me
see
what
else
I
can
do
industry
we
reached
out
to
a
lot
of
industry.
C
We
did
some
one-on-one
scheduling
and
now
and
those
who
weren't
able
to
schedule
one-on-one.
Now
they
have
the
link
to
direct
to
directly
register
at
our
pod
site.
So
another
thing
just
kind
of
moving
forward
quickly.
Just
to
let
you
know
of
what
we're
seeing
a
statewide
is
that
we're
having
I'm
not
going
to
say
we're
overly
saturated,
but
there
is
vaccine
is
more
readily
available
and
we
have
a
you
know:
a
hub
site
just
to
our
west.
C
That's
vaccinating
6
000
people
a
day
at
nrg
galveston
is
vaccinating
about
4
000
people
a
day
for
pink
county,
so
vaccine
is
more
readily
available
and
one
of
the
things
that
we're
finding
is
that
we're
having
some
no
shows
and
some
people
who
were
double
booked
at
different
vaccine
sites
and
we're
happy
for
them
that
it
does.
You
know
kind
of
shift
the
burden
to
us
to
kind
of
fill
up
our
vaccine
appointments.
C
C
Since
we
are
a
hub
site,
we
can't
necessarily
open
ours
up
to
18
and
older
and
now,
but
we're
hopeful
that
we
can
do
that
in
the
near
future.
If
we
see
that
our
vaccine
appointments
aren't
filling
up
a
day
or
two
before
we
will
open
those
appointments
up,
because
we
know
other
local
health
care
providers
are
able
to
do
that,
and
we've
been
told
time
and
time
again
that
vaccine
should
not
sit
on
the
shelf
and
we
won't
let
it
sit
on
the
shelf.
F
Well,
I
will
say
I
appreciate
the
hard
work
from
the
health
department,
emergency
management,
ems
and
all
the
other
departments,
including
mine
and
my
staff,
and
the
coordination
effort
that
it's
taken
to
get
this
done
and
and
make
it
work
smooth
has
been
really
good.
I
appreciate
commissioner
hammond
being
on
those
monday
morning,
meetings
with
us
so
so,
and
thank
you
for
the
hard
work
you're
doing.
C
Thank
y'all
I
mean
I
can
tell
you:
it
is
county-wide
from
the
school
districts
to
city
of
mount
bellevue
to
commissioners
court,
to
I
mean
the
local
health
care
providers
to
the
pharmacies
just
to
the
general
public.
The
support
is
overwhelming
and
to
want
to
push
this
vaccine
out.
I
mean
it
is
just
literally,
it
is
a
community
county,
supported
effort,
and
we
couldn't
do
it
without
everyone,
and
you
know
a
continued
continued
effort
anyway.
C
H
I
mean
I
appreciate
it
very
bad.
I
was
buying
your
little
portable
pod
site
this
morning
there
in
walla
few
at
the
fire
department,
and
they
were
about
booked
up
on
the
number
of
shots
they
had
available
out
there
and
it's
running
very
smoothly
the
one
in
winnie
the
other
day
done
amazing
and
ems
going
out
taking
care
of
our
homebound
people.
It's
great.
I
appreciate
the
collective
effort.
C
Yes,
sir,
so
the
final
thing-
and
I
appreciate
that
the
final
thing
I'll
close
up
on-
is
that
we
want
y'all
to
anyone
who
has
specific
needs
for
homebound
seniors
or
anyone
who's
homebound.
They
can
email
vaccine
at
chamberstx.gov.
C
Also
chambers
county
was
chosen
to
be
a
save
the
seniors
program,
which
is
a
fema
program.
We
are
currently
meeting
with
tdem
and
judge
sylvia.
We
ems
public
health,
we're
meeting
with
them
to
identify
that
and
do
some
door
knocking
in
those
some
of
those
areas
that
may
not
be
able
to
have
technology
or
social
media
to
actually
go
door-to-door
and
do
some
in-home
vaccinations,
and
so
commissioners,
if
y'all,
have
any
ideas
of
those
people
we
could
areas.
Please
just
get
with
me.
C
Kevin
ems,
we'll
we'll
be
happy
to
collaborate
on
that
effort.
So
I'll
keep
you
posted.
F
I
know
it's,
we
never
dreamed
we'd
have
this
type
pandemic,
but
the
fact
that
we
created
chambers
county
ems
has
gone
a
long
way
in
fighting
this
pandemic.
So,
let's
get
up
to
you
guys.
F
I
Good
morning,
judge
commissioners
hope
everybody's
doing
well.
Today,
yes,
sir,
just
want
to
take
a
couple
of
minutes
of
your
time
and
give
you
an
update
on
our
collection.
Since
we
last
visited,
I
will
mention
when
we
met
last
time,
we
talked
to
you
all
about
a
outstanding
hotel,
occupancy
tax
situation
that
you
all
gave
us
authority
to
resolve.
I
It
was
resolved
within.
I
guess
about
two
days
of
our
meeting,
so
that
matter
is,
is
totally
paid
up
to
the
county
at
this
point
in
time.
With
regard
to
our
delinquent
taxes,
I've
provided
you
with
our
standard
pie,
charts
and
graphs.
I
I
think
the
thing
I
want
to
mention
to
you
is
finally,
after
many
months
of
covet
and
various
court
dockets
getting
pushed
off,
we
did
have
a
tax
sale
in
february
at
a
really
good
tax
sale
sold
virtually
everything
that
we
had
on
that
list.
We
have
our
next
tax
sale
scheduled
for
may
4th.
I
So
we're
we're
hopeful
that
we'll
sell
that
property
we'll
post
that
in
april
and
then
we're
going
to
have
a
tax
talk
at
april,
13th
with
judge
mcdonald
and
hopefully
that'll
go
forward
and
we'll
be
able
to
get
some
judgments
on
some
cases
that
have
been
ready
for
quite
a
time.
We
have
one
particular
case.
I
That's
been
outstanding.
That
involves
a
lawyer.
I
know
that
shocks
you
to
find
that
there's
a
lawyer
that
may
owe
delinquent
taxes,
but
we've
been
working
with
him
and
trying
to
get
some
money
and
we're
hoping
to
take
a
judgment
on
that
and
then
hopefully,
he'll
follow
through
on
the
commitments
he's
made
to
otilia
to
pay
and,
if
not
that'll,
be
a
future
tax
sale
for
us.
So
let
me
just
skip
the
the
pie.
Charts.
Take
you
to
the
third
pie
chart
which
is
the
buy
year.
I
It
gives
you
a
sense
of
the
852
thousand
dollars,
that's
presently
owed
to
the
county
and
base
tax.
How
is
it
broken
down
by
year?
The
two
largest
years
are
18
and
19,
which
you
would
expect,
and
then
you
can
see
how
each
year
prior
to
that
represents
the
dollars
and
the
percentage
to
the
total
that's
owed
from
the
graph
standpoint.
I'm
pretty
pleased
with
where
we
are
moving
forward
from
2014.
I
You
can
see
for
the
2014
2015
and
2016
years,
we're
now
in
resolution
of
over
90
of
each
of
those
tax
years
from
the
money
that
we
were
given
in
july,
one
when
each
of
those
years
were
turned
over
to
us
and
just
to
put
it
in
perspective
and
for
commissioner
hammond's
edification.
I
Normally
the
tax
office
collects
about
98
of
the
current
tax
every
year
by
june
30th.
So
when
we
start
on
july
1
of
any
given
tax
cycle,
we're
trying
to
collect
that
last
couple
percent
and
over
time,
like
I
said,
we're
in
the
mid
90s
on
several
these
years,
I'd
like
to
tell
you
we
get
to
100,
but
I'm
good,
but
I'm
not
that
good.
So,
but
we
keep
striving
for
that.
I
Moving
forward
on
that,
let
me
just
take
you
to
the
2019
year,
which
we've
got
four
months
to
go
and
through
february
we're
almost
at
70
percent
collection
of
that
roughly
2.
Every
year
we
set
an
internal
goal
in
the
firm
on
trying
to
collect
at
least
70
percent
of
what's
turned
over
to
us
and
so
being
at
69
with
four
months
to
go.
I
feel
pretty
strong
that
we'll
make
that
goal
this
year
for
you
and,
of
course,
we'll
keep
updating
that
to
you
as
our
collection
efforts,
move
forward
judge.
I
I
I
Of
course,
I'm
holding
this
one
because
it
was
returned
with
a
bad
address
and
sadly,
we've
got
a
big
stack
of
these
that
have
come
back
to
us,
as
I've
told
you
all
before.
The
trick
is
finding
the
people
that
owe
the
money
and
getting
them
into
each
of
your
courts
to
take
care
of
their
business
and
that's
a
continuing
struggle.
I
We
work
on
it
each
and
every
day
I
feel
like
we
have
a
really
good
working
relationship
with
each
of
the
courts
right
now
we're
getting
information
on
a
regular
basis,
we're
communicating
with
them
we're
generating
revenue
for
the
county
that
I
know
is
needed
so
I've
provided
you
a
a
map,
not
a
map
I'll
get
to
the
map
in
a
second
just
a
summary
report
of
where
we
are
with
each
of
the
jp
courts,
how
much
money
they
turned
over
to
us.
I
I
Again,
I
feel
we're
having
good
good
activity
for
you
and
then
I've,
given
you
the
maps
and
this
month
or
this
report
I've,
given
you
judge,
deventer
and
jp2,
and
I've,
given
you
three
different
maps
showing
you
both
by
zip
code,
the
top
10
accounts
by
zip
code.
So
if
you
look
at
the
first
one,
for
example,
in
the
77514
zip
code,
we've
got
roughly
54
000
of
outstanding
accounts.
I
It
represents
88
accounts,
88
dockets,
that
represent
that
money
in
that
zip
code
and
then
we've
provided
you
also
by
bad
address
by
zip
code,
the
dollars
and
the
number
of
accounts
in
each
of
those
categories,
and
you
can
see
how
they're
spread
over
the
area,
the
gulf
coast
area
and
then
finally,
the
one
I
still
like
the
best
all
accounts.
The
map
of
the
united
states,
showing
you
coast
to
coast,
east
to
west
north
to
south
they've,
made
their
way
through
chambers
county.
I
In
this
case,
jp
two's
precinct
gotten
the
ticket
haven't
paid
it
and
we're
on
the
hunt.
Now
I
know
commissioner
gore
you'd
probably
be
willing
to
go
with
me
to
las
vegas
if
it
was
necessary
to
go
visit.
Some
of
the
people
that
owe
so
we'll
have
to
try
to
arrange
that
at
a
future
date
when
it's
safe
to
travel.
I
Know
it
it,
it
was
definitely
slow,
because
there
were
many
months
that
there
was
no
activity,
the
courts
really
weren't
open.
They
weren't
generating
the
number
of
tickets
that
were
being
generated
in
the
past,
we're
starting
to
see
that
open
up.
So
I'm
hopeful
that
21
will
get
back
to
more
volume
of
of
cases
that
are
getting
filed
and
then,
hopefully
disposed
of
by
the
courts.
I
F
F
Second,
commissioner,
hammond
second
back,
commissioner
gore,
any
other
questions
hear
none
of
those
in
favor.
All
right
motion
carries
going
back
to
in-person
court.
You
know
I'm
thinking.
F
If
we
get
to
go
in
may
we're,
we
still
youtube
it,
so
people
can
watch
it
just
like
they
are
now
and
we
we're
going
to
you
know
we
have
a
small
courtroom,
so
we'll
have
to
limit
the
number
of
folks
that
are
in
there,
so
we
can
still
safely
social
distance,
but
but
I'm
really
hoping
we
can
get
back
to
that
in
may.
F
H
Yes,
sir,
and
I
saw
these
come
across,
and
it
kind
of
kind
of
surprised
me
that
we
didn't
have
anything
to
protect
them,
a
record
sex
offender
for
being
close
to
these
facilities.
H
So
I
mean
I
asked
this
to
put
on
there
to
show
support,
so
we
can
be
able
to
have
the
authority
to
do
it
in
unincorporated
areas.
But
I'll
read
the
resolution,
whereas
the
state
of
texas
currently
has
no
laws
or
regulations
which
allow
county
governments
to
establish
child
safety
zones
which
restrict
residents
or
record
sex
offenders,
adjacent
to
schools,
parks
and
child
care
facilities.
H
Now,
therefore,
be
it
resolved
that
to
change
the
members
of
the
county
commissioner's
court,
support
hb,
946
and
senate
bill
441,
and
call
on
the
members
of
the
texas
congress
to
approve
these
bills
to
protect
the
safety
of
not
only
the
young
people
of
chambers
county,
but
all
the
young
texans
approved
I'll,
make
a
motion
to
prove
it
huge.
Thank
you.
F
J
F
Guys,
let
me
scroll
down
to
it
and
that
that
came
from
cheryl,

that
she's
in

so
yeah
bring
cheryl
in
sorry.
I
didn't
know
she
was
in
there.

I
don't
guess
we
can
hear
she
can
hear
me
or
we
can
hear
her.
She's
got
a
letter
in
your
fact,
though.
Basically
it
it
states
what
the
letters,
what
the
the
resolution
says,
cheryl!
No,
no
wait!
I
tried
to
call
her
couldn't
get
her
either
so
got
a
motion
in
a
second.
Those
in

aye
aye
opposed
motion
carries
thank

F
If
you
can
hear
me,
okay
and
they
are
having
a
do.
You
have
the
information
on
that
or
no
the

Thank

Okay,
the

There
will
be
a
a

what
time
here,
a

right.
1.5
discussion
center
purchased
the
2013
champion
mobile
home
at
the
chambers
county
golf
course
for
security
housing.
We
currently
have
a
deputy
dan
helton
deputy
dan's
in
the
mobile
home,
he's
retiring
and
it's
his
mobile
home.
He
serves
the
security
for
the
golf
course
and
he
is
retiring.
He
and
his
wife
both
are
county
employees
and
he'll,
be
moving
to
where
his
grandkids
are
so
he's.
F
He
would
like
to
sell
his
mobile
home
and
since
it
is
set
up
on
the
golf
course,
I
think
it's
a
really
good
purchase
for
the
county
will
move
another
deputy
in
there
for
security.
He's
done
several
things
to
it:
porches
on
the
front
and
back
and
paid.
F
I
paid
like
50
to
40.
he's
asking
30.
it's
a
2013
model
and
a
2013
model
champion
16
by
80.
and
the
value
of
it's
quite
a
bit
more
than
30
000
he's
asking.
F
F
Is
anybody
else
from
auditing
all
stunners
unless
there's.
F
Okay,
well,
the
reports
in
your
packet
of
victory.
B
K
Good,
you
know
I'd
like
to
point
out
go
ahead,
commissioner,
you
know
one
thing
that
tony
pointed
out
on
this
or
the
auditor's
office
is
the
lack
of
having
county-wide
standards.
I.
K
B
Hey
I've
already.
I've
actually
already
talked
to
eddie
and
debbie
over
there
and
they
want
to
set
up
a
little
workshop
and
revise
the
form
so
that
everybody
has
the
exact
same
form
and
we
have
all
the
information
we
need
on
there.
So
they
should
be
coming
shortly.
So.
F
Why
don't
you?
Why
don't
you
and
billy,
if
you
don't
mind,
work
with
eddie
and
try
to
standardize
and
we'll
share
with
other
commissioners.
B
Yeah
yeah:
we
want
to
get
one
form
for
everybody
in
the
county
to
use,
and
that
way
everything
looks
the
same
and
you
know
got
some
uniformity.
K
Yes,
sir
judge
we
have
needlepoint
road
and
old
needlepoint
road
crisscrossing,
each
other
and
there's
also
a
portion
of
old
needlepoint
road
that
runs
west
of
highway,
146,
it's
actually
in
the
city
of
baytown
and
then
there's
another
portion
of
old
needle
point
road
that
it's
on
the
other
side
to
buy
you
in
harris
county.
K
K
F
And
I
ask
around
just
a
little
bit
some
of
the
old-timers:
is
there
a
anybody
that
would
be
upset
because
we
changed
the
name?
Of
course
that's
the
reason
for
the
public
hearing.
I
couldn't
find
anything
or
nobody
seemed
to
know
why
it
was
named
old
little
point
to
start
with
so.
K
I
I
don't
either,
but
that's
what
we're
going
to
do
set
a
public
hearing
and,
of
course,
we'll
have
to
send
notices
out
to
all
the
residents.
There's
only
a
few
residents
that
actually
live
on
this
portion
of
road.
I
I'm
thinking,
maybe
three
or
four
so
not
gonna,
be.
E
F
K
Yes,
judge
that
would
be
the
portion
of
fisher
road
that
basically
has
been
abandoned
for
some
time,
but
I
guess
we're
just
never
officially
abandoning
it.
It's
the
portion
of
fisher
road
that
was
cut
off
when
highway
99
was
put
in
and
it's
been
replaced
by
the
cedar
port
parkway
that
connects
to
fisher
road
so
that
little
strip
that
was
well.
It's
been
abandoned
for
some
time,
but
we
just
want
to
officially
do
it
right
now.
K
There
there
is
a
proposal
in
that
they
would
like
to
purchase
that
property
or
exchange
that
property
to
the
county
for
some
much
needed
land
right
adjacent
to
the
beach
city,
community,
building
and
fire
department.
So
you
know:
if
we
abandoned
this,
we
would
trade
it
for
an
equal
value
of
land
around
a
beach
city.
B
F
A
M
All
right,
okay,
so
great
update
this
morning.
First
off
for
the
new
project,
we've
gotten
approval
from
txdot
on
our
design
for
the
bridge
to
move
forward.
It
went
through
the
federal
government
fhwa
they've,
bought
on
bought
off
on
the
design
exception
that
we've
been
trying
to
work
through
since
october.
M
Oh
federal
highway
administration
and
anyway,
we're
ready
to
move
forward
they've,
given
us
permission
to
bid
the
job
final
detail
is
hammering
out
the
the
language
for
the
advertisement,
which
essentially
is
gonna,
be
the
same
as
what
we
did
back
summer
before
last
on
the
roadway
portion
expect
a
quick
turnaround
on
that
and
then
hopefully
we
can
advertise
shooting
for
thursday
and
then
advertise
three
thursdays
and
get
this
thing
a
bid
in.
M
Hopefully
everything
goes
smoothly
this
time
around
and
we
get
this
thing
awarded
and
get
it
under
construction
by
first
part
of
the
summer,
and
I
mean
there's
a
chance
that
next
next,
you
know
first
part
of
the
summer
we
could
be
open.
Have
this
whole
thing
open
with
that
being
said
that
lends
into
the
existing
project
that's
underway?
M
M
M
You
know,
changing
a
little
bit
but
got
an
updated,
pretty
updated
schedule,
so
south
of
I-10,
currently
they're
looking
at
mid-april
as
starting
to
lay
asphalt
and
having
that
completed
by
the
first
part
of
may
of
this
year,
21
just
basically
a
little
over
a
month
away,
and
then
final
striping
on
that
section,
the
end
of
may
the
last,
probably
the
last
week
of
may
to
have
it
striped.
Now
that
being
said,
we've
I've
talked
to
txdot.
M
I've
got
agreement
from
them,
both
through
the
district
office
and
the
local
office
of
working
together
to
get
a
unified
punch
list
with
with
us
and
to
essentially
buy
off
on
that
south
of
ih-10
so
that
we
can
open
up
that
portion,
be
you
know,
beyond
the
the
whole
project
that
buying
off?
That
means
that
they
would,
you
know,
accept
it
and
anything
that
happened.
We
wouldn't
really
be
on
the
hook
for
that
per
se.
M
Okay,
then,
the
north
section
we're
looking
at
right
now,
they're
looking
at
the
base,
asphalt
being
the
last
part
of
june,
the
surface
being
mid
in
through
mid
july
and
they're,
looking
at
the
whole
completed
project
being
done
essentially
the
first
week
of
august.
Of
course
this
is,
you
know,
dependent
on
weather
and
everything
else,
and
so,
but
that's
that's
a
schedule
right
now,
and
so
essentially
you
know
it
depends
on
the
punch
list
and
how
how
ugly
they
are
and
how
much
you
know
things
we
find,
but
jobs.
M
Looking
really
good.
It's
it's
on
budget,
essentially
I
mean
we
haven't,
had
many
required
change
orders
of
any
size.
We've
got
a
few
things
that
we've
got
to
work
out
with
some
dirt
quantities
and
different
things
like
that.
But
really
it's
been
a
pretty
clean
job
and
we're
working
really
well.
So
anyway,
any
questions
from
y'all,
hey
corey.
Yes,
sir.
H
Do
we
start
getting
reimbursed
when
the
job
is
complete
bridge
and
everything?
How
does
that
work.
M
Yes,
so
our
agreement
is,
is
that
we
would
actually
it's
great
timing.
I
mean
we
anticipated
being
done
next
year
and
then
the
way
we
wrote
the
the
amendment
to
the
contract
with
txdot,
we
would
do
traffic
counts
in
september
of
each
year
once
school
is
in.
We
don't
want
to
do
them.
In
summer
we
were
reimbursed
based
on
the
amount
of
traffic,
that's
utilizing
the
roadway,
and
so
as
the
more
traffic
we
get
on
it,
the
quicker
we're
going
to
get
our
money
back
from
txdot.
So
it's
in
our
best
interest.
M
To
do
that.
You
know
the
first.
You
know
first
couple
weeks
of
school
there
in
the
first
part
of
september,
traffic's
normally
the
highest
in
the
in
those
time
periods.
So
we
get
that
and
that
would
generate.
I
forget
what
the
rate
is
for
our
reimbursement,
so
many
cents
per
vehicle.
But,
yes,
we
would
start
getting
reimbursed
pretty
quickly.
M
Right,
well,
I
didn't
really
want
to
get
into
it
just
because
people
get
confused
by
it
but
yeah,
so
the
text.terminology
is
called
pass-through
tolling
and
so
in
general
it
caused
a
lot
of
concern
and
questions
in
the
public,
because
there
was
the
concept
or
the
idea
that
the
county
counties
this
happened
all
over
the
state,
but
that
we
were
building
a
toll
road
that
the
citizens
were
going
to
have
to
pay
a
toll
on.
M
But
that's
not
not
the
case,
so
is
what
this
is
is
there's
txdot
is
paying
essentially
a
toll
back
to
the
county
for
every
vehicle,
so
it's
just
a
way
of
reimbursing,
so
they
they
basically
we're
putting
the
money
up
front
for
the
development
and
the
construction
of
it.
And
then
the
state
tech
stock
reimburses
the
county
back
for
actual
vehicles
using
it,
which
is
essentially
the
toll
and
there's
a
there's,
a
a
rate,
that's
associated
with
it
like
a
toll
road,
but
there's
no
toll
gantries,
nothing
like
that.
M
It's
just
they
do
traffic
counts.
You
know
once
per
year
and
then
they
they
basically
predict
that
out
over
the
over.
The
the
time
frame
is
this:
the
rate
0.25
cents
per
vehicle,
so
thank
you
aaron.
M
So
obviously
the
bridge
is
important
because
it's
going
to
make
it
more
usable,
that'll
put
more
vehicles
on
it.
That
gets
us
reimbursed
quicker.
The
more
that
we
can.
You
know,
make
this
a
popular
roadway.
M
F
M
I
think
it
was
15
years
yeah.
I
believe
it's
15
is
what
I
think
as.
F
F
M
Yeah
it's
as
the
county's
growing
I
mean
it's
gonna,
there's
gonna
be
more
and
more
need
there
for
certain.
We,
you
definitely
don't
wanna
get
behind
it.
M
Well,
there's
a
maximum
of
20
total
reimbursement
amount,
22
million,
145
thousand
eight
hundred
and
sixty
one
dollars.
M
All
yes,
and
so
we
there's
a
lot
of
unreimbursed
dollars
there
and.
M
It's
a
big
chunk,
but
anyway,
and
then
yeah
I
mean
we.
So
just
you
know
tommy
we
are
already
exceeding
you
know
by
the
time
that
we
we
bid
this
bridge
out
we're
going
to
be
exceeding
what
we
anticipate
just
on
the
construction
site
alone,
with
what
can
be
reimbursed.
So
we're
not
going
to
get
our
total
investment
back,
but
we're
getting
a
big
part
of
it
and
it'll
really
be
a
big
benefit
to
the
to
the
citizens.
So.
M
Yeah,
I
would
be
prepared
to
give
those
numbers-
and
I
can
get
you
the
contract
and
all
of
that
information
to
be
able
to
share
all
that
stuff.
H
M
It
is
right,
you
know,
I
I
mean
I
suppose
they
could
have
gotten
there
in
other
areas
in
other
ways,
but
this
definitely
like
the
lanai
subdivision.
That's
been
so
strapped
with
only
one
entrance
and
exit
off
of
the
frontage
road.
You
know
and
you've
got
several
emergency
situations.
That's
basically
blocked
them
in
where
they
can't
either
get
in
or
out
because
of
the
traffic
and
situations
along
ih-10.
M
You've
got,
you
know,
other
situations
up
to
the
north,
and
this
is
really
going
to
provide.
You
know
a
great
option
for
emergencies,
and
you
know,
as
well
as
just
making
available
land
more
convenient
for
access.
M
M
N
L
M
Right
so
the
change
order
that
is
on
the
can.
Can
I
talk
about
that
now.
F
M
I
understand
that
yeah.
I
was
looking
at
that
that
date,
it's
gonna
be
critical.
I
was
thinking
about
that
when
I
was
preparing
to
give
the
update
and
looking
at
august
definitely
we've
gotta,
we've
gotta
get
that
opened
up,
so
the
the
details
around
the
change
order
for
the
changing
over
to
concrete
was
not
an
error
in
the
plans.
It
was
a
requested
change
by
essentially
by
me,
approved
by
the
court
in
doing
so
so
dan
and
bomb
is
on
the
hook.
M
For
you
know
anything,
that's
an
error
in
the
plans,
but
this
is
a
something
that's
a
requested
change.
So
essentially
it's
it
comes
with
additional
engineering
services,
that's
required,
and
so
the
price
that
he
sent
was
for.
That
was
the
twenty
eight
thousand
four
hundred
under
item.
Thirty
four
for
dan
and
bomb
and
he's
got
a
little.
You
know
small
breakdown
on
that.
Anyway,
that's
that's!
What's
at!
So
that's
his
request
submitting
that
to
the
quarter,
so
we
can
either
do
that
as
part
of
the
total
consent
package.
F
All
right
other
questions,
while
cory's
there,
if
you
got
other
questions,
corey
or
anything
else
on
the
agenda
you
need
to.
I.
F
M
Okay,
so
38
is
approved,
a
change
to
subdivision
takeover
process
that
requires
a
bond
of
25,
of
the
bid
cost
for
roads
and
drainage
elements
of
the
subdivision.
So
we've
had
several
issues
over
the
last
well,
even
though
the
last
two
years
that
I've
been
here
and
then
recently,
we
had
another
issue
with
the
sheriff's
department
and
so
and
just
to
describe
the
issue
of
the
sheriff's
department.
Is
you
know
suppose
that
say
you're
in
the
walmart
parking
lot
or
something
like
that?
And
you
have
an
accident.
M
M
A
private
road,
it's
not
a
public
road
and
so
the
same
thing.
The
way
that
we're
doing
the
subdivisions
now
we're
trying
to
protect
to
make
sure
that
the
warranty
is
there
and
we
we
have
an
option
to
where
we
could
take
it
over
immediately
with
a
50
bond,
but
really
our
preference
was
to
wait
out
the
two
years
and
50
build
out
of
the
home
so
that
we
really
know
it's
good.
M
But
you
know
we
have
seen
an
issue
two
twofold
like
what
I
just
mentioned
with
sheriff's
department.
They
can't
really
enforce
that
write
tickets.
They
can't
they
can't
do
the
what
really
needs
to
be
done
on
their
side
and
then,
secondly,
is
what
we've
seen
is
the
developers
you
know
of
the
communities
are
handing
over
the
ownership
of
the
subdivision
to
an
hoa
before
a
final
inspection
is
done
at
the
end,
and
then
the
hoa
says:
hey
look.
We've
got
some
problems
out
there.
M
M
We
haven't
taken
these
over
yet
so
the
official
process
is
that
the
county
engineer
rodenbridge
goes
out
and
does
a
final
inspection
after
the
two-year
period
and
we're
supposed
to
get
with
the
developer
owner,
and
they
would,
you
know,
make
all
those
changes
fix
everything
and
then
we
take
it
over,
but
they
pass
it
off
to
the
hoa
they're
saying
you
know
we're
free
and
clear
here
and
the
hoa
is
excited
to
get
their
community
and
then
you
know,
basically
any
changes
and
stuff
or
goes
falls
back
on
the
hoa
instead
of
the
developer
owner,
and
they
didn't
even
know
that
they
had
responsibility
when
they
took
it
over
so
anyway.
M
I've
just
struggled
trying
to
figure
out
a
way
of
doing
that.
Without
this
I
we,
like,
I
said:
we've
already
got
in
the
current
subdivision
manual
that
this
can
be
done
with
a
50
instead
of
the
25
percent,
and
I
you
know
we
came
up
with
50,
basically
because
of
things
like
katie's
creek.
M
That
was
built
and
wasn't
done
correctly,
and
you
know
the
county
had
to
come
in
initially
and
just
do
a
huge.
M
You
know
expend
a
lot
of
money
there.
I
so
and
what
has
changed
since
then
is
now.
We
are
inspecting
all
of
the
projects
as
they
go
along.
If
there's
issues
you
know,
hopefully
they're
getting
corrected
initially,
but
it's
a
much
better
process
than
it
was.
You
know
five
six
ten
years
ago,
and
so
I
think
I
I
think
the
25
is
a
reasonable
number
since
we're
inspecting
these
these
projects-
and
I
think
that
we
can
do
like.
M
I
said
this
would
be
a
proving
kind
of
an
existing
process,
but
instead
of
that
being
the
secondary,
this
would
be
the
primary.
This
is
what
we'd
like
to
see
is
where
we
essentially
take
over
the
subdivision
with
the
steel
warranty
bond
in
place
for
the
two
years
and
50
build
out,
and
it
would
still
give
us
a
level
of
protection
for
issues
would
allow
law
enforcement
to
come
in.
There
protects
the
hoa
and
you
know
these
communities.
F
M
M
Or
right
and
I've
just
so,
I've
been
doing
a
lot
of
calculations
for
these
projects
that
we're
we're
looking
at,
and
you
know
for
the
elements
that
we're
talking
about.
I
mean
basically
it's
160
dollars.
A
foot
is
what
we're
doing
on
projects,
what
I'm
projecting
for,
like
needlepoint,
slash
chambers,
parkway
or
kilgore
extension.
You
know
these
these
projects,
and
so
that's
for
asphalt.
25
would
be
about
40.
A
foot
is
essentially
what
we're
looking
at
here.
M
M
M
Not
what
I
calculate
so
I've.
I've
used
the
projects
that
have
been
done
over
the
last
two
years
and
okay,
I'm
getting
it
might
be
in
my
belly.
It
might
be
a
little
bit
higher,
but
that's
that's
what
I
came
up
with.
K
K
Thank
you
cory.
I
just
want
to
clarify
now
we
would
be
asking
for
this
25
bond
to
be
put
up
and
we're
calling
it
for
two
years,
but
basically
our
subdivision
ordinance
say
for
two
years
or
50
build
out
of
all
the
homes,
so
that.
M
Right
so
actually
it's
two
years
and
fifty
percent
build
out.
So
it's
a
minimum
of
two
years
with
normally
we're
going
to
have
50
build
out,
but
if
it
just
happens
to
be
a
slow
subdivision
or
whatever
that's
had
no
traffic
on
it.
That
would
go
annual
a
year
by
year
until
we
got
the
50
but
the
con,
it
would
have
to
be
updated
at
the
end
of
two
years,
either
release
inspection
or
we
extend
it.
Okay,.
K
M
H
M
Yes,
so
we
have,
we
went
out
with
an
rfq
to
extend
well
for
several
road
projects,
which
billy
kind
of
got
into
a
little
bit
before
this
would
be
the
extension
of
kilgore
to
3180
potential,
maybe
some
widening
of
that
as
well.
It
would
be
an
extension
of
existing
old
needlepoint,
at
least
to
99,
and
at
least
you
know,
establishing
the
thoroughfare
route
over
to
3180.
M
This
would
be
determining
route
and
potentially
some
project
for
ew4,
slash,
johnny
g
jennings
drive
crossing
99
between
1405
and
2354,
and
potentially
a
what
we're
calling
a
frontage
road
of
99
on
the
east
side
of
99
from
ccid
1
area,
up
to
at
least
ew4,
maybe
up
to
565,
but
somehow
trying
to
separate
give
give
an
option
for
industry,
trucks,
sand
pit
trucks
and
all
that
to
utilize
a
route.
That's
separate
from
24
23,
54
3180
for
safety
purposes.
M
It's
a
pretty
extensive
project
and
everything-
and
I
have
we-
we
went
through
those
selection
process.
We
had
the
the
rfq,
we
did
a
short
list.
M
Last
week
we
did
interviews
of
our
top
three
firms
and
of
that
I
have
a
I'm
going
to
make
a
recommendation
to
move
forward
with
freezing
nickels
for
the
northern
projects
of
needlepoint
and
kilgore
and
tnp
for
the
southern
projects
that
would
include
the
frontage
roads
and
the
ew4
johnny
g
jennings
drive
projects,
and
that
would
be
for
negotiations.
M
Obviously
we're
choosing
based
on
qualifications.
Billy
was
a
part
of
that
process.
Excellent
presentations,
I
think,
and
actually
I've
got.
I
mean
just
some
options.
I
I
think
y'all
will
be
pleased
with
if
we
can
complete
negotiations
to
a
satisfactory
finding
for
the
county.
I
think
the
services
that
we're
going
to
get,
I
think,
both
of
these
being
able
to
have
roadway
projects
to
a
point
of
moving
forward
with
some.
M
You
know,
construction
on
the
northern
projects,
and
you
know
giving
y'all
something
to
look
at
and
with
an
idea
of
maybe
going
to
construction
on
the
south
stuff
within
10
months,
and
so
they
were
very
aggressive.
They
they
had
a
great
presentation
of
the
issues
that
were
associated
with
what
they
expected
great
answers
on
how
to
do
it.
M
Great
responses
on
how
that
they
would
communicate
to
the
court
and
to
my
office
on
regular
updates
monthly,
some
weekly,
you
know,
email
blasts
which
we
could
forward
onto
y'all
or
have
you
on
those?
In
addition,
like
tnp
has
a
server
where
they
could
give
us
access
and
you
can
go
in
there
anytime
and
pull
up
and
see
you
know,
essentially
what
they're
working
on
so
just
great.
So
that's
my
recommendation
on
on
when
we
get
to
that
item.
M
B
The
only
thing
they
have
one
time
so
on
the
concrete
parking
lot
for
the
wing
fire
station,
there's
not
any
numbers
there.
Oh.
M
Right
I
got
that
confirmed
last
night
and
so
yes
good
question.
That
is
something
else.
So
the
original
bid
that
started
this
was
from
hk
concrete,
which
has
done
our
existing
stuff
and
they
were
at
thirty
thousand
eight
hundred
and
sixty
dollars.
M
J
j
construction
out
of
groves
has
provided
a
second
price
of
eighteen
thousand
and
fifty
nine
dollars
and
eighteen
cents.
That's
a
pretty
significant
savings
talk
to
them.
I
think
both
companies
are
under
the
same
understanding.
You
know,
there's
a
there's
gonna
be
a
little
bit
of
question
on
when
we
dig
that
out.
M
H
M
M
I
don't
know
them
personally,
but
I
wouldn't
say
that
our
existing
contracts
been
easy.
M
That
is
my
recommendation,
but
I
mean
I
mean
we
can
go
back
and
I
mean
I
can
bring
them
in.
You
know
at
the
next
court
or
are
y'all.
Go
y'all
go
a
different
route
right
now,
just
whatever
you
know.
M
I
wasn't,
I
wasn't
out
there
for
either
of
the
the
walks
on
the
project.
Brad
and
tyler
were
out
there,
and
so,
but
my
understanding
in
phone
conversations
is
that
they,
you
know
they
understand
what
they're
getting
into
and,
like
I
said
there
might
be
a
little
bit
of
a
change
order
based
on.
I
think
they
were
looking
at
doing
that
with
a
skid
steer
taken
out
immediately.
I
think
at
a
minimum,
it's
a
great
all,
and
so
they
they
talk
to
me.
M
M
They
were
supposed
to
be
done
in
I
think
october
november,
and
they
just
finished
up
this
last
weekend,
so
that
hasn't
exactly
been
easy.
Okay,.
F
I
tell
you
what
I
think
we
need
emotional
number
41..
The
item
probably
should
have
said:
corey
approved
an
award
contract
to
jjd
construction
and
we
could
approve
it
in
them,
but
since
it's
left
it
open,
I
I'll
entertain
a
motion
on
number
41.,
so
move
judge
second
jones
special
matter.
Mr
gore,
second
back
from
mr
task
through
the
ward
to
jjd
construction
in
the
amount
of
18.
M
F
In
favor
all
right
buzz
motion
all
right
now,
commissioner
collins,
we
don't
need
a
motion
on
on
1409
corey
everything
that
you
sent
out
the
timelines.
Will
you
forward
that
to
the
commissioners
after
court?
I
will
all
right:
okay,
it
cannot
is
bjm.
F
H
F
Goes
to
promoting
the
county
advertising
bringing
heads
in
beds
and
that's
what
the
hotel
occupancy
tax
is
for.
F
We,
we
we've
helped
fund
the
advertising
portion
of
march
fest,
gator
fest
rise,
festival,
old,
river,
okay,
but
it's
old
river.
B
F
D
All
right,
hello,
judge,
commissioners,
the
application
you
have
before
you
is
being
presented
by
black
line
and
cold
storage.
I'd
like
to
provide
some
context
for
this
project.
If
I
may,
cole
storage,
the
sector
in
an
on
a
national
basis
has
been
increasing
nationally
up
through
prior
to
the
pandemic.
D
Hear
you
b.j,
okay,
very
good,
so,
prior
to
the
pandemic,
coal
storage
sector
had
been
increasing
at
the
end
of
2019.
There's
about
214
million
square
feet
of
industrial
coal
storage
space
in
the
country.
We
contrast
that
with
the
houston
area,
first
quarter
of
2021
is
about
6.4
million
square
feet,
so
there's
a
lack
of
cool
storage,
but
the
the
sector
is
expected
to
grow
about
four
percent
per
year
for
the
next
four
years.
The
covet
pandemic
has
accelerated
interest
in
this
sector.
D
D
As
noted
in
the
application
cover
letter,
approximately
phase
one
is
about
three
hundred
thousand
square
feet
of
coal
storage.
Space
they've
got
thirty
six
under
36
acres
under
consideration
and
the
I
guess
the
metric
of
art
for
this
particular
sector
is
pallet
positions.
They
anticipate
phase
one
to
have
at
least
thirty
thousand
pallet
positions
that
would
facilitate
five
stacks
of
pallets
and
for
the
ceiling
height
is
45
feet
high,
so
what's
presented
for
a
consideration
is
a
five-year
tax
abatement.
D
As
noted
I've
taken
liberty
to
present
incentives,
recommendation
that
would
illustrate
the
economic
impact
of
phase
one
of
the
first
300
000
square
feet
that
would
create
between
35
and
50,
full-time
jobs
and
200
construction,
jobs,
capital,
investments,
31
and
or
31
million,
or
so
and
phase
two
expansion
is
contemplated
once
they
reach
a
level
of
contracts
in
the
area.
As
typically
done,
economic
impact
is
cited
for
this
project.
The
35
direct
jobs.
D
I'm
sorry
comcast
is
really
I'm
sorry.
Go
ahead,
all
right,
very
good,
so
so,
what's
presented
and
recommended,
is
the
court
accept
the
application
for
review
and
approve
the
application
actually
for
consideration
for
a
five-year
tax
paper.
K
Yeah,
I
just
wanted
to
make
sure
this
is
actually
will
be
the
first
cold
storage
we've
got
in
chambers
county,
but
is
it
a
spec
I
mean
or
sir
clientele
or
known
product?
That's
going
to
be
in
it
already
or
what?
How
is
that
working
dj.
D
K
D
Of
that
is
correct,
yeah,
the
it's
a
it's
a
spec,
cold
storage.
The
black
line.
Coal
storage
is
the
client
it
is
being
built
by
a
company
called
tilden.
So
it's
a
it's
a
speculative
development
with
initial
customer
in
hand,
they
have
one
customer
in
hand,
but
it
is
a
build
to
suit
spec.
B
Looks
like
they're
this
one
or
project
value
looks
like
it
decreases
over
time.
D
Yes,
yeah
that
that
is
unique
to
this
sector
because
of
cold
storage
and
the
type
of
equipment
that's
needed,
and
the
chemicals
that
are
used
to
facilitate
the
freezing
and
particularly
the
blast
freezing,
so
they
anticipate
they
show
a
depreciation
of
approximately
two
percent
per
as
compared
to
other
types
of
operations,
because
the
equipment
there's
a
certain
obsolescence
associated
with
this
technology.
So
as
the
technology
continues
to
change,
the
value
decreases.
F
In
favor
opposed
motion
carries
5.3
custom
considered
talk,
usa,
incorporated
chapter
31
proposal,
b.j.
D
D
Back
in
2018,
they
presented
a
request
for
tax
abatement
at
both
the
city
of
mount
bellevue
and
chambers
county
both
were
approved
at
that
time
for
a
facility
that
was
contemplated
on
langston
street
langston
road.
They
did
not
pursue
or
execute
the
property
taxpayer
that
had
been
approved
by
the
county
and
or
the
city.
D
What
they've
requested
is
abatement
or
consideration
for
abatement
for
the
the
facility
and
or
the
equipment,
moving
equipment,
the
trucks,
trailers
and
forklifts,
and
they
have
done
so
consistent
with
what
the
county
had
previously
asked
them
to
present
under
chapter
381.
D
However,
you
know
it's
an
understanding
that
the
idea
that
the
value
that
would
be
available
is
the
facilities
per
policy
as
compared
to
what
would
be
available
for
moving
equipment,
which
would
be
a
precedent
setting
activity
if,
in
fact,
the
county
undertook
that
so
what
is
contemplated
is
that
county
would
accept
this
application
as
traditional
chapter
312
tax
payment
for
consideration
for
the
facility
and
available
material
we
have,
I
think
eric
geisler
is
online.
D
B
E
Apologies,
thank
you
very
much
judge
and
commissioners
and
bj.
Thank
you
for
your
consideration.
E
E
So
we're
coming
back
to
you
to
really
affect
that
abatement
that
was
approved
before,
however,
they
have
since
made
significant
investment.
I
think
there's
over
12
million
in
in
property
value
on
the
books
right
now
and
they've
already
hired
some
300
employees
direct
employees
with
about
50
contract
workers,
so
they
would
be
if
they
had
executed
that
agreement
been
in
compliance.
But
what
we're
asking
now
is
just
to
abate
the
building
and
some
of
the
movable
trucks
and
trailers
and
the
the
the
difference
in
this
kind
of
op.
E
Excuse
me,
this
kind
of
operation,
as
opposed
to
just
a
normal
trucking
operation,
is
the
one
they're
going
to
be
headquartered
here
in
chambers,
county
and
all
of
their
property
is
going
to
be
located
and
will
not
move
from
chambers
county.
E
As
you
know,
their
trucks
are
going
to
be
going
from
exxon
mobil
to
the
port
and
back
and
then
occasionally
they
would
go
back
to
the
langston
property
to
be
serviced
at
the
workshop
as
well,
but-
and
just
so
you
know
they
had
originally
planned
for
the
facility
be
kind
of
on
the
south
side
of
their
property.
They
have
since
changed
that
configuration
it's
going
to
be
kind
of
on
the
north
side.
F
Yeah
did:
did
you
request
a
380
agreement
from
my
bellevue
for
tax
abatements.
E
E
They
did
last
time
which
was
not
executed.
They
had
planned
on
doing
that
yesterday,
the
new
abatement,
but
their
attorney
kind
of
got
chapter
312
and
380
mixed
up
with
the
chapter
311,
and
he
he
was
a
little
confused
and
thought
that
they
had
to
create
a
board
and
some
financial
plan
for
the
reinvestment
zone.
So
they
had
to
table
it
and
it's
going
to
be
on
the
april
12
agenda.
F
All
right
so
sounds
good.
I
mean
it
sound.
You
know,
I
think
my
bellevue
does
their
part
to
bring
in
business
to
the
county.
So
that's
that's
a
good
thing.
B
How
about
the
about
the
moving
equipment
that
bj
referenced
particularly
do
that.
B
D
That
is
correct,
commissioner.
The
the
idea
that
under
chapter
381,
one
scenario
to
consider
would
be
that
the
they
would
pay
taxes
on
their
value.
Just
they
have
been
doing
on
the
12
plus
million
that
they
have
right
now,
which
is
largely
moving
equipment
and
the
like,
and
then
the
county
could
conceptually
under
381,
reimburse
or
rebate
a
portion
of
that
tax
effectively
providing
them
some
tax
relief.
D
However,
the
concern
is
is
that
that
will
be
the
first
of
of
this
sort
of
sort
of
framework
that
could
be
pursued
by
others
that
whose
sole
operations
are
moving
equipment
and
trucks,
and
that
sort
of
thing.
So
that's
something
for
the
court
to
consider.
So
the
idea
to
that
that
the
court
is
once
under
further
reconsideration
would
want
to
do
that.
That's
you
know.
D
The
court
would
accept
proposal
per
the
381
policy
and
then
come
back
with
some
sort
of
recommendation,
but
again
this
would
be
the
first
time
that
the
court
would
take
this
the
step
as
far
as
entering
into
some
sort
of
incentive
or
abatement
structure
for
moving
equipment.
So.
D
Yeah
it
was
it.
K
Yeah
judge
I
spoke
with
bj
about
this
this
morning.
You
know
I'm
glad
to
have
calc
talcu
here.
You
know
they're
a
great
trucking
company
and
actually
are
some
of
the
safest
drivers
and
trucks.
We
got
running
up
down
146..
K
You
know
when
I
I'm
all
for
the
abatement,
but
I'm
really
worried
about
slippery
slope.
If
we
start
doing
equipment-
and
you
know
because
right
now
we're
pretty
much
straight
across
the
board,
you
know
we
don't
try
to
show
favoritism,
we
got
our
categories
and
that
fits
in
there.
You
know
we'll
do
it,
so
I
I
personally
just
don't
think
I
could
support
going
to
moving
equipment.
F
And
I
agree
with
eve:
is
this
we
don't
have
this
category
that'd
be
an
exception
to
our.
F
D
However,
the
building
and
physical
facilities
and
those
qualifying
materials
would
qualify
and
that
that's
three
million
dollars.
F
Would
you
like
to
make
a
motion
to
approve
what
qualifies
at
three
million
dollars
for
a
tax
abatement
bringing
our
tablet?
Let
bj
bring
back
a
proposal
well,.
D
D
Yeah,
it
cites
the
improvements
per
the
typical
abatement
application,
and
so
those
don't
have
to
be
clarified
in
the
application
per
se.
The
request
is
made,
and
the
emotion
that
was
made
by
mr
holmes
is
to
deny
the
variance
request
and
accept
the
application
for
debatable
value.
That's
right,
correct
all
right.
F
Thank
you,
mr
eric.
That's.
D
It
yeah
sorry
about
the
chopped
up
connection
judge.
That's.
F
Thank
you
very
much
parks
and
recreation,
6.1,
scottsdale
city
resolution,
establishing
the
county-owned
green
space
surrounding
the
hancomer
community,
building
as
official
park
land
and
naming
the
park
cecil
popeye
oldham
memorial
park
and
that
cecil
piper
holding
for
those
who
don't
know
was
the
constable
longtime
constable
in
westfield
had
passed
away
recently.
Commissioner
gore.
B
B
F
F
F
All
right
we're
going
to
9.1,
discuss
and
consider
nuisance
abatement
for
the
property
located
at
543,
stedham
street
winning,
texas
and
504
5th
street
winning
texas.
L
G
Okay,
so
we
were
requesting
the
abatement
for
504
fifth
street.
This
is
in
abandoned
house
and
we
attempted
twice
to
notify
the
owners
of
the
nuisance
condition
on
their
property.
But
the
mailing
address,
as
listed
on
the
appraisal
district,
is
the
address
the
same
property
address
of
the
location
of
the
of
that
house.
So
the
letters
were
returned.
G
G
The
grass
is
kept
mode,
I
don't
know
if
it
may
be
the
neighbors
and
that
actually
keep
it
mode,
but,
like
I
said,
we
were
never
able
to
contact
the
owners
via
mail
and
nobody
ever
contacted
our
office
regarding
this
nuisance.
F
G
Okay,
yes,
I
do
see
that
now
in
the
tax
in
the
tax
payment,
so
we
didn't
have
that
listed
on
the
appraisal
district.
We
typically
get
the
tax
statement
until
we
are
ready
to
pass
this
to
court
to
get
invaded.
F
Okay,
so
she
so
I
guess
what
we
should
do
is
get
the
po
and
and
try
it
again
before
we
actually
describe
victoria.
G
F
G
Yes,
I
said
this
nexo
was
an
abatement
for
543
stratum
street
in
winnie
now.
This
is
under
enlisted
in
the
appraisal
district
under
miss
jesse
apsher,
which
we
learned,
who
we
learned
was
deceased,
so
right
beside
the
this
burnt
house
that
has
been
burned
for
quite
a
while.
Now
the
there
is
a
young
lady
that
lived
in
the
mobile
home
west
of
this
house,
and
she
stated
that
that
house
used
to
belong
to
her
grandmother,
but
that
there
is
a
current
tax
lawsuit
on
this
property.
G
G
H
F
G
Yes,
sir,
we
did
I
do
I
mean
we
like.
I
said
we
were
aware
of
that
tax
case.
I
was
going
on
we
just
needed
to
you
know
we
wanted
to
do
something
on
our
side
to
to
see
if
it
could
get
them
going
like.
G
G
F
G
Yes,
sir,
no-
and
I
understand
I
mean
that
would
be
preferable
as
long
as
as
long
as
you
know,
our
object
is
for
this
property
to
get.
You
know
abated
or
not
abated,
to
get
cleaned
and
looking
neat
so
that
we.
H
F
Are
you
sure,
there's
a
lien
on
a
tax
lien
on
this
one
is?
It
is
the
name
chavez
because
it
shows
to
have
been
played
in
2020.
I
mean.
F
F
So
anyway,
let's
let's
table
them
victoria.
If
you
need
some
help
finding
out,
if
there
is
so,
do
we
have
a
tax
statement
on
the
first
one
on
amster.
G
F
All
right,
that's
where
we
got
confused
all
right,
so
we
need
to
lawrence
lauren's
gonna,
send
that
over
to
mike
darlow,
and
we
will
still
work
on
the
text.
Let's
now
that
and
that's
5
43,
so
504
is
separate
and.
G
G
F
Okay,
sorry,
I
got
a
little
confused
there
all
right.
We
will
separate
him
next
time,
so
it
won't
be
quite
so
confusing
and
but
let's
take
let's
just
table
them
both
for
right
now
and
bring
them
back.
G
B
F
Gigabit
internet
service
at
mcleod
community
billy,
my
bellevue
texas.
As
you're
aware
this
is
our
location
for
covid
vaccinations
and
needs
to
be
paid
out
of
the
covenant,
relief
fund
or
fema
quentin.
A
Okay,
so
yes,
sir
I've
been
working,
so
I
was
tasked
with
looking
for
a
better
internet
connection
for
the
pod
site.
Whenever
we
kind
of
begin
this.
Currently
we
have
two
sources
of
internet
there,
unfortunately
they're
wireless,
meaning
that
this
line
of
sight
from
an
ap
to
basically
a
subscriber
unit.
A
We've
experienced
an
allergist
since
we've
started
these
pod
sites
and
when
we
lose
connection,
it
puts
a
damper
on
things
operations
inside
the
pod,
everything
that's
the
cure,
md,
which
is
the
primary
program
that
the
health
department
is
using
for
the
pod.
It's
based
off
of
the
internet.
So
it's
relying
on
a
constant
connection.
So
when
it
does
drop,
trouble
start
for
us.
A
F
A
It
just
holds
the
process
up,
so
I've
been
working
with
the
city
of
my
bellevue
dwight
over
at
mvlink
on
seeing
what
it
would
take
to
get
an
actual,
solid
internet
connection
there
through
their
ambulance
connection,
which
would
require
them
extending
their
fiber
optic,
cable
down
lancaster
drive
about
900
feet.
A
A
I
C
N
A
A
backup
connection
automatically
start
if
something
did
drop,
vice
versa.
Unfortunately,
I
don't
think
it
would
be.
I
don't
know
if
it
would
be
reimbursable
by
coed,
since
it's
kind
of
a
more
permanent.
F
A
F
A
Mean
primarily
that's
what
it's
for
so
temporary,
it's
gonna
have
to
be
something
would
have
to
be
bored
underground
and
set
in
place
to
the
building.
I
don't
know
what
the
future
is
for
that
building,
but
whenever
we
do
use
that
building
it
always
requires
technology,
an
internet
connection,
so
I
think
it's
justifiable
having
it
there.
A
A
A
Yes,
sir,
I'm
not
sure
what
the
city
would
do,
since
I
guess
we're
working
kind
of
partnership
with
them
on
you
know
getting
people
vaccinated
in
our
their
community,
our
county.
I
think
they
would
probably
weigh
them.
F
N
Judge,
can
you
hear
me
yes,
sir
yeah,
knowing
that
I
was
just
gonna
kind
of
echo,
what
quentin
said,
but
also
he's
right
in
regards
to
the
building
I
mean
when
covet
ends.
N
There
may
be
something
else
from
coba:
we
need
to
use
the
building
for
not
vaccinations
or,
and
it'll
be
good
to
have
a
reliable
connection
there
just
the
same
as
any
of
our
other
buildings
and
on
the
you
know
when
the
when
the
wireless
internet
works
good,
it's
great,
but
unless
you
have
a
license,
link
you're,
always
subject
to
interference,
and
this
will
this
will
help.
You
know,
give
us
something
more
reliable,
so
we
have
to
deal
with
those
kind
of
issues
when
we've
got
people
coming
through
there,
yeah.
F
Yeah,
let
me
say,
thanks
to
the
it
team
I
know
with
all
the
new
buildings
coming
in
with
with
coven.
You
guys
have
been
really
busy
and
doing
a
great
job.
So
thank
you,
itn
communications,
cue.
I
would
leave
you
out
no
problem
all
right.
Thank
you.
Thank
you
all
right.
We
yeah
that's
a
love
fest
today,
lauren's
handsome
we're
down
to
consent.
H
Yes,
I
was
scanning
through
some
of
them.
Yeah
I'd
like
to
the
payroll
changes
judge.
Can
we
pull
them?
Take
him
to
executive.
J
F
F
M
Darla
sent
this
to
me.
She
kind
of
manages
this
in
conjunction.
We
kind
of
pair
up
on
this,
but
with
environmental,
so
she's
over
the
water
quality.
Essentially,
lja
has
a
contract
with
us
for
managing
this
portion.
We
have
to
send
an
annual
report
to
the
state
based
on
this,
since
this
is
like
a
it's
called,
an
ms4
and
so
in
urban
areas
around
the
state
of
texas.
M
We
we
get.
This
is
kind
of
like
that
unfanned
unfunded
mandate
that
y'all
you
know
we've
been
talking
about,
but
basically
the
state
has
certain
requirements,
and
they
ask
us
to.
This
is
basically
a
maintenance,
a
maintenance
agreement
that
all
detention
ponds
have
to
have
in
those
areas
and
it's
mandated
by
the
state,
and
they
ask
us
to
well.
M
They
don't
ask
they
tell
us
to
to
manage
that,
so
the
language
and
everything
is
directly
from
them,
and
so
anybody
that's
on
essentially
on
the
west
side
of
the
county
in
that
in
that
urbanized
area
for
detention
ponds,
would
have
to
sign
these
declarations
of
moving
forward,
specifying
that
they
have
to
maintain
the
detention
ponds
that
are
constructed
in
as
part
of
their.
M
M
The
owner
of
the
detention
ponds,
so
if
the
subdivision
like
the
hoa
commercial,
it
would
be
the
the
owner
of
the
businesses.
Not
this
is
not
a
county.
I
mean
the
mandate
for
the
county
is
to
manage
the
program
we
pay
for
consultants
all
that
stuff
to
for
overseeing
it
or
assisting
with
that,
but
actual
maintenance
which
they
should
be
doing
anyway,
but
it's
just
got
state
oversight
to
it.
Okay,
all
right.
B
K
Yeah,
a
couple
questions
item
number
1915:
the
accepted
notice
of
amended
no
cost
extension
the
kovid
grant.
Why
is
that
called
no
cost.
K
F
Yeah
aaron
said
it's
all
funded
through
fema
is
understood.
Yeah.
K
F
L
Yeah
so
generally
fema's
saying
5
you're
right,
commissioner,
talking
to
bill,
we
did
work
up
a
deal
where
we
can
use
some
carries
act
for
our
matching
to
cover
a
lot
of
this
stuff
too,
but.
N
K
F
So-
and
this
is
help
texas,
health,
human
services
and
this
contract
remains
fully
funded
for
2021.
B
F
Yeah,
that
that
is
a
that's
a
grant.
K
L
K
1917.,
that's
the
higher
cop
family
to
do
the
architectural
engineering
work
for
the
community,
grant
funds
or
sidewalks,
and
we
got
them
in
there.
I
think
for
aniwac
and
for
winnie,
and
I
just
wondering
why
the
county
is
the
lead
agent
in
the
city
of
anahuac,
just
curious,
understand,
winnie.
M
Well,
they
sent
it
to
the
county
and
I
don't
know
I
guess
it's
a
good
question.
We
yeah
we
were
submitting,
we
actually
we
went
and
we're
getting
a
letter
of
approval
from
the
city
of
anawac.
Yes,.
F
F
K
K
On
number
18
approve
the
amendment
to
the
current
contract
for
the
audit
and
the
county
services
for
cpa.
That's
for
the
staff
on
kovid19.
So
that's
reimbursable.
Also
that
stuff.
F
Yes,
that's
reimbursable
and
the
fact
that
we
have
five
six
open.
F
Disasters
at
this
point
and
aaron
when
aaron
and
bill
overload
it
so
we've
got
to
get
some
help
in
to
pull
things
together
that
we
need
to
get
for
fema.
F
Okay,
so
let's
let's
go
and
go
to
executive
session,
we'll
try
to
get
sam
on
before
we
vote.
F
All
right,
sam
corey,
said
he's
got
the
answer
on
the
item
that
we're
talking
about.
It
was
number
17
on
the
agenda
core.
M
So
there's
a
there
is
a
match,
but
it's
handled
through
tvc
credits
that
will
be
issued
for
these
projects
and
the
only
ones
in
initially
we
were
looking
at
extending
one
of
the
projects
we
kind
of
wanted
to
do.
M
You
know
three
projects,
kind
of
spread
it
across
the
county,
but
like
along
3180
extending
the
stuff
that
mo
bellevue
did
didn't
justify.
M
Is
and
bellevue
actually
helped
us
with
the
forums
and
getting
it
filled
out.
K
F
Oh
sir,
good
questions,
yeah,
that's
a
good
question
all
right,
never
mind!
Sam
okay!
Thank
you.
Bye!
All
right,
I'll,
entertain
a
motion
to
approve
the.
J
F
F
Yes,
okay,
yeah,
okay,
so
we're
gonna.
Take
payroll
change
to
executive
session
number
21.
The
amount
is
three
one:
six,
nine
we're
pulling
number
30
and
we've
already
voted
on
number
41..
F
All
right
court
will
come
to
order
after
executive
session.
It's
12
o'clock
p.m.
The
only
item
we
have
left
on
the
agenda
is
under
consent.
Number
six
approve
payroll
changes.
F
K
No,
there
was
a
one
exception
on
there
for
the
pay
adjustment
for
kenneth
hill.
That's
the
one
right.
