If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
C
B
Let's
pray,
lord,
we
thank
you
for
this
day.
We
thank
you
for
your
blessings
and
how
you
blessed
each
one
of
us
said
lord
we're
now
in
a
turmoil
in
our
country
in
our
county
with
covenant,
and
we
know
that
you're
in
control
of
all
things
and
lord.
We
just
ask
you
now,
as
we
come
to
this
court
meeting,
that
you
give
your
wisdom
to
these
gentlemen
and
everyone
concerned
as
they
make
decisions
for
chambers
county
and
lord.
B
As
we
approach
the
new
year
made
each
one
of
us
resolve
that
we
are
going
to
seek
you
more
and
more
in
our
lives
and
lord.
We
thank
you
again.
How
you've
blessed
us
with
you
to
guide
us
and
direct
us,
keep
us
all
safe,
there's
a
lot
of
travel
without
our
citizens
get
them
all
home
safely.
In
christ's
name,
we
pray,
amen,
amen.
C
B
Whatever
jimmy
gore
tells
you
don't
believe
me.
C
All
right
citizens
comments
something
on
vince
and
lauren
said
we
had
to
come
in
1.1
discussion,
consider
appointment
or
reappointment
commissioners,
the
chairman's
county
marriage
services
district
number
one
place
to
advise.
Mr
gore,
you
want
to
take
this.
You
want
me
to
yeah
okay,
so
brad
krohn
and
kenneth
thibodeau
were
up
and
they
are
willing
to
be
reappointed.
In
fact,
they'd
like
to
be
reappointed
so
question
back
to
mr
gore.
Yes,
sir,
take
it
back
to
mr
tice
any
questions,
those
in
favor
aye.
A
C
Opposed
mostly
curious,
lauren
you
listening
back
there
can
we
have
do
you
have
a
resolution
for
mine.
I
do
okay
1.2
discussing
adopting
a
resolution
of
appreciation
for
mike
shields
and
his
many
years
of
service
of
the
baytown
west,
chairman
county
economic
development
foundation
for
billy
reid's
resolution.
A
C
C
1.3
discuss
consider
approving
the
march
1
2022
joined
primary
election
democratic
and
republican
contracts
for
election
service
hospital
good
morning.
F
They
are
in
your
packet,
their
standards
from
the
secretary
of
state.
We
do
not
have
a
local
democratic
chair,
so
the
state's
party
is
handling
it
and
I
ask
for
your
approval.
F
Subject
that
will
not
end
when
it
when
we
we,
as
in
liam
martin
and
I
and
one
of
my
deputies,
who
was
overseeing
elections,
started
entering
the
data
into
a
statewide
system.
F
We
noticed
that
a
sliver
of
election
precinct
8
should
have
been
in
part
of
election
precinct
16.,
so
we
attached
the
map
for
you.
There
were
nine
registered
voters,
so
you'll
know
where
it
is.
It
is
if
you
are
on
the
theta
road
of
interstate
10
and
you
are
eastbound
and
you
pass
the
old
koa
campground
to
the
next
road.
There
is
needle
point
and
if
you
take
a
right,
our
needle
point,
you
follow
that
canal
etc.
You
know
that
goes
all
the
way
down
to
hpp.
F
F
So
hopefully
this
is
the
last
change.
We
are
ready
to
upload
and
submit
as
soon
as
you
approve
this
and
we
have
met.
The
deadline
is
friday
and
we
are
done
today
with
the
redistricting
as
soon
as
you
approve
this.
We.
F
C
Okay,
welcome
back
to
mr
cohen,
second,
back
to
mr
gore,
and
I
know
there's
no
question
so
we
beat
this
horse
to
death,
so
those
in
favor
opposed
motion
carries
thank
you
for
all
your
hard
work,
heather
seriously
appreciate
it
all
right,
2.1,
consider
brazos
valley,
community
action
programs
grant
2020
audit
report,
page
36
and
your
packet
has
the.
C
Conclusion
the
grantees
made
effort
to
collect
proper
documentation
for
each
client
file
and
retain
necessary
records
for
the
contract
period.
They've
improved
advertising
efforts
in
order
to
reteach
residents
from
all
areas
of
the
county
they
have
provided
all
requested
information
incorporated
during
the
audit.
With
these
as
auto
is
not
a
detailed
examination
of
all
transactions,
there
is
a
risk
that
errors
are
probed
or
not
detected.
C
I
am
right
now
and
I
have
a
bittersweet
announcement
which
I'm
sure
you've
all
heard
by
now,
but.
C
C
Yeah
I
told
lauren
it's
like
one
of
my
kids
going
off
to
college
and
she
said
yeah
he's
going
to
junior
college
because
he's
staying
close.
C
C
C
C
All
right
moving
on
to.
C
Quarter
all
right,
6.1
discussed
considered
by
board
purchases
splash
pad
port
analog
part
from
craftsman,
commercial
playground
and
water
park
in
the
amount
of
315.
Two
hundred
forty
four
seventy
three
commissioner
gore
good
morning.
G
We
have
been
working
with
craftsman
to
build
a
scrap
pad
here
in
the
parking
lot.
We
have
three
hundred
fifteen
thousand
two
hundred
and
twenty
four
dollars
and
seventy
three
cents
to
do
this
project.
We
have
work.
I
know
the
water
rates
have
been
a
big
concern
for
this
flash
fast.
I
have
been
working
with
the
city
of
anawac
and
I
think
we're
coming
to
an
agreement
to
have
the
award
rates.
It's
almost
going
to
be
even
killed,
there's
going
to
be
a
cost
or
less
for
this
flashback.
G
G
Oh
I
know
you
we're
trying
to
beat
the
price
increase
and
on
crafting
because
they
said
I
started
with
crafting
last
week,
and
he
said
he
didn't
know
if
it
was
going
to
be
on
the
first
15th
of
wednesday,
so
either
we
can
table
it,
bring
it
back
on
the
11th
when
I
have
the
agreement
wrote
up
with
the
city
or
we
can
approve
it
with
contingency
on
that
agreement
with
the
city.
I
just
wanted
to
lock
in
the
pricing
with
craftman.
H
G
Was
going
to
be
a
415
project,
which
we
greatly
appreciate
that
as
well
with
all
the
growth
and
the
new
subdivisions
coming
in,
we
want
to
make
sure
it's
substantial
to
all
the
kids
and
bigger
features
and
stuff
like
that,
but
kurt's
been
working
hard
with
tracking
as
well.
So,
but
I
don't
see
an
issue
with
it
with
the
city
they're
working
real
well
with
us
on
this
agreement.
G
C
I
So
once
you
have
the
agreement,
the
interlocal
and
everything
is
good
with
the
city
as
to
what
they're
gonna
charge
for
the
water.
Yes,
sir,
because
it
it's
astronomical.
If
we,
if
we
pay
their
amount,
we
can't
afford,
we
can't
afford
it.
Then,
yes,
we
can
go
ahead
and
do
our
co-op
purchase
with
craftsman
for
the
315
thousand
dollars.
I
Come
back
later,
if
we
have
the
extra
money
from
the
what
was
the
amd?
Yes,
sir,
which
thank
you
very
much
another
hundred
thousand.
We
can
do
a
change
order
to
our
co-op
for
that.
Yes,
that
that's
true-
and
maybe
it's
not
a
change
order.
Maybe
it's
it's
in
addition
judge
it
would
be
in
addition
to
our.
C
I
A
Now
is
this
on
the
this
budget
year
or
next
budget
year.
It's.
I
C
H
C
So
kirk,
I
got
a
question
for
you
because
you
talked
to
them
they're
the
price
you
might
come
up
for
other
prices
with
a
healthy
crisis
for
us
do
the
next
card,
or
we
need
to
move
forward
with
this
or.
E
I
About
a
substantial
increase,
10
10,
I
was
going
to
say
judging
we've
already
had.
Two
companies
call
us
that
we're
making
capital
purchases
up
for
2022
telling
us
come
january.
1
there
is
a
15
increase.
They
can.
They
have
no
control
over.
So
we'll
have
to
come
back
to
court
for
some
more
money
on
some
of
those
capital
projects
and
its
vehicles
and
equipment
is
what
it
is
right
now.
A
So
jimmy
this
water,
does
it
not
recycle
the
water?
No,
we
do
not
recycle
it
back
into
this
system.
Does.
G
I
G
That's
reading
I
met
with
the
city
last
week,
charlie
henry
and
their
working
manager
and
stuff
like
that
and
they're
real
applicable
of
working,
a
deal
where
the
our
garbage
rates
that
we
charge
to
dispose
of
at
the
landfill
they're
wanting
to
negotiate
that
with
the
water
rates.
So
if
we
can
decrease
some
of
that
on
them,
they're
going
to
level
out
the
playing
field
on
the
water
so
and
they're.
Fine
with
that.
G
C
C
I
C
George,
okay
and
I'm
also
on
the
consent,
number
28,
except
the
donation
of
18
months
old,
belgium,
mongols
start
to
the
champions
county,
sheriff's
office,
shane
debt,
wilder
foundation,
they're
here.
Thank
you
so
much.
We
appreciate
it.
The
sheriff
has
said:
there's
going
to
be
a
little
a
demonstration
sheriff.
I
think
we
can
do
it.
I
think
we
can
finalize
court
and
do
it
because
that's
fine,
it
doesn't.
H
Yeah,
just
I
want
to
obviously
y'all
realize
how
important
the
detwilers.
H
Sheriff's
office
and
once
again
they
have
come
through
with
something
that
we
would
normally.
I
would
not
come
ask
for
the
kind
of
money
that
it
costs
to
produce
this
kind
of
dog.
So,
with
the
generosity
of
of
the
detwiler
foundation,
we
have
a.
This
will
be
our
fourth
patrol
dog,
I
say
back
fourth
dog,
our
second
patrol
dog.
We
have
two
narcotics
dogs,
two
patrol
dogs
and
the
patrol
dogs
are
a
lot
more
expensive.
H
They
do
a
lot
more
things
and
they
do
building
searches,
man,
searches,
area,
searches,
evidence,
recovery,
they're,
just
a
very
robust
academic,
a
lot
of
physical
training
and
it's
a
very
expensive
school
and
a
very
expensive
dog,
and
we
thank
cheryl
and
mike
and
their
board
of
directors
for
for
producing,
stark
and
one
of
our
beto.
We
we
we
have
a
vitar
is
our
deputy
that
we
have
assigned
start
to
and
and
cheryl
and
her
team
were
gracious
enough.
H
They
picked
up
all
the
training,
put
him
out
there
in
in
what
city
salem
ohio
for
really
six
weeks,
when
it's
essentially
six
weeks
and
to
to
get
beethoven
trained
to
the
to
the
dog.
It's
just
important
to
have
the
so
it's
we're
we're
excited
and,
like
I
said,
if
we
break
court,
we'll
do
a
little
demonstration
right
outside
here.
Just
kind
of
some
of
the
things
he's
actually
we've
already
been
using
quite
a
bit.
H
You
know
he's
very
impressive
and-
and
I
like
him-
a
lot
and
cheryl
actually
helped
us
pick
him
out,
because
we
knew
he
was
going
to
be
human
friendly
he's.
Some
of
them
can
be
a
little
aggressive,
some
of
them,
but
but
he's
one
that
we
feel
that
we
can
safely
take
him
into
schools
and
he
can
still
do
everything
else
and
get
the
job
done.
So.
A
County
and
public
health
and
army
did
we
get
those
rates
worked
out
on
it.
C
G
G
C
C
We're
going
to
start
off
with
5.3
since
we're
going
to
have
a
public
hearing
at
10.
discussing
considered
name
change
to
the
top
sale
energy
baytown
llc
taxpayer
agreement.
How
are
you,
sir,
good
morning,
hope.
D
You
had
a
good
yes,
how
about
you
good.
D
Years
of
resolution
that
would
acknowledge
the
name
change
by
top
sale,
energy
baytown
llc.
They
have
an
existing
tax
abatement
agreement
with
the
county,
and
this
is
a.
D
B
D
The
same,
and
so
they
as
the
recitals
note,
the
agreement
was
entered
into
between
the
county
and
top
sale
in
january
of
2017..
In
may
of
this
year,
topsail
changed
its
name
to
blue
tide.
Environmental
blue
tide
assumes
and
maintains
all
contracts
and
agreements
under
that
framework,
including
the
chambers
county
agreement.
E
D
The
resolution
simply
recognizes
that
the
agreements
allow
for
assignment
of
tax,
abatements
or
agreements
upon
approval
of
the
county,
and
that
is
also
cited
for
your
approval
today.
C
D
You
judge
as
you
as
you're
aware,
the
county
has
been
looking
at
monitoring
the
ability
to
establish
transportation,
reinvestment
zones
or
tours
like
mechanisms
to
fund
transportation
infrastructure
projects.
For
for
many
years,
the
constitution
was
not
changed
to
allow
counties
to
use
tax
increments,
to
fund
bond
debt,
and
this
year
prop
2,
as
it
was
known,
started
out
as
hr
99
and
subsequently
was
put
on
the
ballot
as
prop
2..
It
passed
by
significant
margin
that
would
allow
counties
to
establish
transportation,
reinvestment
zones
that
would
operate
essentially
like
tax
increment
reinvestment
zones.
D
There
are
some
stipulations
that
are
required
to
establish
this.
However.
Chambers
county
has
a
history
of
working
with
transportation,
reinvestment
zones
back
in
mid
2004-2005.
D
There
was
a
special
allocation
from
the
state
that
allowed
counties
to
establish
transportation
reinvestment
zones,
particularly
if
they
had
thorough
affairs
that
were
impacted
by
oil
and
gas
industry,
and
so
the
county
established
a
transportation
investment
zone
to
address
infrastructure
improvements
enter
around
darn,
boasts
road
in
central
county
and
we're
allowed
to
or
we're
able
to
garner
some
funds,
and
so
that
framework
can
be
replicated.
However,
there
are
several
steps
that
have
to
be
pursued
for
establishing
a
new
footprint.
Mr
combs
and
judge
sylvia
have
been
working
to
identify
this
parkway.
D
However,
as
part
of
that
exhibit,
the
first
page
indicates
eight
steps
that
ought
to
be
taken
to
re-establish
or
establish
this
transportation
reinvestment
zone
first
step
is
to
identify
needs
which
have
been
done.
There
are
a
number
of
projects
that
could
be
undertaken
in
the
proposed
footprint
for
the
reinvestment
zone,
conduct
research
for
zone
formation
and
we're
doing
that
right
now,
with
respect
to
looking
at
boundaries
the
potential
for
tax
increment.
D
What
that
revenue
could
generate
the
types
of
projects
that
could
be
that
would
come
forth
in
the
boundaries
of
the
reinvestment
zone.
The
court
has
to
conduct
a
public
hearing
to
establish
the
reinvestment
zone,
pass
an
ordinance
or
an
order,
and
then
establish
a
base
year
for
tax
collection,
which
in
this
case,
if,
in
fact,
the
court
decides
to
move
forward
with
doing
the
research
to
establish
reinvestment
zone.
D
2022
would
be
the
rational
tax
year
to
establish
the
base
because
of
the
advent
of
new
development
that
would
be
coming
forth
and
then
going
on
step.
Seven
determine
the
tax
increment
through
feasibility
study.
What
the
possibility
is,
what
sort
of
funding
the
county
thinks
that
would
emerge
within
the
footprint
and
then
establish
a
funding
mechanism?
There
are
some
prohibitions
if
you
will
they're
associated
with
this,
that
only
65
of
the
tax
increment
could
be
allocated
to
fund
bond
debt.
D
However,
the
distinguishing
features
of
prop
2
and
the
elements
as
it
was
passed
would
allow
the
county
to
establish
a
base
year
and
use
increment
directly
to
fund
transportation
projects
or
to
use
aid
from
it
to
fund
bonding,
and
so
that's,
what's
before
consideration
for
the
court
today,
either
to
move
forward
with
the
process
to
go
through
these
eight
steps
or
not
to
move
forward.
But
the
process
would
go
through
the
a7s.
C
D
The
motion
would
be
to
initiate.
C
Any
