C
Yes,
brooke
paul
is
here
she
is
with
our
chambers,
county
county
council,
along
with
dustin
poole.
He
is
also
a
county
council
member.
The
brook
will
be
saying
the
pledge
and
dustin
will
be
saying.
The
prayer
welcome.

B
D
Whereas
the
chambers
county
commissioner's
court
is
proud
to
honor
the
4-h
youth
development
program
of
the
texas,
a
m
agrilife
extension
service
for
112
years
of
providing
experience-based
education
to
youngsters
throughout
the
lone
star
state
and
whereas
this
admiral
program,
which
seeks
to
provide
a
learning
experience
for
the
whole
child,
including
health,
heart
hands
and
health,
helping
young
texans
to
acquire
knowledge,
develop
life
skills
and
form
attitudes
to
enable
them
to
become
self-directed,
productive
and
contributing
members
of
our
society.
And
whereas
it
is
more
than
550.
D
000.
Urban,
suburban
and
royal
rural
youth
participants,
ranging
in
age
from
8
to
19,
held
from
diverse
ethnic
and
socioeconomic
backgrounds
and
truly
represent
a
cross-section
of
the
state.
And
whereas
the
program
undoubtedly
could
not
have
achieved
the
success.
That
is
that
it
has
today
were
not
were
it
not
for
the
service
of
its
more
than
22
000
volunteers,
who
have
given
generously
of
their
time,
talents,
energies
and
resources
of
the
youth
of
texas
and
where
else,
throughout
its
proudly
history.
D
The
4-h
program
has
developed
positive
role.
Models
for
countless
texans
and
through
its
innovative
and
expiring
programs,
continues
to
build
character
and
to
instill
the
values
that
have
made
our
state
strong
and
great.
Now
there
have
be
it
resolved.
The
chambers
county
commissioner's
court
hereby
designate
october
6th
through
the
12th
2009
2021
as
national
4-h
week
in
texas,
and
commend
the
youth
to
commend
the
4-h
youth
development
program
of
texas,
a
m
agrilife
extension
service
and
the
many
men
and
women
who
have
made
the
program
an
a
success.
G
B
H
I
K
B
K
She
also
has
national
certifications
as
an
associate
safety,
professional
and
certified
environmental
trainer,
and
yesterday
we
got
started
hit
the
ground
running
and
we
met
with
the
airport
and
we're
working
with
them
on
some
of
their
stormwater,
permitting
tcq
permitting
compliance
requirements
that
need
to
be
tidied
up.
So
would
you
like
to
sing
just.
I
L
B
G
K
L
B
B
And
actually
says
one
five
and
discuss
considering
implementation
of
vehicle
tracking
for
county
vehicles
in
2022,
with
an
estimated
cost
of
30
000.
B
Yeah
so
derek's
letter
says:
reduction
of
additional
vehicle
results
in
approximately
17.45
cents
per
charge
per
month,
charge
that
could
be
an
agreement
done
and
get
an
official
quote,
but
it's
30
000
for
all
the
outside
vehicles.
I
left,
I
think,
that's
140
vehicles.
G
B
G
By
the
department
heads,
it
will
be
monitored
by
the
department
head,
we'll
put
it
on
our
equipment
and
dump
trucks
and
then
just
county
vehicles
to
hopefully
improve
increased
productivity,
increased
productivity
and
also
safety
in
case
someone's
out
somewhere
and
they
get
hurt
or
whatever
we
don't
hear
from
them,
and
we
can
always
track
them
about
that.
H
H
B
B
G
H
I
mean
I
I
I'm
not
sure,
commissioner,
I
just
heard
about
this
this
morning
and
I
sent
the
zoom
in
photography.
B
Well,
I
mean
all
right:
all
we're
doing
today
is
going
you're
requesting
the
budget
to
money
for
this.
Yes,
so
you
know
work
out
the
details
later
yeah,
I
will
say
I
know
the
assistant
that
the
sheriff's
office
uses.
I
don't
think,
we've
actually.
G
E
F
G
H
B
No,
I
don't
know
that
we
have
any
questions
for
you.
I
think.
Actually
you
have
anything
you
need
to
add
on
1.5,
the
tracking
for
the
county
vehicles.
E
All
right,
you
asking
me
judge
yes,
sir,
we
can
no,
sir,
that's
just
information
regarding
the
pricing.
If
we,
if
it's
decided
to
move
forward,
then
we
can
get
the
the
specific
details
on
all
the
product
to
put
on
a
on
a
another
court
coming
up.
B
E
So
that's
that's,
that's
roughly
what
it
would
cost
to
do
the
county
vehicles
to
add
the
gps
tracking.
So
if,
if
it
looks
like
we
want
to
proceed
with
that,
I
can
get
all
the
details.
Official
quote
and
agreement
for
the
county
attorney
and
george
to
look
over
and
then
bring
it
back
to
commissioners.
Court.
E
No,
so
it
would
I
mean
really
the
the
departments
I
assume
are
the
ones
that
would
be
like
overseeing
their
own
people
and
as
far
as
the
install
I
talked
to
verizon,
they
said
they
can
install
day
or
night
and
it's
they
handle
the
whole
installation.
So
I
don't,
it
shouldn't,
be
a
huge
huge
deal.
E
B
A
B
Questions
comments
appreciate
you,
volunteering
no
problem,
those
in
favor
opposed
motion.
Thank
you.
3.2
discussion
consider
setting
a
public
hearing
for
october
26
2021
for
the
seller,
abandonment
of
a
portion
of
the
unimproved
right
away
of
shady
glen
drive
and
oh
collin,
as
requested
by
jeff
loomis.
A
Yeah,
all
right,
so
there
was
last
court.
There
was
a
little
bit
of
miscommunication
on
the
court
date
or
the
public
hearing.
A
So
anyway,
there
was
a
little
bit
miscommunication
last
report
on
the
setting
of
the
public
hearing
for
for
this
particular
item.
So
we
need
we're
required
to
have
a
21
day
period
before
we
can
post
and
discuss.
So
that's
that's
why
we
moved
it
back
a
little
bit
to
the
26th.
B
M
Okay,
so
this
is
obviously
dealing
with
kilgore
drainage
project.
M
We've
got
a
partnership
that
was
on
that
a
group
of
partners
that
partnered
with
the
county
to
bring
that
project
to
completion
we're
near
completion
now
jindal
saul
had
the
opportunity
to
be
a
part
of
that
partnership
and
rejected
it
at
the
time,
and
we
had
to
purchase
their
property.
M
B
J
Who'll
figure
those
calls
that's
the
part
we
don't
know
yet
it
needs
to
be
enough
to
make
sure
that
it
covers
the
impact
of
them
getting
into
it
they're
tying
in
downstream.
We
know
some
additional
work
has
to
be
done.
The
exact
amount
we
don't
know.
We
also
have
on
this
agenda
to
get
some
engineering
work
done
on
that.
So
I
think
my
notion
would
be
that
we
approve
this
with
an
amount
to
be
determined
by
the
county,
determined
and
approved
by
the
county
engineer.
M
Okay,
so
this
is
the
rest
of
that
essentially
3.4.
This
will
help
us
make
that
decision
for.
M
We,
as
you
are
aware,
we've
we've
had
a
long
history
with
paul
lipke
and
his
group
in
trying
to
complete
this
project.
We've
been
in
a
process
of
him
trying
to
trying
to
gain
this
as
built
out
of
paul
for
over
two
years
essentially,
and
we
just
can't
land
it.
So
we
believe
that
coat,
which
is
jim
roberts,
essentially
has
been
a
part
of
that
he's
he's
already
done
about
95
of
the
work
so
for
a
very
small
portion
of
additional
fee.
M
Then
we
believe
that
we
can
get
this
as
built
and
also
determine
what
impact
fees
would
be
associated
or
needed
for
jindal
saw
and
for
completing
the
project.
M
M
This
would
have
to
come
out
of
the
drainage
project.
M
J
M
B
J
Have
we
got
any
of
the
reimbursements
back
from
the
stakeholders
yet.
B
That'd
be
my
motion
exactly
sorry
host
michael
mr
column.
Take
it
back,
mr
pass
a
little
favor
pose
motion
curious
and
we
can
pass
them
that
comes
right
back
over
to
agenda
awesome,
correct,
true,
3.6,
discussion,
change,
order
for
ser
construction
to
complete
additional
work
on
kilgore
phase,
one,
including
the
removal
of
silt
and
re-establishment
of
slope
court.
B
M
So
this
we
last
year
as
ser
was
completing
the
second
phase
of
the
project.
We
had
a.
M
The
court
approved
us
to
go
in
there
and
do
some
additional
work.
Do
some
seating
on
phase
one
the?
So
we
did
that
from
basically
the
railroad
tracks
over
to
146
and
there
was
a
portion
in
there
that
was
squeezed
between
what
ser
was
doing
and
the
railroad
track.
So
it
was
really
inaccessible
and
if
we
was
to
get
in
there
and
do
much,
we
could
have
damaged
ser's
work.
M
Work
area
at
this
point,
they're,
essentially
close
to
being
done
scr,
and
so
just
in
the
vegetative
establishment
we've
looked
at
that
worked
with
ktn
has
taken
a
look
at
it.
Had
some
initial
bids
looked
like
it
was
about
240
000
worth
of
work,
and
we
talked
to
ser
they're
willing
to
give
us
some
price,
their
own
prices,
for
trying
to
establish
that
that
work,
like
I
said,
they're
already
in
there,
they've
done
high
quality
workforce
already
satisfied
with
their
work.
J
Work,
one
thing
I
think
is
worth
mentioning
much
of
the
silk:
that's
in
that
ditch
actually
came
from
ktns
feeding
into
it,
so
we
want
to.
We
need
to
get
a
cost
share
of
this
with
ktm,
for
the
silt
I
mean
part
of
it
is
definitely
on
the
county,
but
not
all
of
it.
Still,
I
believe,
most
of
the
silk
is
on
ktm.
M
M
Participating
in
the
cleanup
we've
already
talked
to
them
about
that,
and
they
will
participate
so
right.
M
J
Right
so
you
know
real,
basically,
the
dress
up
and
silt.
The
problem
is
the
silt's
a
wild
card.
We
just
don't
know
how
far
it
goes
into
the
box
culvert
and
what
it's
going
to
take.
M
B
Now
so
I
mean
we
could
prove
that's
negotiated
by
you
in
court
yeah.
B
M
I've
been
working
with
them
to
supply
our
own
permit
information
that
we
have
for
our
current
ability
to
permit
on
state
roadways
within
the
county
of
which
there's
been
absolutely
zero
permitting
for,
but
there
is
a
portion
we
believe
of
of
those
same
heavy
halls
that
are
on
county
roads
and
under
the
senator
nichols
bill,
that's
being
utilized
primarily
at
100
really
and
so
we're
that's
the
reason
the
other
county
permits
not
being
utilized,
but
this
would
give
us
an
opportunity
to
provide
for
a
permit
even
either
an
individual
or
an
annual
permit,
and
be
able
to
collect
some
fees,
permit
fees
that
would
help
us
repair
some
of
these
roadways
when
they
get
damaged
so
instance.
M
You
know
we're
looking
at
about
370
to
400
thousand
dollars
on
bayer.
We
just
spent,
I
think,
about
the
same
amount
over
on
hatcherville.
Well,
it
was
actually
industry
paid
for
that,
but
you
know
we
would
be
able.
This
would
provide
us
a
a
pot
for
being
able
to
do
that,
and
you
know,
essentially,
you
know
whatever
happens
over
on
kilgore
there's
other
other
routes
that
we
could
utilize
this
on.
That
would
help
provide
some
funding
so
that
we're
not
you
know
trying
to
look
for
industry
to
cover
it
after
the
fact.
M
But
I'm
not
sure
if
that's
I
don't
know
how
that's
determined
and
the
attorney
that
I
talked
to
with
txdot
basically
alluded
that
it's
not
enough
money
overall
and
she
everybody
but
we're
not
getting.
M
She
said:
well,
I
don't
know
how
they're
determining
what
the
five
percent
is
based
on.
Is
it
five
percent
of
every
permit?
That's
in
the
county?
Is
it
five
percent
of
ones
that
they
determine
potentially
could
come
over
our
roadways
and
is
it
five
percent
that
split
with
the
cities
potentially
so,
for
instance,
like
hatcherville,
is
actually
within
the
city
of
bellevue,
and
so
we're
probably
not
getting
any
of
that.
I
know
for
a
fact
that
beach
city.
J
Has
actually
got
money
back
on
that
and
you
know
they
we
maintain
all
of
their
rooms.
So
I
think
that's
something
we
need
to
look
at
and
just
see
how
many
or
how
that
money
has
been
distributed
back,
and
you
know
rightfully
it
needs
to
go
to.
M
Whatever
entity
is
maintaining
that
road,
correct,
yes
and
so
ashley's
looked
at
it,
sent
me
an
email
and
said
that
she
believes
that
it
could
be
done
I'll.
Let
her
speak
for
that,
but
and
then
I
also
have
seen
that
jefferson
county
is
already
issuing
similar
permits.
They
have
an
annual
permit
and
a
trip
permit.
So
so.
L
J
L
M
Well,
yeah,
but
it's
considered,
I
think,
that's
what
most
of
them
are
doing,
but
that's
the
reason
it's
considered
indivisible,
because
it's
in
a
container
that
once
it's
once
it's
sealed
in
the
container
taken
to
the
port,
it's
never
opened.
So
they
consider
that
indivisible,
but
normal
invisibles
would
be
like
you
know,
like
some
of
these
mining
equipment,
like
one
tire
might
weigh
40
000
pounds
or
whatever
you
know,
and
that's
that's
in
its
smallest
portion.
They
can
take
it
off
the
axle,
but
they
can't
take
it
down
any
smaller
than
that.
J
J
M
They
are
individual
permits,
it's
not
part
of
the
nichols
bill
right
so
I
mean
I
I
don't
know.
Theoretically,
we
should
be
getting
something
off
of
it,
but
I
mean
I
have
no
way
of
tracking
that
or
to
know
at
all.
So
this
would
be
something
you
know
once
they
leave
the
state
roadway
system
coming
down
a
county
road,
we're
not
excluding
them
for
being
able
to
make
that
you
know
that
movement,
but
we're
just
asking
for
them
to
pay
for
the
associated
damage
that
they're
creating.
I
H
M
Yeah
well,
we
we
do
have
a
system
that
we're
already
paying
for
through
pro
models
for
that
system,
and
we
get
weekly
emails,
basically
saying
that
it
hasn't
been
utilized
and
that's
part.
The
state
requires
us
to
maintain
that
system
as
a
part
of
the
legislation
that
they
passed.
M
What
six
years
ago,
or
something
like
that
so
anyway,
it
I,
I
would
think
that
could
be
expanded
and
utilized.
You
know,
and
I'm
not
sure
if
it
would,
you
know
when
they
come
in,
like
a
dump
sticker.
You
know
you
get
a
overweight
permit
sticker.
That's
an.
G
M
H
M
H
M
G
M
Yeah
well
and
yeah-
I
don't
know
I'm
that's
true.
I
was
you
just
got
me
thinking,
though,
there's
just
wondering
right,
so
others,
and
then
you
know
once
once
99
goes
in
and
you
get
the
bridge
they're
over
146,
it's
going
to
restrict
some
height.
So
I'm
not
sure
if
we're
not
going
to
end
up
getting
some
some
bit
of
different
movements
or
something
like
that
because
of
99
at
some
point
I
don't
know,
I'm
sure
they
can
cross
it
like
they
do
down
by
565.
M
Probably
the
path
anyway.
Well.
H
B
You
were
straight
on
the
motion.
It's
you
proving
the
county
attorney
to
move
forward
on
putting
the
plan
together,
but
that's
correct.
Okay,
so.
H
B
All
right,
you
got
a
minute
amended
motion
in
a
second,
yes,
sir.
Okay,
all
right,
I'm
in
the
motion
seconds
any
other
questions,
it's
all
clear
as
mud.
Now,
those
in
favor
so
much
for
carrying
danny.
Did
you
get
all
right,
good,
good
girl,
all
right,
3.8
disgusting,
consider
allowing
rodent
bridge
to
temporarily
close
bare
road
if
needed,.
M
We're
hoping
this
is
not
necessary,
and
I
think
billy
mentioned
this
in
the
last
special
meeting.
That
cavestro
is
actually
asked
that,
if
the
patches
that
we
do
at
this
point
fail
before,
we
can
get
out
there
and
get
it
repaired
under
the
bid.
That's
currently
advertised
that
we
shut
down
the
roadway
for
safety
purposes,
and
so
just
asking
for
that
it
would
be
a
last
last-ditch
effort.
It's
not
something
that
we
anticipate,
but
just
want
to
have
permission
in
case
it's
necessary.
M
Well,
that
is
true
yeah.
We
have
it
in
the
plans,
so
that
was
one
of
our
ways
to
save
some
money
is
to
actually
shut
that
down
and
change
the
concrete
from
hes
over
to
class
b,
which
is
a
little
more
friendly
on
price.
B
Those
in
favor
closed
most
securities
3.9
disgustingly,
consider
a
variance
of
lighting
that
relates
to
the
electrical
permanent
with
a
construction
bond
required
requiring
completion
of
stormwater
retention
court.
M
Okay,
so
this
is
in
reference
to
an
existing
problem
that
we
have
now,
but
also
we've
had
issues
over
the
last
couple
years
where
people
have
asked
for
variances
and
we've
given
a
variance
and
said
well,
you've
got
30
60
90
days,
something
like
that.
Depending
on
the
situation
to
come
back
and
complete
your
items,
we
generally
we
hold
the
electric
portion
of
the
permit
until
we
get
the
drainage
approval.
M
Most
of
those
cases
that
people
have
gotten
variances
on,
they
have
not
come
back
and
followed
through
and
we've
already
released
electricity,
there's
really
nothing
else
that
we
can
do
to
hold
them
accountable.
So
it
was
just
the
point
of
we
got
thinking
about
this
current
situation
and
then
also
kind
of
the
situations
that
we've
had
in
the
past
and
feel
like.
M
Maybe
a
bond
is
the
best
way
of
handling
that
I've
talked
to
one
of
our
partners
this
morning
actually,
and
he
supports
that
as
a
solution
for
their
situation
as
well,
so
to
allow
them
to
move
forward.
So
it
allows
them
to
move
forward
to
be
protected.
A
M
Win-Win
solution,
where
we
don't
have
to
hold
them
up
on
stuff,
we
go
ahead
and
release
electricity.
It
puts
the
burden
back
on
the
individual,
that's
building
the
pond
and
not
necessarily.
M
Not
necessarily
the
the
business,
that's
so
in
some
of
these
situations.
Just
so
you
know,
like
industry,
industry
builds
the
ponds
and
then
they
sell
the
spots
around
it
for
warehouses
or
other
facilities.
M
So
the
only
way
we've
had
to
be
able
to
hold
these
ponds
is
that
we
hold
the
individual
with
the
permit
for
the
warehouse,
because
that's
the
one
that
has
the
electricity.
Obviously
in
the
initial
pond,
there's
not
there's
not
that
process
so
anyway.
This
would
solve
that
issue
to
where
we
can
allow
that
to
be
to
to
go
in
place,
but
the
pond
has
to
be
completed
prior
to
the
warehouse
or
they
would
forfeit
the
bond.
M
B
J
M
M
J
M
The
the
one
I'm
talking
about
today,
yes,
is
the
is,
is
somebody
that's
coming
after
permit
after
permit,
and
obviously.
M
Once
we
catch
a
bond-
and
you
know
that's
not
what
we
would
prefer,
we
need
the
ponds
out
there.
So
at
that
point
we
would
hold
all
additional
permits
for
that
industry
until
they
get
come
into
compliance,
but
you
know
for
the
for
the
smaller
guy.
You
know
I
I
suppose
that
is
some
bit
of
an
issue,
but
I
would
certainly
think
that's
not
something
they
want
to
do
either.
So.
E
I
B
B
M
As
we
mentioned
before,
we
had
some
issues
with
traffic,
and
this
would
essentially
be
solved
through
the
agreement
that
we
were
talking
about
with
txdot
and
state
highway
99.
We
feel
like
we're
very
close
to
having
something
from
tech
stock
to
be
able
to
put
heavy
haul
on
99..
M
So
I
I
think
that
we're
going
to
get
that
approval
sometime
in
october
and
when
we
do
that,
we
have
a
assurance
from
ktn
that
they
will
push
their
traffic
that
direction,
and
so
this
would
be
approving
that
tie-in
so
that
they
can
go
ahead
and
start
operations
with
an
approved
agreement.
Written
agreement
verifying
our
well
fire.
M
J
And
we
did
discuss
this
in
our
meeting
with
ktm
thursday
and
the
caveat
to
it.
That's
not
in
the
item
is
that
it's
subject
to
a
written
agreement
that
they
will
put
100
of
their
container
trucks
on
99
once
the
heavy
home
restriction
is
removed,
and
so
you
know
I'll
make
that
motion
that
we
approve
it
subject
to
a
signed,
written
agreement
that
states
that
we'll
put
100
of
their
heavy-haul
trucks
on
99
once
the
restriction
is
removed
and
then
we'll
need
to
get
with
you
to
wrap
that
up.
H
B
Favorite
clothes
most
carious
busy
road
brief
talking.
A
There
is,
I
guess,
just
one.
M
More
is
there
anything
on
22
through
25
that
y'all
would
like
to
discuss.
H
Go
ahead
just
corey-
and
I
spoke
briefly
in
the
hall,
but
just
for
the
cost
for
the
construction
management.
A
M
We
talked
about
ser
and
and
y'all
gave
us
approval
for
moving
forward
with
trying
to
negotiate
a
price
on
that
and
move
forward
with
that
pacheco
coke
has
essentially.
M
Well,
jim
roberts
is
a
portion
of
lipke
that
has
been
a
part
of
this
overall
project
and
I
would
just
say
that
he's
the
only
bright
star
in
that
group,
and
so
that
I
have
worked
with,
let
me
say
that
they
have
jim
and
cliff
parks
has
been
overseeing
the
construction
management
through
that,
as
we
are
doing
away
with
our
relationship
with
paul
lipke
we
would
like
to-
or
I
would
like
to
pick
up
jim
roberts
to
oversee
continue
to
oversee
the
construction
management
of
that
project.
M
I
think
he's
done
a
very
good
job
and
so,
like
I
said
earlier,
we
already
have
a
existing
contract
for
him
to
do
hydraulics
work
as
an
expert
in
hydraulics.
M
So
I
think
we
could
easily
add
to
that
contract
in
this
former
fashion,
but
I
just
want
to
make
clear
that's
for
construction
management,
not
hydraulics.
B
E
M
J
Right
and
that's
just
that
little
strip
that
we've
got
to
clean
out
the
silt
and
dress
the
walls
and
slips
correct.
M
M
M
That
would
be
under
what
we've
already
approved
in
that
other
element
for
the
drainage
at
the
as
builds
right.
M
So
is
what
we
anticipate
is
through
that
drainage,
that
hydraulic
as
built
determination
and
whatever
aspect
is
determined
that
still
needs
to
be
done
to
bring
that
into
standard
and
having
jindal
saw
pay
that
portion
for
their
fee
well
and
then
potentially
overseeing
that
portion
of
work
as
well.
J
And
then,
in
addition
to
that,
jim,
when
the
freeze,
nickel
modeling
that's
going
on,
we
want
we're
going
to
model
that
drainage
whole
system
and
we're
going
to
bring
it
up
to
the
atlas,
14
standards
and
when
we
bring
it
up
and
then
we
can
go
after
grant
money
to
bring
that
up
to
the
atm's
14.
everything
in
baytown's
etj,
the
court's
already
approved.
You
know,
atlas
14
on
it,
so
we're
going
to
bring
it
up
to
that
same
now.
What
jindal
does
and
I'll
get
there?
J
The
impact
fee
should
cover
general
rubber's
calls
are
part
of
it,
a
good
portion
of
it
yeah
I
mean,
like
corey,
said
a
while
ago,
the
other
partners,
stakeholders
paid
dearly
to
get
in
there.
I
totally
agree
and
jindal
had
every
opportunity
in
the
world
to
do
it,
but
instead
they
played
hardball,
and
not
only
did
we
have
to
buy.
We
had
to
condemn
it
and
got
tied
up
for
two
years
in
court
held
the
whole
project
up,
so
they
need
to
pay
the
same
as
everybody.
I
agree.
B
Okay,
5.1
underscore
development
tourism,
discussion.
M
Yeah
and
I'll
be
talking
later,
I'm
gonna
go
look
at
the
project.
M
For
you
later
on.
B
B
K
B
B
M
To
george,
with
purchasing
during
our
break-
and
he
is
fine
with
this-
he
was-
I
didn't
realize
that
I
had
asked
for
a
change
in
verbiage,
because
I
thought
it
would
need
to
be
different,
but
actually
george
preferred
it
this
way.
He
said
if
it's
worded
this
way,
he's
he's
good
with
it,
so
he's
recommended
moving
forward
and
actually
giving
it
to
you.
B
O
You
good
morning
judge
good
morning,
commissioners,
if
you
remember
a
call
the
good
morning,
the
this
application
was
presented
and
accepted
by
the
court
last
court.
Tgscp
7575
sutton
road
llc
intends
to
build
a
project
to
build
suit
project
for
a
well-known
ecommerce
retailer.
As
noted
in
the
recommendations
overview,
the
name
of
the
company
is
article.com.
O
The
facility
is
going
to
be
507,
000
square
foot,
warehouse
storage,
job
creation
is
expected
to
be
40
to
50
full-time
jobs
in
year
2022
and
expect
to
grow,
to
300
12-time
jobs
by
2027
and
create
100
construction
jobs
during
development.
So
what
you
have
before
you
use
a
recommendation
or
an
overview
of
the
impact
of
45
jobs,
as
typically
has
been
presented
to
the
court
over
the
last
couple
of
years.
You
see
the
direct
impact
and
the
indirect
impact
and
the
induced
impact
on
an
annual
basis
to
the
county.
O
O
The
intent
of
the
applicant
was
to
request
a
10-year
tax
abatement
and
the
recommendation
is
based
upon
that.
But
it
was
not
explicitly
noted
in
the
cover
letter
that
accompanied
the
the
application,
and
so
the
recommendation
that
is
cited
or
presented
to
you
today
reflects
a
10-year
tax
abatement,
consisting
with
other
projects
that
the
county
has
approved
similar
to
these
in
the
logistics
and
distribution
sector.
O
Not
as
yet,
commissioner,
after
discussion
yesterday,
I'm
going
to
reach
out
to
get
some
more
details.
I
think
that
tgs
is
going
to
get
some
more
definition
around
that.
I
know
that
you
know
the
10-year
horizon
in
and
of
itself
is
compared
to
a
five-year
tax
abatement
that
the
court
would.
You
know,
approve.
Generally,
the
five-year
tax
abatement
averages
about
77
abatement
over
the
first
five
years.
O
This
proposed
schedule-
you
know
for
for
this
project
over
the
first
five
years,
would
result
in
a
58
tax
abatement
so
and
then
net.
You
know
55
over
a
10-year
period,
so
it's
advantageous
to
the
extent
that
it
would
provide
revenues
to
the
county,
starting
at
the
at
the
onset.
O
Obviously,
the
abatement
percentage
would
decrease
because
of
the
impact
of
of
inventory,
and
this
tenant
has
no
intent
to
pursue
a
foreign
trade
zone
designation.
So
once
we
get
a
feel
for
what
the
annual
expected
inventory
would
be,
the
idea
would
be
to
as
you
move
forward,
in
negotiating
the
terms
of
the
agreement
to
reflect
certain
inventory
minimums
that
could
be
expected.
J
Correct-
and
just
I
I
don't
know
if
you
know
this
off
top
of
your
head,
but
this
could
be
comparable
to
what
we
have
with
ikea
or
floor
decor,
probably
on
a
square
foot
basis
for
inventory.
You
would
think.
L
B
So
we
haven't
done
a
five
year
in
a
while
and
but
it's
a
two
year,
100
percent
abated
correct.
J
No,
I
just
wanted
to,
and
I've
been
talking
to
bj
about
this
and
want
to
start
time
more
and
you
know
get
asking
for
a
minimum
guarantee
on
inventories.
You
know,
so
we
don't
get
the
situation
like
we
did
this
year
where
inventories
are
down.
We
start
trying
to
calculate
protect
from
that.
So
I
I
will.
I
will
make
a
motion
that
we
approve
the
abandonment
based
on
10
years,
with
a
minimum
amount
of
inventory.
O
B
O
Thank
you
judge.
This
is
a
request:
an
application
to
designate
the
tgs
cp7575
sutton
road
llc,
2021
reinvestment
zone
that
is
required
by
statute
to
move
forward
with
the
tax
abatement
process.
The
request
is
to
schedule
a
public
hearing
to
establish
a
reinvestment
zone
on
the
next
court,
which
is
october
12,
2021.
B
O
Thank
you
judge
and
commissioners.
This
is
a
another
competitive
project
that
is
looking
at
siting
in
chambers
county
and
what
we've
done
in
the
past
is
provide
the
county
with
an
overview
of
competitive
projects,
and
this
is
consistent
with
that
practice.
The
project
profile
is
as
noted
in
the
cover
letter.
This
is
a
distribution
center
e-commerce
fulfillment
project.
O
The
prospect
is
currently
evaluating
sites
in
chambers
county
in
harris
county,
as
well
as
wilder
county.
The
chambers
county
site
under
consideration
for
this
project
is
an
airport
business
park
which
has
been
shortlisted.
Project
futon
would
be
a
build
to
suit
option
occupying
1.01
million
square
feet.
The
project
would
create
25
to
100
jobs
and
invest
approximately
50
million
dollars
in
building
and
equipment.
O
You
know,
given
that
this
project
again
is
competing
against
other
counties.
What's
presented
for
the
court's
recommendation
is
consistent
with
the
previous
discussion
that
a
10-year
tax
abatement
be
considered,
we're
still
trying
to
get
inventory
estimates.
Obviously,
there's
been
no
final
decision.
The
court's
decision
on
whether
to
approve
this
recommendation
will
be
presented
to
the
prospect
for
consideration
as
part
of
their
site.
Selection
you'll
see
that
the
schedule
is
the
same
as
it
was
presented
for
the
tgs
cp7575
project.
J
J
O
You
judge,
commissioners,
I
I
see
that
I
mean.
I
hope
that
you
see
that
there's
a
trend,
that's
developing
in
chambers,
county
with
respect
to
e-commerce
and
furniture,
retailers
and
like
it,
speaks
to
the
growth,
not
only
chambers
county,
but
the
greater
msa
and
the
integrated
model
that
we
have
tied
to
the
port
of
houston.
J
Actually,
a
lot
of
stuff
coming
from
amazon
is
already
coming
out
of
airport
airport
located
at.
H
565
and
well
I
mean
off
of
2354.
yeah
south
africa
b.j.
Yes,
sir,
have
we
made
progress
with
those
employment
numbers
or
statistics
for
people
working
in
training
are
living
in
chambers
county?
I
know.
O
Yes,
yes,
commissioner,
I
think
the
intent
is
to
present
that
as
part
of
the
recommendations
and
review
and
approval
of
the
tax
abatement
guidelines,
which
are
required
every
two
years
and
that's
due
in
november.
However,
if
you'd
like
to
get
them
prior
to
you,
know,
we'd
be
glad
to
get
that
to
you.
I'm.
H
B
N
Yes,
sir,
so
we
are
looking
at
a
tax
rate
at
0.539490,
which
is
the
same
tax
rate
as
this
year.
There's
no
change!
This
is
below
our
effective
in
rollback
rate.
If
you
have
any
questions,
I
can
try
and
answer
this.
B
B
I
B
N
In
general,
you've
got
a
96
million
dollar
budget
that
includes
the
general
fund,
run
bridge
enterprise
fund,
which
is
airport,
golf
solid
waste
and
school
equalization
fund
and
our
debt.
So
that's
about
26
million
dollars
in
that
that
includes
about
six
and
a
half
million
dollars
for
the
capital
projects,
which
is
splash
pads
new
equipment
replacements
for
for
the
department,
new
radios,
a
new
set
of
officer
body,
worn
cameras
for
the
sheriff's
office,
boat,
ramps
in
the
column
park
and
some
building
repairs.
N
N
N
For
every
county,
employee,
those
are
the
big
big
highlights
of
the
budget.
B
Yeah
we
had
a
lot
of
budgets
during
some
workshops,
so
budget
workshop.
J
J
Projects,
the
ball
fields
and
that's
not
included
in
that
nice
thing.
N
B
So
did
you
mention
that
we're
budgeted
some
money
to
move
forward
on
the
justice
center?
Oh
I'm
not
sure
I
did
so
do
we
want
to
finish.
We
want
to
finish
getting
the
properties
and
and
go
to
some
point
in
the
design,
so
we'll
be
that
much
further
ahead
when
we
go
to
bond.
So
without
you
some
money
to
do
that
and
to
move
the
library
possible.
J
B
G
J
B
B
J
P
November,
by
about
the
15th
of
august,
will
go
out
for
our
overseas
military
mid-september,
so
so.
B
J
G
B
Well,
all
these
public
meetings
but
they'll
actually
help
me.
That's
part
of
the
process.
B
An
agreement
on
contract
with
h.o.k,
you
know
we
approved
them
and
the
the
contract
kind
of
set
aside
because
it
hadn't
moved
on,
but
we
need
to
move
on.
I.
H
Know
you
know
that,
but
I
thought
I'd
mention
it
yeah
I
talked
to
nathan
yesterday
and
he
said
he
was
rounding
up
a
few
more
documents
that
he
needed
so,
but
he
is
he's
steady
on
that
trying
to
get
that
done.
So
that's
good,
but
yeah
we
got
to
get
to.
We
got
to
get
the
word
out
to
the
public.
What
we're
trying
to
do
you
know
so
we'll
get
get
some
feedback
and
buy
in
from
the
public.
So
yeah
that
always
seems
to
be
a
difficult
task.
Yeah.
I
B
B
B
P
You
james
today
is
national
good
morning.
Everyone
and
good
morning
chambers
county
today
is
national
voter
registration
day.
Currently,
in
chambers
county,
we
have
31
619
registered
voters.
That's
as
of
this
morning,
we
average
about
a
hundred
new
registrations
a
month,
so
we're
rocking
and
rolling.
No
doubt
on
our
voter
registration.
P
We
have
partnered
with
the
chambers
county
library
system,
under
the
amazing
leadership
of
valerie
jensen,
who
is
such
a
wonderful
asset
to
our
county.
So
people
can
go
to
register
to
vote
at
any
one
of
the
three
libraries.
Those
librarians
assistant
librarians
are
ready
and
they've,
been
trained,
they're
ready
to
take
your
voter
registration
form
and
get
it
to
us.
It's
quick!
It's
easy!
P
You
can
also
come
here
to
the
courthouse
to
register
to
vote
and
we
will
on
the
third
floor
and
we
will
get
you
set
up
so
just
to
note
that
today
I
challenge
everyone
to
go
out
and
find
somebody
that
isn't
registered
to
vote
and
help
them
get
that
done.
We
have
an
upcoming
election
for
the
constitutional
amendments
and
then,
of
course,
we're
waiting
on
redistricting
to
set
the
primary
dates.
So
all
of
those
things
are
happening
in
the
elections
world
and
if
you
don't
mind,
I'm
going
to
make
another
quick
comment.
We
were.
P
I'll
add
it
to
my
forum,
we're
also
in
the
middle
of
brand
renewal.
Brands
are
up
every
10
years
for
renewal
and
unfortunately,
it's
been
kind
of
slow
out
of
the
gate.
I
know
a
lot
of
things
have
been
happening,
but
we
only
have
85
out
of
over
our
700
plus
brands
that
have
been
renewed,
so
just
encouraging
that
and
as
the
public
watches,
this
youtube
video
that
they
realize,
but
they
do
have
until
february
to
renew
their
brand.
So
we're
just
hoping
to
get
the
word
back
out.
P
P
P
You
can
vote
at
any
of
the
locations
that
are
posted
on
our
website,
we're
hoping
for
great
turnout
as
far
as
it
being
a
constitutional
amendment
election
and
then
we
have
to
go
back
and
report
to
the
secretary
of
state's
office,
how
it
went
pros,
cons,
anything
like
that,
get
some
feedback
from
voters
and
then
so
we
will
apply
for
a
permanent
status
for
the
primary,
because
just
because
you
do
it
once
doesn't
mean
you're
automatically
every
single
time
until
you
get
permanent
status,
so
we're
really
hoping
obviously
for
permanent
status
for
the
project.
B
G
P
Today,
tommy
did
you
have
a
question.
H
P
Have
come
out
for
I
don't
know
if
you
saw
that
on
the
news
for
the
new
congressional
seats
the
senate
looks
like
they.
The
texas
senate
looks
like
they've
made
great
headway
on
their
maps,
and
the
house
is
still
working
on
theirs
and
we're
still
working
on
ours.
I'm
constantly
in
contact
with
our
attorney
that
you
all
hired
for
redistricting,
so
you
know
they
they
keep
pushing
that
date
back,
commissioner,
and
it's
as
frustrating
on
my
end
as
it
is
everybody
else,
yeah.
P
J
G
P
P
Nothing
to
do
with
right
or
redistricting,
and-
and
if
I
can
gently
remind
you
all-
that
we
will
be
adding
to
new
precincts,
no
matter
what
to
our
redistricting,
because
we
pushed
that
back
from
this
past
april.
So
we
know
we're
already
adding
to
additional
precincts
for
beginning
next
year.
We're
growing
so.
P
No
sir,
no
sir,
we
we
once
we
get
the
cove
building
complete
and
the
146
building
complete.
We
will
be
set
up
for
growth.
Exactly
did
it
look
like
about.
J
The
legal
fees
often
wondering
why
do
we
spend
so
much
money
on
arboretum
on
legal
things?
What
is
it
that
just
makes
us
spend
seven
thousand
dollars
for
attorney's
fees?
That's
all
equipped.
It's
all
the
quick
program.
B
B
That's
nice,
I'm
working
with
braydon
and
nikki.
I
I
J
J
All
right
and
then
on
the
sheriff's
new,
safe
boat,
congratulations
sheriff
sergeant,
I'm
just
curious:
where
are
we
going
to
be
storing
that
thing
and
operating
expense
on
that
thing?
Yeah?
Can
we
budget
anything
for
it.
P
It
was
mentioned
earlier,
barbara
and
mom
bellevue.
B
Oh,
you
know
the
jailers.
B
Yes,
y'all,
remember
they've
been
praying
this
the
funerals
this
morning
that.
B
J
Okay
and
on
the
item
number
29,
the
body
worn
cameras,
you
know
I
get
what
he's
doing
there,
but
can
we
the
way
that
twenty
thousand
dollars
is
coming
out
of
22
budget,
but
it
looks
like
we're
proving
it
now.
How
are
we
shuffling
that
around?
How
does
that
work.
B
So
yeah
you
can
to
the
chief
about
it,
but
it
looks
like
the
20
22
budget
that
requested
these
cameras
right.
Okay,
but
now
they
found
the
money
to
get
it
out
of
this
budget.
So.
