A
A
A
Let's
go
ahead
and
call
the
chambers
county
commissioners
court
where's
that
aaron
I'll
read
that
oh
tuesdays,
the
9th
day
of
march
2021
9
30
a.m,
chambers
county
commissioner
court
in
session.
A
Okay,
one
mark,
I
think,
you're
handling
the
prayer
this
morning.
A
B
B
Ahead,
let
us
bow
our
heads
and
pray,
our
most
gracious,
heavenly
father.
We
come
to
you
today
and
give
you
all
the
thanks
and
praise
for
this
beautiful
day.
You
bestowed
upon
us.
Ask
you
to
guide
this
court
and
this
country
father
that
we
may
carry
out
your
will
and
do
all
things
to
please.
You
father
asks
continue
to
to
touch
the
people
and
heal
the
people
that
are
affected
health,
wise
father
and
give
them
peace
and
healing
and
and
touch
their
families
and
give
them
strength
and
guidance.
C
A
F
A
E
There
you
go
and
also
miss
heisler
if
you
are
watching
the
youtube
stream,
if
you
could
just
mute
that,
so
it
doesn't
feedback.
A
Okay,
mr
you
have
three
minutes
for
your
citizens.
Comments.
G
G
The
information
that
was
provided
in
the
resolution
that
was
drafted
by
james
b,
alice
in
general
counsel
for
texas
association
of
counties
is
misleading
at
best
and
it's
a
deliberate
misconstruing
of
the
facts.
At
worst,
james
allison
reported
fees
of
149,
999
000
received
from
county
judges
and
commissioners
association
of
texas
as
a
registered
lobbyist.
G
I've
suggested
that
to
some
of
the
commissioners
that
I've
spoken
with
that
organizations
like
tac
cj
cat
can
absolutely
they
can
continue
to
provide
their
quality
products
and
services
to
the
judges
and
commissioners
that
they
serve
their
ability
to
use
taxpayer-funded
lobbyists
in
austin
in
no
way
hinders
their
ability
to
educate
and
inform
counties
in
texas
so
going
forward.
They
simply
would
not
be
able
to
pay
registered
lobbyists
to
influence
legislators
on
their
behalf.
G
Every
citizen
in
the
state
of
texas
has
the
right
and
the
opportunity
to
to
petition
the
legislative
body
on
behalf
of
themselves
and
their
fellow
texans
elected
officials
are
not
exempt
from
that
exercise.
In
fact,
I
would
argue
it
is
part
of
the
job
you
were
elected
to
do
now.
I
had
previously
scheduled
to
make
a
trip
to
austin
february
15-19
to
go
and
lobby
for
hb
749,
but
due
to
the
nasty
extreme
weather
that
we
had,
I
have
postponed
the
trip
for
now,
but
I
still
very
much
intend
on
going.
G
You
all
are
free
to
travel
to
austin,
you
can
be
provided
the
use
of
a
county
vehicle
and
you
can
even
voucher
your
meals
if
you
want
to
do
that.
Your
ability
to
testify
before
committee
is
not
prevented
by
any
such
wording
contained
in
this
legislation
concerned.
Citizens
like
myself,
we
are
willing
to
go
to
austin.
G
Mr
combs,
he
said,
there's
two
sides
to
every
story,
and
that
is
so
true.
So
while
it
may
be
a
fact
that
chambers
county
pays
fifteen
hundred
dollars
per
year
in
dues,
there's
way
more
money
involved,
I
hear
the
timer
going
off,
but
I
know
that
you're
going
to
forgive
me
for
going
over
just
a
little
bit
of
time.
I'll
give.
G
According
to
the
chambers
county
budget,
approximately
four
hundred
thousand
dollars
is
paid
to
tac
for
single
bid,
no
bid
insurance
and
that
wasn't
included
in
the
information
that
was
given
to
the
citizens
concerning
this
issue.
Now
we
know
that
these
organizations
are
not
paying
lobbyists
strictly
from
the
money
that
they
receive
from
the
dudes.
G
D
Okay,
I
have
a
public
comment.
If
you
don't
mind,
sir,
oh
you
had
one
billy,
yes,
sir,
I
would
love
to
do
it
for
good.
Thank
you.
Rachel.
D
I
had
a
good
fortune
to
meet
with
text,
not
commissioner
laura
ryan.
Last
week
I
had
a
very
good
meeting,
but
when
we
wrapped
up,
she
left
this,
this
placard
off
with
me
and
a
whole
bunch
of
cards,
and
this
is
just
in
the
streak,
it's
a
campaign
that
txdot
is
putting
on
and
that
I
think
all
of
us
need
to
get
behind
every
year.
Every.
F
D
That
november
2nd
2007
excuse
me
november
2nd
in
2000,
there
has
been
a
depth
on
the
texas
highways
at
least
one
a
minimum
one
ever
since
november,
7th.
So
what
the
industry
kids,
we
want
to
reach
out
to
everybody
and
ask
everyone
to
please
just
look
at
your
driving
habits.
Put
the
phone
down.
If
you
got
to
use
it,
you
know
you
use
it
through
your
car
and
hands
off
devices
be
cognitive.
What's
going
on
on
the
roads,
be
safe,
endless
industry!
F
C
A
All
right,
if
no
one
has
any
other
citizens
comments,
we'll
move
on
to
if
mayor,
beth
and
ready
for
1.1,
discuss
and
consider
department
update
public
health
and
emergency
management.
H
Okay
good
morning
so
this
morning,
I'm
going
to
start
first
with
the
public
health
update
on
covet
19
cases
in
the
county.
H
So
what
we
have
is
a
seven
day
average
of
cases
of
12
cases
per
day
or
27
cases
per
100
000
population.
So,
while
we
have
seen
a
slight
decrease
in
cases,
our
testing
positivity
rate
remains
at
about
20
percent.
So
I
just
want
to
remind
everyone
to
still
be
cautious
and
still
practice
those
public
health
interventions
and
recommendations,
such
as
masking
frequent
hand
washing
avoiding
large
group
gatherings
and
just
staying
home
whenever
you're
sick.
H
So
I'll.
Let
ryan
talk
about
whenever
he
talks
about
the
pod
and
that
function,
how
it's
going.
We
also,
you
know,
had
some
a
few
snaggles
with
our
scheduling
system
last
week
and
we
got
those
worked
out,
and
so
we
just
want
to
remind
everyone
to
kind
of,
please
be
patient
with
us,
and
this
is
something
that's
happening
all
across
the
state
and
throughout
the
nation
as
far
as
mass
scheduling
and
we
are
working
diligently
to
get
those
vaccinated
and
we
look
forward
to
whenever
this
opens
up
to
the
general
public.
H
Currently
we
have
about
46
now
this
is
probably
not
all
the
way
up
to
date,
but
currently
chambers
county
residents.
We
have
about
seven
percent
of
our
population
vaccinated
and
we're
really
proud
of
the
fact
that
over
2
300
of
those
are
over
the
age
of
65..
We've
worked
really
hard
at
that
and
that
there's
a
I
think,
five
or
six
local
healthcare
providers
who
are
also
vaccinating
along
with
us.
At
the
same
time,
we
realize
that
a
lot
of
the
people
we
are
vaccinating
aren't
just
chambers
county
residents.
D
Mary
beth:
when
do
you
think
we'll
be
able
to
go
down
to
the
next
slide?
I
think
it
might
be
b2.
H
Yeah,
so
you
know
that's
a
really
good
question,
I
think,
with
the
addition
of
the
johnson
johnson
vaccine
as
well
as
that'll,
I
think,
ease
the
burden
off
of
some
of
the
other
vaccine
manufacturers.
H
I
really
feel,
like
you
know,
maybe
in
the
next
month,
or
so
I
mean
I-
I
don't
have
that
crystal
ball
either,
but
I
really
just
feel
like
some
of
the
talks
that
I'm
hearing,
maybe
by
middle
to
end
of
april,
will
be
able
to
go
on,
hopefully
even
to
more
into
the
general
public
that
they're
talking
like
about
the
springtime,
so
we're
hopeful
all
right.
Thank
you.
D
H
Yes,
sir,
and
we
have
we've
actually
increased,
our
we've
actually
tried
to
increase
our
throughput
a
little
bit.
We
realize
that
a
lot
of
people
who
sign
up
on
the
waiting
list
they
actually
are
signed
up
on
multiple
waiting
lists,
and
so
what
we've
had
happen
is
there's
a
lot
of
people
who
don't
show
for
their
appointment,
so
they
don't
call
and
cancel.
So
what
we've
tried
to
actually
do
is
just
try
to
increase
the
number
that
we're
scheduling
to
try
to
account.
For
that,
because
we
know
we
can.
H
I
I
A
I
have
to
echo
what
commissioner
combs
said
there
that
the
other
day
when
I
was
out
there,
everything
was
very
organized
and
it
flowed
very
well.
So
I'm
very
very
grateful
for
all
the
working
together
between
the
departments
out
there
to
make
that
happen.
H
Thank
you.
Yes,
ma'am
one
thing:
we
appreciate
that
one
last
thing
is
that
we
do
have
an
outreach
that
our
ems
is
helping
us
with
to
for
any
homebound
seniors
and
we
work
through
our
2-1-1
list.
So
I
would
just
encourage
anyone
to
if
they
want
to
reach
out
to
the
to
the
commissioner's
offices.
H
To
you
know
if
they
have
someone,
that's
homebound
if
y'all
want
to
take
those
names
down
and
then
just
get
with
ems
with
ron
and
his
group,
and
we
work
together
to
get
them
vaccinated
at
home
and
it's
really
been
working
really
well.
That's
that's
a
really
great
outreach,
so.
A
D
J
Yeah,
I
think
it's,
commissioner,
I
think
it's
just
to
accept
it.
It's
just
the
you
know,
262s
what
governs
purchasing
in
the
first
engagement
side
of
things.
I
think
it
was
more
to
accept
and
accept
the
code
and
to
just
to
review.
A
Collins
made
the
motion
and
seconded
by
commissioner
tyus
any
other
discussion,
no
all
in
favor
all
right.
K
So,
every
year
we
have
to
pick
a
salary
grievance
committee
and
those
members
come
from
the
previous
grand
jury
and
so
we're
going
to
use
commissioner
gore's
hat.
We
did
this
as
a
random
selection
so
that
we
can
put
them
in
order
and
the
extra
ones
will
be
the
reserve
list.
If,
if
somebody
cannot
make
the
grievance
committee
meeting.
D
A
A
J
Yeah,
commissioner,
so
every
year
the
juvenile
probation
has
to
do
an
yearly
audit.
Just
I
don't
think,
there's
anything
crazy
on
here.
It
looks
pretty
simple,
straightforward.
There's
no
looks
like
there's
no
issues
from
the
comments.
J
D
I'm
moved
that
we
accept
the
approved
the
juvenile
probation
audit
report,
a.
C
C
C
A
It
did
look
very
well.
Okay,
all
in
all
right,
any
motion
carries
all
right:
we'll
go
down
to
10.1
under
safety,
emergency
management,
discuss
and
consider
interlocutor
agreement
with
lee
college
and
to
conduct
emr
and
emt
classes
within
chambers,
county.
D
I
was
thinking
ron
would
be
here
when
I
read
the
report.
The.
D
D
A
A
Number
seven
on
the
consent
agenda
is
pulled
for
the
record.
Okay,
okay,
I
think
we
started
with.
Did
we
start
with
last
court
me
or
you
plan,
commissioner
hammond,
we'll
start
with
commissioner
hammond
this
time.
C
Okay,
I
didn't
have
any
okay,
mr.
D
Know
I
I
I
think
I
got
all
my
questions
asked
or
answered
yesterday.
I
got
one
more,
but
I
can
take
care.
I
don't
have
a
problem,
it's
just
a
clarification.
So
I'm
okay
with
it.
A
All
right-
and
I
made
all
my
phone
calls
yesterday
as
well,
so
we
look,
we
look
pretty
good.
Okay,
I'll,
entertain
a
motion.
C
A
Second
by
commissioner
hammond,
no
further
discussion,
all
in
favor
all
right,
any
nays
motion
carriers,
consent
agenda
is
approved.
Okay
is
ron
in
he's
joining.
A
Okay,
is
he.
F
On
the
zoo
he's
joining
right
now
here
he
is
okay.
There's.
A
L
So
we've
been
negotiating
with
lee
college
on
a
contract
for
about
eight
months
we
got
behind
because
of
a
coveit,
obviously
but
the
contract.
The
reason
you
have
the
draft
and
not
the
final
revision
was
because
we
had
our
final
meeting
friday
afternoon
about
four
o'clock.
L
The
way
it
works
is
lee.
College
will
actually
pay
us
hour
for
hour
on
the
instructor
cost
at
32,
an
hour
which
basically
pays
the
overtime
rate
for
the
medics
to
teach
the
class
they're
also
going
to
pay
dr
redmond's
salary
as
a
medical
director
for
the
college
as
well
for
two
thousand
dollars,
and
we
also
collect
30
administration
fee
on
top
of
that
so
30.
L
So
if
we
have
roughly
25
students
in
the
class
20
to
25
students,
our
administration
fees
right
around
7000,
which
covers
you
know
the
extra
time
for
me
doing,
qaqi
scheduling
the
the
classes
and
things
that
nature
as
well,
so
we'll
make
a
little
bit
of
money
off
of
it
and
not
a
lot.
But
it
does
give
us
some
additional
revenue
and
lee
college
takes
care
of
all
the
the
documentation
paperwork
and
we
just
basically
have
teaching
classes.
L
Currently,
I
have
71
volunteer
firefighters
within
the
county,
they're
on
our
wait
list
for
an
emt
class,
so
they're
going
to
be
the
first
priority
to
get
our
first
responders
within
the
county.
Volunteer,
firefighters
that
want
to
be
trained
as
an
emt
they'll,
be
the
first
ones
to
get
put
in
the
class
and
we're
going
to
be
doing
one
class.
L
If
the
analytical
agreement's
approved
between
commissioner
scored
and
between
the
board
at
the
college,
we'll
do
our
first
class
in
may
classes
last
about
three
and
a
half
to
four
months
and
then
we'll
try
and
ramp
it
up
to
do
two
classes
every
semester,
starting
in
january.
L
That
way
we
can
start
getting
through
our
wait
list
because
I
think
lee
college
has
about
45
on
the
waitlist
as
well.
They
had
the
same
agreement
with
liberty,
county
ems
and
since
liberty,
county
ems
is
no
longer
in
service.
They
contacted
me
and
asked
me
for
the
assistance
and
then
long-term
goal
within
two
to
three
years.
L
Once
we
get
through
state
credentialing
and
get
our
program
off
the
ground
and
running,
we
will
actually
going
to
be
partnering
with
the
city
of
baytown
and
actually
providing
a
paramedic
class,
a
full-blown
paramedic
class
through
chambers,
county
ems
and
baytown
fire
department,
so
that
we
can
assist
baytown
fire
department
by
putting
their
guys
through
paramedic
class.
L
D
Did-
and
this
is
a
draft
we
got-
I
was
one
question
I
had
is
how
many
students
and
you're
saying
about
20
to
25.
Yes,
sir,.
L
Right,
yes,
sir
2025
at
any
given
time
the
paramedic
program,
like
I
said,
we've
got
to
get.
We
got
to
get
this
emt
class
off
the
ground
and
running
first.
The
paramedic
program
might
be
a
little
bit
more
limited
than
that,
because
it
takes
a
little
bit
more
time
and
effort,
but
we
still
have
time
to
work
that
out
as
we
go
through
the
credentialing
through
the
state,
we
actually
have
to
get
credentialed
and
get
licensed
through
the
state
to
teach
an
advanced
level
class.
L
Just
like
you
do
to
get
an
ems
license,
so
we
have
to
show
them
that
we
can
do
it
this
way.
First
and
then
we
can
apply
for
the
additional
advancements
to
do
an
emt
advance
class
and
also
do
a
paramedic
class.
So
and
then
the
plan
is-
and
I've
already
talked
to
some
of
the
superintendents.
The
plan
is
at
some
point
when
you
get
this
off
the
ground
running.
L
It
does
two
things
so
one
is
we
get
all
of
our
volunteers
in
the
county
that
are
completely
trained
and
certified
that
I
can
either
hire
part-time
employees
or
if
they
want
to
work
full-time
and
we
have
full-time
slots,
that's
open.
It
also
allows
us
to
continue
training,
our
medics
and
one
of
the
biggest
advantages
it
gives
us.
L
Besides,
you
know,
as
we
teach
these
classes
we're
training
people
the
way
that
we
want
to
train
them
for
to
be
medics
for
chambers
county
ems
without
having
to
to
pull
them
in
from
somebody
else
and
train
them.
We
can
actually
train
them
to
you
know
through
our
protocols
and
things
that
nature
as
we
want
to
move
our
guys
up.
The
ranks
and
stuff
like
that,
and
then
also
like.
L
I
said
if
we
can
get
those
first
responder
organizations
created
and
get
certified
emts
with
all
the
different
volunteer
fire
departments,
especially
with
us
being
super
rural.
You
know,
and
some
of
our
responses
take
15
to
20
minutes.
We
actually
have
trained
medical
personnel
to
start
treating
those
patients
until
we
can
get
there
with
our
delayed
response
times
because
of
distance.
L
Yes,
sir,
the
classes
are
going
to
be
scheduled
like
an
emt
class,
is
two
nights
a
week
for
four
hours
and
we'll
be
doing
them
here
in
chambers
county.
So
we,
you
know
it's
not
going
to
affect
us
staffing
wise
as
far
as
that,
the
negotiated
rate
was
to
pay
the
overtime
rate
for
the
medics,
so
to
be
medics
that
aren't,
aren't
duty
they're
going
to
be
teaching
the
class.
L
Member
just
to
do
the
training
side
of
it
and
actually
have
a
full-time
clinical
coordinator
and
an
instructor
just
to
do
the
instruction
for
lee
college
and
for
chambers
county
ems.
So
that
grant
closes
at
the
end
of
may
and
we
should
have
a
better
idea
whether
or
not
we
qualify
for
that
grant.
That
grant
will
also
actually
pay
for
our
medics
to
actually
go
to
paramedic
school
and
pay
their
back
feel
as
well
to
backfill
their
their
shifts
while
they're
in
school.
L
Thank
you
ron
and
I
put
in
the
letter
just
that
would
make
a
motion
that
the
motion
was
to
to
approve
the
interlocal
agreement
pending
final
review
by
miss
miss
ashley
in
the
county
attorney's
office,
because
she's
gonna,
she's
working
with
she'll,
be
working
with
the
lee
college
attorney
this
week
to
do
any
final
revisions
to
the
contract
and
I'll
put
the
approved
contract
through
the
two
of
them
on
next
commissioner's
court
for
final
approval
as
well.
L
F
D
Yeah
I'll
make
a
motion
judge
that
we
approved
the
interlocal
agreement
fleet
college
subject
to
final
review
of
the
county
clerk
or
the
county
attorney's
office.
D
A
Motion
by
my
commissioner
combs
secretary
of
documentary
any
further
discussion
all
in
favor,
any
names,
motion
carriers,
we'll
move
on
to
10.2,
discuss
and
consider
issuing
a
5,
000
credit
card
to
ron
nichols
ems
director
for
use
of
emergency
purchases
and
other
ms
needs.
L
So
we've
talked
about
it
in
the
past
and
and
we
just
haven't,
pulled
the
trigger
on
it
yet
so,
there's
from
time
to
time,
there's
certain
supplies,
especially
with
kovid
and
kelvin,
has
been
a
specific
response.
I
think
he
put
in
my
letter
like
about
three
months
ago.
We
were
short
on
the
antiseptic
wipes
that
we
use
to
clean
the
ambulance
and
disinfect
a
month.
So
we
get
calls
from
vendors
from
time
to
time.
Saying
hey.
We
have
these
immediate
needs
that
we
have
these
supplies
that
are
immediate
need
that
are
available.
L
The
problem
is,
is
that
those
those
like
those
tubs?
They
got
10
000
of
them
in
we
ended
up
missing
out
on
the
first
one.
I
end
up
getting
a
open
po
the
next
time
to
hold
to
cover
that,
but
we
missed
out
because
they
were
gone
in
45
minutes,
so
sometimes
there's
certain
purchases
that
we
have
to
make
to
make
sure
we
have
appropriate
ppe
and
appropriate
medical
supplies.
L
You
know
sharks,
needles,
things
of
natures
right
now
are
in
slim
demand
because
of
because
of
the
kovid
19
and
all
the
vaccinations.
We
still
use
those
to
give
medications
on
a
daily
basis
in
the
truck
to
treat
our
patients.
We
still
use
those
to
start
ivs
to
push
medications
and
do
all
those
things
and
there's
spot
times
when
those
things
come
available
that
you
know
we
need
a
credit
card
to
make
purchase
and
it's
not
necessarily
in
the
middle
of
the
business
day
either.
L
The
one
of
the
phone
calls
I
got
last
week
was
at
10
o'clock
at
night.
To
let
me
know
there
was
a
certain
medication.
That's
been
on
back
order
for
over
a
year
that
was
available,
it's
really
hard
to
get
a
hold
of
somebody
at
purchasing
at
10
o'clock
at
night
to
get
a
po
number
or
get
a
credit
card
county
credit
card,
or
some
of
that
effect
to
be
able
to
make
that
purchase.
So
we're
still
waiting
on
those
medications.
L
We've
been
waiting
for
over
nine
months
to
get
it
in
and
I
still
don't
have
access
to
buy
any
the
credit
card
will
give
us
access
to
do
that,
and
just
like
anything
else,
you
know
we'll
maintain
the
receipts.
We'll
turn
the
receipts
in
if
we
do
have
to
make
credit
card
purchases
we'll
get
a
po
issued
for
that
credit
card
purchase
and
get
that
that
that
payment
done
and
that's
really
what's
going
to
be
used
for
also,
you
know,
we've
done
a
couple
state
deployments
with
my
guys.
L
We
ended
up
having
to
you
know
using
their
personal
credit
cards
to
to
to
buy
fuel
and
do
other
things.
You
know
we'd
be
able
to
have
a
credit
card
that
we
could
issue
out
for
those
deployments
if
we
do
go
on
deployments
in
the
future
and
that's
basically
what
that
need
is
and
with
the
restrictions
being
lifted.
For
example,
I
have
gtac
in
may
I'm
on
the
gtac
committee,
which
is
in
austin.
D
Well,
yeah,
the
only
comment
I
got.
I
do
want
to
hear
back
from
hear
from
george,
but
you
know
personally,
this
is
a
county
department.
I'd
like
to
see
it
operate,
just
like
all
the
other
ones.
I
mean
rodent
bridge
and
everybody
has
unique
issues.
But
if
we
got
an
issue
in
purchasing,
we
need
to
work
it
out
and
make
sure
we
can
get
the
supplies
we
need,
but
that
needs
to
be
a
county-wide
stuff,
not
departmental.
A
Okay,
I
don't
think
george
is
going
to
be
available.
We
may
want
to
table
this
until
next
court,
so
george
can
be
available
to
comment
on
it.
C
A
I
totally
agree
and
on
like
10.3,
we're
going
to
table
10.2
10.3,
discuss
and
consider
separating
or
issuing
a
separate
fuel
account
for
chambers
county
ems.
I
think
aaron
had
a
little
bit
of
update
on
that
that
we
can
give
real
quick,
but
we
can,
after
that,
we'll
probably
table
that
as
well
until
george
is
available.
So
he
can
comment
on
that.
J
Yeah,
commissioner,
so
I
got
a
message
saying
that
about
the
exxon
account
instead
of
just
being
checks,
it's
going
to
be
ach,
so
it's
a
little
quicker,
hopefully,
and
then
he
said
that
he
would
also
increase
the
credit
line
on
the
exxon
cards.
He
said
it's
only
about
fourteen
thousand.
He
said
he's
gonna
bump
up
to
thirty
thousand.
So
this
he
hopes
that
this
will
fix
that.
The
issue
there
so.
A
Okay
and
that's
what
aaron
was
alluding
to,
I
think
they're
they're
getting
that
issue
resolved,
but
we
will
table
that
10.3
as
well.
So
george
is
available
to
be
able
to
comment
a
little
bit
on
that,
so
it
is
10
10.
So
we're
going
to
go
back
up
to
1.4
public
hearing
to
discuss
and
consider
county
wide
polling
place
program
at
10
a.m,
which
is
10
10.
Now
so
we're
going
to
adjourn
out
of
the
regular
session
of
commissioner
ma'am.
K
A
K
A
K
K
Today,
our
office
is
going
to
do
further
outreach
and
attend
the
city
council
meetings
of
this
various
cities
within
chambers,
county
various
organizations
to
just
explain
what
county-wide
polling
is
we
sent
out
a
press
release
last
week
and
I
offer
anybody
out
there
listening
or
the
public
that
wants
to,
or
has
any
questions
or
concerns
to
go
ahead
and
contact
me
at
my
office
other
than
that.
I
have
nothing
further.
A
A
A
A
You
want
to
take
a
break:
okay,
okay,
we're
gonna,
take
a
five
minute
break
if
y'all
want
to.
Is
that
good?
Yes,
sir?
Okay,
we'll
take
a
five
minute
break
and
then
we'll
come
back
and
we'll
go
into
his
executive
session.
Okay,.
K
A
A
Section
under
texas
government
code
personnel,
section
55.01,
551.074
consultation
with
attorney
section
551.071
and
deliberation
regarding
real
property,
section
551.072,
we're
going
to
take
20.1,
discuss
and
consider
vacation
carrier
request
and
20.2,
discuss
and
consider
personnel
issues;
okay,
we're
going
to
take
a
five-minute
break
and
then
we'll
come
back
and
go
to
executive.
A
A
Okay,
we're
inconvenient
out
of
executive
session
at
10
57
a.m.
Back
into
our
regular
session
of
commissioner's
court,
we
will
go
ahead
and
make
a
motion
on
20.1,
discuss
and
consider
vacation
carryover.
A
Any
nays
motion
carries
okay,
we'll
go
to
20.2,
discuss
and
consider.
Personnel
issues
have
been
requested
to
be
discussed
in
open
court
and
I
will
turn
it
over
to
our
county
attorney.
Miss
ashley.
I
Oh
okay,
I'm
usually
pretty
loud.
Can
you
hear
me
all
right?
So
I've
been
asked
to
discuss
the
section
in
the
texas
government
code
discussing
personnel
matters
whether
they
need
to
be
an
open
court.
So
section
551.074,
says
personnel
matters
close
meeting
a
says:
this
chapter
does
not
require
a
governmental
body
to
conduct
an
open
meeting,
one
to
deliberate
the
appointment,
employment
evaluation,
reassignment
duties,
discipline
or
dismissal
of
a
public
officer
or
employee
or
number
two
to
hear
a
complaint
or
charge
against
an
officer
or
employee.
A
F
You
let
them
in
yes,
sir.
They
are
both
unmuted
at
this
time.
A
Okay,
I
don't
see
page
yet
she's
on
by
audio
okay,
all
right,
I
will
turn
it
over
to
cat
hr.
M
M
M
I'm
sorry
about
how
to
communicate
better
with
one
another,
because
there
were
a
few
missed
opportunities
between
between
us
and
the
commissioner
had
had
made
some
suggestions.
We
also
had
a
follow-up
meeting
in
reference
to
some
issues
that
were
brought
to
my
attention
in
reference
to
miss
russell
myself.
M
Paige
and
lawrence
had
a
conversation
in
reference
to
that
and
how
how
to
move
forward
in
reference
to
certain
processes
that
I'm
going
to
work
on
getting
in
reference
to
certain
processes
that
come
through
hr,
I'm
going
to
work
on
getting
tear
sheets
to
place
in
vehicles
for
accidents
and
incident
reports
and
workers,
comp
and
so
on
and
so
forth.
I'm
not
really
sure
I'm
at
a
loss
at
words.
M
Right
now,
sorry,
I
got
really
nervous
all
of
a
sudden,
but
there's
been
some
issues
and
some
accusations
that
have
gone
back
and
forth
between
our
two
departments
that
some
got
clarified
on
thursday
and
some
did
not,
and
some
were
still
coming
towards
me
and
as
of
monday
and
tuesday
today
that
just
needed
clarification.
N
Can
you
guys
hear
me?
Yes,
sir
okay?
Well,
I
think
commission
I
and
kat
and
paige.
I
think
we
had
those
conversations
last
week
and
I
thought
everything
was
cleared
up
at
this
at
this
time.
The
question-
I
guess
I
guess
I
do
have
a
question,
commissioner.
N
In
the
future,
you
know
if
anything
was
to
go
on
with
mosquito
control
or
myself
or
any
one
of
my
employees.
I
would
appreciate
it
if,
if
I
would
be
contacted
first
so
that
way
we
can
resolve
it
to
where
it
doesn't
escalate
into
anything
else.
N
I
was
well
not
aware
of
any
kind
of
misunderstandings
between
myself
hr
or
even
even
any
of
my
employees
that
work
under
me,
but
I
think
mr
thai
said
set
us
down
and
we
all
conversated
about
it
and
cleared
it
all
up,
but
I'm
just
asking
that
in
the
future
that
if
we
can
just
if
anything
happens
that
we
can
just
communicate
about
it
and
resolve
it,
that's
all
I'm
asking.
D
A
Okay,
I'm
guessing
there's
no
comment
on
that
cat.
Do
you
have
any
any
questions
or
comments.
M
Just
like
what
I
discussed
earlier
with
the
court
lawrence
I'd
I'd
like
to
ask
that,
if
there's
a
problem,
it
needs
that
that's
an
hr
issue.
It
needs
to
come
to
hr.
There's
been
several
incidents
from
from
the
department
where
hr
has
been
bypassed
completely,
and
I
have
found
out
things
after
the
fact
and
me
coming
in
after
the
fact,
there's
not
a
whole
lot
that
I
can
do
so.
M
You
know
if,
if
I
need
to
put
down
a
list
of
everything
that
hr
deals
with
and
send
that
out
to
all
the
department
heads
and
to
the
employees,
so
that
there's
an
understanding
I
can,
I
can
definitely
get
that
done
and
if
there's
any
issues
with
myself
or
hr,
I
I
request
the
same.
I
try
to
send
emails.
If
there's
a
problem,
I've
given
out
my
personal
cell
phone
number
and
I've
asked
everybody
to
use
it.
F
A
Have
any
questions
or
any
anything
page?
No,
sir?
Okay.
Okay,
all
right!
Anybody
on
the
court,
ashley
anybody
have
any
questions
or
comments
on
anything
to
ask
either
lawrence
or
page
or
cap.
D
Commissioner,
collins
yeah
I'd
like
to
just
comment.
You
know
we,
we
lewis
asked
a
question
about.
You
know
hr
communicating
with
him
and
then
hr
commented
back
about.
You
know
communication.
D
I
think
what
we
have
is
probably
definitely
a
communication
gap,
and
you
know
I
I
would
like
to
ask
you
know
if
lawrence
would
communicate.
You
know
with
hr
and
vice
versa.
You
know
cat.
You
did
not
answer
lawrence
question
that
he
had
about
notifying
him
things
in
the
future.
You
know
communication
needs
to
be
a
two-way
street.
M
I
include
the
office
manager
on
there
in
the
conversation
that
lawrence-
and
I
had
with
with
the
commissioner
and
in
the
conversation
that
lawrence
and
I
had
with
his
previous
commissioner
and
with
the
judge,
the
issue
that
I
had
was,
I
was
sending
out
emails
and
I
wasn't
getting
any
response,
and
so,
when
we
had
the
previous
commissioner
with
the
previous.
M
I'm
trying
to
do
my
job,
I'm
being
tasked
with
something
and
I'm
trying
to
follow
up
and
do
my
job
and
therefore
I
need
some
type
of
communication.
Even
if
it's
you
know,
even
if
you
ask
questions
of,
why
do
you
need
to
stop
this
documentation?
I'm
fine
with
responding
to
that.
But
up
until
that
point
on
some
instances
I
was
not
getting
a
response,
and
so
we
did
have
that
discussion
twice.
M
M
I
I
flag
them.
I
can
see
when
it's
red,
I
I
flag
them
depending
on
what
it
is.
I
don't
flag
everyone,
but
whenever
it's
me
requesting
documentation,
especially
when
it's
being
requested
from
someone
else
like
if
the
judge
is
asking
me
to
get
information
or
one
of
the
commissioners
asking
me
to
get
information,
I
usually
flag
it
so
that
I
can
see
that
they've
seen
it
and
a
lot
of
times
I'll
follow
up
with
an
email
and
say
you
know:
hey,
did
you
see
this
or
whatever?
