A
A
B
C
This
is
a
regular
meeting
and
it's
tuesday,
8th
of
june
2021
9
30
a.m.
County
court,
room
out
of
lake
texas.
D
Your
lord,
we
just
come
here
and
just
thank
you
for
this
day.
Thank
you
for
everything,
give
us
and
do
for
us.
Lord,
just
pray
that,
as
we
come
to
you
today,
that
we
we
do
a
good
job
as
a
commissioner's
court
for
the
citizens
of
chambers
county,
just
pray
that
we
do,
your
will
father,
we
just
pray.
These
things.
Juicing
amen,
amen,
all
right,
don't
we
pledge
allegiance
to
the
fight
of
the
united
states
of
america
and
to
the
republic
for
which
it
stands.
One
nation,
under
god,
indivisible.
C
All
right
a
couple
things
we'll
get
started
it's
my
first
quarter
since
my
bearcats
won
the
national
championship
right,
barbra
still
girl,
you
like
that,
don't
you
barters
hill
girls,
class,
5a,
softball
champions
over
the
weekend:
liberty,
girls,
4a
state,
champs
and
deer
park
6-18
champs.
So
I
did
really
good
and
give
me
time
and
the
bar
still
boys
are
playing
thursday
in
the
state
state
tournament.
So.
C
C
C
I
thought
it
was
really
good
and
you
know
I
want
to
thank
the
speakers.
Everyone
intended
all
those
that
helped
plan
and
then
worked
to
have
the
the
function,
but
it
went
real
well
and
it
reminded
everybody
how
it
is
hurricane
season,
and
in
today's
world
we
you
know
we
really
expect
to
have
a
hurricane
every
year
or
some
kind
of
disaster,
whether
it's
pandemic,
whether
you
know
so
be
prepared
and
be
ready
all
right
citizens
comments
along
with
me.
C
C
On
the
department,
that's
your
well.
The
item
for
the
I.t
department
update.
E
First
good
morning
judge
as
I
do
today's
departmental
update.
He
knows
how
much
I
love
public
speaking
so
here
we
are.
E
He
asked
me
to
keep
it
short
and
sweet,
so
I'll
try
to
stay
under
an
hour
and
a
half
or
so,
but
first
thing
I
was
going
to
touch
on
was
just
something
we
discussed
or
he
had
asked
me
to
discuss
it
in
today's
departmental
update.
I
also
touched
on
it
last
week
in
the
department
meeting
and
also
had
a
letter
to
the
court
on
the
consent
agenda
last
court,
but
just
basically
running
through
all
the
offices
that
are
going
to
be
moving
just
for
in
case
anybody
missed
it.
A
Yeah,
let
me
one
sec.
C
E
You
look
at
that.
Good
y'all
should
have
it
visible
now
got.
C
It
okay
great
so
first.
E
Of
all,
so,
first
off
is
the
the
law
library,
electronic
access.
That's
been
moved
to
the
atomic
library
it's
located
in
the
job
center.
I'm
gonna
see
to
get
the
battery
and
see
if
we
can
maybe
throw
some
signage
up
show
where
that's
from
there.
The
election
central
county
equipment
is
moving
to
the
third
floor,
vault
to
be
locked
away
following
that
human
resources
is
going
to
be
moving
to
the
second
floor
in
the
courthouse,
and
we
hope
to
do
that
this
week
today,
today,
hey
we'll
do
it
today.
E
E
Yes,
sir,
okay,
since
definitely
pre-pandemic.
E
So
following
that
the
county
attorney's
office
will
be
coming
back
to
the
courthouse
to
be
on
the
second
floor
on
the
north
side,
so
they'll
be
in
the
office
where
the
county
attorney
previously
was
and
then
also
in
the
office
where
the
treasure
was
previously
located
that
we
hope
to
do
that
first
week
of
july.
E
So
next
is
excuse
me
patty's
the
district
clerk's
office
she's
moving
over
to
the
analytic
nx
on
highway
61,
where
the
county
attorney's
office
currently
is,
and
we
hope
to
do
that
in
the
last
week
of
july.
This
is
the
goal
date
right
now
and
then
last
is
the
county
clerk
elections
department.
E
Once
the
district
clerk's
office
has
moved
out,
they
will
be
taking
over
the
space
on
the
third
floor
of
the
courthouse
and
that's
going
to
be
in
the
middle
of
august
week
of
august
16th.
C
So
let
me
that's
all
I
had
on
the
screen
chairs
I'll.
Stop
that
any
questions
on.
E
Thanks
mike
I'll
go
ahead
there,
okay,
just
just
to
follow
up
on
some
previous
moves:
district
attorney's
office,
the
county
court
law,
financial
offices,
they've
all
physically,
moved
to
their
newer
additional
locations,
there's
still
a
few
things
to
complete
at
the
county
court
at
law.
We
still
have
to
finish
the
design
and
implementation
of
an
av
system
for
their
courtroom
and
then
also
getting
the
access
control
on
cameras
finished
and
implemented
at
the
financial
building.
E
E
E
E
In
addition
to
myself,
gabriel
who's
my
right
hand,
he
will
oversee
the
technical
staff
and
assist
me
with
pushing
you
know
any
technology,
initiatives
and
projects.
We
have
caitlin
and
network
administration.
She
maintains
the
county
network
and
a
lot
more.
These
are
24
hours
a
day
functions
and
I
just
wanted
to
also,
if
they're
out
there,
that
we're
still
trying
to
hire
a
counterpart
for
her
and
then
following
caitlin.
We
have
austin
dubose,
so
everybody's
real
familiar
with
him
with
him
he's
our
public
safety
admin.
E
His
focus
is
in
areas
of
technology
that
involved
the
systems
of
that
public
safety
uses.
E
That
would
include
things
like
ems
dispatch,
sheriff's
office
and
all
the
other
public
safety
departments,
and
basically
those
are
all
your
24
hours
a
day
operations
and
then
last
we
have
nadia
asia
and
andrew
our
help
desk
staff
they're
pretty
much
the
face
of
our
department
who
you'll
talk
to
when
you
contact
it.
E
I'd
like
to
mention
that
soon
we'll
be
migrating
one
of
these
positions
over
to
a
technician,
and
that
will
be
the
person
you
most
likely
see
on
site
as
the
jobs
they
do
require
being
physically
present,
and
so
that's
a
just
an
overview
of
the
department.
Just
a
brief
description
of
what
each
person's
or
you
know,
subsections
main
responsibilities
are
following
department
update.
E
The
next
thing
I
have
is:
I
wanted
to
touch
space.
I
also
mentioned
this
song
at
the
department
head
meeting,
but
I
wanted
to
touch
base
on
this
since
we're
right
at
the
deadline.
E
It's
about
the
cyber
security,
the
annual
cyber
security
awareness
training,
there's
been
some
legislation
updates
to
that.
So
I
have
some
notes.
I'm
gonna
pull
up
for
myself,
so
I
miss
anything.
E
E
So
first
as
previously,
the
legislation
stated
that
only
elected
officials
and
employees
were
required
to
take
the
training
at
the
county
level.
We
put
a
requirement
through
court
that
required
appointed
officials,
elected
officials
and
employees
to
take
it,
and
now
that
updated,
updated
legislation
reflects
that
so,
basically
before
it
was
only
from
the
state
level
elected
officials
not
appointed,
they
now
included
appointed
officials
in
this
that
are
mandated
to
take
it.
E
E
This
exception
now
also
applies
to
local
governments,
but
with
that
being
said,
what
we
pass
the
report
for
ubc
is
that
anyone
that
uses
a
computer
is
required
to
take
it.
To
my
opinion,
this
is
a
much
better
practice
that
25
use
is
more
than
one
day
per
week,
so
I
also
don't
think
that
anybody
wants
to
get
you
know
into
trying
to
decipher
who
truly
uses
the
computer
25
or
less
of
their
job.
So
you
know
just
keep
it
simple
use
the
computer
you
take,
the
training
would
be.
E
I
think
we
should
keep
on
doing
it,
and
the
third
thing
is:
there
are
some
additional
requirements
when
it
comes
to
grants
that
fall
under
chapter
772..
E
Basically,
reflecting
your
compliance
and
if
you're
found
to
receive
your
grant
and
not
have
been
in
compliance,
you
have
that
falls
under
that
chapter
772
you
have,
the
county
would
have
to
pay
the
state
back,
the
amount
people
to
the
grant
received,
and
additionally,
we
would
be
ineligible
for
grants
under
that
chapter
for
two
years
from
that
from
that
date
that
we
were
marked
and
eligible.
E
So
there's
some
weight
to
this
now,
there's
actually
penalties
attached
to
it.
You
know
I
don't.
I
don't
think
it's
going
to
be
any
less
restrictive.
If
anything,
it's
just
going
to
get
more
and
the
last
piece
is.
I
just
want
to
notify
the
court
that
the
governing
body
can
appoint
a
designee
as
someone
who
can
disable
a
user's
access
that
would
prevent
compliance
so
before
you
could
disable
a
user,
but
if
it
was
an
employee,
if
it
wasn't
an
official,
you
still
would
be
non-compliant,
even
if
you
disabled
them.
E
So
it's
updated
that
if
you
disable
them
remove
their
access,
you
can
remain
in
compliance.
E
Overall,
everybody's
done
a
great
job,
keeping
up
with
it
this
year,
definitely
a
lot
better
than
than
last
year.
E
As
of
yesterday,
we're
we're
lingering
right
at
98
completion
and
with
that
being
said,
I
just
want
to
let
it
be
known
to
the
court
that
I
don't
think
we
will,
but
if
we
have
to
in
order
to
submit
a
compliance
letter
on
behalf
of
the
county,
that
we
will
disable
user
accounts
but
with
the
way
everything's
gone
and
how
good
everybody's
done,
I'm
pretty
confident
that
we
won't
need
to
do
that.
E
And
that's
that's
what
I
have
to
you
all
today.
If
you
have
any
questions,
I'd
be
happy
to
answer
them.
E
C
And
derek
I'm
gonna
kind
of
get
off
what
you
said
a
little
bit,
but
I
want
to
thank
tammy
yarder,
for
I
think
it
was
20
years
of
service
to
the
county.
It
did
us
a
great
job
in
our
iot
department.
I
mean
what
we
got
set
up
now.
Is
it's
pretty
much
done
by
her?
We,
I
think
we
have
one
previous
it
person
and
then
it
was
it
was
him
and
her
and
she
took
over
20
years
ago,
so
basically
20
years
ago,
so
thank
tammy
for
all
our
service.
E
A
E
We
have
a,
we
can
run
reports
and
I
ran
it
yesterday,
just
to
get
look
at
the
updated
lists
and
it's
it's
very
far
few
between
there's
just
a
handful
of
people
that
just
have
a
few
things
to
complete.
So.
E
Yeah,
so
next
court
would
be,
whenever
we'll
I'll
I'll,
submit
the
letter
requesting
the
design
appointment
and
then
also
next
for
excuse
me,
I
believe
the
day.
E
Knocking
it
out
and
there's
just
a
few
left,
so
I
think
about
that.
Yes,.
E
You
know
it's
it's
time
that
a
lot
of
people
extra
time
didn't
have,
but
I
promise
before
I'm
spending
a
lot
of
time
on
this
too.
You
know
just
trying
to
make
sure
everybody's
got
none,
so
we're
feeling
it
in
our
department
as
well.
H
H
So
there's
there's
no
there's
no
real
issue
here,
other
than
just
transferring
the
jurisdiction
of
the
investigators
that
are
currently
employed
by
the
district
attorney
from
the
sheriff
to
the
district
attorney,
and
we
have
all
the
paperwork.
All
the
paperwork's
been
completed.
It's
been
preliminarily
submitted
to
t
cole
and
the
only
last
two
items
on
the
list
are
the
documents
from
the
governing
body
and
the
minutes
proving
the
resolution.
So
that's
why
we're
here
today
we
have
any
questions
and
the.
H
Yes,
the
sheriff
he'll
share
along
the
way,
the
sheriff's
fine,
with
this
and
and
honestly
as
a
as
a
practical
matter.
There's
it's
never
been
an
issue
before,
but
in
the
future,
if
there
were
to
be
a
different
sheriff
or
if
there
were
was
some
other
issue
in
theory,
the
sheriff
could
pull
those
employees
back
from
the
district,
attorney's
office
and
there'd
be
a
problem
that
is
not
currently
the
problem.
I
don't
ever
want
to
state,
that's
that
that's
ever
been
the
problem,
but
looking
forward,
that's
just
an
issue.
Well,
if
you
look.
H
Yes,
it
could
potentially
be
a
problem
in
the
future,
so
we
just
want
to
go
ahead
and
take
care
of
this
now.
So
we
we
everyone's
kind
of.
C
C
H
C
H
That
is,
selbright
is
a
program
that
law
enforcement
uses
to
download
cell
phones.
We've
never
had
our
own
cell
bright.
Here
we've
we've
had
to
go
to
dps,
we've
had
to
go
to
beaumont
pd
we've
had
to
go
to
different
people
to
use
theirs.
If
we
have
cell
phones
that
need
to
be
downloaded.
So,
for
instance,
if
officers
have
evidence,
that's
seized
on
the
side
of
the
road,
they
think
that
evidence
has
that
evidence
has
digital
evidence
and
crime
on
there
we
have
to
we
go
to
the
court.
H
We
get
a
search
warrant
to
download
those
phones,
but
then
it's
still
a
real
chore
to
download
those
phones,
the
practical
methods
that
we
have
sometimes
take
hours
or
even
days
to
download
those
phones.
The
sell
bright
program
can
literally
download
those
that
digital
evidence
and
put
it
in
a
readable
format
within
a
few
minutes.
So
that's
and
I
believe
it's
being
paid
for
out
of
forfeiture
four
somewhere.
A
A
C
B
C
C
C
Audits,
I
guess
somebody's
on
the
conclusion
for
jp5
kept
permit
funds
for
a
year
after
transaction
dates.
C
Many
permit
receipts
and
altered
fees
recorded
or
were
missing
signatures
or
one-fourth
permits
for
solid
waste
containers
are
or
are
inadequately
documented,
proper
documentation,
preparation
retention
and
issuance
of
paper
receipts
at
the
time
of
the
purchase
will
reduce
the
amount
of
errors.
As
the
audit
was
not
a
detailed
examination
of
all
transactions,
there
is
a
risk
that
errors
or
fraud
were
not
detected.
J
Everybody
yeah
so
today
would
have
been
the
day
to
approve
the
ceo,
so
we've
done
the
compliance
of
putting
newspaper
twice,
and
so
there
was
one
part
that
we
didn't
miss
one
that
I
missed
was
the
new
part
of
having
to
post
on
the
county
website
on
public
notices.
Didn't
I
get
there
get
that
in
soon
enough,
so
we
talked
to
our
legal
advice
advisors
and
they
suggested
that.
Well,
they
talked
to
the
ag
trying
to
say:
hey.
You
know
it's
to
show
that
we're
not
hiding
anything
kind
of
thing.
J
J
J
J
B
All
I
really
have
on
that
need
a
motion
there.
Yes,
sir
judge,
I
have
a
motion
to
postpone
consideration
of
an
order
authorizing
the
sale
of
combination
of
tax
and
revenue
certificates
of
obligation
to
the
next
regular
schedules.
Commissioners,
court
meetings
to
be
held
on
june
22nd,
yes
of
2021.
seconds.
C
C
Seriously,
you
know
I
appreciate
what
they're
taking
on
hr.
That's
right.
I
think
he
does.
I
hope
staff.
C
C
K
K
K
The
original
construction
schedule
is
18
months
and
according
to
the
contractor's
current
schedule,
they
are
anticipating
completion.
In
september
of
this
year,
one
side
note:
the
court
had
requested
the
contractor
to
finish
the
roadway
south
of
I-10
they're
in
the
process
of
going
in
that
direction.
K
K
K
Okay,
their
original
construction
schedule
is
14
months,
so
the
anticipated
completion
is
september
of
2022..
Thank
you.
Current
budget,
the
construction
contracts,
the
roadway
project
right
now
is
in
19.2
million.
K
To
date
they
have
been
paid
about
15
million.
As
of
may
20
may
27th
the
bridge
project.
The
low
bid
was
about
4.9
million
under
construction
management.
If
change
order,
18
is
approved
by
the
court
that
will
provide
adequate
construction
management
fees
to
complete
the
roadway
and
bridge
projects
under
project
I'll.
K
K
D
C
K
Yes,
and
likewise
on
the
pipelines,
all
of
the
features,
the
roadway
and
drainage
features
have
been
completed,
that
across
the
pipelines.
Again
we
had
some
assistance
from
the
county
and
from
congressman
babin's
office
under
traffic
control.
All
of
the
design
is
completed.
I
wanted
to
highlight
the
traffic
control
that's
going
to
be
required
during
bridge
construction,
we're
going
to
have
several
main
lane
shutdowns
and
those
shutdowns
are
at
night
when
the
bridge
contractor
is
working
overhead
of
the
main
lanes.
K
G
K
D
Larry,
I
have
a
question.
I
actually
got
a
text
just
a
little
while
ago,
angel
brothers
still
hasn't
gotten
their
plans.
The
completed
plans
right.
We
are
working
on
that
we've
had
a
little.
K
D
K
C
Another
question
so
south
side
they've
started
paving.
K
On
the
south
side
of
I-10,
they
have
completed
the
entire
roadway
of
the
first
layer
of
asphalt,
the
first
two
and
a
half
inches
of
asphalt
pavement.
They
are
working
underway
now
to
put
the
finish
or
the
the
wearing
course
or
the
driving
course,
which
is
an
inch
and
a
half
of
asphalt
they're
in
the
process
of
putting
that
down
now,
so
it
it's
pretty
close.
K
K
D
Establish
get
their
seating
done,
we'll
have
to
have
text
dots
so
beyond
just
getting
the
mix
down
and
the
stripe.
We
have
to
have
text
dots
approval
before
we
can
move
forward.
So
they'll
have
to
do
a
punch
list,
make
any
corrections
prior
to
text.,
accepting
it
otherwise.
D
Close,
it
is
closed,
but
you
know
rain
continually
in
you
know
critical
areas,
they're
right
on
the
north
part
of
3180
before
you
get
into
the
concrete
intersection
and
then
also
the
bridge
work
down
at
hackberry.
Gully
has
been
delayed
a
little
bit
and
they
need
those
completion
before
they
pay.
If
they're
they're
still
telling
me
that
later
part
of
june
they're,
anticipating
paving
that
okay,
okay.
K
Yes,
we
previously
submitted
a
request
with
discussions
with
the
judge.
We
had
revised
our
request
to
a
lower
number
and
that's
what
this
revised
request
for
change
order
entails.
C
A
D
So
judge
yes,
this
basically
for
the
most
part
shows
some
cost
savings.
I
guess
you
could
say
from
the
existing
roadway
portion
that
we
really
didn't
anticipate
spending.
It.
H
D
D
I
K
You're
correct,
commissioner:
in
the
original
budget,
we
made
an
assumption
that
the
bridge
and
the
roadway
would
be
constructed
with
one
one
project,
one
one
contractor.
K
That
was
the
plan
that
wasn't
planned.
That
is
correct.
That
was
the
plan
in
the
meantime,
various
necessary
reasons
and
things
beyond
our
control
and
your
control
in
our
control.
The
bridge
project
construction
phase
was
separated
out.
The
design
had
been
completed.
K
It
was
just
a
matter
of
when
we
were
going
to
start
construction
and
that
finally
was
resolved,
and
so
we've
gone
through
the
bid
process.
So
what
has
happened
is
this.
The
construction
phase
has
been
extended
because
the
two
projects,
the
two
construction
projects,
were
separated,
but
is
that
where
the
additional
fee
comes
in.
I
K
Well
doing
percent
of
construction
is
one
way
to
see
where
you're
at.
In
this
particular
case,
we
made
some
assumptions
as
to
contingencies
as
to
what
might
happen
the
project
being
extended
when
construction
projects
go
things
happen.
I
G
D
In
addition,
so
really
I
mean
in
the
in
the
first
portion
of
the
in
the
roadway
portion,
they
were
anticipating
several
hundred
thousand
not
really
being
utilized
in
this
aspect,
then
they're
kind
of
combining
the
two
to
where
we're
still
paying
that
extra
250
or
you
know
that
extra
portion
it'll
just
be
utilized
kind
of
more
in
the
first
part
of
the
project.
So
I
think
the
cost
savings.
C
D
And
I
mean
you
know
looking
at
looking
at
the
contract,
they
her
recommendation
was
you
know
that
to
go
forward,
we're
gonna
have
to
go
forward
so.
I
I
don't
have
I'm
just
trying
to
get
an
explanation
for
the
taxpayer.
That's
a
little
funny.
Do
you?
Do
you
foresee
any
kind
of
change
orders
coming
back
to
us?
I
mean
I
mean
so
I
know
it's
hard
to
say,
but
I
just
I
don't
want
any
more
change
orders
and
it
goes
back
up
to
me.
Cars
on
the
construction
fee
side.
K
K
I
just
want
to
let
you
know
that
all
through
this
project,
since
2011
we've
been
working
on
budget
numbers
and
there's
been
contingencies
in
those
budget
numbers,
our
intent
all
along
and
even
now
will
be
that
if
we
have
a
certain
budget
number-
and
we
don't
actually
have
work
effort,
then
what
is
left
over
will
not
be
billed
to
the
county,
so
we're
working
on
work
effort.
K
C
got
that?
Thank
you
well,
but
I
will
tell
you
that
the
county
built
a
road,
a
county
road
in
less
than
two
years.
I
think
it
was
eighteen
months
couple
parkway,
but
with
this
you're
dealing
with
state
government
and
the
federal
government
so
and
and
pipeline
right-of-ways
and
utilities,
but
mainly
it's
the
three
levels
of
government
and.
C
K
A
D
Well,
based
on
percentages,
like
we
likely
said
without
contingencies,
that's
txdot
uses
a
seven
to
eight
percent
factor.
You
know
I
I
took
gained
a
couple.
You
know
made
a
couple
phone
calls
see
what
you
know.
Others
might
do
it.
You
know
five
to
six
hundred
with
two.
D
You
know
looks
at
it
that
was
discussed
and
I
and
you
know
where,
where
they're
at,
if
you
look
back
at
the
original,
you
know
the
900
and
something
I
mean
you're,
essentially
20.
So
I
mean
it's
it's
a
pretty
big
chunk,
so
I
mean
so
if
you
financially
as
a,
I
guess,
you
know
as
taxpayer.
Yes,
I
makes
my
hair
stand
up
a
little
bit,
but
you
know
I
the
attorney.
D
C
She
tell
so
is
there
a
difference
in
percentages
on
a
pass-through,
tow
project
versus
a
normal
project.
D
Not
a
text
I
mean
there'd,
be
you
know
as
a
local.
D
You
know
it's
just
a
local
project.
You
know
that
we
do
compared
to
a
state
or
a
state
project.
I
mean
any
state
project
is
always
considered
to
be
federal,
they're,
always
looking
to
gain
federal
dollars
off
of
it.
So
you
know
that
they're
they're
good
they're,
going
to
go
to
that.
D
You
know
10th
degree
on
on
the
inspection
stuff,
so
they're,
the
only
like,
I
said,
just
to
be
fair,
I
guess
with
with
larry
and
stuff
the
you
know
from
the
first
aspect
of
how
this
project
was
first
conceived
as
one
overall
project.
It
was
split
up.
D
You
know,
there's
you
so
through
the
construction
process,
you
would
have
a
little
bit
more
because
you
have
to
do
two
estimates.
You
have
to
keep
up
with
two
separate
things
of
paperwork.
Two,
two
separate
files.
You
know
there's
there's
a
little
bit
additional
there,
keeping
up
with
different
contractors.
D
You
know
and
negotiating
that
you're
gonna
have
two
separate.
You
know
status
meetings,
you
know,
as
you
go
along
for
a
time
period
as
they
overlap.
Now
we're
supposed
to
be
finishing
this
in
september,
the
first
the
next
one
starts
in
october.
So
you're
only
talking
about
overlap
for
two
months.
D
Potentially
so
I
mean
it's
not
a
great
deal,
you
know
the
initial,
you
know
I
don't
know,
there's
there's
some
there.
I
think
it's
in
my
opinion.
This
is
way
overboard
on
the
price,
but
that's
the
reason.
I
asked
the
initial
deals.
B
I
And
then
that's
the
reason
I
asked
for
the
initial
project
was
including
the
bridge
there
was
a.
There
was
a
fee
that
was
set
right.
The
fee
for
the
bridge
I
mean
overall
was
figured
in
there.
If
we
took
the
bridge
out
that
feed
you
would
thought
that
feed
would
have
been
produced.
That's
what
I'm
saying-
and
it
would
have
been
added
to
like
this
here,
but
but
I
don't
see
that
reduction
in
the
overall
project
to
add
to
these
things.
So.
D
D
That's
how
I
was
going
to
say
where
that
came
from,
so
they
originally
had
a
estimate
of
what
the
overall
thing
was,
but
they're
actually
billing
us
based
on
the
hours
used
on
the
project.
So
they
gave
a
lump
sum
ballpark
of
what
they
anticipated.
That's
what
the
contract
was
for,
but
they
still
charge
us
based
on
hourly
rates.
D
D
Well,
it
could
so
well
and
the
other
thing
so
you're
actually
dealing
with,
like
I
mean
you're,
dealing
with
the
interstate
and
the
ramps
and
those
kind
of
things
so
anything
that
pops
up.
I
mean
this
is
kind
of
a
different
element
as
as
going
through.
You
know
virgin
land
like
the
roadway.
So
as
you,
if
something
pops
up
text.
see
something
something's
not
right
and
they
ask
for
something
all
of
those
things.
D
So
if,
if
it's
determined
to
be
an
error
by
the
engineer
of
record,
he
would
have
to
do
that
at
cost
at
his
own
cost.
But
if
it's
something
that
in
some
way
can
be
looked
at
as
an
additional
scope
or
something
that
he
shouldn't
have
anticipated,
then
all
of
those
fees,
the
county,
would
still
be
responsible
for
paying
a
change
order.
G
A
K
Part
of
our
scope
of
work
was
to
subcontract
firms
to
help
us
during
the
construction
phase,
so
we
subcontracted
a
firm
to
do
the
materials
testing
and
we
subcontracted
a
firm
to
do.
The
independent
assurance
testing
is
required
by
txdot
and
we
subcontracted
a
firm
to
provide
additional
inspection
services
if
we
were
unable
to
cover
it.
Okay,
we've
been
able
to
cover
that
inspection
services.
K
K
K
K
I
say
savings
funds
if
we
will
not
be
invoiced
and
that
162
is
part
of
that.
Now.
If
another
firm
was
to
take
over
the
bridge
construction
management
project,
they
would
then
have
to
subcontract
for
materials,
testing
and
ia
services,
which
then
adds
to
that
percentage
that
we
were
talking
about
earlier.
I
And
that's
what
ashley
is
explaining
yesterday
and
then
and
ashley
actually
said
she
says
he
didn't
mind.
If
I
said
this
there
that
I
mean
if,
for
some
reason
we
did
decide
to
go
there,
it
opens
us
up
to
legal
action
that
we
can
not
only
have
to
pay
this,
but
we'd
have
to
pay
legal
fees
to
defend
ourselves
because
the
way
the
contract,
the
wording
of
the
contract,
is
not.
C
I
A
C
C
C
B
C
All
right,
3.3
discuss
and
consider
additional
options
for
construction
management.
We
don't
need
that
one,
because
we
just
approved
3.2
so
we'll
pull
that
3.4
discussion
centering
into
the
general
engineering
contract,
with
jmt
johnson,
miriam
and
thompson
to
safely
county
engineering
responsibilities.
Court.
D
Was
added
to
the
court?
We
we
have
opened
up
the
county
engineer
position
to
replace
my
my
role
as
this
will
be
my
last
court.
D
So
we
have
had
no
one
apply
for
the
county
engineering
position
that
I'm
aware
of,
and
this
would
be
an
opportunity
to
retain.
Basically,
my
experience
as
a
new
company
has
offered
to
lend
my
services
to
the
county
for
a
time
period
as
needed
until
we
can
find
somebody.
I
B
G
I.E
corey,
it
would
be
very
good
to
us
to
go
ahead
and
bring
that
company
on
and
we
cannot
discuss
pricing
until
after
you
all
agree
with
that.
Then
we
go
into
contractual
pricing
with
this
company.
I
I
believe
meeting
with
here
and
knowing
cory.
They
will
try
and
take
care
of
us
the
best
they
can,
but
we
do
need
to
do
something,
though
we
will
have
no
engineer.
We
have
several
projects
that
he
corey
has
been
overseeing,
so
we
need
smell.
C
G
Statement
of
qualification,
and
if
we
see
that
this
is
going
to
be
something
that's
going
to
be
longer,
we
can
do
an
rfq
to
go
out
and
look
for
someone
more
local.
Once
corey
has
kind
of
tied
the
knot
and
some
of
this,
the
stuff
we
have.
If
we
don't
find
an
engineer
if
y'all
are
not
able
to
find
them.
C
D
There
is
some,
I
think
I
think
it
will
be
a
mix,
but
I
mean
certainly
I
think
that
would
be
the
you
know
if
we
could
do
that
on
on,
like
meetings
with
the
engineering
staff,
you
know
looking
at
plans
and
stuff
like
that.
I
mean
it's
some
of
the
stuff
that
I
do
now.
You
know,
there's
gonna
be
some
stuff,
like
you
know,
with
txdot,
trying
to
control
their
punch
list
for
the
1409
job
and
that
doesn't
get
out
of
hand
and
drag
out.
D
C
C
D
Zachary
that
we
just
recently
got
on
board
they
they're
both
eits
so
with.
B
D
Engineering
training.
That
means
they
pass
the
first
of
two
exams
to
be
a
licensed
professional
engineer.
They
have
to
pass
the
pnp
exam
which,
in
my
under
you
know
what,
as
I
remember,
is
not
quite
as
bad
as
the
eit
is
the
worst
one.
It's
more
comprehensive
over
the
whole
engineering.
D
Curriculum
yeah.
I
believe
it
is
too
yes,
so
I
I
think
that's
true
so
they're
they're
really
almost
there.
They
still
have
to
complete
the
four
years
of
training
under
a
licensed
engineer.
So
I
or
someone
else
could
do
that
they
don't
have
to
be
their
literal
supervisor.
They
just
need
to
be
their
work
needs
to
be
supervised.
D
That's
true,
and
that
has
been
a
good
resource
for
for
moving
into
this
next
time
period.
So.
I
B
D
Another
one
luciano
we
so
we've
got
a
good
staff,
and
even
tomorrow,
when
we
go
out
and
look
at
drainage,
we'll
have
a
pretty
good
group
out
there
that
you
know
we'll
be
able
to
share
those
students.
So
I
don't
think
it
will
be
a
lot.
What
when's
your
last
time
I
mean
officially
next
thursday,
the
17th.
C
Services
go.
Is
it
okay,
if
I
say
something
come
to
microphone,
please.
K
K
When
corey
came
on
board,
he
offered
and
directed
us
that
he
would
do
a
lot
of
the
work
that
we
typically
do,
and
that
was
appreciated
and
that
that's
helped
quite
a
bit,
but
in
in
hiring
a
new
county
engineer
just
to
let
you
know
that
we're
capable
we're
set
up
to
do
the
entire
past
year,
project
with
minimal
assistance
from
the
county
good
and
that's
kind
of
what.
C
C
All
right,
I
got
a
motion
to
second
any
other
questions.
Comments
share.
None
of
those
in
favor
aye
foes
mostly
carries.
Thank
you.
Thank
you,
nice
to
meet.
You
larry
appreciate
it
corey,
as
always
all
right.
So,
let's
skip
down
to
safety,
emergency
management
10.1.
It's
got
some
city
resolution
recognized
in
the
month
of
june
2021
as
heat
illness
prevention
month
for
chambers
county
employees,
encourage
all
staff
members
work
diligently
to
protect
their
health.
This
summer
glenn
good
morning
good
morning.
L
Again:
okay,
so
we
presented
this
for
june
because
typically
in
other
parts
of
the
united
states,
the
hock
monster
june
july
and
august
as
y'all
know,
we
go
from
may
to
october
here
and
then
the
rest
of
the
years
hit
and
miss.
L
But
heat
illness
is
a
real
thing,
especially
for
folks
that
are
working
out.
Unshaded
performing
services
for
the
citizens,
and
we
we
kind
of
did
this
a
few
months
ago
with
hand
safety.
We
saw
a
lot
of
success,
so
we
wanted
to
push
it
just
a
little
bit
further
and
get
the
minister's
court
to
judge
all
of
you
to
buy
in
on
that
and
give
us
a
resolution
so
that
we
can
push
this
program
out.
L
Further
wellness
got
on
board
with
us
and
everyone
that's
participating
and
sending
their
quizzes
in
or
being
awarded
wellness
points,
so
that
that's
the
point
of
the
resolution
is
to
to
push
this
program
out
and
encourage
employee
participation.
L
Anything
like
that,
not
that
I'm
aware
of
statistically
water
is
your
best
replacement.
If
you
one
quart
per
hour
in
medium
work
at
temperatures
above
95
degrees,
is
adequate
replacement.
Some
folks
will
tell
you
that
some
electrolyte
replacement
is
good.
Some
people
will
tell
you
it's
not.
It
depends
on
who
you
talk
to
the
one
thing
everybody
agrees
on,
though,
is
water?
Is
your
best
liquid
supplement
replacement
to
your
body.
C
C
A
So
we
did
kind
of
like
the
freeze,
pops,
you
know
like
the
push-up
or
what
do
you
call.
C
A
Yeah,
we
also
did
some
gatorade
and,
of
course,
during
the
coba
deal,
all
the
had
to
go
to
individual
couldn't
make
it
in
bulk.
A
While
working
now,
therefore
be
resolved
that
the
chain,
the
members
commissioners,
court
of
chambers,
county
texas,
hereby
recognized
the
month
of
june
2021
is
heat
illness
prevention
month
for
chambers
county
employees
and
encourage
all
staff
members
to
work
diligently
to
protect
their
health.
This
summer.
C
A
C
C
To
order
after
recess
it's
1103
8
am
we're
going
econ
volunteerism.
C
Five
points
go
to
a
public
hearing,
5.2
public
hearing,
10
a.m,
regarding
black
line,
told
story,
the
llc
tax
abatement
agreement
and
then
also
we're
going
to
talk
a
usain,
so
it's
11
03
a.m.
We're
going
to
public
hearing
at
this
time,
public
comments
regarding
five,
two
or
five
four
dj.
You
want
to
just
address
those
real
quick,
quick
summary
is
this:
on.
M
Yes,
thank
you.
Thank
you
judge,
commissioners.
These
are
republic
hearings
that
are
required
as
part
of
the
tax
abatement
process,
both
for
black
line,
cold
storage,
llc
and
talk
usa.
Just
for
as
a
matter
of
reminder,
these
were
approved
if
you
will
gone
through
the
process
and
the
30-day
notices
were
posted
as
required,
the
blackline
cold
storage
project
is
presented
as
a
phase.
One
will
occupy
three
hundred
thousand
square
feet
of
coal
storage,
create
35
to
50,
full-time
jobs.
M
Construction
is
expected
to
start
at
the
end
of
the
month
and
the
agreement
is
presented
for
approval
today.
The
taco
usa
agreement
that
was
approved
and
noticed
was
posted
as
required
by
statute.
This
is
for
a
project
over
at
langston
avenue.
It's
made
a
total
investment.
It's
approximately
three
million
dollars
and
created
a
retained
up
to
15
jobs.
We've
got
representatives
from
both
entities
with
from
black
lines,
not
here
but
talca,
usa,
richard
heath,
ceo
and
eric
geisler,
is
the
representative.
M
L
C
G
C
C
M
M
Yes,
thank
you
judge
and
commissioners.
You
may
recall
back
in
december
of
2020,
the
court
was
presented
with
a
competitive
project
known
as
project
hydrate
at
that
time,
and
the
incentives
recommendation
was
placed
just
at
that
time.
The
project
was
provisionally
approved
by
the
court.
This
is
a
beverage
bottling
operation.
The
site
is
cedar
port
industrial
park.
At
that
time
there
were
several
competing
sites
in
various
counties
phase.
One
at
that
time
was
conceived.
It
was
approximately
50
jobs.
Phase
two
would
create
50
to
25
new
employees
at
the
time.
M
The
court
at
that
time
provisionally
approved
a
10-year
abatement
at
60
abatement,
and
so
now
the
project
is
actually
moving
forward.
The
cedar
ford
site
was
selected.
The
application
that
you
have
before
you
is
a
bit
more
refined.
The
parameters
of
the
project
are
noted
on
the
cover
letter
and
also
who
the
prospect
is.
It
is
a
niagara
revolving
company.
Niagara
is
submitting
the
application
for
the
property
tax
abatement
phase.
One
is
a
little
larger
than
was
legit.
Originally
you
can
see.
This
is
a
611
000
square
foot
facility.
M
That's
going
to
be
built
just
adjacent
on
the
front
of
the
grand
parkway
as
it
curves
down
to
the
west,
and
the
other
parameters
are
noted
through
there.
You
know
niagara,
obviously,
is
a
well-known
brand.
We
have
representative
here
jason
vangelis,
to
speak
to
the
specifics
of
the
project.
We
need
to
get
some
more
information,
but
again
the
court
has
already
approved
the
provisionally
proved
the
abatement
back,
in
particular
the
payment
back
in
december,
and
today
the
application
is
presented
for
approval
and
be
glad
to
answer.
A
A
C
So
we
just
had
on
our
agenda
a
little
hydrate
comment,
so
how
much
water
are
you
gonna,
furnish
accounting.
N
Economic
development
manager
with
niagara
bottling-
this
particular
facility
will
start
out
as
a
bottling
facility,
primarily
with
bottled
water,
but
it
has
the
potential
to
to
transition
into
beverage.
Texas
is
one
of
our
largest
markets
for
beverage.
We
have
a
temple
facility
that
just
opened
two
years
ago,
and
that's
our
primary
function
of
that
plant
is
all
beverage,
so
aseptic
think
protein
shakes
coffee
beverages
gatorade.
That
type
of
thing
are
increasingly
what
we're
looking
at
producing.
M
Thank
you
judge
and
commissioners,
given
that
the
request
for
abatement
has
been
approved
as
a
warranted,
typical
application
to
designate.
A
M
Reinvestment
zone
is
required
so
as
to
move
forward
with
the
tax
payment
process.
The
request
is
presented
today
that
the
public
hearing
for
establishment
of
the
reinvestment
zone
be
held
on
june
22nd
2021.
C
M
Thank
you
judge
and
commissioners.
This
is
a
project.
This
is
another
cold
storage
project.
If
you
may.
A
M
Just
in
previous
presentations
to
the
court
that
this
sector
is
emerging,
it's
an
important
sector,
the
black
line,
cold
storage
project
that
was
just
approved.
This
is
the
second
project
that
would
be
located
in
the
cedar
port
industrial
park.
What's
proposed
here
is
a
281
thousand
square
foot
refrigerated
warehouse
facility
under
27
acres.
Their
proposed
location
is
just
to
the
north
east
of
project
hydra
along
99..
M
The
capital
investment
is
approximately
62
million
dollars.
Job
creation,
approximately
35
jobs,
would
be
created
in
phase
one.
A
hundred
construction
jobs
and
a
phase
two
is
contemplated
at
169
000
square
feet,
as
we've
done
in
the
past.
The
course
requests
have
given
an
economic
impact
estimate
in
the
cover
letter,
with
respect
to
the
direct,
indirect
and
induced
impacts
that
are
noted
in
that
recommendation
was
proposed
today,
as
the
court
consider
to
approve
the
application
or
accept
the
application.
M
The
the
to
approve
the
application
today
based
upon
question.
C
M
Thank
you
judge.
This
is
this
may
take
some
unwinding,
but
the
resolution
that's
presented
today
essentially
is
related
to
change
in
name
and
I'll,
just
go
through
the
recitals
and
the
resolutions,
so
that
there
would
be
record.
M
This
is
a
resolution
that's
being
proposed
to
assign
the
rights
and
obligations
that
accrue
to
paret
4762
borison
openings,
llc
and
paret
4830
morrison
holdings
llc
under
the
tax
abatement
agreement
that
was
amended
and
assigned
back
in
december
of
2017
and
that
first
recital
on
this
on
december,
12
2017,
the
county
authorized
assignment
of
tax
abatement
agreement
that
had
been
granted
to
clay
partners
at
4762,
boris
nlp
and
for
clay
partners,
4830,
boris
nlp
and
assigned
the
rights
and
privileges
of
that
agreement
to
paret
usa,
incorporated
in
march
of
2020
a
organization
called
wpt
industrial
lp,
which
is
known
as
wpt,
acquired
all
the
ownership
interests
of
the
parent
company,
paret
usa,
and
with
that
acquisition.
M
Obviously,
they
have
transferred
and
assumed
all
contracts
and
agreements
with
those
entities
that
were
involved,
two
of
which
are
the
contracts
that
are
being
discussed
today.
Perette
4762
borrison
holdings
llc
and
perez
4830,
boris
and
holdings
llc
were
subsidiaries
of
usa
and
have
been
named
or
wpt
has
changed
the
name
of
paret
usa
to
wpt,
usa,
and
so
the
name
changes
now
that
are
going
to
be
accepted
by
the
chamber.
M
So,
essentially,
this
resolution
provides
the
allowance
so
that
the
c-cad
can
make
their
changes
and
the
comptrollers
can
as
well
so
what's
presented
is
for
your
consideration
today
is
to
approve
this.
What
will
accompany
this?
If,
in
fact,
the
court
approves
the
name
change?
Is
they
consider
the
stop
which
will
be
presented
at
the
next
court
or
actually
to
authorize
the
judge
to
decide
they
could
sit
in
the
stockholm
that
would
accompany
this
resolution
to
c-cad
and
the
comptroller's
office?
I
hope
that
wasn't
too
confusing.
C
You've
got
a
letter
in
your
package
from
samantha
requesting.
What's
on
the
agenda,
though
tgc
smith
attached
task
authorization
one
for
this
project,
which
allowed
them
to
finalize
the
complete
application
for
these
projects
to
raise
twelve
thousand
five
hundred
dollars.
C
This
was
a
record
sale.
Yes,
factual
sell
amount
was
704
726
and
just
to
compare
the
and
17
were
in
the
530
000.
The
560
000
range.
C
Sale
great
job
good
for
the
kids
in
the
county,
okay,
much.
F
C
F
F
F
C
C
F
You
know
to
do
a
thousand
dollars
in
new
lock
set
here
and
do
something
there
and
it
just
it's,
just
not
fair
to
hold
his
money.
So
this
is
hey,
I'm
still
holding
money
on
him,
I'm
not
giving
him
all
his
money,
I'm
still
making
him
do
everything
in
the
contract,
but
I
am
releasing
the
majority
of
his
of
his
retainers,
because
it's
just
a
fair
way
to
go.
I
F
The
roof
at
dispatch
is
it,
it
doesn't
leak
all
the
time,
but
when
there
is
a
storm
and
the
wind's
blowing
it
leaks
and
that's
when
we
need
them
right
right
and
that
building
is
24
7
and
when
it
leaks
and
it's
during
a
bad
storm
it
it
really
messes
things
up:
it's
not
a
big
roof.
It's
a
it's!
Actually,
a
metal
sloping
roof.
We
just
need
to
replace
it,
get
it
fixed.
I've
had
even
the
contractor
that
built.
It
came
out
here
and
we
spent
a
week.
F
B
F
Let
you
look
at
it,
I
mean
part
of
my
deal.
Is
you
know
I
was
going
to
have
to
pay
a
professional
to
come
out
and
look
at
it
and
part
of
my
deal
was
they
said,
hey
we'll,
come
out
we'll
look
at
it.
We'll
tell
you
what
we
think
and
and
we'll
even
you
know,
you
know,
give
you
the
plans
and
specifications.
F
C
Health
services-
yes,
there's
the
percent
that
we're
paying,
because
you
know
they
do
dispatch
mike-
and
I
had
already
talked
about
this:
they
dispatched
ems
and
firearms.
So.
N
F
C
F
Thing
you
need
to
go
ahead
and
get
the
geotech
done,
so
we
can
go
ahead
and
get
the
fields
in
in
operation
when
we
actually
get
the
co
money.
F
Actually
we're
having
to
put
a
new
meter
at
cedarvale,
and
actually
this
brings
that
gas
line
all
the
way
around
to
the
back
of
the
building
to
where
our
generator
is
going
to
sit.
So
it's
actually
compared
to
everything
else,
pretty
good,
pretty
good.
G
A
I
just
want
to
make
a
comment
on
number
12.
just
want
to
recognize
the
esa
sorority
for
making
that
donation
for
the
picnic
tables
for
ford
and
white
park.
So.
