C
A
A
E
I
want
you
guys
to
know
that
this
weekend
we
have
from
anawac.
History
is
being
made.
We
have
okay,
I
had
I
had
to
write
this
down.
We
have
six
teams
going
to
state
finals
and
regionals
for
softball.
E
It's
state
finals
for
baseball,
it's
regionals
softball.
We
have
15
you.
My
granddaughter
is
on
that
team.
Only
really
she's,
only
12,
but
she's
on
that
team.
We
have
12
you
and
we
have
eight
you
and
15
you
and
12.
You
finished
first
in
the
district
and
three
baseball
teams
that
finished
first
in
the
district
out
of
the
10
teams
that
we
had
in
all
stars.
E
Seven
of
them
were
district
finalists.
Now
this
is
history
for
anahuac.
We've
never
done
this
before,
but
more
than
that
in
a
few
years,
anawak
high
school
is
going
to
have
some
of
the
best
softball
and
baseball
players
that
they've
seen
in
years-
and
this
is
due
to
the
volunteer
coaches
at
ayso
and
the
ayso
program.
We
have
volunteer
coaches
and
volunteer
helpers
like
todd
swanky
trent
hart
lindsay
hedges,
casey,
hedges,
colin
henneke.
E
E
A
A
And
I
think
red's
team
one
last
night,
congratulations
and
we
haven't
had
commissions
court,
since
the
barbershop
wallace
won
the
state
haven.
A
No,
we've
had
court
since
girl.
Well,
congratulations:
barb's
health
girl,
softball
mark
steele
boys
baseball.
I
saw
where
the
first
time
in
5a
or
6a-
that's
ever
happened
for
school
so
great
time
and
we'll
have
a
resolution
on
the
next
commissioner's
court
from
ending
them.
For
that
all
right,
let's
tell
you
what
I
noticed
several
folks
here
for
2.1,
so
we're
just
going
to
go
to
2.1,
discuss
the
title
order
authorizing
issuing
some
chambers,
county
tax
combination,
tax
and
revenue,
certificates
of
obligation,
series,
2021,
authorizing
sale
thereof
and
enacted
provisions.
D
People
invited
me
into
their
homes
to
sit
in
their
living
rooms
or
stand
in
their
kitchen
while
they
prepare
dinner
for
their
families
and
just
talk
about
you
know
these
projects
and
the
pros
and
the
cons
of
different
vehicles
that
could
be
used
to
fund
the
projects,
and
it
was
just
really
great
getting
to
know
lots
of
new
people.
So
we
did
gather.
D
You
know
we
want
to
honor
them,
so
I'd
like
to
enter
those
signatures
into
the
record
and
present
them
to
you
here
today
and
honor
the
people
who
took
the
time
to
go
out
and
collect
the
signatures
as
well.
So
what
I
want
to
tell
you
that's
the
good
news
is
lots
of
people
are
for
these
projects.
They
want
the
ball
fields,
they
want
the
roads,
they
want
the
kids
to
have
what
they
need.
The
main
issue
that
they
have
is
just
the
vehicle.
That's
been
chosen
to
deliver
the
projects
they
feel
like.
D
A
F
C
Think
I'm
all
right.
Thank
you
judge
good
morning.
A
C
A
pleasure
to
be
here
for
the
record,
my
name
is
james
gilley
representing
the
county
as
your
financial
advisor
with
u.s
capital
advisors.
I'm
pleased
to
be
here
to
present
the
results
of
the
competitive
bond
sale
which
took
place
yesterday
morning
in
a
as
I
said,
as
a
competitive
auction
type
bid.
We
solicited
bids
from
investors
across
the
country.
Those
bids
were
due
at
11
a.m.
Yesterday
and
at
the
deadline
we'd
received
a
total
of
seven
bids,
the
best
bid
went
to
r.w
baird
and
company
based
out
of
new
jersey.
C
I
believe
you
had
the
a
presentation
of
on
sale
summer
in
your
packet
in
front
of
you.
The
bids
are
laid
out
on
page
one
and
you'll
notice.
How
close
the?
How
close
the
bid
was.
The
second
best
bid
was
about
100th
of
the
basis
point
above
baird,
which
is
an
incredibly
close
bid.
So
we
believe
that
this
is
evidence
that
county
got
an
excellent
and
excellent
result,
and
this
the
fact
that
we
got
seven
bids
from
investors
again
across
the
country.
C
In
the
case,
this
is
done
in
a
very
transparent
in
a
transparent
manner.
You
may
recall
when
this
the
estimates
were
provided
to
the
county.
C
I
believe,
back
in
april,
we're
estimating
somewhere
in
the
range
of
a
2.45
percent,
the
difference
between
I'm
sorry
after
we,
we
made
some
adjustments
to
the
initial
bid
and
the
final
true
interest
cost
resulted
in
2.279044,
and
so
the
difference
between
that
our
initial
estimates
back
in
april
and
the
the
final
result
today,
I
I
hope
I
did
the
math
right,
but
I
believe
that
would
result
in
savings
to
the
county
of
approximately
1.4
million
dollars
in
total
interest
savings
over
the
life
of
the
loan.
C
In
fact,
I
don't
want
to
go
on
too
much.
Take.
Take
too
much
your
time,
but
paige
page
three
is
quite
quite
revealing.
C
After
baird
purchased
your
bonds
yesterday,
what
they
their
intention
is
to
immediately
resell
them
the
secondary
market
to
some
of
their
some
of
their
clients,
and
they
were
typically
we'd,
expect
all
those
bonds
to
be
sold
immediately,
but
they
were
unable
to
as
of
one
o'clock
yesterday,
they
had
still
had
an
approximately
80
cent.
80
of
those
bonds
still
in
their
inventory,
so
that
means
that
they
weren't
able
to
find
buyers
in
the
secondary
market
that
they
would
purchase
the
bonds
from
them
at
a
profitable
price.
C
So
what
that
means
is
that
they
paid
too
much.
They
gave
you
guys
too
good
of
a
price,
and
so
again
this
is
just
evidence
that
the
county
got
the
absolute
best
interest
rate
available
in
the
market.
Yesterday,
the
detailed
debt
service
numbers,
including
the
packet
I'll.
I
respect
your
time.
I
won't
ramble
on
too
much,
but
the
the
rating
report
is
included
as
well
and
if,
depending
pending
court
action
today,
the
transaction
is
expected
to
close
in
approximately
30
days.
C
So
is
there
any
questions
entertaining
questions,
but
questions
about
the
ordinance
I'll
turn
it
over
to
county
bond
counts.
Thank
you.
Questions.
B
F
B
C
Far
better
than
we
thought
yeah,
I'm
sorry
just
one
other
point.
I'd
like
to
point
out
is
that
the
final
par
amount
is
forty
six
million.
Ninety
thousand
the
baird
purchased
the
bonds
of
a
premium
to
the
county,
which
a
part
a
portion
of
that
premium
would
reduce
the
amount
that
the
county
needs
to
borrow.
So,
notwithstanding
the
final
paramount,
the
funding
that
will
be
delivered
to
the
county
at
closing
is
47
650
000
to
spend
on
the
projects.
A
B
Morning
judge
this
is,
I
didn't
know
you
were
out
there
greg.
I
was
lurking
in
the
back
yeah
gregory
miller,
bicker
staff
in
austin,
we're
proud
to
serve
as
the
county's
bond
council
in
this
transaction
in
previous
transactions.
A
A
G
Sure
so,
as
we
win,
I
don't
know,
I
think
you
do.
I
think
we
have
three
qualified
bids
for
that.
Okay
and
the
low
bid
being
n
t-
and
they
are
still,
I
think-
they're
still
in
the
process
of
value
engineering.
Some
of
that
unless
it's
been
completed,
no.
A
A
G
G
F
H
G
Tell
you
what
they
took
forefront.
They
were,
first
and
foremost
taking
care
of
business
and
took
care
of
the
county.
In
my
opinion,.
G
Yes,
sir,
but
again
we
need
we're
going
to
do
something.
Let's
do
it
because
pricing
is
going
up.
Commissioner,.
F
G
A
A
Local
folks
to
be
able
to
use
it,
but
when
they're
not,
we
want
people
coming
here
in
electric's
fields
and
with
these
complexes
and
know
that
they
all
look
the
same.
If,
when
I'm
playing
at
civil,
whether
I'm
playing
winnie
anyway,
I
get
the
term
work
using
all
the
fields
and
they're
playing
accounting
use
them.
You
know,
they've
got
good
quality
fields
and
we're
gonna.
We're
gonna
have
a
lot
of
people
there.
That's
gonna,
spend
money
at
a
restaurant,
spend
money
at.
A
Stores,
hotels,
so
yeah,
let's
thinking
of
developing
boom,
yeah
and-
and
I
know
judging
we've-
got
to
email
from
somebody
this
morning
you
know
positioning
of
the
field.
I
mean
they're
going
to
look
at
the
design
and
position
these
fields
where,
if
we
have
room
to
add
field
layer,
we're
going
to
do
that
to
make
sure
it's
positioned
right
for
future
growth,
I
mean
so
there's
a
lot
of
consideration
that
went
into
these
fields.
Yeah.
I
supported
that
onto
our
architect
mike
leslie
and
parker.
Are
you
going
to
let
jesse
sure.
A
I
A
I
So
thursday
afternoon
of
last
week,
we
took
bids
from
three
contractors
and
the
low
man
rated
best
qualified
is
entity
construction
out
of
beaumont
you're
familiar
with
nnt
from
their
work
at
the
arena
and
winnie
as
well
as
the
library
and
winnie.
I
They
also
do
a
lot
of
the
east
chamber,
schools
there
and
winning
as
well,
and
so
we're
pleased
to
present
them
as
the
recommended
contractor
for
this
project.
A
I
Oh
yes,
so
we've
mike
leslie
sent
me
that
email
we
have
reviewed
it.
There
are
a
number
of
county
decisions
on
there
that
are
basically
a
if
you
want
them.
You
you
want
them.
If
you
don't
you,
don't
that
we
can
work
with
your
team
as
well
as
entity
contractor
to.
I
A
A
We
can
make
changes,
we
can
leave
it
like
it
is,
but
we
do
want
a
quality
product
that
we
can
be
proud
of
the
community
and
be
proud
of,
and
the
people
that
come
in
can
be
proud.
A
A
I
That
would
be
our
recommendation.
That's
the
only
way
we're
gonna
be
able
to
make
it
through
the
the
growth
season
to
be
able
to
open
next
spring
for
ball.
A
A
A
A
A
I
don't
know
what
could
happen.
Who
knows?
No,
I
know
what
you're
saying
I
mean
you,
you
got
the
motion
on
the
table.
You're
clear.
The
funding
is
done,
we're
signing
all
the
agreements
yeah.
All
this
pending
billy
is
the
transfer
and
deposit
to
the
bank.
I'm
sure
gregory
said
the
same
thing.
We're.
A
I
A
I
Obviously,
we'd
like
to
get
moving
as
as
quick
as
possible.
We
will
you
you
y'all
record
again
in
two
weeks.
Let
me
get
with
nnt
on
their
schedule.
They're
gonna
need
some
time
to
look
at
when
they're
gonna
mobilize
and
it's
all
gonna
depend
on
how
quickly
we
can
get
this
contract
turned
around.
So
we
should
be
able
to
give
people
plenty
of
notice
for
when
that
that
demo
is
gonna,
start.
A
F
I
I
A
A
J
Everybody
good
morning,
all
right,
so
I
was
asked
to
do
to
get
an
hr
update
on
everything
and
just
kind
of
I
guess,
bring
everybody's
speed
and
kind
of
talk
about
hr
so
past
three
months.
I've
definitely
learned
a
lot
more
about
hr
than
I've
ever
wanted
to.
In
my
entire
lives.
I'm
still
learning
about
things
I
didn't
know
about.
J
So
just
to
kind
of
give
you
an
update.
I
guess
kind
of
talking
about
the
hr
functions
as
it
is
today.
Some
of
the
big
things
about
hr,
probably
the
most
important
thing-
is
they
process
payroll
as
I
eat
your
check
every
every
two
weeks.
It's
a
very
tedious
process
takes
about
two
three
days:
chelsea
keeley
just
work
and
get
that
done.
Everybody
get
paid
on
time.
J
Also
hr
is
part
of
the
hiring
process.
They
do
the
pre-employments.
They
do
the
drug,
physical
and
now
background
checks.
They
also
help
with
the
hiring
process
and
if
some
departments
may
want
some
help
with
interviewing
things
like
that,
they
can
request
hr
to
come
help
and
you
know
get
some
guidance,
get
some
questions.
J
Of
course,
if
they
are
asked,
hr
also
does
fmla
workers.
Com
still
thinks
I'm
still
trying
to
grasp
my
my
brain
around,
but
luckily
log
health
from
tac
and
other
people
have
been
really
helpful.
J
Also,
probably
one
of
the
most
interesting
thing
is
the
employee
relation
with
hr
dealing
with
inner
issues
that
arise
all
the
time.
I've
always
been
my
low
bubbles.
I
never
knew
that
there
was.
You
know
things
that
are
always
this
comp
popping
up
and
it's
been
kind
of
an
interesting
thing
to
learn
and
also
they
maintain
the
personal
records
for
everybody.
So.
H
J
When
you
get
hired
there's
a
75-year
retention
on
personnel
files,
which
is
just
crazy
and
that's
why,
if
you
ever
go
in
the
hr
office,
you
see
a
bunch
of
like
this
filing
cabinets,
because
it's
all
there's
personnel
records
from
75
years
ago.
J
Hr
has
got
two
staff
members,
chelsea
and
keeley
chelsea
has
to
pay
on
benefits
and
pretty
much
runs.
The
entire
show
she's
been
there
for
seven
years.
I
know
nikki
trained
really
well
in
that.
So
she's
been
a
helpful
part
of
the
team
and
then
keeley
she's
been
there
for
about
two
years.
She
does
you
know
all
the
day-to-day
stuff
paperwork,
helping
employees
out
and
things
like
that.
J
Some
of
the
big
hr
changes-
that's
happened
so
far.
I
guess
this
year
is
one
they've
broke.
Hr's
been
moved
to
tony's
old
office,
the
second
floor
in
the
courthouse
so
they're
out
from
safe
from
the
health
service
building
into
the
courthouse
now,
some
things
we're
working
on
also
is
online
timesheets.
I
think
we
talked
about
last
time
in
our
department
meeting.
J
So
instead
of
having
paper
timesheets
and
having
filled
that
out,
you
can
now
do
it
in
encode.
Working
on
that
process
now
getting
that
done,
but
w
it
should
save
a
lot
of
time
in
dealing
with
just
you
know
when
you're
doing
payroll,
it
literally
takes
three
days.
One
person
just
to
sit
there,
make
sure
everything's
right
and
there's.
H
J
Time
you
know
there
could
be
errors,
someone
entered
a
wrong
number
in
and
it
just
messes
things
up
with
this.
Hopefully
this
it'll
take
a
day
like
that,
and
then
apparel
is
done.
It's
complete!
It's
all
electronic!
No
more!
You
know
paper
time
sheets,
you
know,
stop
wasting
trees,
which
is
really
nice,
hopefully
get
that
done
sometime
in
the
next
few
months.
J
The
also
big
changes
now
in
a
hiring
process
we
talked
about
earlier,
was
you
know,
doing
background
checks
on
everybody
on
new
hires.
You
know
nothing
will
say
on
that.
You
know
when
someone
gets
hired
when
they've
kind
of
gone
through
that
process
like
this
is
a
person
we'll
run
a
quick
break
contract
and
just
make
sure
everything's.
Okay,
I
know
one
thing
we
talked
about
was
the
hr
audit.
We
talked
to
our
auditors.
H
J
Done
which
should
be
done
sometime
in
this
month,
so
hopefully,
when
that
gets
done,
they
can
gear
up
on
the
hr
audit,
just
kind
of
get
everybody
up.
You
know
heads
up
on
that
and
also
you
know
doing
this
for
about
three
months.
I
think
I've
got
so
many
messages
and
people
saying
hey.
Can
I
help
you
out,
so
I
really
appreciate
everyone.
Just
pitching
helping
me
out
from
nikki
to
mr
woody
from
the
auditor's
office
from
heather's
said
some
stuff
and
everybody's
been
really
helpful.
Tac
has
been
helpful.
J
Just
talking
to
us,
go
through
some
processes
and
just
employ
issues
that
were
probably
a
lot
bigger
than
me.
So
they've
been
really
helpful
and
and
really
probably
the
biggest
people
that
really
helped
is
chelsea
and
keeley.
They
really
worked
their
butts
off
going
through
the
whole
thing,
and
I
know
it's
been
a
rocky
road,
the
past
three
months,
but
they
really
just
stepped
up
and
did
a
really
good
job
and
helped
everybody
out.
So
that's
all
I
have
on
the
extra
update
unless
you
have
questions
for
me
so.
A
Step
right
in
thank
you
so
encode
is
that
the
software
that
we've
purchased
just
you
know
getting
it
online.
J
Yes,
so
you
have
encode
already
that's
just
a
regular
financial
software
package
that
we
have
it's
just
an
addition
to
to
it.
It's
still
in
codes,
it's
still
a
tyler
product.
So
it's
already
there
right
now,
they're
working
on
just
getting
everybody
set
up
to
do
time,
entry
and
then
also
working
with
departments
and
officials
to
say,
okay.
You
know
this
is
how
the
process
is
going
to
work.
A
J
So
saturday,
this.
J
Park
at
7,
30.,
united
way
and
hart's
hand
they're
doing
a
food
distribution
event.
The
commissioners
have
gladly
donating
breakfast
for
that
morning,
just
come
by.
If
you
need
need
to
know,
if
you
know
somebody
that
needs
food
or
help
tell
them
come
it's
a
pretty
easy,
easy
process.
You
stay
in
your
car,
you'll
get
a
nice
box
full
of
food,
but
if
you're
will
to
do
and
you
don't
need
food
and
you
want
to
help
volunteer
help
support
your
community
come
by,
you
can
go
to
the
united
way
website.
J
A
B
A
Appreciate
y'all
doing
that
aaron.
I
really
do
so
I'll
be
out
of
town
this
weekend,
but
thank
you
again
for
doing
all
that.
Yeah,
it's
an
extra
25
if
you're
out
of
town
all
right!
Thank
you!
Thank
you.
Sarah!
You
do
1.3
one
point:
yeah
1.3
discussing
center,
offering
norton
lifelock
recurrent
former
employees
and
their
families
for
one
year
period,
employees
549
family
109
per
month.
J
Yeah,
so
a
lot
of
the
situation
with
the
hr
department.
We
are
asking
the
court
to
consider
approving
to
give
employees
and
their
families
the
option
to
to
use
lifelock
for
at
least
one
year
the
county
could
pay.
You
know
with
the
sensitivity
for
the
sensitive
information
that
hr
has
with
employees
and
their
families.
J
It
did
a
lot
of
work
and
you
know
come
in
here
now
to
present
it,
but
you
know
we
got
about
three
companies
that
checked
out.
We
thought
lifelock
had
the
name
recognition
they
you
know
everyone
can
trust
them,
so
we're
asking
for
lifeblock
for
this
one.
J
J
Year,
I
think
it's
something
good
for,
for
everybody.
J
J
A
J
Yeah
we
pay
for
it.
We
offer
it
to
current
and
previous
employees
and
their
families,
because
you
know
we
retain
records
for
75
years.
So
all
the
information
is
out
there.
J
I
don't
think
there's
ever
been
some
sense
of
fraud
in
that
sense,
but
just
as
a
safe
side,
we
do
it
for
one
year,
can
we
pay
for
it
from
july
to
july?
You
know.
So
if
I
wait
until
next
year
to
sign
up,
I
would
only
get
up
until
july,
so
I
couldn't
like
start
next
year
in
july
and
expect
one
year
it'd
be
for
that
time
frame
and
of
course
wants
to.
J
J
A
J
19.
so
in
january,
y'all
decided
to
go
ahead
and
continue
the
program
where,
if
someone
had
came
in
contact
or
they
had
got
coveted
that
the
county
would
pay,
I
guess
40
up
to
14
days
yeah
for
paid
leave,
so
they
wouldn't.
A
J
Yes,
and
that
would
have
ended
actually
end
of
this
month,
so
it's
time
to
talk
about
it
again,
I
think
in
your
packet.
You
know
you
see
mary
beth.
She
made
some
discussions
about
talking
points.
To
be
honest,
I'm
not
really
sure
what
the
best
approach
would
be.
You
could
extend
it
for
well
at
least
six
more
months
in
december.
A
A
A
A
J
I
don't
have
a
number,
but
there
are
people
that
used
it
before
this
year.
A
A
So
you
take
it
on
a
case-by-case
basis,
be
okay
with
that
like
or
let
me
just
say:
if
they
have
cobia
yeah,
we
can
do
it,
but
I
mean
they've
been
exposed
because
they
didn't
get
vaccinated.
I
I'm
not
so
extension
for
paid
leave
to
employees
that
are
quarantined
due
to
the
cops.
A
J
It's
happened
like
what,
if
a
kid
gets,
sick
or
that
gets
covered,
gets
tested,
positive
and
a
parent
might
have
to
go
and
go
and
take
care
of
them
without
working.
A
due
to
them
testing
positive
19.,
all
right,
yeah
I'll
make
that
motion
that
is
only
for
those
that
catch
that
are
test
positive
for
corn
code
in
19,
incense
and
immediate
family,
or
not.
No,
okay,
okay!
Stop
second
okay
motion
by
commissioner
combs
second
by
commissioner
hammond
any
questions
any
other
questions
both
in
favor
closed.
A
A
A
L
Yeah,
so
thank
you,
judge
the
commissioners.
You
may
recall
this
project
was
presented
to
court
back
in
2020
as
project
hydrate
as
a
competitive
project.
Subsequently,
a
site
and
the
champions
county
has
been
selected.
L
Application
for
app
for
tax
debate
was
presented
by
niagara
bottling
and
approved
back
in
june
or
last
court
june
8th
of
2021.
This
is
a
request:
a
requirement
for
public
hearing
to
establish
a
reinvestment
zone
and
any
commentary
that
would
be
received
concerning
the
project
as
a
way
a
reminder.
The
project
is
a
611
000
square
foot
facility
phase,
one
approximately
82
million
dollars
in
capital
investment
niagara
plans
to
invest
approximately
135
million
in
a
two-phase
production
facility.
L
In
the
cedarport
industrial
park,
phase
one
would
create
50
new
positions
and
with
each
additional
lines
the
possibility
of
creating
anywhere
from
between
15
to
25
additional
jobs.
A
L
L
I
I'm
sure
they're
they're,
probably
watching
and
probably
going
to
respond
very
quickly
he's
actually
here
b.j,
oh
okay,
very
good.
I
didn't
realize
that.
F
M
There
we
go
jason,
vegas
manager,
economic
development,
niagara,
bottling,
yeah,
that's
absolutely
something
that
we
would
love
to
do.
I
think
you
know.
F
M
Little
challenging,
you
know,
give
us
a
little
more
lead
time,
but
we'd
be
certainly
happy
to
do
that
in
the
future.
If
you
guys
have
those
types
of
events,
let
us
know-
and
we
can
certainly
make
that
accommodation,
especially
it'll,
be
much
easier
once
the
facility
is
up
and
running
good
point
all
right.
M
But
happy
to
answer
any
questions.
Commissioners,
if
you
have
them
judge
about
the
project.
One
thing
I'd
like
to
point.
M
I
think
the
only
thing
you're
buying
is
what
some
of
your
crates
or
something
we
purchased.
The
pellets
themselves
actually
have
a
sample
if
you'd
like
to
look
at
it,
but
have
a
sample
of
what's
called
a
blow
mold
bottle.
So
it
comes
out
as
a
little
kind
of
test
tube
and
we
make
the
caps
a
couple
of
enclosures
the
bottle.
The
only
thing
we
don't
make
is
the
labels.
M
We
do
yeah,
we
do
carbonated
beverages
juices.
Increasingly,
I
mean
actually
in
the
texas
market
we're
getting
into
what's
called
aseptic.
So
things
think
like
protein
shakes,
bottled
coffees
sports
drinks.
That's
a
good
thing.
M
Yeah
and
that
will
also
be
manufactured
in-house
yeah.
F
A
L
Thank
you
judge,
commissioners,
texas,
baytown,
grand
parkway
llc
is
in
operation.
It's
another
coal
storage
operation.
They
presented
an
application
to
court
which
was
approved
last
court.
This
is
a
request
to
conduct
a
public
hearing
to
designate
and
create
the
texas
baytown
grand
parkway
2021
reinvestment
zone,
just
as
a
way
of
reminder
about
the
project
project.
As
I
mentioned,
as
a
cold
storage,
refrigerator
warehouse
facility,
27,
acre
site
and
phase,
one
would
create
an
estimated,
let's
see
at
least
10
jobs
going
in
for
phase
one
there's.
L
An
additional
170
or
169
000
square
feet
planned
for
future
expansion,
and
so
the
request
is
to
hold
conduct
a
public
hearing
on
the
next
available
court,
which
would
be
july
13th
to
consider
designation
and
creation
of
the
reinvestment
zone,
entertainment.
L
L
Yeah,
I'm
sorry,
let
me
get
pull
this
up
directly.
A
Here,
yes,
the
annual
report
here
says:
60
employees.
F
L
L
The
total
number
of
the
of
the
of
the
company
as
it
stands
right
now
exists:
okay,
okay,
all.
B
A
Consider
approving
nominations
to
various
hjc
advisory
committees,
aging
and
disability,
regional
flood
management,
natural
resources,
houston
galveston
area,
local
development,
corporation
solid
waste
management.
These
are
appointees,
commissioner,
tyson's
appointments
so
mark
go
here
with
you.
F
A
The
nominations
to
the
various
hgac:
we
have
some
current
representatives
that
will
be
coming
back
in
the
fell,
judge
small
business
administration,
which
provides
financing,
obviously
would
be
samantha
humphrey,
and
our
flood
management
committee
is
brad
wilbur,
which
is
a
previous
representative
and
he's
re-upping
and
luciano
palacios
will
be
his
alternate.
A
And
judge
on
aging
and
disability
and
advisory
committee
committees,
we've
got
ira
echols
and
I
found
her
30
minutes
after
we
talked.
C
A
On
board
and
that's
it
your
honor.
Finally,
natural
resources,
that's
my
point
of
view.
We
learned
to
get
a
hold
of
him,
but
I'm
gonna
go
ahead
and
rip
on
fudge
wilcox.
If
for
some
reason
he
doesn't
want
to
serve
while
bringing
back
somebody
with
some
natural
resources,
all
right
questioned.
A
A
H
All
right,
as
you,
gentlemen
may
have
heard,
governor
abbott
has
now
signed
the
gcpd
legislation,
which
was
senate
bill
1160
into
law,
so
we
have
created
the
gulf
coast
protection
district.
This
district
is
intended
to
to
serve
as
the
non-federal
sponsor
primarily
for
projects
related
to
coastal
protection
that
essentially
extends
from
orange
county
down
through
through
the
freeport
area.
H
Currently,
we
do
not
have
a
designation
for
the
executive
director
or
for
the
governor
appointees
to
the
board
of
of
the
gcpd,
but
we've
heard
that
the
governor
has
made
those
selections
just
not
made
the
announcements.
Yet
as
soon
as
the
agency
has
an
executive
director
and
the
governor
appoints,
he
has
six
appointments
to
an
11-member
board.
H
What
that
means
is
that,
whenever
he's
finished,
with
his
appointments,
there
will
be
a
quorum
even
if
the
other
counties
have
not
made
their
appointees
to
represent
their
individual
counties,
and
the
district
will
be
able
to
conduct
business
at
that
point
and
we're
expecting
all
of
that
that
to
be
stood
up
by
october.
H
H
H
They
also
have
the
ability
to
raise
funding
and
other
in
other
methods,
bond
sales
and
such
and
also
to
to
provide
tax,
abatements
and
those
sorts
of
things
again.
Their
primary
function
is
going
to
be
to
serve
as
the
non-federal
sponsor
on
these
projects
that
are
large
federal
government
projects,
so
they'll
be
responsible
for
35
percent
of
construction,
a
variety
of
other
responsibilities
and
then
ultimately,
long-term
o
m
of
these
projects.
H
The
87th
legislature,
however,
has
has
opted
not
to
to
dip
into
that
rainy
day
fund,
but
has
allocated
200
million
dollars
again
for
the
next
biennium
this
time
through
sb1
on
the
general
appropriations
bill,
and
they
are
looking
to
pull
that
money
from
federal
dollars
that
will
come
to
the
state
in
response
to
the
coveted
emergency,
and
if
they
are
unable
to
identify
specific
federal
funds
to
put
into
this,
then
the
legislature
has
directed
the
state
to
move
funds.
H
This
that
same
200
million
dollars
out
of
the
department
of
of
criminal
justice
into
funding
this
project.
So
it
won't
be
strapped
for
cash
immediately,
going
into
to
start
trying
to
operate
when
it's
first
stood
up
and
they'll
have
some
time
to
to
develop
a
plan
for
moving
forward.
H
H
So
that's
maybe
something
you
guys
want
to
start
talking
about
in
the
not
too
distant
future,
so
that
you
can
have
your
voice
heard
as
soon
as
the
entity
is
up
and
running.
A
A
H
B
A
F
K
K
As
you
know,
annually
I
submit
an
archive
plan
with
our
preservation
projects
and
the
progress
on
that
project
annually.
Due
to
something
else,
I'm
gonna
inform
you
on
later
in
this
court
session.
We
no
longer
are
required
to
do
that
and
set
a
fee
in
the
budget,
although
I
will
continue
to
to
update
you.
K
Our
current
plan
that
we're
working
on
has
is
working
on
civil
case
files
and
we
are
doing
that
we're
doing
that
out
of
our
records
management
and
our
archive
plan
budget,
but
I
only
have
enough
money
left
in
my
budget
to
fund
this
year
and
next
year
at
10
000
a
piece
and
then
I'm
basically
out
of
money.
Unfortunately,
the
county
clerk
has
a
lot
more
resources
because
she
charges
a
lot
more
fees
for
different
things.
We
are
restricted
to
sim,
specifically
court
cases,
and
so
we're
limited
in
our
in
our
collection
efforts.
She.
K
Has
money
to
spend
still,
I'm
sure
she
still
has
projects?
So
one
of
the
things
that
I
have
discovered,
as
we
have
gone
through
the
last
few
years,
is
that
there
are
some
criminal
case
files
and
some
other
books
that
are
strictly
in
paper,
form
they're,
extremely
delicate
in
nature,
and
we
have
had
researchers
coming
and
asking
us
for
this
information.
K
My
predecessor
did
preserve
these
documents
in
microfiche
and
microfilm,
and
actually
I
have
some
on
cds.
Unfortunately,
none
of
that
is
indexed.
F
K
It's
very
unfortunate.
We
have
tried
our
best,
as
the
court
knows
in
in
past,
we've
hired
part-time
scanners
to
work
on
our
preservation
projects,
because
if
they
weren't
deteriorating,
we
were
trying
to
absorb
some
of
that
and
save
the
county.
Some
money
by
having
scanners
scan
those
documents
in
but
they're
too
delicate
to
touch,
and
my
scanners
can't
find
it.
They
just
can't
find
the
information,
so
this
is
kind
of
an
extension
of
that
project.
Obviously
we
could
kick
the
can
down
the
road.
K
K
K
K
This
will
actually
get
the
books,
I'm
kind
of
cheating
a
little
bit,
but
if
I
go
with
cofile
and
other
preservation,
companies
do
this
as
well.
But
if
I
go
with
cofile
and
I
give
them
a
commitment
for
some
amount
of
money
to
start
they'll
come
get
all
of
those
records
and.
F
H
K
Nice
facility-
and
they
can
actually
I
don't
know
how
they
do
it-
it's
a
magic
thing,
but
if
I
call
them
and
say
hey,
I
need
case
number
blah
blah
blah
blah.
They
can
find
it
and
get
it
wow.
So
it's
a
huge
big
deal
if
we
can
at
least
get
it
there
and
they're
just
looking
for
a
little
commitment.
So
that
is
what
I'm
asking
the
court
for.
I
don't
know
if
you
can,
if
you
have
any
money
in.
A
H
A
A
We
did
get
our
first
last
week,
I
mean
we
got
half
the
money
in.
A
M
You
do
have
241
000,
but
there's
two
two
to
be
determined
line
items
in
there.
That's
just
got
a
one
of
them's
got
a.
H
K
The
civil
case
files
are
what
are
was
talking
about
earlier,
that
I've
have
in.
F
A
Sure
just
part
it
to
her,
I'm
sure
she's,
listening,
okay,
all
right,
so
you
have
something
under
consent.
You
have
one
or
two
things:
number
18
accept
the
district
clerks
report
on
the
local
effects
of
the
senate
bill
41
chairman's
county
commission
of
court.
What's
your
other
one.
A
K
K
K
Involved
in
the
legislative
process
this
session-
and
I
was
very
happy
to
find
out
that
the
oca,
which
is
the
office
of
court
administration,
which
is
the
administrator
for
the
supreme
court,
and
I
and
my
team
got
together
and
we
worked
on
senate
bill
41.
Together
last
session,
we
passed
senate
bill
346,
which
is
the
criminal
consolidation
bill,
which
combined
and
consolidated
criminal
fees
into
one
fee
across
the
state
supreme
court
was
trying
to
get
to
prevent
attorneys
from
having
to
file
different
court
costs
in
each
county.
They
went
to.
K
Along
with
that,
since
we
were
doing
it,
we
have
been
trying
to
consolidate
issuance
fees
for
clerks
for
eight
years,
because
the
district
clerk
charges
a
different
fee
for
a
citation
than
the
county
clerk,
and
that's
ridiculous,
especially
now
that
we
have
county
courts
of
law
and
we're
many
clerks
are
serving
both
courts.
So
we
were
able
to
get
that
in
here.
Also
so,
along
with
the
raise
I'm
about
to
tell
you,
the
court
is
also
going
to
get
a
raise
for
the
county
clerks
on
all
their
services.
K
Typically,
just
I
won't
go
through
every
single
one,
but
typically
the
district
clerks
charge,
eight
dollars
for
a
citation,
the
county
clerk's
only
charged
four
well
now
they'll
be
charging
eight,
so
it
won't
matter
what
court
you're
filing
in
those
fees
should
be
the
same,
which
is
going
to
be
easier,
much
easier
for
the
filers,
but
I
will
quickly
let
you
know
that
the
new
base
fees
I
have
in
your
presentation,
I'm
just
showing
you
our
local
breakdown,
not
what
the
state
comptroller
is
receiving.
K
Local
funds
for
many
county
or
for
I
don't
know
about
a
third
of
the
counties
in
the
state.
This
was
the
maximum.
They
were
charging,
so
they
just
it
might
be
a
little
more
than
a
third,
but
so
they
just
decided
to
make
it
even,
but
for
our
county
we're
getting
a
raise.
K
K
We
are
getting
a
new
court
facilities
fee
of
20
per
case
filing
which
we've
never
had
so
that
will
help
and
that
can
be
applied
before
you
ask
to
new
construction
bonds
paying
off
debt
that
you
already
have
to
renovations
anything
having
to
do
with
a
facility
there's
also
a
new
county
jury
fund
of
ten
dollars.
Instead
of.
K
Paying
it
when
they
apply
for
a
trial,
it's
just
going
to
be
automatically
charged
just
like
in
criminal
and
there's
a
language
access
fund
of
three
dollars.
That's
new
one
thing
that
I
did
not
include
in
the
increase
because
it
goes
back
to
the
state.
If
we
don't
charge
it
is
the
county
dispute
resolution
fund,
I'm
not
actually
familiar
with
how
that
works,
but
I
think
that
the
county
has
to
adopt
a
resolution
office
and
I
think
it's
mediation
for
cases,
and
if
you
have
that
office,
then
you
can
charge
the
15
dispute
resolution
fund.
K
Otherwise
it
just
goes
to
the
state
into
the
e-filing
system,
the
same
as
for
probate,
there's
a
few
more
things
that
they
added
in
probate
that
are
specific
to
probate,
but
it's
58
a
case
for
the
county.
So
it's
going
to
help
our
revenue,
everyone.
You
know.
I
know
I'm
always
told
that.
Well,
we
don't
depend
on
clerk's
revenue
and
we
don't
expect
you
to
collect
and
all
that,
but
we
do
we.
We
want
to
collect
for
you,
it's
important
that
everybody
pay
for
their
services.
Just
like
I
have
to
pay
for
anything.
K
I
do
so
we're
happy
to
do
that
for
you.
I'm
gonna
gauge
this
from
last
session
last
session,
when
I
programmed
the
criminal
case
fees
for
every
court
for
every
office,
pretty
much
except
that
jp's
tammy,
and
I
worked
together
on
that.
It
took
about
four
months
for
me
to
do
that.
Civil
is
going
to
take
at
least
four
months
because
we
have
to
do
all
the
programming
in
tyler.
We
have
to
convert
all
the
forms
and
we
have
to
come.
K
We
have
to
change
e-filing
our
e-filing
codes,
so
it's
going
to
be
a
job
and
we'll
talk
about
that
later
in
budget.
That's
what
that's
for
and
that's
all
I
have
on
that,
though,
does
anybody
have
any
questions.
K
When
several
years
ago,
heather-
I-
I
can't
remember
how,
many
years
ago,
what
three
or
four
of
them
five
five
years
ago,
when
we
opened
an
office
in
the
west
annex
we
just
had
temporary,
we
would
pop
in
every
once.
While
you
know
we
would
set
our
hours
well.
A
few
years
ago,
we
made
an
agreement
with
the
county
clerk.
She
was
gracious
enough
to
give
us
some
of
her
time.
K
F
K
But
she
did
get
some
scheduling
for
us
and
then
we
currently
have
a
clerk
that
goes
wednesday
thursday
afternoon
and
then
all
day
friday,
and
I
knew
that
we
were
going
to
need
a
full-time
person.
I,
as
I
I
mentioned
this
to
the
court
several
years
in
a
row
that
I'm
putting
it
off
as
long
as
possible
to
try
to
save
the
county
money.
K
We
were
hoping
to
get
through
this
year,
but
christy
has
turned
in
her
resignation
saying
the
workload
is
too
much,
which
I
understand
it,
because
my
clerk
when
she
goes
over
there
she's
way
too
nice,
because
she'll
come
back
and
say
well,
I
said
wow
was
it
well.
I
could
have
used
some
help
because
I
did
17
passports
and
five
divorces
and
I'm
like.
Why
didn't
you
call
me?
I
would
have
sent
someone
over
there
and
well.
You
know,
I
know
we're
short-handed.
K
So
anyway,
christy
has
left,
it's
left
a
hole.
I
did
submit
this
request
to
ask
for
a
full-time
person.
I
know
it's
in
the
middle
of
the
budget
year.
I
do
not
have
the
money
and,
after
speaking
with
aaron,
he
said
that.
K
So
that's
what
I'm
asking
for
if
I
can't
get
it
and
I'm
again,
I
understand
we're
at
a
budget.
If
I
can't
get
it
we're
just
gonna
have
to
reduce
services.
I
mean
I
can't
I'm
short-handed
here
as
it
is.
I
can't
send
someone
full-time
over
there,
so
I'll
just
have
to
reduce
my
services,
but
I
really
hate
to
do
that.
K
Well,
I
have
them
go
like
I
said
wednesday,
thursday
afternoon
and
friday.
Yes,
I
can
still
do
that,
but
I
am
asking
for
ten
thousand
dollars
if
you
have
it
anywhere
and
the
budget
that
can
help
me
out.
Otherwise,
I
will
just
come
back
to
you
during
budget
workshop
and
and
deal
with
it.
Then,
okay,
any
questions
we're
growing
county
yeah.
We
are
drawn
by
leaps
and
bounds.
All.
A
Okay,
while
we're
on
personnel
make
sure
labor
mart's
here
for
33
34.,
saint
jordan,
9,
texas,
shirley
cost
savings,
amount
of
23,
185,
75
and
number
ten
change
order
from
10th
texas,
sterling
and
19
860.
34.
A
A
I'm
here
to
answer
questions
briefly
change
order.
Nine
is
a
revision.
The
original
change
order,
nine
contained
a
math
error
which
we
caught
after
it
was
approved
by
court,
so
change
order.
Nine
is
a
revision
change
order.
Ten
is
a
new
change
order.
It's
primarily
for
fixing
broken
fin
road.
In
the
joseph
cove
subdivision,
we
anticipated
a
certain
amount
of
cutting
and
restoring
the
concrete
pavement
on
broken
fin.
A
Same
developer,
joseph
cohen
rhodes
and
joseph
copeland,
it
comes
out
of
the
north
side
of
jo
joseph's.
Cove
goes
over
to
the
other,
the
other
side,
yeah
yeah.
I
really
thought
it
was
ghost
thing.
I'm
working
on
yeah,
we
haven't
accepted
the
road
yet.
Well,
that's
good
information.
If
we
got
an
accepted
road.
B
A
A
A
A
Well,
I
mean
it's
not
near
as
many
for
the
district
clerks
in
the
county
clerk,
because
you
know
there's
a
lot
more
services
down
in
the
county
clerk's
office.
You
know:
can
they
manage
it
with
going
over
there
two
afternoons
and
one
day
and
instead
of
five
months
or
so,
but.
H
A
A
All
right
so
the
table
that
one.
What
else
do
you
commission.
A
F
A
Saw
a
comment
on
number
11,
which
was
a
public
management
contract
for
the
grand
administration.
That's
for
the
american
rescue
plan
so
looks
like
they
come
out
to
about
a
four
percent
administration
fee
for
them
to
manage
that.
So
I
don't
know,
if
that's
a
good
number,
it
doesn't
sound
crazy.
No.
A
A
I
think
technically
we're
supposed
to
have
been
registering
those
animals.
Anyhow
yeah.
We
approved
that
several
years
several
years
ago,
we
actually
had
some
tanks
within
our
office
that
we
enjoyed
wanting
to
look
into
purchasing
those,
and
so
we
can
get
this
program
get
each
office
change
up.
How
to
do
it.
F
A
My
if
I
understand
that
now,
I'm
talking
to
commissioner
yesterday,
I
would
get
my
dog
vaccinated
and
then
I
would
take
that
paper
to
the
commissioner's
office
and
get
my
taxes.
Yes,
you
have
to
have
your
rabies
shot,
take
it
over
there
and
then
we
can
decide
on
the
fee
always
from
the
cause
one.
I
think
they
have
one
great
issue.
One
year,
a
five
year
three
year
raving
shot.
B
A
One,
I
guess
a
question
for
george
on
item
number
32:
the
service
agreement,
this
company-
I
think
that's
what
the
courts
want
to
work
for.
Let's
look
at
the
rate.
G
E
G
G
G
He's
gonna
be
very
flexible
in
helping
us,
but
but
you
know
it's
not
gonna
last
long,
because
the
honeymoon
will
be
over
pretty
quick,
I'm
pretty
sure.
G
A
G
Is
replacement?
Yes,
sir?
No,
commissioner,
I
just
want
to
make
sure
to
clarify
the
one
that
we
just
bought.
The
65
000
band
was
donated
by
the
hospital
district
in
winning
and
with
stipulations.
It
be
used
in
the
winnie
area.
Now,
commissioner,
had
bought
a
band
the
year
before.
Okay
and
that's
the
band
that
he's
using
there.
So
there's
two
bands
in
winning
one
paid
for
by
someone
else
and
the
band
y'all
paid
for.
F
A
A
B
A
C
F
A
Yeah
and
it
stays
booked
up
all
the
time,
so
this
new
band
has
will
hold
two
wheelchairs,
so
we
can
coordinate
better
because
right
now
we
can
only
get
one
person
in
there
so
we're
having
to
make
multiple
trips.
So
with
this
here,
lisa
does
a
great
job
on
trying
to
coordinate
those
trips,
so
we
can
haul
more
than
one
person
at
a
time
into
houston
and
get
where
they
need
to
go
so
that'll
become
more
efficient,
but
we
we
keep
our
driver.
G
A
A
G
J
G
G
A
A
You,
okay
with
those
all
right,
sounds
good
I'll,
entertain
a
motion
for
the
senate
to
approve
the
senate,
judge
and
you're
tabling
the
one
for
the
district
clerk
correct
yeah
much
mr
hammond
won
it
and
seconded
by
commissioner
combs
correct,
and
that
was
just
to
prove
them
all
accept
that
one
payroll
doesn't
favor
opposed
motion
curies.
It's
now
11
26
a.m.
A
A
At
the
executive
session,
it's
what
time
is
that
12
59
pm
under
executive
session.
We
have
one
item
to
be
voted.
A
Had
to
leave
so
he's
not
present
any
questions
here,
knowing
those
in
favor
close
motion
carries
nothing
further
to
come
before
the
court.
We
are
adjourned.
Thank
you.
All
godspeed.
