I

update

the
things
we've
been
doing
to
collect
your
delinquent
taxes.
Since
the
last
report,
which
was
in
march
of
this
year,
we
have
had
two
tax
sales
that
have
generated
approximately
fifty
seven
thousand
seven
hundred
dollars
in
tax
sale
proceeds.
Those
are
split
among
the
taxing
entities
that
were
included
in
the
tax
judgments.

Additional
money
was
recovered
during
those
sales.
Six
of
the
properties
that
had
been
posted
were
pulled
prior
to
sale
for
payment,
so
the
sales
are
active.
We
were
assigned
a
new
year
to
collect
the
2020
tax
year
was
assigned
to
us
in
july
july,
1
of
this
year
we
mailed
2236
letters
to
taxpayers,
notifying
them
of
their
delinquent
taxes.
We've
been
making
phone
calls
sending
emails,
trying
to
reach
people
encouraging
them
to
take
care
of
their
business,
get
into
a
payment
plan
if
needed.

So
those
are
the
few
of
the
highlights.
I'd
like
to
move
to
the
report
fairly
quickly,
page
one,
which
I
think
you
all
have
copies
of.
Okay,
now,
you've
seen
these
charts

The
first
one
is
the
account
breakdown

If
you
would
notice
first,
in
the
lower
right
hand
corner
that
number
is
your
total
outstanding
tax
base,
that's
all
taxes
for
all
years,
since
the
time
we
prepared
this
report,
we
have
collected
another
approximately
two
hundred
ninety
three
thousand
dollars,
so
that
balance,
as
of
the
end
of
august,
is
closer
to
one
million.

largest

account
owed
to
chambers
county
is
147
000
in
tax
base,
so
that
makes
up
a
pretty
substantial
part
of
that

Pending
it's
currently
involved

a
bankruptcy

group
working
on
it.

filed
claims
we're
working
with
the
trustee
and
the
attorneys
for
the
company
that
owes
the
taxes
plus
the
prior
company,
because
there
was
a
sale
that
was
involved
in
this,
so
we're
working
with
everyone
trying
to
get
those
paid
and
then
also
another
group
of
accounts,
that
is
mineral
accounts,
we're
working
on
getting
paid
which
make
up
about
83
000
of
that
as
well,
and
then,
of
course,
we
see
the
smaller
charts
of
the
pie.

Deferral
are
those
properties
that
have
the
exemption
that
are
put
on
by
the
appraisal
district
and
that
essentially
abates
our
tax
suits
or
tax
sale
until
the
deferral
gets
lifted
either
the
person
entitled
to
the
deferral
moves
no
longer
occupies
that
property
as
their
homestead
or
they
pass
away,
and
then
I
just
also
want
to
point
out
the
category
bad
address.
That's
not
forgotten!

is

our

bills
go
out

they're

paid

office
tries
to
collect

get

nitty-gritty

not

so
year
back
in
2019,
when
we
started
looking

funds,

we
looked
at
drainage
projects
and
to
do
drainage
right,
you're,
talking
multiple
millions
of
dollars
for
two
or
three
blocks
of
road.

just
didn't
have
the
funds
to
do
any
of
the
drainage
projects
that
needed
to
be
done,
but
this
was
something
that
we
knew
needed
to
be
done,
because
the
existing
wastewater
treatment
plant
in
hancomer
is
a
wetland
system
which
is
antiquated
now
it
was
built
in
2002
and
it
flooded
during
hurricane
harvey
and
untreated
wastewater
got
into
the
watershed
there.
So
that's
where
people
get
their
drinking
water
and
it
was
an
eligible
project
and
it
was
something
that
needed
to
be
done
now.

The
thing
is,
and
james-
and
I
had
this
conversation
yesterday-
it's
absolutely
a
necessity
that
they
get
this
plant
done
because
of
the
growth
in
mid-chambers
county,
and
so
there
the
existing
plant
is
very
nearly
no
longer
able
to
support
the
the
homes
in
that
area.
This
will
help
them
to
do
that
and
it's
obviously
something
that's
worthwhile.

It's
just
we've
run
into
quite
a
few
snags
along
the
way
with
covid
and
then
natural
disasters
and
all
of
the
things
that
have
contributed
to
increasing
prices.
So,
ultimately,
tbcd
will
be
the
owner
of
this
program.
It's
what
we
call
a
pass-through
grant,
so
we
they
were
not
eligible
to
receive
funding
on
their
own
or
apply
for
funding.
We
received
this
funding
that
was
an
eligible
activity.

agreed
to
do
a
pass-through
grant,
so
unless
we
end
up
giving
them
a
couple
hundred
thousand
dollars
to
cover
the
overage,
there's
no
cost
to
us
they're
supposed
to
put
up
the
extra
cost
again.

seeing
the
rise
in
prices
for
things
so
they'll
own
it.
We
won't
have
anything
to
do
with
it
once
it's
completed,
we
sign
it
over
to
them
and
we're
done.

reason

the
project
was
started
was
because
they

eligible
to
receive
funding

allocation

money
they
give
you
the

million

pretty

only

came
up
with

was

million

to
do
basically

blocks
